I remember the event very clearly, being allowed to stay up to watch on our small, black and white television. The whole event was in black and white for everyone on earth, as colour television transmissions did not begin until the following year when we went round to a friend’s house to watch the Football World Cup via satellite from Mexico.

Képtalálat a következőre: „apollo 11”Looking back over those fifty years, it’s interesting to see how much of popular culture on both sides of the Atlantic has been influenced by that event, and the subsequent two Apollo landings of the seventies. Before 1969, most classical compositions and popular song lyrics referenced the moon and the stars in the romantic terms of ‘moonlight’ and ‘Stardust’, even Sinatra’s ‘Fly me to the Moon’. These metaphors continued afterwards, but they were joined by a growing genre of songs about ‘rocketmen’ and space and time exploration which had begun in the early sixties with TV series like ‘Fireball XL-5’, ‘Dr Who’ and ‘Star Trek’.

Gradually, Science Fiction literature and films took us beyond cartoonish ‘superhero’ representations of space and HG Wells’ early novels until, by the time I went to University, ‘Star Wars’ had literally exploded onto the big screens and was taking us truly into a new dimension, at least in our imaginations.

The Dawning of a New Age?

The ‘Age of Aquarius’ had begun on earth as well, with rock musicals, themed albums and concerts, and ‘mushrooming’ festivals under the stars providing the soundtrack and backdrop to the broadening of minds and horizons. Those ‘in authority’ were not at all tolerant of the means used by some to help broaden these horizons and, in those days, these mass encampments were not always seen as welcome additions to the rural landscape and soundscape. Many evangelical Christians were suspicious of the ‘New Age’ mysticism embraced by the Beatles, the outrageous costumes and make-up of David Bowie and Elton John, and the heavy rock music of a series of bands who made use of provocative satanic titles and emblems, like ‘Black Sabbath’. But some, like Larry Norman and ‘The Sheep’, decided to produce their own parallel ‘Christian Rock’ culture. The first Christian ‘Arts’ Greenbelt Festival was held on a pig farm just outside the village of Charsfield near Woodbridge, Suffolk over the August 1974 bank holiday weekend.

Local fears concerning the festival in the weeks running up to it proved to be unfounded, but the festival didn’t return to the venue. We, on the other hand, were excited and enthused by what we saw and heard.

The ‘mantra’ we repeated when we got home to our churches was William Booth’s question, voiced by Larry, Why should the devil get all the best tunes? We wrote and performed our own rock musical, James (a dramatisation of the Book of James) touring it around the Baptist churches in west Birmingham, a different form of evangelism from that of Mary Whitehouse and her ‘Festival of Light’. One of our favourite songs was Alpha and Omega:

The Beginning and the End,

The first and last,

Our eternal friend.

Another of their ‘millenarian’ songs, Multitudes, also emphasised the importance of the Day of the Lord, which seemed to chime in well with the ‘nuclear age’ and the Eve of Destruction songs of Bob Dylan and Barry McGuire, among others.

But though we began to sing new songs, much of this revivalist spirit still owed its origins and source of inspiration to the 1954 North London crusade of Billy Graham, and the hymns associated with it. Great is Thy Faithfulness, written in the USA in the early 1920s, really owes its popularity in Britain to its use by the Billy Graham Crusade (pictured right).

It took some time to for it to find its way into the hymnbooks in Britain, but it now stands high in the ‘hit parade’, ranking fourth in the 2002 BBC Songs of Praise poll. It has much in common with our other hymn, How Great Thou Art, which was the most popular and probably still is, thanks to recent recordings. Both hail from the early part of the twentieth century and both display a strong emphasis on creation and nature, which have become dominating discourses by the early part of the twenty-first century.

Great is Thy Faithfulness is the work of Thomas Chisholm (1866-1960), a devout Methodist from Kentucky who worked successively as a journalist, a school teacher and a life-insurance agent before becoming ordained. He wrote the verses in 1923 and later reflected that there were no special circumstances surrounding their writing and that he was simply expressing his impressions of God’s faithfulness as recounted in the Bible. Yet, as Tom White has written recently in his book on Paul, our ‘justification’ as Christians is not the result of our own ‘little faith’ so much as the great faithfulness of God as revealed in his son, Jesus Christ. Chisholm sent his poem, along with several other poems, to his friend and collaborator William Runyan (1870-1957), a fellow Methodist who achieved considerable fame in the USA as a composer of sacred music and gospel songs.

Képtalálat a következőre: „moody bible institute”Its early popularity in the USA was partly the result of its promotion by Dr Will Houghton, president of the Moody Bible Institute in Chicago (pictured right), who used it frequently both in the services he took and on his radio broadcasts on WMBI. George Beverly Shea, first as a singer on the station’s early morning programme, Hymns from the Chapel, and then as the lead singer at Graham’s rallies, also helped to popularise the hymn across America.

The opening verse is based directly on scriptural affirmations about God. Lamentations 3.22 and 33 proclaim that His compassions fail not; they are new every morning: great is thy faithfulness, and James 1.17 declares that every good gift and every perfect gift is from above, and cometh down from the Father of lights, with whom there is no variableness, neither shadow of turning:

Great is thy faithfulness, O God my Father,

there is no shadow of turning with thee;

thou changest not, thy compassions they fail not,

as thou hast been, thou for ever wilt be!

Morning by morning new mercies I see;

all I have needed thy hand hath provided –

The second verse places the individual Christian in the context of the wider creation and emphasises the interdependence of the whole created order under its creator. This is the theme which is taken up in How Great Thou Art.

According to the 2002 Songs of Praise poll, this is Britain’s favourite hymn, and readers of the Catholic weekly, The Tablet, voted it third in their list of top ten hymns in 2004. Like Great is Thy Faithfulness, it owes much of its popularity to its extensive use in the Billy Graham crusades of the 1950s. But prior to that, the hymn owes its origins to a trail leading from Sweden to Britain via central-eastern Europe. The words in English are a translation of a Swedish poem, O store Gud, by Carl Boberg (1859-1940), an evangelist, journalist and for fifteen years a member of Sweden’s parliament. He was born the son of a shipyard worker on the south-east coast of Sweden. He came to faith at the age of nineteen and went to Bible School Kristinehamn. He returned to his native town of Monsteras as a preacher and it was there in 1886 that he wrote his nine-verse poem, inspired to praise God’s greatness one summer evening while looking across the calm waters of the inlet. A rainbow had formed, following a storm in the afternoon, and a church bell was tolling in the distance. Translated literally into English, the first verse of his poem reads:

O Thou great God! When I the world consider

Which Thou hast made by Thine almighty Word;

And how the web of life Thy wisdom guideth,

And all creation feedeth at Thy board:

Then doth my soul burst forth in song of praise:

O Thou great God! O Thou great God!

Boberg’s verses were set to music in 1891 and appeared in several Swedish hymnbooks around the turn of the century. An English translation was published in 1925 under the title O Mighty God, but never really caught on. Earlier, in 1912, a Russian version by Ivan Prokhanoff had appeared. This was almost certainly made from a German translation of the original Swedish hymn. The English translation was the work of British missionary and evangelist, Stuart K Hine (1899-1989), who heard it being sung in Russian in western Ukraine, where he had gone in 1923. After singing the hymn in Russian for many years, Hine translated the first three verses while continuing his missionary work in the Carpathian mountains in the 1930s. The scenery there inspired his second verse which draws little from Boberg’s original poem while remaining true to its general spirit of wonder at God’s creation:

O Lord my God, when I in awesome wonder

Consider all the works Thy hand hath made,

I see the stars, I hear the mighty thunder,

Thy power throughout the universe displayed:

Then sings my soul, my saviour God, to Thee,

How great Thou art! How great Thou art!

When are we Going to go Home?

Stuart Hine wrote the fourth verse of his hymn when he was back in Britain in 1948. In that year more than a hundred thousand refugees from Eastern Europe streamed into the United Kingdom. The question uppermost in their minds was When are we going home?  In an essay on the history of the hymn, Hine wrote:

What better message for the homeless than that of the One who went to prepare a place for the ‘displaced’, of the God who invites into his own home those who will come to him through Christ. 

Contrasting with a third verse which is about Christ’s ‘bearing’ of our individual burdens of sin on the cross, the final verse is about our places among the multitudes on the ‘last day’, just like the mass of homeless refugees finding a temporary home in Britain:

When Christ shall come with shout of acclamation

And take me home – what joy shall fill my heart!

Then shall I bow in humble adoration

And there proclaim, my God, how great Thou art! 

Seventy years ago, Stuart Hine published both the Russian and the English versions of the hymn in his gospel magazine Grace and Peace in 1949. O Lord My God rapidly caught on in evangelical circles both in Britain and the UK, as well as in Eastern Europe, despite the oppression of the churches by the Soviet-style communist régimes which were taking control of the states where the hymn was first heard. The Hungarian Baptist Hymnbook contains a translation by Balázs Déri (born in 1954):

The hymn has been regularly sung in Hungarian Baptist Churches in recent decades, but it’s popularity probably stems, not so much to its sub-Carpathian origins, but to George Beverly Shea (below), the leading vocalist in Billy Graham’s evangelistic team, who was given a copy of it during the London crusade at the Haringey Arena in 1954. It became a favourite of Shea, the team’s choir director, Cliff Barrows and Graham himself, who wrote of it:

The reason I liked “How Great Thou Art!” was because it glorified God: it turned a Christian’s eyes toward God rather than upon himself, as so many songs do.

The hymn is still sung, universally, to the beautiful Swedish folk-melody to which Boberg’s original verses were set in 1891. It was the tune that I first fell in love with as a boy soprano when my Baptist minister father introduced my contralto sister and me to the hymn as our entry as a duet into the west Birmingham Baptists’ Eisteddfod (Festival of Arts), which was held during the same year as the lunar landing, my first year of secondary school (1968-69). Looking back, I’m convinced that it was my father’s involvement in the Billy Graham campaign as a young minister in Coventry which encouraged his love of the hymn. When it was sung by the congregation at his second church in Birmingham, he would always provide his own accompaniment on the piano, ensuring that the organist and the congregation did not ‘drag’ the tune and that it kept to a ‘Moody’ style, as in the days of the Graham Crusade.

Its reference to ‘the stars’ as evidence of the works thy hand hath made, inserted by Hine, anticipated the sense of awe and wonder experienced by the astronauts onboard the Apollo missions. Both the words and the music have continued to captivate soloists and congregations alike. Elvis Presley released his version of it, and more recently my favourite Welsh singers, Bryn Terfel, Katherine Jenkins and Aled Jones have also recorded their renditions. It was certainly a favourite of the Baptist congregations I regularly joined during my days as a student in Wales in the seventies, though they had many wonderful tunes of their own, including Hyfrydol, meaning just that. Most recently, the Mormon group, The Piano Guys recorded their ‘crossover’ instrumental version of it on their Wonders album, appropriately combining it with Ennio Morricone’s haunting composition for the film, The Mission, with Jon Schmidt at the piano and Steven Sharp Nelson on cello.

Alpha & Omega – In the Beginning and At the End:

For the astronauts on the Apollo 11 Mission, the landing was a profoundly spiritual event, according to their own testimony. They read from the gospel and even celebrated communion (see below). On Sunday (14th July 2019), a service from Leicester Cathedral to mark the 50th anniversary of the Moon landings was broadcast on the BBC under the title The Heavens are telling the glory of God. The service celebrated the achievement of the Apollo 11 Mission and asked whether the ‘giant leap’ has made us more, or less aware of our own human limitations and of our longing for God. It was led by the Dean of Leicester, the Very Reverend David Monteith, with contributions from staff at the National Space Centre and Christians involved in Astrophysics and Space Science. The Cathedral Choir led the congregation in hymns including Great Is Thy Faithfulness and The Servant King.

Graham Kendrick.jpgThe Servant King is one of many worship songs written by Graham Kendrick (born 1950), the son of a Baptist pastor, M. D. Kendrick. Graham Kendrick (pictured right, performing in 2019) began his songwriting career in the late 1960s when he underwent a profound religious experience at teacher-training college. This set him off on his itinerant ministry as a musician, hymn-writer and worship-leader. After working in full-time evangelism for Youth for Christ, with which I had been involved in Birmingham, in 1984 he decided to focus all his energies on congregational worship music. He has also become closely associated with the Ichthus Fellowship, one of the largest and most dynamic of the new house churches to emerge from the charismatic revival.

His most successful musical accomplishment is his authorship of the song, Shine, Jesus, Shine, which is among the most widely heard songs in contemporary Christian worship worldwide. His other songs, like Meekness and Majesty, have been primarily used by worshippers in Britain. Although now best known as a worship leader and writer of worship songs, Graham Kendrick began his career as a member of the Christian beat group Whispers of Truth (formerly the Forerunners). Later, he began working as a solo concert performer and recording artist in the singer/songwriter tradition. He was closely associated with the organisation Musical Gospel Outreach and recorded several albums for their record labels. On the first, Footsteps on the Sea, released in 1972, he worked with the virtuoso guitarist Gordon Giltrap. In 1975 and 1976, he was one of the contributing artists at the second and third Greenbelt Arts Festival at Odell Castle in Bedfordshire. I was present at both of these, and also attended the fortieth, a much bigger event, at Cheltenham (see below) in 2013 where I watched him perform again.

Until the advent of Shine Jesus Shine, The Servant King was Graham Kendrick’s most popular song and is still one of the top 10 songs in the CCL (Church Copyright Licence). It was also voted 37th in the 2002 Songs of Praise poll. Written to reflect the theme for the 1984 Spring Harvest Bible teaching event and the Greenbelt Festival later that year, it illustrates Graham’s willingness to research a theme using concordances, commentaries and other biblical research tools. He found the theme very inspiring:

It was a challenge to explore the vision of Christ as the servant who would wash the disciples’ feet but who was also the Creator of the universe.

He wrote both the words and the tune, as with virtually all of his songs, first picking out the tune on the piano at home. It is a short and simple hymn which yet has a wonderful theological sweep and depth. The song is based on an incarnational root and is one of the few songs I know that can be used in worship at Christmas and Easter, and at any time between the two as a call to renewed commitment and discipleship. Its opening line is very reminiscent of Martin Luther’s Christmas hymn, From Heaven Above to Earth I Come, and it goes on to cover the agony of Jesus in the garden of tears and his crucifixion and calls on us to serve him as he did his disciples. I remember a Good Friday ‘service of nails’ in which it featured. It begins with the incarnation – From heaven you came, helpless babe – and progresses to one of Graham’s most poignant lines: Hands that flung stars into space to cruel nails surrendered:

From heaven you came helpless babe
Entered our world, your glory veiled
Not to be served but to serve
And give Your life that we might live

This is our God, the Servant King,

He calls us now to follow him,

To bring our lives as a daily offering

Of Worship to the Servant King.

Come see His hands and His feet
The scars that speak of sacrifice
Hands that flung stars into space
To cruel nails surrendered

It reminds us of the timeless nature of the acts of creation, incarnation and reconciliation, and of the inextricable link between them. Jesus is Alpha and Omega, his hands flinging stars into space, but then enters human time as a helpless babe, with the same hands being used to pin him to the cruel Roman gibbet in a once and for all act of atonement of the whole created order, fallen and the restored. For me, the final lines are among the most poignant and poetic of any hymn or worship song. It is also worthy to stand alongside the great classics of evangelical hymnody by Isaac Watts and Charles Wesley. It is more of a contemporary hymn in this classical tradition than a worship-song. It is addressed to Christ, and both its verses and chorus are cast in strophic, metrical form. Kendrick’s tune is also an unmistakably modern idiom and the resulting hymn does not ‘dumb down’ in terms of its theological subtlety and profundity. Neither does it suffer from the excessive individualism of so many contemporary worship songs. Like Great is Thy Faithfulness and O Lord My God, When I in Awesome Wonder, The Servant King places the paradox of greatness and sacrifice at the centre of the Christian religion as a truly universal faith and practice. Like his Meekness and Majesty, this hymn effectively points up the central paradox that Jesus is both king and servant, priest and victim: the one whose weakness is strength and who conquers through love.

Thirty Years After the Fall: Is Socialism Dead?

Júlia Tar’s recent piece on the Hungarian government’s online media outlet, Hungary Today, points out that 2019 is the anniversary of not one, but three remarkable events of the 20th century: NATO’s 70th anniversary; Hungary, Poland and the Czech Republic’s 20th anniversary since joining NATO, and the thirtieth anniversary of dismantlement of the Iron Curtain and of the Berlin Wall. According to Eugene Megyesy, the former Senior Advisor to the Prime Minister of Hungary and a Member of the Board of Trustees of the Friends of Hungary Foundation, publisher of Hungary Today, we might not have learned from these historical events. 1956 was a significant year for Hungary because of its revolt against the Soviet Union and dictatorial communism. The revolt was followed by the Prague Spring in 1968 and the Polish Solidarity movement in the early 1980s. Then,

Hungary opened the Iron Curtain toward Austria, allowing East Germans to flee the oppression of the Utopian socialist system, thereby rendering the Berlin Wall obsolete.

This was on 11 September 1989 (not June, as stated), when a courageous decision was taken at the urging of leading Socialist reformers in the government like Imre Pozsgay, and in spite of threats of invasion from Berlin. By November, the Berlin Wall had itself been destroyed. In summarising Megyesy’s ‘view’, Tar claims that…

… socialism was always built on the promises of a Utopian system, equality and the ability to solve all social problems (“heaven on earth”).

Eugene Megyesy warns that this is happening again in some countries:

Sadly, there are politicians and bureaucrats in Washington and Brussels, supported by ivory tower academics, media pundits and Hollywood luminaries, who believe socialism is viable.

Megyesy urges today’s generation to look back and think about whether socialism was ever successful. It may have been, but only for a limited period of time. He cites the unsustainability of the capitalism-backed socialistic systems in the Scandinavian countries as an example. In Cuba, North Korea and Venezuela, it is even worse and only serves to highlight the gap between the poor and the leaders living in luxury, Megyesy explains. Before socialism, Venezuela was one of the richest countries; now it’s one of the poorest. According to Megyesy, socialism means…

… control over all means of production and the redistribution of wealth by the government.

Definitions and Debates:

But not every ‘socialist’ today would agree with this definition, and especially the idea that public control means control by the central or federal government. Neither does this interpretation match those of the multifarious strands of socialism in western Europe which developed from the middle of the nineteenth century. To define socialism and understand its roots, a longer and broader view is necessary, not just one which draws conclusions based on events since the spread of Stalinism across eastern Europe, or which focuses on recent events in North Korea or Venezuela for evidence of the failings of the Utopian Socialist system. Many of the twentieth century’s ‘dystopias’ may have had their origins among the nineteenth century ‘isms’, as in previous centuries they were often the product of misguided Christian millenarianism, like ‘anti-Semitism’, but that does not mean that we should simply discard the thinking of the philosophers and political economists who developed their detailed critiques of capitalism any more than we should reject two millennia of Christian theology. After all, as Marx himself noted, philosophers only interpret the world: the point is to change it. 

In seeking to change its own world, each new generation must produce its own reinterpretation of the ideas handed down to it from past generations and come up with its own solutions to its own moral dilemmas and social problems. That is, in essence, what socialism means to me. We should neither rely on theories from posterity nor reject them out of hand as if all who came before us were thieves and robbers. We can only learn from the past by giving it a fair hearing, remembering as the novelist J P Hartley famously wrote, the past is a foreign country; they do things differently there. We are solely responsible for our own ‘country’ in equity

the ‘present’, and for not learning from our own mistakes in its past. In this context, and according to the eminent ‘man of letters’ of the twentieth century, Raymond Williams (1983), ‘Socialist’ emerged as a philosophical description in the early nineteenth century. In that century and beyond, it could be used in two ways, which have had profound effects on the use of the term by radically different political tendencies. Of course, social was the merely descriptive term for a society in its now predominant sense of the system of common life; a social reformer wished to reform this system. But ‘social’ was also …

… an emphatic and distinguishing term, explicitly contrasted with ‘individual’ and ‘individualist’ theories of society.

Naturally, there has always been a great deal of interaction and overlap between these two meanings, but their varying effect can be seen in the beginning in the formation of the term. In the first sense, it was viewed as an extension of ‘liberalism’ as it referred to radical political reform of the social order, in order to develop, extend and secure the main liberal values for all members of society; political freedom, the ending of privileges and formal inequalities, social justice (conceived as ‘equity’ between different individuals and groups). In the second sense, it was seen as the ‘enemy’ of competitive, individualist forms of society, specifically industrial capitalism with its system of wage-labour. Truly social forms depended on practical co-operation and mutuality, which in turn could not be achieved while there was still private (individual) ownership of the means of production. Real freedom could not be achieved, basic equalities could not be ended, social justice (conceived as a just social order rather than simply ‘equity’ between individuals) could not be established unless a society based on private property was replaced by one based on social ownership and control.

H. G. Wells, writing his well-known book in 1922 (above), expressed the dichotomy in the following terms:

On the one hand are the individualists, who would protect and enlarge our present freedoms with what we possess, and on the other hand the socialists, who would pool our ownerships and restrain our proprietary acts. In practice one will find every graduation between the extreme individualist, who will scarcely tolerate a tax of any sort to support a government, and the communist, who would deny any possessions at all. The ordinary socialist of today is what is called a collectivist; he would allow a considerable amount of private property, but put such affairs as education, transport, mines, land-owning, most mass production of staple articles, and the like, into the hands of a highly organised state. Nowadays there does seem to be a gradual convergence of reasonable men towards a scientifically studied and planned socialism.  

The resulting controversy among the many groups and tendencies all calling themselves ‘socialist’ has been, long, intricate and frequently bitter. Each main tendency has developed alternative, often derogatory terms for the others. But until circa 1850, the word was too new and too general to have any predominant use. The earliest known use in English is in Hazlitt’s On Persons One Would Wish to Have Seen (1826), in which he recalls a conversation from 1809 in writing those profound and redoubted socialists, Thomas Aquinas and Duns Scotus. There is also a contemporary use in the 1827 Owenite Co-operative Magazine. Its first recorded political use in French dates from 1833. However, ‘socialisme’ was first used in 1831 in the more generic meaning, and Owen’s New Moral World also contains a similar use. Given the intense political climate in both France and England in the 1820s and 30s, these references provide a sense of the period in which the word came into ‘common coinage’. It could not have been known at that time which meaning of the word would come through as dominant. It was a period of very rapid developments in political discourse, and until well into the 1840s there were a number of alternative words for ‘socialist’, some of which were in more common usage: co-operative, mutualist, associationist, societarian, phalansterian, agrarian, radical. As late as 1848 Webster’s (AmE) Dictionary defined ‘socialism’ as ‘a new term for agrarianism’. By that time in Europe, especially in France and Germany, and to a lesser extent in Britain, both ‘socialist’ and ‘socialism’ were common terms.

One alternative term, Communist, had begun to be used in France and England by the 1840s, but the sense of the word varied according to particular national contexts. In England in the 1840s, communist had strong religious associations, dating back to the Puritan sects of the seventeenth century. Thus its use was distinct from the secular word ‘socialist’ as used by Robert Owen, which was sometimes avoided for that reason. ‘Communism’ before Marx meant the primitive form practised in the early church when the followers of Jesus ‘held all things in common’. The ‘True Levellers’ or ‘Diggers’ of the English Commonwealth similarly wanted to abolish private property and social distinctions altogether. In the nineteenth century, their ideological ‘descendants’ believed this could only happen if a democratic state was to own all property. The French ‘anarchist’ philosopher Proudhon wrote that all property is theft. But the development of political ideas in France and Germany were different; so much so that Engels, in his Preface of 1888, looking back to the Communist Manifesto which he and Marx had written in 1848, observed:

We could not have called it a ‘Socialist’ manifesto. In 1847, Socialism was a middle-class movement. Socialism was, on the continent at least, respectable; Communism was the very opposite.

For a time, the stresses between employers and employees led to the worldwide dissemination of the very harsh and elementary form of communism which is associated with Karl Marx in particular. However, we need to view Marx’s political economy in its proper context as an integral shift in thinking about how to interpret the new industrial world which had grown up ‘like Topsy’ around the common man. It was only as the nineteenth century developed, according to H. G. Wells, that:

… men began to realise that property was not one simple thing but  a great complex of ownerships of different values and consequences … that there is a very great range of things, railways, machinery of various sorts, homes, cultivated gardens, pleasure-boats, for example, which need each to be considered very particularly to determine how far and under what limitations it may come under private ownership, and how far it falls into the public domain and may be administered and let out by the state in the collective interest.

The Growth of Democratic Socialism in Britain & Ireland, 1880-1918:

‘Communist’ had French and German senses of a militant movement, at the same time that in Britain it was preferred to ‘socialist’ because it did not involve atheism. Modern usage began to settle from the 1860s, and in spite of the earlier variations and distinctions, it was ‘socialist’ and ‘socialism’ which became established as the predominant words. Communist, in spite of the distinction originally made, was much less used, and parties in the Marxian tradition took some variant of social and ‘socialist’ as titles; usually Social Democratic, which meant adherence to socialism. Even in the renewed and bitter internal disputes of the period 1880 to 1914 in Europe, these titles held. Communism was in this period most often used either as a description of an earlier form of society – primitive communism – or as a description of an ultimate form, a utopia, which would be achieved after passing through socialism. Yet, also in this period, movements describing themselves as ‘socialist’, for example, the English Fabians, powerfully revived what was really a variant sense in which ‘socialism’ was seen as necessary to complete liberalism, rather than as an alternative theory of society. To George Bernard Shaw and others in Britain and Ireland, socialism was the economic side of the democratic ideal (Fabian Essays, 33) and its achievement was an inevitable prolongation of the earlier tendencies which Liberalism had represented. Opposing this view, and emphasising the resistance of the capitalist economic system to such ‘inevitable’ development, William Morris used the word communism.

Morris was a well-established writer, artist, craftsman and an honorary fellow at Exeter College, Oxford, and was one of the middle-class Socialists who joined the Social Democratic Federation just as the working-class radicals left it. The Federation’s intransigent opposition to the Liberal Party was unpalatable for many of its promoters and early members, and its denunciation of ‘capitalist radicalism’ led to the defection of nearly all the Radical clubs. As Socialism began to spread in Britain, it became possible for its leader, H. M. Hyndman, to convert it into an openly Socialist body, which he did at its annual conference in 1883. It had begun to concentrate on issues such as Housing and the Eight Hours Working Day, which showed that the emphasis was no longer on purely political radicalism. Hyndman wrote to Henry George that same year that Socialist ideas are growing rapidly among the educated class… It was notable that many of these middle-class Socialists found their way to Socialism by way of the land reform movement: this was true of Henry George, whose views were published by the Land Reform Union and (in 1883) the Christian Socialist (I have written about ‘Christian Socialism’ elsewhere on this website). Morris, however, had not taken part in the land agitation: Ruskin, rather than George, seems to have been the means of Morris’ introduction to Socialism. He gives accounts of his political development in a collection of testimonies edited by Hyndman, How I became a Socialist (n.d.). The Federation accepted Hyndman’s declaration of principles, Socialism Made Plain.

In short, British Socialists were a sort of ‘stage army’ in the 1880s. There were plenty of leaders, but a limited number of followers. But these leaders were successful in creating a much greater impression than would be expected from such a small body of opinion. The fact was that, although it was in the interest of the working classes to follow their lead, there was a very high proportion of middle-class people among the converts of this period, and what the societies lacked in numbers they made up in the comparative energy, ability and financial generosity of their members. This alone can account for the flood of Socialist periodicals and pamphlets which were already pouring from the presses. There were first of all weekly papers of the SDF and the Socialist League, which enjoyed a circulation considerably larger than its immediate membership. The Commonweal, the League’s paper, issued fifty-two numbers and sold 152,186 copies. The Christian Socialist, nominally an organ of the land reformers, but edited by Socialists, gave the cause a great deal of publicity over a long period. Annie Besant, the early trade union leader and the editor of the journal of the Law and Liberty League, ensured that Fabian meetings were well-reported in it. The Fabians also issued tracts and the Socialist League published pamphlets and its own reports of debates.

The SDF’s paper, Justice, simply represented the views of the Hyndman group, or ‘clique’, who greeted with scorn and vituperation the slightest sign of deviation from an attitude of uncompromising hostility to all other parties and to alternative views of how to achieve socialism within the Federation itself. In 1895, George Lansbury, who stood for Walworth as an SDF Parliamentary candidate, ventured to write in his manifesto of ‘the transformation of society by peaceful means’, and was severely taken to task by Hyndman for his abandonment of the true revolutionary attitude. Yet in spite of all its defects, the SDF continued to provide a serious challenge to the other early socialist society, the ILP (Independent Labour Party). In 1898, it claimed a total of 137 branches, which was twice as many as it had had in 1893, and roughly two-thirds of the ILP figure. The SDF was, much more obviously than the ILP, a Socialist party; and those who were converted to Socialism by Hyndman and other leaders might well feel that there was an element of compromise about a party which failed to call itself ‘Socialist’ in its title. Members of the SDF were expected to make a real attempt to master Marx’s theories, and even Lansbury’s Bow and Bromley Socialists wearily struggled with ‘Das Kapital’ and Engels’s ‘Socialism, Utopian and Scientific’; this was much more than the ILP branches were usually prepared to do.

Without a programme, Engels realised, there could not be a united Socialist Party on a permanent basis, and every attempt to found one would fail. Indeed, the political independence of the nascent Labour Party from the Liberal Party was always in doubt until in 1918 it accepted a Socialist constitution. In addition, British Socialists possessed a ‘faith’ in the righteousness and ultimate victory of their cause which acted as a powerful driving force. This faith owed as much to Methodism as to Marxism, being based both on Christian principles and the analysis of contemporary society first presented by Marx and Engels. Much of this analysis was modified, however, by Hyndman and the Fabians, by Morris and Blatchford, though it still had a comprehensive reality for those who accepted it. To its working-class adherents, like my own grandparents who founded and campaigned for it in Coventry, it gave a sense of purpose and pride in class consciousness; to middle-class philanthropists, it afforded the consolation that they were working in solidarity with a range of tendencies of social change and progress. As Pelling concluded in his seminal work, the history of the world had often shown the dynamic qualities of a faith devoutly held, like that of the early Christians, the Calvinist reformers and the millenarian sects of the seventeenth century. Faith may feed on illusions, but it is capable of conquering reality:

Socialism had this quality for the early members of the SDF, the Socialist League and the ILP. It led them at times into foolish misstatements, such as that of ‘Justice’ in 1885:

‘If Socialism were the law in England every worker would get at least four times his present wages for half his present work. Don’t you call that practical politics?’

… or such as Blatchford’s declaration in ‘Merrie England’ that…

‘ … this country is capable of feeding more than treble her present population.’

But the faith did not stand or fall by the accuracy of facts and figures: it depended much less for its sources and strength upon reason than upon deeper and simpler forces in human nature: ‘Socialism’, said Shaw in 1897, ‘wins its disciples by presenting civilization as a popular melodrama, or as a Pilgrim’s Progress through suffering, trial, and combat against the powers of evil to the bar of poetic justice with paradise beyond. … The Socialists made up in energy and enthusiasm for their lack of numbers; in spite of their eccentricities and discords, they formed, in a real sense, a political ‘élite’.

The fact was that the British working class as a whole had no use for the conception of violent revolution. Any leader who failed to recognise this could not expect to win widespread support. Economic grievances could temporarily arouse bitter discontent as they had done in the early years of the industrial revolution. But dislocations of this type were for the most part transitory: a permanent political organization of the working class needed to disavow the use of violence. Only those who recognised this could effectively set in motion the movement to form a Labour Party. At the time Keir Hardie (right) retired from the chairmanship of the ILP in 1900, it had captured trade-union support, with the ultimate objective of tapping trade union funds for the attainment of political power.

But soon the ILP was deeply in debt and was only saved from bankruptcy by the generosity of wealthy supporters such as George Cadbury, who, as a Quaker, appreciated its stance against the Boer War. With Hardie’s re-election to Parliament, and the reaction against imperialism, the ILP’s position steadily improved, and it began to build itself up again and gained fresh recruits. By 1906 it was as strong as it had not yet the full force of the Socialist revival of that time. The Labour Representation Committee was a pressure group founded in 1900 as an alliance of socialist organisations and trade unions, aimed at increasing representation for labour interests in the Parliament. The Socialists were a minority force within it, and even after the formation of the Labour Party and its adoption of Socialism as its political creed in 1918, there were many within the party who were hostile to it as an ideology.  There is little doubt that most of the non-Socialist trade-union leaders would have been happy to stay in the Liberal Party, which most of them had belonged to in the past if the Liberals had made arrangements for a larger representation of the working classes among their Parliamentary candidates. So the early components of the Labour Party formed a curious mixture of political idealists and heard-headed trade unionists: of convinced Socialists and loyal, but disheartened Gladstonian Liberals. Despite the persistence of  this mixture of ideas, Pelling concluded:

The association of Socialist faith and trade-union interest, of hope for an ideal future and fear for an endangered present, seemed on the point of disruption at times: yet it survived, for a variety of reasons … because in the years before the party’s birth there had been men and women who believed that the unity of the working-class movement, both in industry and politics, was an object to be striven for, just as now most of their successors regard it as an achievement to be maintained.

Socialism and Communism in Europe, 1871-1918:

Across the continent, the relative militancy associated with the word communist was further strengthened by the very visual effect of the Paris Commune of 1871 (depicted below), though there was a significant argument as to whether the correct term to be derived from the event was Communist or Communard. For at least a ten-year period, the word Syndicalist became at least as important across Europe as a whole. It described the development of industrial trades unionism as a revolutionary force which would overthrow the capitalist system through the use of the General Strike and revolutionary violence in general. The word appeared in French in 1904 and in English in 1907; but it went through varying combinations with anarchism (in its stress on mutuality) and socialism, especially with Guild Socialism and Cooperative movements, emphasising the important interests of the consumer in economic models for the future.

The decisive distinction between ‘socialist’ and ‘communist’ came with the renaming, in 1918, of the Russian Social-Democratic Labour Party as the All-Russian Communist Party (the ‘majority’ or Bolsheviks). From that time on, a distinction of ‘socialist’ from ‘communist’, often with supporting terms and adjectives such as ‘social democrat’ or ‘democratic socialist’ came into common currency, although it is significant that all ‘communist’ parties, especially in the Union of Soviet Socialist Republics and its ‘satellite’ states, continued to describe themselves as ‘socialist’ and dedicated to ‘socialism’. This is one reason why, in central-eastern Europe, socialism is still viewed by many as synonymous with communism in contrast to the use of the word throughout the rest of Europe. That does not mean, however, that the history of socialist and social democratic parties in southern, western and northern Europe can simply be tarnished with the same brush of the ‘Stalinist’ past, as Medgyesy and other politicians have attempted to do in the run-up to this year’s European Parliament elections. Even Jean-Claude Junker, President of the European Commission and a member of the conservative European People’s Party has been characterised as a ‘socialist’ in the Hungarian press and media.

The First Hungarian Republic, the ‘Dictatorship of the Proletariat’ & the Horthy Era, 1918-44:

Elsewhere on this site, I have written about the roots and development of liberal democracy in Hungary, and of how both of these have been fractured by various forms of authoritarianism and dictatorship, more recently of a populist variety. Yet even in Hungary, we can trace the origins of socialist movements back to 1907, when a series of strikes and disturbances among both the urban and rural workers. But the promise of electoral reform, for which a crowd of a hundred thousand demonstrated for a second time on ‘Red Thursday’, 10th October 1907, came to nothing when Andrássy’s modest bill expanding the suffrage was rejected by the Hungarian parliament. Seven years later, the Social Democrats, as elsewhere in Europe, supported the patriotic war effort, perhaps hoping for democratic concessions in return. Following the Revolution of November 1918, with the establishment of a republic ruled by a National Council, the Károlyi government embarked on the programme of social and political reforms it had announced. These were badly needed, given the explosive atmosphere in the country. There was no political force in Hungary at the time that would have been able to answer all of the conflicting interests and expectations of these turbulent times. Although the elections to the new national assembly were conducted on the basis of a franchise including half the population, second only those in Scandinavia at that time, the effects of progressive social legislation, including the introduction of unemployment benefit and the eight-hour working day, the abolition of child labour and the extension of insurance schemes, could not yet be felt. The political scene became polarised, involving the appearance of radical movements both on the Right and the Left.

The streets, for the time being, belonged to the political Left. Appeals of moderate Social Democratic ministers to order and patience evoked the contrary effect and served to alienate the disaffected masses from them. Their new heroes were the Communists, organised as a party on 24 November 1918 and led by Béla Kun. He was a former journalist and trades unionist, who had recently returned from captivity in Russia, where he had become convinced of the superiority of the system of Soviets to parliamentary democracy.  Communist propaganda also promised an end to all exploitation through the nationalisation of property, as well as international stability through the fraternity of Soviet republics which were prophesied to arise all over Europe. Within a few weeks, this attractive utopia, underpinned by well-designed social demagogy, had earned the Communists a membership of about forty thousand. Their supporters, several times that number, mobilised among the marginalised masses and the younger members of the intelligentsia, susceptible to revolutionary romanticism. By January 1919, a wave of strikes had swept across the country, in the course of which factories, transport and communication installations were occupied; in addition, land seizures and attempts to introduce collective agriculture marked the communist initiative, which also included the demand not only to eradicate all remnants of feudalism, but also the proclamation of a Hungarian Soviet Republic, and a foreign policy seeking the friendship of Soviet Russia instead of the Entente powers.

While the radicals on both the Right and the Left openly challenged the fundamental tenets of the Károlyi government, his Independence Party evaporated around him. Unhappy with the reform projects which Károlyi embraced and seemed too radical for them, most of the Independent ministers left the government, leaving the Social Democrats as the main government party. But they were struggling helplessly to tame their own radical left, who effectively constituted an internal opposition to the government, and gravitated towards the Communists. On 21 March 1919, the Social Democrats accepted the invitation to take sole responsibility for the government, but only to accelerate and conclude negotiations with the imprisoned Communist leaders about forming a united workers’ party. A new government, the Revolutionary General Council, presided over by a Social Democrat but in effect led by Béla Kun, was formed on the same day, with the declared aim of establishing a Leninist ‘dictatorship of the proletariat’.

Certainly, the measures introduced by the Revolutionary government went beyond anything attempted in Soviet Russia at that time. The counterpart of these measures in the administrative and political reorganisation of the country was the replacement of old local, municipal and county bureaucracies with soviets of workers, peasants and soldiers. A ‘Committee of Public Safety’ was organised to put pressure on the civilian population where it was needed in order to maintain the dictatorship of the proletariat, its head, Tibor Szamuely travelling in his ‘death train’ to trouble spots in order to preside in summary courts, assisted by the notorious ‘Lenin Boys’, created to supplement the ‘Red Guard’, which took over the ordinary functions of the police and gendarmerie. Besides common murders of actual or alleged enemies by the ‘élite detachments, some 120 death sentences were meted out by the tribunals for political reasons.

The great momentum of the changes was partly intended to convince people that the realisation of the ‘socialist utopia’ was imminent. Social policy measures, the expected alleviation of housing shortages through public ownership of accommodation in a country flooded by refugees, the nationalisation of large firms, improved educational opportunities, the more effective supply of food and consumer goods through rationing and supervised distribution met with widespread approval, especially among the urban population. The intellectual élite, who had applauded the democratic reforms of the autumn of 1918, was initially also allured by the attractive goals of the Soviet Republic. They not only included known Marxists like György Lukács, the writer, who became People’s Commissar for Education, but also members of the Nyugati (Western) Circle, who held positions in the Directorate for Literature, and Bartók and Kodály, who became members of the one for music. Gradually, however, these figures became disaffected, as did the intelligentsia and middle classes in general and the leaders of the October 1918 democratic revolution, some of whom emigrated the following summer. By then, the historian Gyula Székfű, who was appointed professor at the University of Budapest, was already at work on his highly influential Three Generations (1920), in which he was hostile not only towards the communist revolution but also towards democracy and liberalism, which he blamed for paving the way for Kun’s régime.

The revolution and the village were unable to come to terms with each other. Despite the steady urbanisation of the previous half-century, Hungary still remained a largely agricultural country, especially after much of its towns were taken away by occupation even before the Treaty of Trianon of 1920. Besides being economically unsound the amidst the shortage of raw materials and fuel to supply machinery supposedly more efficient large-scale co-operatives than in smallholdings, the nationalisation scheme embittered not only the smallholders themselves, who actually lost land, but also the landless peasants, domestic servants and the agricultural labourers whose dreams of becoming independent farmers were thwarted by the same urban revolutionaries who had formerly encouraged land seizures. Decrees regarding the compulsory delivery of agricultural surplus and requisitioning further undermined whatever popularity the government still enjoyed in the countryside. It blamed the food shortages on the peasantry, which exacerbated the already existing rift between town and country, and served as a pretext for further central control of the economy. The anti-clerical measures taken by the government also annoyed the traditionally devout peasants, concerned about the security of ‘the family hearth’.

All of this made the communists more susceptible to counter-revolutionary propaganda, which did not fail to emphasise the foreign (that is, Jewish) character of the revolution (over half of the commissars were indeed of Jewish ethnicity). An ‘Anti-Bolshevik’ Committee was set up in Vienna in April by representatives of nearly all the old parties led by Count István Bethlen, and a counter-revolutionary government was set up at Arad on 5 May, later moving to Szeged. Paradoxically, the Soviet Republic was maintained in power for over four months, despite the increasingly dictatorial means it employed, mainly by the temporary successes it scored on the nationalities’ issue; it collapsed not in the face of internal counter-revolution but when its military position against the allies of the Entente in the region became untenable. The Entente powers, gathered at the Paris Peace Conference, sent General Smuts, the prime minister of South Africa, to Budapest, mainly to obtain reliable first-hand information about the situation there in April 1919. Smuts concluded that Hungary truly had a government of Bolshevik character, which gave weight to the French Prime Minister Clemenceau’s proposal to suppress German revanchist designs as well as the spread of Soviet communism into Western Europe by a cordon sanitaire established out of the new states of Central Europe. Harold Nicolson, the young British diplomat who accompanied Smuts on the train leaving Paris on April Fools’ Day, wrote about these concerns about the Germans turning to Bolshevism in a letter to his wife Vita (pictured below, together in Paris):

They have always got the trump card, i.e. Bolshevism – and they will go the moment they feel it is hopeless for them to get good terms.

Small wonder, therefore, that Béla Kun’s strike for communism triggered many anxious moments for the Supreme Council. The negotiations were conducted from the wagon-lit of Smuts’ train at the Eastern Station in Budapest, so as not to imply recognition of the régime, encircled by Red Guards with ‘fixed bayonets and scarlet brassards’. They centred on whether or not the Hungarian Bolsheviks would accept the Allies’ armistice terms, which would commit them to accept considerable territorial losses. As they hesitated, Harold decided to explore Budapest, a city he had grown up in before the war. He was alarmed and saddened by what he saw:

‘The whole place is wretched – sad – unkempt.’ He took tea at the Hungaria, Budapest’s leading hotel. Although it had been ‘communised’, it flew ‘a huge Union Jack and Tricoleur’, a gesture of good intent. Red Guards with bayonets patrolled the hall, but in the foyer what remained of Budapest society ‘huddled sadly together with anxious eyes and a complete, ghastly silence’, sipping their lemonade ‘while the band played’. ‘I shudder and feel cold,’ Harold remarked. ‘We leave as soon as possible. Silent eyes search out at us as we go.’

Kun desperately needed allied recognition of his government, but he inserted a clause into Smuts’ draft agreement that the Romanian forces should withdraw to a line east of the neutral zone established by the 1918 Armistice, in effect to evacuate Transylvania. Smuts would not countenance this, however, and the Bolsheviks were ‘silent and sullen’. Nicolson wrote that they looked like convicts standing before the Director of the Prison. Smuts concluded that ‘Béla Kun is just an incident and not worth taking seriously’. This proved to be only too true, as on 10 April, only a day after Harold’s account to Vita, a provisional government was set up in Budapest seeking to reinstate the old ruling Hungarian cliques. On 1 August, Kun fled the capital in the face of invading Romanian armies. He ended his days in Russia, dying in 1936, ironically as the victim of one of Stalin’s innumerable purges. The world revolution that was expected to sweep away the corrupt bourgeois politicians of the peace conference and their allies spluttered to a halt. The Bavarian Soviet Republic, proclaimed on 7 April, hardly survived into May and the communist putsch planned by Kun’s agents in Vienna on 15 June also failed. Meanwhile, General Deniken’s counter-revolutionary offensive in Russia thwarted hopes of help from across the Carpathians.

Facing an ever more turbulent domestic situation marked by widespread peasant unrest and an uprising of the students of the military academy in Budapest, the Revolutionary government, after heated debates, decided to give in to the demands of the Peace Conference, withdrawing Hungarian forces from Slovakia behind the demarcation line at the end of June. Aurél Stromfeld, who as Chief of the General Staff led the Red Army into Slovakia which led to the short-lived Soviet Republic proclaimed there on 16 June, resigned in protest against the ‘capitulation’. Some of his generals now started to join the National Army, organised by the counter-revolutionary government in Szeged, under the command of Admiral Miklós Horthy, the last commander-in-chief of the Austro-Hungarian navy. When the Romanians refused to retreat behind the neutral zone as envisaged, the Red Army launched a surprise offensive along the River Tisza. The initial advance was aborted, however, and ended in a disorderly flight of the Red Army. On 1 August, with the Romanian forces threatening to occupy the Hungarian capital, the commissars handed back power to the Social Democrats on the advice of trade union leaders that the creation of a government acceptable to the Entente powers was the only way to avoid complete foreign occupation. The next day, a government led by the trade unionist leader Gyula Peidl, who had refused to accept the creation of a united workers’ party, took office.

Although it promised to end the ‘dictatorship of the proletariat’ while at the same time defying a conservative restoration, the new government was still regarded as crypto-Bolshevik not only by conservatives but also by Liberals, peasant democrats and Christian Socialists. It also failed to gain support from the Entente. Assisted by the Romanian army, occupying Budapest, a coup forced the government to resign on 6 August. The government headed by István Friedrich, immediately set about annulling all the measures associated with the Soviet Republic, especially the nationalisation process. It also dismantled all the major social reforms of the democratic revolution, including those associated with individual civil liberties. Revolutionary tribunals were replaced by counter-revolutionary ones, packing prisons with workers, poor peasants and intellectuals, and by the beginning of 1920 it had passed roughly as many death sentences as had the lackeys of the ‘red terror’, the ‘Lenin Boys’. The intellectual élite of the country suffered a serious blow. Bartók and Kodály were prosecuted, Móricz was imprisoned and several dozen left the country, including Lukács, Mannheim and Korda. Horthy’s ‘National Army’, now transferred to Transdanubia, controlled and gave orders to local authorities and its most notorious detachments were instruments of naked terror. In three months, they may have killed as many as two thousand suspected former Soviet members, Red Army soldiers, and ordinary Jews who were in no way associated with the proletarian dictatorship. Besides executions and lynchings, about seventy thousand people were imprisoned or sent to internment camps during these few months.

Despite the protests of the Social Democrats and other left-wing forces, the occupying Romanian forces were replaced by Horthy’s National Army in Budapest. His speech before the notables of the capital stigmatised it as ‘the sinful city’ that had rejected its glorious past, Holy Crown and national colours for the sake of red rags. This suited an atmosphere in which most of the remaining adherents of the democratic revolution as well as the communist one were neutralised in one way or another. The returning conservatives promised to heal the country’s war-wounds by returning it to order, authority and the mythical ‘Christian-national system of values’. Sir George Clerk, the leader of the Peace Conference’s mission to Budapest in October 1919, abandoned his initial insistence that the Social Democrats and the Liberals should have an important role in a coalition government. As Horthy commanded the only troops capable of maintaining order and was ready to subordinate them to government control, it had to be acceptable to Horthy personally and the military in general. As a result, the cabinet formed by Károly Huszár on 24 November 1919 was one in which the Christian National Unity Party and other conservative-agrarian groups prevailed over those of the Independent Smallholder Party, the Social Democrats and the Liberals. Even though the great powers insisted that voting should take place by universal and secret ballot, the circumstances were unfavourable to fulfilling any illusion of a democratic outcome. Terrorist actions by detachments of the National Army and the recovering extreme right-wing organisations, designed to intimidate the candidates and voters for the Social Democrats, Smallholders and Liberals, led to the former boycotting the elections of January 1920 and withdrawing from the political arena until mid-1922.

On 1 March 1920, the army occupied the square in front of the Parliament building, and, accompanied by his officers, Horthy entered and, according to medieval precedent, was ‘elected’ Regent, with strong Presidential powers. This signalled the end of Hungary’s own short experiment with democratic socialism, following its even briefer experience of home-grown communism. Count Pál Teleki and Count István Bethlen, the dominant political figures of inter-war Hungary, both from Transylvanian aristocratic families, argued that the immediate post-war events had shown that the country was not yet ready to graft full democracy onto the parliamentary system. They advocated a limited ‘conservative democracy’, guided by the landed gentry and the aristocracy, as the proper response of the region to the challenges of the democratic age. They opposed all endeavours aimed at the radical extension of the liberal rights enshrined in the parliamentarism of the dualist. Liberal democracy seemed to them a mechanical application of the majority principle, undermining political responsibility and stability. They despised communism and were suspicious of social democracy because of its antipathy to private property. But they also opposed the right-wing radical and fascist trends epitomised by Gyula Gömbös and other ‘protectors of the race’ who thought that the parliamentary system had outlived its usefulness and ought to be replaced by an authoritarian rule which would facilitate a redistribution of economic functions in favour of the Hungarian Christian middle classes and away from the ‘foreign’ bourgeoisie (in other words, the Jews).

The fundamental character which the political system of the country retained until the German occupation of 1944 had emerged by 1922 as a result of Bethlenite consolidation. Hungary became a parliamentary state with strong elements of authoritarianism and a hegemonistic party structure, in which the institutions inherited from the liberal era were operated in an anti-democratic fashion. The government acknowledged a lawful political opposition, consisting on the left of Social Democrats, bourgeois liberals and, after 1930 a rejuvenated Independent Smallholder Party; and on the right of different groups of Christian Socialists as well as right radicals. One of the most important developments in the intellectual life of the Horthy era was the development of ‘populist’ writers, predominantly young and of peasant origin, who wrote ethnographically-based pieces revealing the economic and intellectual poverty of life in rural Hungary and drawing the attention of the ruling classes to the need for change. In ideological terms, some of them, most notably László Németh, advocated a ‘third way’ for Hungary between East and West, or between Soviet collectivism and capitalist individualism. Some, including Gyula Illyés and Ferenc Erdei, sympathised with socialism. Their top priority was the improvement in the lot of the poor peasantry through a genuine redistribution of land among them. But their willingness to engage with both the extreme Left and the extreme Right, as well as their emphasis on the ‘village’ as the root of ‘Hungarianness’, with its anti-Semitic overtones, led it into conflict with more cosmopolitan democrats and ‘urbanist’ intellectuals. This was symptomatic of a broader and longer-term division among Hungarian progressives which survived the attempts of even the Soviet communists to homogenise Hungarian society as well as the post-1989 transition to democracy and is resurgent in the propaganda of the current right-wing populist era.

The Second Hungarian Republic & The Eras of Rákosi & Kádár, 1945-1989:

The second Republic of 1945 was equally as brittle as that which followed the First World War, ending in a Soviet-style government which lasted more than forty years. By the time of the elections of November 1945, the communist vanguard, which had numbered only three thousand a year before, had managed to create a mass party of half a million members as a result of an unscrupulous recruiting campaign. Unlike the Social Democrats, they did not mention socialism as being even their strategic goal, and their rhetoric concentrated mainly on the pressing tasks of reconstruction combined with reform. Their avowed programme was essentially the same as the Independence Front; however, they did not refrain from occasionally playing nationalist tunes. Workers and smallholding peasants out of conviction, intellectuals out of idealism, civil servants out of fear and opportunism, all augmented the party ranks; the surviving Jews of Budapest joined out of gratitude to their liberators and their search for a new experience of community. Besides boasting an ever-growing influence on its own, the Communist Party was also able to manipulate the other parties of the Left. The Social Democratic Party, whose 350,000 strong membership possessed a powerful working-class consciousness, found it increasingly difficult to resist the call of the Communists for working-class unity. Together with the National Peasant Party, the Social Democrats chose to join the Communists in the Left-Wing Bloc on 5 March 1946, following the elections of the previous November which was won by the Smallholder Party, who collected fifty-seven per cent of the votes, with both the Social Democrats and the Communists polling seventeen per cent each, and the National Peasant Party a mere seven percent.

‘Forward to Peace & Socialism!’ The Young Pioneers’ Congress.

The elections themselves, by secret ballot and without a census, were the freest ever to be held in Hungary until 1990. Cardinal Mindszenty, the head of the Hungarian Catholic hierarchy, had condemned the ‘Marxist evil’ in a pastoral letter and called upon the faithful to support the Smallholders. Whatever the voters made of this intervention, the verdict of 4.8 million of them, over ninety per cent of the enfranchised, clearly showed their preference for the return of parliamentary democracy based on support for private property and the market economy over socialism with state management and central economic planning. But then the Smallholders gave in to Soviet pressure for the formation of a ‘grand coalition’ in which the communists were able to preserve the gains they had already secured and to secure a firm base from which they were gradually able to bully their way to power by 1949. After the tribulations of the Rákosi dictatorship, it was not surprising that, in 1956, what was initially a struggle between ‘reform’ communists and orthodox within the party, set off by and adjusting to changes in Moscow, and in the meantime itself triggering off a growing ferment among the intelligentsia, became a national anti-Soviet uprising. The events which began, from 20 October onwards, with meetings and demonstrations at the universities in Budapest and the provinces, culminating with a peaceful demonstration in support of Gomulka’s reforms in Poland on 23rd, became a ‘revolution’ when the crowd successfully laid siege to the radio station and fighting began the next day between Soviet tanks and young working-class ‘guerillas’ whom even the restored Prime Minister referred to as ‘counter-revolutionaries’ at this stage.

All the insurgents agreed about was their desire to return national sovereignty and to put an end to arbitrary rule. They did not call for a reversal of nationalisation or a return to the pre-1945 order.  As fighting continued, by 28 October, Nagy had dropped the label ‘counter-revolution’ and started to talk about a ‘national democratic movement’, acknowledging the revolutionary bodies created during the previous days. The Hungarian Workers’ (Communist) Party was reformed as the Hungarian Socialist Workers’ Party (MSZMP) and the old coalition parties became active again, including the Social Democrats. After his initial uncertainty, the PM kept pace with developments on the streets, closing the gap between himself and the insurgents step by step. His changes culminated in the formation of a new multi-party cabinet on 2 November, including reform Communist, Social Democrat (Anna Kéthély, below), Smallholder and Peasant Party members.

However, this consolidation of power by a now avowedly ‘Revolutionary Government’ involved the collapse of the whole system of institutions of the party-state on which the cohesion of the Soviet bloc rested, and this was unacceptable for the Moscow leadership, Khrushchev included. It could not afford to lose a country of Hungary’s strategic location and mineral wealth from among its satellite states. But it was the radicalisation of the revolution in Budapest which made it impossible for a compromise deal to be struck. After announcing the formation of the MSZMP, also declaring himself to be in favour of neutrality and willing to fight in the streets, János Kádár left Parliament on 1 November for the Soviet Embassy. He quickly found himself in Moscow where he became the latest figure selected by the politburo to steer Hungary on a course acceptable to them. Having accepted this assignment, he entered Budapest with his cabinet in Soviet tanks on 7 November.

Although the pockets of armed resistance had been mopped up by 11 November, the most peculiar forms of the revolution, the workers’ councils, started to exert their true impact after 4 November, with an attempt to organise a nationwide network. Initially set up as strike committees, their basic idea was self-management in the factory, owned principally by the workers. On the initiative of the workers’ councils, a massive wave of strikes lasted into January 1957. The intellectuals, rallying mainly in the Writers’ Association, the students’ committees and the Journalists’ Association, founded the Revolutionary Council of the Hungarian Intelligentsia, chaired by composer Zoltán Kodály, which demanded the restoration of the country’s sovereignty and representative government. These movements marked out the Revolution as more than simply a defeated National Uprising. They were clearly socialist in their aims and membership. Kádár, on the other hand, did not have a clear policy to cope with this situation. The government programme which he drafted while still in Moscow, included promises of welfare measures, workers’ self-management and policies to aid the peasantry and small-scale enterprises. But these were clearly not the reasons for his ‘appointment’ by his Moscow patrons. To begin with, he was too busy organising special police forces for the purposes of retaliation and repression to spend time setting out policies. Although he negotiated with the leaders of the Budapest Workers’ Council on 22 November, on the previous day the special police squads prevented the creation of a National Workers’ Council and in early December, two hundred members of the movement were arrested on the same day that saw the abduction of Nagy and his associates.

The revolutionary committees which had been set up were dissolved, and the police shot dead nearly a hundred demonstrators in Sálgotorján, Miskolc and Eger. The ideological justification for these actions and the continuing repression and the impending campaign of retaliation was created at a party conference which identified the causes of the October Uprising as the mistakes of the Rákosi-Gerő faction on the one hand and, on the other, the undermining of the party by ‘Nagy circle’ leading to a capitalist-feudal counter-revolution of Horthyite fascism… supported by international imperialism. Given the trauma created by the revolution, its repression and the retaliation which followed in 1956-58, it is not surprising that Hungarian society was in the mood for Kádár’s Realsozialismus, based on his personalised creed that the ‘little man’ was interested simply in a decent living, instead of the great political issues of the day. He used the scope created by the ruins of the revolt on which he built his power to buy the complicity of Hungarians by unorthodox methods. In November 1962, Kádár somewhat pompously announced that the foundations of socialism in Hungary had been laid and that the construction of socialism was an all-national task, dependent on co-operation between Communists and non-party members, irrespective of personal convictions. There was to be no ‘class war’; this was what became known as the ‘Kádár doctrine’. These were the foundations of the ‘Hungarian model’, often referred to as ‘Gulyás communism’ in the 1970s, which was a far cry from utopian models. With characteristic persistence, Kádár managed to earn legitimacy, retaining it until it became apparent in the 1980s that Realsozialismus was not a functioning system, but merely ‘the longest path from capitalism to capitalism’.

Conclusion: The End of ‘Class-War’ Socialism?

Marx (before ‘Marxism’) based his theories on a belief that men’s minds are limited by their economic circumstances and that there is a necessary conflict of interests in our present civilization between the prosperous and employing classes of people and the employed masses. With the advance in education necessitated by the mechanical revolution, this great employed majority would become more and more class-conscious and more and more solid in antagonism to the ruling minority. In some way the class-conscious workers would seize power, he prophesied, and inaugurate a new social state. The antagonism, the insurrection, the possible revolution are understandable enough, but it did not follow that a new social state or anything but a socially destructive process would ensue. Marx sought to replace national antagonism by class antagonisms, but it is interesting to see how the two lines of thought, so diverse in spirit, so different in substance as this class-war socialism of the Marxists and the individualistic theory and socialist theory have continued to be part of a common search for more spacious social and political ideas and interpretations. In the long history of socialism in western Europe, as contrasted with the seventy years of Soviet-style Communism, the logic of reality has usually triumphed over the logic of theory.

Archaeological Insights:

The first missions to the Gentiles, as presented in the Acts of the Apostles offers a fruitful field for archaeological study. Different kinds of detail interlock. For example, Paul met the Christian couple Priscilla and Aquila in Corinth, after Emperor Claudius had expelled the Jews from Rome (Acts 18: 2). This expulsion is mentioned in pagan literature and dated to AD 49 by a later writer. During Paul’s long stay in Corinth, Gallio became governor (Acts 18: 12); he is known elsewhere from the writings of his more famous brother Seneca, and his governorship can be dated to AD 51-2 by an inscription found in Delphi. This evidence helps build a consistent and fairly precise outline for this part of Paul’s life and helps relate Acts to Paul’s letters.

Many details of the names of people and officials, places and customs in the book can be exactly illustrated from inscriptions. This does not prove its account to be historically accurate, but it does rule out any view which holds that the writer, probably Luke (Paul’s early travelling companion and author of the synoptic gospel which bears his name), was careless about such details. It also makes it hard to believe that the book was written long after the events it describes. A test case of the relationship between Acts, the Epistles and the archaeology is Paul’s letter to the Galatians. Sir William Ramsay used the evidence of inscriptions to clearly establish clearly the extent of Galatia and then argued that the letter was sent to the southern cities such as Pisidian Antioch, in Phrygia (above), which Paul had visited on his first journey (Acts 13-14). This, in turn, fits the very early dating of the letter. Thus the details of Paul’s life contained in the letter may be linked directly to those in Acts.

The Greek Writer and Theologian:

Paul’s surviving letters are found in the New Testament. Galatians was probably written before the Council of Jerusalem in about AD 50. The two letters to the Thessalonians date from his first journey to into Greece; Romans and I & II Corinthians come from his last spell in Greece before his arrest at Jerusalem. Philippians, Colossians, and Ephesians were probably written from Rome during Paul’s first imprisonment there, and Philemon may have been written during his earlier house arrest in Ephesus. The two letters to Timothy and the letter to Titus were probably written after Paul’s first stay in Rome. In them, Paul showed his mastery of Greek, and these two ‘pastoral’ letters can be counted among the classics of Greek literature. The letters were highly valued during Paul’s lifetime and were collected together soon after his death. By AD 95 they were accepted on an equal basis with other Scripture and were in their present form by AD 140. Paul’s theology was not well understood in the period immediately after his death. This was partly because the heretic Marcion rejected the Old Testament and much that was Jewish in the emerging canon of the New Testament. He considered that Matthew, Mark, Acts and Hebrews favoured Jewish readers exclusively. He also cut out the pastoral letters to Timothy and Titus, which left him with only a mutilated version of Luke’s Gospel and ten of Paul’s letters. He believed that Paul was the only apostle who did not corrupt the gospel of Jesus. As long as Marcion’s heresy was a threat, mainstream Christian teachers did not stress many of Paul’s more distinctive doctrines, such as that regarding the law of Christ and God’s grace. It was not until the time of Augustine that full weight was given to Paul’s theology.

The Missionary’s Achievements:

Paul’s achievements as a missionary were immense. The years between his Damascene conversion in AD 35 and his Antiochene preparations and initial discussions with the church in Jerusalem from AD 45 remain somewhat obscure, but during the next ten or twelve years, his activity was astounding. Between AD 47/48, when he set sail with Barnabas on his first missionary journey, and AD 57, when he returned to Jerusalem for the last time, he established flourishing churches in the major cities of the Roman provinces of Galatia, Asia, Macedonia and Achaia. His decisive role in the early Christian mission to the Gentiles was due principally to his championing of it to the first churches in Jerusalem and Antioch in Syria.

He then developed the theological defence of the Gentile mission which is clearly set out in Romans 1-11, while working hard to hold together and reconcile Jewish and Gentile Christians in the Diaspora. With this purpose in view, he kept in constant touch with the ‘mother church’ in Jerusalem, collecting a considerable sum of money among the Gentile converts for the needs of the Christians in Judea, and regularly underlined the importance of Christian unity in his letters. Finally, Paul’s principle of being ‘all things to all people’ helped him to move with relative ease between the synagogues, halls and house-churches of Graeco-Roman society, where ultimately the gospel received its greatest response. Moreover, his personal example as a self-supporting travelling missionary and his ‘settlements’ in significant cities provided a pattern of ministry for others to follow. His preference for the single life was based not on the kind of celibacy which Jesus advocated for some in Matthew 19, but on his initial sense that Christ’s return might come very soon. He certainly recognised the practical advantages for missionaries of remaining unmarried. However, like Jesus, he did not advocate a life of asceticism and self-denial as the norm for ministry and attacked the teaching that it was wrong to marry.

The origin and meaning of the word ‘apostle’ are hard to establish, and it obviously means very different things to different New Testament writers. For Luke, an apostle is one who accompanied us during all the time that the Lord Jesus went in and out among us (Acts 1: 21), thus excluding Paul. But for Paul himself, apostleship was something to be proud of, and he is very anxious to defend his own (I Cor. 9: 1). For him, the apostles are those who have been commissioned by an appearance of the risen Lord, as he had been on the road to Damascus. Later, in his Pastoral letters, Paul is the Apostle, the guardian of the faith. The one point of agreement is that apostleship is not something that can be passed on. A famous passage, I Cor. 12: 28, mentions in succession apostles, prophets and teachers, and Eph. 4: 11 has a similar list. It is doubtful, however, whether these can be regarded as different classes of ministry. Rather, they are different activities, more than one of which might be practised by a single individual:

  • Deacon is usually a general term, describing any form of ministry or service. In two passages, the deacon seems to be a particular minister, subordinate to the bishop (Phil. 1: 1; I Tim. 3: 8-13). If the two terms are used technically in Phil 1: 1, this is the only evidence we have of such a formal ministry from the Pauline letters so the terms may be general even there.

  • Elders are not mentioned at all by Paul but are to be found as ministers throughout Acts, appointed by Paul and Barnabas in every church (Acts 14: 23; cf. 15: 12 ff.; 16: 4; 20: 17; 21: 18). Here Jewish practice is followed. Villages and towns had their groups of Jewish elders, seven in each village, twenty-three in each town and seventy in Jerusalem. When a place fell vacant, it was filled by the laying on of hands, the pattern found in Acts.

  • Bishop is a term which occurs in a technical sense in Acts 20: 28., but as in Phil 1: 1 the word may be used generally as ‘overseer’. Bishop is a definite office in I Tim. 3: 1-7; Titus 1: 7-9. The relationship between elders and bishops is a classic problem, as at times the two terms could be synonyms. At the end of the second century, each bishop was in charge of a particular area. All bishops were elders, but not all elders were bishops.

We have even less evidence about the ministry at this time than about other important matters, and what is said in the ‘Apostolic Fathers’ does little to help. Clearly, the pattern varied from place to place, and development was by no means uniform.

How would Paul have assessed the significance of his work?

From differing angles, more can be said about the reasons for the surprising long-term success of Paul’s work. Tom Wright tells us that Paul’s particular vocation was to found and maintain Jew-plus-Gentile churches on Gentile soil. He realised early on that it was his job not just to teach people what to think and believe, but to teach them how; how to think clearly, scripturally, prayerfully. The One God had already built his new Temple, his new microcosmos; the Jew-plus-Gentile church was the place where the divine spirit already revealed his glory as a sign of what would happen one day throughout the whole world. Of course, Paul would not have expected all this to happen smoothly or easily. He was a realist and would never have assumed that the transformation of small and often confused communities into a much larger body, forming a majority in the Roman world, would come about without terrible suffering and horrible pitfalls. He would also have been saddened by the mistakes and heresies of the following centuries and the battles that would have to be fought. But he would also have pointed out that something had happened in Jesus which was of cosmic significance. The success of the ‘Jesus Movement’ wasn’t simply the accidental product of energetic work meeting historical opportunity. God was at work in the midst of his people to produce both the will and the energy for it to succeed. This divine design and Spirit-led motivation were bound to have their larger effect, sooner or later, and by whatever means they could find.

Paul was also very much alive to all the factors that the historian, as opposed to the theologian, might want to study. He would have been very much aware of the need for historians to demythologise scriptural narratives. In his own day, Greek scholars were doing the same kind of thing with the stories of Homer. Paul would not, himself, have wanted to ascribe the whole happening of Jesus to divine or angelic power operating without human agency, since he believed that when grace was at work, human agents were themselves were regularly called upon to work hard as a result, not least in prayer. He said this of himself (I Cor. 15: 10; Col. 1: 29). The Creator may work in a thousand ways, but one central way is, for Paul, through people who think freely, pray, make difficult decisions and work hard, especially in prayer. Since heaven and earth had come together in the persons of Jesus and his Spirit, we should expect different layers of explanation to reside together and reinforce each other. Paul was one of the most successful public intellectuals of all time precisely because he was able to take advantage of the human circumstances of his time – a common language, freedom of travel and citizenship of the Roman Empire – to establish an international movement not only for the course of his own lifetime but for an indeterminate historical future.

Paul’s Personal Attributes:

Tom Wright highlights a number of personal attributes which enabled Paul to develop the early Christian church throughout the Empire of the Eastern Mediterranean and in Rome itself. First of all, he points to the sheer energy of the missionary, which can be found not only in the narratives of Acts but also pulsing through his letters. He responds to violence in one city by going straight on to the next, saying and doing the same things there. He worked all hours, making tents when not preaching, teaching or dictating letters to a scribe. He was also ready every moment for the visitor with a question or local official worried about his status. He was ready to put down his tools and leave his workbench for an hour or two in order to go from house to house making pastoral visits to encourage the faithful, to comfort the bereaved, downhearted and distressed, to warn and pray. In between his house calls, he was thinking about what he would say in his afternoon address in the house of Titus Justus in Corinth or the hall of Tyrannus in Ephesus. In the evening, he would pause to say prayers with his close friends and travelling companions, before working long into the night, praying for those he had met that day, for the city officials and for the Christians in other cities, for the next day’s work and the next phase of his mission.

His second attribute was his direct, up-front habit of telling it as he saw it, no matter who was confronting him. From his early days in Damascus, getting into trouble, to his arguments with the apostles in Jerusalem and his confrontation with Peter in Antioch, he didn’t hold back from controversy or seek to avoid conflict if he thought it would advance the church’s mission by confronting and seeking to resolve it. Wright suggests that the only reason he didn’t say more at the Jerusalem Conference was that Barnabas was there to act as a moderating influence. His debating style might have proved effective, but it might also have alienated many more sensitive souls. He also confronted the magistrates at Philippi and relished speaking truth to the vast crowd in Ephesus; he is fearless in trying to explain himself to the lynching mob in Jerusalem and is not afraid to rebuke the High Priest.  He was an astute politician who knew how to turn the various factions of the Sanhedrin against each other. He also lectured the Roman governor himself about justice, self-control, and the coming judgement. As a travelling companion, he must have been exhilarating and exasperating in equal measure, depending on whether things were going well or badly. He must have been a formidable an opponent since he seems to have driven some people to contemplate murder as their only means of ridding themselves of this troublesome missionary.

Yet there must have been something quite disarming about Paul’s vulnerable side, which helps to explain why people wanted to work alongside. He was the sort of person for whom there were no limitations in affection for his fellow Christians. His honesty shines through in the pages of his letters. He would do anything he could for the churches since God had done everything for him through the Messiah. Neither would he have asked anyone to face anything he himself had not faced, including terrible suffering and hardship. The Corinthians would have immediately recognised a self-portrait in his poem about divine love, and when he told the Philippians to rejoice and celebrate, they knew that, given half a chance, Paul would have been at the party in spirit, the life and soul of it. He modelled what he taught, and what he taught was the utter, exuberant, self-giving love of the Messiah and the joy that accompanied it. His associates were fiercely loyal to him, and there was mutual love between them. He was the sort of person who enabled others to change and grow so that they themselves would take forward the same missionary work with as much of the same energy as they themselves could muster.

Paul’s Writing:

But within two or three generations the memory of this personal relationship had faded so that it was his letters which kept his influence alive. The flow of words from his daily teaching, arguing, praying and pastoral work was captured for future generations in these short, challenging epistles. It isn’t just their content, strikingly original and authentic as it is. He wasn’t synthesising the worlds of Israel, Greece and Rome; his was a firmly Jewish picture, rooted in Israel’s ancient narrative, with its Messiah occupying centre stage and the nations of the world and their best ideas brought into new coherence around him. Nor was he simply teaching a ‘religion’ or ‘theology’, but drawing together wisdom learnt from many different ancient disciplines, which we would class under economics, history and philosophy. Yet within a generation people were grumbling that Paul was sometimes too difficult to understand and that some were misinterpreting him. But it is no accident that many of the great moments of church history and Christian thought, involving  Augustine, Luther and Barth, have come about through fresh engagement with Paul’s work. Paul had insisted that what mattered was not just what you thought but how you thought. He modelled what he advocated, and generation after generation has since learned to think in this new way. In this way, his legacy has continued to generate fresh dividends.

Culture, Politics & Society:

Paul himself would claim that all this was the doing of the One God and his Messiah, whereas ‘sceptics’ might retort that the movement owed much to the spread of the Greek language and culture combined with the increasing ease of travel throughout the Roman Empire. This meant that conditions were ripe for the spread of new ideas and movements throughout the known world and even into South Asia. Paul would perhaps have rejoindered that if the Messiah was sent when the fullness of time arrived (Gal. 4: 4), then perhaps Greece and Rome were part of the plan and the preparation, as well as part of the problem. Tom Wright does not agree, however, with those who have claimed that people were getting tired of the old philosophies and pagan religions and were ready for something new. The problem in Ephesus, for example, was not that people had stopped worshipping Artemis, and so were ready for Paul’s message, but that Paul’s message about the One God had burst on the scene and stopped the worship of Artemis. Social and cultural conditions can help to explain the way things worked out, but they cannot explain it away. Paul emphasised, in letter after letter, the family life of believers; what he begins to call ‘the church’, the ekklesia. He continually emphasises the unity and the holiness of the church, as well as highlighting and ‘celebrating’ the suffering that he and others would and did endure as a result of their loyalty to Jesus. This was not about pagans experimenting with new ideas, but about a new kind of spiritual community and even a new kind of ‘politics’.

Politics is concerned with the polis – the city, the community – and how it works and runs. Sophisticated theories had been advanced in Paul’s day, often by theoreticians like Cicero and Seneca, who were also members of the ruling élite. The main feature of Paul’s political landscape was Rome, which had united the world, or so it claimed. But that top-down uniformity in which diversity was tolerated as long as it didn’t threaten the absolute sovereignty of Caesar, was often ugly. ‘Diversity’ was still seen in strictly hierarchical terms: men over women, free over slaves, Romans over everyone else. Rebels were ruthlessly suppressed. They make a wilderness, sighed the Briton Calgacus, and they call it ‘peace’ (Tacitus, Agricola 30.6). What Paul had been doing was undoubtedly building a different kind of community offering a different vision of unity, hosting a different kind of diversity based on churches of Gentiles and Jews. He was founding and maintaining an interrelated network of communities for which the only analogies were synagogue communities, on the one hand, and the Roman army and civil service on the other. But Paul’s communities were very different from either. They had the deepest roots and were not simply a freestanding innovation. Rome traced its story back nearly a thousand years, while the synagogue told the still longer story which went back to Abraham. Paul told that story too and regularly explained to his communities that they had been grafted into that great tradition. In Paul’s work, this was as much a social and communal strength as it was a theological one.

Morality & Marriage:

When the new communities spoke of a different kind of kyrios, one whose sovereignty was gained through humility and suffering, rather than wealth and conquest, many must have found that attractive, not simply for what we would call ‘religious’ reasons, but precisely because for what they might call ‘political’ ones. Paul did not, of course, have time to develop his picture of the differentiated unity of the body of Christ into a larger exposition of the church as a whole. He had not articulated a political authority to match that of Aristotle or his successors. But it was that kind of social experiment, of developing a new way of living together, that the churches of the second and third centuries sought to develop. Their inspiration for this went back to Paul’s theological vision and was not pure pragmatism. It had the power to generate an alternative social and cultural reality, to announce to the world that Jesus was Lord and Caesar wasn’t. What Paul had articulated in his letters, often in haste and to meet particular crises, was reused to encourage Christians to develop a refreshingly new kind of human society. In particular, the Christian message provided a much better prospect for women than the pagan religions, which routinely practised infanticide for unwanted children in general and girls in particular. The Christians followed the Jews in renouncing such behaviour. The consequent shortage of marriageable girls among pagans and the surplus among Christians led to an increase in inter-cultural marriages, with many of the offspring being brought up as Christians. The fresh evaluation of the role of women, begun by Jesus himself, was developed by Paul, who listed several women among his colleagues and fellow workers. For example, Phoebe was entrusted with the responsibility of delivering and expounding his letter to the Romans.

With sexual excesses all around them, it is likely that some Christians reacted against sexual indulgence from a fairly early period. However, this was not formally set out or made a matter of special praise. In fact, special vows by younger women to abstain from marriage were discouraged by Paul. During the period which followed, abstinence from marriage was left as a matter of personal choice, although in most ‘Gnostic’ sects marriage was actively discouraged on the grounds that it entangled the spiritual soul with the evil physical world. Some Jewish and Christian traditions blamed sexual differences on ‘the fall’ and believed that salvation included a return to a ‘unisex’ or asexual life. In the mainstream churches, leaders such as Melito of Sardis became known for their austere personal lives; abstinence from marriage was part of this. In many churches, too, Christian women had difficulty in finding suitable husbands. Those who remained unmarried had more time for prayer and devotion. In the same way, men who were free from family ties had more time to devote to church affairs and were often obvious choices as leaders. By the third century, celibacy was beginning to be valued as a mark of holiness. Even so, extremes were frowned upon, and Origen earned considerable disapproval because he made himself a eunuch, believing that this was commended in the Gospels. As martyrdom declined, asceticism began to become the measure of spirituality; the leaders regarded as more spiritual in the churches tended to be those who practised an ascetic way of life, though the clergy was not generally obliged to be celibate.

Poverty & Social Action:

Within a few generations, the early Christian communities set up hospitals, caring for all those within reach, and they were also enthusiastic about education, teaching their converts to read the scriptures of ancient Israel, and thereby giving them the literacy skills that previously only a maximum of thirty per cent of the populations had acquired, almost exclusively male. Some of the older Greek cities and islands had a tradition of elementary education for citizens, but for many people, this would have been minimal, and women and slaves were excluded. Converts to Christianity, therefore, gained basic reading skills that they had hitherto lacked. Christians were also technological pioneers in making books, abandoning scrolls with their natural limitations and developing the ‘codex’, the ancestor of the modern bound book. The earliest Christian congregations quickly appreciated the value of the letters written by the apostles. Some of them were obviously intended for public reading, perhaps in place of, or alongside, a sermon on the Old Testament, and for circulating among the churches. But they clearly wanted more and more people to be able to read the books the community was producing. This insistence on education and especially reading can be traced back directly to Paul, who told his churches to be ‘grown-up’ in their thinking, to be transformed by the renewal of their minds as well as their hearts. He wanted the early Christians not only to think the right things but also to think in the right way. Though he did not himself found what we would today call ‘schools’ when such things did come about, they had him to thank for the underlying impetus.

Paul’s collection for the poor of Jerusalem was followed up in each local Jesus community in its work among the poor around it. Paul congratulated the Thessalonians on their practical ‘loving-kindness’ or agape and urged them to work at it more and more. “Do good to everyone,” he wrote to the Galatians, “and particularly to the household of the faith.” He encouraged them to… Celebrate with those who are celebrating, mourn with the mourners… Shine like lights in the world. The gospel itself was designed to generate a new kind of people, a people who would be eager for good works; in fact, the new kind of humanity that was brought to birth through the gospel was created for the specific purpose of ‘good works’ (Gal. 2: 10; I Thess. 4: 9-10; Gal. 6: 10; Rom. 12: 15; Phil. 2: 15; Titus 2: 14; Eph. 2: 10). This phrase means more than ‘the performance of moral rules’, especially when played off against Paul’s doctrine of justification by faith alone. Morals matter, faith matters, but that isn’t the point here. Paul’s emphasis is all about communities through whose regular practice the surrounding world is made a better place. Through Christ’s faithfulness and their own loving-kindness, these communities would find the right way to live. Good morals and good works would follow. In Corinth, there was a tendency to divide into factions centred on the personalities of human leaders, rather than just over doctrines. A prominent member of the community was living in immorality and individual Christians were taking each other to the law-courts over minor disputes. There were also misunderstandings about the meaning of Christian liberty. Paul’s letters, as well as those of John, reveal controversies and power-struggles in the midst of encouragement and growth.

The Spread of Christian Communities:

But the church history of the second and third centuries is enough to confirm that all these things, taken together, offer good explanations for the spread of the Christian communities. These early Christians, strange though their views and lives might have seemed to those around, antisocial though some might have supposed them to be, were doing things that really do transform the wider society. By the end of the second century, Roman officials were not particularly aware of the nuances of Christian teaching, but they did know what the term ‘bishop’ meant – someone who agitated about the needs of the poor. This too was the result of a seed that Paul had planted, and when all of these began to sprout, a community came into being that challenged the ancient world with a fresh vision of a society in which each worked for all and all for each. This enabled that world to escape from the older paganism and its social, cultural and political practices and to find refuge in the new kind of community, the koinonia, the ‘fellowship’, the extended family of the One God. On the cross, Jesus had won the victory over all the other powers, or gods. This was the basic belief of these communities, which existed because all the old gods had been overthrown. Mammon, Mars and Aphrodite had been shown to be imposters, and Caesar was no longer the ultimate Lord. This was a theological, historical and political reality which the followers of Jesus demonstrated on the streets and in the market places, as well as in their homes.

The breaking through of Paul’s thinking in Graeco-Roman society was not because the other philosophies of the ancient world had ‘run out of steam’. The Stoics, Epicureans, and Platonists had serious, articulate and even ‘charismatic’ spokespeople. They were all, in the final analysis, ways of understanding the world and of finding a coherent path for humanity within it. When later generations of Christians wanted to articulate the gospel version of the same thing, they turned to Paul for help, though other sources remained vital. The prologue to the Gospel of John is an obvious example of these, but it was Paul’s engagement with the triple traditions of Israel, Greece and Rome and his transformation of them by the person and Spirit of Jesus that offered a platform for the great Christian thinkers of subsequent generations and centuries. Without this firm theological foundation, the church would not have survived the persecutions it was forced to endure in these centuries. Paul knew only too well what learning how to think would cost those who were ‘to follow’, but he believed that this new way was the only way for them to follow, a way that would win out over the other ways because of its genuine humanity.

The Wright Verdict:

Tom Wright completes his answer to his own question by summarising the several paths of explanation which converged on Paul himself in his mapping out of this ‘new Way’:

His was the vision of the united, holy, and outward-facing church. He pioneered the idea of a suffering apostleship through which the message of the crucified Jesus would not only be displayed, but be effective in the world. He could not have foreseen the ways in which these communities would develop. He might well not have approved of all that was done. But the historian and biographer can look back and discern, in Paul’s hasty and often contested work, the deep roots of a movement that changed the world…

… Paul’s vision of a united and holy community, prayerful, rooted in the scriptural story of ancient Israel, facing social and political hostility but insisting on doing good to all people, especially the poor, would always be central. His relentless personal energy, his clarity and vulnerability, and his way with words provided the motor to drive this vision, and each generation will need a few who can imitate him. His towering intellectual achievement, a theological vision of the One God reshaped around Jesus and the spirit and taking on the wider world of philosophy, would provide the robust, necessary framework for it all. When the church abandons the theological task… we should not be surprised if unity, holiness, and the care for the poor are sidelined as well.

Paul’s contribution to the Nature & Worship of the Early Church:

The church brought together ideas and people from many backgrounds. It had to cope with people who had become Christians in such disreputable seaports as Corinth, notorious for its immorality. It had to resolve the pressures to revert to pagan or Judaic practices, to sort out its attitudes towards contemporary customs and cultures, and to thrash out beliefs and opinions about issues on which there were no precedents to guide its thinking. Many Christians in the third century were willing to suffer as martyrs rather than betray their Lord by acknowledging false gods. Some, however, renounced their faith under torture or the pressure of imprisonment. Others got pagan neighbours to make the required sacrifice on their behalf, or obtained false certificates from sympathetic officials. At the opposite extreme, some Christians eagerly sought out martyrdom, even when it was not forced upon them, though this was strongly discouraged by Christian leaders. Following each wave of persecution, the church was faced with the problem of what to do with those who repented after lapsing under pressure. Some Christian leaders claimed that offences such as idolatry after baptism were unpardonable on earth, but others allowed one such occasion of forgiveness subsequent to baptism. Callistus, bishop of Rome (217-22), was among the more moderate and appealed to Paul’s letters and the parables of the lost sheep and the prodigal son for proof that no sin is unforgivable if the sinner truly turns from their sins. His referral back to Paul reveals the continuing influence of the apostle.

In Paul’s time, and for at least a century afterwards, Christianity was largely an urban movement; Paul tended to preach in big cities, and small Christian groups could more easily spring up in the anonymity of large towns. Deep penetration of the countryside only began in the third century, though the methods used in that ‘outreach’ are unclear. Nearly every known Christian congregation started by meeting in someone’s house. One example of this was Philemon’s house-church, perhaps at Laodicea. The home formed an important starting-point, although by the mid-third century congregations were beginning to have their own special buildings because congregations were too large to meet even in the courtyard of a large Roman house. Most Christian writers were increasingly rationalistic, and Eusebius mentions only a very few miracles in his history of the church during this period. They also tried to discredit contemporary pagan superstition, focusing on ‘good living’ rather than supernatural ‘signs’. In the late third centre came the first deliberate attempts to follow Paul’s earlier examples of absorbing features of pagan religions into Christianity. Churches took over from temples, martyrs replaced the old gods in popular devotion, and the festivals of the Christian year took the place of high-days and holy days of paganism.

When Irenaeus succeeded as a third-generation ‘bishop’ of the church in Rome, he described it as the very great, very ancient and universally known church, founded and organised at Rome by the two most glorious apostles, Peter and Paul. Because Christians from all parts were found there, it was a microcosm of the whole Christian world. His statement hints at some of the reasons why Rome acquired a leading position among the churches. All roads led to Rome, the capital of the Empire, not least the well-engineered roads on which the Christian missionaries travelled. A remarkable number of prominent Christians made their way to the Imperial City: Ignatius, Polycarp, Marcion, Valentinus, Tatian, Justin, Hegesippus, Irenaeus, Tertullian, Praxeas, and Origen, all followed Peter and Paul’s journeys in the sixties. Rome was the only Western church to receive a letter from an apostle, and Luke’s long account of Paul’s miraculous journey to the city reflects the importance attached to his reaching the capital. Nothing boosted the prestige of Christian Rome so much as the fact that the two chief apostles were martyred there under Nero. By the mid-second century, memorial shrines to Paul and Peter had been erected in Rome, on the Appian Way and the Vatican Hill respectively. Remains of the latter have been uncovered in modern excavations.

The Fall of Jerusalem in AD 70 enhanced the standing of the Roman church in the long-term since it became almost impossible to evangelise the Jewish settlements on the eastern shores of the Mediterranean. Christianity’s centre of gravity shifted west, where Rome was well-placed to play a central role. However, the letter to the Corinthian church known as I Clement did not imply any claim to superiority by the church of Rome. Second-century Christianity there appears to have been very varied. It included independent schools like Justin’s and immigrant groups such as the Asians who followed their traditional observance of the Pascha (Passover). Not until the last decade of the century did a strong bishop emerge – Victor, an African and the first Latin speaker. Meanwhile, the shrines of Peter and Paul bolstered a growing self-confidence.

The first bishop to claim a special authority derived from Peter by appealing to Matthew 16: 18-19, was Stephen, in his dispute with Cyprian. Paul’s position alongside Peter in the earliest church now began to be lost sight of. Cyprian regarded every bishop’s seat as ‘the see of Peter’, although he agreed that the Roman church had special importance because it had been founded so early. The Roman church already possessed considerable wealth, including the underground burial-chambers (catacombs) outside the city and several large houses whose upper floors were adapted for use as churches (tituli).

Centuries later, the Roman church criticised the British for their great lack of martyrs as compared with their own record. The leaders of the British church informed them that the leaders of the British church lived to preach and teach the Gospel and not die for it unnecessarily. As noted already, there were many in the Roman church who viewed martyrdom as a noble, worthwhile gesture to such an extent that some became fanatics. They sought martyrdom before they had achieved anything else worthwhile. The most popular claimant to the honour of being the first Christian martyr in Britain, identified with the church of St. Alban’s, was the Christianised Roman soldier, named Alban. During the Diocletian persecution in Britain, he aided a hunted British priest to escape by wearing his robe, drawing pursuit to himself. On being recognised, the Roman officer ordered a soldier standing nearby to execute the culprit. The soldier refused, admitting that he too was a Christian, with the result that both soldiers were immediately beheaded. Tradition claims they were buried together on the spot where they were killed and a church erected on the site was named St. Alban’s. However, the early British historian, Bishop Alford wrote of an earlier martyr who was apparently known to both Peter, Barnabas and Paul, Aristobulus, who was absent in Britain before Paul arrived in Rome. In the Martyrologies of the Greek church, we read:

Aristobulus was one of the seventy disciples and a follower of St. Paul the Apostle, along with whom he preached the Gospel to the whole world, and ministered to them. He was chosen by St. Paul to be the missionary bishop to the land of Britain.  He was chosen by St. Paul to be the missionary to the land of Britain. He was there martyred after he had built churches and ordained deacons and priests on the island.

Dorotheus, Bishop of Tyre, recorded in AD 303 that Aristobulus who is mentioned by the Apostle in his Epistle to the Romans, was made Bishop in Britain. Haleca, Bishop of Augusta, confirms that he was one of many martyrs whose memory was celebrated by the Britons and the Adonis Martyrologia also contains a record which confirms his mission to Britain, where he founded a church before his martyrdom in circa AD 59 or 60, on 15 March. There is a legend suggesting that Paul himself may have paid a brief visit to Britain during his time in Rome, but though we know that he intended to travel to Spain, there is little evidence to suggest that he did so, or that he went further north. Apparently, in Merton College, Oxford, there is an ancient manuscript known as the ‘Paulian MS’ which purports to contain a series of letters between Paul and Seneca, which make allusions to the former’s residence in Siluria. Clement of Rome, who died in about AD 100 wrote of the martyrdoms of both Peter and Paul, whom he probably knew personally. He sums up the magnitude of Paul’s achievement in the following terms:

Paul, also, having seven times worn chains, and been hunted and stoned, received the prize of such endurance. For he was the herald of the Gospel in the West as well as in the East, and enjoyed the illustrious reputation of the faith in teaching the whole world to be righteous. And after he had been in the extremity of the West, he suffered martyrdom before the sovereigns of mankind; and thus delivered from this world, he went to his holy place, the most brilliant example of steadfastness that we possess. 

In referring to ‘the extremity of the West’, Clement could be referring to Gaul or Britain, but he is more likely to be referring, in this context, to the western Mediterranean. I Clement is an open letter from one of the early bishops or presbyters of the Rome to the church at Corinth, probably written at the very end of the first century, shortly after the persecution of Emperor Domitian. It is probably the earliest surviving Christian writing outside of the New Testament. It was written to counter the disruption and disturbance of in the church at Corinth, where some of the older leaders had been deposed by a younger clique. It sheds interesting light on the nature and conduct of church life soon after the age of the apostles. It puts great stress on good order, and on Christian faith being accompanied by good works, claiming that Abraham was saved by faith and hospitality. The book quotes extensively from the Old Testament, Jewish books outside the canon and writings of the apostles. Like Paul’s own letter to the Corinthians, written earlier, Clement exhorts his readers to Christian humility and love, and it was probably read out in Corinth and other churches.

In I Corinthians, which gives the earliest description of worship in the Christian church, Paul constantly draws on the Old Testament. This letter, written in about AD 55 pictures the church as the new Israel, living a pattern of the Christian life that is based on the new exodus. Paul uses ideas drawn from the Jewish Passover, which celebrated God’s saving favour and strength in calling Israel to be his people, and rescuing them from tyranny in Egypt. According to Paul, the church succeeded the old Jewish community and combined both Jews and Greeks within God’s one family of converted men and women. This fellowship of believers in Jesus stood at the dawn of a new age of grace and power. Al this was possible through the gift of the Holy Spirit, which followed the resurrection and ascension of Jesus. This one fact of experience stamps New Testament worship as unique, however much the church owed to its Jewish inheritance. Paul used the framework of the Passover meal to interpret the Lord’s Supper. But other elements were intertwined, such as the fellowship meal, called the agape or love-feast which had its counterpart in Jewish table-customs. This had become an occasion for an ‘orgy’ of gluttony and drunkenness in Corinth, and Paul pointed out that this was a breakdown in the fellowship which both the Lord’s Supper and the agape were designed to promote. Paul believed that the Lord’s Supper served both to unite Christians with the Lord in his death and risen life, and to join believers in a bond of union as ‘one body’ in Christ, receiving him by faith and in love.

The setting for worship was ‘the first day of the week’, referring to the day of Christ’s resurrection, as in the Gospels, and is distinct from the Jewish Sabbath. The Christian Sunday was not made a ‘day of rest’ until Constantine decreed it in AD 321. Paul also wrote about baptism, a rite of initiation with its roots in the Jewish washings for ceremonial purposes, and especially in the service of tebilah, the ‘bath’ necessary for all converts to Judaism. The practice of baptism was also being misused at Corinth, and Paul objected to their misunderstanding or abuse. Baptism, he told them, should be in the name of Jesus, not in the name of leaders in the fellowship, as if these were apostolic cult figures. ‘In the name of Jesus’ meant that new converts passed under his authority, and confessed him as Lord. The enthusiasm of the Corinthian Christians also led them to misuse ‘ecstatic tongues’ and other gifts of the Spirit. Paul tried to curb this by insisting that worship must promote the healthy growth of the entire community of Christians. Personal indulgence in the gifts of the Spirit was to be brought firmly under control. Not all the features of early Christian worship at Corinth are clear. It is not known what ‘baptism for the dead’ implied. Paul did not attach great importance to it but used it simply to illustrate another matter. He also mentioned the ‘kiss of peace’ without explanation.

Prayers also played an important part in worship at Corinth. At public prayer, the response of amen (a Hebrew word of confirmation) was the natural way to show agreement. Problems arose over women who attempted to pray with uncovered heads. Paul resisted this practice, though he freely granted the right of women believers to act as prophets and leaders of prayer in the assembled church. Both prophesying and praying were seen as gifts of the Spirit. The freedom that the Corinthians were exercising to the full was to be held in check. Paul crisply summed up: Let all things be done decently and in order. ‘Singing’ with the mind and the Spirit indicates a musical side to the meeting, but references to musical instruments do not make it clear whether they were used in worship. Exactly what these hymns were, and whether snatches of them have survived, is unclear. Passages in Philippians 2: 6-11; Colossians 1: 15-20 and 1 Timothy 3: 16 contain what may be early hymns, offered, as later among Christians in Bithynia about AD 112, to Christ as God. Ephesians 5: 14 is the most likely example of a hymn from the churches instructed by Paul. The setting of that three-line invocation is clearly a service of baptism.

Evidence about Christian worship from writers who lived between the time of Paul and the middle of the second is scarce and difficult to piece together. In his letters, Pliny gives an outsider’s view of Christian worship from this time:

They were in the habit of meeting on a certain fixed day before it was light, when they sang an anthem to Christ as God, and bound themselves by a solemn oath (‘sacramentum’) not to commit any wicked deed, but to abstain from all fraud, theft and adultery, never to break their word, or deny a trust when called upon to honour it; after which it was their custom to separate, and then meet again to partake of food, but food of the ordinary and innocent kind.

Pliny’s correspondence with Emperor Trajan reveals that the early Christians shared ‘holy meals’ and that by this time the agape had been separated from the Lord’s Supper. In fact, continuing abuse of the ‘love-feast’ led to its gradual disappearance in its original form. The solemn meal of ‘holy communion’ was given more and more prominence as a sacrament. Ignatius describes it as a medicine of immortality, the antidote that we should not die, but live forever in Jesus Christ. Worship gradually became more standardised, formal and stereotyped in the period following Paul’s death, with the ‘Lord’s Supper’ becoming the focal point of the liturgy. Bishops and deacons possibly helped in this trend. New converts (catechumens) were given instruction in preparation for baptism. Worship forms connected with this are referred to in the letters of I Peter and I John. Short snatches of an elementary creed are found in such verses as Jesus is Lord (Romans 10: 9), lengthened and developed in I Timothy 3: 16 and I Peter 3: 18-22.

At first, when a person was baptised they affirmed a creed which was concerned mainly with statements about Christ’s person, as in the addition to the text in Acts 8: 37. Examples of more formal creeds, stating the belief in the three persons of the Godhead, the Trinity, occur in descriptions of baptismal services reported by Irenaeus and Hippolytus of Rome. The Apostles’ Creed, shown below, derives from the late second-century baptismal creed used in Rome, which in turn derives from Paul’s theology. Perhaps the most lasting and visible legacy of the self-proclaimed apostle is, therefore, to be found in the liturgy of the sacraments, which is still shared in most Christian churches, more than nineteen hundred and fifty years after his death.

Introduction: What is ‘liberal democracy’?

In his influential book, Keywords, first published in 1976 and reissued in 1988, Raymond Williams gives clear definitions of both the adjective ‘liberal’ and the noun ‘democracy’ in this much-used phrase. Leaving aside the medieval uses of the word ‘liberal’, which came into English via Latin and had a purely academic meaning,…

… the affirmation of ‘liberal’ came mainly in the late eighteenth and early nineteenth century from the strong sense of ‘Liberty’ from the mid-seventeenth century. It was used in the sense of ‘open-minded’, and thence of ‘unorthodox’ from the late eighteenth century: ‘liberal opinions’ (Gibbon, 1781).

The adjective is very clear in a modern political sense in an example Williams gives from 1801, concerning the extinction of every vestige of freedom, and of every liberal idea with which they are associated. This led to the formation of the noun as a political term, proudly and even defiantly announced in the title of an 1822 periodical, The Liberal. It was then that the term acquired it more negative connotation (for some) as referring to an unorthodox political opinion of ‘foreign’ origin. There was talk of the ‘Ultras’ and ‘Liberals’ of Paris in 1820, and some early usages were in a foreign form in English, e.g. Liberales (Southey, 1816); Libereux (Scott, 1826). The term was applied as a nickname to advanced Whigs and Radicals by their opponents; it was then consciously adopted and within a generation, it had become both powerful and orthodox. Liberality, which since the fourteenth century had carried the sense of ‘generosity’, and later of open-mindedness, was joined by political Liberalism from the early nineteenth century. Libertarian in the eighteenth century indicated a believer in free will as against determinism, but from the nineteenth century, it acquired social and political senses. By the mid-twentieth century, the term libertarian socialism was coined, which was not seen as a form of ‘liberalism’, but rather a form of ‘socialism’ opposed to centralised and bureaucratic controls. Libertarians on the ‘Right’ also share this antipathy to state control, as well as wishing to uphold individual liberties above the requirements of the central state.

In the established party-political sense, the term ‘Liberal’ is clear enough. But ‘liberal’ as a term of political discourse remains complex. It has been under regular and heavy attack from conservative positions, where the senses of a lack of restraint and lack of discipline have been brought to bear, and also the sense of a weak and sentimental generosity as being endemic to liberal views and values. The sense of a lack of intellectual rigour among ‘liberals’ has also been drawn on in academic disputations. Against this kind of attack, ‘liberal’ has often been a group term for ‘progressive’ or ‘radical’ opinions, and is still clearly used in this sense, especially in the USA. But ‘liberal’ as a pejorative term has also been widely used by ‘authoritarian’ socialists and especially Marxists. This use shares the conservative sense of a lack of rigour and of shallow and over-generous beliefs and attitudes.

To this accusation, ‘liberals’ reply that they are concerned with individual liberties, and socialists are not. But socialists have countered with the rejoinder, which is supported by the burden of historical evidence, that ‘liberalism’ is a doctrine based on ‘individualist’ theories of the relationship between man and society and therefore in conflict not only with ‘socialist’ theories of that relationship but also with social democratic ones. However, as Williams points out, if ‘liberalism’ is the highest form of thought developed within ‘bourgeois’ or ‘capitalist’ society, then ‘liberal’ can be taken to refer the mixture of liberating and limiting ideas, rather than being loosely used as a ‘swear-word’. In this sense, ‘liberalism’ is a doctrine guaranteeing certain necessary kinds of freedom, but also, and essentially, a doctrine of ‘possessive individualism’. C. B. Macpherson has used this concept to describe the way in which ‘Society’ becomes a dynamic entity of free and equal individuals relating to each other as proprietors of their own capacities and of what they have acquired by their exercise. Society, therefore, consists of an exchange between proprietors.

‘Democracy’ is, of course, an ancient Greek word, Demokratia, a compound noun based on the root words demos, translated as ‘people’, and Kratos, meaning ‘rule’. It came into English in the sixteenth century, from its French form démocratie and the middle Latin word, democratia. It was defined by Elyot, with specific reference to the Greek instance, in 1531:

… another publique weal was among the people … This manner of governaunce was called in greke ‘Democratia’, in latine, ‘Popularis potentia’, in englisshe the rule of the commonaltie. 

Nevertheless, its meanings have always been complex, and everything depends on the senses which are given to ‘people’ and ‘rule’. Herodotus defined a democracy as an administration in which power was in the hands, not of the few, but of the many, and all that is opposed to despotic power has the name of democracy. Aristotle  wrote:

… a democracy is a state where the freemen and the poor, being in the majority, are invested with the power of the state.

Yet much depends here on what is meant by ‘invested with power’: whether it is ultimate sovereignty or, at the other extreme, practical and unshared rule. Plato made Socrates say that …

… democracy comes into being after the poor have conquered their opponents, slaughtering some and banishing some, while to the remainder they give an equal share of freedom and power.

This particular use, indicating a form of popular class rule, is – of course – some distance from any orthodox modern ‘Western’ definition of democracy. But it does illustrate how the range of uses, near the roots of the term, makes any simple derivation impossible. ‘Democracy’ is now often traced back to medieval precedents and a given a Greek authority. But the fact is that, with only occasional exceptions, until the late nineteenth century, the term was a strongly negative term. It is only since then that a majority of political parties and groups have united in declaring their belief in it. In 1777, the American revolutionary Hamilton observed that representative democracy was not a perfect principle but a practical process …

… when the deliberative or judicial powers are vested wholly or partly in the collective body of the people, you must expect error, confusion and instability. But a representative democracy, where the right of election is well secured and regulated (is one in which) … the exercise of the legislative executive is vested in select persons … etc.

It is from this altered American use that a dominant modern sense developed. Jeremy Bentham formulated a general sense of democracy as rule by the majority of the people and then distinguished between ‘direct democracy’ and ‘representative democracy’, recommending the latter because it provided continuity and could be extended to large societies. In the mid-twentieth century, therefore, an assertion of direct democracy could be described as ‘anti-democratic’, since the first principle of ‘democracy’ is that of rule by elected representatives. Thus, the contemporary understanding of democracy involves the right to vote for representatives rather than the older, normal sense of popular power. ‘Democracy’ was still a radical or even revolutionary term in the mid-nineteenth century, and the specialised development of ‘representative democracy’ was at least in part a reaction to this.

It is from this point that the two modern meanings of ‘democracy’ can be seen to diverge. In the socialist tradition, it continued to mean ‘popular power’: a state in which the interests of the majority of the people were paramount and in which these interests were practically exercised and controlled by the majority. In the ‘liberal tradition’, democracy meant the open election of representatives and certain conditions of ‘democratic rights’ such as free speech, which guaranteed the openness of elections and political argument, discussion and debate. These two conceptions, in their extreme forms, are diametrically opposed to each other. If the predominant criterion is popular power in the popular interest, other criteria are often taken as secondary, as in the ‘People’s Democracies’, and their influence is often characterised as ‘bourgeois democracy’. But if the predominant criteria are elections and free speech, other criteria are rejected, e.g. an attempt to exercise popular power through a General Strike is viewed as being anti-democratic since democracy has already been achieved by other means. To claim ‘economic equality’ as the essence of democracy is seen as leading to ‘chaos’ or to totalitarian rule or government by trade unions.

In one characteristic use of ‘democratic’ as referring to open argument, freedom of speech and assembly are seen as ‘democratic rights’, sufficient in themselves, without reference to the institution or character of political power. This is a limiting sense derived from the ‘liberal tradition’, which in its full form has to include election and popular sovereignty, though not popular rule. To the positive opposed senses of the socialist and liberal traditions we have to add, from the late twentieth century onwards, various populist distortions of democracy, reducing the concepts of election, representation and mandate to deliberate formalities or merely manipulated forms; reducing the concept of popular power, or government in the popular interest, to nominal slogans covering the rule of a bureaucracy or oligarchy. These manipulated forms are not real democracy, Williams suggests, but they have added to the confused contemporary nature of the concept.

Putting the two words together, therefore, it would seem that a ‘liberal democracy’ as a term in modern use can be taken to refer to a nation-state which guarantees its individual citizens equal access to an open and pluralistic political discourse. To understand how this applies to Hungary today, we need first to understand how the concept has developed in the context of the modern history of Hungary.

The Hungarian Liberal Inheritance, 1828-1848:

Recently, in Hungarian political discourse, the adjective ‘Liberális’ has been used to describe ideas which are considered to be of alien, ‘Western’ origin, and therefore found objectionable by the ruling ‘Fidesz’/ Civic Alliance Party. Yet the Hungarian word for ‘liberty’ or ‘freedom’ is ‘szabadság’, which is also taken to mean ‘independence’, and the adjectival form is ‘szabadelvű’, which is used as a synonym for ‘liberális’. In the noun form it is used to describe the purpose of the Revolution which took place in 1848, which is commemorated by a National Holiday on 15 March. As István Bart (1999) has pointed out in his ‘Dictionary’ of ‘Keywords’ relating to Hungary and the Hungarians, this forradalom (revolution)…

… is such an unequivocally uplifting and ceremonious occasion in the history of Hungary, that every government, regardles of persuasion, has tried to turn it to its advantage by interpreting it to meet its own ends.  

The current government is certainly no exception to this rule, interpreting it as a popular nationalist uprising against the ‘slavery’ imposed on Hungary by the foreign Austrian empire. Hungarian historians like László Kontler have seen it as the fruition of a half-century in which the radical and liberal ideas of the French Revolution penetrated into Central European political thinking. He has  used the word ‘liberal’ to reference the swelling liberal sentiments in  early nineteenth century Hungary, commenting that:

The experience of the three decades between the Jacobin trials and the beginning of a new contest between progressive and retrograde opinion in Hungary developed what remained of it, in terms of culture and attitudes, into a vigorous national romanticism, and in terms of sociopolitical ideas, into a programme of improvement imbued by the principles of liberalism.

The execution of Ignác Martinovics and his comrades, a water-colour by an unknown artist. On 20 May 1785, five members of the Hungarian ‘Jacobin’ movement were beheaded on the Vérmező (Bloody Meadow) in Buda. Martinovics was a Franciscan monk and philosopher. The bodies of the chief defendants in the Jacobin trial were finally uncovered in 1914, with their heads placed at their feet.

Hungarian governments began to challenge the power of the feudal nobility, and though it was a formidable task to persuade the masses of petty nobility that they would in fact gain from losing the only thing that distinguished them from the peasantry: their privileges. Although their situation exposed them to the machinations of the government, it was at least possible to win part of them over to the rest of the ‘liberal programme’; equality before the law, civil liberties, representative and responsible government. Kontler goes on to argue that the new corporate constitution and the reform projects of the 1790s at the committee sessions of 1828-1830 created a space in which the ‘liberal nobility of the Age of Reform attempted a peaceful transition to modernity’.

Count István Széchenyi was the first of the dominant personalities of that ‘age’ to appear on the ‘stage’. He was an extensive reader of the modern classics of social and political thought from Rousseau through Adam Smith to Jeremy Bentham and travels in Western Europe, Italy and the Balkans awoke him to the backwardness of his own country. Like his father, he was particularly impressed by the laws, institutions, manners and social system of England. Already by the 1820s, Széchenyi frustration with feudal Hungary had led him to become one of the founders of the Liberal Magnates Club at the Diet and a well-informed and disdainful critic of the policies of the Holy Alliance against the liberal movements and freedom fighters in Spain, Italy and Greece. He also abhorred violence and revolution, but his attempt to mediate between the court and the nation in the transition from absolute to representative government was rejected by Chancellor Metternich, who was still determined, in 1825, to work with the old reactionaries rather than the ‘new’ reformers.

Within liberalism, political concepts started to diverge, which led to a gradual separation between Széchenyi and his close friend and political associate, his companion on his travels in the 1820s, the Transylvanian Baron Miklós Wesselényi. Unlike Széchenyi, Wesselényi found not only that the redemption of the serfs’ feudal obligations should take place under state supervision, but also that social change ought to be accompanied by the dismantling of absolutism – on which he laid the blame for backwardness – and the creation of a monarchy with civil liberties. In 1839, the increasingly influential opposition, now led by Ferenc Deák, insisted on putting and keeping on the Diet’s agenda the issue of freedom of expression. Deák, with the assistance of a group of liberal magnates led by in the Upper House, including, besides Széchenyi, Count Lajos Batthány, Baron József Eötvös and others, managed to secure the refusal of the Diet to discuss taxation and recruitment before the issue of freedom of expression was settled. In addition, a half-century-long process towards the emancipation of the Jews started by permitting them the (almost) free choice of their residence, trade or profession and the ownership of real estate. Laws relating to commerce, industry and banking passed in 1840 created a legal framework which stimulated the development of Hungarian capitalism for several decades.

In the 1840s, associations for charitable purposes, social service, self-help economic or cultural improvement proliferated and contributed to the disintegration of the barriers between the estates. The combined membership of the approximately six hundred associations in Hungary and Transylvania might have reached a hundred thousand by 1848. Some of the over two hundred ‘casinos’ and reading societies, with tens of thousands of members, became thoroughly politicised and were hotbeds of the political parties that arose in 1846 and 1847. An enthusiastic supporter of Wesselenyi, Lajos Kossúth, a young jurist and scion from a landless noble family been arrested in 1837 and spent his three years in prison reading classics of politics and economics and learning English. He emerged from captivity with strengthened determination and great charisma, launching a new liberal newspaper, Pesti Hírlap (Pest News) in January 1841. The government hoped that Kossúth’s radical enthusiasm would split the ‘liberal movement’ and that, through censorship, he could be kept under control. However, these traditional methods were fully unequipped to cope with the difficulties posed by Kossúth’s entirely new type of political journalism.

In the first half of the nineteenth century, Hungary was trying to catch up with other European countries intellectually and technologically. But by the end of the century, it had carved out for itself a leading in its machine industry which also served its rapidly developing electrification. The First World War brought these developments to an abrupt end.

During the first few months of the existence of Pesti Hírlap, the editorials exposed the most soaring cases of social injustice, such as the backward and humiliating practice of flogging peasants at the behest of overbearing landlords. Kossúth’s antidote was a true ‘union of interest’ through social and political emancipation, a more equitable distribution of burdens and economic modernisation, and cited examples from the experience of capitalism and political liberalism in Western Europe and America. Instead of the aristocracy, he considered the ‘nobility of middling rank’ as the vehicle of the reform process, which he found, or rather hoped, to be sufficiently imbued with an enlightened and ‘liberal spirit’ to push through his programme. Kossúth’s propaganda also resulted in the rise of local Buy Hungarian! movements and he was elected director of the National Protectionist Association established by distinguished liberal aristocrats in 1844. All this contributed to nationalist and separatist sentiments, and Pesti Hírlap encouraged the process of Magyarisation, although Kossúth also warned against the violent propagation of the Hungarian language.

004 (2)The aristocratic new conservatives (or ‘cautious progressives’ as they dubbed themselves) urged a united front of the propertied classes against the propertiless, led by Kossúth, whom they saw as intoxicated by ‘poorly digested liberal and radical maxims’, and hoped to drive a wedge between him and figures like Széchenyi (pictured right), Batthány and Deák. Széchenyi, in particular, did not need stimuli to turn against Kossúth, whom he attacked in a lengthy pamphlet, The People of the Orient, as early as 1841. The conflict between the two dominant personalities of Hungary’s transition to modernity is one of the factors which raises the process to a dramatic pitch, and naturally one of the most fruitful and often exploited topics of Hungarian historical discourse. Among other criticisms, Széchenyi berated Kossúth for what he saw as the latter’s excessive nationalism, adding that the nationalisms of the ethnic minorities were merely self-defence mechanisms in the face of Magyar dominance. These were opinions which could hardly have endeared Széchenyi to the bulk of contemporary liberals, whom he tried to win over to a ‘moderate liberal centre’, but in vain.

Széchenyi was the first to call attention to the problem of the multiple nationalisms in the Carpathian Basin, which ultimately proved to be the insoluble dilemma of Hungarian liberalism. It was a liberalism based on the concept of the extension of noble rights to non-nobles which would result in the replacement of the corporate natio Hungarica with a modern Hungarian state of emancipated citizens. Language and ethnicity were not enough, in the view of the Hungarian liberals, to constitute a nation without a historic past and a historical state. Except for the Croats, they refused to acknowledge the claim of the ethnic minorities to nationhood. Kontler has written that…

… the organising principle behind the concept of the ‘unitary Hungarian political nation’ of Hungarian liberals was that the extension of individual rights would render collective rights superfluous even in the eyes of the ethnic minorities who … would voluntarily assimilate into the Hungarian nation.

In the mid-nineteenth-century Hungarian mind, therefore, ‘liberalism’ and ‘nationalism’ went hand in glove. They were not seen as separate ideologies. The Hungarian national movement proved highly successful, especially in urban contexts, not only among the Jewish intellectuals and German burghers of Budapest but also among many Slovaks, Serbs, Greeks, Armenians and others. From the earliest times that charges of forced Magyarisation were levelled against the Hungarian political élite, there were also plenty of examples of voluntary integration as well. But as far as the views of the leading members of the movements for ‘national awakening’ among the ethnic minorities were concerned, the concept of a ‘unitary political nation’ was anathema. They stressed the role of language and ethnicity in nationhood. Hungary’s population in 1842 was nearly thirteen million, of whom under five million, less than forty per cent were ethnic Magyar. Romanians numbered 2.2 million (17%), Slovaks 1.7 million (13%), Germans 1.3 million (10%), Serbs 1.2 million (9%) , Croats 900,000 (7%), Ruthenes 450,000 (3.5%) and Jews 250,000 (2%). Only a part of each of these nationalities lived in contiguous regions or areas, the rest being inseparably intertwined with others in patchwork-like patterns, making ‘national territory’ impossible to demarcate with any precision. Against this complex background, the statement made by the Romanian historian Kogalniceanu in newly independent Moldavia in 1843 might look somewhat ominous:

I regard as my fatherland all that territory where Romanian is spoken.

The obsession with the Pan-Slav threat made the Hungarian liberals somewhat negligent of Romanian national aspirations, even though the cultivation and modernisation of the mother tongue continued under strong French and Italian influence into the second half of the nineteenth century. By the mid-1840s, the Hungarian liberal national movement seems to have emerged in full force, to some extent in competition with others in the historic Kingdom of Hungary. Opposition liberals were returned in large numbers to the Diet of 1843-1844.

004 (3)However, Metternich was able to take advantage of the differences within the liberal opposition. Frustrated with the meagre results of the diet, which however included the passing of the official status of the Hungarian language, at the end of 1843 József Eötvös offered his support for the government in return for its commitment to reform. Eötvös was probably the most politically erudite and intellectually sophisticated of the Hungarian reformers of the nineteenth century. From an aristocratic family, he had travelled widely in the West in his youth and having been bankrupted in 1840, he became a professional politician and a freelance writer, and the leader of the ‘centralist’ group of liberal reformers. With the historian László Szalay and others, he idolised English Whiggery and Alexis de Tocqueville, and advocated ‘constitutional centralisation’. In addition to these ‘defections’, a national Conservative Party was founded in November 1846 which appropriated a number of the reform proposals from the liberals.

At first, therefore, it seemed as if the Habsburg court would be able to defy the ‘liberal challenge’. The rise of parties was a prelude to elections into what turned out to be the last feudal diet in Hungary opened in Pozsony (Bratislava, pictured above in a contemporary painting) in November 1847. By February 1848, a stalemate had developed at the Diet, which was only resolved under the impact of the wave of European revolutions. The revolutions of 1848 were the outcome of a combination of factors, from the general tensions arising from the conservative international system created in 1815 at the Congress of Vienna (pictured below), through the economic and financial crisis prior to 1848, to the encouragement they mutually drew from each other in a chain-reaction of upheavals across the continent.

At the same time, these mutual effects were largely superficial and symbolic, and despite the roughly common ideology the outbreak, the goals, events and the outcome of the revolutions reflected local circumstances. Nevertheless, the Hungarian revolution fitted smoothly into the chain-reaction, preceded as it was by those in Palermo, Paris, central Italy, Piedmont and Vienna, and followed by those in Berlin, Merlin, Venice, Prague and Bucharest. The real catalyst was the events of 22-25 February in Paris and the news of the overthrow of the rule of the ‘bourgeois king’ Louis-Philippe by a combination of nouveaux riches who wanted political influence, radicals who wanted to extend suffrage, and socialists who wanted social equality. These goals were clearly at variance with those of contemporary Central European liberals, but the news of the revolution which reached Pozsony on 1 March caused great excitement.

It is not my intention here to provide a detailed narrative of the events of the ‘Ides of March’ and the 1848 Revolution here, but my purpose is rather to highlight the role of the liberal movements in it. The Battyány government which moved to Pest on 14 April, was a coalition. The ‘court’ minister was Prince Pál Eszterházy, an experienced conservative diplomat. Lázár Mészáros, a hussar general appointed as minister for war, was politically unaffiliated, as was Széchenyi, who overcame his scepticism about Kossúth and his radical faction to become Minister of Communication and Public Works. The moderate liberals were represented by Deák, Minister of Justice, and Gábor Klauzál (Agriculture and Industry), the radicals by Kossúth (Finance) and Bertalan Szemere (Interior). The ‘centralist’ Liberals were represented by Eötvös (Education & Ecclesiastical Affairs). This was a government ‘of all the talents’ in William Pitt’s famous phrase, and one which remained in office longer than any other of the revolutionary administrations created in Europe in 1848. It was Hungary’s first modern government.

However, the Hungarian liberal constitution was silent on the subject of the collective rights of national minorities and established Magyar as the only language of legislation and administration in the country, thus denying any corporate rights, which were considered to be vestiges of the feudal past. Following the June elections, the Hungarian Parliament convened on 5 July. Nearly a quarter of its members had been deputies in the previous diet, and the electors seemed to acknowledge the political expertise and former services of the ‘liberal nobility’. Besides a handful of conservatives and about forty of the radicals, the overwhelming majority supported the government.

His execution was a juridical absurdity, the product of intimidation and vengeance.

The revolution was followed by a ‘War of Liberation’ or ‘War of Independence’ against the Austrian emperor in a year-long struggle which ended in October 1849 when the Hungarian Army was finally defeated by the Imperial Army, bolstered by Russian troops. Hungary’s fight for independence won the goodwill of the world, including the United States President. Hungarian emigrants and refugees were received with open arms by the Western liberal democracies, many of whom were themselves involved in a broad struggle with autocracy in the revolutions which swept across Europe in 1848.

The ‘bourgeois’ Revolutionary leader Lajos Kossúth was welcomed in New York, Washington and in Britain. The contemporary English poet, Matthew Arnold, penned his praises to the ‘liberal’ Hungarian leaders of 1848-49:

Even twenty-five years after the defeat of the Revolution, the English poet Charles Swinburne described Kossúth as the Star of the unsetting sunset, though some contemporary conservative Hungarian politicians saw him as an irresponsible radical, particularly when he opposed their Compromise with the Habsburg autocracy as “treason” in 1867. He and his fellow radicals may not always have described themselves as ‘liberals’, but this is certainly what they were in the context of European history and historiography of the period.

Though this emigration was chiefly rooted in economic factors, it was invigorated by patriotic nostalgia, the “1848 state of mind” and the Kossúth ‘cult’.

Neo-Absolutism & The Compromise, 1849-1869:

Political opinion in Hungary during the years of neo-absolutism which followed the War of Independence was highly stratified, with a number of competing visions about the future of the country. There was certainly a minority willing to co-operate in the creation and operation of the institutions of the new régime. The ‘old conservative’ aristocrats, the dominant figures in the government in the mid-1840s certainly did not sympathise with the vision of the new imperial leaders in Vienna, while the ‘centralist’ Liberals, while deeply pessimistic about the fight for the full liberal programme of the Age of Reform, were also abhorred by the Habsburg repression. Whereas Kemény, in his pamphlet After the Revolution (1850) and as editor of the still influential political weekly Pesti Hírlap, urged Hungarians to return to the programme of Széchenyi, Eötvös made efforts to point out to Vienna that the ‘European necessity’ of a large state in the middle of the continent could only be fulfilled by the Habsburg monarchy if the existing historic rights were adjusted to the unity of the monarchy (through federation), and other ethnic and linguistic rights were also satisfied within that framework through the granting of autonomies.

As an archetypal ‘Central European liberal’, Eötvös used his experience of competing nationalisms to enrich the views of contemporary Western liberals like Lord Acton on the inevitable tension between the ideals of liberty and equality. The ‘dominant ideas’ of the nineteenth century, Eötvös suggested, caused so much suffering because they were misinterpretations of the true notions of liberty, equality and nationality. They were all mistaken for the idea of sovereignty, which bred conflict, whereas rightly conceived they were merely devices to protect the integrity and ensure the self-fulfilment of the individual. Instead of popular sovereignty, based on the wrong ‘dominant ideas’, it was civil liberties, primarily the right of association, that would effectively safeguard the individual and the group (including ethnic groups) against the modern nation-state.

The Hungarian delegation that negotiated the Compromise with the Austrian Emperor in January and February 1867 was headed by Count Gyula Andrássy, who enjoyed the full confidence of Ferenc Deák and Hungarian liberals as well as the royal couple, even though his name was on the list of émigrés hanged in effigy in the aftermath of 1849. Having returned to Hungary in 1857, he was an experienced politician, with an instinctive skill for brilliant improvision. Andrássy was appointed Prime Minister in February 1867. Liberal commoners, as well as aristocratic magnates, were represented in his ministry, Hungary’s third. Contemporaneously, the Austrian Emperor and court well understood that the Compromise was arguably the only way to preserve its great power status. In Hungary too, it was seen by many as the only way to secure the country’s survival. After all, three out of every ten of the imperial democratic corps and four out of ten of the Dual Monarchy’s foreign ministers were subjects of the Hungarian crown. It is therefore not surprising that Hungarian nationalists were dazzled by the prospect of governing the half of the empire whose economic and demographic dynamism might soon shift the balance of power in their favour and might even compel the Habsburg dynasty to remove its main residence and seat of power from Vienna to Budapest.

The Rise of Hungarian Liberalism, 1870-1890:

During this period, major political issues were settled not in parliament but at casino tables, and the political and intellectual élites were not yet separate entities.

An element of Hungary’s past cherished among liberals was the supposed parallel between the constitutional development of Hungary and that of Britain. These parallels go back at least to the time of Magna Carta, which preceded the Golden Bull of Andrew II by a mere seven years. I have written more about these links and parallels in an earlier series of articles on this site. They were popularised from the end of the eighteenth century in Hungary. At the level of domestic policy, one convincing argument in favour of the Compromise was that for the two leading nations of the Habsburg Monarchy it did represent a shift from absolutist government to liberal representative democracy, albeit with all its flaws, and for the bulk of Hungarian liberals some of these shortcomings made it more attractive than potential alternatives. Some of these limitations derived from the nature and basis of liberalism in Hungary. At its inception, it had been a ‘liberalism of noblemen’, largely directed to offset or moderate the effects of capitalist development in a predominantly rural society, priorities reflected in the way in which the dismantling of feudalism had taken place during and after the Age of Reform and the Revolution of 1848. Relations of dependence and hierarchy and traditional respect for authority were preserved in social attitudes. As Kontler has pointed out:

Liberal equality remained a fiction even within the political élite. The Compromise, which was, after all, a conservative step, checked whatever emancipationist momentum Hungarian liberalism still had. It became increasingly confined to the espousal of free enterprise, the introduction of modern infrastructure and, with considerable delay, to the secularisation of the public sphere and the regulation of state-church relations. Political power remained in the hands of the traditional élite, with which newcomers were assimilated, with roughly eighty per cent of MPs permanently drawn from the landowning classes. 

The franchise only extended to about six per cent of the population throughout the period, was acceptable at the beginning but anachronistic by 1884, the year by which Britain had achieved Universal Manhood Suffrage. Most districts remained under the patrimony of local potentates and political groups, elections were rigged and there was large-scale patronage at all levels of administration. Kontler’s view is that, if Hungary’s constitutional liberty resembled that of Britain during the time of Kalmán Tisza’s premiership from 1875 to 1890, it mainly represented the Britain of Robert Walpole’s ‘whig oligarchy’ of a century and a half earlier. Yet since the Hungarian Parliament was a largely independent institution under the crown, Hungary’s constitution was freer than that of any state east of the Rhine. In addition, there was a conspicuous case of the amalgam of liberal and conservative principles and motives was the regulation of county and municipal self-government (1870). The county and municipal assemblies were acknowledged as the legitimate bodies of political discussion outside the parliament. They were entitled to address national political issues at their sessions, to make their resolutions on these issues public, to petition the government on these issues or to remonstrate against measures they deemed illegal or unsatisfactory.

The most unequivocally liberal in spirit and letter was the 1868 law on elementary schooling, worked out by Eötvös. The appalling literacy statistics (in 1869, 59 per cent of the male and 79 per cent of the female population over the age of six were illiterate) made new legislation urgent. Elementary education for children between the ages of six and twelve was made compulsory and was to be obtained in the mother tongue. Schools were established in every locality with over thirty school-age children and there was also provision for ‘higher elementary’ education, until the age of fifteen. Over the following two decades, more than three thousand new schools were added to the nearly fourteen thousand already existing. The proportion of school attendance increased from 50% to 81%, and illiteracy dropped to 34% among men and 53% among women.

The Tisza era saw significant ‘anti-liberal’ trends emerge in parliament, though they didn’t constitute a menace to either the Tisza government or the ascendancy of the Liberal Party. One of these was political anti-Semitism, which emerged as a nascent political party which had the potential to overtake the Independence Party by targeting its voters, those who had lost out in capitalist development, a process which seemed to benefit the Jewish middle classes. Largely through immigration from Galicia and Moravia, from a modest 83,000, or one per cent of the population at the beginning of the century, the Jewish population of Hungary rose to five million or five per cent by the eve of the First World War. Immigrant Jews established family wealth by trading in corn, wood and wool. ; their sons turned it to interest in credit institutions or industrial assets, and the grandsons of the most successful bought into the titular aristocracy. They were a tiny minority among a mass of small businessmen and professionals, and they represented no competition to the livelihood of the genteel classes, which considered the civil service as the only respectable form of employment. Nevertheless, the foreignness and capitalist success of the Jews made them viable scapegoats in the eyes of an ailing gentry, in spite of the fact that they assimilated and supported the idea of the Hungarian nation-state with great enthusiasm.

“PANEMI!”  (BREAD!) – a painting by Imre Révész (1859-1945), 1899. Following the liberation of the serfs in 1848, agrarian society in Hungary became profoundly segmented, and the land was very disproportionately distributed. Hundreds of thousands of village people emigrated, and agrarian-socialist movements were established. Despite technological innovation in agriculture elsewhere, in Hungary harvesting by hand remained the sole method until the mid-twentieth century.

At the height of the anti-Semitic agitation, in 1883, an Anti-Semitic Party was established, the stake being nothing less than bringing down Tisza, who was motivated by his liberal convictions and ties with the Jewish community to take a firm stand against the movement and the new party. The Independence Party resisted the temptation to join forces with the anti-Semites, who figured badly in the 1884 elections, and having been discredited by the outcome of a blood libel case, disappeared from the political scene by the end of the decade. The fall of Tisza was finally precipitated by his inability to work out a compromise on the reform of the defence forces. He had held the office of PM for fifteen years; in the following fifteen years, Hungary had seven PMs, struggling ever more helplessly to cope with the same problems. Even after his fall, Tisza remained as a dominant figure in the Liberal Party, convinced that the maintenance of ‘dualism’ was the only chance for the survival of historic Hungary with its many national and ethnic minorities. Regarded as stubborn, Tisza was a politician of stature and integrity unknown in Hungary since the eras of reform and revolution. Among the traditional élite, he might have been alone in recognising the full relevance of industrialisation and capitalism. His traditionalism, the paternalistic and aristocratic brand of liberalism he inherited from his father led him to turn to ‘disciplining’ the Hungarian people and awakening them to an awareness of where their true interests lay, in the consolidation of dualism.

The Decline & Death of Liberal Hungary, 1890-1914:

The limited liberal thrust of Tisza’s policies continued in the 1890s under the administrations of his former associates, Gyula Szapáry and Sándor Wekerle.

It was under the Wekerle and Szapáry governments that the reform of church-state relations was carried out. In Hungary, only a minority of the Catholic clergy was imbued with the spirit of the Christian Socialist movement associated with Pope Leo XIII. However, even the reformist Pope opposed the contemplated separation of Church and state in an encyclical specifically devoted to Hungary. The Church was also backed by a profoundly religious ruler in Franz Josef (seen at prayer on the right), who considered the Church one of the strongest pillars of the monarchy. It successfully resisted innovations that had been introduced in most of the western European countries a few decades earlier: civil marriages, state registrations of births and deaths, freedom of conscience and affiliation and the acceptance of Judaism as a ‘received’ faith.  Against a background of intensive public interest and heated debates in parliament, these reforms were finally introduced in 1894 and 1895 and became outstanding pieces of liberal legislation in Hungary. Following this high-water mark, however, when in 1903, the Habsburg ruler turned to István Tisza to secure the continuation of the dualist system, a faction of the Liberal Party led by Andrássy the younger left the government party and joined forces with the coalition of the parliamentary opposition determined to ‘improve’ that system. The ensuing violence in parliament led to its dissolution and in the January 1905 election, the coalition headed by Ferenc Kossúth, son of Lajos and leader of the Independence Party, gained a substantial majority.

In the first decade of the twentieth century, the Social Democratic Party also gained in influence, thanks to the talented orator Dezső Bokányi and intellectuals like Ervin Szabó, an original Marxist theorist of international stature. The latter kept close links with the most articulate of all those challenging the régime including the radical democrats, who ‘raised their standard’ in the social science journal Huszadik Század (Twentieth Century), launched in 1900, and in the Society for Social Science, founded in the following year. The group, whose ranks included a number of young assimilated Jews, argued on the basis of social Darwinism and Marxist sociology in favour of universal suffrage, the elimination of ‘feudal’ remnants and the promotion of the co-operative movement among the peasantry, democratic local self-government, the extension of the nationalities law, educational reform and improved insurance schemes. They had a broad network of sympathisers from dissident Independentists through to the Galilei Circle of university students and Freemasons to respected literary figures like the prophetic poet Endre Ady. They did not emerge as a distinct political party until 1914, but their programme had already been conceived by 1907 and published by their leader Oszkár Jászi in his article Towards a New Hungary, foreshadowing the ideas in his scholarly thesis of 1912 on the nationality question: that there was a way to reconcile national independence and democratic progress, ‘the Hungarian idea and free thinking’, in the historic state transformed through reform into a ‘brotherhood of nations’.

However, the dated and old-fashioned liberalism of the previous generations defied the democratic challenge, and the progressive coalition collapsed. Some of the leaders and most of the supporters of the Independence Party, frustrated by the failure of the government to achieve the ‘national goals’, had already been alienated by 1909. The party split under the leadership of Ferenc Kossúth. In January 1910, Wekerle was forced to step down, to be replaced by the old Liberal Khuen-Héderváry. István Tisza re-emerged on the political scene at the head of a party consisting mainly of haute bourgeois and land-owning supporters of the former Liberal Party. His new National Party of Work won a convincing victory in what turned out to be the last elections in the Hungary of the dualist period in June 1910. Obstruction in parliament began again, and Tisza concluded that the strengthening of dualism and of historic Hungary as he envisaged it was no longer compatible with observing the ‘niceties of parliamentarism’.

His view prevailed in the party of one-time Liberals in the spring of 1912 when Kluen-Héderváry was replaced by László Lukács as PM and Tisza had himself been elected Speaker of the House of Representatives. A mass demonstration in the capital against his hardly concealed plans degenerated into street fighting and police and protesters in which six people were wounded on ‘Bloody Thursday’, 23 May.  On 4 June, the new Speaker refused to let the opposition speak, and had its protesting members removed by the police. Similar methods were used in the debate on the rather lightweight electoral reform bill, voted through in April 1913. Tisza had no doubt that there would be a major war between the Habsburg monarchy and its adversaries in the region, and laws were passed which curtailed the freedom of association, assembly and the press, prohibited republican propaganda and made it possible for the government to wield emergency powers. There were few in Hungary who recognised the dilemmas, the traps the country faced on the eve of the First World War in all their depth. As Kontler has written:

On one side of the ideological divide, Endre Ady was the greatest of them all, as he singled out with characteristic acuteness his counterpart on the other: István Tisza. In the troublesome summer of 1914, the ‘deranged man of Geszi’, as Ady called the Prime Minister after the seat of the Tisza estate, hesitated for two weeks, but in the end he gave his sanction to decisions that made inevitable the war which ultimately demolished historic Hungary in a way unwanted by any of its Hungarian critics.

By the outbreak of the war, Tisza had effectively halted the forward march of Liberal democracy in Hungary. It didn’t resume on a continuous basis until the last decade of the twentieth century.

Note: Wilfred Wilson Gibson was born in Hexham, Northumberland. Originally a social worker in the East End of London, he became a private on the Western Front. His poems are usually narrative in form even when short. During the war, he was one of the first poets to introduce savage realism into his writing. He had been a friend of Rupert Brooke.

Note: Brooke’s best-known poem, one of his War Sonnets, was first recited from the pulpit of St Paul’s Cathedral on Easter Sunday in 1915. It was then published the next day and quickly became renowned as one of the finest war poems. Later the same month Brooke died from an infected mosquito bite he got a month earlier serving with the British Mediterranean Expeditionary Force. Although serving in the Navy, Brooke had fought on land in the initial campaigns in Belgium. In the picture by teenage German gunner Walter Kleinfeldt, a crucifix survives the shelling while troops lie scattered.

Note: Probably Owen’s most famous poem, though possibly not his best, Dulce et Decorum Est was written in August 1917, though it may not have been fully edited until October 1917. When he wrote it, he was recovering from shell-shock at Craiglockhart War Hospital in Edinburgh. The quotation, from the Roman poet Horace, which Owen wishes to brand as a lie, means, It is sweet and proper to die for one’s country. In the poem, he dwells on the horrible details of deaths and terrible physical effects of wounds. Owen sets out to shock civilians with unrelenting details of a man’s death from gas, which was ‘obscene as cancer’:

Note: McCrae’s famous poem first appeared anonymously in Punch on 8 December 1915. In it, McCrae imagined how the dead lying beneath the poppies of Flanders would call on future generations to sustain the causes for which they died. He was appointed to take charge of a hospital at Boulogne but died of pneumonia in January 1918 before he could take up his appointment.

Note: Since Kipling had written imperialist poetry before 1914 he might have been expected to write crudely jingoistic poetry to support the war effort; instead he wrote surprisingly bitter poetry, especially after he wrote surprisingly bitter poetry, especially after the loss of his son, a lieutenant in the Irish Guards, killed in action at the Battle of Loos. As an act of remembrance of him, Kipling helped pay for many years for the endowment which made it possible for the Last Post to be sounded every night at the Menin Gate Memorial, Ypres. He died in 1936.

The Trauma of the War in the Twenties and Thirties:

The traumatic effects of loss were also clearly visible on many inter-war politicians like Neville Chamberlain (seen here, on the right, in 1923, as the new Minister of Health and Local Government) and Anthony Eden, who on one occasion, had once sorted through a heap of dead bodies to identify them.

Like Chamberlain, Prime Minister in 1936-40, most Britons feared a repetition of the First World War, so the psychological trauma resulting from the sacrifices that it eventually involved was of a different order and type, including the fear of aerial bombing. As Arthur Marwick wrote on the fiftieth anniversary of the Armistice, all war is…

… a matter of loss and gain: loss of life and limb and capital; gain of territory, indemnities and trade concessions. War is the supreme challenge to, and test of, a country’s military institutions, and, in a war of any size, a challenge to its social, political and economic institutions as well. War needs someone to do the fighting, and someone to furnish the weapons and food: those who participate in the war effort have to be rewarded. … War is one of the most intense emotional experiences… in which human beings as members of a community can be involved.

Arthur Marwick referred to a cluster of ‘sociological factors’ among the causes of the First World War, and historians have identified a similar set of causes of the Second World War, resulting from the effects of the First. What they had in mind were the psychological effects of the First World War, firstly the universal detestation and horror of war, and secondly the breakdown of accepted liberal values, a process which J. M. Roberts described as the shaking of liberal society.  In western Europe in the 1920s, this was a very real and painful process, working itself out into identifiable social, cultural and political effects. T. S. Eliot’s The Waste Land (1922) was a lament on the decadence of Western civilisation in which society had become ‘a heap of broken images’, a stained-glass window shattered into countless pieces that his poem attempted to put back together. The powerful wave of patriotism which had propelled Britain and France into the War had gone, and there was nothing to replace it.

C. E. Montague, a noted leader writer and critic for the Manchester Guardian was forty-seven when he enlisted in 1914, dying his grey hair to persuade the recruiting sergeant. After his return to England, he became disillusioned with the war and, in 1922, published Disenchantment, which prefigured much later critical writing about the war. He wrote of how, on 7 December 1918, two British privates of 1914, now captains attached to the staff, crossed the cathedral square in Cologne and gained their first sight of the Rhine, which had been the physical goal of effort, the term of endurance, the symbol of attainment and rest. Although the cease-fire order on Armistice Day had forbidden all fraternising…

… any man who has fought with a sword, or its equivalent, knows more about that than the man who blows the trumpet. To men who for years have lived like foxes or badgers, dodging their way from each day of being alive to the next, there comes back more easily, after a war, a tacit league that must, in mere decency, bind all those who cling precariously to life … Not everybody, not even every non-combatant in the dress of a soldier, had caught that shabby epidemic of spite. But it was rife. 

At the end of the 1920s, there was a spate of publications on the First World War. For example, Erich Maria Remarque’s All Quiet on the Western Front (1929), Robert Graves’ Goodbye to All That (1929) and Edmund Blunden’s Undertones of War (1929) had an important impact, and it was perhaps only in this 1929-35 period that the experience of the war was for the first time fully realised and digested. Allied to this growing ‘pacifism’ was a deep dislike for the old pre-1914 balance of power and alliance system, which many believed had brought about the war in 1914. The resulting loss of identity left the two Western democracies extremely vulnerable to attacks from the extreme right and extreme left at home and abroad. Just as in the approach to 1914, the ‘will to war’, so well exemplified in the literature of the time, helped to mould a climate of opinion in favour of war, so in the 1920s and 1930s a ‘will to peace’ developed which marked opinion in Britain, France and the United States which prevented an effective response to the threats posed by Italy, Germany and Japan.

In the 1930s, too, the writer Arthur Mee identified thirty-two villages in England and Wales that had not lost a man in the First World War. They were known as the “Thankful Villages”. In every other parish, there were widows, orphans and grieving parents; it is not an exaggeration to say that every family in the British Isles was affected, if not by the loss of a husband, son or brother, then by the death, wounds or gassing of someone near to them. And most of this slaughter had taken place in Europe, the birthplace of the Renaissance and the Enlightenment and, in recent centuries at least, the world’s leading continent in science, medicine and philosophy. Something was still missing in the thirties, along with the lost generation of young men, who by then would have been husbands and fathers. Just as it took families years to assimilate their traumatic losses, so the nation took decades to do the same, as has been shown by America’s more recent struggle to come to terms with the Vietnam War. Then, at a moment when Europe might finally have comprehended the events of 1914-18, it found itself at war again.

The breakdown of accepted liberal values left Britain and France in a defensive, introspective state, ill-equipped to respond to the challenge of Fascism. But when the Nazis tried to bully and intimidate Europe into submission, it made people look at the war of 1914-18 in a new light. Somehow Hitler’s actions made the motives of the Germany of 1914 seem clearer and the First World War seem more justifiable. It also made the death of all those young men in the earlier war seem all the more tragic, since the Allied politicians of 1918-39 had thrown away what little the soldiers had gained. But the revulsion from war was so strong that although public opinion in Britain and France was changing after 1936, it took a series of German and Italian successes to bring about the fundamental shift in opinion which manifested itself after Hitler’s Prague coup on 14 March 1939.  Even then, the Manchester Guardian reported on 2 August that year, on the twenty-fifth anniversary of the outbreak of the First World War,  that a Nazi party newspaper had compared the economic situation then with the 1 August 1914, arriving at the conclusion that the western powers were not in as good a position as they had been twenty-five years previously.

Herbert Read (1893-1968) expressed some of these confused feelings in his poem, To a conscript of 1940, which he wrote soon after the beginning of the Second World War, as the title suggests. In an unusual mood he argues that the bravest soldier is the one who does not really expect to achieve anything:

TO A CONSCRIPT OF 1940

“Qui n’a pas une fois désepéré de l’honneur, ne sera jamais un heros” – Georges Bernanos (“He who has never once given up hope will never be a hero”).

 

A soldier passed me in the freshly-fallen snow,

His footsteps muffled, his face unearthly grey;

And my heart gave a sudden leap

As I gazed on a ghost of five-and-twenty years ago.

 

I shouted Halt! and my voice had the old accustomed ring

And he obeyed it as it was obeyed

In the shrouded days when I too was one

Of an army of young men marching

 

Into the unknown. He turned towards me and I said:

‘I am one of those who went before you

Five-and-twenty years ago: one of the many who never returned,

Of the many who returned and yet were dead.

 

We went where you are going, into the rain and mud;

We fought as you will fight

With death and darkness and despair;

We gave what you will give -our brains and our blood.

A column from the East Yorkshire Regiment marches into battle.

Read was born at Kirbymoorside, in the remote eastern hills of the North Riding of Yorkshire in 1893. He earned his living for some years as a bank clerk in Leeds, before becoming a student of law at Leeds University. He joined the Yorkshire Regiment, the Green Howards, from the University Officers’ Training Corps. He fought in France for three years with the regiment and won the MC and the Distinguished Service Order (DSO). He wrote many important books on prose style, art appreciation and other cultural topics. As a poet, he was a consistent admirer of the Imagists, who revolted against what they saw as the unreal poetic language of the Georgians, making use of precise, vital images. He wrote most of his poetry in the 1930s by which time the Imagists had achieved wide acceptance.

In Memorium – Unknown & ‘Missing’ Warriors:

At the end of the war, the Empire’s death-roll had reached 900,000. More than two million were wounded. And it was only in January 1919 that another man died as the result of a bullet wound received in France in 1918, perhaps the last of the war dead. On Armistice Day, 1920, George V unveiled the Cenotaph, the “empty tomb”. It took the place of the temporary memorial that had been erected for the Peace celebrations in July 1919 (pictured above); Sir Edward Lutyens, who designed it, deliberately omitted any religious symbol because the men it commemorated were of all creeds and none. The concept of ‘ The Unknown Warrior’ was first suggested by J. B. Wilson, the News Editor of the Daily Express in the issue of 16 September 1919. He wrote:

Shall an unnamed British hero be brought from a battlefield in France and buried beneath the Cenotaph in Whitehall?

The suggestion was adopted, but Westminster Abbey, not Whitehall, was chosen as the resting place. Early in November 1920, the bodies of six unknown men, killed in action at each of the four battles of Aisne, the Somme, Arras and Ypres were brought to a hut at St. Pol, near Arras. The Unknown Warrior who was to receive an Empire’s homage was chosen by an officer who, with closed eyes, rested his hand on one of the six coffins. This was the coffin which was brought to England and taken to Westminster Abbey where it was placed in the tomb of the Unknown Warrior on 11 November, in a service following the unveiling of the Cenotaph by King George V (shown above). The tomb was built as a permanent tribute to those soldiers who have no named gravestone. France, the USA and Italy also created similar memorials.

Just before midday on 10 November, HMS Verdun, with an escort of six destroyers, left Boulogne with the Unknown Warrior. The destroyer Vendetta met them half-way with its White Ensign astern at half-mast.

George V placed a wreath on the coffin (pictured right below), which rested on the gun carriage that took it from the Cenotaph to Westminster Abbey.

Each evening at 8 p.m. traffic is stopped at the Menin Gate Memorial in Ypres for a ceremony where the Last Post is played. This bugle call was played at the end of each ‘normal’ day in the British Army but has taken on a deeper significance at remembrance services as a final farewell to the dead. The commemoration has taken place every evening (apart from during the Second World War) since 1928. The Memorial displays the names of 54,415 Commonwealth soldiers who died at Ypres and have no known grave. In 2018, a bugle found among the possessions of Wilfred Owen went on display at the Imperial War Museum. He removed it from the body of one of the men in his battalion who was killed in action before he was in 1918. British and South African soldiers numbering 72,203 who died at the Somme with no known grave are commemorated at the Thiepval Memorial within the site of the battlefield. A programme of building memorials and cemeteries had begun straight after the war, and there were soon over fifty-four thousand of them throughout the United Kingdom. Every sizeable village and town possesses one, at which wreaths of poppies are laid every Remembrance Sunday. The Newburgh War Memorial in Fife bears the names of seventy-six men from this small Scottish town who were killed. Their names are listed below:

Because of the way men were recruited in 1914, in “pals’ battalions” drawn from particular towns and villages, some of these lost almost their entire population of young men. In these places, there was also almost an entire generation of women of widows and ‘spinsters of this parish’ who never married.

The events of 1939-45 were commemorated more vigorously and immediately – in cinema and Boys’ Own narrative and, over a longer period and to a different end, by the persistence of Jewish community leaders and historians.

By the 1960s, a new generation began to look at the First World War in a new way. It was not the living memory of the First World War that had gone missing (there were, after all, plenty of not-very-old men alive to talk about it – as many did, to the BBC for its series in 1964); it was more that there did not seem to be a way of thinking clearly about it. The poetry of Ted Hughes expressed the spirit that also made books and plays and television programmes about the First World War fashionable in 1964. Hughes found in its soldiers’ admirable qualities a positive vitality and a violent power that he found lacking in modern urban life. At the same time, he believed in the essential goodness of our powerful instinctive impulses. It was in that sense that he found the war exciting, too different from the tragedies of nuclear warfare to be recognizable as the same thing. He once said that what excited his imagination was the war between vitality and death.

In the fifty years that had elapsed since Wilfred Owen’s death, his poems and those of Sassoon appealed to a smaller public than those of Brooke, but they did retain a degree of popularity. Then, in the sixties, their literary reputation grew steadily in the eyes of critics and scholars alongside their increasing popularity with the common reader. There were two reasons for this: firstly, in 1964 the fiftieth anniversary of the outbreak of war in 1914 triggered off a series of books, television programmes and stage shows that made the First World War a fashionable topic; secondly, the war in Vietnam seemed to repeat some of the features of the earlier war, such as its lack of military movement, and its static horrors for the private soldier.

The first performance of Joan Littlewood’s Theatre Workshop production of Oh! What a Lovely War took place just before the fiftieth anniversary, at The Theatre Royal, Stratford East, on 19 March 1963, and then transferred to Wyndham’s Theatre, London in June of that year. In 1964 it transferred to Broadway. The original idea for the musical came from Gerry Raffles, Littlewood’s partner. He had heard a BBC radio programme about the songs of the First World War and thought it would be a good idea to bring these songs to the stage to show the post-World War Two generation that war was not the thing of glory that it was being presented as, at that time. Over a period of time, four writers were commissioned to write a script, but Raffles and Littlewood were unhappy with all of them and decided to give the acting company the task of researching into aspects of the War and then working these into improvised sketches that referenced the findings of that research. Joan Littlewood’s original production was designed to resemble an ‘end of pier’ show,  the sort of seaside variety in the style of music hall entertainment which was popular in late Victorian and Edwardian times. To this end, all her cast members wore Pierrot costumes and none wore ‘khaki’ because, as Littlewood herself put it, war is only for clowns. She was an exponent of ‘agitprop’, a method of spreading political propaganda through popular media such as literature, plays and films.

A world war was not something that most of Littlewood’s younger audiences had experienced directly, except perhaps as very young children, though many were familiar with it through the experiences and stories of parents and grandparents, and would also have heard many of the songs used in the show. The ‘music hall’ or ‘variety show’ format was still familiar to many through the new medium of television, and the play was designed to emphasise that the war was about ordinary individuals who chose to wear the emblems of their country and make the ultimate sacrifice for it. From a historical standpoint, however, the play tended to recycle popular preconceptions and myths which all effective propaganda is based on. As a satirical ‘knees-up’ it seemed to acknowledge that the remembrance of the First World War had reached a cultural cul-de-sac. As a play which is designed to reflect the impact of the horror of modern warfare on the everyday life of the private soldier, it has its strengths as well as its limitations.

The villains of the piece are, clearly, the non-combatant officer classes, including the generals and the myth of ‘lions led by donkeys’ is one of the key themes of the play, but this has now been widely debunked by historians. Nevertheless, the First World War was, for the most part, a war of attrition in which huge numbers of men had to pay the ultimate price for military mistakes and minimal gains. In this sense, the play still does a useful job in encouraging audiences to consider for themselves the human cost of war and its impact on individuals. In 1969, Richard Attenborough marked his debut as a film director with his version of the play and, although most of the songs and two scenes from the play remain, the film version bears very little resemblance to the original concept. Despite its stellar cast, many see the film as a travesty of the stage show.

The Last Casualty on the Western Front:

On 11 August 1998, almost eighty years after the armistice, Lieutenant Corporal Mike Watkins of the Royal Logistics Corps was killed when a tunnel he was investigating at Vimy Ridge collapsed.  Watkins had been a bomb disposal expert in Northern Ireland and the Falklands and had carried out work left under First World War battle sites. As far as we know, he was the last casualty of that great conflict.

The Verdict of Historians – Finding a Language of Understanding and Remembrance:

After a hundred years of commemorating the Great War, it may be that, belatedly, we have found a language and a way of understanding, or at least remembering in an informed and enlightened way, the real and diverse experiences of those lost legions. This has emerged from a dispute about what exactly, a hundred years on, we should actually be commemorating. The silence of the mid-twentieth century meant that, in the popular imagination, the witness of the poets loomed larger than some historians thought it warranted. One of Wilfred Owen’s best poems, by critical acclaim, was entitled Futility, but its use as a by-word for the First World War in popular culture has irked ‘revisionist’ historians. To put the debate at its simplest: on the one hand, there is a vein of literary writing that began with Owen and presents the experience of the War as so terrible, so unprecedented and so depressing that it stands outside the normal considerations of history. Professional historians disagree with this, and narratives influenced by this belief, including recent novels such as Pat Barker’s Regeneration Trilogy and Sebastian Faulks’ Birdsong, are viewed by some historians as having failed to do justice to the average soldier’s devotion to what he believed, wrongly or rightly, to be a just cause.

As Britain began to gear itself up for the centenary commemorations in about 2012, a group of historians, including Margaret MacMillan, Max Hastings, Gary Sheffield and Hew Strachan, who disagree on many points, agreed on one purpose: that Britain should be weaned from its dependence on the “poets’ view”. They argued that the fact is that the majority of the British public supported the war and that Wilfred Owen went to his grave a week before the armistice with an MC for conspicuous bravery in pursuit of the justice of the cause he signed up for. The historians of the First World War also argued that idea that great powers “sleepwalked” into war is a misinterpretation: German militarism and expansionism needed to be curbed, and a war between Britain and Germany over the control of the seas became inevitable after the German invasion of Belgium and its threat to the Channel ports.

Writing in the Sunday Times on 11 November 2018, Niall Ferguson (pictured above) seems to take issue with this view. He pointed out that to his generation (also mine) the First World War was ‘not quite history’. His grandfather, John Ferguson had joined up at the age of seventeen and fought on the western front as a private in the Seaforth Highlanders. He was one of the lucky ones who survived and returned, though not unscarred. He was shot through the shoulder by a German sniper. He also survived a gas attack, though his lungs suffered permanent damage. His most vivid recollection was of a German attack. As the enemy advanced towards them, he and his comrades were preparing for the order to go over the top, fixing bayonets, when at the last moment the command was given to another regiment instead. So heavy were that regiment’s casualties, that John Ferguson felt sure that he would have been killed if it had been the Seaforth’s turn. A fact that never fails to startle his grandson was that of the 722,785 men from the United Kingdom who did not come back alive, just under half were aged between sixteen and twenty-four.

Niall Ferguson has argued that the current generation of seventeen-year-olds is exposed to a different sort of enemy – ‘dangerous nonsense’ about the First World War. In the run-up to the Centenary Commemorations, he encountered four examples of this. The first of these he summarises as the view that… despite the enormous sacrifices of life … the war was worth fighting. Ferguson argues that an unprepared Britain would have been better off staying out or at least delaying its intervention. He counters with ten points that he would like all his children to understand in terms of what happened to their great-grandfather’s generation. First of all, the war was not “for civilisation”, as claimed on John Ferguson’s Victory Medal. It was a war for predominance between the six great European empires – the British, the French and the Russian against the German, the Austrian and the Ottoman. It broke out because all the leaders miscalculated that the costs of inaction would exceed the costs of war.

It was also a myth, he claims, that the war was fought mainly by infantrymen going ‘over the top’. It was fought mainly by artillery, shellfire causing 75% of casualties. The war-winning weapons were not poison gas or tanks so much as the improvements in artillery tactics, especially the ‘creeping barrage’ in the final offensive. Neither were the Germans doomed to lose. By mid-1917 the French were finished as an attacking force and German U-boats were sinking frightening numbers of the ships supplying Britain. With Russia consumed by Revolution, a German victory seemed possible as late as the spring of 1918. Certainly, their allies in the Triple Alliance were weak: Austria-Hungary, Turkey and Bulgaria. Their excessive use of submarine welfare in the Atlantic made American intervention likely. Fifthly, the Germans were at a massive disadvantage in economic terms. The Entente empires were bigger, the powers had bigger economies and budgets, and greater access to credit. However, the Germans were superior in killing or capturing their opponents. Overall, the Central Powers killed 35% more men than they lost, and their average cost of killing an enemy soldier was roughly a third of the other side’s.

According to Ferguson, the Germans ultimately lost because the British Army proved more resilient than theirs. Men such as John Ferguson simply would not give up, despite all the hardships they had to endure. Both patriotism and propaganda played a part in this, as did military discipline, but it also mattered that British officers were generally competent; that the average Tommy’s lot was made bearable by plentiful “plonk” and “fags”; that, despite high casualties, the bonds between “pals’ and “mates” endured. An eighth point he cites is that the German Army eventually fell apart during the summer and autumn of 1918 when it became clear that the resilience of Entente forces, bolstered by the arrival of the US troops made a German victory impossible. Beginning with the Battle of Amiens (8-11 August), the Germans lost the will to fight on and began to surrender in droves. Finally, the pandemonium with which the war ended with a series of revolutions and rebellions also brought about the disintegration of the great multi-ethnic empires, with only the Saxe-Coburgs surviving from among the royal dynasties of Europe. Communism seemed as unstoppable as the influenza pandemic which killed four times as many people as the war had.

In an article printed on the same day, Daniel Johnson echoes earlier historians in arguing that the Great War marked the moment when the nations of Europe first grasped the true meaning of total war. Every man, woman and child felt its effects. Johnson’s grandfather, an artist and teacher, never fully recovered from his service on the western front, where he was wounded three times and gassed twice. Most British families, he points out, had terrible stories to tell from the Great War. It afflicted not only those who fought and died, but also those who returned and those who remained behind. No-one who survived the slaughter could ever abide empty jingoistic slogans again. Conscription meant that one in four British men served in the forces, a far higher proportion than ever before. Almost everyone else was involved in the war effort in some way, and of the twenty million who died on both sides, there were as many civilians as soldiers. Women played a huge role everywhere, with the war finally settling the debate about women’s suffrage, although the vote was only granted to those with their own property, aged thirty and over.

Sebastian Faulks first visited the Somme battlefield some thirty years ago. He was walking in a wood on Thiepval Ridge when he came across a shell casing. This thing is still alive, he thought, if you care to look. He went over to the huge Lutyens stone memorial and looked at the names of the lost – not the dead, who are buried in the nearby cemeteries, but of the British and Empire men of whom no trace was ever found, their names reeling up overhead, like footnotes on the sky. He wondered what it had felt like to be a nineteen-year-old in a volunteer battalion on 30 June 1916, waiting and trusting that the seven-day artillery bombardment had cut the German wire; not knowing you were about to walk into a wall of machine gun fire, with almost sixty thousand casualties on 1 July alone. He wondered if one day the experience of these youngsters might be better understood and valued.

Gary Sheffield, Professor of War Studies at Wolverhampton University, believes that the Second World War was not an inevitable result of the ‘futile’ failures of the First. Rather, he thinks the two wars should be viewed as instalments of the same battle against German militarism, and that that struggle, in turn, should be seen in the longer perspective of European bloodshed going back through the Napoleonic campaigns to the Thirty Years’ War of 1618-48. The ‘poet’s view’ was epitomised by Henry James, who wrote that to see the static carnage of the Western Front as what the long years of European civilisation had all along been leading up to was “too sad for any words”. By contrast, the revisionist historian’s view is that the 1914-18 war was just another if egregious episode in Europe’s long-established and incurable bloodlust.

But the public appetite for commemoration has been spectacular, and diverse over the past four years, in non-poetic ways. The Heritage Lottery Fund (HLF) has awarded a hundred million to more than two thousand local community projects in which more than 9.4 million people have taken part. In addition, the efforts of 14-18 Now, which has commissioned work by contemporary artists during the four-year period, has led to the popular installations of the nationwide poppies tour, Blood Swept Lands and Seas of Red by Paul Cummins and Tom Piper, among other initiatives. Meanwhile, Philip Dolling, head of BBC events, reported that 82% of adult Britons had watched or heard some BBC Great War centenary programme, of whom 83% claimed to have learnt something. His colleague, Jane Ellison, thought the BBC’s greatest success had been with young audiences, helping them to see that the soldiers were not sepia figures from ‘history’, but young people just like them.

In researching for Birdsong, Faulks read thousands of letters, diaries and documents in the reading room of the Imperial War Museum. He remembered a buff file that came up from the basement, containing the papers of a private soldier on the Somme in June 1916. “There is going to be a big push,” one letter began, “and we are all excited. Don’t worry about me. Thumbs up and trusting to the best of luck.” Like most such letters, it was chiefly concerned with reassuring the people at home. But towards the end, the writer faltered.  “Please give my best love to Ma, Tom and the babies. You have been the best of brothers to me.” Then he gathered himself: “Here’s hoping it is au revoir and not goodbye!” But he had obviously not been able to let it go, and had written a PS diagonally across the bottom, “Don’t worry about me, I’ll be OK!” There was nothing after it in the file except a telegram of condolence from the king.

Ordinary men had been given a voice by the Education Act of 1870, providing them with an elementary schooling to the age of thirteen. Their witness was literate, poignant, but not ‘poetic’. It was authentic, unprecedented and, until recently, largely overlooked. But over the last forty years, they have been heard. Scholars of all kinds, editors, journalists and publishers have read, shared and reprinted their accounts; and the local activities funded through the HLF have uncovered innumerable different stories. They had not been missing; they were there all along, waiting to be discovered by ‘people’s remembrancers’. Faulks writes convincingly about their contribution:

The experience of the First World War was most valuably recorded not by historians or commanders, but by the butcher, the baker and candlestick maker. In what you can now discover in archives or online, there is no party line or school of thought. It was difficult to know how to value all this material, because what had been experienced for the first time by civilian-soldiers was not just any war… but the greatest bloodbath the world had ever seen. It was simply indigestible.

You cannot travel far in the history of war, especially 1914-18, before you stray into anthropology. What kind of creature could do these things? During the past hundred years, it is perhaps not only the events of 1914-18 but the nature of warfare and the human animal itself with which we have to grapple. That is the buried legacy of Kitchener’s citizen army.

Perhaps that is not just an anthropological question either, but a theological one, which is where the poets still make a valuable contribution. They also wrote letters, like those of Wilfred Owen as well as Roland Leighton and Vera Brittain, in which they questioned their hitherto-held beliefs in fundamental human goodness. Therefore the poets’ view is reconcilable with that of the ‘revisionist’ historians. Interestingly, in his ‘afterword’ to a recent new collection of war poetry in 2003, on the eve of the Iraq War, Andrew Motion wrote that Wilfred Owen had shown how it was still possible for war poets to celebrate individual acts of courage and to commemorate losses, but not to glorify conflict as such. Owen’s maxim, true poets must be truthful, Motion maintained, had held firm through the years, even in wars which are generally considered ‘just’, such as the Second World War. It also applied even more in the case of Holocaust commemoration poems and to Vietnam, or the Gulf War of 1990, or, we might add, to the wars in former Yugoslavia. ‘Pity’ and ‘truthfulness’ remain the crucial ingredients even – or especially – when the realities of war are blurred by euphemisms, such as ‘friendly fire’ or ‘collateral damage’. The best war poets, he argued…

… react to their experience of war, rather than simply acting in response to its pressures. They are mindful of the larger peace-time context even when dwelling on particular horrors; they engage with civilian as well as military life; they impose order and personality as these things are threatened; they insist on performing acts of the imagination when faced with barbarism. In this respect, and in spite of its variety, their work makes a common plea for humanity.   

The varied commemorations of the past five years have also made it substantially easier for young people, in particular, to form their own ideas of what happened and what its implications for their lives may be. But historians are not simply ‘people’s remembrancers’, as Niall Ferguson has pointed out. Reconciling historians’ expectations of the centenary and the feelings of the general public has been challenging. It has been suggesting that with the passing of the centenary of the armistice, it is time to review the way we remember the Great War. First of all, Faulks argues, there must always be a sense of grief. The War killed ten million men for reasons that are still disputed, and it was the first great trauma in the European century of genocide and the Holocaust.

According to the Sandhurst military historian John Keegan, the Battle of the Somme marked the end of an age of vital optimism in British life that has never been recovered. Professional historians have their eyes trained on the long view, but they can be drawn back to the moment and to the texture of authentic experience of the nineteen-year-old volunteer in Kitchener’s army. But historians do not have a monopoly of memorial acts (I always hated the assumption that history teachers like me should, automatically, be responsible for these ceremonies). Peter Jackson’s new film, They Shall Not Grow Old is the director’s attempt to stop the First World War from fading into history, placing interviews with servicemen who fought over footage from the Imperial War Museum’s archive. The colourised footage is remarkable, immediately bringing a new dimension to images of the living and the dead; combined with the emotional testimony of the veterans it is an immersive experience and a powerful new act of remembrance that keeps the conflict’s human face in sharp focus.

Commemorating the Centenary of the End of The Great War: Part One – The Legacy of a Lost Generation.   Leave a comment

Introduction – Testaments of Torment:

The main effect of the first world war was a loss on a scale that exceeded the Holocaust, together with the traumas that matched it. As many as nine million combatants from all warring nations were killed in action, at an average of over six thousand on every day of the war’s four-and-a-quarter years’ duration. It was a hell of mud, blood, barbed wire and broken bodies, as vast rows of artillery thundered tons of hot metal on to each already churned-up square metre of earth, tree and human remnant. Spectral memories of the lost men haunted the gleaming white cemeteries, memorials and shrines that sprang up, from Melbourne’s shrine of remembrance to Whitehall’s cenotaph to the battlefield graves and ossuaries at Douaumont and Thiepval. The founder of the Imperial War Graves Commission calculated that if Britain’s war dead were to have marched past Edwin Lutyens’ austere London monument, it would have taken three-and-a-half days before the rearguard trooped by. There were also fifteen million permanently blinded, crippled or maimed, as well as many others whose minds were so damaged they would never recover their equilibrium, and I have written about these survivors elsewhere.

Here I want to concentrate on the psychological torments of parents who lost sons during the conflict, wives who lost husbands, children who lost fathers and sisters who lost brothers. One of those who lost both brothers and lovers was Vera Brittain. Her first world war classic autobiography, Testament of Youth, told the story of the ‘lost generation’ wiped out in the trenches. It was first published in 1933 and remained influential in the late twentieth century, being made into an excellent BBC Television drama in the late seventies. She lost a number of her closest friends as well as her fiancé and brother in the conflict.

Testament of War – Letters of Vera Brittain & Roland Leighton:

003At the heart of Testament of Youth was Vera Brittain’s own anguished love affair with Roland Leighton, the dashing best friend of her brother at Uppingham School. Their letters were published in 1998 and revealed the unbearable poignancy of their relationship. Roland’s first letter to Vera from Uppingham on 15 July 1914 demonstrates just how quickly the plans of young people changed that summer:

I cannot tell you how much I enjoyed the two days you were here… You will let me know how you have got on in your exams, won’t you? I suppose I shall not see you again until October at Oxford.

Vera replied from her parents’ home in Buxton (in Derbyshire) that she thought she had failed her Latin exam and so would not be able to go up to Oxford that autumn. On the 29th, Roland wrote back that he would not give up hoping to see her at Oxford that October unless he knew for certain that she had not passed when the results came out at the end of August. But less than a week after he wrote this letter, Britain declared war on Germany. Roland and Vera’s brother, Edward, who had been sent home early from their Officers’ Training Corps summer camp at Aldershot, attempted to find temporary commissions in the army. Roland then wrote to Vera from his mother’s home in Lowestoft on 21 August 1914:

I am feeling very chagrined and disappointed at present. I expected Edward has told you that I have been trying for a temporary commission in the Regulars. On Tuesday it only remained for me to go up for my Medical Exam. I got on very well until they stuck up a board at the end of the room and told me to read off the letters on it. . I had to be able to read at least half, but found I could not see more than the first line of large letters. The Medical Officer was extremely nice about it, … but it was of no use … PS: You may be amused to hear that I am engaged in cultivating a moustache – as an experiment.

Vera wrote back immediately to express her sympathy with him over this rejection, but felt it was for the best as he could now exercise his ‘intellectual qualities’ at Oxford; they would be of little use to him in gaining promotion in the Army. Two days later, on 27 August, she wrote again to inform him that she had, after all, passed her Latin. She was much relieved at this, as she didn’t know how she could have endured the thought of you and Edward enjoying Oxford life and myself cut out of it for another year. Roland confirmed that he was now expecting to go up so that all three of them would be at Oxford together. But on 28 September, with just ten days to go before the start of term, he wrote to tell Vera that he could no longer say confidently that he would be at Oxford after all. He stood a good chance of being accepted into the 4th Norfolks and would know definitely within the week. He wrote that:

Anyhow, I don’t think in the circumstances I could easily bring myself to endure a secluded life of scholastic vegetation. It would seem a somewhat cowardly shirking of my obvious duty. In fact if I do not get to Oxford at all, as seems possible, I shall not much regret it – except that perhaps in that I shall miss the incidental pleasure of seeing you there. Of course, all being well, I could go up after everything is over. I feel, that I am meant to take some active part in this war. It is to me a very fascinating thing – something, if often horrible, yet very enobling and very beautiful, something whose elemental reality raises it above the reach of all cold theorising. You will call me a militarist. You may be right.

Vera Brittain

Vera replied, on 1 October, that she never expected him to want to go to Oxford; conditions were now very different from those of a month previously. She didn’t know whether his feelings about war were those of a ‘militarist’ or not: She had always called herself a non-militarist, yet the raging of these elemental forces fascinated her, horribly but powerfully, as it did him. Her mixed feelings about war were complicated by her being a woman:

… whether it is noble or barbarous I am quite sure that had I been a boy I should have gone off to take part in it long ago; indeed I have wasted many moments regretting that I am a girl. Women get all the dreariness of war & none of its exhilaration.

A week later, Roland was informed that he had been approved for a commission. In her next letter to him in mid-October, Vera wrote from Somerville College that he had been right in thinking that life at Oxford would have been difficult for him as an undergraduate in war-time. She didn’t know how those there could endure not to be in khaki. Roland’s mother took rooms in London at Christmas and Vera was invited to visit before New Year. On 1 January 1915, he wrote to her, thanking her for her visit:

It has been such a delight to be with you these past two days. I think I shall  always remember them in their wonderful incompleteness and unreality. When I left you I stood by the fountain in the middle of Piccadilly circus to see the New Year in. It was a glorious night, with a full moon so brightly white as to seem blue slung like an arc-lamp directly overhead. I had the feeling of extreme loneliness one is so often conscious of in a large crowd. There was very little demonstration: two Frenchmen standing up in a cab singing the Marseillaise: a few women and some soldiers behind me holding hands and softly humming ‘Auld Lang Syne’. When twelve ‘o’ clock struck there was only a little shudder among the crowd and a distant muffled cheer, and then everyone seemed to melt away again leaving me standing there with tears in my eyes and feeling absolutely wretched.

At the ‘Ides of March’, Roland went to Buxton to say his farewells. Early on the wintry morning of 19 March, Vera said goodbye to him on Buxton Station as he left on the first stage of the journey, with his regiment, to France. After crossing the Channel on 1 April, the regiment’s only immediate sign of war was a sudden flare of light along the road at night and a glimpse of a French military car rushing past, together with an occasional patrol of blue-coated cavalry. Although they could hear the distant sound of heavy artillery fire, for the time being, they were out of the danger zone.

On 5 April, Vera wrote from Buxton to tell Roland that she was volunteering to help in a large hospital nearby which had been extended to admit the wounded. The Matron said that they had more work than they could manage satisfactorily so that she was glad to accept Vera’s offer. She was to serve as a voluntary aid detachment (VAD) nurse for the rest of the war. By the 11th, she had heard that they were expecting a great many wounded in the summer and would probably want all the extra nurses they could get. They would be almost sure to need her, not merely to darn socks as she had been doing, but to do the usual probationer’s work. Joking, she wrote that if he ‘must get wounded’ he should try to postpone it ’till about August’ by which time she hoped to be efficient enough to be able to look after him. By 12 April, Roland was in the trenches but wrote that there was not really much to do, just that the officers…

…have to go round now and again to see that the men are in their right places and the sentries looking out (in the daytime through periscopes). They go round every three hours or so at night as well and so don’t get much sleep. No one is allowed to take his clothes off, and so you have to scrape as much mud as possible off your boots with a bayonet, tie up each foot in a small sack to keep the mud out of your sleeping bag, and get in boots and all. You rarely have much opportunity to shave or wash properly. It is just getting dusk and the ration parties will be coming in to take the letters back with them. This letter will have been carried under fire by the time it reaches you. Good night, dear, and do not worry on my account…

May 1915 in the trenches

On 19 April, the Norfolks’ trenches in the middle of a ‘vast wood’ were shelled for some time, and they had their first man killed, shot through the head. But sitting in the sunlight while writing, facing a bank of primroses, Roland was struck by the grim contrast between the danger of war and death and thoughts of the beauty of life and love. The previous morning he had gone up to his fire trench through the sunlit wood and found the body of a dead British soldier hidden in the undergrowth a few yards from the path:

He must have been shot there during the wood fighting in the early part of the war and lain forgotten all of this time … You do not mind my telling you these gruesome things, do you? You asked me to tell you everything. It is of such things that my new life is made.

Vera wrote back affirming that she did want to be told all the gruesome things since she knew that even war would not blunt his sensibilities. She wanted his ‘new life’ to be hers to as great an extent as possible. Her now more conscious ‘feminism’ is evident in the rationale she gave for this:

Women are no longer the sheltered and protected darlings of man’s playtime, fit only for the nursery and the drawing-room – at least, no woman that you are interested in could ever be just that. Somehow I feel it makes me stronger to realise what horrors there are … Now you are in the midst of it all, do you still feel you will come through to the end?

On 29th, Roland wrote his letter just after dawn, when everything was very still. Again, he was struck by the contrast between his natural surroundings and the accompanying reminders, sometimes in dramatic interruptions, of the reality of war:

From where I am sitting I can see the sun on the clover field just behind the trenches and a stretch of white road beyond. There are birds singing in the wood on our left, and small curls of blue wood smoke from the men’s fires climbing up through the trees. One of our Machine Guns has been firing single shots every few minutes with a cold and lazy regularity that seems singularly in harmony. Everyone else except the sentries is asleep. … 7.30 am: A French biplane went up a few minutes ago and is circling round and round over the German lines. They have got two anti-aircraft guns and a Maxim trying to hit him. It is a marvellous sight. Every minute there is a rapid report like the pop of a drawn cork magnified, and a fluffy ball of cotton wool appears suddenly in the air beside him. He is turning again now, the white balls floating all around him. You think how pretty it all is – white bird, white puffs of smoke, and the brilliant blue of the sky. It is hard to realise that there is danger up there, and daring, and the calculated courage that is true heroism…

The ‘colour’ in this description also contrasts sharply with our popular images of a war fought in sepia or black-and-white. Meanwhile, on May Day morning in Oxford, Vera was up at dawn for the famous celebrations at the Magdalen tower, the choristers singing the traditional Latin hymn while turning slowly to the sun. Again, her feelings were a mixture of the appreciation of beauty and the pain of thinking how different their lives were now from what they had pictured the previous July, with both of them there enjoying the celebrations together. A week later, she wrote that her greatest object was to get this term over. She didn’t think that another term while the war was in its present condition (and you in yours) would be tolerable. 

Two days later, the first man in Roland’s battalion was killed. He described to Vera the way he had been taking things out of his pockets and tying them round in his handkerchief to be sent back somewhere to someone who would see more than a torn letter, and a pencil, and a knife and a piece of shell. Soon after, Vera received a letter from one of her school friends whose brother was wounded and was then in a hospital in London. Vera’s friend wrote that there were only three officers surviving, including her brother, out of his battalion, and 159 men out of five thousand. They had had to hold their trenches while under shell fire without a single gun to help them and had watched the Germans forming up to attack them without being able to do anything. Their trenches had been taken and as he had been lying wounded he saw the Germans bayoneting his men, including several of his friends, who had also been lying wounded. Vera wondered how he would be affected by this experience.

On 21 May, Vera wrote that she had never read anything quite so terrible as the official report of the German outrages in Belgium, especially their treatment of the women and children. As a signal of how her attitudes were hardening, like those of many others in response to what we now know was anti-German propaganda, she wrote that she didn’t know how any man could read it and then not enlist, and urged Roland and everyone at the front she knew, “Once you get hold of them, do your very worst.”  She also felt increasingly hostile towards some of the young men among the Whitsuntide trippers whom she witnessed ‘lounging down’ the streets of Oxford…

 … smoking cigarettes with a vacant expression … and a self-satisfied smile on their faces, twirling Japanese umbrellas… and poking them at the passers-by … I can scarcely bear to look at them and think that you and such as you are enduring toil and weariness and risking death that they may remain safe, and that your task is made is made all the harder and heavier because the hero of the Japanese umbrella refrains from relinquishing it for a bayonet. No one has the right to lounge these days, not even an American…

A week later, at the end of May, Vera wrote to Roland of the more than usually heated conflict… going on in the papers about the war in general and conscription in particular. Lord Northcliffe’s papers seemed to be attacking everyone in authority, especially Lord Kitchener, and the rest of the press was attacking Lord Northcliffe. It seemed…

… a dreadful state of affairs that the authorities are quarrelling among themselves at home while men who are in their hands are dying for them abroad. One begins to doubt the advisability even of the freedom of the Press.

At the beginning of June, Roland wrote to Vera of his growing disillusionment with the war after two months at the front:

I wonder if I shall still be Somewhere in Flanders when July comes, and memories of Speech Day 1914, and all that I had hoped of Oxford … It all seems so very far away now, I sometimes think that I must have exchanged my life for someone else’s.

On 6 June, he wrote again of the possibility of his getting six days’ leave in the near future. Vera wrote back that sometimes she felt that she couldn’t bear to see him again until the war was over, that the only thing she could not endure living over again the morning of March 19th on Buxton railway station, when they had said goodbye. But she knew that even a short visit from him would be worthwhile and that she was willing to pay the bitterness of death for the sweetness of life. Roland, inexplicably, ‘fell silent’ during July, and at the end of the month, Vera heard that there was a ‘faint chance’ of her getting into a large London hospital as a VAD (auxiliary nurse). The hospital was an ‘immense place’ at Camberwell (No 1 London General), established at the beginning of the war but recently extended, containing over a thousand beds. The hospital administration needed to make an increase in nursing staff as a result and to recruit more VAD staff like Vera. She was keen to transfer there as the hospital got all the wounded straight from the trenches and the VADs were needed to do all the minor dressings.

On 29 July, she sent Roland a volume of the poems of Rupert Brooke, whom she had regarded as the most promising poet of the younger generation. Brooke was a well-known poet before 1914 who had had his poem The Old Vicarage included in a 1912 volume of Georgian Poetry. He had enlisted in the Navy when the war broke out and fought in the unsuccessful defence of Antwerp, where the naval brigade fought as if they were soldiers. He wrote his five famous war sonnets at Rugby School during the last months of 1914 when he was home on leave. He served in the fleet that was attacking the Turkish positions in the Dardanelles, but on 23 April  1915, he died of blood poisoning on a French hospital ship of the island of Lemnos in the Aegean Sea. He was buried on top of a high hill on the Greek island of Skyros; among the burial party was Arthur Asquith, son of the Prime Minister. Brooke had not been dead long, however, before the more clear-sighted of his fellow-poets saw the limitations of the poetry that he typified. Charles Sorley expressed in one of his letters his conviction that Brooke’s sonnets had been overpraised:

He is far too obsessed with his own sacrifice, regarding the going to war of himself (and others) as a highly intense, remarkable and sacrificial exploit, whereas it is merely the conduct demanded of him (and others) by the turn of circumstances.

Arthur Graeme West, who was killed in 1917, expressed his contempt of poets who wrote such lines as ‘O happy to have lived these epic days’ and ignored the revolting appearance of the dead and dying in actual warfare. One of his own poems began with a direct attack on Brooke and his imitators:

God! how I hate you, you young cheerful men,

Whose pious poetry blossoms on your graves

As soon as you are in them.

From a literary perspective, the critic F. R. Leavis wrote that Brooke’s verse exhibited a genuine sensuousness rather like Keats’s … and something… rather like Keats’s vulgarity with a Public School accent.  On the other hand, Robert Nichols, a leading Georgian poet and friend both of Brooke and Siegfried Sassoon from before 1914, was still insisting in 1943 that:

Rupert Brooke’s sonnets are full of that sensation of being gathered up. They are wonderful works of art and it is sad that they have come to be regarded by many with suspicion.

But the latter half of the war produced a second generation of young soldiers who produced very different kinds of war poetry from that of  Brooke or Nichols. At the time Vera sent them to Roland she thought he would love them all … not the War Sonnets only, though they are perhaps the most beautiful. She was right, as on receiving the volume, he read it straight through. He wrote of how it made him feel that he wanted to sit down and write things himself instead of doing what he had to do as an officer there, and of how…

It stirs up all the old forgotten things, and makes me so, so angry and impatient with most of the soulless nonentities one finds around one here. I used to talk of the Beauty of War; but it is only War in the abstract that is beautiful. Modern warfare is merely a trade, and it is only a matter of taste whether one is a soldier or a greengrocer, as far as I can see. Sometimes by dint of an opportunity a single man may rise from the sordidness to a deed of beauty; but that is all.

‘No road this way’: the Germans made access very difficult for the advancing Allies.

On 15 August, Roland wrote to let Vera know that he was coming home on leave in three days’ time. He then sent a telegram arranging to meet her at St Pancras’ first-class ladies’ waiting room as soon as he could get across there from Liverpool Street Station. Roland’s leave lasted for just under a week, during which he and Vera agreed to become unofficially engaged “for three years or the duration of the War”. After spending the first night at Buxton, they travelled to Lowestoft to be with his family. As they sat alone on a cliff path, the afternoon before their departure, Roland rested his head on Vera’s shoulder for a while, and then kissed her. As she had to return to report for nursing duty in Buxton and Roland was not returning to France until the end of the week, he saw her off at St Pancras on 23 August. He kissed her goodbye and then, almost furtively, wiped his eyes with his handkerchief. Later that day, Vera wrote in her diary, I hadn’t realised until then that this quiet & self-contained person was suffering so much.

Return of the dead officer’s kit:

As the train began to move she had time to kiss him and murmur “Goodbye”. She stood by the door and watched him walk back through the crowd, not turning around. What she could see of his face was ‘set and pale’. That was the last Vera saw of Roland. His next leave was due to be at Christmas 1915, but he died on 23 December of wounds received during a night-time wire inspection a day earlier. Instead of receiving him home in person, his family were sent his ‘personal effects’ in the New Year. What follows here is are extracts from a letter written by Vera to her brother Edward on 14 January 1916 from the London hospital where she was working as a nurse. She had travelled to Brighton to visit Roland’s family:

I arrived at a very opportune, though very awful, moment. All Roland’s things had just been sent back from the front through Cox’s; they had just opened them  and they were all lying on the floor. I had no idea before of the results of an officer’s death, or what the returned kit, of which so much has been written in the papers, really meant. It was terrible. Mrs Leighton and Clare were both crying as bitterly as on the day we heard of the his death, and Mr Leighton with his usual instinct was taking all the things everybody else wanted and putting them where nobody could ever find them…

These were his clothes – the clothes in which he came home from the front last time. Everything was damp and worn and simply raked with mud. And I was glad that neither of you, nor Victor, nor anyone else who may some day go to the front was there to see. If you had been you would have been overwhelmed by the horror of war without its glory. For though he had only worn those things when he was living, the smell of those clothes was the smell of graveyards and the dead. The mud of France which covered them was not ordinary mud; it had not the usual clean pure smell of earth, but it was as though it were saturated with dead bodies – dead that had been dead a long, long time. All the sepulchres and catacombs of Rome could not make me realise mortality and decay and corruption as vividly as did the smell of those clothes. I know now what he meant when he used to write of “this refuse heap of a country’ or “a trench that is nothing but a charnel-house’. 

And the wonder is, not that he temporarily lost the extremest refinements of his personality as Mrs Leighton says he did, but that he ever kept any of it at all – let alone nearly the whole. He was more marvellous than even I dreamed. There was his cap, bent in and shapeless out of recognition – the soft cap he wore rakishly on the back of his head – with the badge coated thickly with mud. He must have fallen on top of it, or perhaps one of the people who fetched him trampled on it …

We discovered that the bullet was an expanding one. The hole where it went in in front – well below where the belt would have been, just below the right-hand bottom pocket of the tunic – was almost microscopic, but at the back almost exactly where his back bone would have been, there was quite a large rent. The under things he was wearing at the time have evidently had to be destroyed, but they sent back a khaki waistcoat or vest … which was dark and stiff with blood, and a pair of khaki breeches also in the same state, which had been slit open at the top by someone in a great hurry – probably the doctor in haste to get at the wound, or perhaps even by one of the men. Even the tabs of his braces were blood-stained. He must have fallen on his back, as in every case the back of his clothes was much more stained and muddy than the front.

The charnel-house smell seemed to grow stronger and stronger till it pervaded the room and obliterated everything else. Mrs Leighton said,

“Robert, take those clothes away into the kitchen, and don’t let me see them again; I must either burn or bury them. They smell of death; they are not Roland, they seem to detract from his memory and spoil his glamour”.

And indeed one could never imagine those things the same as those in which he had lived and walked. One couldn’t believe anyone alive had been in them at all. No, they were not him. After the clothes had gone we opened the window wide and felt better, but it was a long time before the smell and even the taste of them went away.

On 1 July 1916, Vera also lost her brother Edward to whom she wrote a poem in 1918 (right). In Testament of Youth, published in 1933, Vera wrote of how she felt on Armistice Day in 1918, having lost Roland, Edward and two other friends. She felt that she was already living in a different world from the one that she had known during the past four years. This new world was one in which people would be light-hearted and forgetful, their amusements would blot out political ideals and great national issues. She would have no part in that alien world because she had no-one to share it with; all those with whom she had been intimate had gone. For the first time, she realised how completely everything that had hitherto made up her life had vanished with Edward and Roland, with Victor and Geoffrey:

The War was over; a new age was beginning; but the dead were dead and would never return.

Testament of the Disillusioned Peace:

The First World War was a deep shock to every individual who experienced it personally, from poets to politicians, either directly or indirectly. It often left a lasting sense of loss with them. The war poets, like Wilfred Owen, who was killed just a week before the Armistice was signed, and Siegfried Sassoon, who survived, produced brilliant, often pathetic or vituperative, but always compelling pieces of literature on the nature of trench warfare on the western front. I have written extensively about Owen’s life, tragic death and his poetry elsewhere on this site. Sassoon (1886-1967) began the war as a patriot. Already enlisted in the Sussex Yeomanry, he broke his arm when falling from his horse; consequently, he did not go to the Front till November 1915 and until then his poetry showed much the same attitude as Brooke’s did. He joined the Royal Welch Fusiliers as a commissioned officer, and early in 1916 was sent to the First Battalion in France. He showed remarkable and rather eccentric courage. His heroic episodes in bringing back wounded from no man’s land and in capturing a trench full of Germans single-handed won him the Military Cross; these episodes were described by Robert Graves, an officer in the same regiment, in Goodbye to All That.

The war radically changed Sassoon’s approach to poetry, the romanticism of his early works replaced by muddy death, blood, cowardice and suicide. In July 1916 he was invalided home; on leave, he became a virtual pacifist. He had lost faith in the ethical cause for which the Allies were fighting, and in the strategy and tactics used by Allied generals on the Western Front. He was, therefore, the first poet to publish poetry that was openly critical of the Allies’ motives and methods in waging the war. By the spring of 1917, he was back in the front line at the Battle of Arras and was wounded in the neck. Invalided home again he adopted more dramatic methods of showing his opposition to the war. Graves persuaded Sassoon to appear before an army medical board, which sent him to a hospital for neurasthenia at Craiglockart in Scotland, where he was treated by a well-known psychiatrist, Dr W. H. R. Rivers, and where he encouraged his fellow-patient, Wilfred Owen, in writing poetry.

As the historian Henry Pelling pointed out, in 1914 the country had not been psychologically prepared for the trials it had to undergo, the appalling suffering of the trenches and the rate of casualties never previously experienced. Britain and its Empire had lost almost a million men, with twice as many wounded; this placed them fifth behind Russia, Germany, France and Austria-Hungary in a war that claimed more than thirty-five million civilian and military casualties around the world. Technology had given these powers the artillery gun and the machine-gun, and their leaders elected to kill more than sixteen million people with these weapons. In the immediate aftermath, there was a reluctance to get to grips with what had happened. In some ways, this was surprising because, for the first time ever, the ranks were filled with natural reporters. The troops who went into action at the Battle of the Somme on 1 July 1916 were mostly volunteers who had answered the appeal of Lord Kitchener. They came from every stratum of society, from the unemployed to factory hands, clerks and office workers, and on through to lawyers, doctors and landed gentry.

As John Buchan wrote in 1935, a war solves no problem but the one – which side is the stronger. In November 1918 the Allies felt that they had overthrown a great menace and arrogance. But what was to come next? It was an old assumption that some spiritual profit was assured by material loss and bodily suffering, but it was certain that the moral disorder was at least as conspicuous as the moral gain. He went on:

The passions of many millions cannot be stirred for years without leaving a hideous legacy. Human life has been shorn of its sacredness; death and misery and torture have become too familiar, the old decorums and sanctions have lost something of their power. The crust of civilisation has worn thin, and beneath can be heard the muttering of the primordial fires. … Principles, which seemed fundamental, are… weakened, and men are inclined to question the cardinal articles of their faith. …

But the chief consequence of so great a war as this was the mental and moral fatigue. Minds were relaxed and surfeited, when they were not disillusioned. They had had enough of the heroic. After the strain of the distant vision they were apt to seek the immediate advantage; after so much altruism they asked leave to attend to private interests; after their unremitting labours they claimed the right of apathy. The conundrums of peace had to be faced not only by jaded statesmen, but by listless, confused peoples. Mr Lloyd George found the right word for the malady when he described it as a “fever of anaemia.”

The situation was the more dangerous for the Allies, because the intricate business of peace should have been the work of the peoples, as they had been the architects of victory. The war was not won by the genius of the few but by the faithfulness of the many. It had been a vindication of the essential greatness of our common nature. … But the peoples seemed to stand aside, and cast the whole burden of settlement on statesmen whose shoulders were already weary. Nothing was more striking than the popular apathy about the business of peacemaking. …

Britain caught the same infection as the rest of the world. … As for youth, it shut its ears for a little to every call except the piping of pleasure. … The War was a memory to be buried. Young men back from the trenches tried to make up for the four years of natural amusement of which they had been cheated; girls, starved for years of their rights, came from dull war-work and shadowed schoolrooms determined to win back something. …

The soldiers had returned, both male and female, as the picture above of them sitting on Brighton beach in 1919 reveals. The well-known blue uniform was seen about the streets. The wounded looked cheerful in the second picture below, presumably, simply because they were alive.

The newspaper reporting of the time was factual but restrained and relatively free of ‘comment’ apart from the editorials; “morale” was all-important. The poetry of Siegfried Sassoon supplied a tiny audience what was missing from the reportage. He continued to show his distrust of England’s ‘ruling classes’ in several ways, writing Aftermath in 1920:

Have you forgotten yet? …

For the world’s events have rumbled on since those gagged days,

Like traffic checked while at the crossing of city ways:

And the haunted gap in your mind has filled with thoughts that flow

Like clouds in the lit heaven of life; and you’re a man reprieved to go,

Taking your peaceful share of Time, with joy to spare.

But the past is just the same – and war’s a bloody game …

Look down , and swear by the dead of the slain of the War that you’ll never forget.

Do you remember the dark months you held the sector at Mametz –

The nights you watched and wired and dug and piled sandbags on parapets?

Do you remember the rats; and the stench

Of corpses rotting in front of the front-line trench –

And dawn coming, dirty-white, and chill with a hopeless rain?

Do you ever stop and ask, “Is it all going to happen again?”

Do you remember that hour of din before the attack

And the anger, the blind compassion that seized and shook you then

As you peered at the doomed and haggard faces of your men?

Do you remember the stretcher-cases lurching back

With dying eyes and lolling heads – those ashen-grey

Masks of the lads who once were keen and kind and gay?

Look up, and swear by the green of the spring that you’ll never forget.

There were some undistinguished novels in the 1920s, but it was ten years before Robert Graves and Sassoon felt able to release their officer-class memoirs and before R. C. Sherriff’s Journey’s End was first performed. Sassoon became the first literary editor of the Daily Herald, the new Socialist newspaper, and his prose books such as Memoirs of an Infantry Officer implied considerable criticism of the class system. The experience scarred many, on all fronts, including the home front, in deep psychological ways.
