Individualism & Collectivism:
According to the eminent ‘man of letters’ of the twentieth century, Raymond Williams (1983), the term ‘Socialist’ emerged as a philosophical description in the early nineteenth century. In that century and beyond, it could be used in two ways, which have had profound effects on the use of the term by radically different political tendencies. Of course, social was the merely descriptive term for a society in its now predominant sense of the system of common life; a social reformer wished to reform this system. But ‘social’ was also …
… an emphatic and distinguishing term, explicitly contrasted with ‘individual’ and ‘individualist’ theories of society.
Naturally, there has always been a great deal of interaction and overlap between these two meanings, but their varying effect can be seen in the beginning in the formation of the term. In the first sense, it was viewed as an extension of ‘liberalism’ as it referred to radical political reform of the social order, to develop, extend and secure the main liberal values for all members of society; political freedom, the ending of privileges and formal inequalities, social justice (conceived as ‘equity’ between different individuals and groups). In the second sense, it was seen as the ‘enemy’ of competitive, individualist forms of society, specifically industrial capitalism with its system of wage-labour. Truly social forms depended on practical co-operation and mutuality, which in turn could not be achieved while there was still private (individual) ownership of the means of production. Real freedom could not be achieved, basic equalities could not be ended, social justice (conceived as a just social order rather than simply ‘equity’ between individuals) could not be established unless a society based on private property was replaced by one based on social ownership and control.

Yet, also in this period, movements describing themselves as ‘socialist’, for example, the English Fabians, powerfully revived what was really a variant sense in which ‘socialism’ was seen as necessary to complete liberalism, rather than as an alternative theory of society. To George Bernard Shaw and others in Britain and Ireland, socialism was the economic side of the democratic ideal (Fabian Essays, 33) and its achievement was an inevitable prolongation of the earlier tendencies which Liberalism had represented. Opposing this view, and emphasising the resistance of the capitalist economic system to such ‘inevitable’ development, William Morris used the word communism. Engels, in his Preface of 1888, looking back to the Communist Manifesto which he and Marx had written in 1848, observed:
We could not have called it a ‘Socialist’ manifesto. In 1847, Socialism was a middle-class movement. Socialism was, on the continent at least, respectable; Communism was the very opposite.

For a time, the stresses between employers and employees led to the worldwide dissemination of the very harsh and elementary form of communism which is associated with Karl Marx in particular. However, we need to view Marx’s political economy in its proper context as an integral shift in thinking about how to interpret the new industrial world which had grown up ‘like Topsy’ around the common man. It was only as the nineteenth century developed, according to H. G. Wells, that:

… men began to realise that property was not one simple thing but a great complex of ownerships of different values and consequences … that there is a very great range of things, railways, machinery of various sorts, homes, cultivated gardens, pleasure-boats, for example, which need each to be considered very particularly to determine how far and under what limitations it may come under private ownership, and how far it falls into the public domain and may be administered and let out by the state in the collective interest.
Wells, writing his well-known book in 1922, A Short History of the World, expressed the dichotomy in the following terms:
On the one hand are the individualists, who would protect and enlarge our present freedoms with what we possess, and on the other hand the socialists, who would pool our ownerships and restrain our proprietary acts. In practice one will find every graduation between the extreme individualist, who will scarcely tolerate a tax of any sort to support a government, and the communist, who would deny any possessions at all.
The ordinary socialist of today is what is called a collectivist; he would allow a considerable amount of private property, but put such affairs as education, transport, mines, land-owning, most mass production of staple articles, and the like, into the hands of a highly organised state. Nowadays there does seem to be a gradual convergence of reasonable men towards a scientifically studied and planned socialism.

Without such a programme, Engels had realised, there could not be a united Socialist Party permanently, and every attempt to found one would fail. Indeed, the political independence of the nascent Labour Party from the Liberal Party was always in doubt until in 1918 it accepted a Socialist constitution.
Socialism as a Matter of ‘Faith’ – Methodist or Marxist?:
British Socialists possessed a ‘faith’ in the righteousness and ultimate victory of their cause which acted as a powerful driving force. This faith owed as much to Methodism as to Marxism, being based both on Christian principles and the analysis of contemporary society first presented by Marx and Engels. Much of this analysis was modified, however, by Hyndman and the Fabians, by Morris and Blatchford, though it still had a comprehensive reality for those who accepted it. To its working-class adherents, like my own grandparents who founded and campaigned for it in Coventry, it gave a sense of purpose and pride in class consciousness; to middle-class philanthropists, it afforded the consolation that they were working in solidarity with a range of tendencies of social change and progress. As Pelling concluded in his seminal work, the history of the world had often shown the dynamic qualities of a faith devoutly held, like that of the early Christians, the Calvinist reformers and the millenarian sects of the seventeenth century. Faith may feed on illusions, but it is capable of conquering reality.

The fact was that the British working class as a whole had no use for the conception of violent revolution. Any leader who failed to recognise this could not expect to win widespread support. Economic grievances could temporarily arouse bitter discontent as they had done in the early years of the industrial revolution. But dislocations of this type were for the most part transitory: a permanent political organization of the working class needed to disavow the use of violence. Only those who recognised this could effectively set in motion the movement to form a Labour Party. At the time Keir Hardie (right) retired from the chairmanship of the ILP in 1900, it had captured trade-union support, with the ultimate objective of tapping trade union funds for the attainment of political power.

But soon the ILP was deeply in debt and was only saved from bankruptcy by the generosity of wealthy supporters such as George Cadbury, who, as a Quaker, appreciated its stance against the Boer War. With Hardie’s re-election to Parliament, and the reaction against imperialism, the ILP’s position steadily improved, and it began to build itself up again and gained fresh recruits. By 1906 it was as strong as it had not yet the full force of the Socialist revival of that time. The Labour Representation Committee was a pressure group founded in 1900 as an alliance of socialist organisations and trade unions, aimed at increasing representation for labour interests in the Parliament. The Socialists were a minority force within it, and even after the formation of the Labour Party and its adoption of Socialism as its political creed in 1918, many within the party were hostile to it as an ideology. There is little doubt that most of the non-Socialist trade-union leaders would have been happy to stay in the Liberal Party, which most of them had belonged to in the past if the Liberals had made arrangements for a larger representation of the working classes among their Parliamentary candidates.

Again and again, it was the fault of the official Liberal Party constituency caucuses that this did not happen; and it was the behaviour of these that set many of the workers’ leaders thinking in terms of a separate party. Even Keir Hardie’s revolt at Mid-Lanark in 1888 had been directed, not against Gladstone’s policies, but against the system by which the local association chose its candidate. The subsequent success of the ILP was largely due to the failure of its rivals, the Labour Electoral Association, to make any satisfactory terms with the Liberal Party for the fuller representation of Labour. Its leader, Threlfall, had been forced to admit the complete failure of its policy in 1894:
It is a curious commentary upon this ‘ideal system’ that of the thirteen Labour members representing England and Wales in the present House, four ran in opposition to, or without recognising the existence of the caucus, five represent constituencies where the miners absolutely dominate the position … and only four either captured the caucus or out-generalled it. It is … a waste of time to advise the working classes to attend … they regard it as a middle-class machine; they have neither the time nor the inclination to compete with the wire-pullers who work it, and they have a decided objection to being made the puppets of anyone. It has served its purpose, and it has carried the people through one state of its development: but as it exists today it is too narrow and too much hampered with class prejudice to be a reflex of the expanding democratic and labour sentiment.
Herbert Gladstone, later to become the Liberal Chief Whip, also recognised that the constituencies, for social, financial and trade reasons are extremely slow to adopt Labour candidates. The Fabians also found that their attempts to ‘permeate’ the associations with potential candidates were met with the refusal of the moneyed men to finance the caucus. The principal reason why money was required was that there was no system for the payment of MPs. This was a reform that the Liberal leaders might have taken up much earlier than they did, thus removing a motivating factor in the support given by smaller unions to the idea of a separate Labour Party. As early as 1897, E. Cowey, a prominent Lib-Lab leader of the Yorkshire Miners moved a resolution at the 1897 TUC in favour of State payment of MPs, saying that:
… money was still the golden key that opened the door to a seat in the House of Commons. Only large and powerful societies could … afford to keep their representatives in such a responsible and expensive position. … The payment of members was absolutely necessary to the success of the Labour movement.
But it was not until 1911, after the Osborne Judgement, that the Liberal Party gave this priority and passed it into law; in the meantime, the smaller unions had already wedded themselves to the idea of a separate Labour Party. For these reasons, it is not difficult to see why the Liberal Party failed to retain the popularity that it had once enjoyed among the ‘responsible’ leaders of the trade unions. As Ramsay MacDonald observed to Herbert Samuel, We didn’t leave the Liberals: They kicked us out and slammed the door in our faces. As the LEA faded away after 1895-96, the ILP steadily asserted itself as the hope of the working-class for parliamentary representation. Thus, the early components of the Labour Party formed a curious mixture of political idealists and hard-headed trade unionists: of convinced Socialists and loyal, but disheartened Gladstonian Liberals.
The Establishment of the Parliamentary Labour Party:
The great difficulty the LRC had to face was the maintenance of an independent political line by all its members. Richard Bell, one of the only two MPs representing it in 1900 Parliament, saw no need to hold himself aloof from the Liberals, and in 1904-5, when he refused to sign the Labour Party constitution, he had to be expelled. There was similar trouble with the three Labour MPs elected at by-elections before 1906: two of them, Shackleton and Henderson were reprimanded in 1904 for appearing in support of a Liberal by-election candidate. It was only in 1906, with the election of a substantial group of thirty MPs who drew a regular salary from the LRC, that the Labour Party was established as a genuine parliamentary party. Part of the problem had been the financial weakness of the Socialist societies as compared with the trade unions. Even in 1901, before many of the big trade unions switched their allegiance, the societies made up less than one-sixteenth of the total affiliated party membership. They were further weakened by the secession of the SDF and by the Fabian Society losing respect over its support for jingoism; the ILP was also, once more, on the verge of bankruptcy. In 1906, it contributed to the LRC based on a nominal sixteen thousand members, and the Socialist societies’ proportion of the LRC’s contributing membership had sunk to one-fiftieth.

Furthermore, many of the political difficulties of the Labour Party’s early years arose from the fact that the ILP, although committed to the line of independence, was nevertheless sympathetic to the Liberal Party in policy terms. It favoured Free Trade over Chamberlain’s policy of Protection and was fiercely opposed the Education Act of 1902, which established state-controlled elementary schools, as did most Nonconformist supporters of both Liberal and Labour causes. Sidney Webb had had a role in the design of this act, but the Manchester Guardian was able to say of the 1901 ILP Conference that: What must strike a Liberal … is … how much of the proceedings are devoted to the advocacy of traditional Liberal principles.

After Champion was finally discredited, the former Liberals had it all their own way in the ILP’s leadership. Ramsay MacDonald, whom Hardie described as the party’s greatest intellectual asset, sided with the Liberals against the Fabian Socialists on almost every immediate issue of the time; and Hardie, who had been much more friendly to the Radicals since the outbreak of the South African War, in October 1901, publicly advocated a frank, open and above-board agreement … for well-defined purposes with the anti-war Liberals. Eighteen months later Hardie was apparently prepared to connive at MacDonald’s secret electoral understanding with the Liberal whips. With both the leaders and the rank-and-file of the Socialist wing showing little enthusiasm for the pacifist stance of MacDonald and Hardie, the non-Socialist elements gravitated further towards an alliance with the anti-war Liberals. Between 1903 and 1906 the new party machine had been brought into existence, and whatever the political views of its officers, it soon began to build up among them a vested interest in its maintenance, which has continued through to the present day, despite immense strains at times.
The officials of the great trade unions had made up their minds in favour of having a distinct party of Labour, and so long as their industrial strength continued to grow, the strength of the political organisation would also increase. In the pre-war years which followed, however, there were doubts about the value of political action, and the new industrial unions absorbed ‘syndicalist’ ideas from across the continent and the USA. These were often born out of a traditional distrust of ‘leaders’ within the movement which was often stoked by personal feuds between them as well as disagreements on policy; there were also stresses and strains arising out of wars, rumours of war and revolutions in Europe. Some of the unions, especially the Miners’ Federation, ‘the Fed’, suffered from the peaks and troughs of the international trade cycle, resulting in further radicalisation. Others among the ‘new unions’ of 1889 became more moderate as they became more established. In the thirty years of its life, the new party increased its aggregate poll and share of the vote in every General Election it fought. Despite the persistence of its plurality of ideas and interests, or perhaps because of it, the essential unity of the party remained intact. As Pelling concluded:
The association of Socialist faith and trade-union interest, of hope for an ideal future and fear for an endangered present, seemed on the point of disruption at times: yet it survived, for a variety of reasons … because in the years before the party’s birth there had been men and women who believed that the unity of the working-class movement, both in industry and politics, was an object to be striven for, just as now most of their successors regard it as an achievement to be maintained.

In British politics as a whole, the electoral system underwent profound changes over the early twentieth century. In 1900, only seven out of ten adult men (and no women) were qualified to vote. Four million men were excluded from the franchise and there were nearly half a million plural voters, including around two thousand men with four or more votes. Despite the continued restrictions on the franchise, the SDF continued to field independent socialist candidates. The picture above was taken during the Haggerston by-election of July 1908 and shows a suffragette, ‘Miss Maloney’ speaking from a Clarion Van in the cause of the SDF candidate, Herbert Burrows. During the five-day campaign in the safe Liberal seat, the van was parked outside the Liberal Party HQ. Burrows was a popular figure in East London, where he had helped Annie Besant organise the 1888 matchgirls’ strike at Bryant and May’s factory. The issue of female suffrage was a strong factor in the campaign, and the Liberal candidate, Warren, had the support of Mary MacArthur’s National Union of Women Workers. However, many notable suffragettes, including the Pankhursts, were opposed to his candidature, because he was a supporter of Asquith. The result brought a victory for the Tory, Rupert Guinness, the brewer, with Burrows finishing in third place with half the votes gained by Warren.
After the ‘Landslide’, Erosion & the Rise of Labour:

The Liberal governments of Campbell-Bannerman and Asquith had initiated, between 1906 and 1914, a series of social and political reforms of a far-reaching character. But the emphasis here is placed upon the period 1914-22 in identifying the role of the Labour Party concerning Liberal decline. Whether Dangerfield’s idea of the ‘strange death of Liberal England’ between 1910 and 1914 is a valid thesis is still strongly debated among historians. Its significance lies in its identification of the basic strains upon Liberalism caused by the political and industrial crises. Liberalism was, and still is (at least to some extent), an ideology of individual and social conscience. It was the 1914-18 War which tested that conscience rather than the earlier threats. The War also brought about an independent Labour representation in Parliament, a result of the breakdown of the Gladstone-MacDonald Pact of 1903. The nature of ‘total war’ brought many basic Liberal principles into question. It led to the leadership of Asquith being challenged first with the creation of a more broadly based coalition in May 1915 and then being superseded following the split with Lloyd George in December 1916. For the Liberal Party, this meant a rift, never to be healed, between Asquithian and Coalition Liberals.
Universal male suffrage was achieved in 1918, when, after a long struggle, women over the age of thirty were also permitted to vote. In 1928, the age limit was lowered to twenty-one, equal with men. The principle of single-member, equal-sized constituencies was accepted in 1885, though it was not completely achieved until 1948. Voting behaviour also changed significantly. Most obviously, Labour replaced the Liberals as one of the two major political parties after 1918. The beginnings of this change, which took effect on a largely local and regional basis, can be seen in the map of the 1918 General Election, shown below. In 1918, British politics was based upon the relationship between the Liberal and Conservative parties. They were, in many ways, sides of the same coin. They accepted both the logic of consensus politics and the benefits of a capitalist society.
John Buchan, the Conservative politician and writer, described the 1918 General Election as a ‘blunder’. He claimed that Statesmen, who had criticised soldiers harshly for their blindness, were now in their own province to be no less myopic. The instinct which led to the election was right, but its conduct was disastrous. For the sitting members, the test of patriotism was a solitary division in the House of Commons in the preceding May on a criticism of the Government by a distinguished staff-officer, one which was neither factious or unfair. Those who had remained ‘docile’ were given ‘coupons’ to fight the election on behalf of the Coalition Government, but the ‘malcontents’ were outlawed. The coupon candidates swept the board, giving the Government a huge working majority with 484 members; Labour returned fifty-nine members, and the non-coalition Liberals were reduced to little more than a score of seats. But although this was a landslide for Lloyd George, that victory for ‘the man who won the war’ should not blind us to the poor performance of the Asquithian Liberals, the vulnerability of many of the Coalition Liberals with their seats in industrial working-class areas to Labour advance and the 22.2 per cent of the total vote received by the Labour Party. ‘Fusion’ between Coalition Liberals and Conservatives seemed possible in 1919-20, the creation of a ‘centre’ party to counter the reactionary right and the revolutionary left, but Lloyd George did not grasp this opportunity and by 1921 it was too late.
The result of the ‘coupon election’ was one of the least representative parliaments in British history. A batch of leaderless trade unionists constituted the official Opposition; the rest was, in Lloyd George’s words, ‘a chamber of commerce’. It was an assembly of well-to-do mediocrities. The election created impatience in many classes, in returning soldiers, in munitions workers and in Labour circles in general. It gravely weakened the prestige of Parliament, which had been largely in abeyance during the war, and which could not afford any decline in its status at a time when many minds were turning away from constitutionalism. Above all, it weakened the authority of Britain in the coming peace councils. Lloyd George went to these councils bound by extravagant election pledges. Overall, the first three decades of the century witnessed the development of class-based voting, with the Labour support concentrated in areas of heavy industry in Wales, the Midlands and North of England and Central Scotland, while the Conservatives held a near-monopoly of seats in the rural South of England, and the Liberals held on to the more sparsely-populated constituencies in the ‘Celtic fringes’ of Wales and Scotland and, to begin with, the more rural areas of East Anglia, Yorkshire and the North-East of England. This set the voting patterns for the rest of the century. In her diary for 1918, Beatrice Webb made a ‘prophetic’ statement:
The Liberal Party which had for years governed the Empire has been reduced to an insignificant fraction with all its leaders without exception at the bottom of the poll. … Lloyd George with his conservative phalanx is apparently in complete command of the situation; as the only alternative Government there stands the Labour Party with its completely Socialist programme and its utopia of the equalitarian state.


Syndicalists & Socialist ‘Heroes’ of the Unemployed.
Outside Parliament, the Socialists kept up their agitation for ‘Work, not charity’ relentlessly during the first decade of the century, the SDF leading the unemployed on regular sorties into the heart of Mayfair. The photograph below of Westminster unemployed, printed from an SDF lantern slide, gives a vivid picture of the strength of the demonstrators as they ‘invaded’ Berkeley Square in November 1905. The Central Workers’ Committee had organised a vast demonstration of the unemployed. Assembling on the morning of 20 November on the Embankment, contingents marched from all parts of the capital. From Islington, Shoreditch, Hackney and Bethnal Green, unemployed men were led by Dick Greenwood of the SDF and Parson Brooks, the ‘socialist chaplain’. Two thousand walked from Hammersmith and Fulham, stopping on the way in Eaton Square to eat sandwiches provided by the SDF. The Woolwich men, two-hundred-strong, tramped to Greenwich, crossing the river by steamboat. Fifteen hundred arrived from Poplar, organised by the Labour Representation Committee and led by George Lansbury and two of his aldermen. The trade unions supporting the demonstration unfurled their magnificent silk banner with colours of crimson and gold, green and silver, bearing the names of the organised working class; the Gasworkers, Riggers, Coal Porters, French Polishers, Machine Rulers and many more.

As the march moved away from the Embankment, they were led by the banner of the Westminster Unemployed, as seen in the photograph, with the slogan by heavens our rights are worth fighting for. Curse your charity, we want work was the theme as the SDF with trade union support swept towards the homes of the wealthy. Twenty thousand roared approval at a Hyde Park rally after the ‘incursion’; as Jack Williams told them, you have starved too long. … come out and parade the West End every day. He read a telegram from Keir Hardie urging them not to hide in the slums, but to come out and back us in fighting to win the right to work. Like Hardie, Williams was born into poverty and escaped from the workhouse at the age of ten, climbing the walls of the Hornsey Union to freedom. The other speakers at the rally included the trade union leaders Margaret Bondfield and Harry Gosling, but it was the fiery passion of Jack Williams that had the crowd roaring support. He led the workless to the doors of the rich, marching them on one occasion down Bond Street as policemen stood purposefully with their backs to the jewellers’ windows. On another ‘invasion day’, they marched to Belgrave Square, and caused consternation as a red carpet laid across the pavement for a society wedding was torn to shreds by the boots of the unemployed.

Earlier in the year, London had seen the arrival of two marches from the Midlands. The first was from Raunds of Northampton, members of the National Union of Boot and Shoe Operatives, going in a body to the War Office to protest against cheap labour policy of the department in purchasing service boots at prices below an agreed tariff. Once again, the organiser of the march was a prominent member of the SDF, James Gribble, who had worked in the boot and shoe trade since he was twelve years old. He organised the march on military lines, selecting only the fittest men from hundreds of volunteers and appointing three ‘officers’ to take command of his men who were divided into six companies. With bicycle outriders and a horse-drawn ambulance, General Gribble, as he was dubbed, took no risks of his army falling by the wayside.

Another procession to London to be commemorated by a series of postcards was the march of four hundred unemployed from Leicester, representing two thousand men and their families. Negatives of the original cards, including the one above, were sent to Leicester Museum by an old socialist, Robert Barnes, who produced the photographs, including that shown above, from those in the possession of the organising secretary of the march, George White. Their journey was arduous and miserable, the men trampling through driving continuous rain, shoes leaking, with topcoats made from sacks and living on bread, cheese and cocoa. The march was supposed to be welcomed in London by the Social Democratic Federation and the Independent Labour Party at a mass meeting in Hyde Park in support of the Unemployed Bill, which was opposed by many trade unions because it provided that the unemployed under local authority assistance should work at less than the union rate for the public works they undertook. Along the way, the marchers learned that the King had refused their request for an audience and it was a tired, ragged and soddened army that was given shelter and a meat tea by the Salvation Army at Edgware and asked by Ramsay MacDonald to sign the pledge! On Whit Monday the weather brightened and so did the men, marching cheerfully to Parliament Hill Fields (shown above), where MacDonald addressed a crowd on more than six thousand on behalf of the ILP. Keir Hardie also sent a telegram describing their march as ‘heroic’.

An unusual postcard was that shown above, depicting the SDF agitator Ernest Marklew dressed in broad-arrowed prison clothes, picking oakum, published in 1906. The card is one of a small of socialist commemorative cards that belonged to a pioneer member of the ILP. It is a reminder of the long years of struggle by early socialists to establish the right of free speech in public places. The SDF had long been harassed by police while holding open-air meetings and heavy fines and imprisonment with hard labour had been imposed by middle-class magistrates on socialists accused of obstruction and refusal to pay fines. At Nelson in Lancashire, as well as in other towns and cities including the capital, socialists persisted in speaking at regular ‘pitches’ despite repeated harassment. As one speaker was arrested, another one would take his place, and thousands would turn out every Sunday, some from curiosity, others to lend support, as police fought their way through crowds to drag away speaker after speaker. The secretary of the Nelson branch of the SDF, Bryan Chapman, was also imprisoned during the free speech fight there. Marklew was sent to prison for fourteen days and Chapman got seven days. Arrests and battles followed each Sunday for months and the usual attendance of hundreds for an SDF open-air meeting swelled to thousands. The photograph of Marklew (above) was posted in a studio and sold by the SDF to raise money for the socialist cause.

In 1908, the Manchester unemployed tried a new tactic to draw public attention to their plight. On Sunday, 14 September, following a meeting of about five hundred workless men, they were urged to march on Manchester Cathedral and the photograph above shows them pouring into the cathedral during worship, watched by the mostly middle-class communicants. The Dean, Bishop Weldon, appeared and agreed to speak on unemployment if they could come back during the afternoon. That afternoon nearly three thousand men assembled in Stevenson Square. About fifteen hundred then marched to the cathedral where the bishop welcomed them but said it wasn’t the province of the church to organise work but, if it was necessary to raise a special fund, many of us will willingly deprive ourselves to aid what is being done. The vicar of Rochdale preached a sermon in which he offered sympathy on behalf of the Church. When the men interrupted, the Dean had to declare the service over. After the service, the leader of the unemployed, a man named Freewood, read the prayer that he had intended to read in the cathedral, ending with…
O Lord we beseech thee to move thy servant Bishop Knox (Archbishop of Canterbury) to see that something more than sympathy is needed and that his influence brought to bear on our Parliament might bear some fruit.



The rising militancy of the trade unions and the determination of the government to meet the militancy with armed force if necessary was shown first during the Cambrian Combine strike in 1910 in the Rhondda Valleys which led to serious rioting in Tonypandy and clashes with police leading to the death of one miner. Winston Churchill, then Liberal Home Secretary, deployed both cavalry and infantry units, the latter drawing bayonets on picketing miners. I have written about in detail elsewhere on this site. The picture above (top) shows miners waiting to go into a mass ‘Federation’ meeting at the Empire Theatre, Tonypandy in November 1910. Tom Mann, one of the leaders of the great dock strike of 1889, founder of the militant Workers’ Union, first secretary of the ILP and first secretary of the Amalgamated Engineering Union, arrived back in England in May 1910, after eight years of trade union activity in Australia. By that time, he was a labour leader of international renown with a capacity for appearing at the centre of a struggle, as a catalyst for action. He returned from his years abroad as an advocate for syndicalism, or ‘industrial unionism’, as a means of winning working-class power. Within eight weeks of arriving home, he had launched a small publication, The Industrial Syndicalist. He wrote,
… What is called for? What will have to be the essential conditions for the success of any such movement? That it should be avowedly and clearly revolutionary in aim and method. We therefore most certainly favour strikes and we will always do our best to help strikers.
He was not to have to wait long before leading one of the fiercest strikes of the decade. Following his ideas of industrial unionism, by November he had formed the thirty-six unions organising transport into the National Transport Federation. After winning the first stage of the battle against the International Shipping Federation for union recognition, the lesson of solidarity was clear in Liverpool on 28 June 1911, when four thousand dockers came out demanding recognition of the National Union of Dock Labourers. Churchill drafted troops into Liverpool and sent two gunboats up the Mersey with their guns trained on the port. Cavalry and infantry with fixed bayonets were deployed and hundreds of long, stout staves were ordered for the police. Mann answered this by telling the Liverpool strikers:
Let Churchill do his utmost, his best or his worst, let him order ten times more troops to Liverpool, not all the King’s horses and all the King’s men can take the vessels out of the docks to sea.


On 24 August, with all their demands conceded, the strike was called off. The success of the dockers and the railwaymen, during the first national railway stoppage, seemed to inspire a revolt of women workers in the area of London’s dockland during a heatwave in August. The photograph above showing the distribution of loaves of bread outside the Labour Institute in Bermondsey survives as a relic of an uprising of the unorganised. Women and girls walked out of jam, biscuit and pickle factories and marched around Bermondsey calling on other women in the food factories to join them in claiming an increase in their incredibly low wages. Out came the women and girls from the factories with household names; Spillers’, Pearce Duffs’, Hartley’s and Lipton’s, where they worked for as little as seven shillings a week. Laughing, singing, welcoming the escape from the stifling factories, they were joined by Labour leaders including Ben Tillett, the Dockers’ leader (pictured below), Mary MacArthur, Herbert Burrows and Dr Salter addressing fifteen thousand of their fellow strikers in Southwark Park. Within three weeks, increases had been won at eighteen of the twenty-one factories where the women had struck.
It is doubtful whether British society has ever been so beset with contradictions as it was in 1914. A Liberal Government was in power, though only just; it depended on the votes of Labour and Irish Nationalist MPs. A vast programme of social reform lay behind it, but a vast agenda of social unrest awaited it every day. There was widespread working-class unrest; beginning in 1910, there had been a wave of strikes, conducted with extreme bitterness on all sides, sweeping through the country, with every prospect of a final confrontation in the autumn of 1914. Ben Tillett, looking back on these years in 1931, called them:
A strange, hectic period of our economic history! It was a great upsurge of elemental forces. It seemed as if the dispossessed and disinherited class in various parts of the country were all simultaneously moved to assert their claims upon society.

The Disunited Kingdom at the Outbreak of War:
It was to a disunited kingdom, with a militant Suffragette movement ‘alongside’ militant trade unionism in Britain, the Army in Ireland in a state of mutiny and Ulster on the verge of civil war over ‘Home Rule’, that war came in August. At once another contradiction was exposed. The ruling Liberal Party was strongly tinged with pacifism, yet it was also the Party which had carried through, under Lord Haldane, the most effective military reforms in British history. The people as a whole were largely unaware of them; indeed it was almost completely unaware of its Army, except when war was actually in progress, or when disagreeable occurrences like the Curragh Mutiny reached the headlines and was the cause of ‘wild delight’ on the opposition Conservative benches in the House of Commons. A powerful counter-note to this was struck by a Labour MP, Colonel Ward, which would nevertheless have been considered dangerous had it been uttered outside the protection of privilege that the House provided. In ringing tones, he warned the Tories that, if they wanted a Civil War, they could have it: If there was to be a mutiny in the Army, it would a mutiny of the working class. Britain was a naval power, much admired around the world as the shield of British democracy, but the Army, characterised in Rudyard Kipling’s poem Tommy, was viewed with far less respect, particularly by the lower middle class and the ‘respectable working class’ and especially in the ‘chapel-going’ areas of Wales and the rural Midlands and ‘West Country’ of England, where ‘red-coats’ were seen as ‘scum’.
For socialists, although not all pacifists, the war was a negation of internationalism, splitting the movement as workers from one country hastened to shoot down the workers of another. On 2 August 1914, just two days before the declaration of war, a huge anti-war meeting was held in Trafalgar Square. Called by the British section of the International Socialist Bureau, a manifesto, whose signatories included Keir Hardie and Arthur Henderson, was read to the gathering, it ended with the words down with the class rule, down with the rule of brute force, down with war, up with the peaceful rule of the people. Speakers included Will Thorne, Mary MacArthur, Margaret Bondfield, Herbert Burrows and Keir Hardie. Three days later, the Labour Party supported the war. H. G. Wells proclaimed the sword had been drawn for peace. Labour and trade union leaders joined in recruiting campaigns and Will Thorne became a Lieutenant Colonel in the West Ham Volunteers. Workers enlisted in their hundreds of thousands and it was left to the pacifist section of the labour movement together with a handful of true internationalists to preserve the socialist conscience. The ILP published an anti-war manifesto that declared:
Out of the darkness and the depth we hail our working class comrades of every land. Across the roar of guns we send sympathy and greetings to the German socialists. …


This was truly a cry out of the darkness. The slogans on the posters in the recruiting photograph on the right attest to the prevailing jingoism of the times. In his own constituency of Aberdare, Keir Hardie, the apostle of British socialism was booed as he declared he was going to oppose this war in the interests of civilisation and the class to which he belonged.

These words were brave and sincere, but also soon lost in the vortex of hate which soon flowed from the outbreak of war, and a tired and saddened Hardie slowly died as the workers rushed in their hundreds of thousands to join the recruiting queues to enlist for the bloodiest slaughter in the history of mankind to date. The same British workers who had been hailing their German proletarian comrades just days before, now saw them as enemies and aggressors, crying out Down with Germany!
The dominant mood, in the early August days of 1914, was one of euphoria, as can be seen on the faces in the photograph above, taken outside the recruiting office.
The weather seemed to have a lot to do with it. A mood of national unity was suddenly reborn, one which leading figures in the Labour movement found difficult to resist and remain in leadership. When Ramsay MacDonald (pictured below) resigned as Chairman of the Parliamentary Labour Party because of his own opposition to the war, Henderson was ready to take his place.

But resignation in these circumstances did not come cheaply either. One contemporary who had met him once before 1914 and had failed to be impressed, except by his remarkable good looks. M. A. Hamilton had also heard him speak after this and had been considerably impressed. But what had ‘thrilled’ his observers in 1914 was his going out into the wilderness:
We accepted the legend of rejected office, and gloried in it, as in the courage of his assault on Edward Grey. Meeting him in those days at 44 Bedford Square, one could not but admire an aloof dignity in which there was no hint of self-conscious pomp. This admiration steadily mounted, as MacDonald was singled out for attack. He was assailed, incessantly, as a pro-German pacifist who cared nothing for his country. He got all the brick-bats; they were numerous and edgy, and he minded them, a lot.
Arthur Henderson was, according to E. A. Jenkins in his biography, From Foundry to Foreign Office (1944), a typical Northcountryman, who liked to talk about religious or political ‘topics of the hour’. Henderson became a Methodist in 1879 (having previously been a Congregationalist) and became a local lay-preacher. Henderson worked at Robert Stephenson and Sons’ General Foundry Works from the age of twelve. After finishing his apprenticeship there aged seventeen, he moved to Southampton for a year and then returned to work as an iron moulder (a type of foundryman) in Newcastle-upon-Tyne. After he lost his job in 1884, he concentrated on preaching. In 1892, Henderson entered the complex world of trade union politics when he was elected as a paid organiser for the Friendly Society of Iron Founders and its representative on the North East Conciliation Board. Henderson believed that strikes caused more harm than they were worth and tried to avoid them whenever he could. For this reason, he opposed the formation of the General Federation of Trade Unions, as he was convinced that it would lead to more strikes.

In 1900, Henderson (shown on the left in the photo from 1906, with other leading figures in the party), was one of the 129 trade union and socialist delegates who passed Keir Hardie’s motion to create the Labour Representation Committee (LRC). In 1903, he was elected Treasurer of the LRC and was also elected as Member of Parliament (MP) for Barnard Castle at a by-election.
In 1906, the LRC changed its name to the Labour Party and won 29 seats at the general election. In 1908, when Hardie resigned as Leader of the Labour Party, Henderson was elected to replace him. He remained Leader until his own resignation two years later, in 1910. In 1915, following Prime Minister H. H. Asquith’s decision to create a coalition government, Henderson became the first member of the Labour Party to become a member of the Cabinet, as President of the Board of Education.
‘Total War’ – the Views of Working-class Men & Women:

Despite the vitriolic attacks on pacifist politicians like MacDonald at home, there was a more satirical tone expressed in the voice of the Army in its marching songs as it arrived in the fields of Flanders and northern France. This was the Regular Army, the sardonic, unemotional, matter-of-fact voice of the widely-despised ‘Tommy Atkins’ who, as usual, was being expected to do the dirty work, was quite prepared to do it and was not sentimental about it. It had few illusions and its attitudes, had they been aware of them, would have further shocked their fellow-countrymen. In contrast to the general public mood, it was not fuelled by hatred of Germany but, in true mercenary spirit, it would have been equally ready to fight the French. Its motto was, We’ll do it. What is it? Sixty per cent of the men in the ranks of the 1914 British Expeditionary Force were reservists, called back to the colours. For many of them, their return to Army life was a distressing uprooting from their homes and occupations. Yet theirs was also an odd satisfaction in obeying the call.
But the Regular Army, even with its reservists, was simply not large enough for the needs of continental war. There would need to be something else, and this need was quickly perceived by Lord Kitchener, the new Secretary of State for War. Out of this perception came the ‘Kitchener Armies’ or ‘New Army’, an extraordinary manifestation of patriotism which brought over 2.25 million volunteers into the colours in the first fourteen months of the war. As the Front-line war dragged on over the next three years, the endless casualty lists recorded the toll of human life; the physical destruction mounted day by day. It was not surprising that nerves frayed and revulsion mounted among those who had to endure all these sufferings. To make them endurable, the soldiers invented a class-conscious vocabulary and style of humour all of their own, closely modelled upon that of the ‘old Regulars’, as demonstrated in the following anonymous parody of the parable of the sower:
Some fell by the wayside, and the Sergeant-Majors sprang up and choked them.
Making shells
The demand of the generals for more and more young men for the muddy walk to mutilation and death on the Western Front inevitably resulted in the depletion of labour available for industry and the increase in opportunities for women to replace them at home. Of course, there were problems and a degree of resistance especially from male workers in skilled industries such as engineering. The Amalgamated Society of Engineers, an all-male union with a long tradition of craft skill, saw the introduction of lower-paid unskilled labour as a threat to post-war job security and wage-rates. The answer was the ‘Shells and Fuses Agreement’ whereby the unions would accept ‘dilution of labour’ for the duration of the war. In effect, the trade unions were asked to accept the introduction of a twelve-hour working day, the unlimited subdivision of jobs, the scrapping of apprenticeship agreements and the introduction of unskilled labour to produce the hardware of war. Safeguards and rights painstakingly fought for by trades unionists over half a century or more were set aside until the end of the war. No similar sacrifice was to be asked of the employers who were enabled to make rich profits by speeding up production and introducing unrestricted unskilled labour at cheap wage-rates.

The doubts of trade unionists about the large-scale introduction of female labour into industries were expressed in a composite resolution at the 1915 Trades Union Congress from two craft unions asking for committees to be set up to ensure the replacement of women at the close of the war by more suitable male labour. The real threat, however, was the inequality of pay between men and women and, to their credit, many trade union leaders insisted on equal pay for women doing equal work, achieving some limited success. The government sided firmly with employers against the unions and in June 1915 the new coalition government dropped all pretence at negotiation on the question of existing industrial practices and introduced a Munitions of War Bill to force dilution of labour by unskilled men and women on the unions. The war opened many industries to women and there is no shortage of propaganda-style photographs like the one above, showing women in ‘unladylike’ work, cleaning railway engines, filling shells, and humping coal sacks. Although of an official nature, they do represent women at the kind of heavy industrial work that would not have been readily open to them before the outbreak of the war.
It was the mass participation of women in the War effort – in industry, in the Civil Service, and in the Forces – which produced the result so deeply desired and defiantly demanded by the pre-war Suffragette Movement. In March 1917, the House of Commons passed the Women’s Suffrage Bill by 341 votes to 62, setting out a scheme for electoral reform to come into operation at the end of the War. The motion was moved by Asquith, who, according to The Times’ Michael McDonagh, gave a fine speech recanted the stout opposition which he gave to votes for women before the War. Women, he said, had worked out their own salvation in the War. But, even in the latter stages of the war, women’s participation was not greeted with universal enthusiasm by their menfolk at the Front, nor did they admire how it was sometimes ‘forcibly’ obtained. One soldier’s letter to his wife which was censored from May 1918 was quite threatening on the subject, also perhaps revealing the social conservatism which existed in working-class homes:
Well, I am afraid there will be trouble if they try to take married women into the WAAC. We men can stand a lot, but they are nearing the danger zone when they wish to force our wives into service. Goodness, the damned infernal impudence of wanting our wives! Why, if anyone came for you while I was at home, I’d slit his throat open. I’m not bragging; I’m saying what I mean. How little they understand us, they are running up against trouble with a vengeance; they will find they have signed their death warrant.
Lloyd George’s Visit to Clydeside & Labour’s Socialist Programme:

While many trade union and Labour leaders who supported the war acquiesced in the increased exploitation of industrial workers, other sections began a wave of resistance, demanding payment of the proper rate for the job where new workers were introduced, controls on company profits and a guarantee that the men away at the front would have jobs waiting for them when they returned after the war. The strongest opposition was led by the Clyde Workers’ Committee, a group of shop stewards elected directly from the shop floor under the chairmanship of Willie Gallacher. The Clyde workers had already conducted a strike for higher pay in February 1915, and the newly formed committee was more than ready for Lloyd George (above) when he travelled to the Clyde at Christmas of that year as Minister of Munitions to plead the case for dilution as a patriotic duty. Against the advice of his officials, Lloyd George was obliged to meet with the shop stewards and hear out their case for workers’ control of the factories. At a meeting in St. Andrew’s Hall held on Christmas Day, he had the experience of having to stand on the platform while the entire audience got to their feet and sang The Red Flag.
The effect of the protests on the Clyde and the continuing agitation by women trade unionists did result in 1916 in an amendment to the Munitions Act which gave statutory force in ‘the rate for the job’ where women did the same skilled work as men. Unions recruited the new women workers and by 1918 the membership of those affiliated to the TUC had risen by well over two million since the outbreak of war, totalling two and a half million. Women and girls who had been unorganised domestic servants, and/ or working-class housewives had been introduced to a range of jobs never before open to them and most importantly, they had been brought into the organised trade union movement for the first time. Even before the end of the war, however, the growing divisions in British society, later to be signalled by the General Strike of 1926, were already widening. In January 1916, the government had arrested Gallacher, Johnny Muir and Walter Bell, the leaders of the Clyde Workers’ Committee, on charges of attempting to cause mutiny, sedition or disaffection among the civilian population. Ernest Bevin, speaking in the Leeds Coliseum on 3 June 1917, joined in the radical trade union war of words with the Coalition Government:
We all know that in the industrial world the capitalists would give us peace tomorrow if we would surrender. But I am not going to surrender. I am not going to be a pacifist in the industrial movement. I believe that even in our own country there will have to be the shedding of blood to attain the freedom we require …
In 1916, David Lloyd George forced Asquith to resign and replaced him as Prime Minister. Arthur Henderson became a member of the small War Cabinet with the post of Minister without Portfolio. (The other Labour representatives who joined Henderson in Lloyd George’s coalition government were John Hodge, who became Minister of Labour, and George Barnes, who became Minister of Pensions.) Henderson resigned in August 1917 after his proposal for an international conference on the war was rejected by the rest of the Cabinet. He then turned his attention to building a strong constituency-based support network for the Labour Party. Previously, it had little national organisation, based largely on branches of unions and socialist societies. Working with Ramsay MacDonald and Sidney Webb, Henderson in 1918 established a national network of constituency organisations. They operated separately from the trade unions and the National Executive Committee and were open to everyone sympathetic to the party’s policies. Henderson lost his seat in the ‘Coupon Election’ of 14 December 1918 but returned to Parliament in 1919 after winning a by-election in Widnes. He then secured the adoption of a comprehensive statement of party policies, as drafted by Sidney Webb. Entitled “Labour and the New Social Order,” it remained the basic Labour platform until 1950. It proclaimed a socialist party whose principles included a guaranteed minimum standard of living for everyone, nationalisation of industry, and heavy taxation of large incomes and of wealth.
Bevin’s ‘Docker’s Breakfast’, Poverty & ‘Poplarism’:
There were mutinies in the armed forces which continued during the period of demobilisation into 1919, reminding the upper classes rather uncomfortably of the Bolshevik Revolution and subsequent revolutions on the continent. They were followed by a series of strikes which led The Times (27 September 1919) to proclaim that this war, like the war with Germany, must be a fight to the finish. The civil strife which had arisen towards the end of the war continued principally among the miners, shipbuilders, railwaymen and farm workers, that is, in the declining sections of the economy. Ernest Bevin, pictured below, the national organiser of the Dockers’ Union, used his own experience of poverty and his deep knowledge of and feeling for the dockworkers in presenting the case for higher wages to the Shaw inquiry of 1920. The potatoes are peeled into a chipped enamel bowl, while the little girl watching is wearing boots that must have come from her brother.

‘The Dockers’ KC’ was an appreciative title won by Ernest Bevin when he argued the case for a sixteen shillings a day minimum wage and de-casualisation of their labour at the Shaw Inquiry in 1920. Bevin, a thirty-nine-year-old national organiser of the Dockers’ Union was given the task of putting the case for the Transport Federation. His performance was brilliant. Though lacking in formal education, he spoke for eleven hours, vividly describing the history, work, poverty, danger of a docker’s life and scoring heavily in exchanges with the Chairman of the Port of London Authority, the wealthy Lord Devonport, an old enemy of dock workers. While the two sides were involved in academic arguments as to whether or not a docker and his family could live on the employers’ proposed wage of three pounds thirteen shillings and sixpence a week, Bevin went shopping in Camden Town. That evening he prepared a ‘docker’s breakfast’ (shown above) and took the plates into court.
When Professor Bowley, the employers’ expert witness, went into the witness box, calculating the precise number of calories on which a man could live and work, Bevin pushed scraps of bacon, bread and fish he had prepared before him and asked the Cambridge professor if that was sufficient for a man who had to carry heavy sacks of grain all day. The witness protested. You have never carried 2cwt bags on your back continuously for eight hours? Bevin fired. The professor answered that he hadn’t, and Bevin then produced a menu from the Savoy Hotel and asked him to calculate the calories in a shipowners’ lunch! The outcome of the Inquiry was a triumph for Bevin, and the court condemned the system of casual labour, awarding a national minimum wage of sixteen shillings a day for a forty-four hour week. Bevin went on, of course, to become a leading figure in the trade union and Labour movement over the next four decades.

Historians often date Britain’s ‘hungry years’ as beginning in 1929 with the ‘Great Depression’, but for many workers, they never had a beginning, since the depression, unemployment and hunger were a permanent condition of their lives and one from which they received only occasional relief. In March 1921, Poplar, a borough in London’s East End, blighted with mass unemployment, casual dock labour, rotten housing and slum landlords, reached a breaking point. It was hardly equitable that a rich borough such as a Westminster, where a penny rate raised more than thirty thousand pounds, maintained only eleven hundred on outdoor relief, while Poplar, where a penny rate raised only three thousand pounds had to maintain forty-four thousand. The East End of London as a whole, with only a quarter of the paying capacity of the West End, had seventeen times the liability. Faced with a massive increase in the rate, a burden the poor could not carry, the Council refused to cut the level of relief to the unemployed and decided not to pay the quarter of a million pounds due to the central authority, the London County Council, carrying a rate of four shillings and fourpence in the pound, to meet the needs of the Council and the Board of Guardians.

This was the essence of the conflict that was to lead to the imprisonment of the mayor and the majority of the socialist members of the Council and the introduction of a new word into the English language, ‘Poplarism’. Summoned to appear at the High Court on 29 July the Council marched in procession from Bow with the mace bearer at their head, the mayor wearing his chain of office and all beneath a banner saying ‘Poplar Borough Council marching to the High Court and possibly to prison’. Following the councillors, who included Edgar Lansbury and his father, the ‘uncrowned King of the East End’, the kindly George Lansbury, came the people of Poplar. The court ordered payment, the councillors refused and in September, nearly the whole of the Council was sent to prison for contempt. Fifteen thousand marched to Holloway, many of the women carrying babies (as shown in the photo above) where Minnie Lansbury and four other women were taken. While Herbert Morrison deplored their actions and J. H. Thomas called the councillors ‘wastrels’, the fight continued even inside the prison.
A council meeting was held in Brixton Prison, the women being brought from Holloway to attend. Outside, ten thousand enrolled in the Tenants’ Defence League and pledged to refuse to pay rent if the councillors asked. The High Court released the councillors in October so that they could attend a conference to discuss the whole matter. The result was a victory for Poplar. The Council had made their first charge the care of the sick, orphaned, aged, widowed, workless and homeless and forced the introduction of a Bill equalising rate burdens between the rich and poor. The two photographs of Poplar residents and councillors are taken from an album presented to one of the councillors at a Council meeting the following year. The caption to the picture of the Poplar women carrying the loaves given by the Guardians is entitled ‘Give us this day our daily bread’ while the photograph of the councillors features Alderman Hopwood with his pipe, ‘surrounded by his bodyguard’.

The photograph above shows the outing of Norland Ward Women’s Group of the North Kensington Labour Party. The woman on the left in the front row is carrying the Party’s red flag and most of the group are wearing red rosettes. The substantial-looking Labour Club proclaims ‘Socialism’ and ‘Recreation’ and the women in their prettiest dresses have no doubt earned their break from the shop, factory, housework and local canvassing for the party. Charabanc day trips were a popular working-class leisure activity during the 1920s and the elected representatives of the Labour and trade union movement enjoyed them as much as the membership. Charabanc pictures from the early twenties are common and include those of the annual outings of workers from scores of factories on jaunts to Dartmoor and Epping Forest. The charabancs chugged along at a maximum of twelve miles per hour.

Thirty Years After the Fall: Is Socialism Dead?
Júlia Tar’s recent piece on the Hungarian government’s online media outlet, Hungary Today, points out that 2019 is the anniversary of not one, but three remarkable events of the 20th century: NATO’s 70th anniversary; Hungary, Poland and the Czech Republic’s 20th anniversary since joining NATO, and the thirtieth anniversary of dismantlement of the Iron Curtain and of the Berlin Wall. According to Eugene Megyesy, the former Senior Advisor to the Prime Minister of Hungary and a Member of the Board of Trustees of the Friends of Hungary Foundation, publisher of Hungary Today, we might not have learned from these historical events. 1956 was a significant year for Hungary because of its revolt against the Soviet Union and dictatorial communism. The revolt was followed by the Prague Spring in 1968 and the Polish Solidarity movement in the early 1980s. Then,
Hungary opened the Iron Curtain toward Austria, allowing East Germans to flee the oppression of the Utopian socialist system, thereby rendering the Berlin Wall obsolete.

This was on 11 September 1989 (not June, as stated), when a courageous decision was taken at the urging of leading Socialist reformers in the government like Imre Pozsgay, and in spite of threats of invasion from Berlin. By November, the Berlin Wall had itself been destroyed. In summarising Megyesy’s ‘view’, Tar claims that…
… socialism was always built on the promises of a Utopian system, equality and the ability to solve all social problems (“heaven on earth”).
Eugene Megyesy warns that this is happening again in some countries:
Sadly, there are politicians and bureaucrats in Washington and Brussels, supported by ivory tower academics, media pundits and Hollywood luminaries, who believe socialism is viable.
Megyesy urges today’s generation to look back and think about whether socialism was ever successful. It may have been, but only for a limited period of time. He cites the unsustainability of the capitalism-backed socialistic systems in the Scandinavian countries as an example. In Cuba, North Korea and Venezuela, it is even worse and only serves to highlight the gap between the poor and the leaders living in luxury, Megyesy explains. Before socialism, Venezuela was one of the richest countries; now it’s one of the poorest. According to Megyesy, socialism means…
… control over all means of production and the redistribution of wealth by the government.
Definitions and Debates:
But not every ‘socialist’ today would agree with this definition, and especially the idea that public control means control by the central or federal government. Neither does this interpretation match those of the multifarious strands of socialism in western Europe which developed from the middle of the nineteenth century. To define socialism and understand its roots, a longer and broader view is necessary, not just one which draws conclusions based on events since the spread of Stalinism across eastern Europe, or which focuses on recent events in North Korea or Venezuela for evidence of the failings of the Utopian Socialist system. Many of the twentieth century’s ‘dystopias’ may have had their origins among the nineteenth century ‘isms’, as in previous centuries they were often the product of misguided Christian millenarianism, like ‘anti-Semitism’, but that does not mean that we should simply discard the thinking of the philosophers and political economists who developed their detailed critiques of capitalism any more than we should reject two millennia of Christian theology. After all, as Marx himself noted, philosophers only interpret the world: the point is to change it.
In seeking to change its own world, each new generation must produce its own reinterpretation of the ideas handed down to it from past generations and come up with its own solutions to its own moral dilemmas and social problems. That is, in essence, what socialism means to me. We should neither rely on theories from posterity nor reject them out of hand as if all who came before us were thieves and robbers. We can only learn from the past by giving it a fair hearing, remembering as the novelist J P Hartley famously wrote, the past is a foreign country; they do things differently there. We are solely responsible for our own ‘country’ in equity
the ‘present’, and for not learning from our own mistakes in its past. In this context, and according to the eminent ‘man of letters’ of the twentieth century, Raymond Williams (1983), ‘Socialist’ emerged as a philosophical description in the early nineteenth century. In that century and beyond, it could be used in two ways, which have had profound effects on the use of the term by radically different political tendencies. Of course, social was the merely descriptive term for a society in its now predominant sense of the system of common life; a social reformer wished to reform this system. But ‘social’ was also …
… an emphatic and distinguishing term, explicitly contrasted with ‘individual’ and ‘individualist’ theories of society.
Naturally, there has always been a great deal of interaction and overlap between these two meanings, but their varying effect can be seen in the beginning in the formation of the term. In the first sense, it was viewed as an extension of ‘liberalism’ as it referred to radical political reform of the social order, in order to develop, extend and secure the main liberal values for all members of society; political freedom, the ending of privileges and formal inequalities, social justice (conceived as ‘equity’ between different individuals and groups). In the second sense, it was seen as the ‘enemy’ of competitive, individualist forms of society, specifically industrial capitalism with its system of wage-labour. Truly social forms depended on practical co-operation and mutuality, which in turn could not be achieved while there was still private (individual) ownership of the means of production. Real freedom could not be achieved, basic equalities could not be ended, social justice (conceived as a just social order rather than simply ‘equity’ between individuals) could not be established unless a society based on private property was replaced by one based on social ownership and control.
H. G. Wells, writing his well-known book in 1922, A Short History of the World, expressed the dichotomy in the following terms:
On the one hand are the individualists, who would protect and enlarge our present freedoms with what we possess, and on the other hand the socialists, who would pool our ownerships and restrain our proprietary acts. In practice one will find every graduation between the extreme individualist, who will scarcely tolerate a tax of any sort to support a government, and the communist, who would deny any possessions at all. The ordinary socialist of today is what is called a collectivist; he would allow a considerable amount of private property, but put such affairs as education, transport, mines, land-owning, most mass production of staple articles, and the like, into the hands of a highly organised state. Nowadays there does seem to be a gradual convergence of reasonable men towards a scientifically studied and planned socialism.
The resulting controversy among the many groups and tendencies all calling themselves ‘socialist’ has been, long, intricate and frequently bitter. Each main tendency has developed alternative, often derogatory terms for the others. But until circa 1850, the word was too new and too general to have any predominant use. The earliest known use in English is in Hazlitt’s On Persons One Would Wish to Have Seen (1826), in which he recalls a conversation from 1809 in writing those profound and redoubted socialists, Thomas Aquinas and Duns Scotus. There is also a contemporary use in the 1827 Owenite Co-operative Magazine. Its first recorded political use in French dates from 1833. However, ‘socialisme’ was first used in 1831 in the more generic meaning, and Owen’s New Moral World also contains a similar use. Given the intense political climate in both France and England in the 1820s and 30s, these references provide a sense of the period in which the word came into ‘common coinage’. It could not have been known at that time which meaning of the word would come through as dominant. It was a period of very rapid developments in political discourse, and until well into the 1840s there were a number of alternative words for ‘socialist’, some of which were in more common usage: co-operative, mutualist, associationist, societarian, phalansterian, agrarian, radical. As late as 1848 Webster’s (AmE) Dictionary defined ‘socialism’ as ‘a new term for agrarianism’. By that time in Europe, especially in France and Germany, and to a lesser extent in Britain, both ‘socialist’ and ‘socialism’ were common terms.
One alternative term, Communist, had begun to be used in France and England by the 1840s, but the sense of the word varied according to particular national contexts. In England in the 1840s, communist had strong religious associations, dating back to the Puritan sects of the seventeenth century. Thus its use was distinct from the secular word ‘socialist’ as used by Robert Owen, which was sometimes avoided for that reason. ‘Communism’ before Marx meant the primitive form practised in the early church when the followers of Jesus ‘held all things in common’. The ‘True Levellers’ or ‘Diggers’ of the English Commonwealth similarly wanted to abolish private property and social distinctions altogether. In the nineteenth century, their ideological ‘descendants’ believed this could only happen if a democratic state was to own all property. The French ‘anarchist’ philosopher Proudhon wrote that all property is theft. But the development of political ideas in France and Germany were different; so much so that Engels, in his Preface of 1888, looking back to the Communist Manifesto which he and Marx had written in 1848, observed:
We could not have called it a ‘Socialist’ manifesto. In 1847, Socialism was a middle-class movement. Socialism was, on the continent at least, respectable; Communism was the very opposite.

For a time, the stresses between employers and employees led to the worldwide dissemination of the very harsh and elementary form of communism which is associated with Karl Marx in particular. However, we need to view Marx’s political economy in its proper context as an integral shift in thinking about how to interpret the new industrial world which had grown up ‘like Topsy’ around the common man. It was only as the nineteenth century developed, according to H. G. Wells, that:
… men began to realise that property was not one simple thing but a great complex of ownerships of different values and consequences … that there is a very great range of things, railways, machinery of various sorts, homes, cultivated gardens, pleasure-boats, for example, which need each to be considered very particularly to determine how far and under what limitations it may come under private ownership, and how far it falls into the public domain and may be administered and let out by the state in the collective interest.
Socialism and Communism in Europe, 1871-1918:
Across the continent, the relative militancy associated with the word communist was further strengthened by the very visual effect of the Paris Commune of 1871 (depicted below), though there was a significant argument as to whether the correct term to be derived from the event was Communist or Communard. For at least a ten-year period, the word Syndicalist became at least as important across Europe as a whole. It described the development of industrial trades unionism as a revolutionary force which would overthrow the capitalist system through the use of the General Strike and revolutionary violence in general. The word appeared in French in 1904 and in English in 1907; but it went through varying combinations with anarchism (in its stress on mutuality) and socialism, especially with Guild Socialism and Cooperative movements, emphasising the important interests of the consumer in economic models for the future.

The decisive distinction between ‘socialist’ and ‘communist’ came with the renaming, in 1918, of the Russian Social-Democratic Labour Party as the All-Russian Communist Party (the ‘majority’ or Bolsheviks). From that time on, a distinction of ‘socialist’ from ‘communist’, often with supporting terms and adjectives such as ‘social democrat’ or ‘democratic socialist’ came into common currency, although it is significant that all ‘communist’ parties, especially in the Union of Soviet Socialist Republics and its ‘satellite’ states, continued to describe themselves as ‘socialist’ and dedicated to ‘socialism’. This is one reason why, in central-eastern Europe, socialism is still viewed by many as synonymous with communism in contrast to the use of the word throughout the rest of Europe. That does not mean, however, that the history of socialist and social democratic parties in southern, western and northern Europe can simply be tarnished with the same brush of the ‘Stalinist’ past, as Medgyesy and other politicians have attempted to do in the run-up to this year’s European Parliament elections. Even Jean-Claude Junker, President of the European Commission and a member of the conservative European People’s Party has been characterised as a ‘socialist’ in the Hungarian press and media.
The First Hungarian Republic, the ‘Dictatorship of the Proletariat’ & the Horthy Era, 1918-44:

Elsewhere on this site, I have written about the roots and development of liberal democracy in Hungary, and of how both of these have been fractured by various forms of authoritarianism and dictatorship, more recently of a populist variety. Yet even in Hungary, we can trace the origins of socialist movements back to 1907, when a series of strikes and disturbances among both the urban and rural workers. But the promise of electoral reform, for which a crowd of a hundred thousand demonstrated for a second time on ‘Red Thursday’, 10th October 1907, came to nothing when Andrássy’s modest bill expanding the suffrage was rejected by the Hungarian parliament. Seven years later, the Social Democrats, as elsewhere in Europe, supported the patriotic war effort, perhaps hoping for democratic concessions in return. Following the Revolution of November 1918, with the establishment of a republic ruled by a National Council, the Károlyi government embarked on the programme of social and political reforms it had announced. These were badly needed, given the explosive atmosphere in the country. There was no political force in Hungary at the time that would have been able to answer all of the conflicting interests and expectations of these turbulent times. Although the elections to the new national assembly were conducted on the basis of a franchise including half the population, second only those in Scandinavia at that time, the effects of progressive social legislation, including the introduction of unemployment benefit and the eight-hour working day, the abolition of child labour and the extension of insurance schemes, could not yet be felt. The political scene became polarised, involving the appearance of radical movements both on the Right and the Left.
The streets, for the time being, belonged to the political Left. Appeals of moderate Social Democratic ministers to order and patience evoked the contrary effect and served to alienate the disaffected masses from them. Their new heroes were the Communists, organised as a party on 24 November 1918 and led by Béla Kun. He was a former journalist and trades unionist, who had recently returned from captivity in Russia, where he had become convinced of the superiority of the system of Soviets to parliamentary democracy. Communist propaganda also promised an end to all exploitation through the nationalisation of property, as well as international stability through the fraternity of Soviet republics which were prophesied to arise all over Europe. Within a few weeks, this attractive utopia, underpinned by well-designed social demagogy, had earned the Communists a membership of about forty thousand. Their supporters, several times that number, mobilised among the marginalised masses and the younger members of the intelligentsia, susceptible to revolutionary romanticism. By January 1919, a wave of strikes had swept across the country, in the course of which factories, transport and communication installations were occupied; in addition, land seizures and attempts to introduce collective agriculture marked the communist initiative, which also included the demand not only to eradicate all remnants of feudalism, but also the proclamation of a Hungarian Soviet Republic, and a foreign policy seeking the friendship of Soviet Russia instead of the Entente powers.
While the radicals on both the Right and the Left openly challenged the fundamental tenets of the Károlyi government, his Independence Party evaporated around him. Unhappy with the reform projects which Károlyi embraced and seemed too radical for them, most of the Independent ministers left the government, leaving the Social Democrats as the main government party. But they were struggling helplessly to tame their own radical left, who effectively constituted an internal opposition to the government, and gravitated towards the Communists. On 21 March 1919, the Social Democrats accepted the invitation to take sole responsibility for the government, but only to accelerate and conclude negotiations with the imprisoned Communist leaders about forming a united workers’ party. A new government, the Revolutionary General Council, presided over by a Social Democrat but in effect led by Béla Kun, was formed on the same day, with the declared aim of establishing a Leninist ‘dictatorship of the proletariat’.

Certainly, the measures introduced by the Revolutionary government went beyond anything attempted in Soviet Russia at that time. The counterpart of these measures in the administrative and political reorganisation of the country was the replacement of old local, municipal and county bureaucracies with soviets of workers, peasants and soldiers. A ‘Committee of Public Safety’ was organised to put pressure on the civilian population where it was needed in order to maintain the dictatorship of the proletariat, its head, Tibor Szamuely travelling in his ‘death train’ to trouble spots in order to preside in summary courts, assisted by the notorious ‘Lenin Boys’, created to supplement the ‘Red Guard’, which took over the ordinary functions of the police and gendarmerie. Besides common murders of actual or alleged enemies by the ‘élite detachments, some 120 death sentences were meted out by the tribunals for political reasons.
The great momentum of the changes was partly intended to convince people that the realisation of the ‘socialist utopia’ was imminent. Social policy measures, the expected alleviation of housing shortages through public ownership of accommodation in a country flooded by refugees, the nationalisation of large firms, improved educational opportunities, the more effective supply of food and consumer goods through rationing and supervised distribution met with widespread approval, especially among the urban population. The intellectual élite, who had applauded the democratic reforms of the autumn of 1918, was initially also allured by the attractive goals of the Soviet Republic. They not only included known Marxists like György Lukács, the writer, who became People’s Commissar for Education, but also members of the Nyugati (Western) Circle, who held positions in the Directorate for Literature, and Bartók and Kodály, who became members of the one for music. Gradually, however, these figures became disaffected, as did the intelligentsia and middle classes in general and the leaders of the October 1918 democratic revolution, some of whom emigrated the following summer. By then, the historian Gyula Székfű, who was appointed professor at the University of Budapest, was already at work on his highly influential Three Generations (1920), in which he was hostile not only towards the communist revolution but also towards democracy and liberalism, which he blamed for paving the way for Kun’s régime.
The revolution and the village were unable to come to terms with each other. Despite the steady urbanisation of the previous half-century, Hungary still remained a largely agricultural country, especially after much of its towns were taken away by occupation even before the Treaty of Trianon of 1920. Besides being economically unsound the amidst the shortage of raw materials and fuel to supply machinery supposedly more efficient large-scale co-operatives than in smallholdings, the nationalisation scheme embittered not only the smallholders themselves, who actually lost land, but also the landless peasants, domestic servants and the agricultural labourers whose dreams of becoming independent farmers were thwarted by the same urban revolutionaries who had formerly encouraged land seizures. Decrees regarding the compulsory delivery of agricultural surplus and requisitioning further undermined whatever popularity the government still enjoyed in the countryside. It blamed the food shortages on the peasantry, which exacerbated the already existing rift between town and country, and served as a pretext for further central control of the economy. The anti-clerical measures taken by the government also annoyed the traditionally devout peasants, concerned about the security of ‘the family hearth’.

All of this made the communists more susceptible to counter-revolutionary propaganda, which did not fail to emphasise the foreign (that is, Jewish) character of the revolution (over half of the commissars were indeed of Jewish ethnicity). An ‘Anti-Bolshevik’ Committee was set up in Vienna in April by representatives of nearly all the old parties led by Count István Bethlen, and a counter-revolutionary government was set up at Arad on 5 May, later moving to Szeged. Paradoxically, the Soviet Republic was maintained in power for over four months, despite the increasingly dictatorial means it employed, mainly by the temporary successes it scored on the nationalities’ issue; it collapsed not in the face of internal counter-revolution but when its military position against the allies of the Entente in the region became untenable. The Entente powers, gathered at the Paris Peace Conference, sent General Smuts, the prime minister of South Africa, to Budapest, mainly to obtain reliable first-hand information about the situation there in April 1919. Smuts concluded that Hungary truly had a government of Bolshevik character, which gave weight to the French Prime Minister Clemenceau’s proposal to suppress German revanchist designs as well as the spread of Soviet communism into Western Europe by a cordon sanitaire established out of the new states of Central Europe. Harold Nicolson, the young British diplomat who accompanied Smuts on the train leaving Paris on April Fools’ Day, wrote about these concerns about the Germans turning to Bolshevism in a letter to his wife Vita (pictured below, together in Paris):
They have always got the trump card, i.e. Bolshevism – and they will go the moment they feel it is hopeless for them to get good terms.

Small wonder, therefore, that Béla Kun’s strike for communism triggered many anxious moments for the Supreme Council. The negotiations were conducted from the wagon-lit of Smuts’ train at the Eastern Station in Budapest, so as not to imply recognition of the régime, encircled by Red Guards with ‘fixed bayonets and scarlet brassards’. They centred on whether or not the Hungarian Bolsheviks would accept the Allies’ armistice terms, which would commit them to accept considerable territorial losses. As they hesitated, Harold decided to explore Budapest, a city he had grown up in before the war. He was alarmed and saddened by what he saw:
‘The whole place is wretched – sad – unkempt.’ He took tea at the Hungaria, Budapest’s leading hotel. Although it had been ‘communised’, it flew ‘a huge Union Jack and Tricoleur’, a gesture of good intent. Red Guards with bayonets patrolled the hall, but in the foyer what remained of Budapest society ‘huddled sadly together with anxious eyes and a complete, ghastly silence’, sipping their lemonade ‘while the band played’. ‘I shudder and feel cold,’ Harold remarked. ‘We leave as soon as possible. Silent eyes search out at us as we go.’
Kun desperately needed allied recognition of his government, but he inserted a clause into Smuts’ draft agreement that the Romanian forces should withdraw to a line east of the neutral zone established by the 1918 Armistice, in effect to evacuate Transylvania. Smuts would not countenance this, however, and the Bolsheviks were ‘silent and sullen’. Nicolson wrote that they looked like convicts standing before the Director of the Prison. Smuts concluded that ‘Béla Kun is just an incident and not worth taking seriously’. This proved to be only too true, as on 10 April, only a day after Harold’s account to Vita, a provisional government was set up in Budapest seeking to reinstate the old ruling Hungarian cliques. On 1 August, Kun fled the capital in the face of invading Romanian armies. He ended his days in Russia, dying in 1936, ironically as the victim of one of Stalin’s innumerable purges. The world revolution that was expected to sweep away the corrupt bourgeois politicians of the peace conference and their allies spluttered to a halt. The Bavarian Soviet Republic, proclaimed on 7 April, hardly survived into May and the communist putsch planned by Kun’s agents in Vienna on 15 June also failed. Meanwhile, General Deniken’s counter-revolutionary offensive in Russia thwarted hopes of help from across the Carpathians.
Facing an ever more turbulent domestic situation marked by widespread peasant unrest and an uprising of the students of the military academy in Budapest, the Revolutionary government, after heated debates, decided to give in to the demands of the Peace Conference, withdrawing Hungarian forces from Slovakia behind the demarcation line at the end of June. Aurél Stromfeld, who as Chief of the General Staff led the Red Army into Slovakia which led to the short-lived Soviet Republic proclaimed there on 16 June, resigned in protest against the ‘capitulation’. Some of his generals now started to join the National Army, organised by the counter-revolutionary government in Szeged, under the command of Admiral Miklós Horthy, the last commander-in-chief of the Austro-Hungarian navy. When the Romanians refused to retreat behind the neutral zone as envisaged, the Red Army launched a surprise offensive along the River Tisza. The initial advance was aborted, however, and ended in a disorderly flight of the Red Army. On 1 August, with the Romanian forces threatening to occupy the Hungarian capital, the commissars handed back power to the Social Democrats on the advice of trade union leaders that the creation of a government acceptable to the Entente powers was the only way to avoid complete foreign occupation. The next day, a government led by the trade unionist leader Gyula Peidl, who had refused to accept the creation of a united workers’ party, took office.
Although it promised to end the ‘dictatorship of the proletariat’ while at the same time defying a conservative restoration, the new government was still regarded as crypto-Bolshevik not only by conservatives but also by Liberals, peasant democrats and Christian Socialists. It also failed to gain support from the Entente. Assisted by the Romanian army, occupying Budapest, a coup forced the government to resign on 6 August. The government headed by István Friedrich, immediately set about annulling all the measures associated with the Soviet Republic, especially the nationalisation process. It also dismantled all the major social reforms of the democratic revolution, including those associated with individual civil liberties. Revolutionary tribunals were replaced by counter-revolutionary ones, packing prisons with workers, poor peasants and intellectuals, and by the beginning of 1920 it had passed roughly as many death sentences as had the lackeys of the ‘red terror’, the ‘Lenin Boys’. The intellectual élite of the country suffered a serious blow. Bartók and Kodály were prosecuted, Móricz was imprisoned and several dozen left the country, including Lukács, Mannheim and Korda. Horthy’s ‘National Army’, now transferred to Transdanubia, controlled and gave orders to local authorities and its most notorious detachments were instruments of naked terror. In three months, they may have killed as many as two thousand suspected former Soviet members, Red Army soldiers, and ordinary Jews who were in no way associated with the proletarian dictatorship. Besides executions and lynchings, about seventy thousand people were imprisoned or sent to internment camps during these few months.

Despite the protests of the Social Democrats and other left-wing forces, the occupying Romanian forces were replaced by Horthy’s National Army in Budapest. His speech before the notables of the capital stigmatised it as ‘the sinful city’ that had rejected its glorious past, Holy Crown and national colours for the sake of red rags. This suited an atmosphere in which most of the remaining adherents of the democratic revolution as well as the communist one were neutralised in one way or another. The returning conservatives promised to heal the country’s war-wounds by returning it to order, authority and the mythical ‘Christian-national system of values’. Sir George Clerk, the leader of the Peace Conference’s mission to Budapest in October 1919, abandoned his initial insistence that the Social Democrats and the Liberals should have an important role in a coalition government. As Horthy commanded the only troops capable of maintaining order and was ready to subordinate them to government control, it had to be acceptable to Horthy personally and the military in general. As a result, the cabinet formed by Károly Huszár on 24 November 1919 was one in which the Christian National Unity Party and other conservative-agrarian groups prevailed over those of the Independent Smallholder Party, the Social Democrats and the Liberals. Even though the great powers insisted that voting should take place by universal and secret ballot, the circumstances were unfavourable to fulfilling any illusion of a democratic outcome. Terrorist actions by detachments of the National Army and the recovering extreme right-wing organisations, designed to intimidate the candidates and voters for the Social Democrats, Smallholders and Liberals, led to the former boycotting the elections of January 1920 and withdrawing from the political arena until mid-1922.
On 1 March 1920, the army occupied the square in front of the Parliament building, and, accompanied by his officers, Horthy entered and, according to medieval precedent, was ‘elected’ Regent, with strong Presidential powers. This signalled the end of Hungary’s own short experiment with democratic socialism, following its even briefer experience of home-grown communism. Count Pál Teleki and Count István Bethlen, the dominant political figures of inter-war Hungary, both from Transylvanian aristocratic families, argued that the immediate post-war events had shown that the country was not yet ready to graft full democracy onto the parliamentary system. They advocated a limited ‘conservative democracy’, guided by the landed gentry and the aristocracy, as the proper response of the region to the challenges of the democratic age. They opposed all endeavours aimed at the radical extension of the liberal rights enshrined in the parliamentarism of the dualist. Liberal democracy seemed to them a mechanical application of the majority principle, undermining political responsibility and stability. They despised communism and were suspicious of social democracy because of its antipathy to private property. But they also opposed the right-wing radical and fascist trends epitomised by Gyula Gömbös and other ‘protectors of the race’ who thought that the parliamentary system had outlived its usefulness and ought to be replaced by an authoritarian rule which would facilitate a redistribution of economic functions in favour of the Hungarian Christian middle classes and away from the ‘foreign’ bourgeoisie (in other words, the Jews).
The fundamental character which the political system of the country retained until the German occupation of 1944 had emerged by 1922 as a result of Bethlenite consolidation. Hungary became a parliamentary state with strong elements of authoritarianism and a hegemonistic party structure, in which the institutions inherited from the liberal era were operated in an anti-democratic fashion. The government acknowledged a lawful political opposition, consisting on the left of Social Democrats, bourgeois liberals and, after 1930 a rejuvenated Independent Smallholder Party; and on the right of different groups of Christian Socialists as well as right radicals. One of the most important developments in the intellectual life of the Horthy era was the development of ‘populist’ writers, predominantly young and of peasant origin, who wrote ethnographically-based pieces revealing the economic and intellectual poverty of life in rural Hungary and drawing the attention of the ruling classes to the need for change. In ideological terms, some of them, most notably László Németh, advocated a ‘third way’ for Hungary between East and West, or between Soviet collectivism and capitalist individualism. Some, including Gyula Illyés and Ferenc Erdei, sympathised with socialism. Their top priority was the improvement in the lot of the poor peasantry through a genuine redistribution of land among them. But their willingness to engage with both the extreme Left and the extreme Right, as well as their emphasis on the ‘village’ as the root of ‘Hungarianness’, with its anti-Semitic overtones, led it into conflict with more cosmopolitan democrats and ‘urbanist’ intellectuals. This was symptomatic of a broader and longer-term division among Hungarian progressives which survived the attempts of even the Soviet communists to homogenise Hungarian society as well as the post-1989 transition to democracy and is resurgent in the propaganda of the current right-wing populist era.

The Second Hungarian Republic & The Eras of Rákosi & Kádár, 1945-1989:
The second Republic of 1945 was equally as brittle as that which followed the First World War, ending in a Soviet-style government which lasted more than forty years. By the time of the elections of November 1945, the communist vanguard, which had numbered only three thousand a year before, had managed to create a mass party of half a million members as a result of an unscrupulous recruiting campaign. Unlike the Social Democrats, they did not mention socialism as being even their strategic goal, and their rhetoric concentrated mainly on the pressing tasks of reconstruction combined with reform. Their avowed programme was essentially the same as the Independence Front; however, they did not refrain from occasionally playing nationalist tunes. Workers and smallholding peasants out of conviction, intellectuals out of idealism, civil servants out of fear and opportunism, all augmented the party ranks; the surviving Jews of Budapest joined out of gratitude to their liberators and their search for a new experience of community. Besides boasting an ever-growing influence on its own, the Communist Party was also able to manipulate the other parties of the Left. The Social Democratic Party, whose 350,000 strong membership possessed a powerful working-class consciousness, found it increasingly difficult to resist the call of the Communists for working-class unity. Together with the National Peasant Party, the Social Democrats chose to join the Communists in the Left-Wing Bloc on 5 March 1946, following the elections of the previous November which was won by the Smallholder Party, who collected fifty-seven per cent of the votes, with both the Social Democrats and the Communists polling seventeen per cent each, and the National Peasant Party a mere seven percent.

‘Forward to Peace & Socialism!’ The Young Pioneers’ Congress.
The elections themselves, by secret ballot and without a census, were the freest ever to be held in Hungary until 1990. Cardinal Mindszenty, the head of the Hungarian Catholic hierarchy, had condemned the ‘Marxist evil’ in a pastoral letter and called upon the faithful to support the Smallholders. Whatever the voters made of this intervention, the verdict of 4.8 million of them, over ninety per cent of the enfranchised, clearly showed their preference for the return of parliamentary democracy based on support for private property and the market economy over socialism with state management and central economic planning. But then the Smallholders gave in to Soviet pressure for the formation of a ‘grand coalition’ in which the communists were able to preserve the gains they had already secured and to secure a firm base from which they were gradually able to bully their way to power by 1949. After the tribulations of the Rákosi dictatorship, it was not surprising that, in 1956, what was initially a struggle between ‘reform’ communists and orthodox within the party, set off by and adjusting to changes in Moscow, and in the meantime itself triggering off a growing ferment among the intelligentsia, became a national anti-Soviet uprising. The events which began, from 20 October onwards, with meetings and demonstrations at the universities in Budapest and the provinces, culminating with a peaceful demonstration in support of Gomulka’s reforms in Poland on 23rd, became a ‘revolution’ when the crowd successfully laid siege to the radio station and fighting began the next day between Soviet tanks and young working-class ‘guerillas’ whom even the restored Prime Minister referred to as ‘counter-revolutionaries’ at this stage.

All the insurgents agreed about was their desire to return national sovereignty and to put an end to arbitrary rule. They did not call for a reversal of nationalisation or a return to the pre-1945 order. As fighting continued, by 28 October, Nagy had dropped the label ‘counter-revolution’ and started to talk about a ‘national democratic movement’, acknowledging the revolutionary bodies created during the previous days. The Hungarian Workers’ (Communist) Party was reformed as the Hungarian Socialist Workers’ Party (MSZMP) and the old coalition parties became active again, including the Social Democrats. After his initial uncertainty, the PM kept pace with developments on the streets, closing the gap between himself and the insurgents step by step. His changes culminated in the formation of a new multi-party cabinet on 2 November, including reform Communist, Social Democrat (Anna Kéthély, below), Smallholder and Peasant Party members.

However, this consolidation of power by a now avowedly ‘Revolutionary Government’ involved the collapse of the whole system of institutions of the party-state on which the cohesion of the Soviet bloc rested, and this was unacceptable for the Moscow leadership, Khrushchev included. It could not afford to lose a country of Hungary’s strategic location and mineral wealth from among its satellite states. But it was the radicalisation of the revolution in Budapest which made it impossible for a compromise deal to be struck. After announcing the formation of the MSZMP, also declaring himself to be in favour of neutrality and willing to fight in the streets, János Kádár left Parliament on 1 November for the Soviet Embassy. He quickly found himself in Moscow where he became the latest figure selected by the politburo to steer Hungary on a course acceptable to them. Having accepted this assignment, he entered Budapest with his cabinet in Soviet tanks on 7 November.
Although the pockets of armed resistance had been mopped up by 11 November, the most peculiar forms of the revolution, the workers’ councils, started to exert their true impact after 4 November, with an attempt to organise a nationwide network. Initially set up as strike committees, their basic idea was self-management in the factory, owned principally by the workers. On the initiative of the workers’ councils, a massive wave of strikes lasted into January 1957. The intellectuals, rallying mainly in the Writers’ Association, the students’ committees and the Journalists’ Association, founded the Revolutionary Council of the Hungarian Intelligentsia, chaired by composer Zoltán Kodály, which demanded the restoration of the country’s sovereignty and representative government. These movements marked out the Revolution as more than simply a defeated National Uprising. They were clearly socialist in their aims and membership. Kádár, on the other hand, did not have a clear policy to cope with this situation. The government programme which he drafted while still in Moscow, included promises of welfare measures, workers’ self-management and policies to aid the peasantry and small-scale enterprises. But these were clearly not the reasons for his ‘appointment’ by his Moscow patrons. To begin with, he was too busy organising special police forces for the purposes of retaliation and repression to spend time setting out policies. Although he negotiated with the leaders of the Budapest Workers’ Council on 22 November, on the previous day the special police squads prevented the creation of a National Workers’ Council and in early December, two hundred members of the movement were arrested on the same day that saw the abduction of Nagy and his associates.

The revolutionary committees which had been set up were dissolved, and the police shot dead nearly a hundred demonstrators in Sálgotorján, Miskolc and Eger. The ideological justification for these actions and the continuing repression and the impending campaign of retaliation was created at a party conference which identified the causes of the October Uprising as the mistakes of the Rákosi-Gerő faction on the one hand and, on the other, the undermining of the party by ‘Nagy circle’ leading to a capitalist-feudal counter-revolution of Horthyite fascism… supported by international imperialism. Given the trauma created by the revolution, its repression and the retaliation which followed in 1956-58, it is not surprising that Hungarian society was in the mood for Kádár’s Realsozialismus, based on his personalised creed that the ‘little man’ was interested simply in a decent living, instead of the great political issues of the day. He used the scope created by the ruins of the revolt on which he built his power to buy the complicity of Hungarians by unorthodox methods. In November 1962, Kádár somewhat pompously announced that the foundations of socialism in Hungary had been laid and that the construction of socialism was an all-national task, dependent on co-operation between Communists and non-party members, irrespective of personal convictions. There was to be no ‘class war’; this was what became known as the ‘Kádár doctrine’. These were the foundations of the ‘Hungarian model’, often referred to as ‘Gulyás communism’ in the 1970s, which was a far cry from utopian models. With characteristic persistence, Kádár managed to earn legitimacy, retaining it until it became apparent in the 1980s that Realsozialismus was not a functioning system, but merely ‘the longest path from capitalism to capitalism’.
Conclusion: The End of ‘Class-War’ Socialism?

Marx (before ‘Marxism’) based his theories on a belief that men’s minds are limited by their economic circumstances and that there is a necessary conflict of interests in our present civilization between the prosperous and employing classes of people and the employed masses. With the advance in education necessitated by the mechanical revolution, this great employed majority would become more and more class-conscious and more and more solid in antagonism to the ruling minority. In some way the class-conscious workers would seize power, he prophesied, and inaugurate a new social state. The antagonism, the insurrection, the possible revolution are understandable enough, but it did not follow that a new social state or anything but a socially destructive process would ensue. Marx sought to replace national antagonism by class antagonisms, but it is interesting to see how the two lines of thought, so diverse in spirit, so different in substance as this class-war socialism of the Marxists and the individualistic theory and socialist theory have continued to be part of a common search for more spacious social and political ideas and interpretations. In the long history of socialism in western Europe, as contrasted with the seventy years of Soviet-style Communism, the logic of reality has usually triumphed over the logic of theory.

It’s been four months since the Hungarian general election (on the 8th April), so I’ve been interested to discover what Hungarians make of their country’s direction since the Orbán government was returned with two-thirds of the seats in Parliament. I have Hungarian Christian friends in Britain, working in the NHS, with young children, who have decided to return in advance of ‘Brexit’. Whether this is partly because of the ‘return to power’ of Viktor Orbán and his family-friendly policies I have yet to discover. Others, single professionals with different lifestyles, have decided to stay in the West, concerned about what sort of Hungary they would be returning to, defined as an ‘illiberal democracy’ by its Prime Minister. Yet the country has been a net recipient of funding from the European Union, an organisation which is built on ‘liberal values’ through the co-operation of countries which have been proud to describe themselves as ‘liberal democracies’ with pluralist parliamentary systems accommodating parties across the mainstream political spectrum. It’s not a scientific survey, but those who are socially conservative Christians seem unworried by this evolving ‘atmosphere’, whereas those with more ‘liberal’ attitudes seem keen to remain, especially in London, even after Britain leaves the EU.

Tourists are still welcome of course since they bring with them much-needed additional income. The MTI and Index.hu reported last month (July) that the Hungarian Parliament building had a record-breaking number of visitors in 2017. Nearly 650,000 people wanted to see the interiors of the famous sight in Budapest. The Parliament had never had so many visitors before. Among them were some left-wing friends from Wales, on a weekend break in the capital, whom I recommended should certainly include this on the brief itinerary. They did and wrote that they were greatly impressed by what they saw. The statistics show that a total of 647,000 people visited the Hungarian Parliament in 2017, up by eleven per cent from the year before. Twenty per cent of these were Hungarians, compared with eighty per cent from abroad. Of this latter number, nearly seventy per cent were from other EU countries. In the first four months of 2018, before the election, 201,000 people visited the building, eighteen per cent more than in the first four months of 2017. Tourists generated a revenue of HUF 1,188,000,000 (circa 3.7 million Euro) just by visiting this most popular tourist attraction in the Hungarian capital.
So, the unsavoury atmosphere reported by the OSCE* observers as prevalent in the country’s election campaign had little effect on foreign tourists. Quite rightly, Hungary has continued to polish its front gates and to proudly display its ‘Hungaricums’ in its shop window. Behind the this magnificent facade, the election slogans have not been so welcoming to ‘the west’. Of course, since very few visitors understand Hungarian, they were unlikely to pick up on the anti-Semitic trope inherent in the orange Fidesz election posters pointing to a ‘Soros Plot’, (térv in Hungarian). The American financier and philanthropist, George Soros (pictured below), not being a politician, is largely unknown outside Hungary though British people of middle age may recall his role in ‘Black Friday’ and the collapse of sterling in the early nineties. Even fewer would be aware of his Jewish-Hungarian origins. The ‘slogan’ has not gone away since the election either, as a proposed law designed to stop international charities and church groups from working with asylum-seekers and migrants has been introduced to Parliament known as the ‘Stop Soros’ Bill. They run the risk of being charged with ‘people smuggling’ and other offences for providing food and water, clothes and even bibles to ‘illegal immigrants’. Of course, all ‘asylum seekers’ from Syria and Iraq are illegal, having left their neighbouring refuge in Turkey, until they have been granted asylum elsewhere. They are not seeking to settle in Hungary, simply to cross it on their onward ‘trek’ to ‘northern Europe’. However, applications can take years to process, during which time the ‘illegals’ of all ages are held in tin boxes at the southern border, in all weather and temperatures, within high steel fences.

Interestingly, a British friend who visits Hungary for extended periods on a regular basis could pick up on these ‘hate messages’ when he visited during the campaign. What was most noticeable for me was the way that most of my Hungarian friends in the town where I live, a Fidesz stronghold, clammed up during the campaign, and have continued to be unwilling to discuss the outcome of the election. Those who do comment have either ‘swallowed’ the government propaganda on ‘the vagrants’, or are dismissive of all politicians: like my wife, they recall the 1970s and 1980s when it was an unwritten rule that ordinary people did not discuss politics, certainly if they were not members of the Communist Party. Even ‘millennials’, not born until Hungary had emerged from the Kádár years, shared their parents’ view.
John O’Sullivan, the Associate Editor of the Hungarian Review and President of the Danube Institute in Budapest, ran into the large political demonstration of tens of thousands which took place in Kossúth tér, the square outside Parliament on the Saturday after the election. Those invited included supporters of ‘Jobbik’, the former ‘hard’ Right party, now by-passed by Fidesz, as well as the Left Opposition. The demonstration was, however, mainly the Left-wing protest of an election landslide for the Right (or, to broaden the analysis, by the elites against “populism”). In the May edition of the journal, he points out that, largely because of the numbers involved, criticism in the national and international media switched from the election process itself, still questioned in the case of the Brexit vote and Trump’s election, to the nature of the campaign. Here the most authoritative criticism was made in the preliminary report of the OSCE (election monitors, invited by the Hungarian government to observe) which can be read at:

The report distinguishes between the conduct of the election itself, which it describes as professional and transparent and the campaign, which it concluded provided limited space for substantive debate. It also claims that media coverage of the campaign was extensive, yet highly polarised and lacking critical analysis. It further criticised the overlap between state and party spending.
Whatever the merits of the OSCE’s criticism of the popular political discourse, O’Sullivan points out that these arguments were, in turn, overwhelmed by the sheer scale of the Fidesz victory which entrenched the post-2010 political culture in Hungarian society for the foreseeable future. It became clear, he argues, that this new culture and orientation arose more from the pressure on Hungary of international organisations, such as the EU, and from foreign governments, such as the Obama administration in the US, which produced Viktor Orbán’s justification of his policy that Hungary is reasonably entitled to protect its national character as a European and Christian society against mass immigration. That justification ran counter to the prevailing EU orthodoxy that Europe’s future should be rooted in post-nationalism, multiculturalism and official secularism. If Orbán’s policy had been one representing only a minority, O’Sullivan suggests, it would surely have been defeated, but it won the day by a hat-trick of landslides.
The Strange Death of Liberal Democracy?:
These insights are confirmed and fortified by two articles on the election result by Gáspár Gróh and András Lánczi. The latter sees it as a contributory wave in an internationally significant sea-change that is now transforming the broad Western consensus on how we should be governed. Liberal democracy, as it is currently interpreted by global élites, is both splintering between radical progressives and disheartened centrists and running up against popular resistance which generates its own… alternative courses. Lánczi argues:
Anyone who is not committed or enchanted by the latest liberal ideas concerning gender or radical egalitarianism, will be reduced to refurbishing ideas of the discarded past, especially the natural right or natural law theories, and traditions which are seen on the Left as obsolete or untenable. But they are neither obsolete, nor untenable… Epoch-making changes are underway in political thought. The political symbol of Orbán’s political world is the new constitution enacted in 2011. It is based on regained national pride, a re-interpretation of Hungarian history, and a complete system of democratic institutional arrangements based on classical liberalism, while rejecting the goals of modern radical liberalism.
However, as O’Sullivan points out, this contains an inherent conflict and contradiction in the understanding of both Orbán and Lánczi of the developed world outside Hungary, and especially of Western European states. In fact, both of them have misunderstood liberalism in this context as being polarised between a classical form and a modern radical form. The historical development of liberal institutions in Europe, both within and between nations, has been a mostly gradual progression from the classical to the radical over the past century and a half, with the radical form providing renewal during and after periods of rapid social change and war. Hungary’s ‘absorption’ first by the German axis and then by the Soviet Empire during the latter half of this period cut it off from western influences and delayed its transformation from one type of liberalism to the other. In the last decade, the breakdown of the twenty-year transition to liberal democracy has forced it back into traditional regressive forms of nationalism and authoritarianism. In his review of two books on Europe since 1989, Nicholas T. Parsons argues that enabling the countries of Central Europe to develop politically and economically in accordance with their own customs and traditions would have better results than forcing all of them to adapt their quite different societies to the same Euro-style approach of centrally planning a free market. He may have a point, but again his mischaracterization of this as The Hapsburg Option indicates a reactionary view. His view of the ‘Single Market’ as a ‘centrally planned free market’ is a contradiction in terms. It has to be pointed out, as it has been in the ongoing ‘Brexit’ debate, that the strongest advocate of both the creation of the single market and Hungary’s early accession and integration into the EU was Margaret Thatcher, who, although a strong ‘free-marketeer’, was hardly an advocate of central planning in economic matters.

Lánczi is also mistaken in dismissing all those who point to the growing mood of authoritarianism of the past eight years over the past eight years as heirs of the intellectuals of the Communist period… poignantly described by Czeslaw Milos as “captive minds”. Whilst he may not like ‘liberal’ or ‘libertarian’ thinking, he is himself guilty of the same lazy thinking which places all legitimate democratic criticism as Left-Liberal or Leftist. He argues that In a post-Communist country like Hungary many intellectuals are still in a state of “captive mind”. He acknowledges that this may seem ‘Paradoxical’, but does not confront the central conundrum to which I have already referred, that the current antagonism towards Left-Liberalism in Hungary would seem to be the product of the eighty years of authoritarianism, ending in fascist and communist dictatorships which Hungarians endured, through few if any faults of their own. The twenty years of transition to 2010 were hardly enough for Hungary to take its place as a European liberal democracy, in the broadest meaning of that term. Libertarians are, by definition, not ‘captive minds’ but ‘free thinkers’, and the only ‘Method’ they employ is, in Aristotelian terms, their willingness to entertain ideas without necessarily accepting them. If they are not convinced by ideas from within Hungary or from outside, why should they be expected to accept them? The coalition may have won the election, but it would still seem, on the evidence of results themselves, to have a major task before it in winning over large sections of public opinion within Hungarian society, including those who are naturally conservative in social matters. The simple repetition of campaign mantras will not be sufficient to achieve that and ‘libertarianism’ should not be confused with ‘liberalism’ in this respect.
Populists, Realists & Utopians:
Certainly, all European political thinkers and politicians need to concern themselves with the current perceived revolt against ‘liberal democracy’, including that in the name of a rather dim concept of “illiberal democracy” as voiced by Viktor Orbán. The populist ‘revolt’ against ‘liberal democracy’ if that is, indeed, what the political events of the last decade represent, has to be set in the historical context of the development of pluralistic, liberal democracies across Europe and America over the past century and a half. These histories reveal that there is more than one way of developing an independent and inter-dependent nation-state within a variety of supra-national structures. As Lánczi himself suggests, the common element to all of these experiments with liberal democracy is the concept of a ‘social contract’. This contract may or may not be expressed on a solitary piece of parchment or paper, but it has to be continually renewed and refreshed. Lánczi rightly points out that élites fail to respect this mostly unwritten rule at their peril. He claims, with some justification, that…
… Most public intellectuals are… inclined to forget that in order to run a society you need to ensure the majority of votes, and this job is more than endless moralising and playing out the authority of the intellectuals. It is easier to denigrate the succesful politician as “populist” than to work for the active support of the people, and suffer intellectually for the more profound understanding of the conditions of the world.
To that we may add that to be ‘populist’ does not mean being right or wrong, but being in the moment. However, sooner or later, the ‘populist’ politician – whether of the Right, Left or Centre – must also deal with truths which are not simply contemporary or contextual, but timeless and universal, especially if they claim to be Christian Democrats. After all, these are what give us the fundamental notion of a social contract, made up of basic absolute rights and duties. Politicians may be in the moment in responding to popular concerns, but they are not ‘of it’, and they must use their wider experience, wisdom and judgement to create sound public policy. ‘Populist’ should not be an insult or even a negative label for an ‘unprincipled’ form of politics. It might even be a compliment for a less dogmatic approach to governing. But by itself ‘Populism’, like ‘Patriotism’ (to paraphrase Edith Cavell), is not enough. Any teacher will tell you that being popular with students will only go so far in winning their respect and promoting their success. Sometimes the ‘tough love’ approach of stating the unpalatable truth is required. In dealing with the masses, politicians sometimes need to remember this. Majorities are, in any case, made up of minorities who may not all want the same thing, as the difficulty over the ‘Brexit’ vote shows, and – even if they do – the strength of a libertarian democracy is not revealed in its rewarding of the majority, but in the respect it shows to the minority/ minorities. That is how it will form new majorities in the future, by going beyond ‘Populist Majoritarianism’. Otherwise, like the ‘Bolsheviks’ (the ‘Majoritarians’ in Russian) we end up with ‘popular’ dictatorship rather than any recognizable form of democracy.

Another ‘obsession’ which Lánczi seems to possess is the idea that there is an irresolvable dichotomy between the development of the nation-state and transnational organisations as agents of the political community. In practical terms, there are certainly tensions, of which we are only too well aware, but such tensions can also be creative and constructive. Lánczi argues that the nation-state has legally, socially and culturally determined limits or boundaries and that only economic development exists outside these boundaries as an activity to be regulated by supra-national mechanisms. In doing so, he posits both a false dichotomy and an abstract, artificial division of the aspects of governance. In reality, it is impossible to separate the social, cultural and economic dimensions of human activity, whether local or global. He quotes those who argue that if the dominant nation-state system of the day remains the only political framework, the global economic and technological developments would prevail without any political control. In the era of global finance, mass media, mass migration, advancing new technologies and ecological trauma, they argue that we have to create transnational organisations capable of operating on the same scale. The current political system, they say, needs to be supplemented with global financial regulations in order to control economic globalisation, which is still dangerously unregulated. The political infrastructure required to complete globalisation has not even been conceived of, they argue. In particular, Lánczi highlights several of Rana Dasgupta’s references to Viktor Orbán in which the former observes that…
… similar varieties of populism are erupting in many countries. Several have noted the parallels in style and substance between leaders such as Donald Trump, Vladimir Putin, Narendra Modi, Viktor Orbán and Recep Tayyip Erdogan … Like Putin or Orbán, Trump imbues citizenship with new martial power, and makes a big show of withholding it from people who want it: what is scarcer, obviously, is more precious.
Lánczi argues that the dominant view on Orbán’s policy in the ‘world press’ is embedded in a context biased towards the mainstream ‘liberal’ interpretations of politics, that ‘liberal democracy’ is good and that ‘the idea of progress’ should triumph in all debates. He claims that “populism” should be viewed as a political paradigm which presents a new model of democracy which is neither liberal nor demagogic, in which the focus has been removed from the ‘liberal intellectuals’ and ‘expert institutions’ to the people and their concept of ‘leadership’. ‘Populists’ are therefore seen by him as realists, concerned with the actual framework of political developments, common sense judgements and the actual series of events in the past narrative. ‘Liberals’, on the other hand, are ‘utopians’, seeking to convince the electorate about the most desirable outcomes to be achieved in the future.
The ‘Realist View’ begins by pointing out that Fidesz got 650,000 more votes in 2018 than in 2014 and had 336,000 more votes than total votes of the opposition parties. The people voted for Orbán in an undisputable proportion and manner after two terms full of reforms and decisions, all derived from political principles, and amid what Lánczi regards as an often rude and threatening international reception. From this point of view, he asserts, Communism and today’s liberal democracy are easy ideological bedfellows since both allow utopian ideas to occupy the arena of practical politics. Both Communism and liberalism are not just utopian ideologies, but both claim that they know what is to come and therefore what is to be done. This explains how an arch anti-Communist like Viktor Orbán could also become anti-liberal in the sense of the reaction against all forms of modernism. However, this analysis ignores the accepted definitions of both ‘classical’ and ‘radical’ liberalism in western Europe, as they evolved in the practical political contexts of the previous century and a half, for more than half of which Hungary was under the authoritarian rule of varying descriptions. If there is a misunderstanding here between ‘East’ and ‘West’, it is certainly a mutual one.

In any case, the ‘reality’ is that Orbán’s disagreements with those he identifies as ‘liberals’ in the 1990s, to which Lánczi himself refers in his essay, were far from being ideological in nature. My recollection of the SZDSZ (the ‘Free Democrats’) in 1990-94 was that they were neither ‘classical’ nor ‘radical’ liberals, in British terms neither Gladstonian nor Lloyd Georgian, a remark I made to the late Charles Kennedy MP when I met him in the early nineties on his visit to Hungary as their guest (he later became the leader of the Liberal Democratic Party in Britain). It was Fidesz who, at that time, was seen as the ‘Young Liberal’ party of Hungary. The ‘SZDSZ’ were commonly spoken and written about, in the Hungarian English language press at least, as being ‘Thatcherite’ free-marketeer centrists. In that sense, in western terms, they were economic neo-liberals, but we were careful not to use too many western descriptors for the politics of post-Communist Hungary. It would be more accurate to say that they were in favour of a complete opening up and deregulation of the Hungarian economy at that time, whereas other parties were more concerned to cushion to blows to employment and social benefits which might result from the conversion to capitalism. Their decision to go into coalition with the MSZP (Socialist Party) in 1994, abandoning Fidesz, was born not to ideology but out of the need to manage the economic and social transition at that time. Like the Socialists, they recognised that political and cultural transition would have to wait until after Hungary had joined the EU, which it did in 2004, securing the economic assistance that it needed. But the young Viktor Orbán never forgave them for this ‘betrayal’ of the ‘liberals’, and thus began his journey to the ‘hard right’ and an alliance with the centre-right Christian Democrats.
Aftermath & Analysis – What’s Left for the Left?
Orbán certainly won the 2018 election with evenly distributed votes from every category of society – blue-collar workers, intellectuals, rural workers, and middle-class professionals. He also won among both religious and non-religious voters and across all demographic groups. But not all of Hungary voted for the victors in the election, and even those who did didn’t all support the fulfilment of the entire Fidesz programme if indeed we can call it such. In fact, Fidesz did not produce election programmes in either the 2014 or 2018 elections. In 2014 Orbán simply sent out a message, We Carry On! In the last election, the main slogan was For Us, Hungary is First! Otherwise, all the Fidesz posters and publicity were simply anti-immigration, re-running the government plebiscite campaign (‘national consultation exercise’) of a few months earlier. Lánczi maintains, rather unconvincingly, that the lack of an explicit programme or set of promises did not mean that Orbán had no policies to present to the electorate. Apparently, he has central goals which are continually defined and re-defined in his frequent talks about ideas. In his ‘acceptance speech’, the returned PM was able for once to be magnanimous and statesmanlike rather than triumphalist. In an article that otherwise stresses the legitimacy conferred on the new government by the vote, Gáspár Gróh draws a cautionary lesson for both Fidesz and its Prime Minister:
The voter turnout of some seventy per cent suggests that the government enjoys the active support of about one-third of Hungarian society. This shows that humility would not be out of line. In order to secure the survival of the nation and accomplish the momentous tasks it faces, we need even broader co-operation. Indeed, the most complex and most daunting task of the new-old administration lies in figuring out how to convert its overwhelming parliamentary majority into winning the support of society on a similar scale.
Many on the Hungarian Left have perhaps been too quick to denounce their own leaders as more responsible than Fidesz for the landslide result. After all, there was no landslide in Budapest, where Fidesz had done badly even in those middle-class areas where the former MDF (Hungarian Democratic Forum) had predominated in the past. The victory had been largely achieved in the countryside, with its small provincial towns and cities, than among the conservative metropolitan intelligentsia, many of whom had voted for minor parties. The wholesale victory in the countryside was the product of an eight-year project of the party network to take control of the local institutions; town and county halls, schools and churches, through a system of popular patronage and quiet coercion which would have been the envy of Kádár’s cadres. Those who do not declare for Fidesz are not necessarily declared to be against the ruling party, but those who are known to be opposed to it find themselves moved sideways or even demoted. I have watched this happen over the past eight years in the significant provincial town where I live and work, where the opposition has been cowed and the ruling party’s control is now almost absolute, so much so that, as an almost inevitable product of this evolution, in-fighting has broken out in its ranks since the election victory.
Following the election, there were two further demonstrations in Budapest, all three having the aim of getting the elections annulled, gradually shrinking in size. Then the disgruntled intellectuals put their placards away for another four years. Opposition politicians have now, generally, backed away from challenging the result and started the painful process of internal blood-letting, demanding that their own parties look critically at themselves and why they lost. Meanwhile, oblivious to all that, the tourists continue to flock in and with the added support of EU loans, and the re-building is continuing, both in the capital and the countryside. The false boom continues, with no sign of bust in sight as long as Fidesz and Viktor Orbán can stay on the ‘right’ side of the Conservatives and Christian Democrats in the rest of Europe who subsdise their project of constructing illiberal Hungary.
As Gróh points out, however, we have become, sadly, inured to American-style negative campaigning, and increasingly accept that, in the populist era we live in, campaigns do not cease when the elections are over. Almost inevitably, a new one begins just as the previous one has ended. In Hungary, this is not quite the norm, but we are now ‘looking forward’ to two other rounds of elections within the space of just a year: one being for the EU Parliament, and the other in local elections, both of which extend the franchise to other EU nationals living here. Any appeasement by Fidesz will not, therefore, last long. Gróh suggests that it would be vain to expect the sentiments to subside or to hope for an impending period of calm, peaceful governance and an attendant constructive political rivalry focused on real substantial issues. ‘Campaign psychosis’ will continue to define the public discourse in Hungary for the foreseeable future. Fidesz will continue to retain its clinch on the majority of the middle classes with nationalist leanings and of regressive persuasions, as well as win over voters from other camps.
Gróh suggests that, despite their self-flagellation, there was little the opposition parties could do to shore up a united front in order to oust the government. In doing so, they would have been risking winning votes from conservative-minded citizens from the Right by offering them right-wing policies with which other centre-left parties could not agree. This would likely have produced an even more serious haemorrhaging of votes to the centre-right parties. This was particularly the case with the centre-left LMP’s strategy. In any case, the re-election of the ruling Fidesz-led coalition could easily be predicted from the fact that the Hungarian Forint exchange rate had shown no appreciable fluctuation as election day neared. International markets, always sensitive to major political changes, was clearly banking on the ‘devil’ they knew being returned to power. Nevertheless, Gróh maintains that the opposition parties were prevented from winning by their own incompetence, as the leaders like Ferenc Gyúrcsány, the former Prime Minister (pictured on the right, below), have been ready to admit. Altogether, the centre-left opposition parties garnered 320,000 fewer votes in 2018 than in 2014.

The reasons for this sharp decline are complicated, but Lánczi suggests that it is because both the post-Communist left and the liberals have always looked to the West to borrow ideas indiscriminately from and implement them on home soil. He claims that the merging of liberal and ‘leftist’ ideologies has resulted in an emaciated content of leftism based on the amelioration of the free market and “capitalism” through redistributive policies. Yet, these have always been the policies of the centre-left in Hungary since the 1990s, as the Communist period, for all its faults, had already provided a universal, comprehensive if basic, health, social welfare and education system from ages three to eighteen. There was little left for social democrats and liberals to achieve. However, gender egalitarianism can hardly be dismissed as the latest liberal idea to be imported from the West. Surely it is a matter of universal ‘Common Sense’ that fifty per cent of the population of any country should enjoy equal rights with its other half? A century-long campaign for female emancipation, equal rights and equal pay is hardly a leftist fad. It is a political priority for all mainstream parties across Europe, in government or in opposition, if no longer in the US. If by gender Gróh is referring to more recent demands for transgender rights he may have a point, but the assertion of these has met resistance from feminists, liberal or otherwise, on the grounds that it threatens hard-won women’s rights to female-only spaces in society.
Gróh is probably more justified in his assertion that Conservative ideas have become more attractive in Europe recently, partly because much of the agenda of the left has been fulfilled in many of its liberal democracies, and partly because social conservatism, as distinct from political ‘Conservatism’ is a resurgent though not dominant force in many of them. Orbán’s Conservatism, based on regained national pride and a re-interpretation of Hungarian history (which has sometimes ignored, distorted or falsified the facts, however), is not so different from changes underway in politics elsewhere, though these can hardly be described, yet, as epoch-making. Whether the legitimate concerns, both within Hungary itself and in the EU, about his apparent unwillingness to maintain a complete system of democratic institutional arrangements based on classical liberalism, will now evaporate remains to be seen and will largely depend on whether he now abandons his efforts to restrict the freedom and pluralism of the press and media and demonstrates his commitment to the independence of the judiciary.
Migration, the EU & Economic Policy:

The key to the success of the Fidesz-Christian Democrat (KDNP) coalition had little to do with their performance in government, but much to do with its ability to campaign effectively. Consequently, their main campaign message was not about their achievements over the previous two consecutive terms, but on a platform built on their handling of the single issue of mass migration, and their handling of it during and after the summer of 2016, when large numbers of Syrian asylum seekers and migrants from Afghanistan and Pakistan crossed Hungary and Austria en route to Germany and Northern Europe. In reality, this had been an issue of transit, which was temporarily resolved by Angela Merkel and the German government when it opened its borders to those crossing Hungary on their ‘Great Trek’ across the Balkans. Most of these ‘migrants’ had been in refugee camps in Turkey, Syria’s neighbour, having fled from the war across the border. Many of them were professional people and students in the process of gaining qualifications. When the war showed no signs of being brought to an end after three years, and with the advent of the Islamist Caliphate in northern Syria and Iraq, they gave up hope of returning home, determining instead to pursue their aspirations in western Europe. In doing so, they were following a natural impulse to secure human rights that those in Europe take for granted. In reality, very few had any intention of settling in Hungary, and to this date there are only a small number of them in the Hungarian capital, running successful businesses and services.
Nevertheless, the experience of the ‘Great Trek’, with its bottle-necks at the railway stations in Budapest, haunted the Hungarian imagination, with its folk-memory of the Ottoman occupation of centuries before, and led to the building of a ‘steel curtain’ along Hungary’s thousand-kilometre Balkan borders and its claim to be protecting ‘Christian Europe’ from ‘marauding Muslims’. Of course, much of this argument was ‘fake’, drawing on the Islamophobia which has been on the increase since 9/11, and some would argue since the Iranian Revolution of 1979 and the ongoing wars with the Taliban in Afghanistan since then. As Hungary has no recent experience of interaction with Islamic cultures itself, references were made to isolated incidents of loss of control in German cities, to the social and cultural problems of integrating so many migrants, the situation at Calais and the Islamist terror attacks in Brussels, Barcelona, Paris, London and Manchester. The coalition parties in Hungary simply used the more recent tidal wave of Islamophobia hitting Europe to retain the upper hand they had gained on the issue of migration in 2016. This in itself was enough to lock in the coalition’s victory for the third time running, and since the election there has been no let-up in this anti-Muslim rhetoric and propaganda at every level, and especially in the government-controlled press and media.
In the election, no reference to the government’s record on the economy was required since the influx of EU funds had disguised its shortcomings to control inflation and improve wages and living standards among ordinary Hungarians. Had the election been fought on this record, Gróh comments, it would hardly have sufficed for the kind of sweeping victory we have seen. The Fidesz-KDNP coalition pulled of its ‘hat-trick’ with unprecedented mass backing on the ‘fake’ issue of migration, though with almost a third of voters staying at home.
The latter-day exodus to Europe in recent years is a historic challenge far too momentous to be considered as a mere campaign theme. The phenomenon has increasingly come to shape the outcome of elections across Europe, most recently in Italy. Gróh believes that this will continue, with implications for peace and prosperity in Europe. The corollary global issues of environmental damage, overconsumption and the impending demographic collapse of native populations are provoking the most general intellectual crisis in Europe since the seventeenth century. These emerging global issues emerging in recent years have now manifested themselves in more than just the influx of the masses from the destitute and war-torn continents in search of a better life. Nevertheless, they are ‘external’ to national elections since the problems they create can neither be solved nor even contained at a purely national level. They are beyond the control of national governments, which are only capable of mitigating the effects on their populations.
Although its seemingly tough stance on immigration policy was a clear vote-winner, in reality, the coalition government has little control over this issue independent from the other twenty-seven EU member states, acting in concert. It remains to be seen whether, and for how long, Hungary can continue to ignore its obligations as a member state to accept its quota of asylum seekers without jeopardising its central funding from the EU, or whether it can engineer an alternative, less humane strategy with other central European states and the recently elected Eurosceptic government in Italy. Viktor Orbán is making overtures to former Yugoslav and Balkan states, but many of these are not yet integrated into the EU, and are unlikely to be accepted any time soon. They are also suspicious of Orbán’s long-stated goal of reasserting Hungary’s influence in countries which were part of the Austro-Hungarian Empire a century ago, and still have significant though dwindling, ethnic Hungarian populations. This remains a major ‘plank’ of the nationalist government’s foreign policy.
Nevertheless, the re-election of Hungary’s incumbent government bodes well for bolstering the leverage of the revived Central European co-operation of the ‘Vísegrád’ countries as a means of seeking answers to strategic regional questions rather than simply as a means of ‘Saying No to Brussels’, another of the campaign slogans. The consolidation of central Europe as a distinct region within the EU should be welcomed by the western European states as it has far-reaching consequences for the European continent as a whole. As Gróh comments, however, the psychology of campaigns will continue to override the otherwise desirable limits of sober public affairs and responsibility. Meanwhile, Hungary still has its own internal problems to confront, some of which may have a European dimension or context, but most of which are distinctly within the control of the government. It is not enough that the Orbán governments had to cope with the economic problems it inherited in 2010, including the spiralling triple debt traps at personal, corporate and national levels, the passivity of overall society, the unjust distribution of tax and national insurance, and corporate and structural forms of corruption. Voters tend only to be really irritated by individual instances of corruption, even though these are dwarfed by entrenched corruption on a structural level, even now. The institutionalised corruption of the 1990s has now fallen into oblivion, and the danger for the current ‘régime’ is that, in continuing to utilise the campaigning tactic of blaming past administrations for the loss of billions of forint to the national treasury, it will increasingly draw the spotlight onto individual ‘oligarchs’ among its own associates and their corporate relations.
Certainly, it took a major effort by the Orbán governments to overcome institutionalised corruption between 2010 and 2018 and to dislodge the labour market and domestic consumption from stagnation, setting the country on a path to growing wages and bringing about a period of prosperity for some of its citizens. Hungary has yet to reach this destination for most of its citizens, however, and without prosperity, none of the problems in the public services can be solved, especially in health and education, because the new tax structure restricts its revenue. The foreign-exchange loans for housing purposes taken out before 2008 have finally been paid off with the help of the financial measures of the last Orbán government. Wages have risen steadily in the private sectors, and the government has begun to address the gap between those sectors and the public services, especially for teachers. Higher wages at home may yet have the ancillary benefit of keeping more of the workforce from seeking better wages in other EU countries, and in persuading those who have already done so to return. Higher earnings and tax incentives at home may enable more citizens to enter the housing market, enabling them to pay the rent or the mortgage without their dwelling becoming their only asset.
Much remains to be done in closing the gap for regions and social groups lagging behind, and in improving demographic trends and family policy, and it is in these areas, as much as in the restoration and retention of Hungary’s unique cultural values, that the next general election will most likely be fought. In other words, on the legacy of the Orbán administration in every area that matters in the life of a modern nation and which is within the control of its national government. All of this may be taken care of by the two-third parliamentary majority of the newly re-elected coalition, which is surely enough for good governance, but will it prefer to continue its shadow-boxing with external issues and policies it has a say in, but no real control over?
Orbán’s Goals – Family, Sovereignty & Community:

So, what are the central goals of the new Órban government? Lánczi has read between the lines of the PM’s speeches to identify three central ‘areas’ from which the star striker will aim to score: ‘Family’, ‘Sovereignty’ and what he calls a meritorious moral system based on a shift to an ethic of individual responsibility. The first two areas are nothing new in Fidesz’s programme. Lánczi admits that the idea of ‘family’ has played a central role in all of Orbán’s governments, affecting economic, financial, social and educational policies. The fundamental political idea was framed in the new Hungarian Fundamental Law (or ‘constitutional amendment’) of 2011:
Hungary shall protect the institution of marriage as the union of a man and a woman established by voluntary decision, and the family as the basis of the survival of the nation.
This places great emphasis on the role of the nation-state in ‘family affairs’ and what many would consider as being ‘private matters’ and questions of individual, universal human rights. In particular, the question of mutual recognition of same-sex marriages and civil partnerships across the member states of the EU under this law has not been addressed either in the Hungarian Parliament or in the General Election. Lánczi agrees that the Law, in general terms, runs counter to developments within the EU, although decisions on social matters are still considered to be the territory of the individual states. Many have eulogised Orbán for his ‘courage’ in this respect, particularly among socially-conservative religious people, but even among these it needs to be questioned whether the institution of Christian marriage needs to be protected and ‘enshrined’ in the law of the land, or whether the state should simply continue to concentrate on the legal requirements and relationships of marriage in the secular sphere. The Law, as currently written, may yet lead to lead to an unnecessary conflict over the rights of EU citizens resident in Hungary to have their legal relationships recognised here, with implications for property and pension rights in particular. Nevertheless, as Lánczi points out, the centrality of the family in the policies of the ruling party has important demographic motivations:
Almost all European countries have been facing the economic, social and cultural consequences of their declining populations. The smaller a nation is, the less likely they are to share the view of bigger nations’ seemingly comfortable solution to the problem: migration.
However, Lánczi then poses another false dichotomy, between the individual and the family as the smallest unit of society. The former leads, he suggests, to the organisation of society into a liberal democracy, whereas the latter leads to the strengthening of the nation-state. Viktor Orbán, he claims, is one of the few European political leaders who can see the correlation between the weakening institution of the family and the growing antipathy against the idea of the nation. But are the western liberal democracies really weakening the institution of marriage and the family by opening it up to a broader interpretation of what a family actually is, or can be, in modern society? Leaving aside religious concerns, at least for a minute, does the exact gender formation of a family really matter in societal and demographic terms? Evidence published to date suggests a negative answer, although we have yet to see the longer-term effects of changes in marriage law on wider society.
There is also a bigger social ‘demographic’ issue which we might refer to, in colloquial terms, as the elephant in the room. It could be argued that an insistence on one ‘traditional’ model of ‘the nuclear family’ might be detrimental to another ‘traditional’ model, still prevalent in Hungary, that of the ‘extended’ family. In placing all the emphasis on nation-state help for 2.4 children, are we not in danger of marginalizing the increasing numbers of elderly people, many of them living alone or in care homes, rather than with younger family members? At the same time, where is the help for those family members who are willing and able to care for their parents at home, in addition to continuing to care for their own children as well as holding down full-time employment? Surely, they need to be encouraged to remain economically active. In Hungary, as elsewhere, and as a member of such a family, I don’t see this support as forthcoming. Perhaps that will be the next step in the government’s family-friendly policies. It is certainly long overdue, and a challenge that needs somehow to be confronted.

On the question of ‘sovereignty’, a term which also continues to be much in use in the ‘Brexit’ debates, Lánczi has pointed out that this concept has been a central ‘instrument’ of the Orbán governments. Among his early campaign slogans, Orbán used the statement, Small victory, little changes; big victory, big changes! We might balance this with the concept employed in many other European democracies, The bigger the majority, the greater the respect shown to minorities! However, this concept is unlikely to find its way into Orbán’s political vocabulary. On the other hand, the people’s will has to be assessed not only by pure numbers but also, according to his supporters, by the intensity of emotions, expectations and passions expressed.

Sovereignty, the wielding of power on behalf of the people, needs to meet two criteria: the reasonableness of the political goals and the reliability of the political background. Orbán drew a lesson from his 2002 defeat that it was not enough to have popular goals and policies, but that he must organise the political machinery without which the leader would turn out to be a mere puppet of the civil service, very soon losing control over political developments. In particular, however, the issue of sovereignty which has preoccupied the administration since 2016 has been that of whether the EU or the Hungarian state should have the largest measure of sovereignty in the management of the mass migration across the member states. As mentioned elsewhere in this essay, there seems to be little prospect of a resolution to this issue in the near future.
Until the 2008 economic crisis the moral foundations of liberal democracy, “justice as fairness” and human rights had no viable alternative. Political arguments were supposed to be based on the idea that there were certain inalienable rights which every individual should be able to enjoy. But the monopoly of the modern liberal interpretation of rights is being widely challenged, not least in Viktor Orbán’s Hungary. Here, the renewed basis for political discourse involves the resuscitation of the traditional moral ties which are seen as binding Hungarian society together in the face of external threats and challenges. Egalitarian concepts of justice, both post-Communist and liberal, still have a strong grip on society, but it is increasingly questioned whether western individual-based moralities can and will hold the Hungarian nation-state and the European Union together. Lánczi argues that the emphasis has now shifted from one on the rights of the individual in society to the rights of the community. According to him, rights are nothing if there is no community that warrants them. The primary issue is, therefore, the unity of the community in which individuals can trust each other to a reasonable extent. In particular, Lánczi questions whether immigrants should expect to immediately be given the same rights as natives in the communities to which they move.

Apparently, Orbán believes in the evolution of a system of ‘meritorious moral relationships’ in which individuals are given rights only when they have fulfilled their obligations. In other words, individuals must ‘fit in’ and integrate themselves into the community first before the latter will ‘reward’ them with rights. This effectively turns rights into privileges which must be earned. Rights are no longer absolute or universal, as in the ‘classical liberal’ sense, but ‘mutual merits’ defined relative to a national or local moral code which is seen as the basis of the harmony between the individual and the community. In Hungary, this is the basis for the lowering of personal income tax to 15% for all. Those who work more and risk more are rewarded. There is no longer any system of graduated taxation in which the richer pay a higher proportion of their income to support the poorer in the community. In addition, those on social benefits are required to do ‘workfare’, performing tasks for the community in return for those benefits. So the central moral virtues in Hungary are the ‘senses’ of obligation and responsibility, and individual rights are regarded as being dependent on them. This is seen as the secret of an illiberal morality which underpins Viktor Orbán’s illiberal democracy. It is therefore incumbent on newcomers to ‘discover’ this secret since expectations are not always clearly articulated or, indeed, static.
Again, this reveals a fundamental misreading of the first principles of classical liberal democracy, in which there has always been an understanding between individuals and the state of the need to balance rights and responsibilities or obligations, and to earn or merit privileges. However, in European liberal democracies, there has also always been, at least since the seventeenth century, an understanding that there are certain fundamental human rights which are either believed to be God-given or part of the social contract between the state and the individual. In addition, there is the question as to how ‘merits’ are to be valued and rewarded, and who determines what these should be and how they should be awarded, assuming that the concept of “justice as fairness” still applies. Otherwise, society is in danger of being dragged back into moral relativism, or an essentially Medieval morality underpinning a system of feudal patronage in which ‘rights and dues’ are determined and arbitrated by an individual ‘lord’. This renewed social contract between ‘the people’ and Viktor Orbán is therefore founded on a new top-down ‘meritorious’ moral code.

Wherever Next then… ?
For the time being, at least, ‘Leftists’ and ‘Liberals’ are not popular in Hungary, seen as being in the pay of alien forces. What Lánczi refers to as the intellectually exhausted post-Communist Left and the dogmatic liberals have been marginalised within the new national community. If these principles and processes ring alarm bells for western democrats, Lánczi assures us that Orbán’s political model has managed to see off both leftist and rightist radicalism. His politics, we are told, is about the political centre defined in terms of national history and identity, the Christian context of our way of living, and a view of the good life. This is what provides the stable political background against which the people’s aspirations can be fulfilled by their governers. Perhaps, in time, there may also be a coral growth of more popular centrists, as in France, whether progressive liberals or pro-European social democrats, untainted by past associations. The Centre-Right also shows signs of splitting into Christian conservatives and more radical nationalists, led by ‘Jobbik’, who still attracted one million voters out of 5.6 million. But the reactionary and regressive elements in political life, both local and national, are likely to remain in control for much of the next four years, and perhaps beyond. They are deeply entrenched in Hungarian society, and it will take a seismic shift among younger generations, including those returning from abroad, to supplant them. The next four years will be crucial to Hungary’s survival as an open, pluralistic democracy at the heart of Europe.
