The Recovery of the Labour Party & the Left in Britain, 1934-39: Fighting the Right & the Growth of a United Front.   1 comment

The Long & Winding Road to Recovery:

Following the November 1935 General Election, and Attlee’s subsequent election as leader, the Labour Party was firmly back onto the road to recovery. The components of that recovery were many and varied, but they could be summarised as including the following ten ‘key points’:

  • acceptance of the changing nature, or ‘re-making’ of the working classes, from those based on the older extractive and manufacturing industries to those in the newer, lighter engineering industries, including large numbers of women workers;

  • acceptance of the need to put the ‘National Interest’ ahead of sectional ones, whilst still seeking to develop primary policies to benefit the poorer sections of society, especially the unemployed;

  • giving priority to the needs of the working classes for local and national representation rather than promoting revolutionary activism among them;

  • ending narrow sectarianism and developing a willingness to develop socialist ideas in practice, and across a broad front, and in alliance with other groups, rather than on the basis of exclusive ideological principles;

  • developing co-operative and collective means of organising production, distribution and trade by building coalitions of social and economic organisations, including Co-operative Societies;

  • promoting social justice and equity as long-term aims as well as guiding principles for policy-making;

  • upholding the rights of all to the rights of freedom of association and expression, particularly in their participation in trade unions and organisations;

  • upholding the values of the British people, including ‘patriotism’ and the continuing importance of ensuring ‘thrift’ in programmes of public expenditure by ensuring long-term ‘planning’ of essential public services.

  • upholding the institutions of British Democracy, including its constitutional monarchy and the sovereignty of its people through Parliament, based on universal and equal representation.

  • advancing the cause of ‘municipal socialism’ through the development of local parties committed to encouraging a sense of civic pride and the establishment of social services, especially in health, maternity and education, accessible to all.   

These points are not listed in any order of priority but reflect recurring themes in contemporary sources, rather than the current concerns of sectional and sectarian protagonists within the Labour Party. Clearly, however, there are echoes and resonances which affect our interpretations of past principles and priorities. Of course, these interpretations themselves are not necessarily new, as the Thirties were set in mythology before they even ended. Then, in my lifetime, against the background of economic decline under the final Wilson administration in 1977, John Stevenson and Chris Cook published their ground-breaking book, The Slump – society and politics during the depression, which began the process of de-mythologising the period by attempting to separate the myths, potent as they still were in popular consciousness, from the historical realities.

Certainly, the politics of the immediate post-war era were fought on the record of the National Government in the pre-war years.  As late as 1951 the Labour Party campaigned with the election slogan, ‘Ask your Dad!’, an illustration of the way in which the emotive image of the ‘hungry thirties’ had become part of the repertoire of political cliché. The popular view of the 1930s as a period of unrelieved failure was undoubtedly hardened and reinforced in the years after the war; a view which became sharpened against the background of full employment in the 1950s and 1960s.  In the late 1970s and early 1980s, when that era had clearly come to an end, the ghosts of the thirties stalked political platforms and the media as a symbol of economic disaster, social deprivation and political discontent.

Contrasting Images of the Thirties:

Now we have passed the point of ‘No Return to the Thirties’ and the memories of the decade are no longer first-hand fears, perhaps this process will soon be brought to its conclusion and we will no longer be stuck with the powerful and all-pervasive images of ‘the wasted years’ and the ‘low dishonest decade’, even if the Thirties will be forever associated with mass unemployment, hunger marches, appeasement and the rise of Fascism at home and on the continent. A concentration on unemployment and social distress does not represent an accurate portrayal of the decade. It would, of course, be fatuous to suggest that the Thirties were not for many thousands of people a time of great hardship and personal suffering. At the time, there was a thirst for information on which policy to ameliorate, if not cure this malaise could be based, especially in the Labour Party. However, it took the Party two years until the end of 1937 to set up a ‘Commission of Enquiry into the Distressed Areas’, to produce its report and to agree on a course of action at a special conference in December 1937. This is somewhat surprising, considering that the National Government itself had, in the face of already overwhelming political pressure, passed the Special Areas Act in 1934 to take some measures in four distressed regions to help the long-term unemployed. Commissioners had been appointed and departments created, though Whitehall in-fighting and economic orthodoxy hampered their work.

But alongside the images of the unemployed must be placed those of another Britain, of new industries, prosperous suburbs and a rising standard of living. Some sectors of the economy grew rapidly, particularly car manufacture, electrical engineering, the paper and publishing industries, and rayon production, all industries heavily concentrated in the Midlands. The output of the UK car industry increased from seventy-one thousand vehicles in 1923 to over 390,000 by 1937, by which time Britain was second only to the USA in the export of motor vehicles. The share of the ‘new industries’ in total industrial output rose from seven per cent in 1924 to twenty-one per cent by 1935. As a consequence of these ‘new industries’, the living standards of people who remained in employment actually improved by about sixteen per cent between the wars. Although the new industries were not sufficiently large to reverse the overall trend of economic decline, they were important in minimising the effect of the Depression for the employed, especially through the migration of workers from the older industries to the new. The economic recovery after 1934 which raised the country out of the trough of unemployment and hunger was limited and precarious. As 1936 progressed, it was recognised that, in part, the recovery depended on a rearmament programme which might ultimately involve Britain in another World War.

As can be seen from the maps above, giving an Index of Relative Unemployment, South Wales was hit harder than any other region by unemployment and poverty. Average unemployment there was thirty-one per cent, compared with twenty per cent in Scotland and twelve per cent in England. Within Wales, there were also huge local variations in levels of unemployment, from eighty-two per cent in Taff Wells, seventy-two in Pontycymmer and sixty-six per cent in Merthyr and Abertillery down to those in the coastal towns and areas below the regional average, if not the national one. By the 1930s, Glamorgan and Monmouthshire had the highest proportion of people on poor relief in the UK, apart from Durham. To combat poverty, the National government had passed the Special Areas (Development) Act in 1934 and followed it with the Special Areas Reconstruction (Agreement) Act in 1936, which provided financial incentives to industry to move to the four distressed areas of the UK. Most of Glamorgan and west Monmouthshire became one of the ‘Special Areas’. The other areas were Glasgow-Linlithgow-Kilmarnock, South Shields-Hartlepool, and Workington. A few new industries were established in each of the areas, but the effects were inadequate.

South Wales –  A Region in Need of a Plan:

In South Wales, the social effect of high levels of poverty was devastating. With poverty came malnutrition and disease. The incidence of rickets and scarlet fever soared, and the death rate from tuberculosis was 130 per cent above the average for the UK. Local shops and services became unviable. Chapels found their congregations dwindling as large numbers of people found themselves having to leave their country, moving to the ‘new industries’ of the southeast and Midlands of England.  Some of the migration continued to be ‘planned’ by the Ministry of Labour, which sponsored the transfer of workers. Between 1921 and 1940, over 440,000 left Wales permanently, eighty-five per cent of them from Glamorgan and Monmouthshire. They either left with the majority under their own steam, or on the Ministry’s schemes, but by the late thirties, it was estimated that as many as one in ten of those officially transferred had taken themselves back to their valleys. Therefore, those experiencing some form of migration from Wales in the interwar years may well have been closer to half a million.

In July 1934, Professor Marquand of Cardiff University published an article in The Times arguing for state stimulation of investment by means of a Trust for new industries. But he also admitted that it was unlikely that any government whether socialist or capitalist could do little more than tilt the balance very slightly in favour of regions like South Wales. It was therefore important that the transference policy should be stepped up as the revival of industry in England proceeded. This provoked an angry reaction from y Blaid Genedlaethol Cymru (‘The Welsh Nationalist Party’), the only party wholly opposed to transference at this time, although it advocated resettlement of ‘Welsh’ and ‘half-Welsh’ industrial workers in rural or ‘de-industrialised’ Wales, while the pre-1921 ‘English’ immigrants to the Coalfield could be returned to their counties of origin. The Party accused Marquand of looking longingly towards state aid and admitting that it would never be forthcoming and then hoping that England’s recovery would be sufficient to enable the flower of Welsh manhood to be dumped there. But these were voices heard only as crying in the wilderness of the ‘Celtic fringe’, as Wyndham Portal’s 1934 Report showed that the government continued to advocate transference on the largest possible scale. 

The Portal Report and the continuing emphasis placed on transference by the Government’s ‘Special Areas’ machinery, to the deliberate exclusion of any policy designed to attract new industries did, however, meet with a growing tide of protest and disgruntlement at a local and regional level within Wales. The Nationalist arguments that the ‘best elements’ in Welsh society were being ‘shipped off’, that migration was having an anglicising effect greater than that of the BBC and that the National Government was only concerned to ensure that there there was ‘no trouble’ in Wales, began to have a broader appeal among ‘establishment’ liberals and church leaders alike. They began to accept that transference and migration did not discriminate between the ‘alien accretions’ and ‘the old Welsh stock’, between the citizens of Welsh-speaking Rhymney and those of anglicised Abertillery. The statistical evidence bears this out, as the number of those identifying as Welsh-speakers declined from 155,000 in 1921 to just sixty thousand by 1939. These views were strengthened by the resolve with which the new Commissioner for the Special Areas, P. M. Stewart, set about his task in the New Year of 1935. In his first report, Stewart offered a stern rebuff to the growing tide of national feeling in Wales by suggesting that:

… love of home, pride of nationality and local associations, however desirable in themselves, furnish no adequate justification for leading a maimed life.

In the New Year of 1936, the Government’s policy again came under fire, from a more local perspective, when the Report of the Royal Commission on Merthyr Tydfil was published. The Commission’s recommendations were severely criticised in the increasingly influential journal Planning, as providing nothing that would help solve the bankrupt County Borough’s problems. The author of the review saw two alternative solutions. Either the borough should be subjected to a wholesale ‘evacuation’ or there should be a planned reduction in population and equipment with the bringing in of new industries in order to provide decent opportunities for those that remained. Neither was being pursued with any vigour by the Government, but there was one course of action for which no case could be made. That was:

… the course of raising huge sums of money, locally and nationally, in order to keep Merthyr on the dole … It is this last course which the Government has so far chosen to pursue.

In May, the South Wales and Monmouthshire Council of Social Service held a special ‘Conference on Transference’ at the YMCA in Barry. Most of the prominent figures in the Social Service movement in South Wales attended the Conference, including Church leaders and MPs. The young Labour MP for Ebbw Vale (a family scene from where is pictured above), Aneurin Bevan called for an end to the policy, attacking the complacent attitude of the establishment Liberals who had set themselves up as the leadership of the Welsh Nation:

… if the problem was still viewed as complacently as it had been, this would involve the breakdown of a social, institutional and communal life peculiar to Wales. The Welsh Nation had adopted a defeatist attitude towards the policy of transference as the main measure for relief of the Distressed Areas in South Wales, but objection should be taken  as there was neconomic case for continuing to establish industries in the London area rather than the Rhondda.

This was the clearest statement to come from the Labour Left to date, but it was quickly countered by members of the ‘Cymric’ liberal élite at the Conference, who suggested that the valleys of East Monmouthshire had no Welsh institutions or traditions likely to be damaged by large-scale transference, as most of the people were originally immigrants who had not been absorbed into local life … However, the majority view of the conference appears to have been that what had been taking place was ‘expatriation’ rather than ‘repatriation’. Later that summer, the Secretary of the SWMCSS, Elfan Rees developed this theme at another conference in Llandrindod Wells, that of the Welsh School of Social Service, taking issue with the recent comments made by Professor Marquand in his recent short book, South Wales Needs a Plan, that a population largely composed of immigrants or the children of immigrants (had) no very deep roots in the soil … a people without roots may be as ready to move away as rapidly as it moved in. Countering this, Rees argued that:

It is not only the young, it is not only the best, it is also the Welsh who are going … if transference was repatriation it might be a different story – but it is expatriation. It is the people with the roots who are going … the unwillingness to remain idle at home … are the qualities that mark our indigenous population. … if this process of… despoilation goes on, South Wales of tomorrow will be peopled with a race of poverty-stricken aliens saddled with public services they haven’t the money to maintain and social institutions they haven’t the wit to run. Our soul is being destroyed and the key to our history, literature, culture thrown to the four winds.

This division among the left-liberals advocates of ‘Planning’ and the ‘Cymric’ liberal élite helps to explain what Bevan referred to as the ‘complacency’ of ‘The Welsh Nation’ over the policy of transference during the previous eight years. The liberal establishment in the Social Service movement had hoped that it would remove, as they saw it, the ‘alien’ activists typified by A J Cook and others in the Miners’ Federation who had robbed them of the loyalty of the Welsh people. By 1936, they were clearly embarrassed by their newly-formed impression of a large number of people of Welsh origin who were leaving the valleys. Rees and others tended to exaggerate this process (the 1951 Census shows that the proportion of Welsh-speakers remained similar to that of 1931), it is clear that the growing awareness of the indiscriminate nature of migration led them to abandon complicity and complacency in the transference scheme in favour of a more patriotic opposition to it. Marquand himself was critical of this hypocritical and manipulative élite and the nationalist passions of persons who hold safe jobs themselves. The response which his overtly political South Wales Needs a Plan received in official circles and the prominence given to it in the ‘responsible’ press was seen by contemporaries as a measure of the extent of the shift which had taken place in national opinion. The journal Planning commented that, had the book been published three years earlier, it would have stood no chance of being taken seriously, and wryly suggested that Marquand was…

… still young enough to have the satisfaction of knowing that if the ideas he put forward were to go on making headway at their present rate, he would live to see most of them forced upon a reluctant Whitehall and Downing Street by pressure of public opinion.

However, the Commissioner, Malcolm Stewart responded by allocating funds to the National Industrial Development Council of South Wales and Monmouthshire for a ‘Second Industrial Survey’ to be made with Marquand as editor. His team of investigators worked rapidly, publishing the report in three volumes in 1937. As there was little prospect of the revival of the staple industries, the Report suggested that the only alternative to continued mass emigration lay in the diversification of the region’s economy by the introduction of new industries, supported by state action. The establishment of trading estates, like the one already projected for Treforest, near Pontypridd, was seen as a means of ensuring the success of these industries. Thus, by the outbreak of war, the economy of the region was slowly being transformed, a process which was aided by rearmament. However, this grudging shift in Government policy did not take place until the end of a decade of mass unemployment and migration. Neither was the Labour Party very far ahead of the government in producing its policies. Its own Commission of Enquiry into the Distressed Areas, appointed in November 1936 under the direction of Hugh Dalton, was not published until May 1937. Despite the fact that the Commission received evidence from a large number of local parties, Labour groups, women’s sections and trade union branches, the report on South Wales amounted to little more than a précis of Marquand’s survey in the form of a thirty-page pamphlet, the cover page of which is pictured below.

The Report echoed the ‘sentiments’ of nationalists and ‘Cymric’ liberals in its statements that ‘the strength of the Welsh communities were being sapped’ and that ‘youngsters’ were ‘being torn away from parental care’. But the overall importance of the slim document lay in its drawing together of the current ‘middle opinion’ thinking and the vogue for ‘planning’ into a coherent set of policies for South Wales as a region. It criticised the work of the Special Areas Reconstruction Association (SARA), established in June 1936, over its bureaucratic and onerous financial provisions. Despite the government’s shift in policy, 1937 was the peak year for the Transference Scheme. Welsh nationalists continued to conduct a forceful campaign, often confronting Welsh-speaking juvenile employment officers whom they accused of being ‘determined to force people out of Wales’ and of adopting ‘a fatalistic acceptance of the inevitability of transference’. But by the end of 1937, the new public consensus had finally succeeded in supplanting transference as the main official response to the problem of mass unemployment in the Special Areas. However, this did not mean an immediate end to the continued exodus of older workers from South Wales, especially since the rearmament boom in the Midland factories was swallowing up more and more labour.

The Revolutionary Left & The Radical Right:

The interwar years are frequently regarded as radical ones in political terms, characterised by popular and revolutionary left-wing support for the Labour Party, the growth of the Communist Party, and hunger marches organised and led by the Communists’ organisation for the unemployed, the NUWM. Perhaps it was the genuine fear of the street violence and disorderly protests over the means test which encouraged the vast majority of the electorate to continue to vote Conservative in national elections, most notably in November 1935. In 1935, the Communists remained a small party with about seven thousand members, but each member was, according to Robert Graves and Alan Hodge (in ‘The Long Weekend’, 1940), an extremely active centre of agitation and … adept at giving a Marxist turn to every discussable topic. The Daily Worker had doubled its size and greatly increased its circulation. In addition, between 1935 and 1937 nearly a million copies of the Communists’ pamphlets and leaflets were sold. Graves and Hodge summed up the commitment required to be a Communist:

To belong to the party meant devoting one’s time and money so whole-heartedly to the cause and having one’s political and social history so carefully investigated that very few sympathisers with the Communist position either desired to join the ‘corps d’élite’ of the party or would have been accepted had they offered.

The Spanish Civil War broke out in July 1936 and was at once acknowledged as a show-down between the Left and the Right in Europe. The passionate cry from Madrid in response to the fascist revolt, it is better to die on your feet than live on your knees reverberated throughout the Labour left. While Bevin, Citrine and Dalton won the TUC in September 1936 for the Eden-Baldwin policy of non-intervention, informal discussions were being held by Cripps, Pollitt and William Mellors on the possibility of united action in support of the Spanish Republic. Earlier that summer Victor Gollancz, Harold Laski and John Strachey had launched the spectacularly successful ‘Left Book Club’, preparing the ground for a ‘Popular Front’ spanning the ‘Labour Left’ and the Communists, the latter by then having abandoned their bitterly sectarian ‘Class Against Class’ policy.

A volunteer ‘International Brigade’ arrived quite early in the conflict, including 2,762 British volunteers, 543 of whom died in Spain. Most of the British popular press was on the whole for the Republicans, but for the Conservative newspapers, they were always the ‘Reds’ or ‘the Communists’. To many people of René Cutforth’s generation, the war remained the most significant and deeply felt experience of their lives, little remembered, or read about, by today’s ‘soft’ Communists on the ‘hard Left’ of the Labour Party. Cutforth’s observation was particularly true of the mostly middle-class associates of the Thirties’ intellectuals, many of whom, like George Orwell, went to fight for the Republicans.  In Britain, communication across the class divide was almost impossible, but in Spain, some were able to achieve this. It was quite easy to dodge the non-interventionist authorities as the arrangements were mostly controlled through the CPGB, and once the volunteer presented himself at the recruiting office, he could be on his way into battle within a few hours. But, as Cutforth commented:

… the feelings which drove the Spaniards to massacre each other in droves turned out to have little or no bearing on those which had inspired the idealism of the British Left, most of which was derived from the protestant Christian conscience. … That the public school ethics of fair play and esprit de corps had played a large part in the formation of the minds which launched the Thirties movement is obvious from their works, and the British Labour movement always owed more to Methodism than to Marx.

This conscience-pricking idealism was utterly alien to the Spaniards fighting their private war. … their motives were personal, local, regional and sectarian. Communists had no hesitation in shooting Anarchists to gain control of a local situation. …

The foreign comrades were slow to realise that … the Asturias and Catalonia were not divisions like English counties, but furiously jealous little nations. … hundreds of thousands died by execution on both sides. … This … applied even to men obstensibly on the same side – ‘Trotskyite traitor’ was a common verdict. It was the sight and sound of these daily mass-executions which revolted the civilised Western participants. Was this the Revolution they had willed? Was there any real connection between this vindictive bloody mess and the social justice to which they were committed? 

But most of the British soldiers of the International Brigade were not socialist or communist intellectuals, but autodidactic workers, many of them unemployed miners from South Wales, some of whom I had the privilege of walking alongside in protest against the returning mass unemployment of the early eighties. Their convictions had been built in over generations of deprivation and years of survival underground had made them tough and fearless. Added to this, long-term unemployment had prepared them for the necessary privations of war, even if they were too young to have fought in the trenches like their fathers. To demonstrate their non-sectarian commitment to the cause, one of the two British contingents was named after the mild-mannered former soldier, Major Attlee. When most of the volunteers returned home in the spring of 1937, as the Germans and Italians moved in to support Franco’s side, they and the British Left, in general, redoubled their efforts to rally support for the Republicans in raising funds and producing propaganda. The survivors had had a short, but tough war. Twenty per cent of the entire British force were wounded, and more than three-quarters of the survivors had been wounded. By the time they disembarked from the ferry, the Civil War was already beginning to look like the ‘dress rehearsal’ for something much worse in the Great Confrontation between Good and Evil.

While the International Brigade volunteers had been on the front line against fascism, Spain had already become the catalyst that brought a greater degree of united action within the organised labour movement in Britain, than any other political issue of the Thirties. As Michael Foot later reflected:

Spain cut the knot of emotional and intellectual contradictions in which the left had been entangled ever since Hitler came to power. Suddenly the claims of international law, class solidarity and the desire to win the Soviet Union as an ally fitted into the same strategy.

It was not just the growth in extremism on the Left which alarmed many, but the emergence of radical right-wing groups during the second half of the 1930s. These consisted largely of disaffected Conservatives who demanded a renewed emphasis on imperial unity and tariffs to protect British industry, while at the same time rejecting parliamentary democracy. The financial crisis of 1931 was seen as proof of the failings of the policies of the established political parties. The most notorious of the right-wing groups was the British Union of Fascists established by Oswald Mosley on 1 October 1932. Mosley had been a junior member of Ramsay MacDonald’s 1929-31 Labour Government, rising to the position of Chancellor of the Duchy of Lancaster, one of the four ministers charged with solving the problem of unemployment. His colleagues were J H Thomas, Minister for Employment, who had the primary responsibility, George Lansbury and Tom Johnston. Mosley had a clear and practical policy but was totally frustrated by Thomas who had little grasp of the intricacies of economics. Mosley thought him ‘a drunken clown’ and treated him with aristocratic contempt, but he had been unable to convince MacDonald to sack the incompetent minister because, as the former national officer of the NUR, he had strong trade union support and influence within the Parliamentary Labour Party.

Sir Oswald Mosley, baronet, had arrived in the Party via Winchester, Sandhurst, the Harrow Conservative Association and Cliveden so that his rapid rise in the MacDonald hierarchy after 1924 was regarded with suspicion and resented by many of his colleagues. Mosley resigned from the Labour Government in May 1931 when his radical solution to the unemployment problem was rejected by both the Cabinet and the House of Commons. At that stage, both he and John Strachey were both seen as being on the radical left of the Labour Party. Mosley left it to publish his proposals as The Mosley Manifesto, signed by seventeen supporters including Aneurin Bevan and A. J. Cook, the Miners’ leader, along with Strachey and others.

‘They Shall Not Pass’ – Resisting the ‘Blackshirts’:

Mosley formed the ‘New Party’ and was joined by three other MPs, but when this fell apart, they parted ways with Mosley migrating to the authoritarian Right and founding the BUF complete with Nazi-style regalia. His storm troopers were his ‘Blackshirts’, the élite of them housed in barracks at Chelsea, complete with parade ground. Much of his funding came from Lord Nuffield, the founder of the Morris Motor Company, and other wealthy industrialists for some years to come. Lord Rothermere, the newspaper magnate, was a staunch protagonist for Mosley and on 15 January 1934, his Daily Mail appeared with the headline, ‘Hurrah for the Blackshirts’.

Mosley held military-style rallies, miniature Nuremberg, at which he could posture as a ‘British Führer’. They were also the scenes of mass opposition from the Communists and later, the ‘United Front’. In 1934, at the peak of British Fascist strength, Mosley led three big rallies, at the Albert Hall, Hyde Park and Olympia. At the Olympia rally the blackshirts, anxious to demonstrate their efficiency as storm troopers shocked the nation with the violence of their attacks upon protesters within the hall. The Times reported the next day ( June) on the methods used:

The Fascist meeting at Olympia last night suffered from continuous interruptions, and the interrupters suffered heavily at the hands of the blackshirted stewards, male and female. … It proceeded easily for the first ten minutes before the Socialists made their first move. 

… It was countered with … a uniformity of treatment which suggested a prescribed technique of violence. Stewards at once made for the offenders. If they resisted ejection the incident at once became an affair of fisticuffs and, if the victim remained standing in the end of his resistance, he was seized ju-jitsu fashion and dragged out. Quite a number were borne out limp bodies after the frays. …

… The speech was suspended at every display of force. When it resumed it improved with a brief homily on the need of Fascist methods to preserve free speech and on the British people having become accustomed to ‘red violence’ over a period of years.

It was a strangely mixed audience … people of middle-age who wore neither black shirt nor badge; people with a tired expression of eye and wrinkled brows; some of the people who bore the strain of war and the cost of peace. 

Olympia set the pattern for all of Mosley’s meetings. When the hall had filled the doors were locked and the speeches began. There was a spotlight worked from the platform and if any heckler interrupted, or even if anyone rose from their seat, they would be caught in the spotlight and as they stood there blinded and helpless a squad of ‘biff boys’ would move and give them a savage beating up in view of the audience, before turning the offender out of the hall. As René Cutforth commented, the audience simply sat there as if mesmerised by the thuggery taking place in front of them:

It was an age addicted to psychological explanations, but I never heard the nature of Mosley’s audiences satisfactorily explained. Who were these people who submitted themselves night after night to this exhibition of terrorism and tyranny? They looked middle-aged on the whole and seemed to be enveloped in general and political apathy, yet they kept on coming. Mosley was never short of an audience.

In 1936, about 330,000 Jewish people lived in Britain, less than one per cent of the total population. The East End of London was home to between a half and one-third of them, mostly concentrated into a densely-populated area centred on Brick Lane, so it was a particular target for Mosley and his thugs. He was stirring up racial antagonism in this impoverished area by blaming the Jews for the high rates of unemployment, rent increases and poor wages. During the Slump, it had suffered particularly badly and was a pocket of poverty as bad as anything in the distressed areas of South Wales and the North of England, full of slums, filth and futility. Mosley’s Fascists took full advantage of the general restlessness created by the hunger marches and demonstrations against the means test. They stepped up their parades until the East End felt it was being invaded almost every night. They always marched with a heavy guard of police, who seemed to be as much part of their parade as their own ‘biff boys’. The East End, with its large Jewish community, became the chief battleground of the opposing factions and parties. But there had been ‘skirmishes’ with the BUF at a number of regional rallies. On 12 July six blackshirts at one rally were knocked unconscious by men wielding iron bars. Mosley’s car window was shattered by a bullet as he drove away. At other meetings across the country, anti-Fascists pelted the rally-goers with bricks and stones. and many were injured. At a rally outside Leeds on 27 September, attended by thirty thousand people, Mosley was showered with missiles.

Many of the Jews living in the East End were second-generation, the children of parents who had been forced to flee the pogroms of Eastern Europe for the sanctuary of Britain. Most of the older generation spoke only Yiddish and lived in an enclosed community of crowded tenements, synagogues, baths and kosher butchers. They tended to work in the clothing and furniture trades. They were an obvious target for the Jew-baiters of the BUF, who regularly smashed the windows of Jewish grocery shops, chalked anti-Semitic graffiti on walls and shouted racist insults during street meetings and as they marched through Jewish areas, such as The Yids, the Yids, We’ve got to get rid of the Yids! In the summer of 1936, the more abusive the blackshirts became, the more the police appeared to protect them from their victims. In September there was particular anger in the East End over two incidents. Fascist thugs threw a Jewish boy through a plate-glass window, blinding him. Later, a further horror occurred when a Jewish girl was caught and strapped to an advertisement hoarding in the attitude of the crucifixion. Neither incident led to a prosecution.

Young Jews did not take these attacks with the forbearance of many of their parents and the official bodies that represented them. They wanted to fight back. Even though they were British-born and British-educated, young Jews felt alienated and stigmatised by the anti-Semitism that flourished in British society. Many became Communists, seeing the party as the most vigorous opponent of Fascism. Others joined the Labour Party, although it was much less active in the fight, contrary to the current mythology of a Labour Left riddled with anti-Semitism itself. Others formed their own self-defence groups or ‘street gangs’. At this time, the anti-Semitic outbursts of the Fascists were reaching a climax, and large numbers of people came onto their streets to protest against the BUF’s overtly racist abuse, and there were scenes of mass opposition from the Communists and later, ‘the United Front’.

‘The Battle of Cable Street’:

When the BUF announced that it would stage a mass march through East London to celebrate its fourth anniversary on Sunday 4 October, a coalition formed to confront Mosley. The battle lines were drawn up, leading to the riots in Stepney which became known, famously, as the ‘Battle of Cable Street’ (see the photos below). The prospect of Mosley’s major demonstration, with all the inevitable resistance and ensuing violence, led many to call for it to be banned. Labour MPs and the mayors of London’s boroughs pleaded with the Home Secretary to halt the march. A petition of a hundred thousand signatures was presented to him, but to no avail.

Mosley had planned the route of the provocative military march of his uniformed racists to go right through the heart of Whitechapel. The coalition of Communists,’ leftists’ and young Jewish activists set to work organising the opposition. The older generation in the Jewish community was dead-set against them. The Jewish Board of Deputies urged people to stay away. The Jewish Chronicle told readers in the East End to remain indoors and pull down the shutters. But their advice was ignored. The leaders of the Jewish community had lost control of their people. Labour too urged its members to keep off the streets; the Labour-supporting newspaper, The Daily Herald argued with typical pusillanimity that the best way to defeat Fascism was to ignore it. Even the Communist Party at first kept quiet. No official body wanted to be seen encouraging action that would inevitably lead to violence and law-breaking. For most, taking to the streets to stop Mosley’s march was a spontaneous expression of hatred of Fascism. Moseley was not the only public figure to completely underestimate the extent of the determined and deeply-felt opposition to his creed of hate and more than two hundred thousand Londoners, Jews and Gentiles, rallied under the Spanish anti-fascist slogan, They shall not pass! Spain was the constant refrain. For Charles Goodman, an East End Jew who was not a member of the CPGB, it was the motivating factor:

… it was not a question of a punch-up between the Jews and the fascists … in my case it meant the continuation of the struggle in Spain.

Those planning to take part in the counter-demonstration were by no means all Jews or Communists. The bleak turn of events abroad was a mobilising force for thousands with a left-liberal view of the world, whatever their ethnicity or party affiliation, and halting Mosley in the East End had a wider significance, as Harold Smith, an eighteen-year-old office worker and activist at the time, later recalled:

We were young, enthusiastic, Spain was on, Hitler was on the march, it was a British contribution to stop Fascism.

Two East End Communists, Joe Jacobs and Phil Piratin planned the unofficial fightback. A week before the demonstration, the latter arranged a meeting at his house in Stepney for a group of ‘Aryan-looking’ members of the CPGB, who would be able to pass themselves off as Fascists during the march and keep an eye out for any changes to the planned route of the march. In the early afternoon of 4 October a young medical student, Hugh Faulkner, dressed as a doctor and with an empty medical bag, joined the blackshirt demonstration at the Tower of London. He was allowed through the rows of police:

I found myself in the middle of the Fascists and caught sight of a member who worked in my hospital. On the spur of the moment I said “I’ve finally made up my mind. I want to come in with you”. He was such a clot he immediately accepted this … he was absolutely delighted and almost immediately showed me a duplicate sign of the route.

Armed with this latest intelligence, Faulkner ran off to telephone the plan of the march to Piratin and his fellow organisers. Meanwhile, vast crowds had assembled, ready to do battle with the Fascists. They had already built barricades while the blackshirts were being held up by police. The Cable Street riot was not a battle between the blackshirt supporters of Oswald Mosley and his opponents; it was a battle between the police and the anti-Fascists. When Harold Smith arrived at Gardiner’s  Corner at mid-day, where Piratin had placed trams to block the entrance to Commercial Road, he found a sea of people, ‘like the Cup Final’ he said. By then an estimated 310,000 people had turned up to stop the Fascists marching through. Although Communists under Phil Piratin had been the principal organisers of the opposition, it was not a Communist counter-demonstration. In 1936, the Party had only eleven thousand members. But the Party had been able to organise far greater support across a wide cross-section of British society. The police set to work to clear a path through the counter-demonstrators so that the blackshirts could gain access to Commercial Road, down which they had planned to march. They used a combination of brute force and mounted police charges. People everywhere were bleeding from head wounds inflicted by batons and staves. After several charges and forays, it became obvious to Sir Philip Game, the Police Commissioner, that there was no way that Mosley’s men and women could pass through to Commercial Road, ‘short of mayhem and murder’, so he decided on an alternative route, via Cable Street.

Thanks to Hugh Faulkner’s intelligence, Piratin quickly became aware of the switch and ordered his ‘flying squads’. As its name suggests, it was close to the docks and lined with ships’ chandlers, lock-ups and warehouses. They were full of carts and heavy equipment which made perfect materials for barricades. As at Gardiner’s Corner, the mounted charges were unable to make headway, and the women in the tenement buildings began throwing everything they could lay their hands on down on the police, forcing them to retreat and, after taking shelter in the lock-ups, to surrender. The demonstrators took their helmets and truncheons and told them to ‘shove off!’ More than a hundred were wounded in the riot, and eighty-three anti-Fascists were arrested. The next day, many of them were sentenced, like Charlie Goodman, to four months’ hard labour. At about six in the evening, the news came through that the march through the East End had been cancelled on the orders of the Police Commissioner, after consulting with the Home Secretary. The demonstrators were elated, while there was despair among Mosley’s followers. They had waited with their ‘Leader’ for almost six hours, ‘kettled’ by the police in Royal Mint Street. The setback was significant, not simply because the march had been stopped, but because of the violence which it triggered.

For the left, by contrast, the Battle of Cable Street was a tremendous victory. The three thousand blackshirts did not pass, as the anti-Fascist demonstrators prevented the police from ushering Mosley’s ‘stormtroopers’ through the East End, a victory which proved a decisive blow from which the British fascists never recovered. It brought together, at least for the following year, a fractured movement that had long been divided on sectarian and ideological grounds on the major issues of the day. It also united people from different ethnic and religious groups and across classes. One of the leaders of the ‘resistance’ recalled that the most amazing thing was to see a silk-coated religious Orthodox Jew standing next to an Irish docker with a grappling iron. A number of men, like Frank Lesser, took such pride in having stopped the Fascist march that they were motivated to volunteer to fight Franco:

It seemed to me that the fight against Fascism had to be fought in England, it had to be fought, and I went to fight it a year later in Spain too. 

The Downing Street Declaration & the Public Order Act:

In the aftermath of the events on Cable Street, the Cabinet met on Wednesday 14 October, with the disturbances at the top of the agenda together with the marches and protests of the unemployed which were happening at the same time. It was not only the disciplined ‘Crusade’ of the men from Jarrow which concerned the ministers. Two other marches were heading through the capital at the same time. One of these was a three-pronged demonstration led by the NUWM against the means test. The prospect of more revolutionaries fighting on the streets of London with the police after the debacle of the previous week in Stepney was more than the politicians could stomach. Some form of action was needed, but it was unclear what the government could do to stop the marches. Stanley Baldwin had recovered enough from a two-month illness to chair the meeting and called on Sir John Simon, the Home Secretary, to report on the situation in general and specifically on Cable Street.

Two days earlier, eight days after the riot, the steely-cold Sir John had produced a Memorandum for the Cabinet that showed the degree of concern that he and his colleagues felt. They had faced an almost complete breakdown of law and order on the streets of the capital. The police had been unable to control the demonstration, nor had the Fascists been able to march, as was their right. More clashes were likely as Communists, buoyed up by success, took to the streets again to prevent further Mosley rallies. and demonstrations. The stopping of the march at Cable Street was a blatant denial of free speech to the BUF, as well as a victory over the legitimate authorities. As Mosley complained:

We were prevented from doing what we had done before, marching through London where we had tremendous support and would certainly have won a parliamentary seat.

Then he told his colleagues that nothing should be done to prevent orderly bands of demonstrators marching where they planned. Perhaps surprisingly, however, those who had stopped the BUF in its tracks and beaten back the police were not the object of Simon’s wrath. Instead, he singled out Mosley and his blackshirts for their provocative behaviour and drew attention to their uniform. There was something essentially un-British about a political party dressing up and strutting around in military-style. The Home Secretary spoke of the intense resentment that it caused in the country at large, with the assumption of authority by a private army. That was bad enough, but what was worse was Mosley’s aping the anti-democratic régimes of Europe, where the wearing of black or brown uniforms led to the overthrow of popular liberties … Sir Oswald makes no secret of his desire to follow the German and Italian examples. Simon told the Cabinet that the men and women who dressed as blackshirts looked much smarter than when wearing their everyday clothes. He thought this added to the appeal of the Fascists among poorer people. There was only one solution: uniforms had to be banned.

He also suggested that, on the subject of ‘hunger marches’, action be taken to minimise the risk of violence and that the newspapers should be made aware of the futility of these marches. Baldwin agreed that selected journalists should be briefed so as to counter the favourable publicity given to the marchers and that no ministers would meet any deputations of marchers. Clearly, the ‘nightmare’ on Cable Street was, in part, what led the government to take its hard-line over the presentation of the Jarrow petition. However, the Labour Party conference’s decision not to back the Crusade made it easier for the government, and the ‘Downing Street Declaration’ echoed the speeches which questioned the desirability of getting ill-fed men to march.

Banning uniforms was just one of several measures needed to deal with the disturbances, Simon said. He also threw in a restriction of liberty. He told the Cabinet that the onward thrust of modernity had made the police’s job impossible. Thousands of people could now be summoned at short notice by radio and newspaper., they could travel quickly by public transport, and they could be harangued by demagogues using microphones and loudspeakers. These developments, combined with ‘the European crisis’ and the hysterical fear that an anti-Jew agitation might gain the mastery in this country, meant that the authorities had to have the right to be able to stop demonstrations in future if they feared they might lead to disorder. The Cabinet agreed.

Despite the limitations on freedom of speech, a bill went before Parliament less than a month later. But to the Cabinet’s frustration, the legislation giving the police powers to ban demonstrations was weeks away from enactment. The government restricted BUF activities by enacting The Public Order Act banning political uniforms and allowing the police to ban marches for three-month periods. A coalition of all sides of the Commons came together to stop Mosley, united in hatred of the blackshirt as a political tool, and in loathing of his politics. It was a thoroughly partial piece of legislation in the first instance. Its practical purpose may have been to prevent the recurrence of violence on the scale of the Battle of Cable Street, but its political effect was to cripple the BUF. Denied their uniforms, prevented from marching purely at the discretion of local police, their extra-parliamentary party went into sharp decline. Mosley had few friends at Westminster and he claimed that the British Government had surrendered to red terror.

This forced the BUF back to using more conventional and constitutional political methods. Electorally, they had some local success in the East End. Although the BUF gained support in Manchester, Liverpool and Leeds, the East End remained its heartland.  In the London County Council elections of March 1937, the BUF won twenty-three per cent of the vote in North-East Bethnal Green, nineteen per cent in Stepney (Limehouse in Clement Attlee’s constituency) and fourteen per cent in Shoreditch. Nonetheless, the fascists failed to win more widespread support. BUF membership (as far as we can tell) rose from seventeen thousand in early 1934 to between forty and fifty thousand by July, organised in four hundred branches. After dropping from that peak to five thousand within a year, it recovered to 15,500 during 1936, reaching 22,500 by the outbreak of war. More generally, the fascists were unable to win parliamentary seats, not even in East London, despite Mosley’s certain declarations that they would. The BUF had no doctrines except jingoism, a professed love of the British flag and the Royal Family, and hatred of Jews and Communists.

In any case, the voting system worked in favour of the two dominant parties. The Conservative Party remained attractive to the middle classes and the BUF was unable to compete with Labour and the trade unions for the support of the unemployed. As the economy improved in the 1930s, the attraction of a political alternative diminished. The Communists and the Fascists met and fought from time to time, but the habit never became a public menace as it had been in Berlin in the Thirties where it was extremely easy for anyone to be caught up in some skirmish between Nazis and Communists and be beaten up or, quite often, never heard of again.

A Popular Front – Parliamentary Politics & Protest:

In January 1937, the first issue of Tribune was published, its controlling board including Bevan, Cripps, Laski, H N Brailsford and Ellen Wilkinson. Later that month the United Campaign was launched at a great meeting at the Manchester Free Trade Hall. Stafford Cripps, James Maxton and Harry Pollitt appeared on the platform, and Nye Bevan, Tom Mann, Willie Gallacher and Fenner Brockway were among the principal signatories to the manifesto. As the non-interventionist right-wing fought back, the United Front packed meeting after meeting with thousands of Labour, ILP, Socialist League, Communist and trade union supporters, organising practical aid for their Spanish comrades with devoted intensity. Eventually, the Popular Front won wide acceptance, with David Lloyd George and Harry Pollitt sharing a platform and Clement Attlee visiting the remaining International Brigade soldiers in Spain.

From its outset, the Spanish Civil War had absorbed the attention of the international community. It served as a kind of litmus test for whether democracy would survive or Fascism would triumph. In 1938, the outcome of this ideological conflict was more unsure than ever. The official line of the powers, sanctioned by the League of Nations, remained one of non-intervention, a policy willfully ignored by Italy, Germany and the Soviet Union. The extreme polarisation of political forces inside Spain, together with the active intervention of Italy and Germany on behalf of the insurgents and the Soviet Union supposedly championing the cause of the Left, turned the Spanish Civil War into the ideological cause célebre of the late 1930s. Conscious that the conflict accentuated the division of Europe into Left and Right, the National Labour MP, Harold Nicolson inclined towards a more robust anti-Franco line in the belief that the government had been ‘weak and confused over the Spanish question’. At a dinner party, he told Anthony Eden, the Foreign Secretary, that he wanted ‘the Reds to win’. The destruction of Guernica, the ancient Basque capital, on 26 April 1937 by bombers of the German Kondor Legion had reinforced his feelings. He wrote to his wife Vita …

… I do so loathe this war. I really feel that barbarism is creeping over the earth again and that mankind is going backward.

At the end of February 1938, Anthony Eden resigned as Foreign Secretary, ostensibly over Chamberlain’s precipitate and inept handling of Anglo-Italian relations. As a National Labour MP, there was nothing Harold Nicolson could do about the doleful events in Germany, but Eden’s resignation affected him deeply. He had loyally upheld Eden’s handling of British foreign policy, and did not want to become ‘one of Winston’s brigade’. But he had come to the unavoidable conclusion that ‘National Labour’ had ceased to exist as a separate entity. Nicolson was determined to defend Eden, whose resignation speech, muddled and indecisive, had not gone down well. The Foreign Secretary, he revealed to the restless MPs, had resigned not over ‘a little point of procedure’, but on ‘a great question of principle’. He lashed into Italy, …

… a country which has continuously, consistently, deliberately and without apology, violated every engagement into which she has ever entered … our great principles of policy … the rule of law , the theory of the League of Nations, the belief in the sanctity of treaties … butchered to make a Roman holiday.

His speech was warmly received by other critics of Chamberlain’s government, including Lloyd George and Churchill. Supporters of the government thought it damaging to ‘the cause of peace’. But Nicolson had no doubt that Chamberlain was blindly leading the country into a political and diplomatic minefield:

 … their policy is nothing less than the scrapping of the ideas which have been built up since the war and the reversion to the old pre-war policy of power politics and bargaining. This means: (1) that we shall have to buy the friendship of Italy and Germany by making sacrifices. (2) That this frienship will not be worth tuppence once is is bought. And (3) that in doing so we shall sacrifice the confidence of France, Russia, the United States and all the smaller countries.

For many, ‘Tricky Chamberlain’ no longer inspired trust, but nor did the National Labour Party that had behaved like worms and kissed the Chamberlain boot with a resounding smack. But the die-hard Tories were jubilant at having flushed out all the nonsensical notions of the past and having got back the good old Tory doctrines. Nicolson’s pessimism intensified when, on 12 March, German forces crossed into Austria and Hitler proclaimed the Anschluss. Although he still sat on the government benches, he emerged as a leading critic of the government’s foreign policy, claiming that we are going to let Germany become so powerful that she will begin to dictate to us. The Anschluss passed off to whispers of protest, but Spain remained a burning issue. Four days after Hitler’s coup, with Franco’s troops on the offensive, Nicolson spoke out forcefully on the issue. He began by expressing his ‘deepest sympathy’ with the Spanish government and his ‘deepest hatred’ for Franco. A Franco victory, he pointed out, would gravely menace Britain’s interests and security. A free Spain, he stressed, had traditionally been of immense strategic advantage to Britain.

May Day 1938 was one of the largest since 1926 and the message was ‘Spain above all’. Herbert Morrison spoke from the Labour platform, reminding his audience of the heroic Spanish people and their fight against foreign invasion. Hammersmith Labour Party carried a banner announcing that it had collected five hundred pounds to send an ambulance to Spain and West London engineers paraded a motorcycle of the type they had sent. Everywhere in the procession were the tricolour flags of the Spanish Republic, and a red banner proclaimed, Spain’s fight is our fight. Tens of thousands assembled at the eight platforms in Hyde Park to hear speakers from every section of the labour movement call for arms for Spain and the end of the Chamberlain government. As the long column of marchers entered the park, the loudest cheers came for the wounded members of the International Brigade, closely followed by a group of women of the Spanish Medical Aid Committee (pictured below), dressed in nurses’ uniforms, collecting to buy milk for Spanish children.

Parliamentary Opposition to Appeasement:

In the view of Harold Nicolson, Neville Chamberlain was an ‘ironmonger’ who had no conception… of world politics and was quite unsuited to the task of concluding a successful negotiation with Hitler at Berchtesgaden in September 1938. It soon became apparent that Chamberlain, who didn’t care two hoots whether the Sudetans were in the Reich or out of it, had brought back sn agreement that, in principle, ceded to Germany the Sudeten German areas, provided the cession be achieved peacefully. Anglo-French pressure mounted on the Czechs to accept this arrangement.  At one stage, ‘Baffy’ Dugdale, a National Labourite and member of the Executive of the League of Nations Union, rang up Harold to tell him that she had been sick twice in the night over England’s shame’, and had thrown up again after having read in The Times that the terms submitted to the Czechoslovak Government could not … be expected to make a strong ‘prima facie’ appeal to them. Thereupon, she had resigned from the Party. Nicolson himself penned a note of protest to ‘Buck’ De La Warr about National Labour’s refusal to speak out on the issue: He would consider his position.

Chamberlain returned empty-handed from the second round of talks held at Bad Godesberg on 22-23 September, but he was given a ‘blank cheque’ from public opinion for his peace efforts. Nicolson told Churchill that the international situation would bring about the end of the British Empire. They discussed tactics should Chamberlain decide to ‘rat again’. They agreed to press for a Coalition Government and the immediate application of war measures since war seemed imminent.  On 28 September, the House of Commons convened to hear the PM clarify the chain of events leading to the crisis. As he entered the Chamber he was greeted by shouts of applause from his supporters, many of whom rose in their seats and waved their order papers. The opposition remained seated and silent, as did Harold Nicolson, ostensibly a government supporter. The next day he addressed a meeting of the National Labour group in Manchester, hitting out at the Government and its advisors, which rallied the Chamberlainite supporters against him. Matters worsened when he voted against a resolution of the National Labour Executive pledging to support the PM, leading to accusations of ‘dishonourable behaviour’.

The high point of Nicolson’s parliamentary career was his attack on the government’s foreign policy after the Munich agreement. His stand was uncompromising and brought him much credit from the opposition. Hitler, he stated, had three aims: to swallow the Sudeten Germans; to destroy Czechoslovakia and to dominate Europe. We have given him all those three things, he stated. He would have given him the first of these three, as the Sudetenland was not worth a war. But by Chamberlain’s capitulation on this point, a deadly chain reaction had been set off that led, inexorably, to total surrender. He went on:

The essential thing, the thing which we ought to have resisted, the thing which we still ought to resist; the thing which I am afraid it is now too late to resist is the domination of Europe by Germany … this humiliating defeat, this terrible Munich retreat (is) one of the most disastrous episodes that has ever occured in our history. … The tiger is showing his teeth, the cage door is open; the keeper is gone … we have given away the whole key to Europe. … Germany will have the whole of Europe in a stranglehold. …

… I know that that those of us who believe in the traditions of our policy … that the one great function of this country is to maintain moral standards in Europe, to maintain a settled pattern of international relations, not to make friends with people whose conduct is demonstrably evil … but to set up some sort of standard by which the smaller Powers can test what is godd in international conduct and what is not – I know that those who hold such beliefs are accused of possessing the Foreign Office mind. I thank God that I possess the Foreign Office mind.

There were other powerful anti-government speeches, by Churchill and Duff Cooper (the only cabinet member to resign), but they hardly dented the government’s huge majority. By 366 votes to 144, the House declared its confidence in the government’s appeasement policy. Thirty Conservative MPs abstained and thirteen remained in their seats. Nicolson, a National Labour ‘rebel’ was among them. The dominance of the National Government and the fragmentation of the Opposition, confirmed at the General Election of 1935, meant that the case of the rebels was not strengthened by their counter-proposals – increased rearmament, grand coalitions, a revivified League, or claiming the high moral ground. Without a proper Opposition, the Commons was barren of new ideas. Those preoccupied with making British foreign policy, tormented by the memories of the horrors of the Great War, were inclined, also on moral grounds, to satisfy Germany’s ‘legitimate grievances’, above all conscious of Britain’s defensive weaknesses and the French lack of will to fight. Also using the tiger metaphor, the Chiefs of Staff presented the Cabinet with a paper on 23 September that to attempt to take offensive action against Germany … would be to place ourselves in the position of a man who attacks a tiger before he has loaded his gun.

Winter of Discontent – Sit-in at the Ritz:

The fight against unemployment in Britain continued to the end of the decade. By the winter of 1938-39, the NUWM had changed their tactics from national marches and demonstrations to a series of localised stunts aimed at focusing attention to their demands for winter relief. Their three-point programme called for additional winter unemployment payments of two shillings and sixpence per adult and one shilling per child. They also demanded a national scheme of public works at trade union rates of pay and the opportunity to put their case directly to the ministers concerned. The picture below was taken on 20 December 1938, when two hundred unemployed men made their way to Oxford Street, crowded with Christmas shoppers. They stepped off the pavements and laid down in the roadway bringing the heavy traffic to an abrupt halt. The weather was bitterly cold and snow had been falling as the men covered themselves with posters calling for bread, work and winter relief. Two days later, a hundred men strolled into the Grill Room of the Ritz Hotel, seating themselves at the tables laid for dinner. They followed this by capturing the UAB offices and holding an officer prisoner, flying of a banner from the Monument in the City of London and chaining themselves to the railings of labour exchanges.

However, in 1939, the threat of war overshadowed domestic problems. Opposition to the ‘appeasement’ policy after the Munich agreement was a lost cause. So too was the League of Nations Union, which was ‘practically dead’ and the National Labour Party was in no better shape. Nicolson devoted his energies to helping refugees from Franco’s Spain and co-operating with Eleanor Rathbone in her work with deprived children in Britain. He also joined the National Committee for Rescue from Nazi Terror and helped the Zionist cause.

For the Labour movement as a whole, the war strengthened the commitment of ‘no return to the thirties’ even before the thirties were properly over. As Harold Nicolson motored home from Westminster to Sissinghurst in Kent on 3 September, a convoy of evacuees overtook them. From one of the trucks, an elderly lady accompanying the children leaned out, shook her fist and shouted: it’s all the fault of the rich! Harold commented in his diary:

The Labour Party will be hard put to it to prevent this war degenerating into class warfare.

The Eden Memorandum on Migration to Palestine:

The National Archives in London has recently released a secret document from 8 August 1944, a Memorandum prepared for the War Cabinet by Foreign Secretary, Anthony Eden, of an “offer” from Admiral Horthy, the Regent of Hungary, that, provided the United Kingdom and the United States governments could find sufficient accommodation, the Hungarian government would be prepared to allow all Jewish children under ten years of age, with visas for other countries, and all adults and children with Palestine immigration certificates, to leave Hungary. Horthy also announced that there would be no further transportations of Jews to Poland, i.e. to Auschwitz. This document, and the attached correspondence between Washington and Whitehall, is significant in that it clarifies the controversy about if, when and how Horthy acted to bring the deportations to an end, and to enable the remaining Jews (mainly trapped in Budapest, many of them refugees from other countries) to seek asylum elsewhere. The matter was discussed at the War Cabinet Committee on Refugees meeting on 4 June, although Eden himself was not present. The Government faced a dilemma, since refusing to accept this offer would result in a hostile public reaction both in the United States and Britain, but accepting it would be ‘risking civil war in Palestine owing to the inroad of Jews from Hungary into the Levant.’  Despite the obvious urgency of the situation, the Cabinet reached a ‘no-decision’. The proposal of the International Red Cross for the almost immediate removal of 41,000 Jews from Hungary to Romania alarmed the meeting, which was generally against joining the US in accepting. The Secretary of State for the Colonies argued that the British Empire would be signing a blank cheque which we could not honour.

Although both Foreign Office and Home Office secretaries argued that the offer should be accepted in concert with the USA, they felt that in doing so the US Government must accept that the British authorities should not be forced to deliver the impossible in terms of accommodating the refugees, and it was eventually agreed to extend the transit camp originally established for Yugoslav refugees, especially to contain a potential sudden influx of immigrants to Palestine. There had even been suspicions expressed within the Cabinet that Hitler himself had inspired Horthy’s offer in order to create fundamental difficulties for the Allies in the Near East by allowing an exodus of Jews. Certainly, at this point, we know that the Regency in Budapest was incapable of acting independently from the occupying Nazi forces and Hitler’s all-powerful agent in the capital, Veesenmayer. It was not until the end of the month that the Romanians defected from the Axis camp and it became possible for a more independent Hungarian government to be formed again, so the Allies were rightly cautious about any overtures from Budapest at this stage.

Colonel Koszorús’ Unparalleled Action:

However, not to accept the offer would give the Nazis and the pro-Nazi Hungarian government a propaganda coup, and Eden agreed that the acceptance of the offer should be widely publicised and that the Dominion governments should be asked to help in receiving some of the refugees. He also suggested that it might be necessary to establish a transit camp in Syria in order to prevent the situation in Palestine from becoming ‘acute’. In a flurry of telegrams, the US Government agreed to wait before accepting the offer until after the full British War Cabinet on 8th, although before writing his Cabinet memorandum, Eden had already sent a third telegram to Washington signalling the British Government’s acceptance, subject to the detailed terms of transport and accommodation being agreed by the two governments. What effect this agreement had in Hungary we do not yet know, neither can we say that the deportations had been ended by this time, whatever the Regent’s intentions might have been. Horthy had originally ordered their suspension on 6 July, but a further 45,000 Jews from Transdanubia and the County of Pest had continued to be deported after that date. The most effective action to shield the Jews of Budapest had been taken on the initiative of Colonel Ferenc Koszorús in July, having important consequences for the survival of the Regency into the later summer and autumn:

On the fiftieth anniversary of the Holocaust, Congressman Tom Lantos, a survivor of the Holocaust himself and a liberal Democrat who served as Chairman of the United States House Committee on Foreign Affairs, recognised Colonel Ferenc Koszorús:

‘Colonel Koszorús’ unparalleled action (in July 1944) was the only case in which Axis powers used military force for the purpose of preventing the deportation of the Jews. As a result of his extraordinarily brave efforts, taken at great risk in an extremely volatile situation, the eventual takeover of Budapest by the Nazis was delayed by three and a half months. This hiatus allowed thousands of Jews to seek safety in Budapest, thus sparing them from certain execution. It also permitted the famous Raoul Wallenberg , who arrived in Budapest on 9 July 1944, to coordinate his successful and effective rescue mission…’

We know that the Sztójay Government had rescheduled the deportation of the Budapest Jews for 27 August, but the Romanians switched sides on 23rd, and it was Himmler who cancelled any further deportations on 27th.

Raids on the Roma & Horthy’s ‘Hiatus’:

Throughout August and September, the horrors of ‘all-out’ warfare had continued within Hungary and its occupied territories, with massacres by government troops and continued forced marches. These were also experienced increasingly by the Roma communities (pictured above). In August and September, the remaining Roma were subjected to raids on their villages, pressing the men into forced labour companies. The first massacre of gipsies took place on 5 October in Doboz, Békés County, where twenty Roma, including women and children, were killed by hand grenades and machine-guns of the Hungarian first armoured division’s military police, acting together with the local gendarmes. Later that month, the Roma were ordered not to leave their permanent residences. At the same time, there were some signs of hopes for peace that late summer. Regent Miklós Horthy could no longer stomach the activities of Eichmann’s SS, and this led to a ‘hiatus’ in the anti-Jewish campaign. On 29 August he sent word to Edmund Veesenmayer that he had decided there would be no more deportations, at least for the time being. With the transportation of Jews from the provinces completed, there were only the Jews in the capital left. Himmler approved the suspension of deportations and the continuation of negotiations through Kasztner and Brand. Himmler, like the Hungarian government itself, had been thinking of an acceptable way of bringing the war to an end. Once back in his office in Budapest, Kasztner was astonished to learn from Dieter Wisliceny that Eichmann and his unit had been ordered out of Hungary. You have won, the Nazi officer told him, the Sonderkommando is leaving. Eichmann, furious with Himmler’s vacillations, retired to sulk at his estate near Linz. The latter later compensated him with the order of an Iron Cross, ‘Second Class’.

In spite of the change to a more ‘neutral’ government under General Lakatos, Hungarian troops occupied parts of Southern Transylvania, Romania, and massacred hundreds of Jews, starting on 4 September. Soviet units then reached the borders established by Trianon later that month and then moved across these into Szeged, where Horthy had begun his journey to power twenty-five years earlier. His failure as an Axis ally was now complete as a gigantic tank battle took place around Debrecen in early October. By mid-October, the Soviet Red Army entered the outskirts of Pest and Horthy, finally, tried desperately to agree on an armistice. Throughout the short period of Géza Lakatos’ premiership, rumours had abounded in Budapest that Horthy was getting ready to exit the war and that all he needed was an honourable way out. He wanted to sue for peace, but not if that peace included Stalin. The British and the Americans were not interested and insisted that nothing less than unconditional surrender would do. Horthy’s insistence on hanging onto his German alliance, however reluctantly, did not help his country’s cause. In final desperation, Horthy sent Lieutenant General Gábor Faragho across the front lines to present Hungary’s case to the Russians. On 11 October, Faragho cabled a draft armistice agreement from Moscow requiring Hungary to give up, once again, its historic territories in Transylvania, everything he had fought for during his years as head of state. Horthy’s hesitation over this gave the Germans the time they needed to prepare a coup.

On Sunday morning, 15 October, there were rumours that the Regent’s son had been abducted, together with a general and two senior officers. It was a warm, sunny autumn morning. German planes had dropped leaflets over the city urging a rebellion against the government. Politicians had also been arrested. Hungarian Radio announced that the Regent would make a general proclamation at 1 p.m. In a soft and shaky voice, Horthy gave a long, detailed statement, in which he announced his decision to sign a separate peace treaty with the Allies, that Hungary had withdrawn from the war and had declared that it is returning to its neutral status. All laws relating to the repression of the Jewish population were revoked. The Reich had lost the war and had also broken its obligations to its Hungarian partner when it had occupied the country in March and arrested many Hungarian citizens. He blamed the Gestapo for dealing with the “Jewish problem” in an inhumane way and claimed that his nation had been forced to persecute the Jews.  The news spread like wildfire on what was a glorious autumn afternoon: Anna Porter has described the scenes…

…the sun was shining and the trees along the boulevards displayed their startling red, yellow and deep-purple colours as if the horrors of the past few weeks had not happened, as if the houses lining the avenues had not been turned into rubble. People came out of their cellars, put on their best clothes and walked, holding hands and greeting each other as in peacetime. Many Jews who had been in hiding paraded their newfound freedom; some tore the yellow stars off their breasts and ordered shots of pálinka in bars where they used to go, or dared to use a public telephone and take rides on streetcars where the tracks had not yet been bombed..

But the atmosphere of general euphoria did not last long. The Germans had listened into every conversation in Buda Castle and were not surprised by the attempt to break free. They were aware of the plan to bring two Hungarian regiments into the city and knew of the arming of the Jewish battalions. German troops and armoured vehicles appeared on the streets of Budapest and set up control points. A further announcement came over the waves: Horthy had been forced to abdicate, and the Hungarian Arrow Cross (Nazi) party has formed a government under its leader Ferenc Szálasi. Hungary was back in the war on the Axis side, and all anti-Jewish legislation was back in force. With the Arrow Cross in charge, the Jews realised that Eichmann would be back to complete their transportation and that random killings would be carried out by the Arrow Cross units themselves. Tom Leimdörfer recalls his family’s fears:

The lives of all of us were in immediate danger. What followed was six months of hell redeemed by some amazing bravery and kindness on the part of some who were willing to risk their lives for us.

Rudolph (Rézső) Kasztner, unlike the members of the Jewish Council, had no faith in Horthy’s protestations that he had been duped into allowing deportations in the first place and even less faith in Himmler’s change of heart. He pressed on with his negotiations for the lives of the remaining Jews of Budapest, Bratislava and Kolozsvár. In the late summer of 1944, a bloody insurrection erupted in Slovakia. A few parachutists from Britain and two Soviet airborne brigades also took part in the uprising, as did some Jewish partisans, including Rudolf Vrba, one of the authors of The Auschwitz Protocols. The uprising failed and led to further reprisals against Bratislava’s Jewish community. In Budapest itself, there was what Kasztner described as a brief lull in the terror in the early autumn. Nevertheless, there was a widespread belief that the Germans would pack up and go home. The cafés and restaurants were full, and no-one left even when the sirens sounded. By mid-October, the Second and Third Ukrainian Fronts were ready to execute Stalin’s order to take Budapest quickly. Arrow Cross newspapers accused the Jews of signalling bombers from rooftops, directing bombs to specific targets. Raoul Wallenberg had opened the door of the Swedish Embassy and directed his staff to hand out Swedish protection papers to all Jewish applicants. The certificates claimed that the holders were Swedish citizens awaiting exit visas. The number of Jews with official Swedish papers exceeded 4,500 by the end of October, and another three thousand fake Swedish certificates were handed out by the Rescue Committee and its Halutz workers. They all waited for permits to leave the country and be allowed into Palestine. The Swiss Red Cross had received over three million Swiss francs from the Jewish ‘Joint’ in the US to pay for food in the protected Star Houses bearing the Swedish colours and in the Columbus Street camp.

Tom Leimdorfer, pictured here as a young child during the war, has narrated the effect of the events of 15 October on his family’s struggle to survive in Budapest, and especially in terms of their decision to go into hiding:

By now, my grandparents (Sári and Ármin) and my aunt Juci all lived in our flat. Juci’s husband Gyuri was in a labour camp. He had a dreadful accident there in March 1943 when he fell off a scaffolding. For some time, his life was in the balance, but he recovered albeit with a back injury which gave him much pain for the rest of his life. He was allowed home when he was in plaster recuperating, but was then back again in the forced labour camp outside Budapest. As the family wondered what to do on the evening of my eventful second birthday, Dr. Groh arrived. A kindly medical consultant, he was one of my grandfather’s customers who became a friend. He was a Roman Catholic who was appalled by the treatment of Jews and by the apparent acquiescence of his church. He said we were in danger and should leave our home immediately as Jews were being herded from ‘marked’ houses to designated ghettos. He insisted that we should all (15 of us!) go into hiding with his family even though that risked their lives.

Dr. Groh and his wife had six children. They made a room available for us and kept its shutters closed. For the next eight days we huddled together in that room, joining the family when there was nobody around who might report our presence. With Arrow Cross gangs and police raids everywhere, this was not a safe hiding place and the Groh family were at great risk. In spite of their protests, we crept back to our home one night to pick up some essentials and left for different destinations. Soon after we left, an Allied air raid hit the Groh’s house and tragically one of their daughters was killed. The room where we had been hiding was a pile of rubble.

My mother and I first headed across the Danube to the Pest side, to a house protected by the Swedish Embassy, where ‘Feri bácsi’ and ‘Manci néni’ (my grandparents younger siblings) were already staying. The Swiss and Swedish embassies as well as some churches had tried to set up ‘protected houses’ outside the overcrowded main Jewish ghettos. These were not always ‘safe’ as the Arrow Cross raids were unpredictable and (depending on the particular gang commander) would carry out atrocities without respect for any foreign diplomacy or even orders from their own Nazi puppet government, with its very thin veneer of legality. There were no more trains for Auschwitz, but there were the ‘death marches’ towards Austria organised by Eichmann as well as the random Arrow Cross raids. Diplomats such as Raoul Wallenberg did all they could to thwart the murderous onslaught by distributing Swedish and Swiss passports and demanding safety for their ‘citizens’, by declaring houses as being under their protection and by threatening allied retribution after the war. With the Russian army advancing, this had some effect.

 

After the Arrow Cross coup d’état on 15 October, tens of thousands of Jews of Budapest were sent on foot to the Austrian border in death marches, and most of the remaining forced labourers under Hungarian Army command were deported to Bergen-Belsen. One of these forced labourers was the poet, Miklós Radnóti.

On the same day the War Cabinet met in London, 8 August to discuss the proposed evacuation of Jewish children from Budapest, Miklós Radnóti wrote the following from his work camp in the mountains above Zagubica in Yugoslavia:

ROOT 

Root, now, gushes with its power, 

rain to drink and earth to grow,

and its dream is white as snow.

Earthed, it heaves above the earthly,

crafty in its clamberings,

arm clamped like a cable’s strings.

On its wrists pale worms are sleeping,

and its ankles worms caress;

world is but  wormeatenness.

Root, though, for the world cares nothing,

thrives and labours there below,

labours for the leafthick bough;

marvels at the bough it nurses,

liquors succulent and sweet,

feeds celestially sweet.

Root is what I am, rootpoet,

here at home among the worms,

finding here the poem’s terms.

I the root was once the flower,

under these dim tons my bower,

comes the shearing of the thread,

deathsaw wailing overhead.

Radnóti’s words continued to be prophetic. The death saw continued to ‘wail overhead’ for many caught up in the Hungarian holocaust. Miklós Radnóti himself was one of these, and one of Hungary’s greatest poets of the twentieth century. Born in Budapest in 1909, from its very beginning, Radnóti’s life was overshadowed by tragedy. At his birth, both his mother and twin brother died. The ‘Numerus Clausus Act’ of September 1920, the first anti-Semitic law in Europe, required that the number of Jews in Hungarian universities be reduced to six per cent. Barred from the University of Budapest, Radnóti enrolled at Szeged University, where he read French and Hungarian literature and was awarded a PhD in 1934. In response to the country’s shift to the right, there were a number of groups arising on the centre-left, liberal, populist and social democratic. Continuing in the liberal tradition of the nineteenth and early twentieth-century Hungarian poets, Radnóti was among the young people in favour of social change. He joined the Art Forum of Szeged Youth, a populist movement addressing the plight of Hungarian peasants, supporting agrarian reform. Drawing on Hungarian folklore, they identified with the national poet Sándor Petőfi and musicians like Béla Bartók and Zoltán Kodály.  Inspired by the left-wing idealism common among writers and artists of the time, both inside Hungary and from outside, Radnóti cherished the values he developed in this group for the rest of his life. He also insisted on his identity as a Catholic and a Hungarian poet for the rest of his life, though his country branded him as a Jew. Once identified as such, regardless of his own detentions, he was effectively sentenced to death.

Despite his darkest premonitions, Radnóti’s work also continued to flourish, especially after his marriage to his high school sweetheart, Fanni Gyarmati, who had been the central focus of his love poems since the late twenties. By the late thirties, he was widely recognised in literary circles. However, within three years, from 1938-41, three sequences of anti-Jewish laws were introduced. The first two defined who was Jewish and regulated the percentage of Jewish participation in various economic activities. The third created a forced labour system that became responsible for tens of thousands of deaths, including that of Radnóti himself. Following the Nazi blitzkrieg on Poland, he anticipated the full-scale destruction of Hungary, and became sick in the stomach, ridden by insomnia and near to collapse. Nevertheless, he recovered sufficiently to produce work of great innovation in the lyrical tradition, combining the classical forms of the ancients with modern sensibilities. In 1938 he published a collection of poems, Steep Road, and in 1940, three more collections, including a volume of prose writing, a selection of translations and his own Selected Poetry. Two more volumes followed in his lifetime.

He was caught up in the whirlwind of the Hungarian Holocaust which followed the Nazi takeover of the country in March 1944. He suffered unspeakable deprivation and died a horrifying, anonymous death. Taken by a freight train from Hungary to Yugoslavia in May 1944, he was shot and buried in a mass grave with twenty-one other forced labourers, on an unknown date between the sixth and tenth of November. He left behind poems of the utmost beauty and rarity that both express and illuminate Hungarian culture. Many of them convey moods and perceptions untainted by the horrors, while others offer first-hand accounts of the wholesale murder. Taken as a whole, they reveal the wide range of Radnóti’s imagination and the obligation he felt to give testimony to an existence engulfed by catastrophe. As well as being masterworks in the annals of the poetry of the last century, they are also documents of destruction. Through them, Radnóti subverted the horror of the Holocaust, in helping us to understand it.

Much of what he started, however, he was unable to finish, as from 1940 he was called up three times into slave labour units. He was worked to exhaustion in coalfields, sugar plants and ammunition factories during his first two call-ups and in his last, he was taken to the copper mines in Bor, Yugoslavia. However, under pressure from Soviet and Partisan forces, the German Army was forced to evacuate the Balkans. Radnóti’s squad was force-marched back to Hungary, to be transferred from there to slave-labour camps in Germany. Cold weather, exhaustion, hunger, savage beatings and killings meant that of marching column which contained 3,600 men on leaving Bor, only eight hundred crossed the Hungarian border. Marching on through Western Hungary in November, Radnóti began to lose his strength. His feet were covered with open blisters, such that he could no longer walk. It was probably on 8 November that the squad reached a brickyard in a town near Győr, where they spent the night. Next day three NCOs of the Hungarian Armed Forces separated Radnóti and twenty-one others from the column. Crowding them onto two borrowed carts, they took them first to a hospital, then to a school housing refugees. Neither had room for them, so the soldiers took them to the dam near Abda, where they were ordered to dig a ditch. The guards then shot them one by one into the ditch.

When his body was exhumed a year and a half later, his last poems, stained by dirt and blood, were found in the pocket of his raincoat. Within a few years of the end of the war, his poems, including these resurrected ones, became well-known to Hungarians, exalting and moving millions of them in the continuing gloom which followed. Radnóti’s place among the Hungarian masters was confirmed. Until now, they have not been so well-known outside Hungary, but Ozsváth and Turner’s recent volume seeks to call the attention of the English-speaking world to them, giving them the means to resound… and communicate the vital, immediate sense which characterizes the original. Radnóti’s last volume of poetry, Foamy Sky, was published posthumously in 1946, a volume which did not then contain the last five poems. Only after his body was exhumed were these five poems found, inscribed in the small camp notebook (pages of which are shown below) he had obtained in Bor. Two years later, the entire and complete volume was re-published. Since then it has been re-published many times in Hungary, but never in English, until now. Ozsváth concludes:

…the unforgettable formal music of his poems not only preserves his most personal perceptions but also echoes the lives and culture of all those who were murdered in the Holocaust.  And while they give account of the darkest hours of history, they also demonstrate the tremendous power of the human spirit to triumph over death.

013The Swiss & Swedish Missions:

Meanwhile, the remaining Jewish population of Budapest were living at the same subsistence level as the general population, despite the claims of the political far right that they were having a cushy time. As a result of the persistent removals of rights, men away on compulsory forced labour, and the deaths of many in the process, mass impoverishment and demoralisation were more and more in evidence. Applications to officialdom from widows who had lost husbands went unanswered. The Jews’ yellow ration cards bought less food of inferior quality in the shops.

The Swedish and Swiss embassies and their diplomats Wallenberg, Anger and Lutz did all they could to ameliorate these conditions and to protect the Jews against recurrent threats of deportation, providing safe houses, exemptions from wearing yellow stars and from forced labour in the army. Wallenberg was appaled at the helplessness of the Jews crammed into the starred houses. Those in need were quickly given financial assistance. A wide range of Jews doing forced labour, who were reduced to rags, were helped and enabled to obtain shoes and clothing. A separate purchasing section of the Swedish Embassy was set up for this purpose.

Wallenberg had arrived in Budapest on 9 July with a brief as embassy secretary of assessing and reporting on conditions in Hungary with a view to the organisation of further ‘humanitarian’ action. The director of the American War Refugee Bureau (WRB) and of OSS, Iver C Olsen, had chosen him for the mission in Hungary. He also had the backing of the US ambassador in Stockholm and the Swedish Foreign Ministry. He was charged with a number of tasks: in addition to reporting on the situation in the country, he was to build up and run a Swedish relief organisation, and to support persecuted Jews and registered persons in Budapest with a view to their rescue. He was to collaborate closely with the International Red Cross, thereby to organise escape routes in various directions. In this matter, from mid-July, he called on the services of Carl Lutz at the Swiss Consulate, from whom he learnt of the talks between the officials of the ‘Reich’ and the Hungarian authorities, and of the purpose and text of the Swiss protective documents.

Carl Lutz, Switzerland’s Vice-Consul, worked from the US Legation, declaring seventy-two buildings in Budapest as annexes of the Swiss Legation, thereby saving over sixty thousand Jews. On 24 July, Lutz moved the Emigration Section to a building in the old business quarter of Pest. It was granted extra-territorial status, and the series of numbered emigration documents prepared in its offices was called a ‘collective passport’. This originally contained the names of 7,800 ’emigrating’ Hungarian Jews. From October, Swiss protective letters (Schutzbrief) in Hungarian and German were also issued. With the assistance of Zionist members of the opposition, these were steadily circulated to the nominated Jewish families, who also received certificates like the one pictured below which they could display on doors and in windows to declare their protection by the Swiss Consulate. When Szálasi came to power, these were mostly of symbolic value. Lutz’s wife, Gertrud Frankhauser was also devoted to this humanitarian work, and both of them were awarded the title of Righteous Among the Nations in Jerusalem later in their lives.

The Trauma of the War in the Twenties and Thirties:

The traumatic effects of loss were also clearly visible on many inter-war politicians like Neville Chamberlain (seen here, on the right, in 1923, as the new Minister of Health and Local Government) and Anthony Eden, who on one occasion, had once sorted through a heap of dead bodies to identify them.

Like Chamberlain, Prime Minister in 1936-40, most Britons feared a repetition of the First World War, so the psychological trauma resulting from the sacrifices that it eventually involved was of a different order and type, including the fear of aerial bombing. As Arthur Marwick wrote on the fiftieth anniversary of the Armistice, all war is…

… a matter of loss and gain: loss of life and limb and capital; gain of territory, indemnities and trade concessions. War is the supreme challenge to, and test of, a country’s military institutions, and, in a war of any size, a challenge to its social, political and economic institutions as well. War needs someone to do the fighting, and someone to furnish the weapons and food: those who participate in the war effort have to be rewarded. … War is one of the most intense emotional experiences… in which human beings as members of a community can be involved.

Arthur Marwick referred to a cluster of ‘sociological factors’ among the causes of the First World War, and historians have identified a similar set of causes of the Second World War, resulting from the effects of the First. What they had in mind were the psychological effects of the First World War, firstly the universal detestation and horror of war, and secondly the breakdown of accepted liberal values, a process which J. M. Roberts described as the shaking of liberal society.  In western Europe in the 1920s, this was a very real and painful process, working itself out into identifiable social, cultural and political effects. T. S. Eliot’s The Waste Land (1922) was a lament on the decadence of Western civilisation in which society had become ‘a heap of broken images’, a stained-glass window shattered into countless pieces that his poem attempted to put back together. The powerful wave of patriotism which had propelled Britain and France into the War had gone, and there was nothing to replace it.

C. E. Montague, a noted leader writer and critic for the Manchester Guardian was forty-seven when he enlisted in 1914, dying his grey hair to persuade the recruiting sergeant. After his return to England, he became disillusioned with the war and, in 1922, published Disenchantment, which prefigured much later critical writing about the war. He wrote of how, on 7 December 1918, two British privates of 1914, now captains attached to the staff, crossed the cathedral square in Cologne and gained their first sight of the Rhine, which had been the physical goal of effort, the term of endurance, the symbol of attainment and rest. Although the cease-fire order on Armistice Day had forbidden all fraternising…

… any man who has fought with a sword, or its equivalent, knows more about that than the man who blows the trumpet. To men who for years have lived like foxes or badgers, dodging their way from each day of being alive to the next, there comes back more easily, after a war, a tacit league that must, in mere decency, bind all those who cling precariously to life … Not everybody, not even every non-combatant in the dress of a soldier, had caught that shabby epidemic of spite. But it was rife. 

At the end of the 1920s, there was a spate of publications on the First World War. For example, Erich Maria Remarque’s All Quiet on the Western Front (1929), Robert Graves’ Goodbye to All That (1929) and Edmund Blunden’s Undertones of War (1929) had an important impact, and it was perhaps only in this 1929-35 period that the experience of the war was for the first time fully realised and digested. Allied to this growing ‘pacifism’ was a deep dislike for the old pre-1914 balance of power and alliance system, which many believed had brought about the war in 1914. The resulting loss of identity left the two Western democracies extremely vulnerable to attacks from the extreme right and extreme left at home and abroad. Just as in the approach to 1914, the ‘will to war’, so well exemplified in the literature of the time, helped to mould a climate of opinion in favour of war, so in the 1920s and 1930s a ‘will to peace’ developed which marked opinion in Britain, France and the United States which prevented an effective response to the threats posed by Italy, Germany and Japan.

In the 1930s, too, the writer Arthur Mee identified thirty-two villages in England and Wales that had not lost a man in the First World War. They were known as the “Thankful Villages”. In every other parish, there were widows, orphans and grieving parents; it is not an exaggeration to say that every family in the British Isles was affected, if not by the loss of a husband, son or brother, then by the death, wounds or gassing of someone near to them. And most of this slaughter had taken place in Europe, the birthplace of the Renaissance and the Enlightenment and, in recent centuries at least, the world’s leading continent in science, medicine and philosophy. Something was still missing in the thirties, along with the lost generation of young men, who by then would have been husbands and fathers. Just as it took families years to assimilate their traumatic losses, so the nation took decades to do the same, as has been shown by America’s more recent struggle to come to terms with the Vietnam War. Then, at a moment when Europe might finally have comprehended the events of 1914-18, it found itself at war again.

The breakdown of accepted liberal values left Britain and France in a defensive, introspective state, ill-equipped to respond to the challenge of Fascism. But when the Nazis tried to bully and intimidate Europe into submission, it made people look at the war of 1914-18 in a new light. Somehow Hitler’s actions made the motives of the Germany of 1914 seem clearer and the First World War seem more justifiable. It also made the death of all those young men in the earlier war seem all the more tragic, since the Allied politicians of 1918-39 had thrown away what little the soldiers had gained. But the revulsion from war was so strong that although public opinion in Britain and France was changing after 1936, it took a series of German and Italian successes to bring about the fundamental shift in opinion which manifested itself after Hitler’s Prague coup on 14 March 1939.  Even then, the Manchester Guardian reported on 2 August that year, on the twenty-fifth anniversary of the outbreak of the First World War,  that a Nazi party newspaper had compared the economic situation then with the 1 August 1914, arriving at the conclusion that the western powers were not in as good a position as they had been twenty-five years previously.

Herbert Read (1893-1968) expressed some of these confused feelings in his poem, To a conscript of 1940, which he wrote soon after the beginning of the Second World War, as the title suggests. In an unusual mood he argues that the bravest soldier is the one who does not really expect to achieve anything:

TO A CONSCRIPT OF 1940

“Qui n’a pas une fois désepéré de l’honneur, ne sera jamais un heros” – Georges Bernanos (“He who has never once given up hope will never be a hero”).

 

A soldier passed me in the freshly-fallen snow,

His footsteps muffled, his face unearthly grey;

And my heart gave a sudden leap

As I gazed on a ghost of five-and-twenty years ago.

 

I shouted Halt! and my voice had the old accustomed ring

And he obeyed it as it was obeyed

In the shrouded days when I too was one

Of an army of young men marching

 

Into the unknown. He turned towards me and I said:

‘I am one of those who went before you

Five-and-twenty years ago: one of the many who never returned,

Of the many who returned and yet were dead.

 

We went where you are going, into the rain and mud;

We fought as you will fight

With death and darkness and despair;

We gave what you will give -our brains and our blood. 

 

We think we gave in vain. The world was not renewed.

There was hope in the homestead and anger in the streets

But the old world was restored and we returned

To the dreary field and workshop, and the immemorial feud

A column from the East Yorkshire Regiment marches into battle.

Read was born at Kirbymoorside, in the remote eastern hills of the North Riding of Yorkshire in 1893. He earned his living for some years as a bank clerk in Leeds, before becoming a student of law at Leeds University. He joined the Yorkshire Regiment, the Green Howards, from the University Officers’ Training Corps. He fought in France for three years with the regiment and won the MC and the Distinguished Service Order (DSO). He wrote many important books on prose style, art appreciation and other cultural topics. As a poet, he was a consistent admirer of the Imagists, who revolted against what they saw as the unreal poetic language of the Georgians, making use of precise, vital images. He wrote most of his poetry in the 1930s by which time the Imagists had achieved wide acceptance.

In Memorium – Unknown & ‘Missing’ Warriors:

At the end of the war, the Empire’s death-roll had reached 900,000. More than two million were wounded. And it was only in January 1919 that another man died as the result of a bullet wound received in France in 1918, perhaps the last of the war dead. On Armistice Day, 1920, George V unveiled the Cenotaph, the “empty tomb”. It took the place of the temporary memorial that had been erected for the Peace celebrations in July 1919 (pictured above); Sir Edward Lutyens, who designed it, deliberately omitted any religious symbol because the men it commemorated were of all creeds and none. The concept of ‘ The Unknown Warrior’ was first suggested by J. B. Wilson, the News Editor of the Daily Express in the issue of 16 September 1919. He wrote:

Shall an unnamed British hero be brought from a battlefield in France and buried beneath the Cenotaph in Whitehall?

The suggestion was adopted, but Westminster Abbey, not Whitehall, was chosen as the resting place. Early in November 1920, the bodies of six unknown men, killed in action at each of the four battles of Aisne, the Somme, Arras and Ypres were brought to a hut at St. Pol, near Arras. The Unknown Warrior who was to receive an Empire’s homage was chosen by an officer who, with closed eyes, rested his hand on one of the six coffins. This was the coffin which was brought to England and taken to Westminster Abbey where it was placed in the tomb of the Unknown Warrior on 11 November, in a service following the unveiling of the Cenotaph by King George V (shown above). The tomb was built as a permanent tribute to those soldiers who have no named gravestone. France, the USA and Italy also created similar memorials.

Just before midday on 10 November, HMS Verdun, with an escort of six destroyers, left Boulogne with the Unknown Warrior. The destroyer Vendetta met them half-way with its White Ensign astern at half-mast.

A Hundred sandbags filled with earth from France were sent over for the grave of the Unknown Warrior in Westminster Abbey. The porters pictured below (left) reloaded the earth at Victoria Station. George V placed a wreath on the coffin (pictured right below), which rested on the gun carriage that took it from the Cenotaph to Westminster Abbey.

Each evening at 8 p.m. traffic is stopped at the Menin Gate Memorial in Ypres for a ceremony where the Last Post is played. This bugle call was played at the end of each ‘normal’ day in the British Army but has taken on a deeper significance at remembrance services as a final farewell to the dead. The commemoration has taken place every evening (apart from during the Second World War) since 1928. The Memorial displays the names of 54,415 Commonwealth soldiers who died at Ypres and have no known grave. In 2018, a bugle found among the possessions of Wilfred Owen went on display at the Imperial War Museum. He removed it from the body of one of the men in his battalion who was killed in action before he was in 1918. British and South African soldiers numbering 72,203 who died at the Somme with no known grave are commemorated at the Thiepval Memorial within the site of the battlefield. A programme of building memorials and cemeteries had begun straight after the war, and there were soon over fifty-four thousand of them throughout the United Kingdom. Every sizeable village and town possesses one, at which wreaths of poppies are laid every Remembrance Sunday. The Newburgh War Memorial in Fife bears the names of seventy-six men from this small Scottish town who were killed. Their names are listed below:

Because of the way men were recruited in 1914, in “pals’ battalions” drawn from particular towns and villages, some of these lost almost their entire population of young men. In these places, there was also almost an entire generation of women of widows and ‘spinsters of this parish’ who never married.

The events of 1939-45 were commemorated more vigorously and immediately – in cinema and Boys’ Own narrative and, over a longer period and to a different end, by the persistence of Jewish community leaders and historians.

By the 1960s, a new generation began to look at the First World War in a new way. It was not the living memory of the First World War that had gone missing (there were, after all, plenty of not-very-old men alive to talk about it – as many did, to the BBC for its series in 1964); it was more that there did not seem to be a way of thinking clearly about it. The poetry of Ted Hughes expressed the spirit that also made books and plays and television programmes about the First World War fashionable in 1964. Hughes found in its soldiers’ admirable qualities a positive vitality and a violent power that he found lacking in modern urban life. At the same time, he believed in the essential goodness of our powerful instinctive impulses. It was in that sense that he found the war exciting, too different from the tragedies of nuclear warfare to be recognizable as the same thing. He once said that what excited his imagination was the war between vitality and death.

In the fifty years that had elapsed since Wilfred Owen’s death, his poems and those of Sassoon appealed to a smaller public than those of Brooke, but they did retain a degree of popularity. Then, in the sixties, their literary reputation grew steadily in the eyes of critics and scholars alongside their increasing popularity with the common reader. There were two reasons for this: firstly, in 1964 the fiftieth anniversary of the outbreak of war in 1914 triggered off a series of books, television programmes and stage shows that made the First World War a fashionable topic; secondly, the war in Vietnam seemed to repeat some of the features of the earlier war, such as its lack of military movement, and its static horrors for the private soldier.

The first performance of Joan Littlewood’s Theatre Workshop production of Oh! What a Lovely War took place just before the fiftieth anniversary, at The Theatre Royal, Stratford East, on 19 March 1963, and then transferred to Wyndham’s Theatre, London in June of that year. In 1964 it transferred to Broadway. The original idea for the musical came from Gerry Raffles, Littlewood’s partner. He had heard a BBC radio programme about the songs of the First World War and thought it would be a good idea to bring these songs to the stage to show the post-World War Two generation that war was not the thing of glory that it was being presented as, at that time. Over a period of time, four writers were commissioned to write a script, but Raffles and Littlewood were unhappy with all of them and decided to give the acting company the task of researching into aspects of the War and then working these into improvised sketches that referenced the findings of that research. Joan Littlewood’s original production was designed to resemble an ‘end of pier’ show,  the sort of seaside variety in the style of music hall entertainment which was popular in late Victorian and Edwardian times. To this end, all her cast members wore Pierrot costumes and none wore ‘khaki’ because, as Littlewood herself put it, war is only for clowns. She was an exponent of ‘agitprop’, a method of spreading political propaganda through popular media such as literature, plays and films.

A world war was not something that most of Littlewood’s younger audiences had experienced directly, except perhaps as very young children, though many were familiar with it through the experiences and stories of parents and grandparents, and would also have heard many of the songs used in the show. The ‘music hall’ or ‘variety show’ format was still familiar to many through the new medium of television, and the play was designed to emphasise that the war was about ordinary individuals who chose to wear the emblems of their country and make the ultimate sacrifice for it. From a historical standpoint, however, the play tended to recycle popular preconceptions and myths which all effective propaganda is based on. As a satirical ‘knees-up’ it seemed to acknowledge that the remembrance of the First World War had reached a cultural cul-de-sac. As a play which is designed to reflect the impact of the horror of modern warfare on the everyday life of the private soldier, it has its strengths as well as its limitations.

The villains of the piece are, clearly, the non-combatant officer classes, including the generals and the myth of ‘lions led by donkeys’ is one of the key themes of the play, but this has now been widely debunked by historians. Nevertheless, the First World War was, for the most part, a war of attrition in which huge numbers of men had to pay the ultimate price for military mistakes and minimal gains. In this sense, the play still does a useful job in encouraging audiences to consider for themselves the human cost of war and its impact on individuals. In 1969, Richard Attenborough marked his debut as a film director with his version of the play and, although most of the songs and two scenes from the play remain, the film version bears very little resemblance to the original concept. Despite its stellar cast, many see the film as a travesty of the stage show.

The Last Casualty on the Western Front:

On 11 August 1998, almost eighty years after the armistice, Lieutenant Corporal Mike Watkins of the Royal Logistics Corps was killed when a tunnel he was investigating at Vimy Ridge collapsed.  Watkins had been a bomb disposal expert in Northern Ireland and the Falklands and had carried out work left under First World War battle sites. As far as we know, he was the last casualty of that great conflict.

The Verdict of Historians – Finding a Language of Understanding and Remembrance:

After a hundred years of commemorating the Great War, it may be that, belatedly, we have found a language and a way of understanding, or at least remembering in an informed and enlightened way, the real and diverse experiences of those lost legions. This has emerged from a dispute about what exactly, a hundred years on, we should actually be commemorating. The silence of the mid-twentieth century meant that, in the popular imagination, the witness of the poets loomed larger than some historians thought it warranted. One of Wilfred Owen’s best poems, by critical acclaim, was entitled Futility, but its use as a by-word for the First World War in popular culture has irked ‘revisionist’ historians. To put the debate at its simplest: on the one hand, there is a vein of literary writing that began with Owen and presents the experience of the War as so terrible, so unprecedented and so depressing that it stands outside the normal considerations of history. Professional historians disagree with this, and narratives influenced by this belief, including recent novels such as Pat Barker’s Regeneration Trilogy and Sebastian Faulks’ Birdsong, are viewed by some historians as having failed to do justice to the average soldier’s devotion to what he believed, wrongly or rightly, to be a just cause.

As Britain began to gear itself up for the centenary commemorations in about 2012, a group of historians, including Margaret MacMillan, Max Hastings, Gary Sheffield and Hew Strachan, who disagree on many points, agreed on one purpose: that Britain should be weaned from its dependence on the “poets’ view”. They argued that the fact is that the majority of the British public supported the war and that Wilfred Owen went to his grave a week before the armistice with an MC for conspicuous bravery in pursuit of the justice of the cause he signed up for. The historians of the First World War also argued that idea that great powers “sleepwalked” into war is a misinterpretation: German militarism and expansionism needed to be curbed, and a war between Britain and Germany over the control of the seas became inevitable after the German invasion of Belgium and its threat to the Channel ports.

Writing in the Sunday Times on 11 November 2018, Niall Ferguson (pictured above) seems to take issue with this view. He pointed out that to his generation (also mine) the First World War was ‘not quite history’. His grandfather, John Ferguson had joined up at the age of seventeen and fought on the western front as a private in the Seaforth Highlanders. He was one of the lucky ones who survived and returned, though not unscarred. He was shot through the shoulder by a German sniper. He also survived a gas attack, though his lungs suffered permanent damage. His most vivid recollection was of a German attack. As the enemy advanced towards them, he and his comrades were preparing for the order to go over the top, fixing bayonets, when at the last moment the command was given to another regiment instead. So heavy were that regiment’s casualties, that John Ferguson felt sure that he would have been killed if it had been the Seaforth’s turn. A fact that never fails to startle his grandson was that of the 722,785 men from the United Kingdom who did not come back alive, just under half were aged between sixteen and twenty-four.

Niall Ferguson has argued that the current generation of seventeen-year-olds is exposed to a different sort of enemy – ‘dangerous nonsense’ about the First World War. In the run-up to the Centenary Commemorations, he encountered four examples of this. The first of these he summarises as the view that… despite the enormous sacrifices of life … the war was worth fighting. Ferguson argues that an unprepared Britain would have been better off staying out or at least delaying its intervention. He counters with ten points that he would like all his children to understand in terms of what happened to their great-grandfather’s generation. First of all, the war was not “for civilisation”, as claimed on John Ferguson’s Victory Medal. It was a war for predominance between the six great European empires – the British, the French and the Russian against the German, the Austrian and the Ottoman. It broke out because all the leaders miscalculated that the costs of inaction would exceed the costs of war.

It was also a myth, he claims, that the war was fought mainly by infantrymen going ‘over the top’. It was fought mainly by artillery, shellfire causing 75% of casualties. The war-winning weapons were not poison gas or tanks so much as the improvements in artillery tactics, especially the ‘creeping barrage’ in the final offensive. Neither were the Germans doomed to lose. By mid-1917 the French were finished as an attacking force and German U-boats were sinking frightening numbers of the ships supplying Britain. With Russia consumed by Revolution, a German victory seemed possible as late as the spring of 1918. Certainly, their allies in the Triple Alliance were weak: Austria-Hungary, Turkey and Bulgaria. Their excessive use of submarine welfare in the Atlantic made American intervention likely. Fifthly, the Germans were at a massive disadvantage in economic terms. The Entente empires were bigger, the powers had bigger economies and budgets, and greater access to credit. However, the Germans were superior in killing or capturing their opponents. Overall, the Central Powers killed 35% more men than they lost, and their average cost of killing an enemy soldier was roughly a third of the other side’s.

According to Ferguson, the Germans ultimately lost because the British Army proved more resilient than theirs. Men such as John Ferguson simply would not give up, despite all the hardships they had to endure. Both patriotism and propaganda played a part in this, as did military discipline, but it also mattered that British officers were generally competent; that the average Tommy’s lot was made bearable by plentiful “plonk” and “fags”; that, despite high casualties, the bonds between “pals’ and “mates” endured. An eighth point he cites is that the German Army eventually fell apart during the summer and autumn of 1918 when it became clear that the resilience of Entente forces, bolstered by the arrival of the US troops made a German victory impossible. Beginning with the Battle of Amiens (8-11 August), the Germans lost the will to fight on and began to surrender in droves. Finally, the pandemonium with which the war ended with a series of revolutions and rebellions also brought about the disintegration of the great multi-ethnic empires, with only the Saxe-Coburgs surviving from among the royal dynasties of Europe. Communism seemed as unstoppable as the influenza pandemic which killed four times as many people as the war had.

In an article printed on the same day, Daniel Johnson echoes earlier historians in arguing that the Great War marked the moment when the nations of Europe first grasped the true meaning of total war. Every man, woman and child felt its effects. Johnson’s grandfather, an artist and teacher, never fully recovered from his service on the western front, where he was wounded three times and gassed twice. Most British families, he points out, had terrible stories to tell from the Great War. It afflicted not only those who fought and died, but also those who returned and those who remained behind. No-one who survived the slaughter could ever abide empty jingoistic slogans again. Conscription meant that one in four British men served in the forces, a far higher proportion than ever before. Almost everyone else was involved in the war effort in some way, and of the twenty million who died on both sides, there were as many civilians as soldiers. Women played a huge role everywhere, with the war finally settling the debate about women’s suffrage, although the vote was only granted to those with their own property, aged thirty and over.

Sebastian Faulks first visited the Somme battlefield some thirty years ago. He was walking in a wood on Thiepval Ridge when he came across a shell casing. This thing is still alive, he thought, if you care to look. He went over to the huge Lutyens stone memorial and looked at the names of the lost – not the dead, who are buried in the nearby cemeteries, but of the British and Empire men of whom no trace was ever found, their names reeling up overhead, like footnotes on the sky. He wondered what it had felt like to be a nineteen-year-old in a volunteer battalion on 30 June 1916, waiting and trusting that the seven-day artillery bombardment had cut the German wire; not knowing you were about to walk into a wall of machine gun fire, with almost sixty thousand casualties on 1 July alone. He wondered if one day the experience of these youngsters might be better understood and valued.

Gary Sheffield, Professor of War Studies at Wolverhampton University, believes that the Second World War was not an inevitable result of the ‘futile’ failures of the First. Rather, he thinks the two wars should be viewed as instalments of the same battle against German militarism, and that that struggle, in turn, should be seen in the longer perspective of European bloodshed going back through the Napoleonic campaigns to the Thirty Years’ War of 1618-48. The ‘poet’s view’ was epitomised by Henry James, who wrote that to see the static carnage of the Western Front as what the long years of European civilisation had all along been leading up to was “too sad for any words”. By contrast, the revisionist historian’s view is that the 1914-18 war was just another if egregious episode in Europe’s long-established and incurable bloodlust.

But the public appetite for commemoration has been spectacular, and diverse over the past four years, in non-poetic ways. The Heritage Lottery Fund (HLF) has awarded a hundred million to more than two thousand local community projects in which more than 9.4 million people have taken part. In addition, the efforts of 14-18 Now, which has commissioned work by contemporary artists during the four-year period, has led to the popular installations of the nationwide poppies tour, Blood Swept Lands and Seas of Red by Paul Cummins and Tom Piper, among other initiatives. Meanwhile, Philip Dolling, head of BBC events, reported that 82% of adult Britons had watched or heard some BBC Great War centenary programme, of whom 83% claimed to have learnt something. His colleague, Jane Ellison, thought the BBC’s greatest success had been with young audiences, helping them to see that the soldiers were not sepia figures from ‘history’, but young people just like them.

In researching for Birdsong, Faulks read thousands of letters, diaries and documents in the reading room of the Imperial War Museum. He remembered a buff file that came up from the basement, containing the papers of a private soldier on the Somme in June 1916. “There is going to be a big push,” one letter began, “and we are all excited. Don’t worry about me. Thumbs up and trusting to the best of luck.” Like most such letters, it was chiefly concerned with reassuring the people at home. But towards the end, the writer faltered.  “Please give my best love to Ma, Tom and the babies. You have been the best of brothers to me.” Then he gathered himself: “Here’s hoping it is au revoir and not goodbye!” But he had obviously not been able to let it go, and had written a PS diagonally across the bottom, “Don’t worry about me, I’ll be OK!” There was nothing after it in the file except a telegram of condolence from the king.

Ordinary men had been given a voice by the Education Act of 1870, providing them with an elementary schooling to the age of thirteen. Their witness was literate, poignant, but not ‘poetic’. It was authentic, unprecedented and, until recently, largely overlooked. But over the last forty years, they have been heard. Scholars of all kinds, editors, journalists and publishers have read, shared and reprinted their accounts; and the local activities funded through the HLF have uncovered innumerable different stories. They had not been missing; they were there all along, waiting to be discovered by ‘people’s remembrancers’. Faulks writes convincingly about their contribution:

The experience of the First World War was most valuably recorded not by historians or commanders, but by the butcher, the baker and candlestick maker. In what you can now discover in archives or online, there is no party line or school of thought. It was difficult to know how to value all this material, because what had been experienced for the first time by civilian-soldiers was not just any war… but the greatest bloodbath the world had ever seen. It was simply indigestible.

You cannot travel far in the history of war, especially 1914-18, before you stray into anthropology. What kind of creature could do these things? During the past hundred years, it is perhaps not only the events of 1914-18 but the nature of warfare and the human animal itself with which we have to grapple. That is the buried legacy of Kitchener’s citizen army.

Perhaps that is not just an anthropological question either, but a theological one, which is where the poets still make a valuable contribution. They also wrote letters, like those of Wilfred Owen as well as Roland Leighton and Vera Brittain, in which they questioned their hitherto-held beliefs in fundamental human goodness. Therefore the poets’ view is reconcilable with that of the ‘revisionist’ historians. Interestingly, in his ‘afterword’ to a recent new collection of war poetry in 2003, on the eve of the Iraq War, Andrew Motion wrote that Wilfred Owen had shown how it was still possible for war poets to celebrate individual acts of courage and to commemorate losses, but not to glorify conflict as such. Owen’s maxim, true poets must be truthful, Motion maintained, had held firm through the years, even in wars which are generally considered ‘just’, such as the Second World War. It also applied even more in the case of Holocaust commemoration poems and to Vietnam, or the Gulf War of 1990, or, we might add, to the wars in former Yugoslavia. ‘Pity’ and ‘truthfulness’ remain the crucial ingredients even – or especially – when the realities of war are blurred by euphemisms, such as ‘friendly fire’ or ‘collateral damage’. The best war poets, he argued…

… react to their experience of war, rather than simply acting in response to its pressures. They are mindful of the larger peace-time context even when dwelling on particular horrors; they engage with civilian as well as military life; they impose order and personality as these things are threatened; they insist on performing acts of the imagination when faced with barbarism. In this respect, and in spite of its variety, their work makes a common plea for humanity.   

The varied commemorations of the past five years have also made it substantially easier for young people, in particular, to form their own ideas of what happened and what its implications for their lives may be. But historians are not simply ‘people’s remembrancers’, as Niall Ferguson has pointed out. Reconciling historians’ expectations of the centenary and the feelings of the general public has been challenging. It has been suggesting that with the passing of the centenary of the armistice, it is time to review the way we remember the Great War. First of all, Faulks argues, there must always be a sense of grief. The War killed ten million men for reasons that are still disputed, and it was the first great trauma in the European century of genocide and the Holocaust.

According to the Sandhurst military historian John Keegan, the Battle of the Somme marked the end of an age of vital optimism in British life that has never been recovered. Professional historians have their eyes trained on the long view, but they can be drawn back to the moment and to the texture of authentic experience of the nineteen-year-old volunteer in Kitchener’s army. But historians do not have a monopoly of memorial acts (I always hated the assumption that history teachers like me should, automatically, be responsible for these ceremonies). Peter Jackson’s new film, They Shall Not Grow Old is the director’s attempt to stop the First World War from fading into history, placing interviews with servicemen who fought over footage from the Imperial War Museum’s archive. The colourised footage is remarkable, immediately bringing a new dimension to images of the living and the dead; combined with the emotional testimony of the veterans it is an immersive experience and a powerful new act of remembrance that keeps the conflict’s human face in sharp focus.

Britain Seventy Years Ago, 1948-49: Race, Class and Culture.   1 comment

The Windrush Experience: Commonwealth Immigration.

During the Second World War, men from the Caribbean began to arrive in Britain, serving with the British Forces. There was a Jamaica Squadron and a Trinidad Squadron in the RAF and a West Indian Regiment in the British Army. Others came to work in factories, in the countryside and on radar stations. But once the war was over, most were sent straight home, leaving an estimated permanent non-white population of about thirty thousand. But almost unnoticed by the general public and passed in response to Canadian fears about the lack of free migration around the Empire, the 1948 British Nationality Act dramatically changed the scene. It declared that all subjects of the King had British nationality, reaffirming their right to free entry to the United Kingdom to all Commonwealth citizens and colonial subjects, without restrictions. This gave some eight hundred million people the right to enter and settle in the UK. At that time, this was uncontroversial, since it was generally assumed that the Caribbean and Asian subjects of the King would have neither the means nor the desire to travel to live in uncomfortable, crowded Britain. Travel remained expensive and slow, but, in any case, until the fifties, so few black or Asian people had settled in Britain that they were often treated as local celebrities and it was not even considered worthwhile trying to count their numbers. But as growing numbers of Caribbeans and South Asians began to take up their right to abode, most famously those who arrived aboard Empire Windrush (above & below), the British authorities became increasingly alarmed.

Paradoxically, therefore, Commonwealth immigration became an increasingly salient issue in British domestic politics. During the 1950s, the number of West Indians entering Britain reached annual rates of thirty thousand. The census of 1951 recorded 74,000 New Commonwealth immigrants. By the end of that decade, nearly half a million had moved to Britain, 405,000 of them from the ‘West Indies’. Immigration from the New Commonwealth was driven by a combination of ‘push’ and ‘pull’ factors. Partition of India and the construction of the Mangla Dam in Pakistan displaced large numbers, many of whom had close links with Britain through the colonial connection. In Britain, postwar reconstruction, declining birth rates and labour shortages resulted in the introduction of government schemes to encourage Commonwealth workers, particularly from the West Indians, to seek employment in Britain. Jamaicans and Trinidadians were recruited directly by agents to fill vacancies in the British transport network and the newly created National Health Service. Private companies also recruited labour in India and Pakistan for factories and foundries in Britain. As more Caribbeans and South Asians settled in Britain, patterns of chain migration developed, in which pioneer migrants aided friends and relatives to settle. Despite the influx of immigrants after the war, however, internal migration within Britain and Ireland continued to outpace immigration. The importance assigned to the Commonwealth in the 1950s prevented the imposition of immigration controls on New Commonwealth citizens.

There were other immigrant communities: There had been a substantial Jewish presence in London, Leeds and Manchester, making itself felt in retailing (Marks & Spencer), the food business and banking (Rothschild’s). In the five years before the war, since the advent of the Nazis to absolute power in Germany in 1934, some sixty thousand refugees had arrived in Britain, many of them highly qualified, helping to transform the scientific, musical and intellectual life of forties Britain. As Germany’s Jews were hounded from office in the first wave of lawless anti-Semitism in 1933, the Cabinet agreed to secure for this country prominent Jews who were being expelled from Germany and who had achieved distinction in science, medicine, music and art. No fewer than twenty of them later won Nobel prizes, fifty-four were elected Fellows of the Royal Society, and ten were knighted for their academic brilliance. Despite these contributions and the recent revelations of the horrors of the concentration camps, anti-Semitism was still endemic in British society. In particular, there was a widespread assumption that ‘they’ somehow got the best of scarce or rationed goods.

Potentially more serious in this respect was the re-emergence, in February 1948, of the fascists on the streets of London. Sir Oswald Mosely, the leader of the pre-war British Union of Fascists, had re-emerged into political life, forming the new Union Movement. For some time his former henchmen had been holding open-air meetings in the East End market at Ridley Road, Dalston, where many of the stallholders were Jewish. Not surprisingly, the meetings were the scene of violent opposition as the old fascists appeared under their new name. When Mosely announced his intention to march from Ridley Road through Stamford Hill to Tottenham, thousands of ex-servicemen, Jew and Gentile, gathered in Kingsland High Road to prevent the provocation. East London mayors called upon the Home Secretary to ban the marches and on 22 March 1949, Chuter-Ede announced a ban on all political processions. An assurance was sought that trade union marches did not fall within the compass of the ban, but a week later the Home Secretary confirmed that the forthcoming London Trades Council march was included in the ban. For the first time since 1890, London trade unionists were deprived of their freedom to march on May Day, the ban being imposed by a Labour Home Secretary. The photograph below shows a section of the vast crowd that gathered in Trafalgar Square to defy him and march with banners flying.

The Irish were also a big group in British life in the late forties, following a century of steady immigration, the vast majority of it from the south. It continued through the war, despite restrictions, as Irish people moved to Britain to cover the labour shortages left by mobilization. Ireland’s neutrality made it very unpopular with the British, and prejudice against its citizens in Britain continued for a long time after the war. Yet this did not seem to affect immigration, which continued at a rate of up to sixty thousand per year. Although The Republic of Ireland Act, of June 1949, confirmed the ending of Eire’s dominium status, the Republic was not to be regarded as a foreign country. The British government took the view that the Irish were effectively internal migrants and therefore excluded them from any discussion about immigration. There was also a large Polish presence resulting from the war since many refugees decided to settle permanently in the UK. It would be wrong to portray British society in the late forties as relaxed about race. More widely, the trade unions were bitterly hostile to ‘outsiders’ coming in to take British jobs, whatever their nationality. Even the Labour government itself spoke with self-consciousness and a legacy of inter-war eugenics about the central importance of the British race in its public information campaigns.

Country and Class:

Patriotic pride cemented the sense of being one people, one race, with one common history and destiny. But to be British in the forties was to be profoundly divided from many of your fellow subjects by class. By most estimates, a good sixty per cent of the nation was composed of the traditional working class; factory workers, agricultural labourers, navvies, riveters, miners, fishermen, servants and laundry workers. They worked by hand and muscle and were paid weekly, in cash (cheque-books were a sign of affluence). Most of them would spend all their lives in their home town or village, though some had migrated from industrial Scotland, Wales, Lancashire and the North East of England to the English Midlands, London and the Home Counties in the thirties. The sharp sense of class distinction was identified with where you came from and how you spoke. The war had softened class differences a little and produced the first rumblings of the future social revolution of the sixties.

With skill shortages and a national drive for exports, wages rose after the war. The trade unions were powerful and self-confident, particularly when the new Labour government repealed the laws that had hampered them ever since the General Strike of 1926. In 1948, they achieved their highest ever level of support. More than forty-five per cent of people who could theoretically belong to one did so, and there were some 8.8 million union members. In other European countries, trades unions were fiercely political, communist or socialist. In Britain, they were not, and the Communist Party spent much of its energy building support inside the unions, and winning elections to key posts. In general, British trades unionism remained more narrowly focused on the immediate cash-and-hours agenda of its members. Yet, a new generation of shop stewards was taking control of many workplaces, sowing the seeds of the great trade union battles of the seventies.

It wasn’t obvious at this time that the jobs in coal, steel and heavy manufacturing would be under threat by the seventies. The shipyards of the Clyde, Belfast and the Tyne were hard at work, the coalfields were at full stretch, London was still an industrial city, and the car-making and light engineering centres of the West and South Midlands were on the edge of a time of unprecedented prosperity. In 1945, only 16,938 cars had been manufactured in Britain; by 1950, the figure had reached a record 522,515. Alec Issigonis, an immigrant from Turkey, was the design genius of post-war British car-making. His first huge success was the 1948 Morris Minor (above), which was condemned by Lord Nuffield (William Morris) as that damned poached egg designed by that damned foreigner. But it supremely popular as an affordable family car. Gone was the split windscreen (see the older version below).

Britain was also, still, a country of brick terraces. It was not until the next two decades that many of the traditional working-class areas of British cities would be replaced by high-rise flats or sprawling new council estates. The first generation of working-class children to get to university was now at school, larger and healthier than their parents, enjoying the free dental care and spectacles provided by the young National Health Service, which was founded and began operating in the summer of 1948 (see below). For the most part, however, working-class life in the late forties was remarkably similar to how it had been a decade or more earlier, and perhaps even more settled. Politicians assumed that most people would stay put and continue to do roughly the same sort of job as they had done before the war. Rent acts and planning directives were the tools of ministers who assumed that the future of industry would be like its past, only more so.

The class which did best was the middle class, a fast-growing minority. Government bureaucracy had grown hugely and was continuing to do so. Labour’s Welfare State would require hundreds of thousands of new white-collar jobs, administering national insurance, teaching and running the health service. Studies of social mobility, such as the one carried out in 1949, suggested that while working-class sons generally followed their fathers into similar jobs, there was much more variation among middle-class children. Labour’s priority might have been to help the workers, but education reform was helping more middle-class children get a good grammar-school education. Fees for attending state schools were abolished and the school leaving age was raised to fifteen. A steadily growing number stayed at school until eighteen. Increasing numbers would make it to university too, an extra thirty thousand a year by 1950. The accents of Birmingham and Wales, the West Country and Liverpool began to challenge the earlier received pronunciation of perceived middle-class respectability. Churchill himself had told Harrow schoolboys that one effect of the war was to diminish class differences, that the advantages and privileges that had previously been enjoyed by the few would be far more widely shared by the many. Old distinctions were therefore softening, and the culture was slowly becoming more democratic.

Yet there was still a long road ahead since the ruling class was still the ruling class. Despite the varied backgrounds of the 1945 Labour cabinet ministers, Britain in the late forties was still a society run mostly by cliques and groups of friends who had first met at public schools like Eton and Harrow, or at Oxbridge. A public school education remained the key for anyone hoping to make a career in the City, the Civil Service or the higher ranks of the Army. These schools might only educate some five per cent of the population, but they continued to provide the majority of the political leaders, including many of Labour’s post-war cabinets. Briefly, it had seemed that such schools would not even survive the war: boarding schools had been in enough of a financial crisis for some to face closure through bankruptcy. Churchill’s own Harrow was one, along with Marlborough and Lancing, but all managed to survive somehow. More generally, there was a belief that the public school system had contributed to the failure of political leadership in the thirties right up to the military defeats of the first half of 1940. But Churchill had fought off the demands from Butler and others in his war cabinet that all or most of them should be abolished. Attlee, devoted to his old school, had no appetite for abolition either. Grammar schools were seen as the way to get bright working-class or middle-class children into Oxbridge, and a few other universities, where they would compete with and thereby strengthen the ruling élites. One civil servant described the official view as being that ‘children’ could be divided into three kinds:

It was sort of Platonic. There were golden children, silver children and iron children.

Under Clement Attlee, pictured above being driven by his wife Violet, Britain remained a country of private clubs and cliques, ancient or ancient-seeming privileges, rituals and hierarchies. In the workplace, there was something like the relationships of pre-war times, with employers’ associations assuming their old roles as ‘cartels’ though some, like Captain Black at the Standard Motor Co. in Coventry, were successful in breaking out of the wage-controls which the Engineering Employers’ Association attempted to set. Inside the newly nationalised industries, the same sort of ‘bosses’ continued to manage, and the same ‘them and us’ mentalities reasserted themselves remarkably easily. In the City, venerable, commanding merchant bankers would still be treated like little gods, younger bankers deferring utterly to their elders and ‘betters’. Lessons in speaking ‘the King’s English’ were given to aspiring actors and broadcasters; physicians in hospitals still swept into the wards, followed by trains of awed, frightened, junior doctors. At the Oxbridge colleges, formal dinners were compulsory, as was full academic dress, and the tenured professors hobbled around their quads as if little had changed since Edwardian days. All this was considered to be somehow the essence of Britain, or at least of England.

The King and Queen also ran what was in all essentials an Edwardian Court.  After the national trauma of the abdication crisis, George VI had established a reassuringly pedestrian image for the family which now called itself simply ‘the Windsors’. There had been cautious signs of royal modernisation, with Princess Elizabeth making patriotic radio broadcasts. On the other hand, the Royal Presentation of rich young debutantes to the monarch continued until 1958 when Queen Elizabeth put an end to it, prompted by Prince Philip, who with characteristically candid brevity, labelled it “bloody daft”. Initially, it was very unclear as to how the monarchy would fare in post-war Britain. The leading members of the family were popular, and Labour ministers were careful never to express any republicanism in public, but there were demands from many of their backbench MPs for a less expensive, slimmed-down contemporary monarchy, such as existed in Scandinavia.

Yet the Windsors had triumphed again in 1947, with the wedding of, as they were then, Princess Elizabeth to Lieutenant Philip Mountbatten. For the ordinary British people, the wedding was a welcome but transient distraction from their daily struggle to feed and clothe their families. Because rationing affected the quantity of clothes you could have, but not their quality, it hit the poor harder. Government ‘make-do and mend’ campaigns about how to repair, reinforce or reshape old clothes, did nothing to improve the general public mood. For women, faced with an almost impossible struggle to replace laddered stockings or underwear, the wartime fashions felt unattractive – short skirts and masculine jackets, what was called ‘man-tailored’. If pregnant, they were encouraged to adapt their ordinary clothes. Yet the Hollywood films showed women immaculately dressed icons and the newspapers showed men the richest, flashiest Britons, like Anthony Eden and, of course, the King, both beautifully tailored. But they could not afford to look smart. Some men avoided drinks parties because they were ashamed of the state of their clothes and women avoided brightly lit restaurants when their stockings had gone, replaced by tea-stains and drawn-on seams. It was not until 1949 that clothes, boots and shoes were taken off ration.

For most ordinary people, too, food rationing was the primary example of the dreary colourlessness of wartime life. It continued long after the guns had stopped. It was still biting hard at the end of the forties, meat was still rationed as late as 1954, and though the poor were better fed, most people felt hard done-by. Many doctors agreed. Shortly after the horrific winter of 1947 was over, the British Medical Press carried a detailed article by Dr Franklin Bicknell which argued that available foods were four hundred calories short of what women needed each day, and nine hundred short of what men required: In other words, everyone in England is suffering from prolonged chronic malnutrition. This was angrily disputed by Labour politicians, eager to point out the effect of all that free juice, cod liver oil and milk on Britain’s children. But the people were on the side of Dr Bicknell. The fact that the ‘good things’ were still in short supply had left the way open for the growth of a black market (complete with ‘spivs’) and therefore for the demand for a restoration of the free play of market forces and, at least, something like a free market in food.

Apart from Ellen Wilkinson’s tragic death in 1947, other ministers falling ill, and still others becoming disillusioned, the Labour leadership had also begun to fracture along ideological lines in 1948.  The economy had been doing rather better than in the dark year of 1947 and though still short of dollars, the generosity of the Marshall Plan aid in 1948 had removed the immediate sense of crisis. By 1949, it was estimated to have raised the country’s national income by ten per cent. Responding to the national mood of revolt over restrictions and shortages, Harold Wilson had announced a ‘bonfire of controls’ in 1948 and there seemed some chance that Labour ministers would follow the change in national mood and accept that the people wanted to spend, not only to queue. The restrictions on bread, potatoes and preserves were lifted first, but milk, tea, sugar, meat, bacon, butter, fats and soap remained on ration, the fresh meat allocation being a microscopic eight pennyworth a week. Sweets had been rationed since 1940 and were not taken off ration until April 1949 when the picture below was taken.

‘Austerity’ was a word reiterated remorselessly by the anti-Labour press. If life was austere, however, it was better for the working-class majority than it had been in the years before the war and Britain’s industry was expanding. Full employment, never achieved until the Second World War, stimulated the private expectations and aspirations of large numbers of people who had been ‘deprived’ before 1939, though they themselves had not always recognised it. For those who preferred society to operate according to plan on the basis of one single aspiration, like winning the war or after the war achieving socialism, the new pluralism of motives and pressures and the growth of business agencies which could influence or canalise them were dangerous  features of the post-war world which contained as yet unfulfilled potential. One thing was clear: No one wished to return to the 1930s, and no one talked of returning ‘normalcy’ as they had done during the 1920s. That way back would have been deliberately closed even if it had proved possible to keep it open.

Culture and Society:

Some of the most eloquent cultural moments in the life of post-war Britain had religious themes, like the rebuilding of Coventry Cathedral, with its tapestries by Graham Sutherland. Benjamin Britten’s War Requiem was written for the consecration of the new Cathedral building. This did not take place until 1962, but the story of the reconstruction began in the years after the war when a replica of the cross of nails made from the ruins (seen above in 1940) was given to Kiel in Germany as a sign of friendship and a symbol of reconciliation. A stone from the ruins of Kiel Cathedral was given to Coventry in return. This is the Kiel Stone of Forgiveness, now in the Chapel of Unity in the New Cathedral. Also in the late forties, a group of young Germans arrived in Coventry and helped to clear the rubble from one corner of the ruined cathedral. It became the Centre for International Understanding, where young people from all nationalities met through the work of the Community of the Cross of Nails. Through this work, Coventry soon became twinned with fifty-three cities and towns throughout the world. Post-war Britain’s major poet, the American-born T. S. Eliot, was an outspoken adherent of the Church of England. His last major work of poetry, The Four Quartets, is suffused with English religious atmosphere, while his verse drama, Murder in the Cathedral addressed an iconic moment in English ecclesiastical history. In 1948, he won the Nobel Prize for Literature. It could fairly be said that during these years there existed an Anglican sensibility, a particularly English, sometimes grave, sometimes playful, Christianity, with its own art and thought. It was, in the main, a limited and élite movement, but it did sometimes connect with wider currents in British Society.

In the Britain of the late forties, the continuing influence of the established church was in evidence in the way that divorce still carried a strong stigma, across classes and reaching to the highest. Divorced men and women were not welcome at court. Homosexuality was still illegal and vigorously prosecuted. People clung to their traditional values since the war had shaken everyone’s sense of security, not just those who had served in it, but the bombed, evacuated and bereaved as well. The beginning of the Cold War underlined that underlying sense of the fragility of life. In these circumstances, it is hardly surprising that there was a profound turn towards the morality of hearth and home and a yearning for order, predictability and respectability, in the street and neighbourhood, if not in the wider world. There was certainly a demand for political reform, but the British people were still, fundamentally, socially conservative.

In the summer of 1948, the Labour Government tried to cheer up ‘Austerity Britain’ by staging the Olympic Games in London. The games were a triumph in a war-scarred, rubble-strewn city, during which the athletes were put up in old army camps, colleges and hospitals. The Union Jack was missing for the opening parade, but cost overruns were trivial and security was barely an issue. The games involved nearly five thousand competitors from fifty-nine countries. Though the medal count for the British competitors was very meagre, holding the games was a genuine sign that Britain was back. For all its fragility and frugality, this was still a country that could organise itself effectively. Football was back too. By the 1948/49 season, the third since the resumption of top-flight football after the second world war, there were more than forty million attendances at matches. There was a general assumption that British football was the finest there was, something seemingly confirmed the previous May when a Great Britain team had played against a team grandly if inaccurately described as The Rest of the World (it comprised Danes, Swedes, a Frenchman, Italian, Swiss, Czech, Belgian, Dutchman and Irishman), thrashing them 6-1. That illusion was soon to be dispelled in the early fifties, with the emergence of the ‘golden team’ of the ‘Mighty Magyars’ among others.

But at a club level, this was a golden age of football. The stands were open and smelly, the crowds were unprotected, there were no floodlights and the greatest stars of the post-war era were still to emerge. But football was relatively uncorrupt and was still, essentially, about local teams supported by local people. On the pitch, play was ‘clean’ and honest: Stanley Matthews, the son of a barber from Stoke, already a pre-war legend who went on to play in the cup final of 1953, aged thirty-eight and whom I saw play in a charity match in the early seventies, only a couple of years after his retirement from top-flight football, was never cautioned throughout his long career. In June 1948 Stan Cullis, who in contrast to Matthews, had retired as a player in 1947 at the tender age of 31, became the manager of Wolverhampton Wanderers, literally the ‘old gold’ team of the then first division, according to the colour of their shirts. Cullis was a tough, uncompromising and inspirational manager who steered ‘Wolves’ through the most successful decade in their history. In 1947/48 Wolves ended the season fifth, and a year later were sixth, also winning the FA Cup, beating Leicester City in the final at Wembley. Two of the ‘legends’ of this period are shown in the pictures above and below, the little ‘winger’, Johnny Hancocks and captain Billy Wright, who also captained England.

Another great footballer of the late forties was Arsenal’s Denis Compton, who was still more famous for his cricket, which again became hugely popular after the interruption caused by the war. Some three million people had watched the ‘Test matches’ against South Africa in 1947 and Compton’s performance then and in the following seasons produced a rush of English pride. The cricket-writer  Neville Cardus found in Compton the image of sanity and health after the war: There was no rationing in an innings by Compton. In cricket, as in football, many of the players were the stars of pre-war days who had served as Physical Training instructors or otherwise kept their hand in during hostilities; but with the Yorkshire batsman Len Hutton also back in legendary form at the Oval Test, cricket achieved a level of national symbolism that it has never reached since. As with football, the stars of post-war cricket could not expect to become rich on the proceeds, but they could become national heroes. Hutton went on to become England’s first professional cricket captain in 1952; Compton first came int decent money as the face of Brylcreem adverts. The new rules of the Football League meant that players could earn up to twelve pounds per week.

The Welfare State Established:

In summer of 1948, on 5th July, the National Health Service, the brainchild of Aneurin Bevan (pictured below), opened its doors for business. There was a flood of people into the surgeries, hospitals and chemists. The service was funded directly from taxation, not from the new National Insurance Scheme which also came into being that year. That too was a fantastic feat of organisation, providing for a comprehensive system of social security, family allowances, and compensation for injury at work. A new office to hold twenty-five million contribution records plus six million for married women was needed. It had to be huge and was built in Newcastle by prisoners of war; at the same time, a propeller factory was taken over to run family allowances. The work of six old government departments was brought into a new ministry. Jim Griffiths, the Labour minister pushing it all through wanted a thousand local National Insurance offices ready around the country, and after being told a hundred times that all this was quite impossible, he got them. The level of help was rather less than Beveridge himself had wanted, and married women were still treated as dependents; there was much to be argued for over the next sixty years. Nevertheless, the speed and energy with which this large-scale task was accomplished represented a revolution in welfare, sweeping away four centuries of complicated, partial and unfair rules and customs in just six years.

The creation of the National Health Service, which Beveridge thought essential to his wider vision, was a more confrontational task. Britain had had a system of voluntary hospitals and clinics before the war, which varied wildly in size, efficiency and cleanliness. Also, a number of municipal hospitals had grown out of the original workhouses in the late twenties and thirties. Some of these, in progressive cities like Birmingham and Nottingham, as well as in London, were efficient, modern places whose beds were usually kept for the poor. Others were squalid. Money for the voluntary hospitals came from gifts, charitable events, direct payments and a hotchpotch of insurance schemes. By the time the war ended, the majority of Britain’s hospitals had been brought under a single national emergency service. The question was, what should happen next?  Should they be nationalised or allowed to return to local control? A similar question hung over family doctors. ‘GPs’ depended on private fees, though most of them also took poor patients through some form of insurance scheme. When not working from home or a surgery, they would often double up operating in municipal hospitals where, as non-specialists, they sometimes hacked away incompetently. But the voluntary insurance schemes excluded many elderly people, housewives and children, who therefore put off visiting the doctor at all unless they were in great pain or grave danger. The situation with dental care and optical services was similar; they were not available to those without the means to pay for them.

Labour was, therefore, determined to provide the first system of medical care, free at the point of need, there had been in any Western democracy. Although comprehensive systems of health care existed elsewhere, most notably in Germany, these were funded by national insurance, rather than through direct taxation. ‘Nye’ Bevan’s simple idea and his single biggest decision were to take all the hospitals, voluntary and municipal, into a single nationalised system. It would have regional boards, but would all come under the Ministry of Health in London. This was an act of heroic self-confidence on his part. For the first time, a single politician would take responsibility for every hospital in Britain, with the exception of a few private ones. Herbert Morrison, a municipal socialist, was against this centralisation of power but was brushed aside by Bevan.

A far more significant threat to Bevan’s ‘project’ was posed by the doctors themselves. Their opposition meant that the implementation of his simple idea was a far more complicated process than ever Bevan himself could have anticipated. The doctors, led by the Conservative-leaning British Medical Association (BMA), had it in their power to stop the NHS dead in its tracks by simply refusing to work for it. They were genuinely concerned about their status in the new service; would they be mere state functionaries? They were also suspicious of Bevan, and not without good reason, as he effectively wanted to nationalise them, making them state employees, paid directly out of public funds, with no private fees allowed. This would mean a war with the very men and women trusted by millions to cure and care for them. Bevan, a principled but pragmatic socialist, was also a skilful diplomat. He began by wooing the senior consultants in the hospitals. The physicians and surgeons were promised they could keep their lucrative pay beds and private practices. Bevan later admitted that he had stuffed their mouths with gold. Next he retreated on the payment of fifty thousand GPs, promising them that they could continue to be paid on the basis of how many patients they treated, rather than getting a flat salary. This wasn’t enough, however, for when polled only ten per cent of doctors said that they were prepared to work for the new NHS. As July approached, there was a tense political stand-off. Bevan continued to offer concessions, while at the same time fiercely criticising the doctors’ leaders, labelling them a small body of politically poisoned people who were sabotaging the will of the people, as expressed through Parliament. In the end, Bevan was backed by a parliamentary majority and, after more concessions and threats, they gave way. Yet it had been a long, nasty, divisive battle between a conservative professional élite and their new socialist ‘masters’.

Almost immediately, there were complaints about the cost and extravagance, and about the way the provision of materials not previously available produced surges in demand which had not previously existed. There was much anecdotal evidence of waste and misuse. The new bureaucracy was cumbersome. It is also possible to overstate the change since most people had had access to some kind of some kind of affordable health care before the NHS came into being. However, such provision was patchy and excluded many married working-class women in particular. The most important thing it did was to take away fear. Before it, millions at the ‘bottom of the pile’ had suffered untreated hernias, cancers, toothache, ulcers and all kinds of illness, rather than face the anxiety and humiliation of being unable to afford treatment. That’s why there are many moving accounts of the queues of unwell, impoverished people surging forward for treatment in the early days of the NHS, arriving in hospitals and doctors’ waiting rooms for the first time not as beggars but as citizens and taxpayers. As Andrew Marr has commented,

If there was one single domestic good that the British took from the sacrifices of the war, it was a health service free at the point of use. We have clung to it tenaciously ever since and no mainstream party has dared to suggest taking it away.

Nationalisation: Political Idealism and Economic Reality.

The same could not be said of some of Labour’s other nationalisation ‘projects’. The first, that of the Bank of England, sounded dramatic, but it had no real impact. Exactly the same men stayed in power, following the same monetary policies. I have dealt with the nationalisation of the coal industry and the establishment of the NCB on 1 January 1947 in a previous article. In the case of the gas and electricity, these utilities were already part-owned by local authorities, so their nationalisation caused little controversy. Labour had talked about nationalising the railway system from 1908, almost as soon as it became a political party in the wake of the Taff Vale case. The railway system had, in any case, been rationalised in the inter-war period, with the creation of four major companies – London & North-Eastern; Great Western Railway; Southern Railways; London, Midland & Scotland. Periodic grants of public money had been needed for years for years to help the struggling companies out, and the government had taken direct control of the railways at the beginning of the war. The post-war train system was more powerful than the pre-motorway road network, but it was now in dreadful condition and because of the economic crisis and shortage of steel, it would be starved of new investment. Nationalisation without investment was no solution to any of these basic problems. The only people who did well out of it were the original shareholders of the railway companies who were, to their surprise, well compensated. In other forms of transport, road haulage and airlines were also nationalised, as were cable and wireless companies.

By the time the last big struggle to nationalise an industry was underway, the steel debates of 1948-9, the public attitude towards nationalisation was already turning. The iron and steel industry differed from the coal industry and the railways in that it was potentially highly profitable and had good labour relations. The Labour Government had worked itself up, proclaiming that the battle for steel is the supreme test of political democracy – a test which the whole world will be watching. Yet the cabinet agonised and went ahead only because of a feeling that, otherwise, they would be accused of losing their nerve. In the debates in the Commons, Labour backbenchers rebelled. The steel owners were organised and vigorous, the Tories were regaining their spirits and Labour were, therefore, having a torrid time. Cripps told the Commons: If we cannot get nationalisation of steel by legal means, we must resort to violent methods. They did get it, but the industry was little shaken. It needed new investment almost as much as the coal mines and the railways – new mills, coke ovens, new furnaces. Again, nationalisation did not deliver this.

However hard the Tories tried, they failed to make Clement Attlee look like a British Stalin. The Labour Government was, in any case, at pains to make its collectivist programme look patriotically legitimate. After all, taking twenty per cent of the economy into public ownership was called ‘nationalisation’, and the proposed new public enterprises were likewise to be given patriotic corporate identities: British Steel, the British Overseas Airways Corporation, British Railways. The effort was to recast the meaning of being British as a member of a community of shared ownership, shared obligations and shared benefits: Co-op Britain. And because the Labour Party had such huge majorities in Wales, Scotland and the most socially damaged areas of industrial England, it would, at last, be a Britain in which rich southern England did not lord it over the poor-relation regions. It would be one whole Britain, not a nation divided into two, as it had been in the thirties. George Orwell, who wrote 1984 in 1948, had vividly described the divided Britain of that decade, and he now had great hopes that if the British people…

… can keep their feet, they can give the example that millions of human beings are waiting for. … By the end of another decade it will finally be clear whether England is to survive … as a great nation or not. And if the answer is to be ‘Yes’, it is the common people who must make it so.

Taking up Orwell’s theme, Asa Briggs has suggested that the forties need to be treated as one period of The People’s War and Peace. Britain had emerged from the War changed but not destroyed and this time, in Orwell’s terms, the right family members would be in control. From the very beginning, the Labour Government was not insulated from the perennial headaches and imperatives of twentieth-century British government – monetary viability, industrial over-capacity and, especially, imperial or post-imperial global defence. The only option it had, apart from shouldering those familiar burdens and getting on with building the New Jerusalem as best they could, was to plunge into a much more far-reaching programme of collectivisation, Keynesian deficit financing, disarmament and global contraction. But that was never actually on the cards because the Labour ministers were not cold-blooded social revolutionaries committed to wiping the slate clean and starting again. The ‘slate’ was Britain; its memories, traditions, institutions, not least the monarchy. Attlee, Ernest Bevin and Herbert Morrison were emotionally and intellectually committed to preserving it, not effacing it. They were loyal supporters of what Orwell called The Lion and the Unicorn (1941). Perhaps appropriately, Orwell died, still young, as ‘his’ decade came to an end, in January 1950, after he had warned of the danger of a dystopian Britain elevating collectivism over individual liberty.

The decision to keep an independent nuclear deterrent, and to sustain the projection of British power in Asia (through Hong Kong) and even more significantly in the Middle East, came at a huge price: $3.5 billion, to add to the estimated cost of the war, $10.5 billion. In 1948, defence spending had risen to seven per cent of GDP, and four years later to 10.5 per cent, incomparably higher than for any other European state. American help was desperately needed, so Bevin’s goal of keeping Britain independent in its foreign policy of the United States actually had the effect of deepening its long-term economic dependence. But the capital infusion, according to Cripps and others, would jump-start the economy as well as pay for investment in new infrastructure, after which surging economic growth would take care of the debt burden. The most idealistic assumption of all was that public ownership of key industries, the replacement of the private profit incentive by a cooperative enterprise, would somehow lead to greater productivity.  There were periods in 1948 when, in expert-led mini-surges, it looked as though those projections were not as unrealistic a diagnosis as they were to prove in the long-term. Britain was benefitting from the same kind of immediate post-war demand that it had experienced in 1918-19; the eventual reckoning with the realities of shrinking exports, as thirty years before, was merely postponed.

Labour was always divided between ideological socialists and more pragmatic people, but there was no real necessity for the party to have a row with itself towards the end of its first majority government, having successfully negotiated so many rapids. The problem was a familiar one. As the bill for maintaining pseudo-great power status and welfare state benevolence mounted, so did doubts and misgivings about the premises on which it had been thought the armed New Jerusalem could be funded. The government’s foreign policy initiatives had encountered serious difficulties. Foreign Secretary Ernest Bevin negotiated Marshall Aid for Britain from the USA in 1949, and in the same year helped organise the North Atlantic Treaty Organisation (NATO). But the price of such security and the maintenance of a place at the top table of international politics was high. American B-29 bombers stationed in East Anglia from 1948, were set to acquire nuclear capacity in 1950. As a result, the government had to accept inflated defence estimates, which also included increased costs for conventional tanks and planes. Should money be concentrated first on Britain’s overseas commitments, especially her large armies in the Middle East and facing the Russians across the German border; or on protecting the social advances at home?

Britain could not afford to be a great power in the old way, but neither could she afford to spend the Marshall Plan aid windfall mainly on better welfare, while other countries were using it to rebuild their industrial power. In the end, the government had to accept the need for cuts in welfare spending, leading to the resignation of Aneurin Bevan, who was determined to protect his ground-breaking achievement, the NHS, and Harold Wilson. The revised estimates helped to fuel a balance of payments crisis since the nationalisation programme had failed to provide the increased productivity the government had hoped for. Stafford Cripps, who had only a year earlier had been the most ardent ‘collectivist’ in the cabinet became, in 1949, an equally determined advocate of the mixed economy. He was forced to retire from the cabinet and the House in 1950 to replaced as Chancellor by Hugh Gaitskell. The socialist idealism of 1945-8 was put on hold, and Labour never returned to it, replacing it with ‘Gaitskillism’. With the benefit of hindsight, the post-war Labour years were a time almost cut off from what followed from 1950 onwards. So much of the country’s energy had been sapped by war; what was left focused on the struggle for survival. With Britain industrially clapped-out mortgaged to the hilt to the USA and increasingly bitter about the lack of a post-war ‘ dividend’, it was perhaps not the best time to start building The New Jerusalem. Most attempts at forced modernisation quickly collapsed; the direction of factories to the depressed areas produced little long-term benefit; companies encouraged to export at all costs were unable to re-equip and prepare themselves for tougher markets. In addition, inflation, which would become a major part of the post-war story, appeared, at three per cent in 1949-50.

Conclusion: A ‘Peaceful Revolution‘?

Between 1945 and 1949 the Labour Government undertook a programme of massive reform. It has been called ‘the quiet’ or ‘the peaceful revolution’. Just how far this is an accurate description and a valid judgement is debatable. It was certainly peaceful, but far from ‘quiet’. Jim Griffiths, Aneurin Bevan and Stafford Cripps all had to use coercive methods at times against active and organised resistance both in Parliament and outside. Whether the reforms were revolutionary or evolutionary is an issue which needs careful consideration. The debate was not about whether a Welfare State was needed, it was about the means by which it would be achieved. The issues of individualism versus collectivism, central control versus local control, competition versus cooperation, and reality and illusion can all be identified.

The degree of success which historians ascribe to these reforms depends on what he sees as ‘the Welfare State’. As Bédarida (1979) argued, there are at least three possible definitions for this enigmatic concept. The ‘official’ definition, as it appeared in the Oxford English Dictionary as early as 1955, was a polity so organised that every member of the community is assured of his due maintenance with the most advantageous conditions possible for all. As a historical interpretation, he refers to five points enunciated by Bruce in The Coming of the Welfare State which referred to the aims and objectives of a welfare state. He rejects this as a narrow, rather technical definition … amounting to little more than the enlargement of the social services. He argues that the phrase must be allowed to take on a wider sense, as a symbol for the structure of post-war Britain, a society with a mixed economy and full employment, …

… where individualism is tempered by State intervention, where the right to work and a basic standard of living are guaranteed, and the working-class movement, now accepted and recognised, finds its rightful place in the nation.

By its own admission Labour’s ‘revolution’ must be seen in the perspective of ‘evolution’. The key word (or phrase) is ‘social justice’. Without in the least denying the collectivist principles inscribed on Labour’s tablets, the revolution found its main inspiration in two Liberals: first Beveridge, then Keynes. These were the two masterminds whose ideas guided Labour’s actions. …

In seeking to determine the significance of the Welfare State one must bear three points in mind. Firstly, to use the word ‘revolution’  is to devalue its meaning. … In the second place, the arrival of the Welfare State was situated in the mainstream  of the history of democratic freedom, linking the pioneers of the London Corresponding Society with the militants of the Independent Labour Party, the Benthamites, with the Fabians, the Nonconformist conscience with Christian Socialism. … Finally, if the Welfare State was the grandchild of Beveridge and Keynes, it was no less the child of Fabians, since it concentrated on legislative, administrative and centralising methods to the detriment of ‘workers’ control’. But in thus stamping on any frail aspiration towards a libertarian organisation of society, Labour laid itself open to a charge that would weigh heavily on it in the future, namely, namely that of wanting to impose a bureaucratic form of socialism. …

The ‘Welfare State’ was not just a Labour ‘project’ or ‘programme’. Apart from its Liberal ‘grandfathers’, even Tory supporters were behind this desire for change and reform. It is significant that the inventor of the term was that pillar of the Establishment (and yet advocate of Christian Socialism), the Archbishop of Canterbury, William Temple. No one would doubt that the achievements of the Labour Government of 1945-50 were considerable. They undertook the massive task of social reconstruction and social transformation with vigour and attempted to establish a new social order. Yet their success in this area must be viewed against their economic failures, not to mention their foreign policy. The creation of the Welfare State did not, really, involve a transformation of society. It was, to a considerable degree, a substitute for it.

Chapter Five: Migrant Women, Work and Marriage in the West Midlands of England.

In BirminghamCoventry, and other areas of the West Midlands, where juveniles or young adults were placed in large-scale industrial concerns, the government Transference Scheme appears to have been more successful throughout the thirties. Such employment was better-paid and facilitated the maintenance of some measure of group identity in the work, domestic and leisure experiences of the transferees. The regional dimension to this contrast is highlighted by a 1934 memorandum from the Midland Divisional Controller to the Ministry:

There is really no comparison between the Midlands Division and say, London, because all the London vacancies are hotel and domestic posts.

Those local Juvenile Employment Committees who considered the transference work a priority ensured that the juveniles were met at the station and escorted to their lodgings. They might also ensure that social contacts were made and that parents were kept informed of the progress of their son or daughter. The officers of the Birmingham Juvenile Employment Bureau were involved with the Merthyr Bureau in each stage of the transference process. They visited Merthyr to interview the juveniles and to explain to their parents the various types of vacancies available. In 1937, this resulted in sixteen boys and seven girls being transferred. The link between the local officials led to a firm of electrical engineers employing an entire family from Merthyr. They were given a bungalow from which the mother looked after a number of the apprentices. Much of this work was undertaken under the auspices of the special After Care Committee of the JEC, and the effectiveness of their work was recorded by A J Lush, in his report for the South Wales and Monmouthshire Council of Social Service:

A large number from South Wales have secured employment in the area of South Birmingham. It is gratifying to note that from the employers, comparitively few complaints have been received. With regard to the boys themselves, the general difficulty experienced is that having been in Birmingham for a month or two, they wish to experiment by changing their lodgings and also their jobs, just to see what other kinds of work and other parts of Birmingham are like…

The lack of after-care provision in smaller ‘Black Country’ townships such as Cradley Heath and Halesowen was reported as being the cause of much concern to Ministry officials. On the other hand, juvenile transference to Coventry and Rugby was said to be of fairly considerable dimensions. The relative success of the Scheme to these centres was due in no small part to the ability of local officials to change attitudes among local employers. At the beginning of 1928, the Coventry District Engineering Employers’ Association was ‘unanimous’ in its opinion that it was very dangerous proceeding to bring large numbers of boys and girls into any area without parental control. By 1937, the employers’ attitudes had changed to the extent that they were willing to consider the provision of a hostel, as in Birmingham, and to guarantee continuous employment for the juveniles over a period of twelve months.

In Coventry, Welsh immigrants were not as concentrated in either domestic or industrial terms as they were in Cowley. In 1937, the Juvenile Employment Committee recognised that the wide dissemination throughout the city of those requiring supervision was a major cause for concern. Oral evidence reveals that it was also a cause of anxiety and homesickness among many of the immigrants. However, although it was more difficult to recreate a sense of neighbourhood, it would be wrong to assume that the majority of immigrants felt scattered and isolated. In the first place, there were pockets of Welsh immigrants in Longford, Holbrooks and Wyken. The Hen Lane estate, in particular, was said to have a large concentration of Welsh workers. Secondly, there is evidence that familial and fraternal relationships were just as significant as in Cowley. Labour was engaged in a similar way, usually at the factory gates, except that Coventry firms actively recruited in the depressed areas by means of advertisements and ‘scouts’. This encouraged still further the tendency towards networked migration, and many men in well-paid jobs found definite openings for friends and relatives. Some, like Haydn Roberts, were ‘second stage’ migrants, attracted to Coventry from metropolitan London by the better pay and more secure terms of employment on offer. The prospect of a more settled, married life in Coventry was a huge incentive:

I met my fist wife, she was a girl from Nantymoel. She was a maid in Northwood College for girls… I went to Nantymoel and met Bill Narberth and the bands… He came to Coventry in 1934 to play for Vauxhall Crossroads Band… He got a job in Alfred Herbert’s in the hardening shop. He came up for the Band… they wanted cornet players in the Vauxhall and he applied and got the job… and quite a few others… I met Bill and he was talking about the money he earned… So I threw up my job and got a single ticket, came up by train… There were quite a few Welsh people around that area in Longford and Holbrooks because the factories were there… Herberts, the Gasworks, Morris Bodies and Morris Engines.

The importance of these kinship and friendship networks can be traced through the electoral registers and civic directories of the period, as well as from The Roll of the Fallen: A Record of Citizens of Coventry who fell in the Second World War, 1939-45 (published in 1945, including the birthplaces of those killed in action, 1939-45/ by enemy action, i.e. bombing of the City in 1940-41) and the Queens Road Baptist Church Roll. From these, it is possible to reconstruct eighty-six ‘Welsh households’ in Coventry, forty-eight of which showed clear signs of sub-letting, in many cases to obvious adult relatives or friends of Welsh origin. Jehu Shepherd married and bought a house in 1939, but he was one of the earliest Rhondda immigrants to Coventry, who remained a powerful influence on Coventry Welsh life throughout the period and well beyond. He was one of a family of nine, all of whom left Wales. He left the Rhondda just before the General Strike and was found a job at the Morris Works by his brother-in-law, going to live in his sister’s house. He then found a job at the same factory for his brother Fred, who brought his wife Gwenllian with him, and they were followed by Haydn who got a job at Courtaulds. Another sister, Elizabeth and her husband moved to Coventry in 1927. The family in general, and Jehu, in particular, appear to have given early cohesion to the Welsh community in Coventry, especially through the formation of the Coventry Welsh Glee Singers. He met and married Mary, from Ystradgynlais, in Coventry in the late thirties, and they bought a house together in 1939. She was a nurse who later became a senior sister and ward matron in the Gulson Road Hospital and Coventry and Warwickshire Hospital in the post-war NHS.

Jehu was also choirmaster at Queens Road Baptist Church from 1926, but in 1937 he decided that he had to give up this duty in favour of keeping the Gleemen together because most of them didn’t go to church, some of them liked a drink… and he felt he must keep them together. In February 1929, the Society and the Gleemen had combined to give a performance in aid of the Lord Mayor of Coventry’s Fund for the Distressed Areas. The Midland Daily Telegraph praised the careful training given by Mr Shepherd to his singers during their weekly rehearsals. The exiles’ empathy with those they had left behind in the valleys was portrayed to full effect when Miss Chrissie Thomas played God Bless the Prince of Wales on her mandolin, in reference to the Prince’s recent visit to the distressed areas. 

There can be little doubt that, as with the Glee Singers, the majority of the Welsh immigrants to Coventry did not attend church regularly, and that the working men’s clubs in Holbrooks and Wyken were more important centres of Welsh life than were Queens Road Baptist Church or West Orchard Congregational Church. Nonetheless, these churches attracted larger numbers of them than their counterparts in London. The attractiveness of these chapels was due, in no small part, to their inspirational Welsh Ministers, Howard Ingli James and Ivor Reece, respectively. From his induction in 1931, Ingli James provided strong leadership for those among the Welsh who were chapel-goers. When Mary Nicholas and Martha Jones, sisters from Tonypandy, first started attending Queens Road on arrival in Coventry in 1932, they found that there were a great many Welsh already in the congregation. In his sermons, Ingli James affirmed to a wide audience, the society and culture from which they had come, as Mary Shepherd, recalled:

I always remember once when he talked about the miners he said, “I had a load of coal and paid for it the other day – did I say ‘paid for it’ ? No, never, when I think what those poor men had to go through to get that coal for me to enjoy – and then I say, ‘I paid for it’ – no money would pay for what they did!” I can see him now in that pulpit.

The Nuffield Survey’s war-time report on Coventry and East Warwickshire found that the City’s sixty thousand houses and shops were a goodly number for the population as it stood at the outbreak of war and that, although large houses were few, the great majority of houses provided accommodation superior to the average for the whole country. Mary Nicholas, originally from the Rhondda, described her reaction to the change in accommodation which her move to Coventry involved:

Comparing the house I was living in with the house I came from I thought I was in heaven. I thought of the old house and black leading the grates…

In Birmingham, the connection with a particular coalfield area again played an important part in establishing a significant immigrant community. A significant proportion of those who settled in South West Birmingham during the period was from the Monmouthshire mining villages of Blaina, Nantyglo and Risca. In particular, there seems to have been a close link between Cadbury’s at Bournville and the authorities and officials in Blaina and Nantyglo; a large number of juvenile transferees, girls and boys, from this area went to Bournville direct from secondary school. The Quaker-founded Company had always operated a strict marriage bar, so there was a constant demand for single women. J. B. Priestley described the type of work done by the young women at the ‘works’ when he visited in the Autumn of 1933:

The manufacture of chocolate is a much more elaborate process (than that of cocoa) … there were miles of it, and thousands of men and girls, very spruce in overalls, looking after the hundred-and-one machines that pounded and churned and cooled and weighed and packed the chocolate, that covered the various bits of confectionery with chocolate, that printed labels and wrappers and cut them up and stuck them onand then packed everything into boxes that some other machine had made. The most impressive room I have ever seen in a factory was that in which the cardboard boxes were made and the labels, in that shiny purple or crimson paper, were being printed: there is a kind of gangway running down the length of it, perhaps twenty feet from the floor, and from this you had a most astonishing view of hundreds of white-capped girls seeing that the greedy machines were properly fed with coloured paper and ink and cardboard. In some smaller rooms there was hardly any machinery. In one of them I saw a lot of girls neatly cutting up green and brown cakes of marzipan into pretty little pieces; and they all seemed to be enjoying themselves; though I was told that actually they preferred to do something monotonous with the machines. I know now the life history of an almond whirl. There is a little mechanical device that makes the whirl on the top, as deft as you please. I saw thousands of marsh-mallows hurrying on an endless moving band… to the slow cascade of chocolate that swallowed them for a moment and then turned them out on the other side, to be cooled, as genuine chocolate marsh-mallows…

There was a girl whose duty it was, for forty-two hours a week, to watch those marsh-mallows hurrying towards their chocolate Niagara. “Wouldn’t that girl be furious,” I sad to the director who was showing me round, “if she found that her Christmas present was a box of chocolate marsh-mallows?” But he was not at all sure. “We consider our staff among our best customers,” he told me. … Such is the passion now for chocolate that though you spend all your days helping to make it, though you smell and breathe it from morning until night, you must munch away like the rest of the world. This says a good deal for the purity of the processes, which seemed to me exemplary…  

By the autumn of 1934, the Monmouthshire migrants were well-enough settled to form an organisation known as the Birmingham Association for the Relief of the Distressed Areas (BARDA), together with immigrants from Durham. Its aims were to help families who already had one or more members settled in Birmingham to remove their homes to the city. It had a membership of about two hundred, whose meetings were held at the Friends’ Meeting House in Cotteridge, just along the Bristol Road from Bournville. Over the period over a hundred individual members of families were reunited in this way, and the families were often related. Fifty-five of this hundred, including mothers not seeking paid work, had members in regular employment by the early months of 1937; twenty-two were still at school and only four of the fathers who had followed their daughters and sons to Birmingham were without full-time, permanent work. Of these four, two were approaching pensionable age, and the other two had temporary or part-time work.

Once a young migrant had become sufficiently established to ask her or his parents to join them and make a home, the Association set to work finding a house for them. Since landlords were averse to accepting unemployed tenants, BARDA’s recommendation of an employed son or daughter as a responsible tenant helped to overcome this problem.In some cases, houses were purchased on a new estate from a fund created for the purpose and in others, help was given in order for families to furnish their new homes adequately. By these means, BARDA enabled a large number families to become independent, self-supporting and self-confident. Its meetings provided an opportunity for them to come together, deal collectively with individual problems of settlement and family reunification and to discuss the broader issues relating to unemployment, migration and the problems of the distressed areas.

BARDA entered into lengthy correspondence concerning the way in which the means test regulations presented a major obstacle to the reunification of families in Birmingham. Parents were already faced with the prospect additional household expenditure in the provision of equipment for the reunited family, in the replacement of clothing and in the higher costs of lighting and heating which obtained in Birmingham. They were therefore understandably reluctant to move unless they could be sure that the unemployment allowances would not be decreased before they had had a reasonable period to look for work and establish the household. BARDA had written to various officials, setting out specific cases which showed the obstructiveness of the regulations to their work:

The kind of case we have specially in mind is of a family where two youths over school age have been successful in obtaining employment in Birmingham  – one in a regular position and the other in more temporary employment. The father is about forty-two years and has a wife and two children of school age. Presumably, whilst living in a distressed area the parents with their two children obtain full public assistance but if they transfer to live with their two sons,… they would receive no public assistance as the wages of the two sons would be viewed as sufficient for the household. There would be the added risk that the one son in temporary employment might become unemployed so that the parents and four children would be dependent upon the earnings of one youth. The alternative appears to be for the family to continue to receive public assistance until they qualify for old age pension, in which case the two children, now of school age, might also become a charge on the public assistance. Whereas if the whole family removed to this area there might be a prospect of the whole family obtaining employment. 

This case illustrates graphically the disjunction which existed between unemployment policy and voluntary migration and why so many migrants chose to have nothing to do with the transference schemes of the Ministry of Labour. To solve this most peculiar paradox in policy, BARDA advocated that no deductions should be made from parental unemployment allowances for a minimum of six months. Nevertheless, its advocacy was of no avail. Although, as an example of autonomous organisation of migration, BARDA was successful in attracting interest in government and the national press, its practical influence was limited to South West Birmingham and did not extend to the nearby town of Smethwick, where Rhondda people had been able to find homes in close proximity to each other and were working in the Tangyies Munitions Factory by 1936-37. Instead, they made good use of the local chapels and, as in Oxford and Coventry, formed a male voice choir. However, the Welsh causes which existed in the centre of Birmingham, like those in London, had been founded in the early and mid-nineteenth century, their congregations mainly made up of professional, Welsh-speaking people from rural Wales, the language of worship also being Welsh. The mostly English-speaking immigrants from Monmouthshire who were able to afford the bus fare into the city centre soon found that they had little in common with their Welsh-speaking country cousins. The new exiles took little interest in the activities of the two Welsh societies, Y Brythoniad and Y Cymrodorion.

Haydn Roberts, who had moved from London to Coventry in the mid-thirties, and became foreman at the GEC, recalled how trade unionism spread to the factory from the Standard Works when the latter sacked a lot of trade union members. He remembered a Welsh shop steward in the Model Room who had been at the Standard Works and was a bit militant because Sir John Black had kowtowed to them. Again, although Roberts acknowledged the importance of strong trade union traditions to the mining community he had left as a teenager, he had seen no need for those traditions in the new industrial context in which he found himself. He had not been a miner or a member of the SWMF himself, but had followed his father’s sense of grievance against the mine owners, and saw no relevance in applying these grievances to his new industrial context. Moreover, the jobs and processes involved at the GEC were far more diverse than at the Standard Works, and Roberts was responsible for the supervision of ‘girls’ or ladies who had just got married but continued to work on a part-time track. Although women workers elsewhere in Coventry had been instrumental in resisting the introduction of the Bedaux System, involving the speeding-up of production lines, according to Roberts the GEC women were uninterested in trade unionism. Some of these women were Welsh in origin, and all of them shared Roberts’ perception of their new environment. However, as noted in chapter three, there were some ‘wildcat’ or spontaneous strikes involving women in the late thirties, but these occurred on the full-time track involving younger, single women.

When J. B. Priestley visited the city in 1933, there were still plenty of unemployed there, about twelve thousand he was told. The graph above shows this estimate to be quite accurate for the time of year (autumn) of his visit. By then, the city had got well past the worst period of the depression in 1931-32, when unemployment had risen to over twenty percent. Factories that were working on short time in that period, were back on double shifts in 1933. He saw their lights and heard the deep roar of their machinery, late that night of his sojourn.

In Coventry, the factors which led to Labour gaining control of the City Council in the 1937 municipal elections were more complex than in either Oxford or Birmingham. They included a general shift away from shop-floor ‘syndicalism’ towards a more rounded concept of municipal socialism. Unlike in the Chamberlains’ Birmingham, the ruling Liberal-Conservative Progressive Coalition in Coventry had failed to respond to the demands of a spiralling population through proper planning and provision of social services. The Labour ‘take-over’ was also greatly facilitated by the mushroom growth of a large individual membership section in the local Party which enabled many managerial, professional and clerical workers to play an increasingly important role alongside shop stewards and trade union officials. This growth was carefully nurtured by a number of key local politicians, shaping the Party into an organisation which was capable of winning elections and of running the City successfully. In addition, the radical Liberalism of many chapel-goers in the City became detached from its more Gladstonian leadership, much of it being transferred into support for the Labour Party.

This ideological shift was reinforced by the Christian Socialism advocated by leading Unitarian, Methodist and Baptist preachers, some of whom defied deacons and elders to speak on Labour platforms. This ‘social gospel’ influence was fuelled by the influx of workers from the depressed areas in general, and South Wales in particular, where it was still comparatively strong among those who had continued to attend the Nonconformist chapels, as an alternative to the outright Marxism of many in the SWMF. The Progressive candidates, Tories and Liberals, often made the mistake of disparaging this shift by playing upon the fears and prejudices of ‘old Coventrian’ electors. They suggested that Labour’s 1937 victory resulted from the coming of so many of the Labour Party’s supporters to Coventry, whom they referred to as the sweepings of Great Britain. The local Labour leader, George Hodgkinson, however, considered that the low turn-out in 1938 was

… an index that the municipal conscience was by no means fully developed, probably through the fact that many newcomers had not got their roots in Coventry and so had not formed political allegiances. 

Clearly, whilst the immigrants may have been predominantly socialist in outlook, this did not mean that this general allegiance was automatically and immediately translated into a particular interest in local politics. Even by 1937-38, many migrants did not regard their situations in Coventry as anything more than temporary, especially with the economic recovery of South Wales underway, and therefore did not see themselves as having the right and/or duty to vote as citizens of Coventry. Comparisons of oral evidence with the electoral registers reveal that many were not registered to vote for as long as five years after their arrival in Coventry. In many cases, this was due to the temporary nature of their lodgings, which resulted in multiple sub-lettings and transient residence among the migrants. They were far more scattered around the city than their counterparts in Cowley and were therefore not as settled by the late 1930s. Thus, the argument advanced by The Midland Daily Telegraph and other Conservative agencies within the City in November 1937 that the large influx of labour from socialist areas was responsible for Labour’s victory reflected their belief in the myth of the old Coventrian at least as much as it did the reality of the situation.

There were a number of Welsh workers, some of them women, who came to the City in the late 1930s and who began to play a significant role in local politics following the war. William Parfitt started work in the mines at Tylorstown in the Rhondda at the age of fourteen, becoming Secretary of his Lodge at the age of twenty-one. In December 1926, he appeared in Court with a number of others, charged with riotous assembly at Tylorstown for leading a crowd who attacked a crane being used to transfer coal from a dump to be sent to Tonyrefail. When Sergeant Evans spoke to Parfitt, he replied we are driven to it, we cannot help ourselves. He later became an organiser for the National Council of Labour Colleges, enduring periods of unemployment before leaving the Rhondda. William Parfitt arrived in Coventry in 1937 and began work as a milling machinist in the Daimler factory. After the war, he became Industrial Relations Officer for the National Coal Board. He was elected to the City Council in 1945 and twenty years later became Lord Mayor of Coventry.

Harry Richards was also born in the Rhondda, at Tonypandy, in 1922. On moving to Coventry in 1939, he became an apprentice draughtsman at Armstrong Siddeley Motors and a design draughtsman at Morris Motors. He then became a schoolteacher after the war and was elected to the City Council in 1954. Like Parfitt, he went on to become Lord Mayor in 1979-80. No doubt Parfitt, Richards and other immigrants who became involved in post-war politics, shared the motivation for their involvement which arose out of the determination of both leaders and led to attain better living conditions than those which most of the immigrants from the coalfields had been forced to endure for much of the inter-war period. Similarly, Councillor Elsie Jones,   made the following poetic contribution in 1958, celebrating twenty-one years of Labour rule in the City, in which she both echoed and transposed some of the themes she drew from Llewellyn’s 1939 book and the subsequent popular war-time film:

Born and reared in a mining area I realised the need for reforms very early in life –

Because I loved light and sunshine I knew men and young boys who, during winter, seldom saw either –

Because I loved peace and a tranquil home, and I saw peaceful men become violent at the spectacle of their semi-starved families –

Because I loved music and culture, and the arts, and I knew boys and girls with wonderful natural gifts who would never get a chance to express them –

Because I loved freedom and independence, and saw proud men grovelling for the ‘privilege’ of working for a week for a week road-mending.

How green and beautiful was my valley.

How black the despair in the hearts of its people.

It is significant that when the post-1945 Labour Government’s housing policy came under attack in 1947, Aneurin Bevan chose to go to Coventry to defend it. It would seem that his choice may not have been entirely coincidental, as when he issued a challenge to Anthony Eden to debate the issue, he was given…

…a great reception from the people of Coventry, in particular from members of the Welsh community, many of whom knew him in their native valleys.

The growth of municipal socialism in the City from 1937 onwards can clearly be seen as a practical expression of that impetus to reform, progress and planning which Bevan himself epitomised. Another Welsh ‘Dick Whittington’, this time in Birmingham, was William Tegfryn Bowen, who worked as a miner in the Rhondda between 1916 and 1926 before leaving for Birmingham in 1927.  He studied economics, social services and philosophy at Fircroft College in Selly Oak before going to work at the Austin Motor Company’s works further down the Bristol Road in 1928. There he led a strike against the introduction of the Bedaux system in defiance of more senior union officials. Following this, he endured several periods of unemployment and odd-jobbing until the war, when he became a City Councillor in 1941, and an Alderman in 1945. Between 1946 and 1949 he was both Chairman of the Council Labour group and Chairman of the Health Committee. This latter position led to his appointment as a member of the Executive Council of the NHS and also as a member of the Regional Hospital Board. Effectively, he was Bevan’s architect of the NHS in Birmingham, a city which, under the Chamberlain ‘dynasty’, had been first a Liberal Unionist and then a Tory stronghold for many decades since mid-Victorian times. On becoming Lord Mayor in 1952, Bowen was asked to account for Labour’s currently and apparently secure hold on the City. He referred to the large influx of workers from other areas, with a different political outlook.

In Coventry, from 1929 onwards, it was musical engagements which enabled Philip Handley, the City’s Employment Officer, to champion the immigrant cause, often in the teeth of criticism from other civic leaders, trade unionists and employers, and to attempt to construct a far more positive narrative and vision of a progressive, cosmopolitan city:

The Welshman’s love of music and art, the Irishman’s physical vigour and courage, the Scotsman’s canny thoroughness, the tough fibre of the Northumbrian, the enterprise of the Lancastrian – Yes, the Coventrian of twenty-five years hence should be a better man in body and possibly in brain… 

Of course, Handley meant ‘man’ in the generic sense, and the contribution of these ‘new Coventrians’ of both genders in terms of ‘brain’ cannot be underestimated or marginalised, certainly not in the second and third generations. Through the better system of secondary education which existed at that time in Wales and the high standard of adult education in the coalfield communities, the new industry towns acquired significant numbers of youngsters whose talents lay in their heads as well as their hands. In their new environment, there were a number of ways in which these talents could be expressed. As was also the case in Cowley, Welsh families had a more positive attitude towards education, so that local schools, both elementary and secondary, suddenly found themselves with some very able and highly motivated pupils, a theme which was revisited by local politicians after the war.

There is some evidence to suggest that in Coventry the impact of these immigrant children was quite dramatic, both in terms of quantity and quality. In 1936-37, the number of school children admitted from other districts exceeded those leaving Coventry by more than 1,100. In February 1938 The Midland Daily Telegraph then carried out research for a major report entitled Coventry as the Nation’s School in which it claimed that Coventry’s school problem was being aggravated by the influx of newcomers from the Special Areas. For the previous twelve months, it went on, children had been pouring into the city at a rate of a hundred a month. Most of them went to live on the new housing estates on the city’s outskirts where few schools had been built. Sufficient children were moving into the city every year to fill ‘two good-sized schools’ and although there were enough school places available throughout the city to accommodate the newcomers, the schools were in the wrong places.

Coventry’s schools remained significantly more overcrowded than the national average throughout the decade, and despite the increasing press speculation, no new secondary schools were built, although six new elementary schools were added between 1935 and 1939. Despite this, throughout the period 1925-37, the cost of elementary education per child Coventry schools remained below the average cost in county boroughs in England and Wales. Whilst the school rolls were falling in most English authorities, in Coventry they were rising sharply. It is in this context that the Education Committee’s gradual shift towards the idea of building bipartite comprehensive schools, combining grammar and technical ‘streams’ began in the late 1930s. The idea of academic and technical secondary education working in tandem on the same sites made sense as a solution to cater for the sons and daughters of immigrants who valued secondary education. The emphasis which was placed on education in coalfield societies was a positive dividend of interwar migration to the City’s schools after the war.

There was also a dearth of shopping and general social facilities in Coventry, throwing an increased burden on the central shopping area. Philip Handley, as the Employment Exchange Officer, was clear that the City’s obsession with the elemental question of housing and employment had been to the exclusion of any significant attempt to develop social and cultural amenities, with the result that the new housing areas lacked halls, churches and libraries. Since he was responsible for the reception and after-care of young immigrants, he shared some of the concerns of those in the social service movement who viewed the ‘new areas’ as lacking the ‘right sort’ of social and cultural institutions to receive them. In particular, in his correspondence with Sir William Deedes, he referred to the problems they faced in the ‘settling in’ period, during which the public house and the cinema are more attractive than the strange church which may be, and usually is, some distance away. 

Many who migrated, both men and women, were in a poor physical condition and sometimes unable to stand the strain of their new employment, and others were simply not fit enough to find employment in the first place. Social and healthcare services often simply could not cope with the problems that the influx of men and women on the borderline destitution created. In the year 1935-36, despite an increase in the population of Oxford of two thousand, only one bed was added to the city’s hospitals. In Coventry, the Public Assistance Committee was forced to either make the cases of sick immigrants chargeable to the local authority from which they came or remove them entirely, as was the case with one family from Burry Port. Lack of adequate financial provision for young adults in time of sickness was one of the main causes of their early return to the depressed areas. Those whose migration and settlement were aided by financial support from voluntary agencies stood a greater chance of ‘survival’ in the new area, as in this case:

Case E434. This family came from a distressed area, to seek work, the husband having been out of work for four years. The United Services Fund … made a grant for the removal of the household goods and supplied the railway fares. The man obtained work after a few weeks as a labourer, earning two pounds ten shillings weekly. The eldest daughter, aged seventeen, was found a situation, which proved very satisfactory. The daughter of fourteen , who had been a tubercular subject most of her childhood was in a debilitated state of health, and the CCAS (Coventry City Aid Society) did not think she should take up work until she was quite strong. She was sent to Eastbourne for three weeks, and was placed in a situation on her return. Unfortunately, the husband, a builder’s labourer, contracted rheumatism.  Through the office he was sent to Droitwich for three weeks. He is convalescing at the present time, and we hope will soon be back to work in some occupation more suited to his health.

Coventry’s churches and chapels provide ample evidence of religious activity, the diversity of which seems a natural corollary of mass migration from numerous points of origin with attendant religious traditions. All children attended Sunday school, with parental encouragement, either to get them out of the house or to get that religious instruction which even agnostic guardians seem to have regarded as a positive stage in constructing a morality for their children.  For children, it was enjoyable; there were stories, and outings at least once a year. ‘A bun and a ha’penny’ attracted any waverers. Also, it provided companionship on an otherwise quiet day for boisterous young children. But family observance was a minority feature of Sundays in Coventry. Families, generally, did not pray together or say grace. A minority of families attended church or chapel regularly, perhaps sang in the choir, so that for those children Sunday school was only one of a number of religious services they might participate in on a Sunday.

As has been stated already, in Coventry many of the Welsh immigrants were attracted to those churches with Welsh ministers, most notably to the ministry of Howard Ingli James at Queen’s Road Baptist Church and Ivor Reece at West Orchard Street Congregational Church. Since the Welsh population in Coventry was not as geographically concentrated and as stable as in Cowley, it was not as easy for the immigrants to be appointed as deacons. Nevertheless, the impact of immigration upon the congregation and upon the city was a major factor in the development and direction of Ingli James’ ministry, as his 1936 article for The Midland Daily Telegraph reveals:

Coventry is today faced with the difficult task of welding a host of newcomers into a community, in fact of making a city, which is not the same thing as a mere collection of streets, or conglomeration of people…  Almost every week strangers appear in our congregation, often in such numbers that one has difficulty in getting into touch with them. Many are young, and trying their wings for the first time. It is an important part of our work to meet their needs both spiritual and social, to provide them with a place where they may find friends and feel at home.

James wrote in his book Communism and the Christian Faith in 1945, that he had had little contact with either socialists or communists during his time as a minister in Swansea in the twenties and early thirties, but had become ‘radicalised’ through his contact with the young migrants in his congregation and, no doubt, by the municipal socialists he met in the city more widely. Finding friends was often a dilemma faced by the Welsh immigrants to Coventry, as in Cowley. In Coventry, the marked tendency for Welsh women to select their own countrywomen as friends rather than their immediate neighbours was noted in the University of Birmingham’s Survey of the early 1950s. So, too, were the continuing stereotypes of the immigrants used by ‘Coventrians’. In particular, Coventrian women thought of the women from the older industrial areas in their cities as being unemancipated by comparison with themselves. Interestingly, and paradoxically, as well as being labelled as ‘clannish’, ‘all out for themselves and ‘rootless’, they were also said to be ‘thrusting’, trying to get onto committees and councils whereby they could ‘run the town’, showing a lack of respect for the real Coventrians.

The confused and contradictory nature of this stereotyping reveals what Ginzberg described as the classic pattern of a dominant majority irked by a foreign minority in its midst, except that, by the 1950s, it was difficult to tell who the real Coventrians were. However, before the ‘Blitz’ of 1940, Coventry was primarily identified as an engineering city, as testified to by J. B. Priestley following his 1933 sojourn in the city. In his English Journey, he describes walking at night to a hill from which he had a good view of the old constellations remotely and mildly beaming, and the new Morris works, a tower of steel and glass, flashing above the city of gears and crank-shafts. Its high-paid factory work acted as a powerful magnet to migrants from far and wide, who generally found in it a welcoming working-class city without the social hierarchy which existed in Oxford and London and, to a lesser extent, in Birmingham. Although many of the women migrants may not, at first, have gone into the factories, this changed dramatically after 1936, with the growing demands of the shadow factories for labour, and they also made a broader contribution to working-class life and politics throughout the city.
