East of England; the Country from the Stour to the Wash:

After the far West of England, East Anglia was one of the most neglected regions of England until the sixties. In the fashionable division of the nation into North and South, it has tended to get lumped in with the South. The South-east Study of 1964 was less vague, however, drawing an arbitrary line from the Wash to the Dorset Coast at Bournemouth and defining the area to the east of this boundary as ‘South-east England’. In the same year, Geoffrey Moorhouse (pictured below), a well-known contemporary Guardian correspondent, wrote that, in time, if policies to encourage a counter-drift of the population from the South were not adopted, the whole of the vast area delineated might well become one in character, in relative wealth and in disfigurement. As far as he was concerned, the ‘carving out’ of this area encroached upon the traditional regions of the West Country, beginning at Alfred’s ancient capital of Winchester in Hampshire, and East Anglia, incorporating Norfolk, Suffolk and Essex, or at least that part of it lying to the north of Colchester. To the south, most of Essex was already part of the ‘Golden Circle’ commuter area for the metropolis, stretching from Shoeburyness at the end of the Thames estuary, around the edge of ‘Greater London’ and up the Hertfordshire border to the north of Harlow. Suffolk and Norfolk, however, still remained well ‘beyond the pale’ between the Stour Valley and the Wash, occupying most of the elliptical ‘knob’ sticking out into the North Sea. It was an ‘East Country’ which still seemed as remote from the metropolitan south-east of England as that other extremity in the far south-west peninsular.

In the fifties, as the wartime airfields were abandoned and the Defence Ministry personnel went back to London, East Anglia went back to its old ways of underemployment, rural depopulation, low land and property values. By the mid-fifties, the people of East Anglia were not yet having it as good as many parts of the Home Counties that Macmillan probably had in mind when he made his famous remark. Urban growth continued, however, into the early sixties. For the most part, development was unimaginative, as council estates were built to replace war-time damage and cater for the growing town populations.  Where, in 1959, the Norfolk County Council was getting four thousand applicants a year for planning permission, by 1964 the figure had risen to ten thousand. Issues of planned town growth became urgent. Old properties, particularly thatched cottages and timber-framed farmhouses were eagerly sought. For all the talk of imminent development, with all the benefits and drawbacks that this implied, East Anglia did not look as if it had changed much by the early sixties. The most noticeable signs of the times were the great number of abandoned railway stations. Railway traffic had declined throughout England as British road transport had eclipsed railways as the dominant carrier of freight. Several branch lines, such as the Long Melford to Bury St Edmunds and sections of the Waveney Valley had already closed before the celebrated ‘Beeching Axe’ was wielded in 1963. Neither Suffolk nor Norfolk enjoyed a share in the slow growth of national prosperity of the fifties, but then the boom came suddenly and Suffolk became the fastest growing county by the end of the decade. It began in the early sixties when many new industries came to the East Anglian towns and cities.

The ‘neglected’ Suffolk of the fifties was ready to be rediscovered in the sixties. Companies escaping from the high overheads in London and the Home Counties realised that they could find what they were looking for in Ipswich, Bury, Sudbury and Haverhill. Executives discovered that they could live in an area of great peace and beauty and yet be within commuting distance of their City desks. Moreover, the shift in the balance of international trade focused attention on once more on the eastern approaches. When the bulk of Britain’s trade was with the empire and North America it was logical that London, Southampton and Liverpool should have been the main ports. The railway network had been constructed in the nineteenth century in such a way as to convey manufactured goods to these ports. But the Empire had been all but disbanded and Britain was being drawn, inexorably if sometimes reluctantly, into the European Common Market. More and more industrial traffic took to the road; heavy lorries at first, then containers. Now producers were looking for the shortest routes to the continent, and many of them lay through Suffolk, shown below in Wilson’s 1977 map of the county.

One of the benefits of East Anglia’s poor communications was that, at the height of summer, it was the only region south of the Bristol-Wash line which was not crammed with holidaymakers and their traffic. The seaboard caught it a little, as of course did the Norfolk Broads. Norfolk reckons, for instance, that caravans are worth two million pounds a year to it one way or another and, like Cornwall, saw this as a mixed blessing; as Moorhouse was writing his book (in 1964), the County Council was in the process of spending fifty thousand pounds on buying up caravan sites which had been placed with an eye more to income than to landscape. But inland and away from the waterways crowds of people and cars were hard to find; out of the holiday season, East Anglia was scarcely visited by any ‘outsiders’ apart from occasional commercial travellers. Local difficulties, small by comparison with those of the North, were lost from sight. As the sixties progressed, more and more British people and continental visitors realised that discovered the attractions the two counties had to offer. As Derek Wilson wrote at the end of the following decade,

They realised that a century or more of economic stagnation had preserved from thoughtless development one of the loveliest corners of England. They came in increasing numbers by their, now ubiquitous, motor-cars to spend quiet family holidays at the coast, to tour the unspoilt villages, to admire the half-timbering, the thatch, the pargetting and the great wool churches. Some decided to stake a claim by buying up old cottages for ‘week-ending’ or retirement.

So great was the demand for even derelict old properties that prices trebled in the period 1969-73. Village communities were no longer so tight-knit so the arrival of these ‘strangers’ cannot be said to have disrupted a traditional culture. Only in those areas where the newcomers congregated in large numbers, buying up properties at inflated prices which ‘locals’ could no longer afford was any real and lasting cultural damage inflicted. At first, the seaside towns found it difficult to come to terms with the expansion in tourism, having been ignored for so long. Even the established Suffolk holiday resorts – Aldeburgh, Southwold, Dunwich, even Felixstowe – were ‘genteel’ places; compared with Clacton on the Essex coast which was far closer in time and space to for day-trippers from London, they did not bristle with amusement arcades, Wimpy bars, holiday camps and the assorted paraphernalia that urban man seems to expect at the seaside. Derek Wilson commented that Suffolk was more like a coy maiden prepared to be discovered than an accomplished seductress thrusting her charms at every single passer-by.

A Metropolitan ‘Refugee’ in Dunwich:

One of the earliest of these ‘refugees’ from the metropolis was John Simpson (who was to become the BBC’s World Affairs Editor). When he was fifteen, in 1959,  moved from Putney to Dunwich. His holidays had already been taken up with following his father’s genealogical enthusiasms, and they went from village church to county archive to cathedral vault searching for records of births, marriages and deaths, and transcribing inscriptions on gravestones. Having discovered the full extent of the full extent of the Simpson’s Suffolk roots, Roy Simpson insisted that they should look for a country house there. John recalled,

We spent a wintry week driving from one depressing place to another and talking to lonely farmers’ wives whose ideal in life was to leave their fourteenth-century thatched manor-houses and move to a semi near the shops. We had almost given up one evening and were setting out on the road to London when I spotted a brief mention at the end of an estate agent’s list of a rambling place on a clifftop overlooking the sea at Dunwich. …

From the moment I saw it I knew I would never be happy until I lived there. No one could call ‘Greyfriars’ handsome. It was the left hand end of an enormous 1884 mock-Elizabethan pile which had been split up into three separate sections at the end of the war. Our part had around eight bedrooms and five bathrooms. … It was always absurdly unsuitable … four hours’ drive from London, and nowhere near the shops or anything else. Its eleven acres of land were slowly being swallowed up by the ravenous North Sea, and it cost a small fortune to keep warm and habitable. … 

The village of Dunwich immediately formed another element of that sense of the past, faded glory which had haunted so much of my life. In the early Middle Ages it had been the greatest port in England, sending ships and men and hundreds of barrels of herrings to the Kings of England, and possessing a bishopric and forty churches and monasteries. But it was built on cliffs of sand, and the storms of each winter undermined it and silted up the port. In the twelfth century, and again in the thirteenth, large parts of the town collapsed into the sea. … Our land ran down to the cliff edge, and we watched it shrink as the years went by. 

The stories about hearing bells under the sea were always just fantasy, but Dunwich was certainly a place of ghosts. A headless horseman was said to drive a phantom coach and four along one of the roads nearby. … In the grounds of our house two Bronze Age long-barrows stood among the later trees, and when the moon shone hard and silver down onto the house, and the thin clouds spread across the sky, and a single owl shrieked from the bare branches of the dead holm-oak outside my bedroom window, it was more than I could do to get out of bed and look at them. I would think of those cold bones and the savage gold ornaments around them, and shiver myself to sleep.

The winter of 1962 was the worst since 1947, and that was the worst since the 1660s, people said. The snow fell in early December and dug in like an invading army, its huge drifts slowly turning the colour and general consistency of rusty scrap iron. In our vast, uneconomic house at Dunwich the wind came off the North Sea with the ferocity of a guillotine blade and the exposed pipes duly froze hard. The Aga stood in the corner of the kitchen like an icy coffin. … We wandered round the house in overcoats, with scarves tied round our heads like the old women at Saxmundham market. None of the lavatories worked.

In October 1963, Roy Simpson drove his son ‘up’ to Cambridge from the Suffolk coast in his old Triumph. John Simpson set down his cases, as had many Suffolk boys before him, outside the porter’s lodge in the gateway of Magdalene College. For the next three years, his life revolved around the University city in the Fens until he joined the BBC in 1966.

The curvature of the eastern coastline had been responsible for the lack of metropolitan infiltration hitherto. Norfolk and Suffolk were in a cul-de-sac; even today, apart from the ports of Felixstowe and Harwich, on opposite sides of the mouth of the River Stour, they do not lie on transport routes to anywhere else, and their lines of communication with other parts of the country, except with London, were still poor in the early sixties, and are still relatively retarded half a century later, despite the widening of the A12 and the extension of the A14. The disadvantages of remoteness could be severe, but at the same time, this saved the two countries from the exploitation that had occurred in places with comparable potential. Had there been better communications, Norwich might have been as badly ravaged by the Industrial Revolution as Bradford, but the great East Anglian woollen trade and cloth-making industry were drawn to Yorkshire as much by the promise of easier transport as by the establishment of the power-loom on faster-flowing water sources. Instead, Norwich still retained the air of a medieval city in its centre with its cathedral, its castle, and its drunken-looking lollipop-coloured shops around Elm Hill, Magdalen Street, and St. Benedict’s. Its industries, like the Colman’s mustard factory, were already discreetly tucked away on its flanks, and there they did not intrude.

Norwich itself was poised to move forward by the sixties, and though its hopes had received a setback as a result of Britain’s early failures to get into the Common Market, it still saw itself as playing an important part in the development of trade between this country and the Continent. European connections were already strong in East Anglia. From the obvious Dutch gables widespread throughout the region (see the example below from a farmhouse near Woodbridge, Suffolk) and concentrated in places like Kings Lynn, to the names beginning with the prefix ‘Van’ in the telephone directories, Flemish influences could, and still can be found everywhere. Dutch farmers had been settling in the two counties since the late seventeenth century. There were two Swiss-owned boatyards on the Norfolk Broads and one of Norwich’s biggest manufacturers, Bata Shoes, was Swiss in origin. In the early sixties, two Danish firms had set themselves up near the city.

For Suffolk, the sixties and seventies saw a most astonishing growth in the population, which had been decreasing for over a century. The population of Suffolk showed a comparatively modest, but significant growth from 475,000 in 1951 to 560,000 in 1961. Most of this increase was in West Suffolk, where the growth of Haverhill, Bury and Sudbury accounted for most of the extra population. These were designated in the mid-fifties as London overspill areas. In Haverhill, the notion of town expansion had been pioneered in 1955; by the time Geoffrey Moorhouse published his survey in 1964, there was already a plan for a further massive transfusion of people to the town from London.  Thetford, Bury St Edmunds, and Kings Lynn were to be transformed within the next two decades. Between the two censuses of 1961 to 1971, the population of Suffolk jumped by over eighteen per cent (the national average was 5.8 per cent). There were many reasons for this unprecedented growth, which brought Suffolk a prosperity it had not known since the great days of the cloth trade.

But the hinterland towns of central East Anglia presented a bigger problem for the local planners and county authorities. They had grown up as market-places for the sale of agricultural produce like those in other parts of rural England. By the mid-sixties, they had held on to this function much longer than most. But the markets, and particularly the cattle markets, had recently become more and more concentrated in the biggest towns – Norwich, King’s Lynn, Bury and Cambridge – and the justification for places like Stowmarket, Diss, Eye, Downham Market and Needham Market (pictured above), in their traditional form had been rapidly disappearing. Their populations were in need of new industries to take the place of old commerce and, in part, they got them. As early as the sixties, a new town at Diss, on the Norfolk-Suffolk border, was already talked of.  Carefully planned industrial and housing estates were built and a variety of service industries and light engineering concerns moved their machines and desks to spacious premises from whose windows the workers could actually see trees and green fields. Writing in the late seventies, Derek Wilson concluded that, while such examples of economic planning and  ‘social engineering’ could only be described as revolutionary, they were still too recent to invite accurate assessment.

Paradoxically, Suffolk’s depressed isolation gave a boost to the new development. Some of Suffolk’s most beautiful countryside was no further from the metropolis than the ‘stockbroker belt’ of Sussex, Hampshire, Wiltshire, Berkshire and Buckinghamshire. Yet land and property prices in Suffolk were less than half of what they were in the desirable areas of those counties. Most of the county was within eighty miles of London and served by still reasonable rail connections, and improving road connections from the capital. The population was now more mobile, and light industry less tied to traditional centres.  But development in the sixties and seventies was not restricted to the eastern side of the two counties. Ipswich, the other town in the two counties which was relatively industrialised, had been, like Norwich, comparatively unscathed by that industrialisation. Its growth occurred largely as a result of migration within Suffolk. Even so, its population increased from a hundred thousand to a hundred and twenty-two thousand between 1961 and 1971. It became the only urban centre in the county to suffer the same fate of many large towns and cities across England in that period – haphazard and largely unplanned development over many years. In the late seventies, farmers could still remember when the county town was still was just that, a large market town, where they could hail one another across the street. By then, however, dual carriageways and one-way systems had been built in an attempt to relieve its congested centre, while old and new buildings jostled each other in what Derek Wilson called irredeemable incongruity.

East Anglia as Archetypal Agricultural England:

Life on the land had already begun to change more generally in the sixties. East Anglia is an important area to focus on in this respect, because it was, and still is, agricultural England. In the sixties and seventies, agriculture was revitalised: farmers bought new equipment and cultivated their land far more intensely than ever before. The industries here remained identical to the main purpose of life, which was to grow food and raise stock. Many of the industries in the two counties were secondary, and complimentary, to this purpose. Of the thirty-nine major industrial firms in East Suffolk, for example, twelve were concerned with food processing, milling, or making fertilisers, and of the five engineering shops most were turning out farm equipment among other things. These industries varied from the firm in Brandon which employed three people to make and export gun-flints to China and Africa, to the extensive Forestry Commission holding at Thetford, where it was calculated that the trees grew at the rate of seventeen tons an hour, or four hundred tons a day. But a quarter of the total workforce in Norfolk and Suffolk was employed in the primary industry of farming; there were more regular farm-workers in Norfolk than in any other English county. The county produced two of the founders of modern British agriculture, Coke of Holkham and Townshend of Raynham, and it had kept its place at the head of the field, quite literally.

East Anglia was easily the biggest grain-producing region of the country and the biggest producer of sugar-beet. During the First World War, farmers had been encouraged to grow sugar beet in order to reduce the country’s dependence on imported cane sugar. This had been so successful that in 1924 the government offered a subsidy to beet producers. The crop was ideally suited to the heavy soil of central Suffolk and without delay, a number of farmers formed a co-operative and persuaded a Hungarian company to build a sugar factory near Bury St Edmunds. Five thousand acres were planted immediately and the acreage grew steadily over the next half-century. In 1973, the factory was considerably enlarged by the building of two huge new silos, which came to dominate the skyline along the A14 trunk road. The factory became the largest plant of its kind in Europe and by the late seventies was playing an important part in bringing Britain closer to its goal of self-sufficiency in sugar.

Of all the English counties, Norfolk had the biggest acreage of vegetables and the heaviest yield per acre of main crop potatoes. It was also the second biggest small fruit producer and the second highest breeder of poultry. Suffolk came close behind Norfolk in barley crops, while it had the biggest acreage of asparagus and more pigs than any other county. The region’s importance to agriculture was symbolised by the headquarters of the Royal Agricultural Society having its base in Norfolk, and the region also played host to the British-Canadian Holstein-Friesian Association, the Poll Friesian Cattle Society, the British Goat Society, and the British Waterfowl Association. No other county had as many farms over three hundred acres as Norfolk, and most of the really enormous farms of a thousand acres or more were to be found in the two Easternmost counties. The biggest farm in England, excluding those owned by the Crown, was to be found on the boundary of Bury St Edmunds, the ten-thousand-acre Iveagh estate, covering thirteen farmsteads, and including a piggery, three gamekeepers’ lodgings and homes for its cowmen, foresters and its works department foreman.

The most significant change taking place on the land throughout England was in the size of farms. The big ones were getting bigger and the small ones were slowly dwindling and going out of business. Mechanisation was reducing the number of jobs available to agricultural workers, and from this followed the steady decline of rural communities. By the end of the sixties, however, the employment position in Norfolk was beginning to stabilise as the old farm hands who were reared as teams-men and field-workers and were kept on by benevolent employers retired and were not replaced. Although it employed fewer people than ever before, farming was still Suffolk’s largest single industry in the mid-seventies. After Britain joined the Common Market in 1973, accessibility to European markets had led to a certain amount of diversity. There were numerous farmers specialising in poultry, pigs and dairying. Yet persistently high world grain prices led to the intensive production of what the heavy soils of central Suffolk are best suited to – cereal crops. The tendency for large estates to be split up and fields to remain unploughed had been dramatically reversed. The larger the unit, the more productive and efficient the farm, with every producer determined to get the maximum yield from their acres.

As the big farms grew bigger and farming became more highly mechanised, farmers were tending to re-organise the shapes and sizes of their fields, making them as large as possible so that the tractor and the combine harvester could work them with greater ease and maximum efficiency. They uprooted trees and whole copses, which were awkward to plough and drill around, cut out hedges which for centuries had bounded small parcels of land, and filled in ditches. To the farmer, this meant the promise of greater productivity, but to the ecologist, it meant the balance of nature was being upset in a way that the farmer and the general countryside population, including animals as well as people, would have to pay for, later if not sooner. The practical answer to this problem has been the increasing use of chemicals to control pests which, as soon became obvious, was a double-edged blade. In addition, the poor land was treated with chemical fertilizers. East Anglia provided a classic example of what could happen as a result of the indiscriminate chemical warfare being conducted in the English countryside. As reported in the New Statesman (20 March 1964), …

… a Norfolk fruit-grower was persuaded by a pesticide salesman that the best way of keeping birds off his six acres of blackcurrants was to use an insecticide spray. Two days after he did so the area was littered with the silent corpses of dozens of species of insects, birds and mammals.

This was very far removed, of course, from the idealised conception of the rural life that most people carried around in their imaginations, and perhaps many of us still do today, especially when we look back on childhood visits to the countryside and relatives living in rural villages.  Moorhouse characterised this contrast as follows:

Smocked labourers, creaking hay carts, farmyard smells, and dew-lapped beasts by the duck-pond – these are still much more to the forefront of our consciousness than DDT, aldrin, dieldrin, and fluoroacetemide. In most of us, however completely we may be urbanised, there lurks some little lust for the land and a chance to work it.  

Rustic Life; Yeomen Farmers and Yokels:

Farmers had to become hard-nosed professional businessmen. The profits from their labour had to be extracted while they were there, for it was never certain what might be around the next bend. This emphasis on business sense, both in himself and in others, his passion for getting the maximum work out of his men and machines, was what made Moorhouse’s Norfolk farmer sound indistinguishable from any high-powered industrialist in the Midlands. In a sense, he wasn’t. He was prepared to try any method which would increase his productivity. In the early sixties, something very odd had been happening in his part of the world. Traditionally, ‘big’ Norfolk farmers like him had tended to be isolated neighbours, seeing each other at the market but otherwise scarcely at all. But he and three other men had taken to sharing their equipment for harvesting quick-freeze peas; this work had to be done particularly fast on a day appointed by the food factory and ‘Farmer Giles’ and his neighbours had decided that it could be done most efficiently and cheaply by pooling their men and machines and having this unit move from property to property in the course of one day. In 1964, they also clubbed together for a contracting helicopter to spray their crops. He and his friends, being staunch Tories, might not have accepted that they were putting co-operative principles into farming practice, but that was precisely what they were doing, just as the Suffolk sugar-beet growers had done forty years earlier.

For all his business acumen, however, ‘Farmer Giles’ measured up to the popular stereotypical image of a yeoman farmer. He was a warden at his local church, had a couple of horses in his stables and during ‘the season’ he went shooting for four days a week. He cared about the appearance of his patch of countryside, spent an impressive amount of time in doing up the tied cottages of his men, rather than selling it to them, as some of them would like. This is not simply because, in the long run, it results in a contented workforce, but because he can control what it looks like on the outside, as pretty as an antique picture, thatched and whitewashed. Fundamentally, he belonged as completely to the land as he possessed it. Though he no longer had any real need to, he did some manual work himself, as well as prowling around the farm to make sure everything was going to his overall plan. He was organic, like his 1,200 acres, which nonetheless produced a profit of sixteen thousand pounds a year. As he himself commented, overlooking his fields, there is something good about all this! A cynic might have responded to this by suggesting that any life that could produce such a profit was indeed, a good life.

But how had the tied agricultural workers, the eternal rustics, fared in this changing pattern of agriculture? The farm labourer interviewed by Moorhouse worked on the Norfolk-Suffolk border. He left school at fourteen, the son of a mid-Norfolk cowman of thirty-five years standing. He first worked on a poultry farm for a couple of years, had four years as assistant cowman to his father, five years as a stock feeder, then two years ‘on the land’ working with tractors and horses. He then came to the farm Moorhouse found him working on fifteen years previously, just after getting married, as a relief man. At the age of forty-two, with a teenage daughter, he was head cowman for a ‘gaffer’ with 450 arable acres and a hundred acres of pasture which carried fifty Friesian milking cows, forty-six calves, and a bull. His farmer was nearing seventy and didn’t hold with too many of the new ways. It was only in that year, 1964, that the modern method of milking – straight from the cow through a pipeline to a common container – had been adopted by his gaffer. Farmer Giles had been doing it this way ever since it was proved to be the quickest and easiest way. ‘Hodge’ got up at 5.30 a.m. to milk the cows and feed the calves. After breakfast until mid-day, he was busy about the yards, mixing meal, washing up and sterilizing equipment. From 1.30 p.m. he was out again, feeding the calves and doing various seasonal jobs until milking, which generally finished by 5 o’clock. Very often he went out again before bed-time, to check on the cows and the calves. He worked a six-and-a-half-day week, for which he was paid twenty-two per cent more than the basic farm worker’s wage for a forty-six-hour week.

When he first came to the farm, ‘Hodge’ was given, rent-free, a cottage, which was in rather worse shape than the shelters which housed the cows in winter. It had one of the tin-can lavatories described below and was lit with paraffin lamps. He had to tramp eighty yards to a well for water. There was one room downstairs plus a tiny kitchen, and two bedrooms, one of which was so small you couldn’t fit a full-size bed in it. After a while, the farmer modernised it at a cost of a thousand pounds, knocking it together with the next-door cottage. The renewed place, though still cramped, had all the basic necessities and Hodge paid twelve shillings a week for it. He accepted his situation, though the National Union of Agricultural Workers (NUAW) did not, since it had been trying to abolish tied cottages for forty years on the principle of eviction. Although a socialist and chairman of his local union branch, Hodge argued that tied cottages were necessary because the farm worker had to be near his job so that, as in his case, he could hop across the road before bedtime to check on the cows. Other changes had taken place in his lifetime on Norfolk land. The drift to the towns had fragmented the old society, and traditions had been quietly petering out. The parish church was generally full for the harvest festival, but otherwise ill-attended; the rector had three parishes to cope with.

Rural Poverty & Village Life:

The poverty of the inland, rural villages was the result of far more basic concerns than the pressures on property prices created by newcomers, or the changes in agriculture, which did little to improve the lives of villagers. Their cottages may have looked attractive enough in their appearance on the outside, but too often offered their home-grown dwellers little encouragement to remain in them, and if they got the chance to move out they did, while there was no help at all for those who might be interested in trying their hand at rural life. Moorhouse found one village within ten miles of Ipswich which, apart from its electricity and piped water supplies, had not changed at all since the Middle Ages. Some of its cottages were without drains and in these, the housewife had to put a bucket under the plughole every time she wanted to empty the sink; she then carried it out and emptied onto the garden. Sewerage was unknown in the community of 586 people, none of whom had a flush toilet. They used tins, lacing them with disinfectant to keep down the smell and risk of infection. In some cases, these were housed in cubicles within the kitchens, from where they had to be carried out, usually full to the brim, through the front door. Every Wednesday night, as darkness fell, the Rural District Council bumble cart, as the villagers call it, arrived in the village street to remove the tins from the doorsteps. Moorhouse commented that this was…

… for nearly six hundred people … a regular feature of life in 1964 and the joke must long since have worn thin. There are villages in the remoter parts of the North-west Highlands of Scotland which are better equipped than this.

This was not by any means an isolated example. While in both counties the coverage of electricity and water supplies were almost complete, drainage and sewerage were far from being so. In the Clare rural district of Suffolk villages were expected to put up with the humiliating visitations of the ‘night cart’ for another five years; in the whole of West Suffolk there were twenty-four villages which could not expect sewerage until sometime between 1968 and 1981, and both county councils accepted that they were some villages which would never get these basic amenities. In East Suffolk, only those places within the narrow commuting belts around the biggest towns could be sure that they would one day soon become fully civilised. In Norfolk, it was estimated that as many as a hundred would never be so. Again, this was the price that East Anglia was paying for being off the beaten track. It was not the indolence of the county councils which ensured the continuance of this residue of highly photogenic rural slums, as Moorhouse put it, so much as cold economics. Both counties had, acre for acre, among the smallest population densities in England; in neither is there very much industry. Therefore, under the rating system of that time, based on property values and businesses, they were unable to raise sufficient funds to provide even these basic services, as we would see them now. Norfolk claimed to have the lowest rateable value among the English counties, and Suffolk was not much better off. They simply did not have the ‘wherewithal’ to make these small communities fit for human habitation. But this simple fact was little ‘comfort’ to those who had to live in them.

For a survey which it undertook for its 1951 development plan, East Suffolk County Council had decided that basic communal necessities consisted of at least a food shop, a non-food shop, a post office, a school, a doctor’s surgery and/or clinic, a village hall, and a church. When it took a long, hard look at its villages, it found that only forty-seven had all of these things, that ninety-three had all three basic requirements and that (food shop, school, village hall), that 133 had only one or two of them and that thirty-one had none. A similar survey by the West Suffolk County Council showed that only sixteen per cent of its 168 parishes had all the facilities and that about the same proportion had none. When the county authorities made a follow-up survey in 1962, using the same criteria, they found that the position of these rural communities had hardly changed in a decade. There were many more surgeries, due to the growing provisions of the NHS, but the number of village schools had dropped from 103 to 92 and of non-food shops from fifty to twenty-seven.

In 1964, a regional, South-east Plan was being considered, which included both Suffolk and Norfolk. Moorhouse considered that it might transform the whole of East Anglia into something more approximating Hertfordshire or Essex in terms of economic development. But he also felt that unless there was a change of national direction, the East Country could not stay as it was, virtually inviolate, its people so conscious of their inaccessibility that they frequently refer to the rest of England as ‘The Shires’, and with so many of them eking out a living in small rural communities as their forefathers had done for generations.  It was scarcely surprising, wrote Moorhouse, that the young were leaving, looking for something better. The appeal of bigger towns and cities, with their exciting anonymity, was great enough for many whose childhood and adolescence had been spent wholly in the confining atmosphere of the village. Combined with the lack of basic amenities and work opportunities, this left young people with few reasons to stay.

Power, Ports & Progress:

A lonely stretch of coast near Leiston, still enjoyed by caravanners and campers, was the sight of another important development. There, at Sizewell, Britain’s second nuclear power station was built in the early 1960s (the first was built at Windscale in Cumbria in the late fifties). In 1966, power began surging out from the grey, cuboid plant (a model of which – pictured above – can be seen at the Richard Garrett museum in Leiston) into the national grid. By the late seventies, Sizewell’s 580,000 kilowatts were going a long way towards meeting eastern England’s electricity needs.

The docks also began to be modernised, with ports like Tilbury and Felixstowe hastening the decline of London, which could not handle containerised freight. In addition, most of the Suffolk ports were no further from London than those of Kent and they were a great deal closer to the industrial Midlands and North. In 1955 the Felixstowe Dock and Railway Company had on its hands a dilapidated dock that needed dredging, and warehouses, quays and sea walls all showing signs of storm damage. The total labour force was nine men. By the mid-seventies, the dock area covered hundreds of acres, many reclaimed, made up of spacious wharves, warehouses and storage areas equipped with the latest cargo handling machinery. The transformation began in 1956 as the direct result of foresight and careful planning. The Company launched a three million pound project to create a new deepwater berth geared to the latest bulk transportation technique – containerisation. It calculated that changing trading patterns and Felixstowe’s proximity to Rotterdam and Antwerp provided exciting prospects for an efficient, well-equipped port. Having accomplished that, it set aside another eight million for an oil jetty and bulk liquid storage facilities. In addition, a passenger terminal was opened in 1975. The dock soon acquired a reputation for fast, efficient handling of all types of cargo, and consignments could easily reach the major industrial centres by faster road and rail networks.

Increasing trade crammed the Suffolk’s main roads with lorries and forced an expansion and improvement of port facilities. The development of new industries and the growth of the east coast ports necessitated a considerable programme of trunk road improvement. From the opening of the first stretches of motorway in the winter of 1958/59, including the M1, there was a major improvement in the road network. By 1967 motorways totalled 525 miles in length, at a cost of considerable damage to the environment.  This continued into the mid-seventies at a time when economic stringency was forcing the curtailment of other road building schemes. East Anglia’s new roads were being given priority treatment for the first time. Most of the A12, the London-Ipswich road, was made into a dual carriageway. The A45, the artery linking Ipswich and Felixstowe with the Midlands and the major motorways, had been considerably improved. Stowmarket, Bury St Edmunds and Newmarket had been bypassed. By the end of the decade, the A11/M11 London-Norwich road was completed, bringing to an end the isolation of central Norfolk and Suffolk.

Suffolk remained a haven for artists, writers and musicians. Indeed, if the county had any need to justify its existence it would be sufficient to read the roll call of those who have found their spiritual home within its borders. Among them, and above them, towers Benjamin Britten, who lived in Aldeburgh and drew inspiration from the land and people of Suffolk for his opera Peter Grimes. The composer moved to the seaside town in 1947 on his return from the USA and almost at once conceived the idea of holding a festival of arts there. It began quietly the following year but grew rapidly thereafter as the activities multiplied – concerts, recitals, operas and exhibitions – and every suitable local building was made use of. Many great artists came to perform and the public came, from all over the world, to listen. Britten had long felt the need for a large concert hall with good acoustics but he did not want to move the festival away from Aldeburgh and the cost of building a new hall was prohibitive.

In October 1965, the lease of part of a disused ‘maltings’ at nearby Snape became available. It was in a beauty spot at a bridge over the River Alde (pictured above), and architects and builders were soon drafted in to transform the site into a concert hall and other facilities for making music. Queen Elizabeth II opened the buildings in June 1967, but almost exactly two years later disaster struck when the Maltings was burnt out. Only the smoke-blackened walls were left standing, but there was an almost immediate determination that the concert hall would be rebuilt. Donations poured in from all over the world and in less than forty-two weeks the hall had been reconstructed to the original design, and the complex was extended by adding rehearsal rooms, a music library, an art gallery, an exhibition hall and other facilities.

The Suffolk shore or, to be more accurate, ‘off-shore’ also made a crucial contribution to the breakthrough of popular or ‘pop’ music in Britain. At Easter 1964 the first illegal ‘pirate’ radio station, Radio Caroline, began broadcasting from a ship just off the Suffolk coast (see map, right). Within months, millions of young people were listening to Radio Caroline North and Radio Caroline South, Radio London and other pirate stations that sprung up. Not only did they broadcast popular music records, but they also reminded their listeners that any attempt to silence them would constitute a direct ‘attack on youth’.

With the advent of these radio stations, the BBC monopoly on airtime was broken, and bands were able to get heard beyond their concerts. Eventually, the Government acted to bring an end to its ‘cold war’ with the British record industry. The BBC set up Radio One to broadcast popular records and in August 1967, the Marine Offences Act outlawed the pirate ships.

Back on dry land, there were areas of conflict, then as now, in which the interests of farmers, businessmen, holidaymakers and country residents clashed. When the farmer rooted out hedges, sprayed insecticides indiscriminately and ploughed up footpaths he soon had conservationists and countryside agencies on his back. When schedule-conscious truck drivers thundered their way through villages, there were angry protests.

w290 (1)There were also, still, many for whom the images of Constable’s rolling landscapes were set in their mind’s eye. For them, this was, above all, his inviolable country. It was also dotted with windmills, another echo of earlier continental associations, many of them still working. Every new building project was examined in great detail by environmentalists.

Many local organisations were formed to raise awareness about and resist specific threats to rural heritage, such as the Suffolk Preservation Society and Suffolk Historic Churches Trust.

Most of the churches, like the very early example at Rendlesham (right), were built of flint, both in Suffolk and in Norfolk, where a great number of them have round towers, a feature unique to that county. The farming people of Barsham in the Waveney Valley added their church to the Norman round tower in the fourteenth century (pictured above). After that, they could not afford elaborate additions. When the nave needed re-roofing, modest thatch seemed to offer the best solution. Suffolk, in particular, had an incredibly rich and well-preserved heritage which gave it its distinct county identity.

DSC09863Almost every church had a superb timber roof, described by Moorhouse as a complex of rafters, kingposts, and hammerbeams which look, as you crane your neck at them, like the inverted hold of a ship (the one pictured left is again, from Rendlesham). Very often these medieval churches were miles from any kind of community, emphasising the peculiarly lonely feeling of most of the area. Most are the remains of the Black Death villages, where the plague killed off the entire population and no one ever came back.

 

Around its magnificent ‘wool church’ (pictured below), the half-timbered ‘perfection’ of Lavenham might not have survived quite so completely had it been located in the South of England. This was one of the hidden benefits of the county’s relative isolation which had, nevertheless, come to an end by the late seventies.

On the other hand, Wilson has reminded us that the wool-rich men of the town rebuilt their church almost entirely between 1485 and 1530 in the magnificent, new Perpendicular style, yet it remains today and is widely viewed as the crowning glory of ecclesiastical architecture in Suffolk.

Many other of the county’s churches are not as Medieval as they look (see the fifteenth-century additions to the transepts of St Michael’s, Framlingham, above) which may challenge our contemporary view of the balance between preservation and progress. In 1974 the Department of the Environment produced a report called Strategic Choice for East Anglia. It forecast a population of over eight hundred thousand in Suffolk alone by the end of the century. It saw the major towns growing much larger and suggested that the counties would inevitably lose some of their individuality:

We know … that the change and the growth … will make East Anglia more like other places. For some, this will mean the growth should be resisted, and the opportunities which it brings should be foregone. Whether or not we sympathise with this point of view, we do not think it is practicable. Much of the change and growth that is coming cannot be prevented by any of the means that is likely to be available. The only realistic approach is to recognize this, and take firm, positive steps to maintain and even enhance the environment of the region, using the extra resources that growth will bring …

By the time the report was published, the people of East Anglia had already begun, as they had always done in earlier times, to face up to many of the problems which change and development brought their way.

Britain Seventy Years Ago, 1948-49: Race, Class and Culture.   1 comment

The Windrush Experience: Commonwealth Immigration.

During the Second World War, men from the Caribbean began to arrive in Britain, serving with the British Forces. There was a Jamaica Squadron and a Trinidad Squadron in the RAF and a West Indian Regiment in the British Army. Others came to work in factories, in the countryside and on radar stations. But once the war was over, most were sent straight home, leaving an estimated permanent non-white population of about thirty thousand. But almost unnoticed by the general public and passed in response to Canadian fears about the lack of free migration around the Empire, the 1948 British Nationality Act dramatically changed the scene. It declared that all subjects of the King had British nationality, reaffirming their right to free entry to the United Kingdom to all Commonwealth citizens and colonial subjects, without restrictions. This gave some eight hundred million people the right to enter and settle in the UK. At that time, this was uncontroversial, since it was generally assumed that the Caribbean and Asian subjects of the King would have neither the means nor the desire to travel to live in uncomfortable, crowded Britain. Travel remained expensive and slow, but, in any case, until the fifties, so few black or Asian people had settled in Britain that they were often treated as local celebrities and it was not even considered worthwhile trying to count their numbers. But as growing numbers of Caribbeans and South Asians began to take up their right to abode, most famously those who arrived aboard Empire Windrush (above & below), the British authorities became increasingly alarmed.

Paradoxically, therefore, Commonwealth immigration became an increasingly salient issue in British domestic politics. During the 1950s, the number of West Indians entering Britain reached annual rates of thirty thousand. The census of 1951 recorded 74,000 New Commonwealth immigrants. By the end of that decade, nearly half a million had moved to Britain, 405,000 of them from the ‘West Indies’. Immigration from the New Commonwealth was driven by a combination of ‘push’ and ‘pull’ factors. Partition of India and the construction of the Mangla Dam in Pakistan displaced large numbers, many of whom had close links with Britain through the colonial connection. In Britain, postwar reconstruction, declining birth rates and labour shortages resulted in the introduction of government schemes to encourage Commonwealth workers, particularly from the West Indians, to seek employment in Britain. Jamaicans and Trinidadians were recruited directly by agents to fill vacancies in the British transport network and the newly created National Health Service. Private companies also recruited labour in India and Pakistan for factories and foundries in Britain. As more Caribbeans and South Asians settled in Britain, patterns of chain migration developed, in which pioneer migrants aided friends and relatives to settle. Despite the influx of immigrants after the war, however, internal migration within Britain and Ireland continued to outpace immigration. The importance assigned to the Commonwealth in the 1950s prevented the imposition of immigration controls on New Commonwealth citizens.

There were other immigrant communities: There had been a substantial Jewish presence in London, Leeds and Manchester, making itself felt in retailing (Marks & Spencer), the food business and banking (Rothschild’s). In the five years before the war, since the advent of the Nazis to absolute power in Germany in 1934, some sixty thousand refugees had arrived in Britain, many of them highly qualified, helping to transform the scientific, musical and intellectual life of forties Britain. As Germany’s Jews were hounded from office in the first wave of lawless anti-Semitism in 1933, the Cabinet agreed to secure for this country prominent Jews who were being expelled from Germany and who had achieved distinction in science, medicine, music and art. No fewer than twenty of them later won Nobel prizes, fifty-four were elected Fellows of the Royal Society, and ten were knighted for their academic brilliance. Despite these contributions and the recent revelations of the horrors of the concentration camps, anti-Semitism was still endemic in British society. In particular, there was a widespread assumption that ‘they’ somehow got the best of scarce or rationed goods.

Potentially more serious in this respect was the re-emergence, in February 1948, of the fascists on the streets of London. Sir Oswald Mosely, the leader of the pre-war British Union of Fascists, had re-emerged into political life, forming the new Union Movement. For some time his former henchmen had been holding open-air meetings in the East End market at Ridley Road, Dalston, where many of the stallholders were Jewish. Not surprisingly, the meetings were the scene of violent opposition as the old fascists appeared under their new name. When Mosely announced his intention to march from Ridley Road through Stamford Hill to Tottenham, thousands of ex-servicemen, Jew and Gentile, gathered in Kingsland High Road to prevent the provocation. East London mayors called upon the Home Secretary to ban the marches and on 22 March 1949, Chuter-Ede announced a ban on all political processions. An assurance was sought that trade union marches did not fall within the compass of the ban, but a week later the Home Secretary confirmed that the forthcoming London Trades Council march was included in the ban. For the first time since 1890, London trade unionists were deprived of their freedom to march on May Day, the ban being imposed by a Labour Home Secretary. The photograph below shows a section of the vast crowd that gathered in Trafalgar Square to defy him and march with banners flying.

The Irish were also a big group in British life in the late forties, following a century of steady immigration, the vast majority of it from the south. It continued through the war, despite restrictions, as Irish people moved to Britain to cover the labour shortages left by mobilization. Ireland’s neutrality made it very unpopular with the British, and prejudice against its citizens in Britain continued for a long time after the war. Yet this did not seem to affect immigration, which continued at a rate of up to sixty thousand per year. Although The Republic of Ireland Act, of June 1949, confirmed the ending of Eire’s dominium status, the Republic was not to be regarded as a foreign country. The British government took the view that the Irish were effectively internal migrants and therefore excluded them from any discussion about immigration. There was also a large Polish presence resulting from the war since many refugees decided to settle permanently in the UK. It would be wrong to portray British society in the late forties as relaxed about race. More widely, the trade unions were bitterly hostile to ‘outsiders’ coming in to take British jobs, whatever their nationality. Even the Labour government itself spoke with self-consciousness and a legacy of inter-war eugenics about the central importance of the British race in its public information campaigns.

Country and Class:

Patriotic pride cemented the sense of being one people, one race, with one common history and destiny. But to be British in the forties was to be profoundly divided from many of your fellow subjects by class. By most estimates, a good sixty per cent of the nation was composed of the traditional working class; factory workers, agricultural labourers, navvies, riveters, miners, fishermen, servants and laundry workers. They worked by hand and muscle and were paid weekly, in cash (cheque-books were a sign of affluence). Most of them would spend all their lives in their home town or village, though some had migrated from industrial Scotland, Wales, Lancashire and the North East of England to the English Midlands, London and the Home Counties in the thirties. The sharp sense of class distinction was identified with where you came from and how you spoke. The war had softened class differences a little and produced the first rumblings of the future social revolution of the sixties.

With skill shortages and a national drive for exports, wages rose after the war. The trade unions were powerful and self-confident, particularly when the new Labour government repealed the laws that had hampered them ever since the General Strike of 1926. In 1948, they achieved their highest ever level of support. More than forty-five per cent of people who could theoretically belong to one did so, and there were some 8.8 million union members. In other European countries, trades unions were fiercely political, communist or socialist. In Britain, they were not, and the Communist Party spent much of its energy building support inside the unions, and winning elections to key posts. In general, British trades unionism remained more narrowly focused on the immediate cash-and-hours agenda of its members. Yet, a new generation of shop stewards was taking control of many workplaces, sowing the seeds of the great trade union battles of the seventies.

It wasn’t obvious at this time that the jobs in coal, steel and heavy manufacturing would be under threat by the seventies. The shipyards of the Clyde, Belfast and the Tyne were hard at work, the coalfields were at full stretch, London was still an industrial city, and the car-making and light engineering centres of the West and South Midlands were on the edge of a time of unprecedented prosperity. In 1945, only 16,938 cars had been manufactured in Britain; by 1950, the figure had reached a record 522,515. Alec Issigonis, an immigrant from Turkey, was the design genius of post-war British car-making. His first huge success was the 1948 Morris Minor (above), which was condemned by Lord Nuffield (William Morris) as that damned poached egg designed by that damned foreigner. But it supremely popular as an affordable family car. Gone was the split windscreen (see the older version below).

Britain was also, still, a country of brick terraces. It was not until the next two decades that many of the traditional working-class areas of British cities would be replaced by high-rise flats or sprawling new council estates. The first generation of working-class children to get to university was now at school, larger and healthier than their parents, enjoying the free dental care and spectacles provided by the young National Health Service, which was founded and began operating in the summer of 1948 (see below). For the most part, however, working-class life in the late forties was remarkably similar to how it had been a decade or more earlier, and perhaps even more settled. Politicians assumed that most people would stay put and continue to do roughly the same sort of job as they had done before the war. Rent acts and planning directives were the tools of ministers who assumed that the future of industry would be like its past, only more so.

The class which did best was the middle class, a fast-growing minority. Government bureaucracy had grown hugely and was continuing to do so. Labour’s Welfare State would require hundreds of thousands of new white-collar jobs, administering national insurance, teaching and running the health service. Studies of social mobility, such as the one carried out in 1949, suggested that while working-class sons generally followed their fathers into similar jobs, there was much more variation among middle-class children. Labour’s priority might have been to help the workers, but education reform was helping more middle-class children get a good grammar-school education. Fees for attending state schools were abolished and the school leaving age was raised to fifteen. A steadily growing number stayed at school until eighteen. Increasing numbers would make it to university too, an extra thirty thousand a year by 1950. The accents of Birmingham and Wales, the West Country and Liverpool began to challenge the earlier received pronunciation of perceived middle-class respectability. Churchill himself had told Harrow schoolboys that one effect of the war was to diminish class differences, that the advantages and privileges that had previously been enjoyed by the few would be far more widely shared by the many. Old distinctions were therefore softening, and the culture was slowly becoming more democratic.

Yet there was still a long road ahead since the ruling class was still the ruling class. Despite the varied backgrounds of the 1945 Labour cabinet ministers, Britain in the late forties was still a society run mostly by cliques and groups of friends who had first met at public schools like Eton and Harrow, or at Oxbridge. A public school education remained the key for anyone hoping to make a career in the City, the Civil Service or the higher ranks of the Army. These schools might only educate some five per cent of the population, but they continued to provide the majority of the political leaders, including many of Labour’s post-war cabinets. Briefly, it had seemed that such schools would not even survive the war: boarding schools had been in enough of a financial crisis for some to face closure through bankruptcy. Churchill’s own Harrow was one, along with Marlborough and Lancing, but all managed to survive somehow. More generally, there was a belief that the public school system had contributed to the failure of political leadership in the thirties right up to the military defeats of the first half of 1940. But Churchill had fought off the demands from Butler and others in his war cabinet that all or most of them should be abolished. Attlee, devoted to his old school, had no appetite for abolition either. Grammar schools were seen as the way to get bright working-class or middle-class children into Oxbridge, and a few other universities, where they would compete with and thereby strengthen the ruling élites. One civil servant described the official view as being that ‘children’ could be divided into three kinds:

It was sort of Platonic. There were golden children, silver children and iron children.

Under Clement Attlee, pictured above being driven by his wife Violet, Britain remained a country of private clubs and cliques, ancient or ancient-seeming privileges, rituals and hierarchies. In the workplace, there was something like the relationships of pre-war times, with employers’ associations assuming their old roles as ‘cartels’ though some, like Captain Black at the Standard Motor Co. in Coventry, were successful in breaking out of the wage-controls which the Engineering Employers’ Association attempted to set. Inside the newly nationalised industries, the same sort of ‘bosses’ continued to manage, and the same ‘them and us’ mentalities reasserted themselves remarkably easily. In the City, venerable, commanding merchant bankers would still be treated like little gods, younger bankers deferring utterly to their elders and ‘betters’. Lessons in speaking ‘the King’s English’ were given to aspiring actors and broadcasters; physicians in hospitals still swept into the wards, followed by trains of awed, frightened, junior doctors. At the Oxbridge colleges, formal dinners were compulsory, as was full academic dress, and the tenured professors hobbled around their quads as if little had changed since Edwardian days. All this was considered to be somehow the essence of Britain, or at least of England.

The King and Queen also ran what was in all essentials an Edwardian Court.  After the national trauma of the abdication crisis, George VI had established a reassuringly pedestrian image for the family which now called itself simply ‘the Windsors’. There had been cautious signs of royal modernisation, with Princess Elizabeth making patriotic radio broadcasts. On the other hand, the Royal Presentation of rich young debutantes to the monarch continued until 1958 when Queen Elizabeth put an end to it, prompted by Prince Philip, who with characteristically candid brevity, labelled it “bloody daft”. Initially, it was very unclear as to how the monarchy would fare in post-war Britain. The leading members of the family were popular, and Labour ministers were careful never to express any republicanism in public, but there were demands from many of their backbench MPs for a less expensive, slimmed-down contemporary monarchy, such as existed in Scandinavia.

Yet the Windsors had triumphed again in 1947, with the wedding of, as they were then, Princess Elizabeth to Lieutenant Philip Mountbatten. For the ordinary British people, the wedding was a welcome but transient distraction from their daily struggle to feed and clothe their families. Because rationing affected the quantity of clothes you could have, but not their quality, it hit the poor harder. Government ‘make-do and mend’ campaigns about how to repair, reinforce or reshape old clothes, did nothing to improve the general public mood. For women, faced with an almost impossible struggle to replace laddered stockings or underwear, the wartime fashions felt unattractive – short skirts and masculine jackets, what was called ‘man-tailored’. If pregnant, they were encouraged to adapt their ordinary clothes. Yet the Hollywood films showed women immaculately dressed icons and the newspapers showed men the richest, flashiest Britons, like Anthony Eden and, of course, the King, both beautifully tailored. But they could not afford to look smart. Some men avoided drinks parties because they were ashamed of the state of their clothes and women avoided brightly lit restaurants when their stockings had gone, replaced by tea-stains and drawn-on seams. It was not until 1949 that clothes, boots and shoes were taken off ration.

For most ordinary people, too, food rationing was the primary example of the dreary colourlessness of wartime life. It continued long after the guns had stopped. It was still biting hard at the end of the forties, meat was still rationed as late as 1954, and though the poor were better fed, most people felt hard done-by. Many doctors agreed. Shortly after the horrific winter of 1947 was over, the British Medical Press carried a detailed article by Dr Franklin Bicknell which argued that available foods were four hundred calories short of what women needed each day, and nine hundred short of what men required: In other words, everyone in England is suffering from prolonged chronic malnutrition. This was angrily disputed by Labour politicians, eager to point out the effect of all that free juice, cod liver oil and milk on Britain’s children. But the people were on the side of Dr Bicknell. The fact that the ‘good things’ were still in short supply had left the way open for the growth of a black market (complete with ‘spivs’) and therefore for the demand for a restoration of the free play of market forces and, at least, something like a free market in food.

Apart from Ellen Wilkinson’s tragic death in 1947, other ministers falling ill, and still others becoming disillusioned, the Labour leadership had also begun to fracture along ideological lines in 1948.  The economy had been doing rather better than in the dark year of 1947 and though still short of dollars, the generosity of the Marshall Plan aid in 1948 had removed the immediate sense of crisis. By 1949, it was estimated to have raised the country’s national income by ten per cent. Responding to the national mood of revolt over restrictions and shortages, Harold Wilson had announced a ‘bonfire of controls’ in 1948 and there seemed some chance that Labour ministers would follow the change in national mood and accept that the people wanted to spend, not only to queue. The restrictions on bread, potatoes and preserves were lifted first, but milk, tea, sugar, meat, bacon, butter, fats and soap remained on ration, the fresh meat allocation being a microscopic eight pennyworth a week. Sweets had been rationed since 1940 and were not taken off ration until April 1949 when the picture below was taken.

‘Austerity’ was a word reiterated remorselessly by the anti-Labour press. If life was austere, however, it was better for the working-class majority than it had been in the years before the war and Britain’s industry was expanding. Full employment, never achieved until the Second World War, stimulated the private expectations and aspirations of large numbers of people who had been ‘deprived’ before 1939, though they themselves had not always recognised it. For those who preferred society to operate according to plan on the basis of one single aspiration, like winning the war or after the war achieving socialism, the new pluralism of motives and pressures and the growth of business agencies which could influence or canalise them were dangerous  features of the post-war world which contained as yet unfulfilled potential. One thing was clear: No one wished to return to the 1930s, and no one talked of returning ‘normalcy’ as they had done during the 1920s. That way back would have been deliberately closed even if it had proved possible to keep it open.

Culture and Society:

Some of the most eloquent cultural moments in the life of post-war Britain had religious themes, like the rebuilding of Coventry Cathedral, with its tapestries by Graham Sutherland. Benjamin Britten’s War Requiem was written for the consecration of the new Cathedral building. This did not take place until 1962, but the story of the reconstruction began in the years after the war when a replica of the cross of nails made from the ruins (seen above in 1940) was given to Kiel in Germany as a sign of friendship and a symbol of reconciliation. A stone from the ruins of Kiel Cathedral was given to Coventry in return. This is the Kiel Stone of Forgiveness, now in the Chapel of Unity in the New Cathedral. Also in the late forties, a group of young Germans arrived in Coventry and helped to clear the rubble from one corner of the ruined cathedral. It became the Centre for International Understanding, where young people from all nationalities met through the work of the Community of the Cross of Nails. Through this work, Coventry soon became twinned with fifty-three cities and towns throughout the world. Post-war Britain’s major poet, the American-born T. S. Eliot, was an outspoken adherent of the Church of England. His last major work of poetry, The Four Quartets, is suffused with English religious atmosphere, while his verse drama, Murder in the Cathedral addressed an iconic moment in English ecclesiastical history. In 1948, he won the Nobel Prize for Literature. It could fairly be said that during these years there existed an Anglican sensibility, a particularly English, sometimes grave, sometimes playful, Christianity, with its own art and thought. It was, in the main, a limited and élite movement, but it did sometimes connect with wider currents in British Society.

In the Britain of the late forties, the continuing influence of the established church was in evidence in the way that divorce still carried a strong stigma, across classes and reaching to the highest. Divorced men and women were not welcome at court. Homosexuality was still illegal and vigorously prosecuted. People clung to their traditional values since the war had shaken everyone’s sense of security, not just those who had served in it, but the bombed, evacuated and bereaved as well. The beginning of the Cold War underlined that underlying sense of the fragility of life. In these circumstances, it is hardly surprising that there was a profound turn towards the morality of hearth and home and a yearning for order, predictability and respectability, in the street and neighbourhood, if not in the wider world. There was certainly a demand for political reform, but the British people were still, fundamentally, socially conservative.

In the summer of 1948, the Labour Government tried to cheer up ‘Austerity Britain’ by staging the Olympic Games in London. The games were a triumph in a war-scarred, rubble-strewn city, during which the athletes were put up in old army camps, colleges and hospitals. The Union Jack was missing for the opening parade, but cost overruns were trivial and security was barely an issue. The games involved nearly five thousand competitors from fifty-nine countries. Though the medal count for the British competitors was very meagre, holding the games was a genuine sign that Britain was back. For all its fragility and frugality, this was still a country that could organise itself effectively. Football was back too. By the 1948/49 season, the third since the resumption of top-flight football after the second world war, there were more than forty million attendances at matches. There was a general assumption that British football was the finest there was, something seemingly confirmed the previous May when a Great Britain team had played against a team grandly if inaccurately described as The Rest of the World (it comprised Danes, Swedes, a Frenchman, Italian, Swiss, Czech, Belgian, Dutchman and Irishman), thrashing them 6-1. That illusion was soon to be dispelled in the early fifties, with the emergence of the ‘golden team’ of the ‘Mighty Magyars’ among others.

But at a club level, this was a golden age of football. The stands were open and smelly, the crowds were unprotected, there were no floodlights and the greatest stars of the post-war era were still to emerge. But football was relatively uncorrupt and was still, essentially, about local teams supported by local people. On the pitch, play was ‘clean’ and honest: Stanley Matthews, the son of a barber from Stoke, already a pre-war legend who went on to play in the cup final of 1953, aged thirty-eight and whom I saw play in a charity match in the early seventies, only a couple of years after his retirement from top-flight football, was never cautioned throughout his long career. In June 1948 Stan Cullis, who in contrast to Matthews, had retired as a player in 1947 at the tender age of 31, became the manager of Wolverhampton Wanderers, literally the ‘old gold’ team of the then first division, according to the colour of their shirts. Cullis was a tough, uncompromising and inspirational manager who steered ‘Wolves’ through the most successful decade in their history. In 1947/48 Wolves ended the season fifth, and a year later were sixth, also winning the FA Cup, beating Leicester City in the final at Wembley. Two of the ‘legends’ of this period are shown in the pictures above and below, the little ‘winger’, Johnny Hancocks and captain Billy Wright, who also captained England.

Another great footballer of the late forties was Arsenal’s Denis Compton, who was still more famous for his cricket, which again became hugely popular after the interruption caused by the war. Some three million people had watched the ‘Test matches’ against South Africa in 1947 and Compton’s performance then and in the following seasons produced a rush of English pride. The cricket-writer  Neville Cardus found in Compton the image of sanity and health after the war: There was no rationing in an innings by Compton. In cricket, as in football, many of the players were the stars of pre-war days who had served as Physical Training instructors or otherwise kept their hand in during hostilities; but with the Yorkshire batsman Len Hutton also back in legendary form at the Oval Test, cricket achieved a level of national symbolism that it has never reached since. As with football, the stars of post-war cricket could not expect to become rich on the proceeds, but they could become national heroes. Hutton went on to become England’s first professional cricket captain in 1952; Compton first came int decent money as the face of Brylcreem adverts. The new rules of the Football League meant that players could earn up to twelve pounds per week.

The Welfare State Established:

In summer of 1948, on 5th July, the National Health Service, the brainchild of Aneurin Bevan (pictured below), opened its doors for business. There was a flood of people into the surgeries, hospitals and chemists. The service was funded directly from taxation, not from the new National Insurance Scheme which also came into being that year. That too was a fantastic feat of organisation, providing for a comprehensive system of social security, family allowances, and compensation for injury at work. A new office to hold twenty-five million contribution records plus six million for married women was needed. It had to be huge and was built in Newcastle by prisoners of war; at the same time, a propeller factory was taken over to run family allowances. The work of six old government departments was brought into a new ministry. Jim Griffiths, the Labour minister pushing it all through wanted a thousand local National Insurance offices ready around the country, and after being told a hundred times that all this was quite impossible, he got them. The level of help was rather less than Beveridge himself had wanted, and married women were still treated as dependents; there was much to be argued for over the next sixty years. Nevertheless, the speed and energy with which this large-scale task was accomplished represented a revolution in welfare, sweeping away four centuries of complicated, partial and unfair rules and customs in just six years.

The creation of the National Health Service, which Beveridge thought essential to his wider vision, was a more confrontational task. Britain had had a system of voluntary hospitals and clinics before the war, which varied wildly in size, efficiency and cleanliness. Also, a number of municipal hospitals had grown out of the original workhouses in the late twenties and thirties. Some of these, in progressive cities like Birmingham and Nottingham, as well as in London, were efficient, modern places whose beds were usually kept for the poor. Others were squalid. Money for the voluntary hospitals came from gifts, charitable events, direct payments and a hotchpotch of insurance schemes. By the time the war ended, the majority of Britain’s hospitals had been brought under a single national emergency service. The question was, what should happen next?  Should they be nationalised or allowed to return to local control? A similar question hung over family doctors. ‘GPs’ depended on private fees, though most of them also took poor patients through some form of insurance scheme. When not working from home or a surgery, they would often double up operating in municipal hospitals where, as non-specialists, they sometimes hacked away incompetently. But the voluntary insurance schemes excluded many elderly people, housewives and children, who therefore put off visiting the doctor at all unless they were in great pain or grave danger. The situation with dental care and optical services was similar; they were not available to those without the means to pay for them.

Labour was, therefore, determined to provide the first system of medical care, free at the point of need, there had been in any Western democracy. Although comprehensive systems of health care existed elsewhere, most notably in Germany, these were funded by national insurance, rather than through direct taxation. ‘Nye’ Bevan’s simple idea and his single biggest decision were to take all the hospitals, voluntary and municipal, into a single nationalised system. It would have regional boards, but would all come under the Ministry of Health in London. This was an act of heroic self-confidence on his part. For the first time, a single politician would take responsibility for every hospital in Britain, with the exception of a few private ones. Herbert Morrison, a municipal socialist, was against this centralisation of power but was brushed aside by Bevan.

A far more significant threat to Bevan’s ‘project’ was posed by the doctors themselves. Their opposition meant that the implementation of his simple idea was a far more complicated process than ever Bevan himself could have anticipated. The doctors, led by the Conservative-leaning British Medical Association (BMA), had it in their power to stop the NHS dead in its tracks by simply refusing to work for it. They were genuinely concerned about their status in the new service; would they be mere state functionaries? They were also suspicious of Bevan, and not without good reason, as he effectively wanted to nationalise them, making them state employees, paid directly out of public funds, with no private fees allowed. This would mean a war with the very men and women trusted by millions to cure and care for them. Bevan, a principled but pragmatic socialist, was also a skilful diplomat. He began by wooing the senior consultants in the hospitals. The physicians and surgeons were promised they could keep their lucrative pay beds and private practices. Bevan later admitted that he had stuffed their mouths with gold. Next he retreated on the payment of fifty thousand GPs, promising them that they could continue to be paid on the basis of how many patients they treated, rather than getting a flat salary. This wasn’t enough, however, for when polled only ten per cent of doctors said that they were prepared to work for the new NHS. As July approached, there was a tense political stand-off. Bevan continued to offer concessions, while at the same time fiercely criticising the doctors’ leaders, labelling them a small body of politically poisoned people who were sabotaging the will of the people, as expressed through Parliament. In the end, Bevan was backed by a parliamentary majority and, after more concessions and threats, they gave way. Yet it had been a long, nasty, divisive battle between a conservative professional élite and their new socialist ‘masters’.

Almost immediately, there were complaints about the cost and extravagance, and about the way the provision of materials not previously available produced surges in demand which had not previously existed. There was much anecdotal evidence of waste and misuse. The new bureaucracy was cumbersome. It is also possible to overstate the change since most people had had access to some kind of some kind of affordable health care before the NHS came into being. However, such provision was patchy and excluded many married working-class women in particular. The most important thing it did was to take away fear. Before it, millions at the ‘bottom of the pile’ had suffered untreated hernias, cancers, toothache, ulcers and all kinds of illness, rather than face the anxiety and humiliation of being unable to afford treatment. That’s why there are many moving accounts of the queues of unwell, impoverished people surging forward for treatment in the early days of the NHS, arriving in hospitals and doctors’ waiting rooms for the first time not as beggars but as citizens and taxpayers. As Andrew Marr has commented,

If there was one single domestic good that the British took from the sacrifices of the war, it was a health service free at the point of use. We have clung to it tenaciously ever since and no mainstream party has dared to suggest taking it away.

Nationalisation: Political Idealism and Economic Reality.

The same could not be said of some of Labour’s other nationalisation ‘projects’. The first, that of the Bank of England, sounded dramatic, but it had no real impact. Exactly the same men stayed in power, following the same monetary policies. I have dealt with the nationalisation of the coal industry and the establishment of the NCB on 1 January 1947 in a previous article. In the case of the gas and electricity, these utilities were already part-owned by local authorities, so their nationalisation caused little controversy. Labour had talked about nationalising the railway system from 1908, almost as soon as it became a political party in the wake of the Taff Vale case. The railway system had, in any case, been rationalised in the inter-war period, with the creation of four major companies – London & North-Eastern; Great Western Railway; Southern Railways; London, Midland & Scotland. Periodic grants of public money had been needed for years for years to help the struggling companies out, and the government had taken direct control of the railways at the beginning of the war. The post-war train system was more powerful than the pre-motorway road network, but it was now in dreadful condition and because of the economic crisis and shortage of steel, it would be starved of new investment. Nationalisation without investment was no solution to any of these basic problems. The only people who did well out of it were the original shareholders of the railway companies who were, to their surprise, well compensated. In other forms of transport, road haulage and airlines were also nationalised, as were cable and wireless companies.

By the time the last big struggle to nationalise an industry was underway, the steel debates of 1948-9, the public attitude towards nationalisation was already turning. The iron and steel industry differed from the coal industry and the railways in that it was potentially highly profitable and had good labour relations. The Labour Government had worked itself up, proclaiming that the battle for steel is the supreme test of political democracy – a test which the whole world will be watching. Yet the cabinet agonised and went ahead only because of a feeling that, otherwise, they would be accused of losing their nerve. In the debates in the Commons, Labour backbenchers rebelled. The steel owners were organised and vigorous, the Tories were regaining their spirits and Labour were, therefore, having a torrid time. Cripps told the Commons: If we cannot get nationalisation of steel by legal means, we must resort to violent methods. They did get it, but the industry was little shaken. It needed new investment almost as much as the coal mines and the railways – new mills, coke ovens, new furnaces. Again, nationalisation did not deliver this.

However hard the Tories tried, they failed to make Clement Attlee look like a British Stalin. The Labour Government was, in any case, at pains to make its collectivist programme look patriotically legitimate. After all, taking twenty per cent of the economy into public ownership was called ‘nationalisation’, and the proposed new public enterprises were likewise to be given patriotic corporate identities: British Steel, the British Overseas Airways Corporation, British Railways. The effort was to recast the meaning of being British as a member of a community of shared ownership, shared obligations and shared benefits: Co-op Britain. And because the Labour Party had such huge majorities in Wales, Scotland and the most socially damaged areas of industrial England, it would, at last, be a Britain in which rich southern England did not lord it over the poor-relation regions. It would be one whole Britain, not a nation divided into two, as it had been in the thirties. George Orwell, who wrote 1984 in 1948, had vividly described the divided Britain of that decade, and he now had great hopes that if the British people…

… can keep their feet, they can give the example that millions of human beings are waiting for. … By the end of another decade it will finally be clear whether England is to survive … as a great nation or not. And if the answer is to be ‘Yes’, it is the common people who must make it so.

Taking up Orwell’s theme, Asa Briggs has suggested that the forties need to be treated as one period of The People’s War and Peace. Britain had emerged from the War changed but not destroyed and this time, in Orwell’s terms, the right family members would be in control. From the very beginning, the Labour Government was not insulated from the perennial headaches and imperatives of twentieth-century British government – monetary viability, industrial over-capacity and, especially, imperial or post-imperial global defence. The only option it had, apart from shouldering those familiar burdens and getting on with building the New Jerusalem as best they could, was to plunge into a much more far-reaching programme of collectivisation, Keynesian deficit financing, disarmament and global contraction. But that was never actually on the cards because the Labour ministers were not cold-blooded social revolutionaries committed to wiping the slate clean and starting again. The ‘slate’ was Britain; its memories, traditions, institutions, not least the monarchy. Attlee, Ernest Bevin and Herbert Morrison were emotionally and intellectually committed to preserving it, not effacing it. They were loyal supporters of what Orwell called The Lion and the Unicorn (1941). Perhaps appropriately, Orwell died, still young, as ‘his’ decade came to an end, in January 1950, after he had warned of the danger of a dystopian Britain elevating collectivism over individual liberty.

The decision to keep an independent nuclear deterrent, and to sustain the projection of British power in Asia (through Hong Kong) and even more significantly in the Middle East, came at a huge price: $3.5 billion, to add to the estimated cost of the war, $10.5 billion. In 1948, defence spending had risen to seven per cent of GDP, and four years later to 10.5 per cent, incomparably higher than for any other European state. American help was desperately needed, so Bevin’s goal of keeping Britain independent in its foreign policy of the United States actually had the effect of deepening its long-term economic dependence. But the capital infusion, according to Cripps and others, would jump-start the economy as well as pay for investment in new infrastructure, after which surging economic growth would take care of the debt burden. The most idealistic assumption of all was that public ownership of key industries, the replacement of the private profit incentive by a cooperative enterprise, would somehow lead to greater productivity.  There were periods in 1948 when, in expert-led mini-surges, it looked as though those projections were not as unrealistic a diagnosis as they were to prove in the long-term. Britain was benefitting from the same kind of immediate post-war demand that it had experienced in 1918-19; the eventual reckoning with the realities of shrinking exports, as thirty years before, was merely postponed.

Labour was always divided between ideological socialists and more pragmatic people, but there was no real necessity for the party to have a row with itself towards the end of its first majority government, having successfully negotiated so many rapids. The problem was a familiar one. As the bill for maintaining pseudo-great power status and welfare state benevolence mounted, so did doubts and misgivings about the premises on which it had been thought the armed New Jerusalem could be funded. The government’s foreign policy initiatives had encountered serious difficulties. Foreign Secretary Ernest Bevin negotiated Marshall Aid for Britain from the USA in 1949, and in the same year helped organise the North Atlantic Treaty Organisation (NATO). But the price of such security and the maintenance of a place at the top table of international politics was high. American B-29 bombers stationed in East Anglia from 1948, were set to acquire nuclear capacity in 1950. As a result, the government had to accept inflated defence estimates, which also included increased costs for conventional tanks and planes. Should money be concentrated first on Britain’s overseas commitments, especially her large armies in the Middle East and facing the Russians across the German border; or on protecting the social advances at home?

Britain could not afford to be a great power in the old way, but neither could she afford to spend the Marshall Plan aid windfall mainly on better welfare, while other countries were using it to rebuild their industrial power. In the end, the government had to accept the need for cuts in welfare spending, leading to the resignation of Aneurin Bevan, who was determined to protect his ground-breaking achievement, the NHS, and Harold Wilson. The revised estimates helped to fuel a balance of payments crisis since the nationalisation programme had failed to provide the increased productivity the government had hoped for. Stafford Cripps, who had only a year earlier had been the most ardent ‘collectivist’ in the cabinet became, in 1949, an equally determined advocate of the mixed economy. He was forced to retire from the cabinet and the House in 1950 to replaced as Chancellor by Hugh Gaitskell. The socialist idealism of 1945-8 was put on hold, and Labour never returned to it, replacing it with ‘Gaitskillism’. With the benefit of hindsight, the post-war Labour years were a time almost cut off from what followed from 1950 onwards. So much of the country’s energy had been sapped by war; what was left focused on the struggle for survival. With Britain industrially clapped-out mortgaged to the hilt to the USA and increasingly bitter about the lack of a post-war ‘ dividend’, it was perhaps not the best time to start building The New Jerusalem. Most attempts at forced modernisation quickly collapsed; the direction of factories to the depressed areas produced little long-term benefit; companies encouraged to export at all costs were unable to re-equip and prepare themselves for tougher markets. In addition, inflation, which would become a major part of the post-war story, appeared, at three per cent in 1949-50.

Conclusion: A ‘Peaceful Revolution‘?

Between 1945 and 1949 the Labour Government undertook a programme of massive reform. It has been called ‘the quiet’ or ‘the peaceful revolution’. Just how far this is an accurate description and a valid judgement is debatable. It was certainly peaceful, but far from ‘quiet’. Jim Griffiths, Aneurin Bevan and Stafford Cripps all had to use coercive methods at times against active and organised resistance both in Parliament and outside. Whether the reforms were revolutionary or evolutionary is an issue which needs careful consideration. The debate was not about whether a Welfare State was needed, it was about the means by which it would be achieved. The issues of individualism versus collectivism, central control versus local control, competition versus cooperation, and reality and illusion can all be identified.

The degree of success which historians ascribe to these reforms depends on what he sees as ‘the Welfare State’. As Bédarida (1979) argued, there are at least three possible definitions for this enigmatic concept. The ‘official’ definition, as it appeared in the Oxford English Dictionary as early as 1955, was a polity so organised that every member of the community is assured of his due maintenance with the most advantageous conditions possible for all. As a historical interpretation, he refers to five points enunciated by Bruce in The Coming of the Welfare State which referred to the aims and objectives of a welfare state. He rejects this as a narrow, rather technical definition … amounting to little more than the enlargement of the social services. He argues that the phrase must be allowed to take on a wider sense, as a symbol for the structure of post-war Britain, a society with a mixed economy and full employment, …

… where individualism is tempered by State intervention, where the right to work and a basic standard of living are guaranteed, and the working-class movement, now accepted and recognised, finds its rightful place in the nation.

By its own admission Labour’s ‘revolution’ must be seen in the perspective of ‘evolution’. The key word (or phrase) is ‘social justice’. Without in the least denying the collectivist principles inscribed on Labour’s tablets, the revolution found its main inspiration in two Liberals: first Beveridge, then Keynes. These were the two masterminds whose ideas guided Labour’s actions. …

In seeking to determine the significance of the Welfare State one must bear three points in mind. Firstly, to use the word ‘revolution’  is to devalue its meaning. … In the second place, the arrival of the Welfare State was situated in the mainstream  of the history of democratic freedom, linking the pioneers of the London Corresponding Society with the militants of the Independent Labour Party, the Benthamites, with the Fabians, the Nonconformist conscience with Christian Socialism. … Finally, if the Welfare State was the grandchild of Beveridge and Keynes, it was no less the child of Fabians, since it concentrated on legislative, administrative and centralising methods to the detriment of ‘workers’ control’. But in thus stamping on any frail aspiration towards a libertarian organisation of society, Labour laid itself open to a charge that would weigh heavily on it in the future, namely, namely that of wanting to impose a bureaucratic form of socialism. …

The ‘Welfare State’ was not just a Labour ‘project’ or ‘programme’. Apart from its Liberal ‘grandfathers’, even Tory supporters were behind this desire for change and reform. It is significant that the inventor of the term was that pillar of the Establishment (and yet advocate of Christian Socialism), the Archbishop of Canterbury, William Temple. No one would doubt that the achievements of the Labour Government of 1945-50 were considerable. They undertook the massive task of social reconstruction and social transformation with vigour and attempted to establish a new social order. Yet their success in this area must be viewed against their economic failures, not to mention their foreign policy. The creation of the Welfare State did not, really, involve a transformation of society. It was, to a considerable degree, a substitute for it.

St Cecilia’s Day, November 22nd: Patron Saint of Musicians.   1 comment

St Cecilia’s Day, November 22nd.

Earlier this year (July 2016), I found myself standing in front of the  stained glass window pictured above in the Cathedral of St Edmundsbury (Bury St Edmunds). Appropriately, an organ practice was taking place at the same time, and the impact of the sight of the window and the sound of the organ lifted my spirits after the political upheaval of the summer in Britain and reminded me of more important and pleasurable aspects of my life. Although I don’t really pay much attention to saints, I make an exception for St Cecilia as the patron saint of music, my first love. The poet laureate, John Dryden, wrote these words about her:

But bright Cecilia rais’d the wonder high’r

When to her Organ, vocal breath was given,

An Angel heard, and straight appear’d

Mistaking Earth for Heaven.

Saint Cecilia  was martyred for her Christian faith in A.D. 176, under the Roman Emperor Marcus Aurelius, when both she and her husband were put to death. She was high-born Roman of a Christian family, and a great Church was built over the house in Rome which is said to contain her body, the Church of St Cecilia Trastevere. The present church was built in 1599, when Stefano Maderno claimed to have seen the body of the saint and carved her the sculpture of her lying on her side, uncorrupt, as he saw her.

There are legends about her attracting an angel to earth by her singing and of her singing at her martyrdom. The thirteenth century Golden Legend tells of how she sang as she took three days to die:

And while the organs maden melodie

To God alone in hearte thus sang she.

This is the source for Chaucer’s Second Nun’s Tale. From this rather flimsy evidence Dryden attributed to her the invention of the organ, by which she added length to solemn sounds.

In the middle ages, guilds of musicians adopted her as their patron saint and painters produced works showing her playing the lute or the organ, or another instrument. At the time of the Reformation in Britain she went out of fashion, for many puritans were suspicious of music, which they thought was a dangerous cup of poison. Despite this, St Cecilia’s Day was celebrated in 1683, when the programme included a church service and an entertainment which included an ode, or poem of praise. In that year the Musicians’ Company was formed to keep the Day in a worthy manner, and each year after that the Company met at St Bride’s Church in London. Later, they transferred the ceremony to St Paul’s Cathedral, where in 1907 a stained glass window was presented in honour of the saint.

In the seventeenth and eighteenth centuries several provincial cities held similar festivals, including Wells, Oxford, Salisbury, Winchester and Devizes. Dublin and Edinburgh also staged celebrations in more recent times. These festivals inspired Odes by Purcell, to words Nicholas Brady, and by Jeremiah Clarke, to words by Dryden. In 1942, Benjamin Britten, whose birthday was 22nd November, also composed an Ode to St Cecilia. In 1946, after a public lunch at which the Lord Mayor spoke and the Poet Laureate recited a poem, there was a service at St Sepulchre’s Church and a concert at the Royal Albert Hall, attended by the Queen. Two orchestras took part and works by Purcell and more recent English composers, Elgar, Vaughan Williams and Walton were performed, including Purcell’s Ode of 1692.
