Cold Shoulder or Warm Handshake?

On 29 March 2019, the United Kingdom of Great Britain and Northern Ireland will leave the European Union after forty-six years of membership, since it joined the European Economic Community on 1 January 1973 on the same day and hour as the Republic of Ireland. Yet in 1999, it looked as if the long-standing debate over Britain’s membership had been resolved. The Maastricht Treaty establishing the European Union had been signed by all the member states of the preceding European Community in February 1992 and was succeeded by a further treaty, signed in Amsterdam in 1999. What, then, has happened in the space of twenty years to so fundamentally change the ‘settled’ view of the British Parliament and people, bearing in mind that both Scotland and Northern Ireland voted to remain in the EU, while England and Wales both voted to leave? At the time of writing, the manner of our going has not yet been determined, but the invocation of ‘article fifty’ by the Westminster Parliament and the UK government means that the date has been set. So either we will have to leave without a deal, turning a cold shoulder to our erstwhile friends and allies on the continent, or we will finally ratify the deal agreed between the EU Commission, on behalf of the twenty-seven remaining member states, and leave with a warm handshake and most of our trading and cultural relations intact.

As yet, the possibility of a second referendum – or third, if we take into account the 1975 referendum, called by Harold Wilson (above) which was also a binary leave/ remain decision – seems remote. In any event, it is quite likely that the result would be the same and would kill off any opportunity of the UK returning to EU membership for at least another generation. As Ian Fleming’s James Bond tells us, ‘you only live twice’. That certainly seems to be the mood in Brussels too. I was too young to vote in 1975 by just five days, and another membership referendum would be unlikely to occur in my lifetime. So much has been said about following ‘the will of the people’, or at least 52% of them, that it would be a foolish government, in an age of rampant populism, that chose to revoke article fifty, even if Westminster voted for this. At the same time, and in that same populist age, we know from recent experience that in politics and international relations, nothing is inevitable…

One of the major factors in the 2016 Referendum Campaign was the country’s public spending priorities, compared with those of the European Union. The ‘Leave’ campaign sent a double-decker bus around England stating that by ending the UK’s payments into the EU, more than 350 million pounds per week could be redirected to the National Health Service (NHS).

A British Icon Revived – The NHS under New Labour:

To understand the power of this statement, it is important to recognise that the NHS is unique in Europe in that it is wholly funded from direct taxation, and not via National Insurance, as in many other European countries. As a service created in 1948 to be ‘free at the point of delivery’, it is seen as a ‘British icon’ and funding has been a central issue in national election campaigns since 2001, when Tony Blair was confronted by an irate voter, Sharon Storer, outside a hospital. In its first election manifesto of 1997, ‘New Labour’ promised to safeguard the basic principles of the NHS, which we founded. The ‘we’ here was the post-war Labour government, whose socialist Health Minister, Aneurin Bevan, had established the service in the teeth of considerable opposition from within both parliament and the medical profession. ‘New Labour’ protested that under the Tories there had been fifty thousand fewer nurses but a rise of no fewer than twenty thousand managers – red tape which Labour would pull away and burn. Though critical of the internal markets the Tories had introduced, Blair promised to keep a split between those who commissioned health services and those who provided them.

Under Frank Dobson, Labour’s new Health Secretary, there was little reform of the NHS but there was, year by year, just enough extra money to stave off the winter crises. But then a series of tragic individual cases hit the headlines, and one of them came from a Labour peer and well-known medical scientist and fertility expert, Professor Robert Winston, who was greatly admired by Tony Blair. He launched a furious denunciation of the government over the treatment of his elderly mother. Far from upholding the NHS’s iconic status, Winston said that Britain’s health service was the worst in Europe and was getting worse under the New Labour government, which was being deceitful about the true picture. Labour’s polling on the issue showed that Winston was, in general terms, correct in his assessment in the view of the country as a whole. In January 2000, therefore, Blair announced directly to it that he would bring Britain’s health spending up to the European average within five years. That was a huge promise because it meant spending a third as much again in real terms, and his ‘prudent’ Chancellor of the Exchequer, Gordon Brown, was unhappy that Blair had not spoken enough on television about the need for health service reform to accompany the money, and had also ‘stolen’ his budget announcements. On Budget day itself, Brown announced that until 2004 health spending would rise at above six per cent beyond inflation every year, …

… by far the largest sustained increase in NHS funding in any period in its fifty-year history … half as much again for health care for every family in this country.       

The tilt away from Brown’s sharp spending controls during the first three years of the New Labour government had begun by the first spring of the new millennium, and there was more to come. With a general election looming in 2001, Brown also announced a review of the NHS and its future by a former banker. As soon as the election was over, broad hints about necessary tax rises were dropped. When the Wanless Report was finally published, it confirmed much that the winter crisis of 1999-2000 had exposed. The NHS was not, whatever Britons fondly believed, better than health systems in other developed countries, and it needed a lot more money. ‘Wanless’ also rejected a radical change in funding, such as a switch to insurance-based or semi-private health care. Brown immediately used this as objective proof that taxes had to rise in order to save the NHS. In his next budget of 2002, Brown broke with a political convention that which had reigned since the mid-eighties, that direct taxes would not be raised again. He raised a special one per cent national insurance levy, equivalent to a penny on income tax, to fund the huge reinvestment in Britain’s health.

Public spending shot up with this commitment and, in some ways, it paid off, since by 2006 there were around 300,000 extra NHS staff compared to 1997. That included more than ten thousand extra senior hospital doctors (about a quarter more) and 85,000 more nurses. But there were also nearly forty thousand managers, twice as many as Blair and Brown had ridiculed the Tory government for hiring. An ambitious computer project for the whole NHS became an expensive catastrophe. Meanwhile, the health service budget rose from thirty-seven billion to more than ninety-two billion a year. But the investment produced results, with waiting lists, a source of great public anger from the mid-nineties, falling by 200,000. By 2005, Blair was able to talk of the best waiting list figures since 1988. Hardly anyone was left waiting for an inpatient appointment for more than six months. Death rates from cancer for people under the age of seventy-five fell by 15.7 per cent between 1996 and 2006 and death rates from heart disease fell by just under thirty-six per cent. Meanwhile, the public finance initiative meant that new hospitals were being built around the country. But, unfortunately for New Labour, that was not the whole story of the Health Service under their stewardship. As Andrew Marr has attested,

…’Czars’, quangos, agencies, commissions, access teams and planners hunched over the NHS as Whitehall, having promised to devolve power, now imposed a new round of mind-dazing control.

By the autumn of 2004 hospitals were subject to more than a hundred inspections. War broke out between Brown and the Treasury and the ‘Blairite’ Health Secretary, Alan Milburn, about the basic principles of running the hospitals. Milburn wanted more competition between them, but Brown didn’t see how this was possible when most people had only one major local hospital. Polling suggested that he was making a popular point. Most people simply wanted better hospitals, not more choice. A truce was eventually declared with the establishment of a small number of independent, ‘foundation’ hospitals. By the 2005 general election, Michael Howard’s Conservatives were attacking Labour for wasting money and allowing people’s lives to be put at risk in dirty, badly run hospitals. Just like Labour once had, they were promising to cut bureaucracy and the number of organisations within the NHS. By the summer of 2006, despite the huge injection of funds, the Service was facing a cash crisis. Although the shortfall was not huge as a percentage of the total budget, trusts in some of the most vulnerable parts of the country were on the edge of bankruptcy, from Hartlepool to Cornwall and across to London. Throughout Britain, seven thousand jobs had gone and the Royal College of Nursing, the professional association to which most nurses belonged, was predicting thirteen thousand more would go soon. Many newly and expensively qualified doctors and even specialist consultants could not find work. It seemed that wage costs, expensive new drugs, poor management and the money poured into endless bureaucratic reforms had resulted in a still inadequate service. Bupa, the leading private operator, had been covering some 2.3 million people in 1999. Six years later, the figure was more than eight million. This partly reflected greater affluence, but it was also hardly a resounding vote of confidence in Labour’s management of the NHS.

Public Spending, Declining Regions & Economic Development:

As public spending had begun to flow during the second Blair administration, vast amounts of money had gone in pay rises, new bureaucracies and on bills for outside consultants. Ministries had been unused to spending again, after the initial period of ‘prudence’, and did not always do it well. Brown and his Treasury team resorted to double and triple counting of early spending increases in order to give the impression they were doing more for hospitals, schools and transport than they actually could. As Marr has pointed out, …

… In trying to achieve better policing, more effective planning, healthier school food, prettier town centres and a hundred other hopes, the centre of government ordered and cajoled, hassled and harangued, always high-minded, always speaking for ‘the people’.  

The railways, after yet another disaster, were shaken up again. In very controversial circumstances Railtrack, the once-profitable monopoly company operating the lines, was driven to bankruptcy and a new system of Whitehall control was imposed. At one point, Tony Blair boasted of having five hundred targets for the public sector. Parish councils, small businesses and charities found that they were loaded with directives. Schools and hospitals had many more. Marr has commented, …

The interference was always well-meant but it clogged up the arteries of free decision-taking and frustrated responsible public life.

Throughout the New Labour years, with steady growth and low inflation, most of the country grew richer. Growth since 1997, at 2.8 per cent per year, was above the post-war average, GDP per head was above that of France and Germany and the country had the second lowest jobless figures in the EU. The number of people in work increased by 2.4 million. Incomes grew, in real terms, by about a fifth. Pensions were in trouble, but house price inflation soured, so the owners found their properties more than doubling in value and came to think of themselves as prosperous. By 2006 analysts were assessing the disposable wealth of the British at forty thousand pounds per household. However, the wealth was not spread geographically, averaging sixty-eight thousand in the south-east of England, but a little over thirty thousand in Wales and north-east England (see map above). But even in the historically poorer parts of the UK house prices had risen fast, so much so that government plans to bulldoze worthless northern terraces had to be abandoned when they started to regain value. Cheap mortgages, easy borrowing and high property prices meant that millions of people felt far better off, despite the overall rise in the tax burden. Cheap air travel gave the British opportunities for easy travel both to traditional resorts and also to every part of the European continent. British expatriates were able to buy properties across the French countryside and in southern Spain. Some even began to commute weekly to jobs in London or Manchester from Mediterranean villas, and regional airports boomed as a result.

Sir Tim Berners Lee arriving at the Guildhall to receive the Honorary Freedom of the City of LondonThe internet, also known as the ‘World-Wide Web’, which was ‘invented’ by the British computer scientist Tim Berners-Lee at the end of 1989 (pictured right in 2014), was advancing from the colleges and institutions into everyday life by the mid- ‘noughties’. It first began to attract popular interest in the mid-nineties: Britain’s first internet café and magazine, reviewing a few hundred early websites, were both launched in 1994. The following year saw the beginning of internet shopping as a major pastime, with both ‘eBay’ and ‘Amazon’ arriving, though to begin with they only attracted tiny numbers of people.

But the introduction of new forms of mail-order and ‘click and collect’ shopping quickly attracted significant adherents from different ‘demographics’.  The growth of the internet led to a feeling of optimism, despite warnings that the whole digital world would collapse because of the inability of computers to cope with the last two digits in the year ‘2000’, which were taken seriously at the time. In fact, the ‘dot-com’ bubble was burst by its own excessive expansion, as with any bubble, and following a pause and a lot of ruined dreams, the ‘new economy’ roared on again. By 2000, according to the Office of National Statistics (ONS), around forty per cent of Britons had accessed the internet at some time. Three years later, nearly half of British homes were ‘online’. By 2004, the spread of ‘broadband’ connections had brought a new mass market in ‘downloading’ music and video. By 2006, three-quarters of British children had internet access at home.

Simultaneously, the rich of America, Europe and Russia began buying up parts of London, and then other ‘attractive’ parts of the country, including Edinburgh, the Scottish Highlands, Yorkshire and Cornwall. ‘Executive housing’ with pebbled driveways, brick facing and dormer windows, was growing across farmland and by rivers with no thought of flood-plain constraints. Parts of the country far from London, such as the English south-west and Yorkshire, enjoyed a ripple of wealth that pushed their house prices to unheard-of levels. From Leith to Gateshead, Belfast to Cardiff Bay, once-derelict shorefront areas were transformed. The nineteenth-century buildings in the Albert Dock in Liverpool (above) now house a maritime museum, an art gallery, shopping centre and television studio. It has also become a tourist attraction. For all the problems and disappointments, and the longer-term problems with their financing, new schools and public buildings sprang up – new museums, galleries, vast shopping complexes (see below), corporate headquarters in a biomorphic architecture of glass and steel, more imaginative and better-looking than their predecessors from the dreary age of concrete.

Supermarket chains exercised huge market power, offering cheap meat and dairy products into almost everyone’s budgets. Factory-made ready-meals were transported and imported by the new global air freight market and refrigerated trucks and lorries moving freely across a Europe shorn of internal barriers. Out-of-season fruit and vegetables, fish from the Pacific, exotic foods of all kinds and freshly cut flowers appeared in superstores everywhere. Hardly anyone was out of reach of a ‘Tesco’, a ‘Morrison’s’, a ‘Sainsbury’s’ or an ‘Asda’. By the mid-noughties, the four supermarket giants owned more than 1,500 superstores throughout the UK. They spread the consumption of goods that in the eighties and nineties had seemed like luxuries. Students had to take out loans in order to go to university but were far more likely to do so than previous generations, as well as to travel more widely on a ‘gap’ year, not just to study or work abroad.

Those ‘Left Behind’ – Poverty, Pensions & Public Order:

Materially, for the majority of people, this was, to use Marr’s term, a ‘golden age’, which perhaps helps to explain both why earlier real anger about earlier pension decisions and stealth taxes did not translate into anti-Labour voting in successive general elections. The irony is that in pleasing ‘Middle Englanders’, the Blair-Brown government lost contact with traditional Labour voters, especially in the North of Britain, who did not benefit from these ‘golden years’ to the same extent. Gordon Brown, from the first, made much of New Labour’s anti-poverty agenda, and especially child poverty. Since the launch of the Child Poverty Action Group, this latter problem had become particularly emotive. Labour policies took a million children out of relative poverty between 1997 and 2004, though the numbers rose again later. Brown’s emphasis was on the working poor and the virtue of work. So his major innovations were the national minimum wage, the ‘New Deal’ for the young unemployed, and the working families’ tax credit, as well as tax credits aimed at children. There was also a minimum income guarantee and a later pension credit, for poorer pensioners.

The minimum wage was first set at three pounds sixty an hour, rising year by year. In 2006 it was 5.35 an hour. Because the figures were low, it did not destroy the two million jobs as the Tories claimed it would. Neither did it produce higher inflation; employment continued to grow while inflation remained low. It even seemed to have cut red tape. By the mid-noughties, the minimum wage covered two million people, the majority of them women. Because it was updated ahead of rises in inflation rates, the wages of the poor also rose faster. It was so successful that even the Tories were forced to embrace it ahead of the 2005 election. The New Deal was funded by a windfall tax on privatised utility companies, and by 2000 Blair said it had helped a quarter of a million young people back into work, and it was being claimed as a major factor in lower rates of unemployment as late as 2005. But the National Audit Office, looking back on its effect in the first parliament, reckoned the number of under twenty-five-year-olds helped into real jobs was as low as 25,000, at a cost per person of eight thousand pounds. A second initiative was targeted at the babies and toddlers of the most deprived families. ‘Sure Start’ was meant to bring mothers together in family centres across Britain – 3,500 were planned for 2010, ten years after the scheme had been launched – and to help them to become more effective parents. However, some of the most deprived families failed to show up. As Andrew Marr wrote, back in 2007:

Poverty is hard to define, easy to smell. In a country like Britain, it is mostly relative. Though there are a few thousand people living rough or who genuinely do not have enough to keep them decently alive, and many more pensioners frightened of how they will pay for heating, the greater number of poor are those left behind the general material improvement in life. This is measured by income compared to the average and by this yardstick in 1997 there were three to four million children living in households of relative poverty, triple the number in 1979. This does not mean they were physically worse off than the children of the late seventies, since the country generally became much richer. But human happiness relates to how we see ourselves relative to those around us, so it was certainly real. 

The Tories, now under new management in the shape of a media-marketing executive and old Etonian, David Cameron, also declared that they believed in this concept of relative poverty. After all, it was on their watch, during the Thatcher and Major governments, that it had tripled, which is why it was only towards the end of the New Labour governments that they could accept the definition of the left-of-centre Guardian columnist, Polly Toynbee. A world of ‘black economy’ work also remained below the minimum wage, in private care homes, where migrant servants were exploited, and in other nooks and crannies. Some 336,000 jobs remained on ‘poverty pay’ rates. Yet ‘redistribution of wealth’, a socialist phrase which had become unfashionable under New Labour lest it should scare away middle Englanders, was stronger in Brown’s Britain than in other major industrialised nations. Despite the growth of the super-rich, many of whom were immigrants anyway, overall equality increased in these years. One factor in this was the return to the means-testing of benefits, particularly for pensioners and through the working families’ tax credit, subsequently divided into a child tax credit and a working tax credit. This was a U-turn by Gordon Brown, who had opposed means-testing when in Opposition. As Chancellor, he concluded that if he was to direct scarce resources at those in real poverty, he had little choice.

Apart from the demoralising effect it had on pensioners, the other drawback to means-testing was that a huge bureaucracy was needed to track people’s earnings and to try to establish exactly what they should be getting in benefits. Billions were overpaid and as people did better and earned more from more stable employment, they then found themselves facing huge demands to hand back the money they had already spent. Thousands of extra civil servants were needed to deal with the subsequent complaints and the scheme became extremely expensive to administer. There were also controversial drives to oblige more disabled people back to work, and the ‘socially excluded’ were confronted by a range of initiatives designed to make them more middle class. Compared with Mrs Thatcher’s Victorian Values and Mr Major’s Back to Basics campaigns, Labour was supposed to be non-judgemental about individual behaviour. But a form of moralism did begin to reassert itself. Parenting classes were sometimes mandated through the courts and for the minority who made life hell for their neighbours on housing estates, Labour introduced the Anti-Social Behaviour Order (‘Asbo’). These were first given out in 1998, granted by magistrates to either the police or the local council. It became a criminal offence to break the curfew or other sanction, which could be highly specific. Asbos could be given out for swearing at others in the street, harassing passers-by, vandalism, making too much noise, graffiti, organising ‘raves’, flyposting, taking drugs, sniffing glue, joyriding, prostitution, hitting people and drinking in public.

Although they served a useful purpose in many cases, there were fears that for the really rough elements in society and their tough children they became a badge of honour. Since breaking an Asbo could result in an automatic prison sentence, people were sent to jail for crimes that had not warranted this before. But as they were refined in use and strengthened, they became more effective and routine. By 2007, seven and a half thousand had been given out in England and Wales alone and Scotland had introduced its own version in 2004. Some civil liberties campaigners saw this development as part of a wider authoritarian and surveillance agenda which also led to the widespread use of CCTV (Closed Circuit Television) cameras by the police and private security guards, especially in town centres (see above). Also in 2007, it was estimated that the British were being observed and recorded by 4.2 million such cameras. That amounted to one camera for every fourteen people, a higher ratio than for any other country in the world, with the possible exception of China. In addition, the number of mobile phones was already equivalent to the number of people in Britain. With global satellite positioning chips (GPS) these could show exactly where their users were and the use of such systems in cars and even out on the moors meant that Britons were losing their age-old prowess for map-reading.

The ‘Seven Seven’ Bombings – The Home-grown ‘Jihadis’:

Despite these increasing means of mass surveillance, Britain’s cities have remained vulnerable to terrorist attacks, more recently by so-called ‘Islamic terrorists’ rather than by the Provisional IRA, who abandoned their bombing campaign in 1998. On 7 July 2005, at rush-hour, four young Muslim men from West Yorkshire and Buckinghamshire, murdered fifty-two people and injured 770 others by blowing themselves up on London Underground trains and on a London bus. The report into this worst such attack in Britain later concluded that they were not part of an al Qaeda cell, though two of them had visited camps in Pakistan, and that the rucksack bombs had been constructed at the cost of a few hundred pounds. Despite the government’s insistence that the war in Iraq had not made Britain more of a target for terrorism, the Home Office investigation asserted that the four had been motivated, in part at least, by ‘British foreign policy’.

They had picked up the information they needed for the attack from the internet. It was a particularly grotesque attack, because of the terrifying and bloody conditions in the underground tunnels and it vividly reminded the country that it was as much a target as the United States or Spain. Indeed, the long-standing and intimate relationship between Great Britain and Pakistan, with constant and heavy air traffic between them, provoked fears that the British would prove uniquely vulnerable. Tony Blair heard of the attack at the most poignant time, just following London’s great success in winning the bid to host the 2012 Olympic Games (see above). The ‘Seven Seven’ bombings are unlikely to have been stopped by CCTV surveillance, of which there was plenty at the tube stations, nor by ID cards (which had recently been under discussion), since the killers were British subjects, nor by financial surveillance, since little money was involved and the materials were paid for in cash. Even better intelligence might have helped, but the Security Services, both ‘MI5’ and ‘MI6’ as they are known, were already in receipt of huge increases in their budgets, as they were in the process of tracking down other murderous cells. In 2005, police arrested suspects in Birmingham, High Wycombe and Walthamstow, in east London, believing there was a plot to blow up as many as ten passenger aircraft over the Atlantic.

After many years of allowing dissident clerics and activists from the Middle East asylum in London, Britain had more than its share of inflammatory and dangerous extremists, who admired al Qaeda and preached violent jihad. Once 11 September 2001 had changed the climate, new laws were introduced to allow the detention without trial of foreigners suspected of being involved in supporting or fomenting terrorism. They could not be deported because human rights legislation forbade sending back anyone to countries where they might face torture. Seventeen were picked up and held at Belmarsh high-security prison. But in December 2004, the House of Lords ruled that these detentions were discriminatory and disproportionate, and therefore illegal. Five weeks later, the Home Secretary Charles Clarke hit back with ‘control orders’ to limit the movement of men he could not prosecute or deport. These orders would also be used against home-grown terror suspects. A month later, in February 2005, sixty Labour MPs rebelled against these powers too, and the government only narrowly survived the vote. In April 2006 a judge ruled that the control orders were an affront to justice because they gave the Home Secretary, a politician, too much power. Two months later, the same judge ruled that curfew orders of eighteen hours per day on six Iraqis were a deprivation of liberty and also illegal. The new Home Secretary, John Reid, lost his appeal and had to loosen the orders.

Britain found itself in a struggle between its old laws and liberties and a new, borderless world in which the hallowed principles of ‘habeas corpus’, free speech, a presumption of innocence, asylum, the right of British subjects to travel freely in their own country without identifying papers, and the sanctity of homes in which the law-abiding lived were all coming under increasing jeopardy. The new political powers seemed to government ministers the least that they needed to deal with a threat that might last for another thirty years in order, paradoxically, to secure Britain’s liberties for the long-term beyond that. They were sure that most British people agreed, and that the judiciary, media, civil rights campaigners and elected politicians who protested were an ultra-liberal minority. Tony Blair, John Reid and Jack Straw were emphatic about this, and it was left to liberal Conservatives and the Liberal Democrats to mount the barricades in defence of civil liberties. Andrew Marr conceded at the time that the New Labour ministers were ‘probably right’. With the benefit of hindsight, others will probably agree. As Gordon Brown eyed the premiership, his rhetoric was similarly tough, but as Blair was forced to turn to the ‘war on terror’ and Iraq, he failed to concentrate enough on domestic policy. By 2005, neither of them could be bothered to disguise their mutual enmity, as pictured above. A gap seemed to open up between Blair’s enthusiasm for market ideas in the reform of health and schools, and Brown’s determination to deliver better lives for the working poor. Brown was also keen on bringing private capital into public services, but there was a difference in emphasis which both men played up. Blair claimed that the New Labour government was best when we are at our boldest. But Brown retorted that it was best when we are Labour.

Asylum Seekers, EU ‘Guest’ Workers & Immigrants:

One result of the long Iraqi conflict, which President Bush finally declared to be over on 1 May 2003, was the arrival of many Iraqi asylum-seekers in Britain; Kurds, as well as Shiites and Sunnis. This attracted little comment at the time because there had been both Iraqi and Iranian refugees in Britain since the 1970s, especially as students and the fresh influx were only a small part of a much larger migration into the country which changed it fundamentally during the Blair years. This was a multi-lingual migration, including many Poles, some Hungarians and other Eastern Europeans whose countries had joined the EU and its single market in 2004. When the EU expanded Britain decided that, unlike France or Germany, it would not try to delay opening the country to migrant workers. The accession treaties gave nationals from these countries the right to freedom of movement and settlement, and with average earnings three times higher in the UK, this was a benefit which the Eastern Europeans were keen to take advantage of. Some member states, however, exercised their right to ‘derogation’ from the treaties, whereby they would only permit migrant workers to be employed if employers were unable to find a local candidate. In terms of European Union legislation, a derogation or that a member state has opted not to enforce a specific provision in a treaty due to internal circumstances (typically a state of emergency), and to delay full implementation of the treaty for five years. The UK decided not to exercise this option.

There were also sizeable inflows of western Europeans, though these were mostly students, who (somewhat controversially) were also counted in the immigration statistics, and young professionals with multi-national companies. At the same time, there was continued immigration from Africa, the Middle East and Afghanistan, as well as from Russia, Australia, South Africa and North America. In 2005, according to the Office for National Statistics, ‘immigrants’ were arriving to live in Britain at the rate of 1,500 a day. Since Tony Blair had been in power, more than 1.3 million had arrived. By the mid-2000s, English was no longer the first language of half the primary school children in London, and the capital had more than 350 different first languages. Five years later, the same could be said of many towns in Kent and other Eastern counties of England.

The poorer of the new migrant groups were almost entirely unrepresented in politics, but radically changed the sights, sounds and scents of urban Britain, and even some of its market towns. The veiled women of the Muslim world or its more traditionalist Arab, Afghan and Pakistani quarters became common sights on the streets, from Kent to Scotland and across to South Wales. Polish tradesmen, fruit-pickers and factory workers were soon followed by shops owned by Poles or stocking Polish and East European delicacies and selling Polish newspapers and magazines. Even road signs appeared in Polish, though in Kent these were mainly put in place along trucking routes used by Polish drivers, where for many years signs had been in French and German, a recognition of the employment changes in the long-distance haulage industry. Even as far north as Cheshire (see below), these were put in place to help monolingual truckers using trunk roads, rather than local Polish residents, most of whom had enough English to understand such signs either upon arrival or shortly afterwards. Although specialist classes in English had to be laid on in schools and community centres, there was little evidence that the impact of multi-lingual migrants had a long-term impact on local children and wider communities. In fact, schools were soon reporting a positive impact in terms of their attitudes toward learning and in improving general educational standards.

Problems were posed, however, by the operations of people smugglers and criminal gangs. Chinese villagers were involved in a particular tragedy when nineteen of them were caught while cockle-picking in Morecambe Bay by the notorious tides and drowned. Many more were working for ‘gang-masters’ as virtual, in some cases actual ‘slaves’. Russian voices became common on the London Underground, and among prostitutes on the streets. The British Isles found themselves to be ‘islands in the stream’ of international migration, the chosen ‘sceptred isle’ destinations of millions of newcomers. Unlike Germany, Britain was no longer a dominant manufacturing country but had rather become, by the late twentieth century, a popular place to develop digital and financial products and services. Together with the United States and against the Soviet Union, it was determined to preserve a system of representative democracy and the free market. Within the EU, Britain maintained its earlier determination to resist the Franco-German federalist model, with its ‘social chapter’ involving ever tighter controls over international corporations and ever closer political union. Britain had always gone out into the world. Now, increasingly, the world came to Britain, whether poor immigrants, rich corporations or Chinese manufacturers.

Multilingual & Multicultural Britain:

Immigration had always been a constant factor in British life, now it was also a fact of life which Europe and the whole world had to come to terms with. Earlier post-war migrations to Britain had provoked a racialist backlash, riots, the rise of extreme right-wing organisations and a series of new laws aimed at controlling it. New laws had been passed to control both immigration from the Commonwealth and the backlash to it. The later migrations were controversial in different ways. The ‘Windrush’ arrivals from the Caribbean and those from the Indian subcontinent were people who looked different but who spoke the same language and in many ways had had a similar education to that of the ‘native’ British. Many of the later migrants from Eastern Europe looked similar to the white British but shared little by way of a common linguistic and cultural background. However, it’s not entirely true to suggest, as Andrew Marr seems to, that they did not have a shared history. Certainly, through no fault of their own, the Eastern Europeans had been cut off from their western counterparts by their absorption into the Soviet Russian Empire after the Second World War, but in the first half of the century, Poland had helped the British Empire to subdue its greatest rival, Germany, as had most of the peoples of the former Yugoslavia. Even during the Soviet ‘occupation’ of these countries, many of their citizens had found refuge in Britain.

Moreover, by the early 1990s, Britain had already become both a multilingual nation. In 1991, Safder Alladina and Viv Edwards published a book for the Longman Linguistics Library which detailed the Hungarian, Lithuanian, Polish, Ukrainian and Yiddish speech communities of previous generations. Growing up in Birmingham, I certainly heard many Polish, Yiddish, Yugoslav and Greek accents among my neighbours and parents of school friends, at least as often as I heard Welsh, Irish, Caribbean, Indian and Pakistani accents. The Longman book begins with a foreword by Debi Prasanna Pattanayak in which she stated that the Language Census of 1987 had shown that there were 172 different languages spoken by children in the schools of the Inner London Education Authority. In an interesting precursor of the controversy to come, she related how the reaction in many quarters was stunned disbelief, and how one British educationalist had told her that England had become a third world country. She commented:

After believing in the supremacy of English as the universal language, it was difficult to acknowledge that the UK was now one of the greatest immigrant nations of the modern world. It was also hard to see that the current plurality is based on a continuity of heritage. … Britain is on the crossroads. It can take an isolationist stance in relation to its internal cultural environment. It can create a resilient society by trusting its citizens to be British not only in political but in cultural terms. The first road will mean severing dialogue with the many heritages which have made the country fertile. The second road would be working together with cultural harmony for the betterment of the country. Sharing and participation would ensure not only political but cultural democracy. The choice is between mediocrity and creativity.

Such ‘liberal’, ‘multi-cultural’ views may be unfashionable now, more than a quarter of a century later, but it is perhaps worth stopping to look back on that cultural crossroads, and on whether we are now back at that same crossroads, or have arrived at another one. By the 1990s, the multilingual setting in which new Englishes evolved had become far more diverse than it had been in the 1940s, due to immigration from the Indian subcontinent, the Caribbean, the Far East, and West and East Africa. The largest of the ‘community languages’ was Punjabi, with over half a million speakers, but there were also substantial communities of Gujurati speakers (perhaps a third of a million) and a hundred thousand Bengali speakers. In some areas, such as East London, public signs and notices recognise this (see below). Bengali-speaking children formed the most recent and largest linguistic minority within the ILEA and because the majority of them had been born in Bangladesh, they were inevitably in the greatest need of language support within the schools. A new level of linguistic and cultural diversity was introduced through Commonwealth immigration.

Birmingham’s booming postwar economy attracted West Indian settlers from Jamaica, Barbados and St Kitts in the 1950s. By 1971, the South Asian and West Indian populations were equal in size and concentrated in the inner city wards of North and Central Birmingham (see the map above).  After the hostility towards New Commonwealth immigrants in some sections of the local White populations in the 1960s and ’70s, they had become more established in cities like Birmingham, where places of worship, ethnic groceries, butchers and, perhaps most significantly, ‘balti’ restaurants, began to proliferate in the 1980s and ’90s. The settlers materially changed the cultural and social life of the city, most of the ‘white’ population believing that these changes were for the better. By 1991, Pakistanis had overtaken West Indians and Indians to become the largest single ethnic minority in Birmingham. The concentration of West Indian and South Asian British people in the inner city areas changed little by the end of the century, though there was an evident flight to the suburbs by Indians. As well as being poorly-paid, the factory work available to South Asian immigrants like the man in a Bradford textile factory below, was unskilled. By the early nineties, the decline of the textile industry over the previous two decades had let to high long-term unemployment in the immigrant communities in the Northern towns, leading to serious social problems.

Nor is it entirely true to suggest that, as referred to above, Caribbean arrivals in Britain faced few linguistic obstacles integrating themselves into British life from the late 1940s to the late 1980s. By the end of these forty years, the British West Indian community had developed its own “patois”, which had a special place as a token of identity. One Jamaican schoolgirl living in London in the late eighties explained the social pressures that frowned on Jamaican English in Jamaica, but which made it almost obligatory in London. She wasn’t allowed to speak Jamaican Creole in front of her parents in Jamaica. When she arrived in Britain and went to school, she naturally tried to fit in by speaking the same patois, but some of her British Caribbean classmates told her that, as a “foreigner”, she should not try to be like them, and should speak only English. But she persevered with the patois and lost her British accent after a year and was accepted by her classmates. But for many Caribbean visitors to Britain, the patois of Brixton and Notting Hill was a stylized form that was not truly Jamaican, not least because British West Indians had come from all parts of the Caribbean. When another British West Indian girl, born in Britain, was taken to visit Jamaica, she found herself being teased about her London patois and told to speak English.

The predicament that still faced the ‘Black British’ in the late eighties and into the nineties was that, for all the rhetoric, they were still not fully accepted by the established ‘White community’. Racism was still an everyday reality for large numbers of British people. There was plenty of evidence of the ways in which Black people were systematically denied access to employment in all sections of the job market.  The fact that a racist calamity like the murder in London of the black teenager Stephen Lawrence could happen in 1993 was a testimony to how little had changed in British society’s inability to face up to racism since the 1950s. As a result, the British-Caribbean population could still not feel itself to be neither fully British. This was the poignant outcome of what the British Black writer Caryl Phillips has called “The Final Passage”, the title of his novel which is narrated in Standard English with the direct speech by the characters rendered in Creole. Phillips migrated to Britain as a baby with his parents in the 1950s, and sums up his linguistic and cultural experience as follows:

“The paradox of my situation is that where most immigrants have to learn a new language, Caribbean immigrants have to learn a new form of the same language. It induces linguistic shizophrenia – you have an identity that mirrors the larger cultural confusion.”

One of his older characters in The Final Passage characterises “England” as a “college for the West Indian”, and, as Philipps himself put it, that is “symptomatic of the colonial situation; the language is divided as well”.  As the “Windrush Scandal”, involving the deportation of British West Indians from the UK has recently shown, this post-colonial “cultural confusion” still ‘colours’ political and institutional attitudes twenty-five years after the death of Stephen Lawrence, leading to discriminatory judgements by officials. This example shows how difficult it is to arrive at some kind of chronological classification of migrations to Britain into the period of economic expansion of the 1950s and 1960s; the asylum-seekers of the 1970s and 1980s; and the EU expansion and integration in the 1990s and the first decades of the 2000s. This approach assumed stereotypical patterns of settlement for the different groups, whereas the reality was much more diverse. Most South Asians, for example, arrived in Britain in the post-war period but they were joining a migration ‘chain’ which had been established at the beginning of the twentieth century. Similarly, most Eastern European migrants arrived in Britain in several quite distinct waves of population movement. This led the authors of the Longman Linguistics book to organise it into geolinguistic areas, as shown in the figure below:

The Poles and Ukrainians of the immediate post-war period, the Hungarians in the 1950s, the Vietnamese refugees in the 1970s and the Tamils in the 1980s, sought asylum in Britain as refugees. In contrast, settlers from India, Pakistan, Bangladesh and the Caribbean, had, in the main come from areas of high unemployment and/or low wages, for economic reasons. It was not possible, even then, to make a simple split between political and economic migrants since, even within the same group, motivations differed through time. The Eastern Europeans who had arrived in Britain since the Second World War had come for a variety of reasons; in many cases, they were joining earlier settlers trying either to escape poverty in the home country or to better their lot. A further important factor in the discussion about the various minority communities in Britain was the pattern of settlement. Some groups were concentrated into a relatively small geographical area which made it possible to develop and maintain strong social networks; others were more dispersed and so found it more difficult to maintain a sense of community. Most Spaniards, Turks and Greeks were found in London, whereas Ukrainians and Poles were scattered throughout the country. In the case of the Poles, the communities outside London were sufficiently large to be able to sustain an active community life; in the case of Ukrainians, however, the small numbers and the dispersed nature of the community made the task of forging a separate linguistic and cultural identity a great deal more difficult.

Groups who had little contact with the home country also faced very real difficulties in retaining their distinct identities. Until 1992, Lithuanians, Latvians, Ukrainians and Estonians were unable to travel freely to their country of origin; neither could they receive visits from family members left behind; until the mid-noughties, there was no possibility of new immigration which would have the effect of revitalizing these communities in Britain. Nonetheless, they showed great resilience in maintaining their ethnic minority, not only through community involvement in the UK but by building links with similar groups in Europe and even in North America. The inevitable consequence of settlement in Britain was a shift from the mother tongue to English. The extent of this shift varied according to individual factors such as the degree of identification with the mother tongue culture; it also depended on group factors such as the size of the community, its degree of self-organisation and the length of time it had been established in Britain. For more recently arrived communities such as the Bangladeshis, the acquisition of English was clearly a more urgent priority than the maintenance of the mother tongue, whereas, for the settled Eastern Europeans, the shift to English was so complete that mother tongue teaching was often a more urgent community priority. There were reports of British-born Ukrainians and Yiddish-speaking Jews who were brought up in predominantly English-speaking homes who were striving to produce an environment in which their children could acquire their ‘heritage’ language.

Blair’s Open Door Policy & EU Freedom of Movement:

During the 1980s and ’90s, under the ‘rubric’ of multiculturalism, a steady stream of immigration into Britain continued, especially from the Indian subcontinent. But an unspoken consensus existed whereby immigration, while always gradually increasing, was controlled. What happened after the Labour Party’s landslide victory in 1997 was a breaking of that consensus, according to Douglas Murray, the author of the recent (2017) book, The Strange Death of Europe. He argues that once in power, Tony Blair’s government oversaw an opening of the borders on a scale unparalleled even in the post-war decades. His government abolished the ‘primary purpose rule’, which had been used as a filter out bogus marriage applications. The borders were opened to anyone deemed essential to the British economy, a definition so broad that it included restaurant workers as ‘skilled labourers’. And as well as opening the door to the rest of the world, they opened the door to the new EU member states after 2004. It was the effects of all of this, and more, that created the picture of the country which was eventually revealed in the 2011 Census, published at the end of 2012.

The numbers of non-EU nationals moving to settle in Britain were expected only to increase from 100,000 a year in 1997 to 170,000 in 2004. In fact, the government’s predictions for the number of new arrivals over the five years 1999-2004 were out by almost a million people. It also failed to anticipate that the UK might also be an attractive destination for people with significantly lower average income levels or without a minimum wage. For these reasons, the number of Eastern European migrants living in Britain rose from 170,000 in 2004 to 1.24 million in 2013. Whether the surge in migration went unnoticed or was officially approved, successive governments did not attempt to restrict it until after the 2015 election, by which time it was too late.

Beginnings of the Cold War in Central/Eastern Europe, 1946-56: Territory, Tyranny and Terror.   1 comment

Following the defeat of the Third Reich, the map of the European continent was radically transformed. The most striking transformation was the shrinking of Germany, with Poland the principal beneficiary, and the division of what remained of the two countries. But Poland lost vast territories on its eastern border to the Soviet Union. West Germany (from 1949, ‘the Federal Republic’) was formed from the American, French and British areas of occupied Germany; East Germany (‘the Democratic Republic’ from 1949) was formed from the Soviet-occupied zone (see the maps below). The former German capital followed this pattern in miniature. Czechoslovakia was revived, largely along the lines it had been in 1919, and Hungary was restored to the borders established by the Treaty of Trianon in 1920. Yugoslavia was also restored in the form it had been before the war. The Baltic states – Estonia, Latvia and Lithuania – together with the Ukraine and Bessarabia, were all incorporated into the Soviet Union. Austria was detached from Germany and restored to independence, initially under a Soviet-sponsored government reluctantly recognised by the western powers. It gradually moved away from Soviet influence over the following ten years.

It rapidly became clear that Stalin’s intentions were wholly at variance with the West’s goals for western Germany. The two zones of Germany followed wholly divergent paths: while denazification in the west followed the Austrian model, with the first free elections taking place in January 1946. However, in the east the Soviets moved quickly to eradicate all pre-war political parties other than the communists, sponsoring the German Communist Party, which became the Socialist Unity Party in April 1946. All other political organisations were suppressed by November 1947. As it became clear that the western and eastern halves of the country were destined for separate futures, so relations between the former Allies deteriorated. Simultaneously, the Soviet Army stripped the country of industrial plunder for war reparations. Germany rapidly became one of the major theatres of the Great Power Conflict of the next forty years. Berlin became the focal point within this conflict from the winter of 1948/49, as Stalin strove to force the Western Allies out of the city altogether. In September 1949, the Western Allies, abandoning for good any hopes they had of reaching a rapprochement with Stalin, announced the creation of the Federal Republic of Germany. This was followed, the next month, by the creation of the Soviet-sponsored GDR. More broadly, it was clear by the end of 1949, that Stalin had created what was in effect a massive extension of the Soviet Empire, as well as a substantial buffer zone between the USSR proper and the West. Western-Soviet relations were plunged into a deep freeze from which they would not emerge for decades: the Cold War. In escaping Nazi occupation, much of Central/Eastern Europe had simply exchanged one form of tyranny for another.

In July 1947, the USA had issued invitations to twenty-two European countries to attend a conference in Paris, scheduled for 12th July, to frame Europe’s response to the Marshall Plan, the proposal put forward by President Truman’s Secretary of State to provide an economic lifeline to the countries of Europe struggling to recover from the devastation caused by the World War. Stalin and his Foreign Minister, Molotov, had already given their reaction. Stalin saw the issue not only in economic but also political terms, his suspicious nature detecting an American plot. He thought that once the Americans got their fingers into the Soviet economy, they would never take them out. Moreover, going cap-in-hand to capitalists was, in his view, the ultimate sign of failure for the Communist system. The socialist countries would have to work out their own economic salvation. Nevertheless, Molotov succeeded in persuading Stalin to allow him to go to Paris to assess the American offer.

The ‘big four’ – Britain, France, the USA and the USSR – met first at the end of June in Paris. Molotov agreed to back limited American involvement in the economies of Europe with no strings attached. However, Soviet intelligence soon revealed that both Britain and France saw Marshall’s offer as a plan for aiding in the full-scale reconstruction of Europe. Not only that, but Molotov was informed that the American under-secretary, Will Clayton, was having bilateral talks with British ministers in which they had already agreed that the Plan would not be an extension of the wartime Lend-Lease Agreement which had almost bankrupted Britain in the immediate post-war years. The British and the Americans also saw the reconstruction of Germany as the key factor in reviving the continent’s economy. This was anathema to the Soviets, who were keen to keep Germany weak and to extract reparations from it. The Soviet Union was always anxious about what it saw as attempts by the Western allies to downplay its status as the chief victor in the war. Molotov cabled Stalin that all hope of effecting Soviet restrictions on Marshall aid now seemed dead. On 3rd July, Molotov, accusing the Western powers of seeking to divide Europe into two hostile camps, gathered up his papers and returned to Moscow that same evening.

With the Soviets out-of-the-way, invitations went out to all the states of Western Europe except Spain. They also went to Romania, Bulgaria, Hungary, Albania, Finland, Yugoslavia, Poland and Czechoslovakia. After initial hesitation, Moscow instructed its ‘satellites’ to reject the invitation. On 7th July, messages informed party bosses in the Eastern European capitals that…

…under the guise of drafting plans for the revival of Europe, the sponsors of the conference in fact are planning to set up a Western bloc which includes West Germany. In view of those facts … we suggest refusing to participate in the conference.

Most of the Communist parties in the Central-Eastern European countries did just as they were told, eager to display their loyalty to Stalin. But the Polish and Czech governments found the offer of US dollars too appealing since this was exactly what their economies needed. In Czechoslovakia, about a third of the ministers in the coalition government were Communists, reflecting the share of the vote won by the party in the 1946 elections. Discussions within the government about the Marshall aid offer, however, produced a unanimous decision to attend the Paris conference. Stalin was furious and summoned Gottwald, the Communist Prime Minister, to Moscow immediately. Jan Masaryk, the foreign minister, an independent non-Communist member of the Prague Government. Stalin kept them waiting until the early hours and then angrily told them to cancel their decision to go to Paris. He said that the decision was a betrayal of the Soviet Union and would also undermine the efforts of the Communist parties in Western Europe to discredit the Marshall Plan as part of a Western plot to isolate the Soviet Union. He brushed aside their protests, and they returned to Prague, where the Czechoslovak Government, after an all-day meeting, unanimously cancelled its original decision. Masaryk, distraught, told his friends:

I went to Moscow as the foreign minister of an independent sovereign state; I returned as a Soviet slave.

The Poles forced them into line as well, and their government made a similar announcement. Stalin had his way; the Eastern Bloc now voted as one and from now on each state took its orders from the Kremlin. Europe was divided and the Cold War was irreparably underway. From Washington’s perspective, the Marshall Plan was designed to shore up the European economies, ensure the future stability of the continent by avoiding economic catastrophe, thereby preventing the spread of communism, which was already thriving amidst the economic chaos of Western Europe. But from the Kremlin’s point of view, the plan appeared to be an act of economic aggression. Stalin had felt his own power threatened by the lure of the almighty ‘greenback’. In Washington, Stalin’s opposition to the plan was seen as an aggressive act in itself. The US ambassador in Moscow described it as nothing less than a declaration of war by the Soviet Union. Both sides were now locked in mutual suspicion and distrust and the effects of the Marshall Plan was to make the Iron Curtain a more permanent feature of postwar Europe.

The same day as the Conference on European Economic Cooperation (CEEC) opened in Paris, 12th July 1947, the first meeting of Cominform, the short form of the Communist Information Bureau took place in the village of Szkliarska Poremba in Poland. A revival of the old Communist alliance, or Comintern, established by Lenin, this was a direct response to the Marshall Plan, and an attempt to consolidate Stalin’s control over the Soviet satellites and to bring unanimity in Eastern Bloc strategy. Andrei Zhdanov, the Soviet ideologue, Stalin’s representative at the meeting, denounced the Truman Doctrine as aggressive and, playing on Eastern European fears of resurgent Nazism, accused the Marshall Plan of trying to revive German industry under the control of American financiers. Along with the representatives of the Communist parties of France and Italy, which had been encouraged to operate through left-wing coalitions in a Popular Front, the Czechoslovak Communist delegates were ordered to move away from their coalition and to seize the initiative.

The coalition government in Czechoslovakia had previously operated on the principle that Czechoslovak interests were best served by looking both to the West and to the East, an idea dear to the hearts of both President Benes and Foreign Minister Masaryk. But as relations between the two power blocs worsened, the position of Czechoslovakia, straddling East and West, became ever more untenable. Masaryk, though not a Communist, felt increasingly cut off by the West after Prague’s failure to participate in the Marshall Plan. Washington regarded the capitulation to Stalin over the Paris conference as signifying that Czechoslovakia was now part of the Soviet bloc. The harvest of 1947 was especially bad in Czechoslovakia, with the yield of grain just two-thirds of that expected and the potato crop only half. The need for outside help was desperate, and Masaryk appealed to Washington, but the US made it clear that there would be no aid and no loans until Prague’s political stance changed. Although Masaryk tried to convince the US government that the Soviet line had been forced on them, he failed to change the American position. Then the Soviets promised Czechoslovakia 600,000 tons of grain, which helped prevent starvation and won wide support for Stalin among the Czechoslovak people. Those idiots in Washington have driven us straight into the Stalinist camp.

When the Soviet deputy foreign minister arrived in Prague, supposedly to oversee the delivery of the promised grain, the non-Communist ministers took a gamble. On 20th February, they resigned from office, hoping to force an early election. But President Benes, who was seriously ill, wavered. Following orders from the Cominform, the Communists took to the streets, organising giant rallies and whipping up popular support. They used the police to arrest and intimidate opponents and formed workers’ assemblies at factories. On 25th February, fearing civil war, Benes allowed Gottwald to form a new Communist-led government. In five days, the Communists had taken power in Prague and Czechoslovakia was sentenced to membership of the Soviet camp for more than forty years. Masaryk remained as foreign minister but was now a broken man, his attempt to bridge East and West having failed. A fortnight later, he mysteriously fell to his death from the window of his apartment in the Foreign Ministry. Thousands of mourners lined the streets for his funeral, which marked the end of the free Republic of Czechoslovakia which had been founded by his father, Tomás Masaryk thirty years earlier. News of the Communist takeover in Prague sent shock waves through Washington, where the Marshall Plan was still making its way through Congress. Now the case had been made by events: without US intervention, Europe would fall to the Communists, both East and West. Had Washington not written off Czechoslovakia as an Eastern bloc state, refusing to help the non-Communists, the outcome of those events might have been different. This was a harsh but salient lesson for the US administration, but it made matters worse by talk of possible immediate conflict. The Navy secretary began steps to prepare the American people for war and the Joint Chiefs of Staff drew up an emergency war plan to meet a Soviet invasion of Western Europe. On 17th March, Truman addressed a joint session of Congress with a fighting speech:

The Soviet Union and its agents have destroyed the independence and democratic character of a whole series of nations in Eastern and Central Europe. … It is this ruthless course of action, and the clear design to extend it to the remaining free nations of Europe, that have brought about the critical situation in Europe today. The tragic death of the Republic of Czechoslovakia has sent a shock wave through the civilized world. … There are times in world history when it is far wiser to act than to hesitate. There is some risk involved in action – there always is. But there is far more risk involved in failure to act.

Truman asked for the approval of the Marshall Plan and for the enactment of universal military training and selective service. On 3rd April, Congress approved $5.3 billion in Marshall aid. Two weeks later, the sixteen European nations who had met in Paris the previous year, signed the agreement which established the OEEC, the body which the US Administration to formalise requests for aid, recommend each country’s share, and help in its distribution. Within weeks the first shipments of food aid were arriving in Europe. Next came fertilisers and tractors, to increase agricultural productivity. Then came machines for industry. The tap of Marshall aid had been turned on, but too late as far as Poland and Czechoslovakia were concerned. The plan was political as well as economic. It grew out of the desire to prevent the spread of communism into Western Europe. No longer could European nations sit on the fence. Each country had to choose whether it belonged to the Western or the Soviet bloc. In the immediate post-war years the situation had been fluid, but the Marshall Plan helped to accelerate the division of Europe. Forced to reject Marshall aid, Czechoslovakia became part of the Soviet sphere of influence, albeit abandoned to this fate by Washington, sacrificed once more by the Western powers. On the other hand, France and Italy were now firmly in the Western camp.

Paranoia permeated the Soviet system and Communist Central/GeorgeEastern Europe in the late forties and early fifties, just as it had done during Stalin’s reign of terror in the thirties. Hundreds of thousands of people were sent to labour camps and many thousands, loyal party members, were executed. In Hungary, as many as one in three families had a member in jail during the Stalinist period. As one Hungarian once told me, recalling his childhood forty years earlier, George Orwell’s Nineteen Eighty-Four, written in 1948 but only recently (in 1988) available to Hungarians to read, was 1948 in Hungary. In the Soviet Union and throughout the Soviet bloc, conformity was everything and no dissent was allowed. Independent thought was fiercely tracked down, rooted out, and repressed.

In the first phase of the Soviet takeover of Central/ Eastern Europe, Communist parties, with the backing of the Kremlin, had taken control of the central apparatus of each state.  Sometimes there were tensions between the local Communists, who had been part of the underground resistance to the Nazis, and those who had been exiled in Moscow and who had been appointed at the behest of Stalin to senior positions in the local parties. Initially, they were devoted to condemning their political opponents as class enemies. In 1948 a new phase began in the Sovietisation of the ‘satellite’ states, in which each nation was to be politically controlled by its Communist Party, and each local party was to be subject to absolute control from Moscow.

In Hungary, the arrests had begun at Advent in 1946, with the seizure of lawyer and politician, György Donáth by the ÁVO, the state security police, on a charge of conspiracy against the Republic. Prior to his arrest, Donáth had left Budapest for a pre-Christmas vacation near the Hungarian border, so the ÁVO, who had had him under surveillance for some time, feared that he might attempt to flee the country and wasted no time in arresting him there, using the secret military police, KATPOL. Following this, a number of his associates were also arrested. In order to save these fellow leaders of the secret Hungarian Fraternal Community (MTK), which he had reactivated in the spring of 1946, he took all responsibility upon himself. He was condemned to death by a People’s Tribunal on 1st April 1947, and executed on 23rd October the same year. Cardinal Mindszenty, the representative of the religious majority in the country, was arrested soon after and put on trial on 3rd February 1949.

In Czechoslovakia, where the Party had seized control in February 1948, a series of ‘show trials’ highlighted different stages in the imposition of Communist authority. Between 1948 and 1952 death sentences were passed against 233 political prisoners – intellectuals, independent thinkers, socialists, Christians. The execution of Zavis Kalandra, an associate of the Surrealists and a Marxist who had split with the prewar Communist Party, shocked Prague. Nearly 150,000 people were made political prisoners in Czechoslovakia, seven thousand Socialist Party members among them.

The crisis that prompted this strengthening of control was the split with Tito in 1948. The war-time partisan leader of Yugoslavia headed the only Communist country in Eastern Europe where power was not imposed by Moscow but came through his own popularity and strength. Although Stalin’s favourite for a while, Tito was soon out of favour with him for resisting the Soviet control of both Yugoslavia’s economy and its Communist Party.  In June 1948, Yugoslavia was expelled from Cominform for having placed itself outside the family of the fraternal Communist parties. Stalin even prepared plans for a military intervention, but later decided against it. The ‘mutiny’ in Yugoslavia now gave Stalin the opportunity he sought to reinforce his power. He could now point not just to an external ‘imperialist’ enemy, but to an ‘enemy within’. ‘Titoism’ became the Kremlin’s excuse for establishing a tighter grip on the Communist parties of Eastern Europe. Between 1948 and 1953 all the parties were forced through a crash programme of Stalinisation – five-year plans, forced collectivisation, the development of heavy industry, together with tighter Party control over the army and the bureaucratisation of the Party itself. To maintain discipline the satellites were made to employ a vast technology of repression.

‘Show trials’ were used were used to reinforce terror; “justice” became an instrument of state tyranny in order to procure both public obedience and the total subservience of the local party to Soviet control. The accused were forced, by torture and deprivation, to ‘confess’ to crimes against the state. Communist Party members who showed any sign of independence or ‘Titoism’ were ruthlessly purged. The most significant of these trials was that of László Rajk in Hungary. Rajk had fought in the Spanish Civil War and had spent three years in France before joining the resistance in Hungary. After the war, he became the most popular member of the Communist leadership. Although he had led the Communist liquidation of the Catholic Church, he was now himself about to become a victim of Stalinist repression. He was Rákosi’s great opponent and so had to be eliminated by him. Under the supervision of Soviet adviser General Fyodor Byelkin, confessions were concocted to do with a Western imperialist and pro-Tito plot within the Hungarian Communist Party. Rajk was put under immense pressure, including torture, being told he must sacrifice himself for the sake of the Party. János Kádár, an old party friend and godfather to Rajk’s son, told him that he must confess to being a Titoist spy and that he and his family would be able to start a new life in Russia. Rajk agreed, but on 24th September 1949, he and two other defendants were sentenced to death and executed a month later. In the picture below, Rajk is pictured on the left, appearing at his trial.

The Rajk confession and trial became a model for show trials across Eastern Europe. But in Hungary itself, the trial and execution of Rajk, Szebeny and General Pálffy-Oesterreicher were to ‘fatally’ undermine the Rákosi régime. Rákosi and Gerő were typical of the Communists who had lived in exile in Moscow during the war. Compared with Rajk, and the later Premier Imre Nagy, they were never popular within the Party itself, never mind the wider population. Yet, with Stalin’s support, they were enabled to remain in power until 1953, and were even, briefly, restored to power by the Kremlin in 1955. A recent publication in translation of the memoirs of the Hungarian diplomat, Domokos Szent-Iványi, has revealed how, prior to his arrest and imprisonment in 1946, he had made plans to replace them with General Pálffi-Oesterreicher, the head of the dreaded military police, who had had him arrested and placed him in ‘a very small and very dirty hole of a dungeon’ under the police headquarters:

During our conversations I did my best to convince ‘Pálfi’ that the greatest evil to the Hungarian people, to the country, and even to the Communists and the Soviet Union consisted in the policy and machinations of Rákosi and of his gang, and seemingly I succeeded in my efforts in this respect. The execution of Rajk, Szebeny and Pálffy-Oesterreicher seemingly strengthened Rákosi’s position. This, however, was not so. The ruthless liquidation of old Communist Party members was one of the main acts which some years later led to Rákosi’s downfall.

The light-mindedness of Pálffy-Oesterreicher contributed to his own downfall and put my life in peril also. It happened once that Pálffi, sending one of his collaborators, … made the grave error of instructing this man to tell me that “the pact between Pálffi and Szent-Iványi is still effective”.    

In the course of the Rajk trial, my name and that of the “conspirators” were brought up by the prosecution, and Szebeny, Rajk’s Secretary of State, made a statement to the effect that the Rajk-Pálffi group sympathised with the so-called conspirators with whom they intended to co-operate “as soon as the Rákosi gang are out of power”. Rózsa, a young man (whom Pálffy had used as a go-between with Szent-Iványi in prison) … then reported this affair to Rákosi and the consequences as we know were very grave for all parties involved.

Right after the arrest of Rajk, Szebeny, Pálffy-Oesterreicher and many of their followers, I was locked up in a single cell in the so-called “Death Section” of Gyüjtő Prison where those prisoners were kept who were to be executed. … an old Communist Party member whispered to me in the silence … that I was there due to the Rajk case. Among the many indictments brought up against Rajk and Pálfi, their contacts with me and “the conspirators” had particular weight.

Szent-Iványi argued that the reaction to the Rajk trial, among others, demonstrated that the Hungarian people were sharply opposed to any Soviet policy which was carried out by  Rákosi, Gérő and others in the pro-Moscow leadership. Yet, until Rajk’s rehabilitation in 1955 and especially his re-burial on 6th October, which amounted to the first open demonstration against the Rákosi régime, there was little that could effectively be done to bring it down, either from inside prison or on the outside. He later reflected on the reasons for this:

This was a most distressing time, dominated by man at his most vengeful, envious and cruel.

Revenge and hatred was harboured by all kinds, prisoners and guards alike. Ex-soldiers who had endured the cruelties and horrors of battles, hated those who had lived peacefully in their own homes. … Jewish guards and Jewish prisoners hated their Gentile neighbours for their past suffering. Ex-Arrow-Cross members (fascists) were hated by Communists and Jews. It is strange that the common criminals in general hated nobody; they wanted money and ultimately did not hate their victims … but I could believe that they themselves had some kind of sympathy for their victims, like Tyrrell in Richard III.

Hatred was born of emotions and passion, and emotions had too many times intruded into Hungarian political life also, leading the country and its people to tragedy.

During my detention and prison years I had time to think and ponder over the political blunders, emotions and in particular the passions, of bygone years. Szálasi (the ‘Arrow Cross’ Premier in 1944-45) and Rákosi can be considered as typical examples of authors of such blunders. Both men felt that they were not popular in the country and that they had just a small fraction of the population behind them. In consequence they needed support from abroad. Szalási found his support in Hitlerite Germany, and in consequence adopted Nazi political principles and methods. These include Anti-Semitism and a “foreign policy” against the Allied Powers. Rákosi got the necessary support in Stalin-Beria run Soviet Russia and based his interior policy on revenge and jealousy. His vanity could not tolerate differences of opinion, whether outside the Communist Party … or inside the Party … Wherever he found opposition to his policy or to his person he set out to liquidate real or imaginary opponents.

The lack of popular support for Rákosi and his dependence on Stalin and Beria was clearly demonstrated by the establishment of the first Imre Nagy government following Stalin’s death in 1953. Although Moscow then replaced the initial Nagy government by one headed by Gérő and Rákosi, the latter was finally ousted by them in July 1956. Although the subsequent Uprising was put down by the invasion of the Soviet Union under Khrushchev, Szent-Iványi was at pains to point out in his memoirs that the Soviet Union finally dropped the Stalinist leadership of Hungary and that the Kádár régime (János Kádár, left) which it installed was one which was able to win the confidence of both the Hungarian people and of the Soviet Union, bringing peace to the country and its inhabitants.

Szent-Iványi reflected on how the life of the prisoners he had witnessed and experienced under the Rákosi régime, including health conditions, food, and fresh air had steadily worsened until it was impacted by these events:

The fact that some of the prisoners were able to survive was down to two causes; firstly, the honest among the jailers, in the majority of Hungarian peasant stock, did their best to alleviate the sufferings of the prisoners as well as to improve upon the harsh and very often cruel conditions imposed by Rákosi’s régime upon political prisoners; secondly, the death of Stalin and the elimination of Beria in 1953 … The most important “innovation” was that after more than a full year or so, the daily walks for prisoners as prescribed by law were resumed. Under the more humane régime of Premier Imre Nagy further improvements took place. And two years later prisoners were released in increasing numbers. By 1956 … many of the political prisoners were already outside the prison walls or were preparing to be released.Without these two factors, few prisoners would have survived the prison system after ten or twelve years of endless suffering.

Szent-Iványi was himself released in mid-September, five weeks before what he called ‘the October Revolution’. But, contrary to the claims of the pro-Rákosi faction’s claims, neither he nor the ex-political-prisoners played a major role in the events, which I have covered in great detail elsewhere. Even the hated ÁVO, the Secret Police, admitted that none of the “Conspirators” of 1946-48 had actively participated in the Revolution and that…

… the blame has remained firmly on the shoulders of the provocateurs, the Rákosi-Hegedüs-Gerő gang which, of course, greatly contributed to the stability and success of the Kádár regime. … The dictatorship of Rákosi and his gang had no other support than the bayonets of the Red Army or rather the power of the Russian Communist Party and of the Red Army.

With real and imaginary political opponents exterminated, the next phase of Stalinisation in Czechoslovakia was a purge of the Communist Party itself. One out of every four Czechoslovak party members was removed. Stalin wanted to make an example of one highly placed ‘comrade’, Rudolf Slánsky, the general secretary of the Czech Communist Party, who was then leading a security purge within it. Stalin personally ordered Klement Gottwald, who had replaced Eduard Benes as President of the country, to arrest Slánsky. When Gottwald hesitated, Stalin sent General Alexei Beschastnov and two ‘assistants’ to Prague. Gottwald gave in. On 21 November 1951, Slánsky was arrested. In this case, there was a new ingredient in the Moscow mix: Slánsky and ten of the other high-ranking Czechoslovak party members arrested at that time were Jews.

The case against Slánsky was based on Stalin’s fear of an imagined Zionist, pro-Western conspiracy. Stalin appeared to believe that there was a conspiracy led by American Jewish capitalists and the Israeli government to dominate the world and to wage a new war against communism. This represented a complete turnaround by Stalin on Israel. The Soviet Union had supported the struggle of the Zionists against the Palestinian Arabs and had supplied them, through Czechoslovakia, with essential weapons in 1947 and 1948. The Soviet Union was the first state to recognise de jure the state of Israel, within minutes of its birth in May 1948. Two years later, perhaps fearful of Israel’s appeal to the hundreds of thousands of Russian Jews, and suspicious of its close ties to the United States, Stalin became convinced that Israel was in the vanguard of an international Jewish conspiracy against him.

011Slánsky was, in fact, a loyal Stalinist. But he was forced to confess that, due to his bourgeois and Jewish origins, he had never been a true Communist and that he was now an American spy. Slánsky and his co-accused were told that their sacrifice was for the party’s good. Their confessions were written out in detail by Soviet advisers in Prague, and each of the accused was carefully rehearsed for his “performance” at the trial to come. They had time to learn their “confessions” by heart, for preparations took a year. In November 1952, the show trial began. One by one, Slánsky and the others confessed to the most absurd charges made against them by their former associates.

Public prosecutor Josef Urvalek read out the indictment, condemning the gang of traitors and criminals who had infiltrated the Communist Party on behalf of an evil pro-Zionist, Western conspiracy. It was now time, he said, for the people’s vengeance. The accused wondered how Urvalek could fein such conviction. The ‘defence’ lawyers admitted that the evidence against their clients confirmed their guilt. In his last statement, Slánsky said, “I deserve no other end to my criminal life but that proposed by the Public Prosecutor.” Others stated, “I realise that however harsh the penalty – and whatever it is, it will be just – I will never be able to make up for the damage I have caused”; “I beg the state tribunal to appreciate and condemn my treachery with the maximum severity and firmness.” Eleven were condemned to death; three were sentenced to life imprisonment. When the sentences were announced, the court was silent. No one could be proud of what had been done. A week later, Slánsky and the other ten were executed.

Absolute rule demanded absolute obedience, but it helped if people loved their leader rather than feared him. In the Soviet Union, the cult of Stalin was omnipresent. In the picture on the left above, Stalin appears as the ‘Father of His People’ during the Great Patriotic War, and on the right, world Communist leaders gathered in the Bolshoi Theatre to celebrate Stalin’s seventieth birthday on 21st December 1949. Stalin treated the whole of Central/Eastern Europe as his domain, with the leaders of the Communist parties as his ‘vassals’, obliged to carry out his instructions without question. When he died on March 1953, the new spirit which emerged from the Kremlin caused nervousness among the various ‘mini-Stalins’ who held power, largely due to his support. In the Soviet zone of Germany, control was in the hands of Walter Ulbricht, a hard-line Stalinist of the old school who had spent most of the era of the Third Reich in Moscow. One of Stalin’s most loyal lieutenants, he had begun, in the summer of 1952, the accelerated construction of socialism in East Germany, aimed at building a strict command economy. A huge programme of farm collectivisation was started, along with a rush towards Soviet-style industrialisation, with great emphasis on heavy industry at the expense of consumer goods. Stalin had intended to force the East German economy to complement that of the Soviet Union, to supply the USSR with iron and steel, of which it was in desperate need. Ulbricht allowed no opposition inside East Germany. His secret police, the ‘Stasi’, were everywhere, urging friends to inform on friends, workers on fellow-workers.

Ulbricht was therefore uneasy with the changes taking place in Moscow. In May 1953, the collective leadership in the Kremlin summoned him to Moscow. For some time, the Kremlin had been considering a review of its German policy, supporting the idea of a re-unified but neutral Germany. The Soviets had no hope of controlling all of Germany, but a neutral Germany would at least prevent the western half, with its huge industrial base, from becoming a permanent part of the Western bloc. The Kremlin encouraged Ulbricht to follow a new course of liberalisation and to ease the pace of enforced industrialisation. But Ulbricht ignored the advice, and in June imposed new work quotas on industrial workers, demanding higher productivity without any increase in pay. Angry at their expectations being dashed, East German workers erupted in protests calling for a lifting of the new quotas. As their employer was the state, industrial protest over work norms soon became a political demand for free elections and a call for a general strike. The American radio station in West Berlin, RIAS, publicised the demands and reported that there would be major demonstrations the following day. On 17 June protests took place in East Berlin, Leipzig, Dresden, Magdeburg, and all the major towns of East Germany.

Over the next four days, more than 400,000 German workers took to the streets. Ulbricht and his unpopular government were terrified by this vast, spontaneous display of worker power. But the demonstrations lacked any central direction or coherent organisation. Beria called on the Soviet tank units stationed all over East Germany to confront the strikers, to prevent the Ulbricht régime from collapsing. He told the Soviet high command “not to spare bullets” in suppressing the rising, and forty workers were killed, more than four hundred wounded. When thousands of strike leaders were arrested, the demonstrations ended as suddenly as they had begun. Ulbricht had learned a lesson and in time acceded to many of the workers’ economic demands. There were also anti-government riots in Czechoslovakia, and strikes in Hungary and Romania. There was even a prisoners’ strike in Siberia.

The Soviets saw behind these events a well-orchestrated campaign to undermine the Soviet Union and its allies, part of the “rollback” policy of the new Eisenhower administration, which had replaced the Truman Doctrine of 1947. The United States ‘suggested’ openly that it would now take the initiative in ‘rolling back’ communism wherever possible. The architect of this new, more ‘aggressive’ policy in support of ‘freedom’ movements in Eastern Europe was the new Secretary of State, John Foster Dulles, who proclaimed a new era of liberty, not enslavement. He added that…

… the Eisenhower era begins as the Stalin era ends. … For ten years the world has been dominated by the malignant power of Stalin. Now Stalin is dead. He cannot bequeath to anyone his prestige.

The British prime minister, Winston Churchill, had written to Eisenhower suggesting a meeting with Malenkov in case both of us together or separately be called to account if no attempt were made to turn over a new leaf. But for the moment Eisenhower had ruled out any direct meeting with the new Soviet leadership. In reality, it was never clear how this new policy could be put into practice, especially in Europe, without provoking a direct confrontation. On 16 April 1953, Eisenhower had made a speech in which he called on the Kremlin to demonstrate that it had broken with Stalin’s legacy by offering “concrete evidence” of a concern for peace. He had appeared to be holding out an olive branch, hoping the Kremlin would grab it. His ‘Chance for Peace’ speech had been widely reported in the Soviet Union and throughout Central/Eastern Europe, raising hopes of ‘a thaw’ in the Cold War.

Only two days later, however, Dulles spoke in much harsher terms, declaring we are not dancing to any Russian tune. A secret report for the National Security Council had also concluded that the Soviet interest in peace was illusory, but at the same time that any military confrontation would be long drawn out. But Radio Free Europe continued to promise American assistance for resistance to Soviet control in its broadcasts into the satellite countries. In doing so, it was promising more than the West was willing or able to deliver. In Hungary in 1956, these ‘mixed messages’ were to have tragic consequences.

The power struggle in the Kremlin now reached a new intensity. Molotov continued to see the Cold War as an ideological conflict in which the capitalist system would ultimately destroy itself, and his diplomacy exploited the differences he perceived between the United States and its Western European allies. However, for Malenkov and Beria, the conflict was viewed in strictly practical terms.

First of all, the Cold War was an arms race. Stalin had quickly realized how important it was to break the US atomic monopoly and in 1945 had put Beria in charge of the Soviet atom bomb project. In the summer of 1949, several years ahead of the West’s predictions, the first Soviet bomb had been successfully tested. After Stalin’s death, Beria took more direct control of the Soviet nuclear project, ordering scientists to race ahead with developing a hydrogen bomb to rival America’s thermonuclear weapons. If Soviet strength rested on ever more powerful nuclear weapons and he was in charge of developing them, Beria calculated, then he would control the mainsprings of Soviet power. But this sort of arrogance was no longer acceptable inside the Kremlin. Within days of the quelling of the rising in East Germany, Khrushchev became convinced that Beria was preparing to make a grab for absolute power. Malenkov denounced Beria at a meeting of the Presidium. Forever tainted from heading Stalin’s terror apparatus, Beria was arrested on trumped-up charges of being a Western agent. In what to many seemed a just reversal of fate, the man who had sent hundreds to their deaths was not even allowed to attend his own trial. He was found guilty and shot. His removal marked a huge shift in the power balance within the Kremlin, but he was the only Soviet leader at this juncture whose fate was settled by a bullet.

During the next two years, Khrushchev simply out-manoeuvred his remaining rivals to become the new leader. In September 1954 he visited Beijing to repair the damage to Sino-Soviet relations resulting from the Korean War, agreeing to new trade terms that were far more beneficial to the Chinese than they had been under Stalin. In Europe, Khrushchev negotiated a farsighted agreement with Austria. Soviet troops, occupying part of the country since the end of the war, were withdrawn in return for an Austrian commitment to neutrality. In May 1955 a state treaty was signed in Vienna by the four occupying powers, and Austria remained neutral throughout the Cold War. In the same month, he also made a dramatic visit to Yugoslavia to try to “bury the hatchet” with Tito. However, he was not so pleased when, also in May, the Western Allies formally ended their occupation of West Germany, and the Federal Republic was admitted to NATO. The response of Moscow to this setback was the creation of the Warsaw Pact, a formal military alliance of all the ‘satellite’ states with the Soviet Union and each other. The Pact was really no more than a codification of the existing military dominance of the USSR over Central/Eastern Europe, but it did signify the completion of the division of Europe into two rival camps.

The rejection of Stalinism and the widespread acceptance of the new process of reform culminated in the Twentieth Congress of the Soviet Communist Party in Moscow in February 1956. This was not merely a Soviet Russian affair, as delegates from throughout the Communist world, and from non-aligned movements involved in “liberation struggles” with colonial powers were invited to Moscow. In his set-piece speech, Khrushchev challenged the conventional Marxist/Leninist view that war between communism and capitalism was inevitable. Then, on the last day of the Congress, Khrushchev called all the Soviet delegates together in a closed session. For six hours, he denounced Stalin’s ‘reign of terror’ and its crimes, going back to the purges of the 1930s. The speech was never intended to remain secret; copies were immediately made available to party officials and to foreign Communist parties. News of the speech spread by word of mouth to millions of citizens within the Soviet bloc. Washington also acquired a copy of the text through the CIA and Mossad, Israeli intelligence. It was passed on to the press and appeared in Western newspapers in June 1956. The Eisenhower administration was convinced that genuine change was taking place in the Soviet Union; the Chinese, on the other hand, were deeply offended. In Eastern Europe, many Communist party leaders, gravely upset by the impact, were concerned for the continued stability of their authoritarian régimes.

Two months after the Party Congress, the Kremlin dissolved the Cominform, the organisation that Stalin had created in 1947 to impose his orthodoxy over the satellites. Molotov was dismissed as foreign minister and banished to Mongolia as Soviet ambassador. A loyal supporter of Stalin throughout his career, Molotov had been firmly opposed to any reconciliation with Tito, but now the door was open again. Tito made a state visit to Moscow in June 1956, amidst much pomp. Nothing could have been more symbolic of the new Soviet attitude towards Eastern Europe. But how far would the Soviets be prepared to go in relaxing its influence there?  In both Poland and Hungary, now released from the yoke of Stalinist rule after almost a decade down at heel, people wanted more control than ever over their own individual lives and their national identities and destinies.

Britain Seventy Years Ago, 1948-49: Race, Class and Culture.   1 comment

The Windrush Experience: Commonwealth Immigration.

During the Second World War, men from the Caribbean began to arrive in Britain, serving with the British Forces. There was a Jamaica Squadron and a Trinidad Squadron in the RAF and a West Indian Regiment in the British Army. Others came to work in factories, in the countryside and on radar stations. But once the war was over, most were sent straight home, leaving an estimated permanent non-white population of about thirty thousand. But almost unnoticed by the general public and passed in response to Canadian fears about the lack of free migration around the Empire, the 1948 British Nationality Act dramatically changed the scene. It declared that all subjects of the King had British nationality, reaffirming their right to free entry to the United Kingdom to all Commonwealth citizens and colonial subjects, without restrictions. This gave some eight hundred million people the right to enter and settle in the UK. At that time, this was uncontroversial, since it was generally assumed that the Caribbean and Asian subjects of the King would have neither the means nor the desire to travel to live in uncomfortable, crowded Britain. Travel remained expensive and slow, but, in any case, until the fifties, so few black or Asian people had settled in Britain that they were often treated as local celebrities and it was not even considered worthwhile trying to count their numbers. But as growing numbers of Caribbeans and South Asians began to take up their right to abode, most famously those who arrived aboard Empire Windrush (above & below), the British authorities became increasingly alarmed.

Paradoxically, therefore, Commonwealth immigration became an increasingly salient issue in British domestic politics. During the 1950s, the number of West Indians entering Britain reached annual rates of thirty thousand. The census of 1951 recorded 74,000 New Commonwealth immigrants. By the end of that decade, nearly half a million had moved to Britain, 405,000 of them from the ‘West Indies’. Immigration from the New Commonwealth was driven by a combination of ‘push’ and ‘pull’ factors. Partition of India and the construction of the Mangla Dam in Pakistan displaced large numbers, many of whom had close links with Britain through the colonial connection. In Britain, postwar reconstruction, declining birth rates and labour shortages resulted in the introduction of government schemes to encourage Commonwealth workers, particularly from the West Indians, to seek employment in Britain. Jamaicans and Trinidadians were recruited directly by agents to fill vacancies in the British transport network and the newly created National Health Service. Private companies also recruited labour in India and Pakistan for factories and foundries in Britain. As more Caribbeans and South Asians settled in Britain, patterns of chain migration developed, in which pioneer migrants aided friends and relatives to settle. Despite the influx of immigrants after the war, however, internal migration within Britain and Ireland continued to outpace immigration. The importance assigned to the Commonwealth in the 1950s prevented the imposition of immigration controls on New Commonwealth citizens.

There were other immigrant communities: There had been a substantial Jewish presence in London, Leeds and Manchester, making itself felt in retailing (Marks & Spencer), the food business and banking (Rothschild’s). In the five years before the war, since the advent of the Nazis to absolute power in Germany in 1934, some sixty thousand refugees had arrived in Britain, many of them highly qualified, helping to transform the scientific, musical and intellectual life of forties Britain. As Germany’s Jews were hounded from office in the first wave of lawless anti-Semitism in 1933, the Cabinet agreed to secure for this country prominent Jews who were being expelled from Germany and who had achieved distinction in science, medicine, music and art. No fewer than twenty of them later won Nobel prizes, fifty-four were elected Fellows of the Royal Society, and ten were knighted for their academic brilliance. Despite these contributions and the recent revelations of the horrors of the concentration camps, anti-Semitism was still endemic in British society. In particular, there was a widespread assumption that ‘they’ somehow got the best of scarce or rationed goods.

Potentially more serious in this respect was the re-emergence, in February 1948, of the fascists on the streets of London. Sir Oswald Mosely, the leader of the pre-war British Union of Fascists, had re-emerged into political life, forming the new Union Movement. For some time his former henchmen had been holding open-air meetings in the East End market at Ridley Road, Dalston, where many of the stallholders were Jewish. Not surprisingly, the meetings were the scene of violent opposition as the old fascists appeared under their new name. When Mosely announced his intention to march from Ridley Road through Stamford Hill to Tottenham, thousands of ex-servicemen, Jew and Gentile, gathered in Kingsland High Road to prevent the provocation. East London mayors called upon the Home Secretary to ban the marches and on 22 March 1949, Chuter-Ede announced a ban on all political processions. An assurance was sought that trade union marches did not fall within the compass of the ban, but a week later the Home Secretary confirmed that the forthcoming London Trades Council march was included in the ban. For the first time since 1890, London trade unionists were deprived of their freedom to march on May Day, the ban being imposed by a Labour Home Secretary. The photograph below shows a section of the vast crowd that gathered in Trafalgar Square to defy him and march with banners flying.

The Irish were also a big group in British life in the late forties, following a century of steady immigration, the vast majority of it from the south. It continued through the war, despite restrictions, as Irish people moved to Britain to cover the labour shortages left by mobilization. Ireland’s neutrality made it very unpopular with the British, and prejudice against its citizens in Britain continued for a long time after the war. Yet this did not seem to affect immigration, which continued at a rate of up to sixty thousand per year. Although The Republic of Ireland Act, of June 1949, confirmed the ending of Eire’s dominium status, the Republic was not to be regarded as a foreign country. The British government took the view that the Irish were effectively internal migrants and therefore excluded them from any discussion about immigration. There was also a large Polish presence resulting from the war since many refugees decided to settle permanently in the UK. It would be wrong to portray British society in the late forties as relaxed about race. More widely, the trade unions were bitterly hostile to ‘outsiders’ coming in to take British jobs, whatever their nationality. Even the Labour government itself spoke with self-consciousness and a legacy of inter-war eugenics about the central importance of the British race in its public information campaigns.

Country and Class:

Patriotic pride cemented the sense of being one people, one race, with one common history and destiny. But to be British in the forties was to be profoundly divided from many of your fellow subjects by class. By most estimates, a good sixty per cent of the nation was composed of the traditional working class; factory workers, agricultural labourers, navvies, riveters, miners, fishermen, servants and laundry workers. They worked by hand and muscle and were paid weekly, in cash (cheque-books were a sign of affluence). Most of them would spend all their lives in their home town or village, though some had migrated from industrial Scotland, Wales, Lancashire and the North East of England to the English Midlands, London and the Home Counties in the thirties. The sharp sense of class distinction was identified with where you came from and how you spoke. The war had softened class differences a little and produced the first rumblings of the future social revolution of the sixties.

With skill shortages and a national drive for exports, wages rose after the war. The trade unions were powerful and self-confident, particularly when the new Labour government repealed the laws that had hampered them ever since the General Strike of 1926. In 1948, they achieved their highest ever level of support. More than forty-five per cent of people who could theoretically belong to one did so, and there were some 8.8 million union members. In other European countries, trades unions were fiercely political, communist or socialist. In Britain, they were not, and the Communist Party spent much of its energy building support inside the unions, and winning elections to key posts. In general, British trades unionism remained more narrowly focused on the immediate cash-and-hours agenda of its members. Yet, a new generation of shop stewards was taking control of many workplaces, sowing the seeds of the great trade union battles of the seventies.

It wasn’t obvious at this time that the jobs in coal, steel and heavy manufacturing would be under threat by the seventies. The shipyards of the Clyde, Belfast and the Tyne were hard at work, the coalfields were at full stretch, London was still an industrial city, and the car-making and light engineering centres of the West and South Midlands were on the edge of a time of unprecedented prosperity. In 1945, only 16,938 cars had been manufactured in Britain; by 1950, the figure had reached a record 522,515. Alec Issigonis, an immigrant from Turkey, was the design genius of post-war British car-making. His first huge success was the 1948 Morris Minor (above), which was condemned by Lord Nuffield (William Morris) as that damned poached egg designed by that damned foreigner. But it supremely popular as an affordable family car. Gone was the split windscreen (see the older version below).

Britain was also, still, a country of brick terraces. It was not until the next two decades that many of the traditional working-class areas of British cities would be replaced by high-rise flats or sprawling new council estates. The first generation of working-class children to get to university was now at school, larger and healthier than their parents, enjoying the free dental care and spectacles provided by the young National Health Service, which was founded and began operating in the summer of 1948 (see below). For the most part, however, working-class life in the late forties was remarkably similar to how it had been a decade or more earlier, and perhaps even more settled. Politicians assumed that most people would stay put and continue to do roughly the same sort of job as they had done before the war. Rent acts and planning directives were the tools of ministers who assumed that the future of industry would be like its past, only more so.

The class which did best was the middle class, a fast-growing minority. Government bureaucracy had grown hugely and was continuing to do so. Labour’s Welfare State would require hundreds of thousands of new white-collar jobs, administering national insurance, teaching and running the health service. Studies of social mobility, such as the one carried out in 1949, suggested that while working-class sons generally followed their fathers into similar jobs, there was much more variation among middle-class children. Labour’s priority might have been to help the workers, but education reform was helping more middle-class children get a good grammar-school education. Fees for attending state schools were abolished and the school leaving age was raised to fifteen. A steadily growing number stayed at school until eighteen. Increasing numbers would make it to university too, an extra thirty thousand a year by 1950. The accents of Birmingham and Wales, the West Country and Liverpool began to challenge the earlier received pronunciation of perceived middle-class respectability. Churchill himself had told Harrow schoolboys that one effect of the war was to diminish class differences, that the advantages and privileges that had previously been enjoyed by the few would be far more widely shared by the many. Old distinctions were therefore softening, and the culture was slowly becoming more democratic.

Yet there was still a long road ahead since the ruling class was still the ruling class. Despite the varied backgrounds of the 1945 Labour cabinet ministers, Britain in the late forties was still a society run mostly by cliques and groups of friends who had first met at public schools like Eton and Harrow, or at Oxbridge. A public school education remained the key for anyone hoping to make a career in the City, the Civil Service or the higher ranks of the Army. These schools might only educate some five per cent of the population, but they continued to provide the majority of the political leaders, including many of Labour’s post-war cabinets. Briefly, it had seemed that such schools would not even survive the war: boarding schools had been in enough of a financial crisis for some to face closure through bankruptcy. Churchill’s own Harrow was one, along with Marlborough and Lancing, but all managed to survive somehow. More generally, there was a belief that the public school system had contributed to the failure of political leadership in the thirties right up to the military defeats of the first half of 1940. But Churchill had fought off the demands from Butler and others in his war cabinet that all or most of them should be abolished. Attlee, devoted to his old school, had no appetite for abolition either. Grammar schools were seen as the way to get bright working-class or middle-class children into Oxbridge, and a few other universities, where they would compete with and thereby strengthen the ruling élites. One civil servant described the official view as being that ‘children’ could be divided into three kinds:

It was sort of Platonic. There were golden children, silver children and iron children.

Under Clement Attlee, pictured above being driven by his wife Violet, Britain remained a country of private clubs and cliques, ancient or ancient-seeming privileges, rituals and hierarchies. In the workplace, there was something like the relationships of pre-war times, with employers’ associations assuming their old roles as ‘cartels’ though some, like Captain Black at the Standard Motor Co. in Coventry, were successful in breaking out of the wage-controls which the Engineering Employers’ Association attempted to set. Inside the newly nationalised industries, the same sort of ‘bosses’ continued to manage, and the same ‘them and us’ mentalities reasserted themselves remarkably easily. In the City, venerable, commanding merchant bankers would still be treated like little gods, younger bankers deferring utterly to their elders and ‘betters’. Lessons in speaking ‘the King’s English’ were given to aspiring actors and broadcasters; physicians in hospitals still swept into the wards, followed by trains of awed, frightened, junior doctors. At the Oxbridge colleges, formal dinners were compulsory, as was full academic dress, and the tenured professors hobbled around their quads as if little had changed since Edwardian days. All this was considered to be somehow the essence of Britain, or at least of England.

The King and Queen also ran what was in all essentials an Edwardian Court.  After the national trauma of the abdication crisis, George VI had established a reassuringly pedestrian image for the family which now called itself simply ‘the Windsors’. There had been cautious signs of royal modernisation, with Princess Elizabeth making patriotic radio broadcasts. On the other hand, the Royal Presentation of rich young debutantes to the monarch continued until 1958 when Queen Elizabeth put an end to it, prompted by Prince Philip, who with characteristically candid brevity, labelled it “bloody daft”. Initially, it was very unclear as to how the monarchy would fare in post-war Britain. The leading members of the family were popular, and Labour ministers were careful never to express any republicanism in public, but there were demands from many of their backbench MPs for a less expensive, slimmed-down contemporary monarchy, such as existed in Scandinavia.

Yet the Windsors had triumphed again in 1947, with the wedding of, as they were then, Princess Elizabeth to Lieutenant Philip Mountbatten. For the ordinary British people, the wedding was a welcome but transient distraction from their daily struggle to feed and clothe their families. Because rationing affected the quantity of clothes you could have, but not their quality, it hit the poor harder. Government ‘make-do and mend’ campaigns about how to repair, reinforce or reshape old clothes, did nothing to improve the general public mood. For women, faced with an almost impossible struggle to replace laddered stockings or underwear, the wartime fashions felt unattractive – short skirts and masculine jackets, what was called ‘man-tailored’. If pregnant, they were encouraged to adapt their ordinary clothes. Yet the Hollywood films showed women immaculately dressed icons and the newspapers showed men the richest, flashiest Britons, like Anthony Eden and, of course, the King, both beautifully tailored. But they could not afford to look smart. Some men avoided drinks parties because they were ashamed of the state of their clothes and women avoided brightly lit restaurants when their stockings had gone, replaced by tea-stains and drawn-on seams. It was not until 1949 that clothes, boots and shoes were taken off ration.

For most ordinary people, too, food rationing was the primary example of the dreary colourlessness of wartime life. It continued long after the guns had stopped. It was still biting hard at the end of the forties, meat was still rationed as late as 1954, and though the poor were better fed, most people felt hard done-by. Many doctors agreed. Shortly after the horrific winter of 1947 was over, the British Medical Press carried a detailed article by Dr Franklin Bicknell which argued that available foods were four hundred calories short of what women needed each day, and nine hundred short of what men required: In other words, everyone in England is suffering from prolonged chronic malnutrition. This was angrily disputed by Labour politicians, eager to point out the effect of all that free juice, cod liver oil and milk on Britain’s children. But the people were on the side of Dr Bicknell. The fact that the ‘good things’ were still in short supply had left the way open for the growth of a black market (complete with ‘spivs’) and therefore for the demand for a restoration of the free play of market forces and, at least, something like a free market in food.

Apart from Ellen Wilkinson’s tragic death in 1947, other ministers falling ill, and still others becoming disillusioned, the Labour leadership had also begun to fracture along ideological lines in 1948.  The economy had been doing rather better than in the dark year of 1947 and though still short of dollars, the generosity of the Marshall Plan aid in 1948 had removed the immediate sense of crisis. By 1949, it was estimated to have raised the country’s national income by ten per cent. Responding to the national mood of revolt over restrictions and shortages, Harold Wilson had announced a ‘bonfire of controls’ in 1948 and there seemed some chance that Labour ministers would follow the change in national mood and accept that the people wanted to spend, not only to queue. The restrictions on bread, potatoes and preserves were lifted first, but milk, tea, sugar, meat, bacon, butter, fats and soap remained on ration, the fresh meat allocation being a microscopic eight pennyworth a week. Sweets had been rationed since 1940 and were not taken off ration until April 1949 when the picture below was taken.

‘Austerity’ was a word reiterated remorselessly by the anti-Labour press. If life was austere, however, it was better for the working-class majority than it had been in the years before the war and Britain’s industry was expanding. Full employment, never achieved until the Second World War, stimulated the private expectations and aspirations of large numbers of people who had been ‘deprived’ before 1939, though they themselves had not always recognised it. For those who preferred society to operate according to plan on the basis of one single aspiration, like winning the war or after the war achieving socialism, the new pluralism of motives and pressures and the growth of business agencies which could influence or canalise them were dangerous  features of the post-war world which contained as yet unfulfilled potential. One thing was clear: No one wished to return to the 1930s, and no one talked of returning ‘normalcy’ as they had done during the 1920s. That way back would have been deliberately closed even if it had proved possible to keep it open.

Culture and Society:

Some of the most eloquent cultural moments in the life of post-war Britain had religious themes, like the rebuilding of Coventry Cathedral, with its tapestries by Graham Sutherland. Benjamin Britten’s War Requiem was written for the consecration of the new Cathedral building. This did not take place until 1962, but the story of the reconstruction began in the years after the war when a replica of the cross of nails made from the ruins (seen above in 1940) was given to Kiel in Germany as a sign of friendship and a symbol of reconciliation. A stone from the ruins of Kiel Cathedral was given to Coventry in return. This is the Kiel Stone of Forgiveness, now in the Chapel of Unity in the New Cathedral. Also in the late forties, a group of young Germans arrived in Coventry and helped to clear the rubble from one corner of the ruined cathedral. It became the Centre for International Understanding, where young people from all nationalities met through the work of the Community of the Cross of Nails. Through this work, Coventry soon became twinned with fifty-three cities and towns throughout the world. Post-war Britain’s major poet, the American-born T. S. Eliot, was an outspoken adherent of the Church of England. His last major work of poetry, The Four Quartets, is suffused with English religious atmosphere, while his verse drama, Murder in the Cathedral addressed an iconic moment in English ecclesiastical history. In 1948, he won the Nobel Prize for Literature. It could fairly be said that during these years there existed an Anglican sensibility, a particularly English, sometimes grave, sometimes playful, Christianity, with its own art and thought. It was, in the main, a limited and élite movement, but it did sometimes connect with wider currents in British Society.

In the Britain of the late forties, the continuing influence of the established church was in evidence in the way that divorce still carried a strong stigma, across classes and reaching to the highest. Divorced men and women were not welcome at court. Homosexuality was still illegal and vigorously prosecuted. People clung to their traditional values since the war had shaken everyone’s sense of security, not just those who had served in it, but the bombed, evacuated and bereaved as well. The beginning of the Cold War underlined that underlying sense of the fragility of life. In these circumstances, it is hardly surprising that there was a profound turn towards the morality of hearth and home and a yearning for order, predictability and respectability, in the street and neighbourhood, if not in the wider world. There was certainly a demand for political reform, but the British people were still, fundamentally, socially conservative.

In the summer of 1948, the Labour Government tried to cheer up ‘Austerity Britain’ by staging the Olympic Games in London. The games were a triumph in a war-scarred, rubble-strewn city, during which the athletes were put up in old army camps, colleges and hospitals. The Union Jack was missing for the opening parade, but cost overruns were trivial and security was barely an issue. The games involved nearly five thousand competitors from fifty-nine countries. Though the medal count for the British competitors was very meagre, holding the games was a genuine sign that Britain was back. For all its fragility and frugality, this was still a country that could organise itself effectively. Football was back too. By the 1948/49 season, the third since the resumption of top-flight football after the second world war, there were more than forty million attendances at matches. There was a general assumption that British football was the finest there was, something seemingly confirmed the previous May when a Great Britain team had played against a team grandly if inaccurately described as The Rest of the World (it comprised Danes, Swedes, a Frenchman, Italian, Swiss, Czech, Belgian, Dutchman and Irishman), thrashing them 6-1. That illusion was soon to be dispelled in the early fifties, with the emergence of the ‘golden team’ of the ‘Mighty Magyars’ among others.

But at a club level, this was a golden age of football. The stands were open and smelly, the crowds were unprotected, there were no floodlights and the greatest stars of the post-war era were still to emerge. But football was relatively uncorrupt and was still, essentially, about local teams supported by local people. On the pitch, play was ‘clean’ and honest: Stanley Matthews, the son of a barber from Stoke, already a pre-war legend who went on to play in the cup final of 1953, aged thirty-eight and whom I saw play in a charity match in the early seventies, only a couple of years after his retirement from top-flight football, was never cautioned throughout his long career. In June 1948 Stan Cullis, who in contrast to Matthews, had retired as a player in 1947 at the tender age of 31, became the manager of Wolverhampton Wanderers, literally the ‘old gold’ team of the then first division, according to the colour of their shirts. Cullis was a tough, uncompromising and inspirational manager who steered ‘Wolves’ through the most successful decade in their history. In 1947/48 Wolves ended the season fifth, and a year later were sixth, also winning the FA Cup, beating Leicester City in the final at Wembley. Another great footballer of the late forties was Arsenal’s Denis Compton, who was still more famous for his cricket, which again became hugely popular after the interruption caused by the war. Some three million people had watched the ‘Test matches’ against South Africa in 1947 and Compton’s performance then and in the following seasons produced a rush of English pride. The cricket-writer  Neville Cardus found in Compton the image of sanity and health after the war: There was no rationing in an innings by Compton. In cricket, as in football, many of the players were the stars of pre-war days who had served as Physical Training instructors or otherwise kept their hand in during hostilities; but with the Yorkshire batsman Len Hutton also back in legendary form at the Oval Test, cricket achieved a level of national symbolism that it has never reached since. As with football, the stars of post-war cricket could not expect to become rich on the proceeds, but they could become national heroes. Hutton went on to become England’s first professional cricket captain in 1952; Compton first came int decent money as the face of Brylcreem adverts. The new rules of the Football League meant that players could earn up to twelve pounds per week.

The Welfare State Established:

In summer of 1948, on 5th July, the National Health Service, the brainchild of Aneurin Bevan (pictured below), opened its doors for business. There was a flood of people into the surgeries, hospitals and chemists. The service was funded directly from taxation, not from the new National Insurance Scheme which also came into being that year. That too was a fantastic feat of organisation, providing for a comprehensive system of social security, family allowances, and compensation for injury at work. A new office to hold twenty-five million contribution records plus six million for married women was needed. It had to be huge and was built in Newcastle by prisoners of war; at the same time, a propeller factory was taken over to run family allowances. The work of six old government departments was brought into a new ministry. Jim Griffiths, the Labour minister pushing it all through wanted a thousand local National Insurance offices ready around the country, and after being told a hundred times that all this was quite impossible, he got them. The level of help was rather less than Beveridge himself had wanted, and married women were still treated as dependents; there was much to be argued for over the next sixty years. Nevertheless, the speed and energy with which this large-scale task was accomplished represented a revolution in welfare, sweeping away four centuries of complicated, partial and unfair rules and customs in just six years.

The creation of the National Health Service, which Beveridge thought essential to his wider vision, was a more confrontational task. Britain had had a system of voluntary hospitals and clinics before the war, which varied wildly in size, efficiency and cleanliness. Also, a number of municipal hospitals had grown out of the original workhouses in the late twenties and thirties. Some of these, in progressive cities like Birmingham and Nottingham, as well as in London, were efficient, modern places whose beds were usually kept for the poor. Others were squalid. Money for the voluntary hospitals came from gifts, charitable events, direct payments and a hotchpotch of insurance schemes. By the time the war ended, the majority of Britain’s hospitals had been brought under a single national emergency service. The question was, what should happen next?  Should they be nationalised or allowed to return to local control? A similar question hung over family doctors. ‘GPs’ depended on private fees, though most of them also took poor patients through some form of insurance scheme. When not working from home or a surgery, they would often double up operating in municipal hospitals where, as non-specialists, they sometimes hacked away incompetently. But the voluntary insurance schemes excluded many elderly people, housewives and children, who therefore put off visiting the doctor at all unless they were in great pain or grave danger. The situation with dental care and optical services was similar; they were not available to those without the means to pay for them.

Labour was, therefore, determined to provide the first system of medical care, free at the point of need, there had been in any Western democracy. Although comprehensive systems of health care existed elsewhere, most notably in Germany, these were funded by national insurance, rather than through direct taxation. ‘Nye’ Bevan’s simple idea and his single biggest decision were to take all the hospitals, voluntary and municipal, into a single nationalised system. It would have regional boards, but would all come under the Ministry of Health in London. This was an act of heroic self-confidence on his part. For the first time, a single politician would take responsibility for every hospital in Britain, with the exception of a few private ones. Herbert Morrison, a municipal socialist, was against this centralisation of power but was brushed aside by Bevan.

A far more significant threat to Bevan’s ‘project’ was posed by the doctors themselves. Their opposition meant that the implementation of his simple idea was a far more complicated process than ever Bevan himself could have anticipated. The doctors, led by the Conservative-leaning British Medical Association (BMA), had it in their power to stop the NHS dead in its tracks by simply refusing to work for it. They were genuinely concerned about their status in the new service; would they be mere state functionaries? They were also suspicious of Bevan, and not without good reason, as he effectively wanted to nationalise them, making them state employees, paid directly out of public funds, with no private fees allowed. This would mean a war with the very men and women trusted by millions to cure and care for them. Bevan, a principled but pragmatic socialist, was also a skilful diplomat. He began by wooing the senior consultants in the hospitals. The physicians and surgeons were promised they could keep their lucrative pay beds and private practices. Bevan later admitted that he had stuffed their mouths with gold. Next he retreated on the payment of fifty thousand GPs, promising them that they could continue to be paid on the basis of how many patients they treated, rather than getting a flat salary. This wasn’t enough, however, for when polled only ten per cent of doctors said that they were prepared to work for the new NHS. As July approached, there was a tense political stand-off. Bevan continued to offer concessions, while at the same time fiercely criticising the doctors’ leaders, labelling them a small body of politically poisoned people who were sabotaging the will of the people, as expressed through Parliament. In the end, Bevan was backed by a parliamentary majority and, after more concessions and threats, they gave way. Yet it had been a long, nasty, divisive battle between a conservative professional élite and their new socialist ‘masters’.

Almost immediately, there were complaints about the cost and extravagance, and about the way the provision of materials not previously available produced surges in demand which had not previously existed. There was much anecdotal evidence of waste and misuse. The new bureaucracy was cumbersome. It is also possible to overstate the change since most people had had access to some kind of some kind of affordable health care before the NHS came into being. However, such provision was patchy and excluded many married working-class women in particular. The most important thing it did was to take away fear. Before it, millions at the ‘bottom of the pile’ had suffered untreated hernias, cancers, toothache, ulcers and all kinds of illness, rather than face the anxiety and humiliation of being unable to afford treatment. That’s why there are many moving accounts of the queues of unwell, impoverished people surging forward for treatment in the early days of the NHS, arriving in hospitals and doctors’ waiting rooms for the first time not as beggars but as citizens and taxpayers. As Andrew Marr has commented,

If there was one single domestic good that the British took from the sacrifices of the war, it was a health service free at the point of use. We have clung to it tenaciously ever since and no mainstream party has dared to suggest taking it away.

Nationalisation: Political Idealism and Economic Reality.

The same could not be said of some of Labour’s other nationalisation ‘projects’. The first, that of the Bank of England, sounded dramatic, but it had no real impact. Exactly the same men stayed in power, following the same monetary policies. I have dealt with the nationalisation of the coal industry and the establishment of the NCB on 1 January 1947 in a previous article. In the case of the gas and electricity, these utilities were already part-owned by local authorities, so their nationalisation caused little controversy. Labour had talked about nationalising the railway system from 1908, almost as soon as it became a political party in the wake of the Taff Vale case. The railway system had, in any case, been rationalised in the inter-war period, with the creation of four major companies – London & North-Eastern; Great Western Railway; Southern Railways; London, Midland & Scotland. Periodic grants of public money had been needed for years for years to help the struggling companies out, and the government had taken direct control of the railways at the beginning of the war. The post-war train system was more powerful than the pre-motorway road network, but it was now in dreadful condition and because of the economic crisis and shortage of steel, it would be starved of new investment. Nationalisation without investment was no solution to any of these basic problems. The only people who did well out of it were the original shareholders of the railway companies who were, to their surprise, well compensated. In other forms of transport, road haulage and airlines were also nationalised, as were cable and wireless companies.

By the time the last big struggle to nationalise an industry was underway, the steel debates of 1948-9, the public attitude towards nationalisation was already turning. The iron and steel industry differed from the coal industry and the railways in that it was potentially highly profitable and had good labour relations. The Labour Government had worked itself up, proclaiming that the battle for steel is the supreme test of political democracy – a test which the whole world will be watching. Yet the cabinet agonised and went ahead only because of a feeling that, otherwise, they would be accused of losing their nerve. In the debates in the Commons, Labour backbenchers rebelled. The steel owners were organised and vigorous, the Tories were regaining their spirits and Labour were, therefore, having a torrid time. Cripps told the Commons: If we cannot get nationalisation of steel by legal means, we must resort to violent methods. They did get it, but the industry was little shaken. It needed new investment almost as much as the coal mines and the railways – new mills, coke ovens, new furnaces. Again, nationalisation did not deliver this.

However hard the Tories tried, they failed to make Clement Attlee look like a British Stalin. The Labour Government was, in any case, at pains to make its collectivist programme look patriotically legitimate. After all, taking twenty per cent of the economy into public ownership was called ‘nationalisation’, and the proposed new public enterprises were likewise to be given patriotic corporate identities: British Steel, the British Overseas Airways Corporation, British Railways. The effort was to recast the meaning of being British as a member of a community of shared ownership, shared obligations and shared benefits: Co-op Britain. And because the Labour Party had such huge majorities in Wales, Scotland and the most socially damaged areas of industrial England, it would, at last, be a Britain in which rich southern England did not lord it over the poor-relation regions. It would be one whole Britain, not a nation divided into two, as it had been in the thirties. George Orwell, who wrote 1984 in 1948, had vividly described the divided Britain of that decade, and he now had great hopes that if the British people…

… can keep their feet, they can give the example that millions of human beings are waiting for. … By the end of another decade it will finally be clear whether England is to survive … as a great nation or not. And if the answer is to be ‘Yes’, it is the common people who must make it so.

Taking up Orwell’s theme, Asa Briggs has suggested that the forties need to be treated as one period of The People’s War and Peace. Britain had emerged from the War changed but not destroyed and this time, in Orwell’s terms, the right family members would be in control. From the very beginning, the Labour Government was not insulated from the perennial headaches and imperatives of twentieth-century British government – monetary viability, industrial over-capacity and, especially, imperial or post-imperial global defence. The only option it had, apart from shouldering those familiar burdens and getting on with building the New Jerusalem as best they could, was to plunge into a much more far-reaching programme of collectivisation, Keynesian deficit financing, disarmament and global contraction. But that was never actually on the cards because the Labour ministers were not cold-blooded social revolutionaries committed to wiping the slate clean and starting again. The ‘slate’ was Britain; its memories, traditions, institutions, not least the monarchy. Attlee, Ernest Bevin and Herbert Morrison were emotionally and intellectually committed to preserving it, not effacing it. They were loyal supporters of what Orwell called The Lion and the Unicorn (1941). Perhaps appropriately, Orwell died, still young, as ‘his’ decade came to an end, in January 1950, after he had warned of the danger of a dystopian Britain elevating collectivism over individual liberty.

The decision to keep an independent nuclear deterrent, and to sustain the projection of British power in Asia (through Hong Kong) and even more significantly in the Middle East, came at a huge price: $3.5 billion, to add to the estimated cost of the war, $10.5 billion. In 1948, defence spending had risen to seven per cent of GDP, and four years later to 10.5 per cent, incomparably higher than for any other European state. American help was desperately needed, so Bevin’s goal of keeping Britain independent in its foreign policy of the United States actually had the effect of deepening its long-term economic dependence. But the capital infusion, according to Cripps and others, would jump-start the economy as well as pay for investment in new infrastructure, after which surging economic growth would take care of the debt burden. The most idealistic assumption of all was that public ownership of key industries, the replacement of the private profit incentive by a cooperative enterprise, would somehow lead to greater productivity.  There were periods in 1948 when, in expert-led mini-surges, it looked as though those projections were not as unrealistic a diagnosis as they were to prove in the long-term. Britain was benefitting from the same kind of immediate post-war demand that it had experienced in 1918-19; the eventual reckoning with the realities of shrinking exports, as thirty years before, was merely postponed.

Labour was always divided between ideological socialists and more pragmatic people, but there was no real necessity for the party to have a row with itself towards the end of its first majority government, having successfully negotiated so many rapids. The problem was a familiar one. As the bill for maintaining pseudo-great power status and welfare state benevolence mounted, so did doubts and misgivings about the premises on which it had been thought the armed New Jerusalem could be funded. The government’s foreign policy initiatives had encountered serious difficulties. Foreign Secretary Ernest Bevin negotiated Marshall Aid for Britain from the USA in 1949, and in the same year helped organise the North Atlantic Treaty Organisation (NATO). But the price of such security and the maintenance of a place at the top table of international politics was high. American B-29 bombers stationed in East Anglia from 1948, were set to acquire nuclear capacity in 1950. As a result, the government had to accept inflated defence estimates, which also included increased costs for conventional tanks and planes. Should money be concentrated first on Britain’s overseas commitments, especially her large armies in the Middle East and facing the Russians across the German border; or on protecting the social advances at home?

Britain could not afford to be a great power in the old way, but neither could she afford to spend the Marshall Plan aid windfall mainly on better welfare, while other countries were using it to rebuild their industrial power. In the end, the government had to accept the need for cuts in welfare spending, leading to the resignation of Aneurin Bevan, who was determined to protect his ground-breaking achievement, the NHS, and Harold Wilson. The revised estimates helped to fuel a balance of payments crisis since the nationalisation programme had failed to provide the increased productivity the government had hoped for. Stafford Cripps, who had only a year earlier had been the most ardent ‘collectivist’ in the cabinet became, in 1949, an equally determined advocate of the mixed economy. He was forced to retire from the cabinet and the House in 1950 to replaced as Chancellor by Hugh Gaitskell. The socialist idealism of 1945-8 was put on hold, and Labour never returned to it, replacing it with ‘Gaitskillism’. With the benefit of hindsight, the post-war Labour years were a time almost cut off from what followed from 1950 onwards. So much of the country’s energy had been sapped by war; what was left focused on the struggle for survival. With Britain industrially clapped-out mortgaged to the hilt to the USA and increasingly bitter about the lack of a post-war ‘ dividend’, it was perhaps not the best time to start building The New Jerusalem. Most attempts at forced modernisation quickly collapsed; the direction of factories to the depressed areas produced little long-term benefit; companies encouraged to export at all costs were unable to re-equip and prepare themselves for tougher markets. In addition, inflation, which would become a major part of the post-war story, appeared, at three per cent in 1949-50.

Conclusion: A ‘Peaceful Revolution‘?

Between 1945 and 1949 the Labour Government undertook a programme of massive reform. It has been called ‘the quiet’ or ‘the peaceful revolution’. Just how far this is an accurate description and a valid judgement is debatable. It was certainly peaceful, but far from ‘quiet’. Jim Griffiths, Aneurin Bevan and Stafford Cripps all had to use coercive methods at times against active and organised resistance both in Parliament and outside. Whether the reforms were revolutionary or evolutionary is an issue which needs careful consideration. The debate was not about whether a Welfare State was needed, it was about the means by which it would be achieved. The issues of individualism versus collectivism, central control versus local control, competition versus cooperation, and reality and illusion can all be identified.

The degree of success which historians ascribe to these reforms depends on what he sees as ‘the Welfare State’. As Bédarida (1979) argued, there are at least three possible definitions for this enigmatic concept. The ‘official’ definition, as it appeared in the Oxford English Dictionary as early as 1955, was a polity so organised that every member of the community is assured of his due maintenance with the most advantageous conditions possible for all. As a historical interpretation, he refers to five points enunciated by Bruce in The Coming of the Welfare State which referred to the aims and objectives of a welfare state. He rejects this as a narrow, rather technical definition … amounting to little more than the enlargement of the social services. He argues that the phrase must be allowed to take on a wider sense, as a symbol for the structure of post-war Britain, a society with a mixed economy and full employment, …

… where individualism is tempered by State intervention, where the right to work and a basic standard of living are guaranteed, and the working-class movement, now accepted and recognised, finds its rightful place in the nation.

By its own admission Labour’s ‘revolution’ must be seen in the perspective of ‘evolution’. The key word (or phrase) is ‘social justice’. Without in the least denying the collectivist principles inscribed on Labour’s tablets, the revolution found its main inspiration in two Liberals: first Beveridge, then Keynes. These were the two masterminds whose ideas guided Labour’s actions. …

In seeking to determine the significance of the Welfare State one must bear three points in mind. Firstly, to use the word ‘revolution’  is to devalue its meaning. … In the second place, the arrival of the Welfare State was situated in the mainstream  of the history of democratic freedom, linking the pioneers of the London Corresponding Society with the militants of the Independent Labour Party, the Benthamites, with the Fabians, the Nonconformist conscience with Christian Socialism. … Finally, if the Welfare State was the grandchild of Beveridge and Keynes, it was no less the child of Fabians, since it concentrated on legislative, administrative and centralising methods to the detriment of ‘workers’ control’. But in thus stamping on any frail aspiration towards a libertarian organisation of society, Labour laid itself open to a charge that would weigh heavily on it in the future, namely, namely that of wanting to impose a bureaucratic form of socialism. …

The ‘Welfare State’ was not just a Labour ‘project’ or ‘programme’. Apart from its Liberal ‘grandfathers’, even Tory supporters were behind this desire for change and reform. It is significant that the inventor of the term was that pillar of the Establishment (and yet advocate of Christian Socialism), the Archbishop of Canterbury, William Temple. No one would doubt that the achievements of the Labour Government of 1945-50 were considerable. They undertook the massive task of social reconstruction and social transformation with vigour and attempted to establish a new social order. Yet their success in this area must be viewed against their economic failures, not to mention their foreign policy. The creation of the Welfare State did not, really, involve a transformation of society. It was, to a considerable degree, a substitute for it.

A Hundred Years Ago – The Great War: Spring into Summer, 1918.   Leave a comment

‘Aces High’ downed – Red Baron & Prancing Horse:

The Royal Air Force, formed on 1st April, celebrated by shooting down German ace Manfred von Richthofen three weeks later. He was the ‘ace of aces’, the fighter pilot who brought down the most enemy aircraft. He had begun the war as a cavalry officer before transferring to the German air force. He led a fighter wing known as the ‘Flying Circus’ because of their brightly painted aircraft.  Von Richthofen’s own personal machines were painted bright red, giving rise to his nickname, the Red Baron. Between September 1916 and April 1918 he brought down eighty allied aircraft before he was finally brought down. One RAF fighter pilot, Mick Mannock, refused to toast von Richthofen on his demise, saying “I hope the bastard roasted on the way down.” Later, in the summer, British novelist D H Lawrence was married to Frieda von Richthofen, a distant cousin of Manfred.

In June, Italy’s highest-scoring fighter ace, Francesco Baracca, was killed. His aircraft featured a prancing horse symbol painted on the side. Years later Francesco’s mother suggested to a young racing driver called Enzo Ferrari that he adopt the symbol for his racing cars.

The Australian Corps go fishing:

The renowned Australian Corps came under the command of the British Army’s General Rawlinson early in 1918. He was pleased with the men and wrote in his diary about their unusual pastimes in the trenches:

They are certainly original fighters and up to all sorts of dodges, some of which would shock a strict disciplinarian. Some of the German shells were falling short into the pools of the Somme river and exploded under water. Two Australians spent the day in a boat rowing about and watching for a shell to explode and then picked up the stunned fish. They wore their gas masks to prevent recognition!

Third Battle of the Aisne, 27th May – 9th June:

Aiming to tie the Allies down to allow a main attack in the north, the Germans launched their third large-scale attack at Chemin des Dames and the River Aisne with a new storm breaking on the Aisne heights, a ferocious artillery barrage that shattered French units massed on the front line. It was estimated that two million shells were fired in the four-and-a-half-hour-long preliminary bombardment. By the evening, the French gains in the three great actions had vanished like smoke, and the Germans had crossed the river, advancing fourteen miles on the first day, an unprecedented success on the Western Front. Operation Blücher-Yorck was a great success for the German commander, Erich Ludendorff. On the second day, he was beyond the Vesle, and on the third, his vanguard was looking down from the heights of the Tardenois on the waters of the Marne. It was the swiftest advance made in the West since the beginning of trench warfare.

Pleased with his success, Ludendorff then changed his plans and took forces reserved for a northern attack to support a drive westwards to Paris. The message painted on Germans trucks read, On to Paris! But the advance ran out of supplies and momentum as American troops, fighting their first engagement of the war at Cantigny, together with French forces, stood in the way. Captain Lloyd Williams of the US Marines in Belleau Wood summed up the Americans’ mood; Retreat? Hell, we only just got here! Williams was killed in the ensuing battle that followed on 6th June. The Marines began a counter-attack to take the wood. On the first day, they lost 1,087 men, more than had been lost in the whole of the Marines’ history to that date. Nevertheless, after three weeks of brutal fighting, they eventually took the wood. Meanwhile, on 9th June, Ludendorff had tried to cut off the Allied salient between the two great dents he had made but failed again. His position was hopeless; he was the victim of his own early successes.

Battle of Matz, 9th – 13th June; Advent of the Americans:

Operation Gneisenau, a further German attack, was intended to straighten their forward line. Despite inadequate planning, they pushed the French back, gaining six miles of territory and inflicting heavier casualties than they suffered. However, the offensive floundered and French counter-attacks forced the Germans to halt proceedings after only a few days. In the course of this Spring Offensive, as it became known, they had lost 963,000 men. By this time their surviving soldiers had become so disheartened and disillusioned by their failure to break through the Allied defences that they began shouting abuse at their own reinforcements, calling them, War prolongers! At the same time, ten thousand Americans were arriving each day in France. By the summer of 1918 half a million ‘doughboys’ were on the front line. The British Army was also reinforced, having suffered a 36% casualty rate during the Spring Offensive, with 540,000 new recruits being sent to the Front between March and August. But the Germans facing them still had 207 divisions in all, compared with 203 Allied divisions. Britain also employed manual workers from several nationalities to work in France:

On 19 July, Honduras became the last country to join the war, declaring war on Germany.

Heroines at Home and at the Front:

Back in ‘Blighty’, after an explosion at the Chilwell National Shell Filling Factory in Nottingham killed 134 employees, it was suggested that the Victoria Cross be awarded to staff for their subsequent bravery in going about their own work. Sadly this was not done, as the medal could only be given to individuals in uniform. The number of women in non-domestic employment in April 1918 had risen to 4,808,000, 1.5 million more than four years earlier.

At the Front, two British women who had earned themselves the nickname from Belgian troops, the two Madonnas of Pervyse, Mairi Chisholm and Elsie Knocker, were injured in a gas attack in 1918. They had travelled to Ypres in 1914, setting up an independent first aid station. They were awarded seventeen medals for bravery.

The Second Battle of the Marne, 15 July – 5 August:

The May and June attacks by the Germans had driven the French back from the Aisne to the Marne. There are two explanations for the surprising extent of the German advance, shown on the map below. First, instead of attacking in ‘waves’ of men, they advanced in small groups pressing forward where the opposition was weak and keeping their reserves close at hand to exploit any gap created. Secondly, the British Fifth Army was unusually weak: the line recently taken over from the French had not been put into a proper state of defence; Haig had massed his reserves in the north, where he expected an attack; and after Passchendaele, Lloyd George had retained many reserves in England to prevent unprofitable squandering of life. However, by early July, the German successes had failed to bring outright victory.

The advances had so exceeded Ludendorff’s expectations that he was unprepared to exploit them. The British troops offered magnificent resistance in response to Haig’s famous order, With our backs to the wall and believing in the justice of our cause, each one of us must fight on to the end. Finally, the arrival of Allied reserves, in fresh condition from Palestine and Italy, turned the tide.

Ludendorff still hoped to create a diversion that would allow a decisive attack in Flanders. His last offensive began on 15th July, east and west of Rheims. Divisions drove forwards, crossing the River Marne in several places, but then they were held. The advance achieved nothing and instead the Germans had fallen into the Allied trap. Hitherto Foch had stood patiently on the defensive, hoarding his assets. He had tried almost too highly the fortitude of the British soldier. Now he had got his reserve, and Haig, to augment it, had dangerously thinned his own front in the north, to the consternation of the War Cabinet. The moment had come to use it. On 18th July Foch counter-attacked on the right flank of the new German salient and drove it in. This attack was led by masses of light tanks which forced the Germans to retire. It was not a great counterstroke, but it forced Ludendorff to pause and consider. He halted and then began to withdraw from the Marne pocket.

Foch now had freedom of movement, for with him, at last, was the full American army. By July, there were already a million Americans in France. The German command had long been aware of how great this menace was, but the German press had told the people that it was only a force in buckram. Even up to July this newspaper belittlement continued. But at Chateau-Thierry in June an American contingent had fought with furious gallantry, and on 15th July in the same area, one American division and elements from another had rolled back the German assault. These were the troops who, according to the German press, would not land in Europe unless they could swim like fishes or fly like birds. They had proved their worth in pushing the Germans back to their March starting positions.

Preparations for the Peace Offensive:

But the true counter-attack was not to come until August, at Amiens. In July, the Allied attacks showed the effectiveness of ‘all-arms’ battle tactics, with troops and tanks advancing behind an artillery ‘creeping barrage’ while ground-attack aircraft swept overhead. At Amiens, these were to be put into operation to great effect. The plan for the Peace Offensive, which aimed at compelling a German surrender, was wholly British. Haig had now come to the height of his powers and was a different man from the cautious, orthodox soldier of the earlier days of the war. He had not always been happy with his French colleagues; in some ways, he had been too similar to Pétain, and in every other way too dissimilar to Foch, to be quite at ease with either of them. But now his mind and Foch’s seemed to be on the same ‘wavelength’. The Chief of Allied forces was now elevated enough to take advice, and from Haig, he drew not only his chief weapon – the tank – but also many of his tactics, as well as certain key points in his strategy. The British Army had suffered far more than the French in terms of casualties, but they were still ready to take the chief role, one which they retained until the last day of the war. This was a measure of the reverence in which Foch held his ally. The British ‘Tommy’ was, by now, well-disciplined, as the following notice, pasted into their pay-books, suggests:

Keep your mouths shut! The success of any operation we carry out depends chiefly on surprise. Do not talk – when you know that your unit is making preparations for an attack, don’t talk about them to men in other units, or to stangers, and keep your mouth shut, especially in public places.

This secrecy was essential to success at Amiens since many previous battles had shown the Germans fully aware of Allied plans. The tables were now turned, with British intelligence also far more effective than it had been previously. Detailed preparations could be made on the basis of information obtained which identified 95% of German artillery positions. Ernest James RollingsIn particular, Lt Ernest Rollings MC of the 17th Armoured Car Battalion (pictured left) went ‘behind enemy lines’ to recover detailed plans of the Hindenberg Line. On his return, he commented that it was by far the best fighting day I have ever had. In 1931, a newspaper report described the Welshman as ‘The Man Who Ended the War’. Perhaps the journalist who wrote of it thought that he deserved a ‘niche in the pantheon’ alongside that other iconic Welshman, and PM, David Lloyd George (below), the Man who won the War.

The Temper and Temperature of Britain:

For now, however, the temper of Britain through the spring and summer was heavy and apathetic, but it revealed by little spurts of violence how near men and women were living to the outer edges of their nerves. The crisis of March and April had produced a new resolution, but it was a resolution which had no exhilaration in it and little hope. People had begun to doubt if the War would ever end. The night was still so black that they had forgotten that the darkest hour might presage the dawn. But as the months of ‘darkness’ dragged on, and the word from the battle-fields was only of still further retreats and losses, the popular mood sank again into a dull listlessness. To make matters worse, in June there was an outbreak of ‘Spanish ‘flu’. Thirty people died in Lancashire, but no one had any idea how many millions more it was about to kill.

For Siegfried Sassoon and Wilfred Owen, the soldier-poets, the satire they wrote was partly the product of the feeling that they belonged to a different race from the civilians they found themselves among while convalescing at Craiglockart Hospital near Edinburgh. Sassoon published his satirical poems in Counter-Attack (1918). Many of them were protest poems indignantly implying that the war was being needlessly prolonged by politicians and generals who could have stopped it. While Owen was on invalid leave in England, if he met civilians who talked too glibly about the war, he would thrust in front of their eyes photographs of horribly mutilated soldiers. But he, together with Sassoon and Osbert Sitwell, reserved his satirical condemnation for the rich, old men who were making a profit out of the war and did not share the soldiers’ terrible discomforts and dangers, yet concealed their selfishness behind a front of self-righteous flag-waving and jingoism. In his poem, The Parable of the Old Men and the Young, Owen envisages Abraham killing Isaac despite God’s command to sacrifice a ram instead:

But the old man would not so, but slew his son,

And half the seed of Europe, one by one.

This indignant mood that led these soldier-poets to satirise civilians is revealed in a letter which Owen wrote to his mother from Scarborough in July 1918:

This morning at 8.20 we heard a boat torpedoed in the bay, about a mile out. I wish the Boche would have the pluck to come right in and make a clean sweep of the pleasure boats, and the promenaders on the Spa, and all the stinking Leeds and Bradford war-profiteers now reading ‘John Bull’ on Scarborough Sands.

The Return of the War Horse & the Fall of the Virgin:

The morale of the soldiers at the Front throughout the spring and early summer matched the cynical protests of people and poets on the home front, for the war to be brought to an end. It was perhaps best summed up in the following song:

Meanwhile, preparations for the offensive continued throughout the summer. Fifteen thousand cavalry horses prepared for action. Cavalrymen had operated as unmounted infantry for most of the war since there were few opportunities for horse-mounted soldiers to fight effectively on the typical Western Front battlefield. As the fighting became more open again, cavalry began to be utilised once more.

Earlier in the war, in the town of Albert, near to the Somme, a statue of the Virgin Mary outside a church was hit. It didn’t fall completely and remained, leaning over. It was reckoned that when it finally fell the war would end. At the beginning of August, the statue toppled. Trench warfare on both sides was certainly coming to an end, thanks to the tanks. But as the Germans left their trenches in the summer of 1918, they left notices for the British to warn them that the war was far from won and lost:

Dear Tommy,

You are quite welcome to what we are leaving. When we stop we shall stop, and stop you in a manner you won’t appreciate.

The Trouble with Ken, Jeremy, Diane etc…

The British Labour Party is preparing to rewrite its definition of anti-Semitism to enable its members to continue to call into question the right of the state of Israel to exist, although the party policy is to support a two-state solution to the ‘problem of Palestine’. In recent weeks, the Party has been digging itself further into the hole that it began when it failed to expel the former Mayor of London, Ken Livingstone, for claiming that “Hitler supported Zionism” in the 1930s. Only last week (18th May), we learned that the leader of the Party, Jeremy Corbyn, has nominated as a new appointee to the House of Lords.  Martha Osamor, who’s a Nigerian-born civil rights campaigner, has in the past shown public support of Labour members who were suspended over anti-Semitism, including signing a letter protesting against Ken Livingstone’s suspension. The letter claimed that all those suspended were victims of a conspiratorial campaign against Jeremy Corbyn.

After demonstrations by mainstream Jewish organisations outside Parliament involving many MPs from his own Party and a deeply embarrassing debate in Parliament further exposing the anti-Semitic abuse those same MPs have been subjected to, Jeremy Corbyn finally met two Jewish charities, supposedly to resolve their differences. However, not only did they refuse to accept the proposals put forward by the charities for monitoring and eradicating anti-Semitism from the Party, but Corbyn and his colleagues used the meeting to announce that they were reneging on the Party’s adoption of the International Definition of Antisemitism. 

The definition, which has been widely accepted since its adoption at the Bucharest Plenary of the International Holocaust Remembrance Alliance (IHRA) on 26 May 2016, is supported in the document by examples which, its authors have confirmed, are not merely optional guidance but are an inseparable part of the definition itself. This is common sense. As every high school student of Humanities is taught, any useful statement must be supported by explanations and examples. Otherwise, it can easily be rejected as mere assertion, of limited value. Its authors add that to suggest that the definition can be somehow detached from the rest of the document is “absolutely false or misleading.” Therefore, the Labour Party cannot claim to have adopted the definition whilst also seeking to discard an integral section of it. So why is it seeking to do this? The Campaign Against Antisemitism has analysed Jeremy Corbyn’s letter to the Jewish charities of 24 April 2018, published in the London Evening Standard. His letter seeks to omit the following examples from the definition document in its ‘adoption’ by his party:

  • “Accusing Jewish citizens of being more loyal to Israel, or to the alleged priorities of Jews worldwide, than to the interests of their own nations.”;

  • “Denying the Jewish people their right to self-determination (e.g. by claiming that the existence of a State of Israel is a racist endeavour)”;

  • “Applying double standards by requiring of Israel a behaviour not expected or demanded of any other democratic nation.”

It appears that Jeremy Corbyn does not want to stop members of the Labour Party from questioning whether Israel should continue to exist, to deny the right of Jewish people in Israel/Palestine the right to self-determination, or from describing it, for example, as an “apartheid state”.  The Shadow Home Secretary, Diane Abbot MP has also implied that the definition does not allow criticism of Israel, despite the fact that it explicitly states that “criticism of Israel similar to that levelled against any other country cannot be regarded as anti-Semitic.” We might respond to this by stating “the bloomin’ obvious”, i.e. that the status and history of this country, and indeed of Palestine before it, are not like those of any other country, but that Israel is often expected to demonstrate a higher standard of conduct than any other country in dealing with both internal and external terrorist threats. When this ‘standard’ is inherent in the criticisms of security measures, it often crosses a line into anti-Zionism and anti-Semitism. Therefore, all three examples given by the IHRA are clearly anti-Semitic and have a long history of being used to promote hatred of Jews.

‘Yid’ and ‘Zio’: Sins of Omission?

Andrew Gwynne MP has criticised the IHRA document for ‘omitting’ the use of specific abusive terms like ‘Yid’ and ‘Zio’ as examples which the Labour Party would itself include. However, as the CAA has pointed out, such abuse is well understood by the Jewish communities in the UK and are also covered by the example within the document which refers to…

…making mendacious, dehumanising, demonising or stereotypical allegations about Jews as such or the power of Jews as a collective – such as, especially but not exclusively, the myth about a world Jewish conspiracy or of Jews controlling the media, economy, government or other social institutions… 

The CAA is right to point out how appalling it is that Andrew Gwynne and Jeremy Corbyn seem to be claiming that they know better than the Jewish communities, both at home and abroad, what constitutes anti-Semitism. Not only this, but they also seem to think that they know better than the IHRA’s thirty-one signatory nations. It also represents the height of arrogance in diplomatic terms, for the Labour Party to seek to rewrite an internationally agreed definition in its own interest and for the convenience of a hard-core of extremists within it.

Partition of Palestine: Divine Destiny or Great Disaster?

Since this month sees the seventieth anniversary of the declaration of the state of Israel, seen as a ‘great disaster’ by many Palestinian Arabs, it might be instructive to re-examine some of the international initiatives and agreements which led to its establishment, and the diplomatic reactions which followed in the aftermath of the Arab-Israeli War. In November 1945, an Anglo-American Inquiry Committee was appointed to examine the status of the Jews in the former Axis-occupied countries and to find out how many were impelled by their conditions to migrate. Britain, weakened by the war, found itself under growing pressure from Jews and Arabs alike and the Labour Government decided, therefore, to invite the United States to participate in finding a solution. The Report of the Committee was published on 1st May 1946. The report itself declared the following principles:

… that Palestine is a Holy Land, sacred to Christian, to Jew and to Moslem alike; and because it is a Holy Land, Palestine is not, and can never become, a land which any race or religion can justly claim as its very own. …

… the fact that it is the Holy Land sets Palestine completely apart from other lands and dedicates it to the precepts and practices of the brotherhood of man, not those of narrow nationalism.

… The Jews have a historic connection with the country. The Jewish National Home, though embodying a minority of the population, is today a reality established under international guarantee. …

Yet Palestine is not, and never can be a purely Jewish land. It lies at the crossroads of the Arab world. Its Arab population, descended from long-time inhabitants of the area, rightly look upon Palestine as their homeland.

It is, therefore, neither just nor practicable that Palestine should become either an Arab state, in which an Arab majority would control the destiny of a Jewish minority, or a Jewish state, in which a Jewish majority would control that of an Arab minority. In neither case would minority guarantees afford adequate protection for the subordinated group.

A Palestinian put the matter thus: “In the hearts of us Jews there has always been a fear that some day this country would be turned into an Arab state and the Arabs would rule over us. This fear has at times reached the proportions of terror … Now this same feeling of fear has started up in the hearts of Arabs … fear lest the Jews acquire the ascendancy and rule over them.”

Palestine, then, must be established as a country in which the legitimate national aspirations of both Jews and Arabs can be reconciled without either side fearing the ascendancy of the other. In our view this cannot be done under any form of constitution in which a mere numerical majority is decisive, since it is precisely the struggle for a numerical majority which bedevils Arab-Jewish relations. To ensure genuine self-government for both the Arab and Jewish communities, this struggle must be made purposeless by the constitution itself. 

The report recommended the ‘immediate’ admission of 100,000 immigrants from Europe, the victims of Nazi persecution, but refused to set a ‘yardstick’ for annual immigration beyond that. That, it said, should be the role of a trusteeship commission established by the United Nations. Until then, Britain, as the mandatory power, should continue to administer Jewish immigration under the terms of the mandate, ensuring that the rights and position of other sections of the population are not prejudiced. But it concluded, even-handedly:

The national home is there. Its roots are deep in the soil of Palestine. It cannot be argued out of existence…

Palestine is a land sacred to three faiths and must not become the land of any one of them to the exclusion of the others, and Jewish immigration for the development of the national home must not become a policy of discrimination against other immigrants.

Further, while we recognise that any Jew who enters Palestine in accordance with its laws is there of right, we expressly disapprove of the position taken in some Jewish quarters … that every Jew everywhere merely because he is a Jew … therefore can enter Palestine as of right … We declare and affirm that any immigrant Jew who enters Palestine contrary to its laws is an illegal immigrant.

President Truman welcomed its recommendation that the immigration and land laws of the 1939 White Paper should be rescinded. Clement Attlee, the British Prime Minister, however, prompted by Ernest Bevin as Foreign Secretary, declared that the report would have to be considered as a whole in all its implications. Ernest Bevin was regarded by many Jews in Britain, the United States and Israel as an arch-enemy of the Jewish people. Due to this, most unfairly, Bevin is still traduced as an anti-Semite. in fact, he had been numbered as a friend of Zionists during the Second World War, but afterwards was faced with the impossible contradictions in Britain’s position in the Middle East, where it was both in charge of Palestine and had wider links with the surrounding Arab countries. British officers ran the Jordanian Arab Legion, one of the instruments of Arab anger against Jewish immigration; yet British officers were in charge of Palestine as well, and had to keep the peace between the Arabs and the Jews who were fighting for a Jewish homeland. There is no doubt that the desperate migrations of Jewish refugees were handled very badly by Britain, determined to limit their settlement to a level that might be acceptable to Palestinian Arabs.

The worst example was the turning-round of a refugee-crammed ship, Exodus, as she tried to land 4,500 people in 1947, and the eventual return of most of them to a camp in Hamburg, an act which caused Britain to be reviled around the world. This was followed by the kidnap and murder of two British soldiers by the Irgun terrorist group, which then booby-trapped their bodies. But Bevin was pressed very hard by the United States, which wanted far larger immigration, and his instinct for a federal two-state solution rather than partition was seen sensible by many contemporary statesmen as well as subsequently. The British forces in Palestine were ill-equipped for the guerilla and terrorist campaign launched against them by Zionist groups. Bevin’s position was entirely impossible; it’s worth remembering that he was equally reviled by Arab opinion.

Nevertheless, to many Jews, it was his reaction to the report of the Anglo-American Commission and subsequent initiatives at the United Nations, and his delay in recognising the state of Israel until February 1949, together with bitter remarks he made in the House of Commons debates on Palestine, which lent support to their wholly negative view of his diplomacy. In his defence, Bevin was simply being cautious about relinquishing control in Palestine, as he was in the case of India, although these were clearly two very different cases in the process of decolonisation. He was no great imperialist, like Churchill, but he believed that Britain should take a lead in the post-war world, as the USA could not be trusted not to retreat into isolation, as it had done in the 1930s, leaving Britain to stand alone against fascism in 1940-41. The ‘socialist’ masters of post-war Britain were, in general, far keener on the Empire than one might expect. To a large extent, this was because without support from the USA, and with continental Europe shattered by six years of war, austerity Britain was dependent on its other overseas trading links with its dominions and colonies. In 1946, Bevin stated clearly that he was not prepared to sacrifice the British Empire because he knew that if it fell, it would mean the standard of life of the British people would fall further, and even more rapidly.

Bevin, like many ordinary Britons in the immediate post-war years,  hated the Germans, but he was also wary of the Soviet Russians, partly because he had fought many long, hard battles with Communists in the trade unions before the war.  He also argued, perhaps correctly in retrospect, that too hasty a colonial retreat would make a mockery of the long-professed policy aim of trusteeship. While Attlee himself was sceptical about the need for a large British force in the Middle East, his government thought it right to maintain a massive force sprawling across it, in order to protect both the sea-route to Asia and the oilfields which British companies worked and the country depended on. Restlessly active in Baghdad and Tehran, Britain controlled Gibraltar, Malta, Cyprus and, at the top of the Red Sea, the world’s second-busiest port after New York, Aden. In this context, Palestine, as a former Ottoman territory ‘mandated’ to Britain by the League of Nations, trusteeship needed to be handled carefully in conjunction with the United NationsIn this respect, Lord Strang, the Permanent Under-Secretary at the Foreign Office during Bevin’s term, suggested in his memoirs in 1962, that his opposition to the creation of the State of Israel was due to his preoccupation with long-term political and strategic considerations, and perhaps to his strong anti-Soviet views, rather than to any innate anti-Semitism. Strang wrote:

He was disturbed by fear of active Soviet intervention in Middle East affairs, and foresaw that the persisting Arab-Jewish antagonism would be exploited by Moscow to the detriment of vital Western interests.

Arab reaction was indeed hostile to the Anglo-American Commission; the Arab League announced that Arab countries would not stand by with their arms folded. The Ihud Association group led by Dr J L Magnes and Professor M Buber favoured a bi-national solution, equal political rights for Arabs and Jews, and a Federative Union of Palestine and the neighbouring countries. But Ihud found little support among the Jewish Community. It had, in the beginning, a few Arab sympathisers, but some of them were assassinated by supporters of the Grand Mufti of Jerusalem, Haj Amin al Husaini, the de-facto leader of Palestinian Arabs, who had lived in Germany during the Second World War. He had previously met with Hitler in 1941 to hatch a secret plan for the destruction of the Jewish element residing in the Arab sphere under the protection of British power. 

The evidence submitted by the Arab Office in Jerusalem to the Inquiry in March 1946 was uncompromising in stating that the whole Arab people are unalterably opposed to the attempt to impose Jewish immigration and settlement upon it, and ultimately to establish a Jewish state in Palestine. The statement went on to oppose Zionism in all its objectives, not only on behalf of the Arab Moslem majority but also claiming to speak for the Arab Christian minority, the other Arab countries and the recently formed Arab League, which had taken the defence of Palestine as one of its main objectives. Any solution of the problems presented by Zionist aspirations would have to satisfy certain preconditions, beginning with the recognition of the right of the indigenous inhabitants of Palestine to continue in occupation of the country and to preserve its traditional character. Pending the establishment of a representative Government, all further Jewish immigration should be stopped. and strict measures enforced to taken to check illegal immigration. All further transfer of land from Arabs to Jews should be prohibited prior to the creation of self-governing institutions.

It further stated that, while irrevocably opposed to political Zionism, the Arabs were in no way hostile to the Jews as such nor to their Jewish fellow-citizens of Palestine. Those Jews who had already and who had obtained, or were in the due legal process of obtaining Palestinian citizenship would enjoy full civil and political rights and a fair share in government and administration. The Arab state, so called because Palestine was an integral part of the Arab world … would recognise the world’s interest in the maintenance of a satisfactory régime for the Moslem, Christian and Jewish Holy Places. At the same time, they rejected the concept of the ‘internationalisation’ of Jerusalem, or the need of the international community to protect and guarantee the rights of religious minorities. The Government of Palestine would also follow a progressive policy in economic and social matters, with the aim of raising the standard of living and increasing the welfare of all sections of the population and using the country’s natural resources in the way most beneficial to all. The idea of partition and the establishment of a Jewish state in a part of Palestine was considered inadmissible both in principle and in practice. It would be impossible, they claimed, to devise frontiers which did not leave a large Arab minority within the Jewish state. Moreover, they predicted, partition would not satisfy the Zionists, who would inevitably be thrown into enmity with the surrounding Arab states … and would disturb the stability of the whole Middle East. Finally, the statement also contained a rejection of the proposal for the establishment of a bi-national state, incorporated into a Syrian or Arab Federation.

This Ihud solution, violently opposed by the Jerusalem-based Palestinian leadership, was put forward in the 1947 publication of Buber and Magnes, Arab-Jewish Unity (see above), which put forward a plan based on the principle of self-government for both Arabs and Jews within an overall state of the ‘Holy Land’ recognised by and represented at the United Nations Organisation. The authors pointed to the breakdown of the Versailles Settlement as proof that the only way to protect minorities in a bi-national or multi-national country was for the minority or minorities to have equality with the majority. The example of Transylvania was given as an example of the failure of such an age-old problem to be solved on the basis of either Hungarian or Romanian domination. The Soviet Union and the newly restored Yugoslavia were also given, neutrally, as examples of multi-national states. More positively, the hundred-year example of Switzerland was referred to as the most successful example of a multi-national state affording protection for national languages, cultures and institutions.

British Foreign Secretary Ernest Bevin announced on 14th February 1947 that His Majesty’s Government had decided to refer the Palestine problem to the United Nations. The tension inside Palestine had risen, illegal Jewish immigration continued and there was growing restiveness in the Arab countries: Palestine, Bevin said, could not be so divided as to create two viable states, since the Arabs would never agree to it, the mandate could not be administered in its present form, and Britain was going to ask the United Nations how it could be amended. The United Nations set up a UN Special Committee on Palestine (UNSCOP) composed of representatives of eleven member states. Its report and recommendations were published on 31st August 1947. The Committee unanimously adopted eleven resolutions, beginning with an agreement that the British Mandate should be terminated and Palestine granted independence at the earliest practicable date. In summary, the other resolutions were:

  • There should be a short, transitional period before this during which the authority for administering the country would be the United Nations;

  • The sacred character of the Holy Places should be preserved, and the rights of religious communities protected, by writing them into the constitution(s) of the successor state(s);

  • The General Assembly should see that the problem of distressed European Jews should be dealt with as a matter of urgency so as to alleviate their plight;

  • The constitution(s) of the new state(s) should be fundamentally democratic and contain guarantees of respect for human rights and fundamental freedoms, protecting minorities;

  • Disputes to be settled by peaceful means and the threat of force must not be used in international relations; this provision to be incorporated into the constitution(s);

  • The states formerly territories of the Ottoman Empire to give up all rights, immunities and privileges previously/ currently enjoyed in Palestine;

  • The GA should appeal to the peoples of Palestine to cooperate with the UN in efforts to settle the situation there and exert every effort to put an end to acts of violence.

In addition to these eleven recommendations, the majority of Committee members also approved a further recommendation that any solution for Palestine cannot be considered as a solution of the Jewish problem in general. Following on from the resolutions, the majority proposal of the Committee was for the Plan of Partition with Economic Union, with Palestine to be constituted as two states, one Arab and one Jewish, and the City of Jerusalem. The Arab and the Jewish States would become independent after a transition period of two years beginning on 1st September 1947. Before their independence could be recognised, however, they would have to adopt a constitution in line with the pertinent recommendations of the Committee and make a declaration to the United Nations containing certain guarantees and sign a treaty by which a system of economic collaboration would be established and the Economic Union of Palestine created. The City of Jerusalem would be placed, after the transitional period, under the International Trusteeship System under an agreement which would designate the United Nations as the Administering Authority. The plan contained recommended boundaries for the City, as well as for both the Arab and Jewish States. Seven of the ten member countries supported this plan, the three others, including India and Yugoslavia, supporting the minority proposal, the Plan of a Federal State in line with the Ihud solution (outlined above). This plan had an international solution for the supervision and protection of the Holy Places, but Jerusalem was to be the ‘shared’ capital of the federal state.

The Jewish Agency accepted the majority Partition Plan as the “indispensable minimum,” but the Arab governments and the Arab Higher Executive rejected it. In its subsequent Resolution on the Future Government of Palestine (Partition Resolution), endorsed on 29th November 1947, the UN General Assembly took note of the declaration of the United Kingdom, the ‘mandatory power’ since 1919, to complete its ‘evacuation’ of Palestine by 1 August 1948. The Resolution then set out a ‘Plan of Partition’ involving the setting up of both a Jewish state and an Arab state, each with a Provisional Council of Government. These were to hold elections, not later than two months after the British withdrawal. Jerusalem was to be a shared capital, with Arab residents able to become citizens of the Palestinian state and Jewish residents of the Jewish state. During the transitional period, no Jew was to be permitted to establish residence in the territory of the Arab state and vice versa. Each state was required to draw up a democratic constitution containing provisions laid down in the Declaration provided for in the third part of the resolution, but drawn up by the elected Constituent Assemblies of each state. In particular, these constitutions were to make provisions for:

(a) Establishing in each State a legislative body elected by universal suffrage and by secret ballot on the basis of proportional representation, and an executive body responsible to the legislature;

(b) Settling all international disputes in which the State may be involved by peaceful means in such a manner that international peace and security, and justice, are not endangered;

(c) Accepting the obligation of the State to refrain in its international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations;

(d) Guaranteeing to all persons equal and non-discriminatory rights in civil, political, economic and religious matters and the enjoyment of human rights and fundamental freedoms, including freedom of religion, language, speech and publication, education, assembly and association;

(e) Preserving freedom of transit and visit for all residents and citizens of the other State in Palestine and the City of Jerusalem, subject to considerations of national security, provided that each State shall control residence within its borders.

The Declarations of Independence to be made by both provisional governments were to include a prescribed ‘chapter’ guaranteeing mutual access to the Holy Places, Religious Buildings and Sites according to existing agreements. Access was also to be guaranteed to aliens without distinction as to nationality in addition to freedom of worship, subject to the maintenance of public order. The Governor of the City of Jerusalem was to decide on whether these conditions were being fairly observed. Religious and Minority rights, Citizenship, International Conventions and Financial Obligations were prescribed in the second and third chapters. Any dispute about international conventions and treaties was to be dealt with in the International Court of Justice (ICJ).

On 29th November 1947, the UN General Assembly endorsed the partition plan by a vote of thirty-three to thirteen. The two-thirds majority included the United States and the Soviet Union but not Britain. Norman Bentwich, in his memoirs My Seventy-Seven Years (1962), explains, on the basis of his first-hand evidence of talks with Ernest Bevin in Paris and London on the question of Palestine between 1946 and 1948, how the Foreign Secretary came round to the view that Britain should recognise the state of Israel:

He was, I believe, anxious at the outset to find a solution of the conflict, and confident that he would succeed, as he had in many bitter labour disputes. … when he did recognise the State in 1949, he did his best to foster afresh good relations between Great Britain and Israel; and he made a vain attempt to bring Jews and Arabs together.

The United Nations was resolution was bitterly resented by the Palestinian Arabs and their supporters in the neighbouring countries who vowed to prevent with the use of force of arms the establishment of a Zionist state by the “Jewish usurpers.” The Proclamation of Independence was published by the Provisional State Council in Tel Aviv on 14th May 1948. The Council was the forerunner of the Knesset, the Israeli parliament. It began:

The Land of Israel was the birthplace of the Jewish people. Here their spiritual, religious and national identity was formed. Here they achieved independence and created a culture of national and universal significance. Here they wrote and gave the Bible to the world.

Exiled from the Land of Israel the Jewish people remained faithful to it in all the countries of their dispersion, never-ceasing to pray and hope for their return and the restoration of their national freedom.

The Proclamation continued with a history of Zionism from 1897, when the First Zionist Congress, inspired by Theodor Herzl’s vision of the Jewish State, proclaimed the right of the Jewish people to national revival in their own country. It then made reference to the to the Balfour Declaration of 1917, reaffirmed by the Mandate of the League of Nations. It went on to comment on the Holocaust and the Jewish contribution to the Allied cause in the fight against fascism in the Second World War. It then came to the UN Resolution of 29th November 1947, which, it claimed was a recognition of the right of the Jewish people to lead, as do all other nations, an independent existence in its sovereign State. The Proclamation continued with a series of declarations, including that:

  • The State of Israel will be open to the immigration of Jews from all countries of their dispersion; will promote the development of the country for the benefit of all its inhabitants; will be based on the principles of liberty, justice and peace as conceived by the Prophets of Israel; will uphold the full social and political equality of all its citizens, without distinction of religion, race, or sex; will guarantee freedom of religion and conscience, education and culture; will safeguard the Holy Places of all religions; and will loyally uphold the principles of the United Nations Charter;
  • The State of Israel will be ready to co-operate with the organs and representatives of the United Nations in the implementation of the Assembly of November 29, 1947, and will take steps to bring about the Economic Union over the whole of Palestine; …
  • In the midst of wanton aggression, we call upon the Arab inhabitants of the State of Israel to preserve the ways of peace and play their part in the development of the State, on the basis of full and equal citizenship and due representation in all its bodies and institutions – provisional and permanent;
  • We extend our hand in peace and neighbourliness to all the neighbouring states and their peoples, and invite them to co-operate with the independent Jewish nation for the common good of all. The State of Israel is prepared to make its contribution to the progress of the Middle East as a whole. …

The British Mandate was terminated the Following day and regular armed forces of Transjordan, Egypt, Syria and other Arab countries entered Palestine. This attempt to strangle the State of Israel at birth failed, and Israel, as a result, seized some areas beyond those defined in the UN resolutions. In June 1948 Palestine west of the Jordan was not so much granted self-government as abandoned to whoever was stronger there, which happened to be – after some bloody fighting and a mass exodus of Arab refugees – to be Israel. The armistice of 1949 did not restore peace; an Arab refugee problem came into being, guerilla attacks, Israeli retaliation and Arab blockage of the Suez Canal and the Gulf of Aqaba led to the second and third Arab-Israeli Wars. As for Britain, after the disastrous conclusion to the Palestine problem in 1947-49, everything had conspired to undermine the influence it felt was essential to safeguard its interests in the Middle East, not least in its oil, which was by far Britain’s largest and, for what it did for the country’s industry, its most valuable import.

Did Hitler (ever) support Zionism?

Since I began this article, Ken Livingstone has resigned from the Labour Party. Jeremy Corbyn has commented that he did the right thing, but in an interview with Sky News, Livingstone has said that he remains unrepentant about his remarks of two years ago, denigrating the entire Zionist movement as one of collaboration with Nazism. He continues to twist the true historical narrative of Zionism to suit his own ends, despite being told that he is wrong, both historically and morally. So, what of his claims that Hitler supported Zionism in 1933? In his Berlin interview with the Grand Mufti of 30th November 1941, Hitler himself made it clear that…

Germany stood for uncompromising war against the Jews. That naturally included active opposition to the Jewish national home in Palestine, which was nothing other than a centre, in the form of a state, for the exercise of destructive influence by Jewish interests. 

However, in response to the Grand Mufti’s call for a public declaration to be made of Germany’s support for the aspirations to independence and freedom of the Arabs within six months or a year, Hitler replied:

He (the Führer) fully appreciated the eagerness of the Arabs for a public declaration of the sort requested by the Grand Mufti. But he would beg him to consider that he (the Führer) himself was the Chief of the German Reich for 5 long years during which he was unable to make to his own homeland the announcement of its liberation. He had to wait with that until the announcement could be made on the basis of a situation brought about by force of arms that the Anschluss had been carried out.

The ‘five long years’ referred to here were 1934 to 1939, following the merger of the office of Chancellor and President into ‘Führer’ in August 1934 and the plebiscite which gave him absolute power in the new Reich. The Anschluss took force in April 1938, though it took another year to integrate Austria into German state administration. It’s therefore important to note that anti-Semitism did not become the official policy of the Nazi Party until September 1935 when the Nuremberg Laws were announced. Although many Jews were hounded from office or imprisoned in the first wave of lawless anti-Semitism in 1933. The Reich Citizenship Law of 14th November 1935 defined who was and was not a Jew. The Law for the Protection of German Blood and Honour published the same day forbade inter-marriage and sexual relations between Jews and Germans but also covered relations with blacks, and the Sinti and Roma (gypsies). These laws linked the Eugenics programme with the régime’s anti-Semitism. Over the next four years, the Jewish community in Germany was gradually excluded from business and the professions, through its programme of ‘aryanisation’, lost citizenship status and entitlement to a number of welfare provisions.

002 (2)That the aim of the régime at this time was to encourage Jewish emigration does not mean that ‘Hitler supported Zionism’. The régime simply saw emigration, whether to Palestine or elsewhere in Europe and the world,  as a means to its end of ridding Germany of its Jewish population. Approximately half of Germany’s Jews emigrated between 1933 and 1939, 41,000 of them to Palestine under the terms of the Ha’avarah Agreement made with Zionist organisations in Palestine on the transfer of emigrants and their property from Germany.

In an unlikely ‘collaboration’ with the SS, training camps were set up in Germany (see the map above) for emigrants to acquire the skills needed in their new life in Palestine. This process slowed considerably by the late 1930s as the receiver states and the British in Palestine limited further Jewish immigration. By the first year of the war (as the figures below show) it had virtually been brought to a halt. Whilst it might, in hindsight, be viewed as an act of ‘collaboration’, it was never part of Hitler’s war strategy or his long-term plan for the genocide of the Jews. Given what happened to the Jews in Germany from 1935 onwards, the attempt of one Zionist group to assist the emigration of people already facing unofficial discrimination and persecution in 1933 was a practical solution to an impending crisis for German Jewry, not one of their own making, and certainly not one driven by any form of ideological affinity with the Nazi régime that was still establishing itself at that time.

At the same time, anti-Semitic activity in Germany intensified. On 9 November 1938, leading racists in the SS instigated a nationwide pogrom destroyed 177 synagogues and 7,500 Jewish shops and businesses. Kristallnacht – the ‘Night of Broken Glass’ signalled the start of a more violent phase in Nazi racial policy. There is no evidence to suggest that Hitler changed his view, first published in Mein Kampf (1924) or his subsequent ‘line’ as party leader, Chancellor and Führer, that the Jewish people both in Europe and the Middle East, if not worldwide, had to be ‘eradicated’.

It is a travesty of the truth to suggest that Hitler saw Zionism as anything other than a creed which was the ideological polar opposite of Nazism. Again, this was confirmed in his statement to the Mufti in 1941 in which he said that…

Germany was resolved, step by step, to ask one European nation after the other to solve its Jewish problem, and at the proper time direct a similar appeal to non-European nations as well. Germany was at the present time engaged in a life and death struggle with two citadels of Jewish power: Great Britain and Soviet Russia… This was the decisive struggle; on the political plane, it presented itself in the main as a conflict between Germany and England, but ideologically it was a battle between National Socialism and the Jews. … He … would carry on the battle to the total destruction of the Judeo-Communist Empire in Europe. …  Germany’s objective would then be solely the destruction of the Jewish element residing in the Arab sphere under the protection of British power. … In that hour the Mufti would be the most authoritative spokesman for the Arab world. It would then be his task to set off the operations which he had secretly prepared.     

Against this primary source evidence, Ken Livingstone’s claim that “Hitler supported Zionism until he went mad and decided to kill six million Jews” is clearly false, as is the implication in his statement that Zionism and Nazism were, and are, ideological bed-fellows as variants of nationalism. Hitler’s plan was as chillingly logical as it was hateful. It remained the same in 1944 as it had been twenty years earlier, but it was only after 1934 that he had the power to enact it within Germany, and only after 1938 that he could impose it on other European states.

Since Hitler never achieved his war objective of opening the road through Rostov and the Caucasus to Iran and Iraq, he was never able to carry out his plan to extend the genocide of the Jews to Palestine with Arab assistance led by the Grand Mufti. Instead, he continued his policy of extermination of the Jewish populations of occupied countries even when the Red Army was streaming over the Carpathians. He was no more ‘mad’ in 1944 than he had been in 1934, and no more mad in 1934 than he had been in 1924. He was certainly an opportunist in both home and foreign policies, and if he saw a way of getting what he wanted without using bullets and bombs, he was more than willing to take it. That applied just as much to the SS’s dealings with the Zionists as did to his own deals with Chamberlain at Munich and Stalin in the Nazi-Soviet Pact. It was an opportunism shared by his High Command throughout the war, with Adolf Eichmann making deals with Zionists in the occupied countries for the facilitation of Jewish emigration, for example from Budapest, on Kasztner’s Train in 1944. Eichmann told the Zionists sent to negotiate that he had read Herzl’s writings and considered himself a Zionist. They felt that he was mocking them and those they were trying to save by any possible means.

The Right Thing to do…

Added to this, the contemporary fact is that those within the party who continue to spew out anti-Semitic bile, mocking the Zionist cause both past and present, are also those who would reject Israel’s right to exist as it was established in 1948. This a right which, according to its own declarations, was never intended to exclude the rights of Palestinian Arabs, as we have seen and read in the key documents quoted above. However much we may criticise Israel’s actions since 1948 as departing from its own script, we cannot deny its honest intentions. Neither can we lay all the blame on Israel for the failure of peace talks. Representatives of the Palestinian Arabs, including Fatah, have frequently refused to engage in a dialogue which might end the violence and bring the peace process to a successful conclusion in a two-state solution to the overall problem of Palestine. That, ever since Ernest Bevin changed his mind and recognised Israel in 1949, has been the official policy of the Labour Party.

Set against this we are still expected to tolerate the denial by some of the ‘hard left’ in Britain of Israel’s right to exist. This is not only against Labour Party policy but is also inherently anti-Semitic because it seeks to discriminate against the right of Jewish people to their own ‘home’ in Palestine. This right to a ‘homeland’ is enjoyed by most nationalities throughout the world and often taken for granted, in particular, within the multi-national and multi-cultural United Kingdom. British people can be justly proud that the rights of small nations have been upheld through devolution, and that diversity of language and religion is protected. Despite the dominance of one country, England, in terms of population, culture and language, Britons have been able to stay together in an economic and political union. Why then, would we seek to deny the right of Israel to peaceful co-existence with its neighbours? Since when have socialists of any description been against putting the principle of self-determination into action? Surely those who cannot accept these principles of self-determination and peaceful co-existence for Israel and Palestine have no place in the British Labour Party.

For its part, Israel must surely keep the promises it made, on its foundation, to the international community, to its own Arab minorities, and to its Palestinian Arab neighbours, and it is right to criticise it when it breaks these promises. But these breaches do not mean that Israel should forfeit its place among the recognised states of the world. Instead, all ‘parties’, internal and external, need to work together to help bring an end to the century-long conflict between Arabs and Jews. After all, they still share common roots in the region as Semitic peoples, as well as similar aspirations to national independence and self-determination, free from interference from external powers. At the start of that century, they were not so far apart in their mutual national aspirations; they can close that gap again, but only if they agree to leave their trenches. Encouraging them to stay entrenched in their positions will not aid the peace process.

Chapter One: Semi-detached Britain.

The experience of women between the wars was part of a broader re-making of the main social classes, especially the professional middle classes and the working classes, a social reformation on a scale not witnessed for almost a century, with the maturation of the first industrial revolution. As early as 1934, a woman Oxford graduate commented:

Both the new rich and the new poor have learnt that the old social orders were not immutable, that the roles of Lazarus and his patron were interchangeable. It is significant that you seldom hear nowadays the phrase which was once so common, “know my station”…

During the 1930s, well-to-do families could enjoy a rising standard of living, and it was possible for them either to evade the problems of society and, despite the declining number of domestic servants, to escape from them. Even the less well-to-do, provided they were employed, could react in these ways to their circumstances since, for the first time in modern times, the benefits of industrialisation began to be applied on a large-scale to the home as well as to the factory. New industries, geared to consumer demand, prospered while old basic industries declined. Meanwhile, ‘mass entertainment’, becoming an industry and sustained by new technical media, often encouraged the flight from the uneasy present, and the holiday resorts boomed.

The experience of the thirties remained fragmented and divided, yet as the decade went by it proved increasingly difficult completely to ignore the international ‘crises’. There was no domestic crisis equivalent to the General Strike of 1926, but the economic recovery after 1934 which raised the country out of the trough of unemployment and hunger was limited and precarious. It was recognised that, in part, the recovery depended on a rearmament programme which might ultimately involve Britain in another World War. Even after the outbreak of the Second World War in September 1939, there was still no sense of common direction. The government, still the ‘National’ government which had been returned to power with a huge majority during the economic crisis of 1931, was not fully representative of the nation, even after its re-election in 1935. The war was fought so fitfully at first that it was called ‘the phoney war’ at the time.

It was not until the ‘Blitzkrieg’ of the summer and autumn of 1940 that Churchill’s new government was able to mobilise the full support of the vast majority of the British people. Their support was forthcoming not just because it was commanded, but because there was a strong popular feeling that the world could not remain safe or happy so long as Hitler was dominating Europe. With the ‘Blitz’, the ‘semi-detached’ period of British social history came to an end. With hindsight, the years between 1919 and 1940 looked like ‘the years the locust had eaten’, years of wasted resources and people. Yet this was not what they seemed like at the time to growing numbers of people who felt themselves to be ‘middle-class’, for whom there was much to enjoy and be thankful for. The contrasting measurements of the main social indexes – in health, employment, education, housing, food and leisure – revealed exactly how fortunate they were. One Yorkshirewoman, quoted in F. W. Hirst’s The Consequences of the War to Great Britain (1934), was convinced that…

… class distinctions have been positively toppled over since the Great War, or rather social barriers have been removed, not entirely by the upper class becoming less exclusive but much more by a general uplifting in the standard of living… Luxuries once enjoyed by the few are now regarded as ordinary expenditure by young people whose immediate antecedents were accustomed to such amenities, … Take for example the telephone, wireless, electric light, motor-cars, pictures. It might be said that these are all recent inventions brought into common use by the developments of science; but unless the standard of living had been considerably raised, these would still have been considered great luxuries to be used only by the wealthier classes. … (Yet) the landed aristocracy have been almost taxed out of existence, and are mostly living in a much less luxurious way than before the War; and the middle classes are undoubtedly labouring under a burden of taxation such as they have never before been called upon to bear. 

Even by 1941, by no means all of His Majesty’s subjects were enjoying such luxuries. For those on B. S. Rowntree’s poverty line’, whether in the depressed areas or in the ‘pockets’ of poverty in the more prosperous towns and cities, such luxuries remained far out of reach. Theirs was a more basic daily ‘fayre’:

Breakfast, Wednesday: Bread and dripping, tea. Dinner: Liver and onions, bread and butter and tea. Tea: bread and butter, beetroot, tea. Supper: Cocao … Breakfast, Friday: Bread and dripping, tea. Dinner: Cod and chips, bread and butter and tea. Tea: Bread and butter, tomatoes, jam, tea. Supper: None. Breakfast, Saturday: Bread and dripping, tea…

In his 1941 report, Poverty and Progress, he also found that taking the average figure for children of all ages there was a difference of five and three-quarter pounds between the average weight of girls in social classes A and B and D and E, while the girls in class X were on average twelve and a quarter pounds heavier than those in A and B. The boys in classes D and E were four and three-quarter pounds heavier and those in class X were eight and a quarter pounds heavier than those in classes A and B. Thus, the ‘weight gap’ between social classes was far greater among girls than boys of the same age. By the end of the thirties, impoverishment had also taken its toll on the diets of older women among the ‘respectable working classes’. William Cameron wrote in Common People of how…

Mother was glad to see Dick, and Catherine was glad to see him too. Visitors were rare. No one goes to see poor people. Even relatives stay away… Dick belonged to that aristocracy of Labour who have hot dinners with vegetables every day, eat real butter on Sundays, and have fresh cows’ milk with their tea. Mother made him a cup of tea and cut him a slice of bread and margarine, a sincere gesture of hospitality. She wanted him to feel at home.

Thus the growing prosperity among many working-class families helped to underline the widening of divisions between sections of that class. However, with the decline of domestic service, the wealth and powers of both the aristocracy and the upper middle classes were also declining rapidly. The Quakers had long-held an antipathy for the inducement of men and women into selling themselves into service in exchange for shelter, food and clothes in order to gratify the ostentation and indulgences and lusts of their fellow-men. These objections, voiced by Shipley N. Brayshaw in his Swarthmore Lecture, Unemployment and Plenty (1933), were beginning to find a wider appeal among middle classes consciences:

Wealth should enlarge a man’s capacity for useful work and culture. Morally it is not a charter for an idle life while monopolizing the services of others. In the ideal state there would be no shortage of domestic help for responsible people or for those engaged in work of outstanding value to their fellows. The attendants, or servants, of such people would be taking a useful and worthy part in the work of the community, but if they gave the same advice to an idle rich man they would be flunkies…

On the other hand, obsequious service would be withheld, neither man nor woman would accept domestic service of the old humiliating type with its low status. It would be difficult to obtain any personal service which ministered merely to laziness, luxury, or vanity. To serve another, who serves no one, is to be the underlying of a parasite. There is always something humiliating in giving such service, and not many people with a decent alternative would submit to it.                                 

The towns of Britain greatly changed their appearance between the wars: in the twenty years between 1919 and 1939 four million houses were built and the towns spread outwards in all directions. Most of these were built by private enterprise so that the outer suburbs of most modern cities and towns are still quite largely a legacy of the thirties. Between January 1935 and the outbreak of war, 1,807,682 houses were built, more than three-quarters of them by unsubsidised private enterprise. In 1939, one-third of all the houses in Britain had been built during the previous twenty years. These figures were a sign of how much, and how quickly, England in particular, a country of smaller families, was changing. The old Victorian or Edwardian family terraced house was a dreary home, long and narrow and dark, with a tiny front garden in which nothing would grow after the hedge had been planted, and a very narrow strip at the back giving a view of countless others of the same sort. Quite apart from being cramped and dark, it had the added inconvenience that coal had to be delivered through the house, and if you owned a motor-bike that too had to go through the front door, down the passage and out at the back.

So the new semi-detached house was very popular, even if the ‘detachment’ was no greater than a few feet. The earlier semi-detached were usually pebble-dashed plain square boxes with the slate roof of the nineteenth century, but by the thirties, they were mostly of brick and had red tile roofs. Terraced housing was still being built, but the romantic English ideas of privacy and a decent bit of garden all to yourself defeated the best intentions of the town planners. The most expensive semi-detached houses had a variety of features stuck on to give the much-desired air of individuality – bow windows and porches, turrets and latticed windows, even battlements. Many looked like miniature Tudor manors. In some streets, no two were alike, so strong was the reaction against uniformity, and they had names as well as numbers, all in the strong tradition of the English country house. Superior people mocked them, but they were a great improvement on their predecessors for their incumbents and the accusation that they were ‘jerry-built’ was untrue of the vast majority.

There was surprisingly little ‘vox pop’ on radio programmes, but there was a great vogue for cinema documentary particularly among the politically conscious minority in the late 1930s, and in 1937 ‘Mass Observation’ was founded to note directly, without intermediate comment or theory, what people were saying about anything and everything in streets and public houses. J. B. Priestley portrayed the setting of all this in his English Journey (1934) which is comparable in its significance with Cobbett’s Rural Rides of the previous century. In it, Priestley wrote of an…

… England of … filling stations and factories that look like exhibition buildings, of giant cinemas and dance halls and cafés, bungalows with tiny garages, cocktail bars, Woolworth’s, motor-coaches, wireless, hiking, factory girls looking like actresses, greyhound racing and dirt tracks, swimming pools, and everything given away for cigarette coupons. 

As well as providing a useful corrective to the pessimistic view of the thirties typified by George Orwell’s work, among others, Priestley shows that the ‘two nations’ view of later historians such as E. J. Hobsbawm, was grossly oversimplified. There was certainly widespread depression and appalling human suffering, but it was regionalised, if not localised, rather than general. He identified ‘three Englands’, the first that of ‘Old England’, the country of the cathedrals and minsters and manor houses and inns, of Parson and Squire. Then there was that created by the nineteenth century, the industrial England of coal, iron, steel, cotton, wool, railways, making up the larger part of the Midlands and the North. His third England was the new post-war England, belonging to the contemporary age. This was the one described above, which he went on to describes as…

…essentially democratic… You need money in this England, but you don’t need much money. It is a large-scale, mass-production job, with cut prices. You could almost accept Woolworth’s as its symbol… In this England, for the first time in history, Jack and Jill are nearly as good as their master and mistress… Most of the work … is rapidly becoming standardised… and its leisure is being handed over to standardisation too. It is a cleaner, tidier, healthier, saner world than that of nineteenth century industrialism. 

Here then were the three Englands I had seen… and as I looked back on my journey I saw how these three were variously and most fascinatingly mingled in every part of the country…

Most English people were enjoying a richer life than any previously known in the history of the world: longer (and paid) holidays, shorter hours, higher real wages. They had the motor car, cinemas, radio sets, electrical appliances. Yet the result of the National Government’s actions to save the pound resulted in the children of the unemployed having less margarine on their bread, while government ministers, along with the government ministers were able to enjoy Christmas 1931 in their warm, comfortable homes. Such was the equality of sacrifice experienced in Britain in the early thirties. Unemployment continued to rise through the winter of 1931-2, reaching a peak in the third quarter of 1932 when there were almost three million out of work throughout Great Britain. From that point onwards, as the map below shows, the divergence between depressed and prosperous Britain widened in terms both of levels of unemployment and the overall standard of living, due to the cuts in unemployment benefit and the introduction of the means test.

The politics of the post-1945 era were fought out on the record of the pre-war years. As late as 1951 the Labour Party campaigned with election slogan ‘Ask your Dad!’, an illustration of the way in which the emotive image of the ‘hungry thirties’ had become part of the repertoire of political cliché. Perhaps the slogan, ‘Ask your Mam!’ would have evoked a different response, as for most women the thirties were a release from domestic drudgery and an opportunity to do useful work outside the home. Nevertheless, the popular view of the decade as a period of unrelieved failure was undoubtedly hardened and reinforced in the years after the war; a view which became sharpened against the background of full employment and affluence of the 1950s and 1960s. Even in the next period of mass unemployment in the 1970s, the ghost of the thirties stalked political platforms and the media as a symbol of economic disaster, social deprivation and political discontent. A concentration on unemployment and social distress does not, however, represent an accurate portrayal of the decade. Beside the pictures of the unemployed and the impoverished, of the dole queues and hunger marches must be placed those of another Britain of new industries, prosperous suburbs and a rising standard of living for most if not all.

Any of the objects in the photograph above, nearly all incompatible in style, could have been found together in any smart middle-class home of the thirties, exercising the primary function of making the owner feel up to date. Some of the forms claim to be austere, but the general effect is both cluttered and cosy. During the whole inter-war period, interior decoration and furnishings, like all the other arts, were in furious reaction against the Victorian belief in ‘Nature’. Man’s function in the universe was seen as intellectual. His job was analysis, not nature worship. None of nature’s curves was acceptable anymore, only segments of circles. In the twenties only those who were rich, leisured and intellectual enough cared about such fashions, but by the mid-thirties the idea of ‘modern’ and ‘bringing the house up to date’ had percolated down to the lower middle classes. The result was a softening of the austere ideal. A chair might be for sitting on, but when you weren’t sitting on it, you had to look at it. As women’s curves returned, it began to be appreciated in the decorators’ trade that Man, as well as being a machine for living, also had dreams, mostly of a sensual kind. It was the era of the suburban tennis club and John Betjeman’s adored Pam, you great big mountainous sports girl. If your quite small income was reasonably secure, you could enjoy a very happy, active, highly organised and, of course, rather snobbish social life in the outer suburbs in the thirties, with Who’s for tennis? as your watchword in the daytime and Shall we dance? in the evenings, with big bands flooding through the wireless, all glamorous under new electric lighting bouncing off walls and ‘limed’ oak furniture.

Among ordinary people plastics had begun their career in the form of Bakelite, which in the early days was remarkably ugly, cast either in that chocolate-brown which rendered schools, prisons and other institutions so depressing at the time, or mottled like the cover of a penny notebook. Light fittings, switches and wireless sets were mostly in Bakelite. The wireless set was the centrepiece in most homes, with its great red-hot valves like an electric fire. Thirties furniture, angular and ugly, was meant to have a ‘structural look’. Everything from teapots to cigarette cases was cubical if possible, symbolising the discarding of sentiment and other non-essentials.

In the thirties, then, if you had a job, and particularly if you had one in the new light industries, you were not badly off, and your parents’ way of life could be dismally restricted and archaic. It was only the old-fashioned heavy basic industries, such as King Coal, which were now all but derelict: in the new industries based on electricity or petrol instead of steam, and consumer goods instead of iron and steel, there was a genuine and rising prosperity. Plastics appeared in the thirties, and man-made fabrics, beginning with artificial silk, were going well by the end of the decade. There was a great increase in the employment of women in the new electric and electronic factories, where equally new nimble-fingered techniques proved beyond the scope of the old-fashioned muscular worker, however skilled. Domestic servants, ‘the maids’, whose reluctance to come forward for employment had provoked so much indignation in letters to the middle-class press in the twenties, were now becoming even more difficult to get. They now demanded real pay, a day off in the week and tolerable rooms to live in. There was also a boom in the new ‘labour-saving’ appliances, which meant a reduction in the demand for servants and shortened the hours needed by women for domestic labour.

Mass production was not confined to the emerging motor industry, and the fashion business, in particular, had adopted American methods in producing for the popular market. Though competition was fierce, clothing was an expanding home market. Montague Burton, the Tailor of Taste in every High Street could fit men out with a good suit for fifty shillings. The numbers employed in tailoring increased by a hundred percent between 1921 and 1938 to a record fifty thousand. The National Union of  Tailor and Garment Workers recruited heavily during the late thirties and despite opposition from some companies made substantial progress in the organisation of major manufacturers. The ‘Ideal Clothiers’, where the picture below was taken at their Elsden Road factory in Wellingborough, Northants, in 1937, was one of the big producers that accepted the complete unionisation of their staff. Employing more than two thousand workers at eight factories, engaged in the manufacture of men’s, ladies’ and children’s tailored outerwear, all employees were members of the NUTGW. Conditions of employment contrasted sharply with the familiar sweatshops of the tailoring trade and a progressive management offered the rare security of a non-contributory pension fund.

It was in the thirties that the British middle-class scene turned visibly modern. The huge iron kitchen range had owned a red-faced cook or ‘cook-general’, often an apt title for a tyrant of the kitchen. When she failed to appear in her place of duty to be roasted alive at the range until she was properly scarlet, preferring to work in a factory, the range had to go, to be replaced by a gas or electric cooker. In turn, this relieved the maids of the desperate weekly chore of black-leading the monster and since, during the decade, hundreds of thousands of people were employed as door-to-door salesmen demonstrating vacuum cleaners, and stainless steel knives came into use, along with electric fires which eliminated most of the coal-heaving, a kitchen full of girls became more and more of a luxury. Only the copper and the great iron mangle stayed on for years to prolong the penal servitude of the past.

Americans, it was well-known, had washing machines, but only a few of the eccentric and under-bred ‘new rich’ were hardy enough to transplant them to into British society. For many years after the refrigerator had become standard domestic equipment in the USA, a cold slate slab in the north-east corner of the house where the larder with its gauze window still had its place was the Britons’ main line of defence against food poisoning. Every one of the labour-saving domestic appliances had to be begged, prayed and fought for by women against a strong male rearguard action, which resented each one of them as it arrived as a part of a process called Americanisation, which aimed at destroying good old high-bred British stoicism and the cold bath ethic, and would lead us all into decadence and ruin. As one small concession to modernity, the earliest pieces of electric equipment to be found in the British home was the hair-dryer. Women themselves sometimes shared men’s resistance or ambivalence to modernity, particularly to changes in the ways of bringing up children. F. W. Hirst’s Oxford graduate interviewee commented:

The post-war generation suffers from a sort of inward instability, a lack of character, due, probably, to the somewhat hysterical atmosphere of their childhood. There seems nowadays to be no desire to provide for the future or look beyond tomorrow. The war shattered that sense of security which brooded over Victorian homes, and made men buy estates and lay down cellars against their old age and for the benefit of their sons… Before the war children (in better class families at least) were kept apart from elders, had their own good plain food in the nursery and found their own simple amusements. Now they mix more with their elders, sit down to table with them, play the same games, and expect and get much more attention and amusement… But it is a great reflection on the common sense of parents of today that the indulgence and lack of discipline which were pardonable in wartime should be allowed to remain, and the fact that for four years Age had to stand aside and admire the feats of Youth is a poor defence for the absence of respect from the younger generation to the older in 1933. 

The new industries also produced a new style of worker and greatly augmented the middle class at its lower-paid end; it was these people, together with the old middle class of independent shopkeepers, tradesmen and small businessmen, with the professional upper middle class, the new financial and managerial upper class and the remnants of the land-owning democracy, who could have been expected to vote solidly for the National Government. In the event, they were joined by at least half of the old working class who were in dire straits, in what was a clear vote for tradition and stability at a time of crisis, both in 1931 and 1935.

With the upper classes more or less relegated to their crumbling estates in most areas of the country, it was the middle classes who took over the administration of English example and precept. In their hands, gentility became a furious competition and strange arbitrary rules grew up about clothes and fashion. Both men and women took an active role in this competition. Women’s judgements on the appearances of human beings had more of a biological than a social bias, and they were undergoing a profound transformation. The contemporary journalist René Cutforth observed that…

The old Twenties air of raffish individuality allied with a cool, if gin-soaked alienation was on the way out, along with the slate-pencil silhouette, the cloche hat, the cropped hair and the long cigarette holder. Breasts, hips and bottoms made a sudden and welcome comeback to the rapturous applause of their old fans, and this coincided with the introduction of the permanent wave. Overnight, it seemed, there was scarcely straight-haired woman with any pretensions to fashion to be seen throughout the length and breadth of the kingdom; dresses became longer as curves came in again and clothes were suddenly very soft and pretty, even fussy, and crepe de chine was the fashionable material. These were middle-class fashions. The upper class bought its clothes in Paris or Saville Row. The working-class had not enough money to affect fashion at all.

Later in the decade, women’s fashions produced a round hat in black felt, of exactly the cut and shape of a parish priest’s. This was the ‘Puritan’ hat and originally indicated that its wearer was a bigoted fanatic dedicated to sex in its purest and most clinical form, unadulterated by any other kind of feeling whatever, a high priestess of the erotic, according to René Cutforth. There was no doubt in his mind that the British of that time were more inhibited sexually than most other Europeans, but he was also convinced that the followers of Freud, enthusiasts in stripping sex of its romantic trappings and of any feeling other than physical excitement, produced as many casualties as cures.  The sexual missionaries claimed D. H. Lawrence as their ally but by the time he had died in 1930, he had already detested and disowned them. Women in Love had shown that he was on the side of intuition against intellect, of feelings against concepts, of the sense of touch against the kingdom of the eye, of feminine sensibilities against masculine lust. Instinct, in his view, had been bossed around by the mind for far too long: it was time it staged a comeback. It did, in the thirties, as his influence continued to grow.

Another infection of mass conditioning which also crossed the channel, but whose virus bred much milder mutations in the British atmosphere was the Wandervogel, very much in vogue in the twenties in Germany.

The Women’s League of Health and Beauty, led by Prunella Stack, was another manifestation of this continental vogue for mass parades. Women in every town and village in the land disported themselves of physical training, rolling about on the floors of gymnasiums, drill halls and village institutes, clad in a uniform of shorts and white satin blouses. ‘Hiking’ also began in the early thirties. ‘Going for walks’ in the countryside had been a British pastime for centuries. In the thirties, the countryside was much more attractive than it was after the second world war for two main reasons. Firstly, agricultural labourers, unable to live on their wages during the Depression, had moved in large numbers to the towns, so fields were ill-tended and wild plants grew everywhere. Secondly, chemical insecticides had not yet arrived to achieve the dull uniformity of efficient farming which became ubiquitous in later decades of the twentieth century.

Walking, therefore, became a mass pursuit, with a uniform of shorts and open shirts. Carrying a knapsack or a rucksack on their backs, the hikers, the majority of them women in groups of five or six as shown in the picture above, ‘invaded’ the countryside in vast numbers. Special trains were laid on from the big cities to take them out into the wilder spots. The body, which had simply meant sex in the twenties, now came to mean health and hygiene. Sunbathing and nudism were also pursuits which, for some reason, had to be done in groups. These were derived from nature therapies devised by the Germans to help children who suffered from malnutrition in the days of the Allied blockade.

The figures for car ownership also indicated rapid social change towards a more democratic society. The roads to the seaside were jammed with family cars and swimming pools were crowded. Thousands of people had tasted the delights of flying in Alan Cobham’s Air Circuses, and in the thirties flying was still glamorous. Amy Johnson was the ‘Truly British Girl’, brought up in Hull where her father owned a fish business, and flying for her was an escape from the humdrum into the high altitude where popular heroes lived. She was a solicitor’s typist but had made herself a fully qualified pilot and mechanic, a rare combination. She wrote to Sir Sefton Branker, the Civil Aviation Chief, about her ambition and Sir Sefton found sponsors for her. Amy bought an old green Gipsy Moth, called it Jason, rebuilt it with her own hands and flew single-handed to Australia in 1930. She became an instant success, ‘our’ Amy as much as Gracie Fields, the Lancashire mill-girl singer, was ‘our Gracie’. That was not because of any warm proletarian solidarity on Amy’s part, but merely the result of her Yorkshire accent. She filled the role of popular heroine and played the part of wonder-woman for years. She married Jim Mollison (pictured bottom), another record-breaking flyer and they became the first husband and wife to fly the Atlantic, but Mollison was something of a playboy and never really as good a flyer as Amy. Her serial came to an end when she crashed, unpublicised, during the war while flying a transport plane. She was, perhaps, the first modern British heroine. Heroes and heroines were much sought after in the thirties, particularly in sport. Thousands crammed into Wimbledon to watch British players Bunny Austin and Betty Nuthall (below) fight bravely and long against the great Americans.

1948-49: The Turning Point

In February 1992, Tom Leimdorfer, my former colleague at the Society of Friends (Quakers), was running a week’s residential course for teachers and teacher trainers in Szolnok in eastern Hungary, in the middle of the great plain (Alföld). After the first session, a Physical Education lecturer from a teacher training college called Katalin asked him if by any chance he was the same Leimdörfer Tamás who once attended the Veres Pálné experimental primary school in 1948-49. She remembered being amongst his group little lady friends!

As that academic year got underway, Hungary was effectively becoming a one-party state. It was, and is still often assumed in the west that the communist era in Hungary started at the end of the war. This is far from the case. The Soviet Red Army drove out the previous occupying German troops and the fascist arrow-cross regime of Szálasi was thankfully brought to an end in April 1945. Democracy was restored with free elections, and in fact a more genuinely democratic government came to power than Hungary had known for decades. However, within a year the pressures from Stalin’s Soviet Union ensured that Hungary would be firmly within its economic sphere and the government had few choices. By 1947 the right of centre prime minister from the Smallholders’ party was ousted. The most dramatic political change came early in 1948. The election gave the Communist Party 22.3% of the vote, but their strategy of salami slicing the ‘opposition’ parties came to a successful conclusion with the absorption of the left-wing of the Social Democratic Party into the Communist Party. Those who opposed the move had either been exiled, or, like Anna Kéthly, together with tens of thousands of ordinary members, were expelled. On 12 June 1948 the first congress of the now 1.1 million-strong Hungarian Workers’ Party had begun. Rákósi became General Secretary, with another former Muscovite exile, Mihály Farkas, the left-wing Social Democrat György Marosán and János Kádár serving as his deputies. In its programme, the Party committed itself to Marxist-Leninism, to the building of socialism through the ‘struggle’ against ‘reactionaries’, friendship and co-operation with the Soviet Union and the other people’s democracies, combined with a domestic policy of further nationalisation and comprehensive economic planning. The year 1948 soon became known as the year of the turning point. By this time, as László Kontler has written,

… major battles had been won by the Communists in the war for minds, that is, the struggle for dominance over the network of education and cultural life in general, by transforming their structure and content. As in the political and economic spheres, here, too, the destruction caused by the war, the desire to create something out of nothing and the vacuum which could be penetrated, favoured the most tightly organised force on the scene. The damage caused in school buildings, in educational and research equipment, library holdings and public collections by the warfare or by German and Soviet pillage was matched by the number of casualties of war among teachers and intellectuals, especially writers, who fell victim… by the dozens.

Those who resisted either fled the country or were arrested. By the end of the year other political parties had been banned and wholesale nationalisation was in full swing. Yet the Communists were careful to maintain a the post-war ‘coalition’ of an education system based on liberal democratic and national values without imposing Marxist-Leninist ones. The first National Council for Public Education, created in April 1945 and chaired by Albert Szent-György, the Nobel Prize winning scientist, included such diverse members as the composer Zoltán Kodály. Its main initiative was the transition to the eight-year elementary system which Tom Leimdorfer was now entering, originally proposed in 1940 which, besides skills in literacy and arithmetic, also made the acquisition of fundamental knowledge in the social and natural sciences possible. In the new curriculum, the conservative nationalist traditions were being replaced by more progressive ones. The transition to the new system was completed by the end of the 1940s, despite 70% of teachers not having the qualification to teach special subjects in the upper elementary section. At higher levels of education, the opening of the gates to free university places resulted in a doubling of students, though at the cost of a decline in overall standards. Nevertheless, this and other measures meant that several thousand young people from more humble origins were able to gain access to higher education.

However, the debates over aesthetic and ideological issues related to literature and culture, invariably initiated by the Marxist circle of Lukács, gradually metamorphosed into a witch-hunt against the apolitical or decadent representatives of the western-oriented populist writers. The Hungarian Academy of Sciences was also denounced by Lukács at the party congress in 1946 as a stronghold of reaction, and the removal and destruction of several thousand volumes of fascist, anti-Soviet and chauvinist literature from its library by the political police a few months later bode ill for the future. As in politics, 1948 became the year of the turning point in the cultural status quo, when the winding up of the non-communist press started and the Communists scored their most important success in their Kulturkampf against its most formidable rival, the Catholic Church, with the establishment of state control over ecclesiastical schools. The introduction of the eight-year elementary school system and the nationalisation of textbook publishing had already incited violent protests, especially among the organised clergy. Pastoral letters, sermons and demonstrations denouncing the proposed nationalisation of schools were all in vain: parliament enacted the measure on June 16. About 6,500 schools were involved, about half of them being Catholic-controlled.

Dark years again, 1949-53:

The New Year of 1949 saw the establishment of one party dictatorship under Party Secretary Mátyás Rákosi, whose salami tactics had got rid of all opposition and whose establishment of the feared secret police (ÁVH, commonly referred to as the Ávó) heralded an era of full-blown Stalinist repression. It lasted just over four years, but was all-pervasive. The first victims were some of Rákosi’s former political allies and hence rivals. The most prominent was Foreign Minister László Rajk who was accused of siding with Tito, who had led his  communist Yugoslavia out of the Soviet Block towards neutrality. The perceived threat posed to Soviet hegemony led Rákosi to opt for an astonishment effect to convince people of the need for an ‘iron fist’. The fact that Rajk had worked in the western communist movement before the war lent some plausibility to the fantastic allegations that he was an imperialist agent collaborating with the excommunicated Yugoslavs. Convinced by Kádár that the class enemy must be intimidated and that he therefore needed to accept his role as a ‘scapegoat’, though he would ultimately be spared, Rajk signed the expected confession. The charges against him were made public in June 1949. In October he was executed together with two of his associates paid with their lives for just keeping lines of communication open with Tito. Many others accused in the case were also put to death, jailed or interned later on, in the party terror which lasted until 1953. The proclamation of innocence, exhumation and ceremonial reburial of László Rajk in 1956 was one of the key events leading up to the Revolution. A new constitution, modelled on the Soviet one of 1936, made Hungary a People’s Republic. The role of the state organs at all levels was confined to practical management of issues, while strategic policy and control remained in the hands of the party élite.

Tom’s second school year started in September 1949  in a school nearer home, Bocskai primary school (named after one of the Transylvanian princes who successfully resisted both Habsburg and full Turkish rule). Although it was only 15 minutes walk from home, there were several roads to cross, so in some ways it was a more hazardous journey. It was a dull building, which would have been recognised as a suburban primary anywhere and it had a small dusty playground. Tom was a stranger in a year two class of all boys who were all pleased to see their friends and ignored me. Then, on the second day, a boy with a nice smile and very big ears started to talk to him. They soon discovered that they both only had Mums, but Dani was the middle one of three brothers, while Tom was an only child. They both listened to classical music and Dani had recently started to play the violin, while Tom was in his second year of making very slow progress on the piano. They had both recently learnt to play chess and were both keen on football. Within days they were firm friends, a friendship which was to last a lifetime in spite of distance. Dani’s mother (‘Gitta’) wasted no time in inviting him and his mother to her flat. He remembers that…

She was one of the kindest, most patient and loving people I ever met. She had lost her husband in the final days of the siege of Budapest. Gitta and my mother Edit, having met through their sons, became the closest of friends. Living close to each other, Dani and I were in and out of each other’s homes, played football in the street outside our house (which was safe, unlike the main road outside their large block of flats).  To a large extent our friendship must have been rather exclusive as I have no memory of any of my other classmates till we moved to the middle school in year five and became part of a wider group or little gang of 10/11 year olds.

The school day in Hungary started at eight in the morning and finished before one. They took sandwiches for break time (elevenses). Outdoor playtime during break was carefully structured with organised games or walking quietly in pairs. Tom’s class had the same teacher throughout the three years he was at the Bocskai school. She was an efficient and motherly woman. It was the ‘dark years’ of 1949-52, but school was a quiet haven, if rather dull. At the beginning of each year, they all had to buy the grey textbooks stacked in piles for each year and each subject in the bookshop. These were standard texts for all schools and only cost a few forints. Each year they contained more and more propaganda mixed in with what would be recognised as standard subject matter, especially in history.

By 1954, the number of secondary school pupils was 130,000, nearly double that of the highest pre-war figures, and three times as many students (33,000) went to universities, including several newly established ones. The proportion of young people attending from peasant and working-class origins, formerly barred from higher education, rose to over fifty per cent. The inculcation of Marxism-Leninism through the school system was emphasised at all levels within the new curricula. To satisfy this requirement, the whole gamut of text-books was changed, as Tom mentions above, new ones being commissioned and completed under careful supervision by the relevant party organs. Teaching of foreign languages was confined to Russian which became compulsory from the fifth year of elementary school in spite of the lack of qualified teachers.

For Tom, there was some homework even in the early years of elementary school, but afternoons were mainly free for play. When not playing with Dani, Tom spent much of his time with his grandmother, ‘Sári mama’:

We read books together, played endless board games (including chess and draughts), listened to music on the radio and talked about different performers, went for walks in good weather. Sometimes my cousin Éva came over too and we would play together. Occasionally, Sári mama sang songs from Lehár and Kálmán operettas, read me poems translated from world literature and told me stories of plays. From time to time (with the odd tear in her eye), she talked about my father when he was young, telling me which poems and what music he liked. School gave the basic numeracy and literacy skills, but my education during those year came mainly from my grandmother. With Mami working all day and often tired and stressed in the evening, ‘quality time’ with her had to wait till the weekend.

Among the most immediate and direct effects of the events of 1949-52 on Tom’s family was the loss of property, and for the second time within a few years. Tom’s grandfather’s timber yard had been confiscated under the Jewish Laws during the war. He had re-built the business from scratch as soon as the war was over. However, in 1948, he could see the signs ahead. The nationalisation of the large banks and the companies controlled by them, which was the ultimate test of the Smallholder Party, had been enacted on 29 September 1947. The bauxite and aluminium followed two months later. Then, on 25 March, 1948, all industrial firms employing more than a hundred workers were taken into state property by a decree prepared in great secrecy and taking even the newly appointed ‘worker directors’ by surprise. Ármin Leimdörfer (whose business only employed six or seven) generously offered it to a newly formed large state-owned building co-operative.  He was employed in the new firm and they valued his expertise. A few months later, all small businesses were also nationalised and their owners deported to remote villages. This also nearly happened to Tom’s grandparents twice during 1950-52. On both occasions, the senior management appealed to the political authorities to rescind the order as Tom’s grandfather was deemed essential to the firm and had several inventions to his name. On the second of these occasions, all their furniture was already piled on the lorry before they were allowed to return to their flat. Tom’s great-uncle Feri also lost the garage he owned, but kept his job as a much valued architect.

Just five years after surviving the Holocaust, many Hungarian Jewish people, in some cases entire families, were deported from the cities to distant farms in the country together with so-called class aliens, aristocrats, Horthyites and bourgeois elements, ordered to leave behind their apartments and personal belongings and to perform forced labour. It was no longer the upper and middle classes who were the objects of the communists’ ire, but any person belonging to any class who could be branded as an enemy in Rákosi’s system. During the eight years of this reign of Stalinist terror, mostly between the period 1948 to 1953, 600,000 Hungarians were made subject to legal charges taking away their rights, many of them being placed in detention by the police and juridical authorities. By adding family members to this number, the number of citizens affected increases to more than two million, out of a total population of less than ten million.  

The deportations also had the effect of freeing up accommodation in Budapest for workers the government wished to bring in from the provinces. There was also housing shortage as the result of war damage. Without legal proceedings, 13,000 ‘class enemies’ (aristocrats, former officials, factory owners, etc.) were evicted from Budapest, together with a further three thousand from provincial towns, to small villages where they were compelled to do agricultural labour under strict supervision. The official justification was their unreliability during a time of imperialist incitement and sharpening of class struggle, but the reality was their removal to satisfy the need for city housing for the newly privileged bureaucratic class. As living space became rationed, Tom’s small family flat was deemed too large for just his mother and himself:

She acted quickly to offer one room (my room) to a friend of hers whom we always called by her familiar name of ‘Csöpi’. If Mami thought that she had prevented a forced flat share with strangers, she was to be disappointed. We still had the small room next to the kitchen, the one designed for domestic staff, which Bözsi had occupied midweek during the immediate post-war years. The district authority allocated that room to a couple from the provinces. They were not unpleasant people, but the situation was difficult for everyone with shared kitchen and bath room for three very different households (one single young woman, one couple, my mother and me). Mami and I shared the largest room in the flat. The large sofa was turned each night into a wide twin bed. The room also housed a baby grand piano, a large bookcase, a coffee table and a very large old desk, which was my pride and joy as I was allowed full use of it from an early age. The wall opposite the window had the large ceramic stove jutting out into the room (next to the piano). Our room had the french window leading to the small balcony and the stairs to the garden. We shared the garden with Csöpi, but the couple just had the small room and use of kitchen and bathroom all of which opened from the entrance hall. The windowless dining area also opened to the entrance hall, then had two doors: one to our room and to Csöpi’s room (my old room). Our two rooms also had an intercommunicating double door, which did not give either of us any privacy, though we kept it closed…

… It was assumed that the couple who were `brought in’ had some party links, so it was always best to keep a low profile. All blocks of flats had wardens and the wardens were paid to keep an eye on the residents and to inform the secret police of any trouble or suspicious activities by the standards of the state. Residents gave wardens gifts in order to try to keep in favour, as false accusations were quite common.

Our warden lived in the flat below ours, which now would be called a ’garden flat’. Their front window looked out to our garden at knee level, but they only had access to the yard at the back. He was a cantankerous middle-aged man with a liking for too much alcohol, but he had a kind and forbearing wife. Mami made sure that whenever we had a parcel from my uncle Bandi in England, the warden had a present. Occasionally, the warden would appear on our doorstep, somewhat embarrassed, and ask a few questions about a visitor he had not seen before. It was all part of his job.

The shocking figures, combined with Tom’s eye-witness evidence, reveal the supreme inhumanity of the régime not just in terms of the scale of the deportations but also in the dehumanising effect of the housing measures in poisoning private relations, breaking consciences and confidences and undermining public commitments. For anyone who has read George Orwell’s 1984, published in 1948, it is not difficult to imagine how varying degrees of distrust pervaded individual relations, if not necessarily in their families and with intimate friends, surely with colleagues, neighbours, fellow members of clubs and choirs. On one of my first visits to Hungary, in July 1989, a Catholic priest commented that, for him, growing up in Budapest, 1984 was not a work of fiction. It described exactly what life was like in Hungary in the period 1948-53. The gap between the official proclamation of the people’s democracy and the reality of their helplessness against the obvious violations of its principles made people apolitical in a highly politicised age, turning them away from civic service.

Meanwhile, the communist state embarked on a 5-year plan of heavy industrialisation. The three-year economic plan, whose task was bringing reconstruction to completion, through the restoration of pre-war production levels, had been accomplished ahead of schedule, by the end of 1949.  The building of Ferihegy Airport, just outside the capital, begun during the war, was also completed. Huge investments were made to enhance industrial output, especially in heavy industry. Planned targets were exceeded, at the expense of agriculture. In respect of the latter, the earlier gradualist approach had been abandoned by the Communists in the summer of 1948. Although the organisation of co-operative farms was their long-term goal from the outset, they realised that the sympathy of the peasantry depended on land reform, and therefore they supported it in the most radical form possible. Even in early 1948, a long and gradual transition to cooperative farming was foreseen, but in view of the June resolution of the Cominform, which censured the Yugoslav party  because of its indulgent attitude to the peasant issue. Rákosi also urged the speeding up of the process, setting aside a few years to its accomplishment. Smallholders were forced into large agricultural collectives managed by party bosses (large landowners had already fled to the west and their land was confiscated). Eventually, the cooperatives were quite successful, but in the first years the effects were devastating. Food production slumped by half and food shortages became the order of the day. In spite of the fact that its share of national income was the same in agriculture as for industry, the former suffered from low investment.  When Tom’s uncle visited from Britain, where ration books controlled the austerity of 1947, he was surprised that war-devastated Hungary still had food in plenty. But by 1951, queues for rations of milk, bread, cheese and meat were the order of the day. Tom remembers standing in food queues after school, keeping a place for his grandmother.

The entirely unreasonable project of transforming Hungary, whose mineral resources were insignificant, into a country of iron and steel established an imbalance in the national economy to the extent that, while the population in general was satisfied with the modest increase in living standards compared with the terrible conditions of 1945-6, the target of reaching pre-war consumption levels was unrealistic. Meanwhile, Hungary’s foreign trade relations were undergoing a profound transformation. By 1949, the Soviet Union took over Germany’s place as its foremost foreign trade partner, a process sealed by the signing of a treaty of friendship and mutual aid between Hungary and the Soviet Union in February 1948. This was followed by the establishment of an entire network of exchange through the creation of the Council of Mutual Economic Aid (COMECON) on 20 January, 1949. The Soviets realised that they could save the expenses of dismantling, transporting and reinstalling equipment and, in addition, use Hungarian labour while exerting greater control over the country’s domestic economy, by creating or reorganising companies of key importance in shipping, air transport, bauxite exploitation, aluminium production, oil extraction and refinement, as mixed concerns. Tom Leimdorfer comments on the combined effects of these economic policies on ordinary people:  

With everything nationalised, gradually all choice in items of clothing also disappeared. Worse still, there were actual shortages of items likes shoes or socks or shirts. These were quite unpredictable and probably partly due to rumours and panic buying. Occasionally, one would hear that clothing items of a certain size were available at a particular outlet (by now all stores were also state-owned or directed co-operatives), but there would soon be a shortage. Long queues would form and the item would soon disappear. Large quantities of other items would be lying around unsold. The state denounced the rumours as being started by enemies of the communist state. It is possible that they had a point, but the ridiculous system of supply led planned production was probably mainly to blame. A certain factory had a target to produce a quantity of a certain product and that had to be fulfilled, irrespective of what was actually needed. Workers and managers who fulfilled or exceeded their targets were given prizes (‘Stakhanovite’ medals with small financial bonuses), those who failed faced disciplinary action.

There was a culture of fear in the workplaces. People were regularly denounced as enemies of the state and investigated. Someone could be denounced for pre-war right-wing connections, for having been a ‘capitalist’, for having links with the west or for supposed fraud or misdemeanour at work. Actually, there was a lot of fraud, mainly perpetrated by those who thought they were safe. In fact, nobody was safe as they could be denounced by others who wanted their job or who wanted to climb the political ladder within the party. One close friend who experienced the horrors of the ‘knock in the night’ was Gyuri Schustek, who had been at college with my father. He was taken for interrogation by the secret police for allegedly falsifying documents in the workplace. At one point, he was told at gun point to sign a false confession. He kept his nerve and refused. After several months, he was released without explanation or apology. He never knew who denounced him or why. Such experiences were quite common.

The main organ of repression, the ÁVH or Ávó, was separated from the Ministry of the Interior and put directly under the authority, first of the council of ministers, and then of the Defence Committee. Its permanent staff originally consisted of 28,000 officers, striking at individuals or refractory groups or rivals of the leaders upon direct orders from them, based on ‘evidence’ collected from about 40,000 informers also employed by the the political police. Records were kept on about one million citizens, or over ten per cent of the total population. Of these, around two-thirds were prosecuted and nearly 400,000 served terms in prisons or internment/ labour camps, mostly in quarries and mines. By 1953, the tide of persecution had turned on the creators of the system itself, including the chief of the political police. About eighty leading party members were executed, tortured to death or committed suicide in prison, and thousands more zealous communists served prison terms.

There were a few ‘show trials’ and presumed disappearances to Siberia. More likely, prominent figures who were or were deemed to be in opposition to the regime served lengthy terms of imprisonment, some with hard labour. One distant relative, the poet György Faludi (his hungaricised name from Leimdörfer) spent time working in stone quarries and later recorded his experience in the book ‘My happy days in hell’. 

For most people, however, it was all much less dramatic. Just an all-pervading atmosphere of fear and distrust, families teaching their children not repeat conversations they heard at home, everyone careful not to be overheard in public places. The language of the school and the workplace (which had to be really ‘politically correct’) was totally different from private conversations. The state controlled media was not believed by anyone (not even when it happened to tell the truth) and listening to low volume radio broadcasts of the BBC World Service or the right-wing ‘Radio Free Europe’ was both risky and difficult as they were often jammed by state-generated radio interference signals.

It was not all negative, of course. The communist regime improved the health service and education, especially in rural areas, and eliminated absolute poverty. There was no real starvation, homelessness or unemployment. There was improvement in sports facilities and Hungary gloried in its near invincible football team and the 16 gold medals at the 1952 Helsinki Olympics. The pervading mood, however, was drabness and fear.

While the mobility between the main sectors of the economy was as yet insignificant, the project of social levelling advanced towards the ultimate communist ideal of a classless society with no private property, an ideal which was not against the wishes of a broad cross-section of society. As a result of the land reform, the nationalisations, the mass forced removals of officials from their posts and the deportations, ‘genteel’ Hungary, the peculiar amalgam of post-feudal, capitalist and liberal-nationalist values was, as Rákosi claimed triumphantly, thrown into the dustbin of history. The business and middle classes who had championed them either emigrated or metamorphosed into service industry or factory workers and engineers. Previously sharing over forty per cent of the national income, they now accounted for a mere ten per cent, while the mass of rural paupers became small proprietors or kulaks, before they too were consigned to history’s dustbin by the intensification of the class struggle in the 1950s. People were told that the reason they could not buy butter or eggs was because the kulaks who were hoarding and hiding their produce.

The party operated an immense system of patronage through which non-measurable benefits (mainly job promotion) could be earned; and for the party élite various perquisites were available according to rank, in a salient contradiction to the professed ideal of equality and the frequent calls to ever tighter austerity in the interest of a glorious future. Among the bulk of the population, a silent resentment grew. Aversion to the personality cult and the ideological terror, the hatred of police repression, bewilderment at the stupidities of economic planning and anger at the anomalies it caused, and the utter exasperation and disillusionment with the régime in general were sentiments occasionally expressed in strikes and perceptible across the Hungarian social spectrum by the time Stalin died on 5 March, 1953. Besides sparing Hungary and other eastern-central European countries from having to ‘import’ a new wave of terror from  the USSR, which had begun in the previous months, the ensuing power struggle and its outcome favoured important changes in the tone and methods, if not in the content and substance, of the communist régimes. With the permission and even on the insistence of Moscow, the process of de-Stalinisation could be started throughout the Soviet bloc.
