The Other Side of the Eighties in Britain, 1983-1988: The Miners and The Militants.   Leave a comment

Labour – Dropping the Donkey Jacket:

From 1980 to 1983, Michael Foot’s leadership had saved the Labour Party from splitting into two, but in all other respects, it was a disaster. He was too old, too decent, too gentle to take on the hard left or to modernise his party. Foot’s policies were those of a would-be parliamentary revolutionary detained in the second-hand bookshops in Hay-on-Wye. I enjoyed this experience myself in 1982, with a minibus full of bookish ‘revolutionaries’ from Cardiff, who went up there, as it happened, via Foot’s constituency. When roused, which was often, his Cromwellian hair would flap across a face contorted with passion, his hands would whip around excitedly and denunciations would pour forth from him with a fluency ‘old Noll’ would have envied. During his time as leader, he was in his late sixties, and would have been PM at seventy, had he won the 1983 General Election, which, of course, was never a remote possibility. Unlike Thatcher, he was contemptuous of the shallow presentational tricks demanded by television, and he could look dishevelled, being famously denounced for wearing a ‘donkey jacket’, in reality, a Burberry-style woollen coat, at the Remembrance Service at the Cenotaph. But he was more skilled than anyone I saw then or have seen since, in whipping up the socialist faithful in public meetings, or in finger-stabbing attacks on the Tory government in the House of Commons, both in open debates and questions to the PM. He would have been happier communing with Jonathan Swift and my Gulliver forbears in Banbury than attempting to operate in a political system which depended on television performances, ruthless organisation and managerial discipline. He was a political poet in an age of prose.

Nobody in the early eighties could have reined in its wilder members; Foot did his best but led the party to its worst defeat in modern times, on the basis of a hard-left, anti-Europe, anti-nuclear, pro-nationalisation manifest famously described by Gerald Kaufman as the longest suicide note in history. Kaufman had also urged Foot to stand down before the election. It was a measure of the affection felt for him that his ‘swift’ retirement after the defeat was greeted with little recrimination. Yet it also meant that when Neil Kinnock won the subsequent leadership election he had a mandate for change no previous Labour leader had enjoyed. He won with seventy-one per cent of the electoral college votes, against nineteen per cent for Roy Hattersley. Tony Benn was out of Parliament, having lost his Bristol seat, and so could not stand as the standard-bearer of the hard left. Kinnock had been elected after a series of blistering campaign speeches, a Tribunite left-winger who, like Foot, advocated the unilateral abandonment of all Britain’s nuclear weapons, believed in nationalisation and planning and wanted Britain to withdraw from the European Community. A South Wales MP from the same Bevanite stock as Foot, he also supported the abolition of private medicine and the repeal of the Tory trade union reforms. To begin with, the only fights he picked with the Bennites were over the campaign to force Labour MPs to undergo mandatory reselection, which handed a noose to local Militant activists. Yet after the chaos of the 1983 Campaign, he was also sure that the party was in need of radical remedies.

To win power, Labour needed to present itself better in the age of the modern mass media. Patricia Hewitt (pictured above), known for her campaigning on civil liberties, joined Kinnock’s new team. She was chosen to fight Leicester East in the 1983 Election but was unsuccessful. In her new role, she began trying to control interviews and placing the leader in more flattering settings than those Foot had found himself in. Kinnock knew how unsightly ‘old’ Labour had looked to the rest of the country and was prepared to be groomed. He gathered around him a ‘Pontypool front row’ of tough, aggressive heavy-weights, including Charles Clarke, the former communist NUS leader; John Reid, another former communist and Glaswegian backbench bruiser. Hewitt herself and Peter Mandelson, grandson of Herbert Morrison and Labour’s side-stepping future director of communications, led the three-quarter line with Kinnock himself as the able scrum-half. Kinnock was the first to flirt with the once-abhorred world of advertising and to seek out the support of pro-Labour pop artists such as Tracy Ullman and Billy Bragg. In this, he was drawing on a long tradition on the Welsh left, from Paul Robeson to the Hennesseys. He smartened up his own style, curtailing the informal mateyness which had made him popular among the ‘boyos’ and introduced a new code of discipline in the shadow cabinet.

In the Commons, he tried hard to discomfit Thatcher at her awesome best, which was difficult and mostly unsuccessful. The mutual loathing between them was clear for all to see, and as Thatcher’s popularity began to decline in 1984, Labour’s poll ratings slowly began to improve. But the party harboured a vocal minority of revolutionaries of one kind or another. They included not only the long-term supporters of Tony Benn, like Jeremy Corbyn, but also Arthur Scargill and his brand of insurrectionary syndicalism; the Trotskyist Militant Tendency, a front for the Revolutionary Socialist League, which had been steadily infiltrating the party since the sixties; and assorted hard-left local councillors, like Derek Hatton in Liverpool, a Militant member who were determined to defy Thatcher’s government, no matter how big its democratic mandate, by various ‘ultra-vires’ and illegal stratagems. Kinnock dealt with them all. Had he not done so New Labour would never have happened, yet he himself was a passionate democratic socialist whose own politics were well to the left of the country.

Neil Kinnock was beginning a tough journey towards the centre-ground of British politics, which meant leaving behind people who sounded much like his younger self. On this journey, much of his natural wit and rhetoric would be silenced. He had created his leadership team as if it were a rugby team, involved in a confrontational contact sport against opponents who were fellow enthusiasts, but with their own alternative strategy. He found that political leadership was more serious, drearier and nastier than rugby. And week after week, he was also confronting someone in Thatcher someone whose principles had been set firm long before and whose politics clearly and consistently expressed those principles on the field of play. Yet, like a Welsh scrum-half, he was always on the move, always having to shadow and shade, to side-step and shimmy, playing the ball back into the scrum or sideways to his three-quarters rather than kicking it forward. The press soon dubbed him ‘the Welsh windbag’, due to his long, discursive answers in interviews.

The first and toughest example of what he was up against came with the miners’ strike. Neil Kinnock and Arthur Scargill (above) had already shown their loathing for each other over the mainstream leadership’s battles with the Bennites. The NUM President was probably the only person on the planet that Kinnock hated more than Thatcher. He distrusted Scargill’s aims, despised his tactics and realised early on that he was certain to fail. In this, he was sharing the views of the South Wales NUM who had already forced a U-turn on closures from an unprepared Thatcher in 1981. Yet they, and he had to remain true to their own traditions and heritage. They both found themselves in an embarrassing situation, but more importantly, they realised that like it or not, they were in an existential struggle. As the violence spread, the Conservatives in the Commons and their press continually goaded and hounded him to denounce the use of ‘flying pickets’ and to praise the police. He simply could not do so, as so many on his own side had experienced the violence of the police, or heard about it from those who had. For him to attack the embattled trade union would be seen as the ultimate betrayal by a Labour leader. He was caught between the rock of Thatcher and hard place of Scargill. In the coalfields, even in South Wales, he was shunned on the picket lines as the miner’s son too “frit” in Thatcher’s favourite phrase, to come to the support of the miners in their hour of need. Secretly, however, there was some sympathy for his impossible situation among the leadership of the South Wales NUM. Kinnock at least managed to avoid fusing Labour and the NUM in the mind of many Labour voters, ensuring that Scargill’s ultimate, utter defeat was his alone. But this lost year destroyed his early momentum and stole his hwyl, his Welsh well-spring of ‘evangelical’ socialist spirit.

The Enemy Within?:

The first Thatcher government was had been dominated by the Falklands War; the second was dominated by the miners’ strike. Spurred on by ‘the spirit of the Falklands’, the government took a more confrontational attitude towards the trade unions after the 1983 General Election. This year-long battle, 1984-5, was the longest strike in British history, the most bitter, bloody and tragic industrial dispute since the General Strike and six-month Miners’ Lock-out of 1926. The strike was eventually defeated, amid scenes of mass picketing and running battles between the police and the miners. It resulted in the total defeat of the miners followed by the end of deep coal-mining in Britain. In reality, the strike simply accelerated the continuing severe contraction in the industry which had begun in the early eighties and which the South Wales NUM had successfully resisted in what turned out, however, to be a Pyrrhic victory. By 1984, the government had both the resources, the popular mandate and the dogged determination to withstand the miners’ demands. The industry had all but vanished from Kent, while in Durham two-thirds of the pits were closed. They were the only real source of employment to local communities, so the social impact of closures proved devastating. In the Durham pit villages, the entire local economy was crippled and the miners’ housing estates gradually became the ghost areas they remain today.

The government had little interest in ensuring the survival of the industry, with its troublesome and well-organised union which had already won a national strike against the Heath government a decade earlier. For the Thatcher government, the closures resulting from the defeat of the strike were a price it was willing to pay in order to teach bigger lessons. Later, the Prime Minister of the time reflected on these:

What the strike’s defeat established was that Britain could not be made ungovernable by the Fascist Left. Marxists wanted to defy the law of the land in order to defy the laws of economics. They failed and in doing so demonstrated just how mutually dependent the free economy and a free society really are.

It was a confrontation which was soaked in history on all sides. For the Tories, it was essential revenge for Heath’s humiliation, a score they had long been eager to settle; Margaret Thatcher spoke of Arthur Scargill and the miners’ leaders as ‘the enemy within’, as compared to Galtieri, the enemy without. For thousands of traditionally ‘militant’ miners, it was their last chance to end decades of pit closures and save their communities, which were under mortal threat. For their leader Arthur Scargill, it was an attempt to follow Mick McGahey in pulling down the government and winning a class war. He was no more interested than the government, as at least the other former, more moderate leaders had been, in the details of pay packets, or in a pit-by-pit review to determine which pits were truly uneconomic. He was determined to force the government, in Thatcher’s contemptuous phrase, to pay for mud to be mined rather than see a single job lost.

The Thatcher government had prepared more carefully than Scargill. Following the settlement with the South Wales NUM, the National Coal Board (NCB) had spent the intervening two years working with the Energy Secretary, Nigel Lawson, to pile up supplies of coal at the power stations; stocks had steadily grown, while consumption and production both fell. Following the riots in Toxteth and Brixton, the police had been retrained and equipped with full riot gear without which, ministers later confessed, they would have been unable to beat the pickets. Meanwhile, Thatcher had appointed a Scottish-born Australian, Ian MacGregor, to run the NCB. He had a fierce reputation as a union-buster in the US and had been brought back to Britain to run British Steel where closures and 65,000 job cuts had won him the title ‘Mac the Knife’. Margaret Thatcher admired him as a tough, no-nonsense man, a refreshing change from her cabinet, though she later turned against him for his lack of political nous. His plan was to cut the workforce of 202,000 by 44,000 in two years, then take another twenty thousand jobs out. Twenty pits would be closed, to begin with. When he turned up to visit mines, he was abused, pelted with flour bombs and, on one occasion, knocked to the ground.

Arthur Scargill was now relishing the coming fight as much as Thatcher. In the miners’ confrontation with Heath, Scargill had led the flying pickets at the gates of the Saltley coke depot outside Birmingham. Some sense of both his revolutionary ‘purity’, combined with characteristic Yorkshire bluntness, comes from an exchange he had with Dai Francis, the Welsh Miners’ leader at that time. He had called Francis to ask for Welsh pickets to go to Birmingham and help at the depot. Francis asked when they were needed and Scargill replied:

“Tomorrow, Saturday.”

“But Wales are playing Scotland at Cardiff Arms Park.”

“But Dai, the working class are playing the ruling class at Saltley.”

Many found Scargill inspiring; many others found him scary. Like Francis, he had been a Communist, but unlike Dai (pictured above, behind the poster, during the 1972 strike), he retained hard-line Marxist views and a penchant for denouncing anyone who disagreed with him. Kim Howells, also a former Communist and an officer of the South Wales NUM, gained a sense of Scargill’s megalomania when, just prior the 1984-5 strike, he visited his HQ in Barnsley, already known as ‘Arthur’s Castle’. Howells, a historian of the Welsh Labour movement, later becoming an MP and New Labour minister, was taken aback to find him sitting at this Mussolini desk with a great space in front of it. Behind him was a huge painting of himself on the back of a lorry, posed like Lenin, urging picketing workers in London to overthrow the ruling class. Howells thought anyone who could put up a painting like that was nuts and returned to Pontypridd to express his fears to the Welsh miners:

And of course the South Wales executive almost to a man agreed with me. But then they said, “He’s the only one we’ve got, see, boy.  The Left has decided.”

Scargill had indeed been elected by a huge margin and had set about turning the NUM’s once moderate executive, led by Joe Gormley, into a militant group. The Scottish Miners’ leader, Mick McGahey, although older and wiser than his President, was his Vice-President. Scargill had been ramping up the rhetoric for some time. He had told the NUM Conference in 1982, …

If we do not save our pits from closure then all our other struggles will become meaningless … Protection of the industry is my first priority because without jobs all our other claims lack substance and become mere shadows. Without jobs, our members are nothing …

Given what was about to happen to his members’ jobs as a result of his uncompromising position in the strike, there is a black irony in those words. By insisting that no pits should be closed on economic grounds, even if the coal was exhausted, and that more investment would always find more coal, from his point of view the losses were irrelevant. He made sure that confrontation would not be avoided. An alternative strategy put forward by researchers for the South Wales NUM was that it was the NCB’s economic arguments that needed to be exposed, along with the fact that it was using the Miners’ Pension Fund to invest in the production of cheap coal in Poland and South Africa. It’s definition of what was ‘economic’ in Britain rested on the comparative cost of importing this coal from overseas. If the NCB had invested these funds at home, the pits in Britain would not be viewed as being as ‘uneconomic’ as they claimed. But Scargill was either not clever enough to deploy these arguments or too determined to pursue the purity of his brand of revolutionary syndicalism, or both.

The NUM votes which allowed the strike to start covered both pay and closures, but from the start Scargill emphasised the closures. To strike to protect jobs, particularly other people’s jobs, in other people’s villages and other countries’ pits, gave the confrontation an air of nobility and sacrifice which a mere wages dispute would not have enjoyed. But national wage disputes had, for more than sixty years, been about arguments over the ‘price of coal’ and the relative difficulties of extracting it from a variety of seams in very different depths across the various coalfields. Neil Kinnock, the son and grandson of Welsh miners, found it impossible to condemn Scargill’s strategy without alienating support for Labour in its heartlands. He did his best to argue the economics of the miners’ case, and to condemn the harshness of the Tory attitude towards them, but these simply ran parallel to polarised arguments which were soon dividing the nation.

Moreover, like Kinnock, Scargill was a formidable organiser and conference-hall speaker, though there was little economic analysis to back up his rhetoric. Yet not even he would be able to persuade every part of the industry to strike. Earlier ballots had shown consistent majorities against striking. In Nottinghamshire, seventy-two per cent of the areas 32,000 voted against striking. The small coalfields of South Derbyshire and Leicestershire were also against. Even in South Wales, half of the NUM lodges failed to vote for a strike. Overall, of the seventy thousand miners who were balloted in the run-up to the dispute, fifty thousand had voted to keep working. Scargill knew he could not win a national ballot, so he decided on a rolling series of locally called strikes, coalfield by coalfield, beginning in Yorkshire, then Scotland, followed by Derbyshire and South Wales. These strikes would merely be approved by the national union. It was a domino strategy; the regional strikes would add up to a national strike, but without a national ballot.

But Scargill needed to be sure the dominoes would fall. He used the famous flying pickets from militant areas to shut down less militant ones. Angry miners were sent in coaches and convoys of cars to close working pits and the coke depots, vital hubs of the coal economy. Without the pickets, who to begin with rarely needed to use violence to achieve their end, far fewer pits would have come out. But after scenes of physical confrontation around Britain, by April 1984 four miners in five were on strike. There were huge set-piece confrontations with riot-equipped police bused up from London or down from Scotland, Yorkshire to Kent and Wales to Yorkshire, generally used outside their own areas in order to avoid mixed loyalties. As Andrew Marr has written, …

It was as if the country had been taken over by historical re-enactments of civil war battles, the Sealed Knot Society run rampant. Aggressive picketing was built into the fabric of the strike. Old country and regional rivalries flared up, Lancashire men against Yorkshire men, South Wales miners in Nottinghamshire.

The Nottinghamshire miners turned out to be critical since without them the power stations, even with the mix of nuclear and oil, supplemented by careful stockpiling, might have begun to run short and the government would have been in deep trouble. To Scargill’s disdain, however, other unions also refused to come out in sympathy, thus robbing him of the prospect of a General Strike, and it soon became clear that the NUM had made other errors in their historical re-enactments. Many miners were baffled from the beginning as to why Scargill had opted to strike in the spring when the demand for energy was relatively low and the stocks at the power stations were not running down at anything like the rate which the NUM needed in order to make their action effective. This was confirmed by confidential briefings from the power workers, and it seemed that the government just had to sit out the strike.

In this civil war, the police had the cavalry, while the miners were limited to the late twentieth-century equivalent of Oakey’s dragoons at Naseby, their flying pickets, supporting their poor bloody infantry, albeit well-drilled and organised. Using horses, baton charges and techniques learned in the aftermath of the street battles at Toxteth and Brixton, the police defended working miners with a determination which delighted the Tories and alarmed many others, not just the agitators for civil rights. An event which soon became known as the Battle of Orgreave (in South Yorkshire) was particularly brutal, involving ‘Ironside’ charges by mounted police in lobster-pot style helmets into thousands of miners with home-made pikes and pick-axe handles.

The NUM could count on almost fanatical loyalty in coalfield towns and villages across Britain. Miners gave up their cars, sold their furniture, saw their wives and children suffer and lost all they had in the cause of solidarity. Food parcels arrived from other parts of Britain, from France and most famously, from Soviet Russia. But there was a gritty courage and selflessness in mining communities which, even after more than seventy years of struggle, most of the rest of Britain could barely understand. But an uglier side to this particularly desperate struggle also emerged when a taxi-driver was killed taking a working miner to work in Wales. A block of concrete was dropped from a pedestrian bridge onto his cab, an act swiftly condemned by the South Wales NUM.

In Durham, the buses taking other ‘scabs’ to work in the pits were barraged with rocks and stones, as later portrayed in the film Billy Elliot. The windows had to be protected with metal grills. There were murderous threats made to strike-breaking miners and their families, and even trade union ‘allies’ were abused. Norman Willis, the amiable general secretary of the TUC, had a noose dangled over his head when he spoke at one miners’ meeting. This violence was relayed to the rest of the country on the nightly news at a time when the whole nation still watched together. I remember the sense of helplessness I felt watching the desperation of the Welsh miners from my ‘exile’ in Lancashire, having failed to find a teaching post in the depressed Rhondda in 1983. My Lancastrian colleagues were as divided as the rest of the country over the strike, often within themselves as well as from others. In the end, we found it impossible to talk about the news, no matter how much it affected us.

Eventually, threatened by legal action on the part of the Yorkshire miners claiming they had been denied a ballot, the NUM was forced onto the back foot. The South Wales NUM led the calls from within for a national ballot to decide on whether the strike should continue. Scargill’s decision to accept a donation from Colonel Gaddafi of Libya found him slithering from any moral ground he had once occupied. As with Galtieri, Thatcher was lucky in the enemies ‘chosen’ for her. Slowly, month by month, the strike began to crumble and miners began to trail back to work. A vote to strike by pit safety officers and overseers, which would have shut down the working pits, was narrowly avoided by the government. By January 1985, ten months after they had first been brought out, strikers were returning to work at the rate of 2,500 a week, and by the end of February, more than half the NUM’s membership was back at work. In some cases, especially in South Wales, they marched back proudly behind brass bands.

Scargill’s gamble had gone catastrophically wrong. He has been compared to a First World War general, a donkey sending lions to the slaughter, though at Orgreave and elsewhere, he had stood with them too. But the political forces engaged against the miners in 1984 were entirely superior in strength to those at the disposal of the ill-prepared Heath administration of ten years earlier. A shrewder, non-revolutionary leader would not have chosen to take on Thatcher’s government at the time Scargill did, or having done so, would have found a compromise after the first months of the dispute. Today, there are only a few thousand miners left of the two hundred thousand who went on strike. An industry which had once made Britain into a great industrial power, but was always dangerous, disease-causing, dirty and polluting, finally lay down and died. For the Conservatives and perhaps for, by the end of the strike, the majority of the moderate British people, Scargill and his lieutenants were fighting parliamentary democracy and were, therefore, an enemy which had to be defeated. But the miners of Durham, Derbyshire, Kent, Fife, Yorkshire, Wales and Lancashire were nobody’s enemy. They were abnormally hard-working, traditional people justifiably worried about losing their jobs and loyal to their union, if not to the stubborn syndicalists in its national leadership.

Out with the Old Industries; in with the New:

In Tyneside and Merseyside, a more general deindustrialisation accompanied the colliery closures. Whole sections of industry, not only coal but also steel and shipbuilding, virtually vanished from many of their traditional areas.  Of all the areas of Britain, Northern Ireland suffered the highest level of unemployment, partly because the continuing sectarian violence discouraged investment. In February 1986, there were officially over 3.4 million unemployed, although statistics were manipulated for political reasons and the real figure is a matter of speculation. The socially corrosive effects were felt nationally, manifested in further inner-city rioting in 1985. Inner London was just as vulnerable as Liverpool, a crucial contributory factor being the number of young men of Asian and Caribbean origin who saw no hope of ever entering employment: opportunities were minimal and they felt particularly discriminated against. The term ‘underclass’ was increasingly used to describe those who felt themselves to be completely excluded from the benefits of prosperity.

Prosperity there certainly was, for those who found alternative employment in the service industries. Between 1983 and 1987, about 1.5 million new jobs were created. Most of these were for women, and part-time vacancies predominated. The total number of men in full-time employment fell still further, and many who left the manufacturing for the service sector earned much-reduced incomes. The economic recovery that led to the growth of this new employment was based mainly on finance, banking and credit. Little was invested in British manufacturing. Far more was invested overseas; British foreign investments rose from 2.7 billion in 1975 to a staggering 90 billion in 1985. At the same time, there was a certain amount of re-industrialisation in the South East, where new industries employing the most advanced technology grew. In fact, many industries shed a large proportion of their workforce but, using new technology, maintained or improved their output.

These new industries were not confined to the South East of England: Nissan built the most productive car plant in Europe at Sunderland. After an extensive review, Sunderland was chosen for its skilled workforce and its location near major ports. The plant was completed in 1986 as the subsidiary Nissan Motor Manufacturing (UK) Ltd. Siemens established a microchip plant at Wallsend on Tyneside in which it invested 1.1 billion. But such industries tended not to be large-scale employers of local workers. Siemens only employed about 1,800. Traditional regionally-based industries continued to suffer a dramatic decline during this period. Coal-mining, for example, was decimated in the years following the 1984-5 strike, not least because of the shift of the electricity generation of the industry towards alternative energy sources, especially gas. During 1984-7 the coal industry shed 170,000 workers.

The North-South Divide – a Political Complex?:

By the late 1980s, the north-south divide in Britain seemed as intractable as it had all century, with high unemployment particularly concentrated in the declining extractive and manufacturing industries of the North of England, Scotland and Wales. That the north-south divide increasingly had a political as well as an economic complexion was borne out by the outcome of the 1987 General Election. While Margaret Thatcher was swept back to power for the third time, her healthy Conservative majority largely based on the voters of the South and East of England. North of a line roughly between the Severn and the Humber, the long decline of the Tories, especially in Scotland, where they were reduced to ten seats, was increasingly apparent. At the same time, the national two-party system seemed to be breaking down. South of the Severn-Humber line, where Labour seats were now very rare outside London, the Liberal-SDP Alliance were the main challengers to the Conservatives in many constituencies.

The Labour Party continued to pay a heavy price for its internal divisions, as well as for the bitterness engendered by the miners’ strike. It is hardly Neil Kinnock’s fault that he is remembered for his imprecise long-windedness, the product of self-critical and painful political readjustment. His admirers recall his great platform speeches, the saw-edged wit and air-punching passion. There was one occasion, however, when Kinnock spoke so well that he united most of the political world in admiration. This happened at the Labour conference in Bournemouth in October 1985. A few days before the conference, Liverpool City Council, formally Labour-run but in fact controlled by the Revolutionary Socialist League, had sent out redundancy notices to its thirty-one thousand staff. The revolutionaries, known by the name of their newspaper, Militant, were a party-within-a-party, a parasitic body within Labour. They had some five thousand members who paid a proportion of their incomes to the RSL so that the Militant Tendency had a hundred and forty full-time workers, more than the staff of the Social Democrats and Liberals combined. They had a presence all around Britain, but Liverpool was their great stronghold. There they practised Trotsky’s politics of the transitional demand, the tactic of making impossible demands for more spending and higher wages so that when the ‘capitalist lackeys’ refused these demands, they could push on to the next stage, leading to collapse and revolution.

In Liverpool, where they were building thousands of new council houses, this strategy meant setting an illegal council budget and cheerfully bankrupting the city. Sending out the redundancy notices to the council’s entire staff was supposed to show Thatcher they would not back down, or shrink from the resulting chaos. Like Scargill, Militant’s leaders thought they could destroy the Tories on the streets. Kinnock had thought of taking them on a year earlier but had decided that the miners’ strike made that impossible. The Liverpool mayhem gave him his chance, so in the middle of his speech at Bournemouth, he struck. It was time, he said, for Labour to show the public that it was serious. Implausible promises would not bring political victory:

I’ll tell you what happens with impossible promises. You start with far-fetched resolutions. They are then pickled into a rigid dogma, a code, and you go through the years sticking to that, outdated, misplaced, irrelevant to the real needs, and you end in the grotesque chaos of a Labour council – a Labour council – hiring taxis to scuttle round a city handing out redundancy notices to its own workers.

By now he had whipped himself into real anger, a peak of righteous indignation, but he remained in control. His enemies were in front of him, and all the pent-up frustrations of the past year were being released. The hall came alive. Militant leaders like Derek Hatton stood up and yelled ‘lies!’ Boos came from the hard left, and some of their MPs walked out, but Kinnock was applauded by the majority in the hall, including his mainstream left supporters. Kinnock went on with a defiant glare at his opponents:

I’m telling you, and you’ll listen, you can’t play politics with people’s jobs and with people’s services, or with their homes. … The people will not, cannot abide posturing. They cannot respect the gesture-generals or the tendency tacticians.

Most of those interviewed in the hall and many watching live on television, claimed it was the most courageous speech they had ever heard from a Labour leader, though the hard left remained venomously hostile. By the end of the following month, Liverpool District Labour Party, from which Militant drew its power, was suspended and an inquiry was set up. By the spring of 1986, the leaders of Militant had been identified and charged with behaving in a way which was incompatible with Labour membership. The process of expelling them was noisy, legally fraught and time-consuming, though more than a hundred of them were eventually expelled. There was a strong tide towards Kinnock across the rest of the party, with many left-wingers cutting their ties to the Militant Tendency. There were many battles with the hard left to come, and several pro-Militant MPs were elected in the 1987 Election. These included two Coventry MPs, Dave Nellist and John Hughes, ‘representing’ my own constituency, whose sole significant, though memorable ‘contribution’ in the House of Commons was to interrupt prayers. Yet by standing up openly to the Trotskyist menace, as Wilson, Callaghan and Foot had patently failed to do, Kinnock gave his party a fresh start. It began to draw away from the SDP-Liberal Alliance in the polls and did better in local elections. It was the moment when the New Labour project became possible.

A Third Victory and a Turning of the Tide:

Yet neither this internal victory nor the sharper management that Kinnock introduced, would bring the party much good against Thatcher in the following general election. Labour was still behind the public mood. Despite mass unemployment, Thatcher’s free-market optimism was winning through, and Labour was still committed to re-nationalisation, planning, a National Investment Bank and unilateral nuclear disarmament, a personal cause of both Neil and his wife, Glenys, over the previous twenty years. The Cold War was thawing and it was not a time for the old certainties, but for the Kinnocks support for CND was fundamental to their political make-up. So he stuck to the policy, even as he came to realise how damaging it was to Labour’s image among swing voters. Under Labour, all the British and US nuclear bases would be closed, the Trident nuclear submarine force cancelled, all existing missiles scrapped and the UK would no longer expect any nuclear protection from the US in time of war. Instead, more money would be spent on tanks and conventional warships. All of this did them a lot of good among many traditional Labour supporters; Glenys turned up at the women’s protest camp at Greenham Common. But it was derided in the press and helped the SDP to garner support from the ‘middle England’ people Labour needed to win back. In the 1987 General Election campaign, Kinnock’s explanation about why Britain would not simply surrender if threatened by a Soviet nuclear attack sounded as if he was advocating some kind of Home Guard guerrilla campaign once the Russians had arrived. With policies like this, he was unlikely to put Thatcher under serious pressure.

When the 1987 election campaign began, Thatcher had a clear idea about what her third administration would do. She wanted more choice for the users of state services. There would be independent state schools outside the control of local councillors, called grant-maintained schools.  In the health services, though it was barely mentioned in the manifesto, she wanted money to follow the patient. Tenants would be given more rights. The basic rate of income tax would be cut and she would finally sort out local government, ending the ‘rates’ and bringing in a new tax. On paper, the programme seemed coherent, which was more than could be said for the Tory campaign itself. Just as Kinnock’s team had achieved a rare harmony and discipline, Conservative Central Office was riven by conflict between politicians and ad-men. The Labour Party closed the gap to just four points and Mrs Thatcher’s personal ratings also fell as Kinnock’s climbed. He was seen surrounded by admiring crowds, young people, nurses, waving and smiling, little worried by the hostile press. In the event, the Conservatives didn’t need to worry. Despite a last-minute poll suggesting a hung parliament, and the late surge in Labour’s self-confidence, the Tories romped home with an overall majority of 101 seats, almost exactly the share, forty-two per cent, they had won in 1983. Labour made just twenty net gains, and Kinnock, at home in Bedwellty, was inconsolable. Not even the plaudits his team had won from the press for the brilliance, verve and professionalism of their campaign would lift his mood.

The SDP-Liberal Alliance had been floundering in the polls for some time, caught between Labour’s modest revival and Thatcher’s basic and continuing popularity with a large section of voters. The rumours of the death of Labour had been greatly exaggerated, and the ‘beauty contest’ between the two Davids, Steel and Owen, had been the butt of much media mockery. Owen’s SDP had its parliamentary presence cut from eight MPs to five, losing Roy Jenkins in the process. While most of the party merged with the Liberals, an Owenite rump limped on for a while. Good PR, packaging and labelling were not good enough for either Labour or the SDP. In 1987, Thatcher had not yet created the country she dreamed of, but she could argue that she had won a third consecutive victory, not on the strength of military triumph, but on the basis of her ideas for transforming Britain. She also wanted to transform the European Community into a free-trade area extending to the Baltic, the Carpathians and the Balkans. In that, she was opposed from just across the Channel and from within her own cabinet.

In the late eighties, Thatcher’s economic revolution overreached itself. The inflationary boom happened due to the expansion of credit and a belief among ministers that, somehow, the old laws of economics had been abolished; Britain was now supposed to be on a continual upward spiral of prosperity. But then, on 27 October 1986, the London Stock Exchange ceased to exist as the institution had formerly done. Its physical floor, once heaving with life, was replaced by dealing done by computer and phone. The volume of trading was fifteen times greater than it had been in the early eighties. This became known as ‘the Big Bang’ and a country which had exported two billion pounds-worth of financial services per year before it was soon exporting twelve times that amount. The effect of this on ordinary Britons was to take the brake off mortgage lending, turning traditional building societies into banks which started to thrust credit at the British public. Borrowing suddenly became a good thing to do and mortgages were extended rather than being paid off. The old rules about the maximum multiple of income began to dissolve. From being two and a half times the homeowner’s annual salary, four times became acceptable in many cases. House prices began to rise accordingly and a more general High Street splurge was fuelled by the extra credit now freely available. During 1986-88 a borrowing frenzy gripped the country, egged on by swaggering speeches about Britain’s ‘economic miracle’ from the Chancellor, Nigel Lawson, and the Prime Minister. Lawson later acknowledged:

My real mistake as Chancellor was to create a climate of optimism that, in the end, encouraged borrowers to borrow more than they should.

In politics, the freeing up and deregulation of the City of London gave Margaret Thatcher and her ministers an entirely loyal and secure base of rich, articulate supporters who helped see her through some tough battles. The banks spread the get-rich-quick prospect to millions of British people through privatisation share issues and the country, for a time, came closer to the share-owning democracy that Thatcher dreamed of.

The year after the election, 1988, was the real year of hubris. The Thatcher government began an attack on independent institutions and bullying the professions. Senior judges came under tighter political control and University lecturers lost the academic tenure they had enjoyed since the Middle Ages. In Kenneth Baker’s Great Education Reform Bill (‘Gerbil’) of that year, Whitehall grabbed direct control over the running of the school curriculum, creating a vast new state bureaucracy to dictate what should be taught, when and how, and then to monitor the results. Teachers could do nothing. The cabinet debated the detail of maths courses; Mrs Thatcher spent much of her time worrying about the teaching of history. Working with history teachers, I well remember the frustration felt by them at being forced to return to issues of factual content rather than being able to continue to enthuse young people with a love for exploring sources and discovering evidence for themselves. Mrs Thatcher preferred arbitrary rules of knowledge to the development of know-how. She was at her happiest when dividing up the past into packages of ‘history’ and ‘current affairs’. For example, the 1956 Hungarian Revolution was, she said, part of history, whereas the 1968 Prague Spring was, twenty years on, still part of ‘current affairs’ and so should not appear in the history curriculum, despite the obvious connections between the two events. It happened at a time when education ministers were complaining bitterly about the lack of talent, not among teachers, but among civil servants, the same people they were handing more power to. A Hungarian history teacher, visiting our advisory service in Birmingham, expressed his discomfort, having visited a secondary school in London where no-one in a Humanities’ class could tell him where, geographically, his country was.

At that time, my mother was coming to the end of a long career in NHS administration as Secretary of the Community Health Council (‘The Patients’ Friend’) in Coventry which, as elsewhere, had brought together local elected councillors, health service practitioners and managers, and patients’ groups to oversee the local hospitals and clinics and to deal with complaints. But the government did not trust local representatives and professionals to work together to improve the health service, so the Treasury seized control of budgets and contracts. To administer the new system, five hundred NHS ‘trusts’ were formed, and any involvement by elected local representatives was brutally terminated. As with Thatcher’s education reforms, the effect of these reforms was to create a new bureaucracy overseeing a regiment of quangos (quasi/ non-governmental organisations). She later wrote:

We wanted all hospitals to have greater responsibility for their affairs.  … the self-governing hospitals to be virtually independent.

In reality, ‘deregulation’ of care and ‘privatisation’ of services were the orders of the day. Every detail of the ‘internal market’ contracts was set down from the centre, from pay to borrowing to staffing. The rhetoric of choice in practice meant an incompetent dictatorship of bills, contracts and instructions. Those who were able to vote with their chequebooks did so. Between 1980 and 1990, the number of people covered by the private health insurance Bupa nearly doubled, from 3.5 million to a little under seven million. Hubris about what the State could and could not do was to be found everywhere. In housing, 1988 saw the establishment of unelected Housing Action Trusts to take over the old responsibility of local authorities for providing what is now known as ‘affordable housing’. Mrs Thatcher claimed that she was trying to pull the State off people’s backs. In her memoirs, she wrote of her third government,

… the root cause of our contemporary social problems … was that the State had been doing too much.

Yet her government was intervening in public services more and more. The more self-assured she became, the less she trusted others to make the necessary changes to these. That meant accruing more power to the central state. The institutions most heart in this process were local councils and authorities. Under the British constitution, local government is defenceless against a ‘Big Sister’ PM, with a secure parliamentary majority and a loyal cabinet. So it could easily be hacked away, but sooner or later alternative centres of power, both at a local and national level, would be required to replace it and, in so doing, overthrew the overbearing leader.

Britain Seventy Years Ago, 1948-49: Race, Class and Culture.   1 comment

The Windrush Experience: Commonwealth Immigration.

During the Second World War, men from the Caribbean began to arrive in Britain, serving with the British Forces. There was a Jamaica Squadron and a Trinidad Squadron in the RAF and a West Indian Regiment in the British Army. Others came to work in factories, in the countryside and on radar stations. But once the war was over, most were sent straight home, leaving an estimated permanent non-white population of about thirty thousand. But almost unnoticed by the general public and passed in response to Canadian fears about the lack of free migration around the Empire, the 1948 British Nationality Act dramatically changed the scene. It declared that all subjects of the King had British nationality, reaffirming their right to free entry to the United Kingdom to all Commonwealth citizens and colonial subjects, without restrictions. This gave some eight hundred million people the right to enter and settle in the UK. At that time, this was uncontroversial, since it was generally assumed that the Caribbean and Asian subjects of the King would have neither the means nor the desire to travel to live in uncomfortable, crowded Britain. Travel remained expensive and slow, but, in any case, until the fifties, so few black or Asian people had settled in Britain that they were often treated as local celebrities and it was not even considered worthwhile trying to count their numbers. But as growing numbers of Caribbeans and South Asians began to take up their right to abode, most famously those who arrived aboard Empire Windrush (above & below), the British authorities became increasingly alarmed.

Paradoxically, therefore, Commonwealth immigration became an increasingly salient issue in British domestic politics. During the 1950s, the number of West Indians entering Britain reached annual rates of thirty thousand. The census of 1951 recorded 74,000 New Commonwealth immigrants. By the end of that decade, nearly half a million had moved to Britain, 405,000 of them from the ‘West Indies’. Immigration from the New Commonwealth was driven by a combination of ‘push’ and ‘pull’ factors. Partition of India and the construction of the Mangla Dam in Pakistan displaced large numbers, many of whom had close links with Britain through the colonial connection. In Britain, postwar reconstruction, declining birth rates and labour shortages resulted in the introduction of government schemes to encourage Commonwealth workers, particularly from the West Indians, to seek employment in Britain. Jamaicans and Trinidadians were recruited directly by agents to fill vacancies in the British transport network and the newly created National Health Service. Private companies also recruited labour in India and Pakistan for factories and foundries in Britain. As more Caribbeans and South Asians settled in Britain, patterns of chain migration developed, in which pioneer migrants aided friends and relatives to settle. Despite the influx of immigrants after the war, however, internal migration within Britain and Ireland continued to outpace immigration. The importance assigned to the Commonwealth in the 1950s prevented the imposition of immigration controls on New Commonwealth citizens.

There were other immigrant communities: There had been a substantial Jewish presence in London, Leeds and Manchester, making itself felt in retailing (Marks & Spencer), the food business and banking (Rothschild’s). In the five years before the war, since the advent of the Nazis to absolute power in Germany in 1934, some sixty thousand refugees had arrived in Britain, many of them highly qualified, helping to transform the scientific, musical and intellectual life of forties Britain. As Germany’s Jews were hounded from office in the first wave of lawless anti-Semitism in 1933, the Cabinet agreed to secure for this country prominent Jews who were being expelled from Germany and who had achieved distinction in science, medicine, music and art. No fewer than twenty of them later won Nobel prizes, fifty-four were elected Fellows of the Royal Society, and ten were knighted for their academic brilliance. Despite these contributions and the recent revelations of the horrors of the concentration camps, anti-Semitism was still endemic in British society. In particular, there was a widespread assumption that ‘they’ somehow got the best of scarce or rationed goods.

Potentially more serious in this respect was the re-emergence, in February 1948, of the fascists on the streets of London. Sir Oswald Mosely, the leader of the pre-war British Union of Fascists, had re-emerged into political life, forming the new Union Movement. For some time his former henchmen had been holding open-air meetings in the East End market at Ridley Road, Dalston, where many of the stallholders were Jewish. Not surprisingly, the meetings were the scene of violent opposition as the old fascists appeared under their new name. When Mosely announced his intention to march from Ridley Road through Stamford Hill to Tottenham, thousands of ex-servicemen, Jew and Gentile, gathered in Kingsland High Road to prevent the provocation. East London mayors called upon the Home Secretary to ban the marches and on 22 March 1949, Chuter-Ede announced a ban on all political processions. An assurance was sought that trade union marches did not fall within the compass of the ban, but a week later the Home Secretary confirmed that the forthcoming London Trades Council march was included in the ban. For the first time since 1890, London trade unionists were deprived of their freedom to march on May Day, the ban being imposed by a Labour Home Secretary. The photograph below shows a section of the vast crowd that gathered in Trafalgar Square to defy him and march with banners flying.

The Irish were also a big group in British life in the late forties, following a century of steady immigration, the vast majority of it from the south. It continued through the war, despite restrictions, as Irish people moved to Britain to cover the labour shortages left by mobilization. Ireland’s neutrality made it very unpopular with the British, and prejudice against its citizens in Britain continued for a long time after the war. Yet this did not seem to affect immigration, which continued at a rate of up to sixty thousand per year. Although The Republic of Ireland Act, of June 1949, confirmed the ending of Eire’s dominium status, the Republic was not to be regarded as a foreign country. The British government took the view that the Irish were effectively internal migrants and therefore excluded them from any discussion about immigration. There was also a large Polish presence resulting from the war since many refugees decided to settle permanently in the UK. It would be wrong to portray British society in the late forties as relaxed about race. More widely, the trade unions were bitterly hostile to ‘outsiders’ coming in to take British jobs, whatever their nationality. Even the Labour government itself spoke with self-consciousness and a legacy of inter-war eugenics about the central importance of the British race in its public information campaigns.

Country and Class:

Patriotic pride cemented the sense of being one people, one race, with one common history and destiny. But to be British in the forties was to be profoundly divided from many of your fellow subjects by class. By most estimates, a good sixty per cent of the nation was composed of the traditional working class; factory workers, agricultural labourers, navvies, riveters, miners, fishermen, servants and laundry workers. They worked by hand and muscle and were paid weekly, in cash (cheque-books were a sign of affluence). Most of them would spend all their lives in their home town or village, though some had migrated from industrial Scotland, Wales, Lancashire and the North East of England to the English Midlands, London and the Home Counties in the thirties. The sharp sense of class distinction was identified with where you came from and how you spoke. The war had softened class differences a little and produced the first rumblings of the future social revolution of the sixties.

With skill shortages and a national drive for exports, wages rose after the war. The trade unions were powerful and self-confident, particularly when the new Labour government repealed the laws that had hampered them ever since the General Strike of 1926. In 1948, they achieved their highest ever level of support. More than forty-five per cent of people who could theoretically belong to one did so, and there were some 8.8 million union members. In other European countries, trades unions were fiercely political, communist or socialist. In Britain, they were not, and the Communist Party spent much of its energy building support inside the unions, and winning elections to key posts. In general, British trades unionism remained more narrowly focused on the immediate cash-and-hours agenda of its members. Yet, a new generation of shop stewards was taking control of many workplaces, sowing the seeds of the great trade union battles of the seventies.

It wasn’t obvious at this time that the jobs in coal, steel and heavy manufacturing would be under threat by the seventies. The shipyards of the Clyde, Belfast and the Tyne were hard at work, the coalfields were at full stretch, London was still an industrial city, and the car-making and light engineering centres of the West and South Midlands were on the edge of a time of unprecedented prosperity. In 1945, only 16,938 cars had been manufactured in Britain; by 1950, the figure had reached a record 522,515. Alec Issigonis, an immigrant from Turkey, was the design genius of post-war British car-making. His first huge success was the 1948 Morris Minor (above), which was condemned by Lord Nuffield (William Morris) as that damned poached egg designed by that damned foreigner. But it supremely popular as an affordable family car. Gone was the split windscreen (see the older version below).

Britain was also, still, a country of brick terraces. It was not until the next two decades that many of the traditional working-class areas of British cities would be replaced by high-rise flats or sprawling new council estates. The first generation of working-class children to get to university was now at school, larger and healthier than their parents, enjoying the free dental care and spectacles provided by the young National Health Service, which was founded and began operating in the summer of 1948 (see below). For the most part, however, working-class life in the late forties was remarkably similar to how it had been a decade or more earlier, and perhaps even more settled. Politicians assumed that most people would stay put and continue to do roughly the same sort of job as they had done before the war. Rent acts and planning directives were the tools of ministers who assumed that the future of industry would be like its past, only more so.

The class which did best was the middle class, a fast-growing minority. Government bureaucracy had grown hugely and was continuing to do so. Labour’s Welfare State would require hundreds of thousands of new white-collar jobs, administering national insurance, teaching and running the health service. Studies of social mobility, such as the one carried out in 1949, suggested that while working-class sons generally followed their fathers into similar jobs, there was much more variation among middle-class children. Labour’s priority might have been to help the workers, but education reform was helping more middle-class children get a good grammar-school education. Fees for attending state schools were abolished and the school leaving age was raised to fifteen. A steadily growing number stayed at school until eighteen. Increasing numbers would make it to university too, an extra thirty thousand a year by 1950. The accents of Birmingham and Wales, the West Country and Liverpool began to challenge the earlier received pronunciation of perceived middle-class respectability. Churchill himself had told Harrow schoolboys that one effect of the war was to diminish class differences, that the advantages and privileges that had previously been enjoyed by the few would be far more widely shared by the many. Old distinctions were therefore softening, and the culture was slowly becoming more democratic.

Yet there was still a long road ahead since the ruling class was still the ruling class. Despite the varied backgrounds of the 1945 Labour cabinet ministers, Britain in the late forties was still a society run mostly by cliques and groups of friends who had first met at public schools like Eton and Harrow, or at Oxbridge. A public school education remained the key for anyone hoping to make a career in the City, the Civil Service or the higher ranks of the Army. These schools might only educate some five per cent of the population, but they continued to provide the majority of the political leaders, including many of Labour’s post-war cabinets. Briefly, it had seemed that such schools would not even survive the war: boarding schools had been in enough of a financial crisis for some to face closure through bankruptcy. Churchill’s own Harrow was one, along with Marlborough and Lancing, but all managed to survive somehow. More generally, there was a belief that the public school system had contributed to the failure of political leadership in the thirties right up to the military defeats of the first half of 1940. But Churchill had fought off the demands from Butler and others in his war cabinet that all or most of them should be abolished. Attlee, devoted to his old school, had no appetite for abolition either. Grammar schools were seen as the way to get bright working-class or middle-class children into Oxbridge, and a few other universities, where they would compete with and thereby strengthen the ruling élites. One civil servant described the official view as being that ‘children’ could be divided into three kinds:

It was sort of Platonic. There were golden children, silver children and iron children.

Under Clement Attlee, pictured above being driven by his wife Violet, Britain remained a country of private clubs and cliques, ancient or ancient-seeming privileges, rituals and hierarchies. In the workplace, there was something like the relationships of pre-war times, with employers’ associations assuming their old roles as ‘cartels’ though some, like Captain Black at the Standard Motor Co. in Coventry, were successful in breaking out of the wage-controls which the Engineering Employers’ Association attempted to set. Inside the newly nationalised industries, the same sort of ‘bosses’ continued to manage, and the same ‘them and us’ mentalities reasserted themselves remarkably easily. In the City, venerable, commanding merchant bankers would still be treated like little gods, younger bankers deferring utterly to their elders and ‘betters’. Lessons in speaking ‘the King’s English’ were given to aspiring actors and broadcasters; physicians in hospitals still swept into the wards, followed by trains of awed, frightened, junior doctors. At the Oxbridge colleges, formal dinners were compulsory, as was full academic dress, and the tenured professors hobbled around their quads as if little had changed since Edwardian days. All this was considered to be somehow the essence of Britain, or at least of England.

The King and Queen also ran what was in all essentials an Edwardian Court.  After the national trauma of the abdication crisis, George VI had established a reassuringly pedestrian image for the family which now called itself simply ‘the Windsors’. There had been cautious signs of royal modernisation, with Princess Elizabeth making patriotic radio broadcasts. On the other hand, the Royal Presentation of rich young debutantes to the monarch continued until 1958 when Queen Elizabeth put an end to it, prompted by Prince Philip, who with characteristically candid brevity, labelled it “bloody daft”. Initially, it was very unclear as to how the monarchy would fare in post-war Britain. The leading members of the family were popular, and Labour ministers were careful never to express any republicanism in public, but there were demands from many of their backbench MPs for a less expensive, slimmed-down contemporary monarchy, such as existed in Scandinavia.

Yet the Windsors had triumphed again in 1947, with the wedding of, as they were then, Princess Elizabeth to Lieutenant Philip Mountbatten. For the ordinary British people, the wedding was a welcome but transient distraction from their daily struggle to feed and clothe their families. Because rationing affected the quantity of clothes you could have, but not their quality, it hit the poor harder. Government ‘make-do and mend’ campaigns about how to repair, reinforce or reshape old clothes, did nothing to improve the general public mood. For women, faced with an almost impossible struggle to replace laddered stockings or underwear, the wartime fashions felt unattractive – short skirts and masculine jackets, what was called ‘man-tailored’. If pregnant, they were encouraged to adapt their ordinary clothes. Yet the Hollywood films showed women immaculately dressed icons and the newspapers showed men the richest, flashiest Britons, like Anthony Eden and, of course, the King, both beautifully tailored. But they could not afford to look smart. Some men avoided drinks parties because they were ashamed of the state of their clothes and women avoided brightly lit restaurants when their stockings had gone, replaced by tea-stains and drawn-on seams. It was not until 1949 that clothes, boots and shoes were taken off ration.

For most ordinary people, too, food rationing was the primary example of the dreary colourlessness of wartime life. It continued long after the guns had stopped. It was still biting hard at the end of the forties, meat was still rationed as late as 1954, and though the poor were better fed, most people felt hard done-by. Many doctors agreed. Shortly after the horrific winter of 1947 was over, the British Medical Press carried a detailed article by Dr Franklin Bicknell which argued that available foods were four hundred calories short of what women needed each day, and nine hundred short of what men required: In other words, everyone in England is suffering from prolonged chronic malnutrition. This was angrily disputed by Labour politicians, eager to point out the effect of all that free juice, cod liver oil and milk on Britain’s children. But the people were on the side of Dr Bicknell. The fact that the ‘good things’ were still in short supply had left the way open for the growth of a black market (complete with ‘spivs’) and therefore for the demand for a restoration of the free play of market forces and, at least, something like a free market in food.

Apart from Ellen Wilkinson’s tragic death in 1947, other ministers falling ill, and still others becoming disillusioned, the Labour leadership had also begun to fracture along ideological lines in 1948.  The economy had been doing rather better than in the dark year of 1947 and though still short of dollars, the generosity of the Marshall Plan aid in 1948 had removed the immediate sense of crisis. By 1949, it was estimated to have raised the country’s national income by ten per cent. Responding to the national mood of revolt over restrictions and shortages, Harold Wilson had announced a ‘bonfire of controls’ in 1948 and there seemed some chance that Labour ministers would follow the change in national mood and accept that the people wanted to spend, not only to queue. The restrictions on bread, potatoes and preserves were lifted first, but milk, tea, sugar, meat, bacon, butter, fats and soap remained on ration, the fresh meat allocation being a microscopic eight pennyworth a week. Sweets had been rationed since 1940 and were not taken off ration until April 1949 when the picture below was taken.

‘Austerity’ was a word reiterated remorselessly by the anti-Labour press. If life was austere, however, it was better for the working-class majority than it had been in the years before the war and Britain’s industry was expanding. Full employment, never achieved until the Second World War, stimulated the private expectations and aspirations of large numbers of people who had been ‘deprived’ before 1939, though they themselves had not always recognised it. For those who preferred society to operate according to plan on the basis of one single aspiration, like winning the war or after the war achieving socialism, the new pluralism of motives and pressures and the growth of business agencies which could influence or canalise them were dangerous  features of the post-war world which contained as yet unfulfilled potential. One thing was clear: No one wished to return to the 1930s, and no one talked of returning ‘normalcy’ as they had done during the 1920s. That way back would have been deliberately closed even if it had proved possible to keep it open.

Culture and Society:

Some of the most eloquent cultural moments in the life of post-war Britain had religious themes, like the rebuilding of Coventry Cathedral, with its tapestries by Graham Sutherland. Benjamin Britten’s War Requiem was written for the consecration of the new Cathedral building. This did not take place until 1962, but the story of the reconstruction began in the years after the war when a replica of the cross of nails made from the ruins (seen above in 1940) was given to Kiel in Germany as a sign of friendship and a symbol of reconciliation. A stone from the ruins of Kiel Cathedral was given to Coventry in return. This is the Kiel Stone of Forgiveness, now in the Chapel of Unity in the New Cathedral. Also in the late forties, a group of young Germans arrived in Coventry and helped to clear the rubble from one corner of the ruined cathedral. It became the Centre for International Understanding, where young people from all nationalities met through the work of the Community of the Cross of Nails. Through this work, Coventry soon became twinned with fifty-three cities and towns throughout the world. Post-war Britain’s major poet, the American-born T. S. Eliot, was an outspoken adherent of the Church of England. His last major work of poetry, The Four Quartets, is suffused with English religious atmosphere, while his verse drama, Murder in the Cathedral addressed an iconic moment in English ecclesiastical history. In 1948, he won the Nobel Prize for Literature. It could fairly be said that during these years there existed an Anglican sensibility, a particularly English, sometimes grave, sometimes playful, Christianity, with its own art and thought. It was, in the main, a limited and élite movement, but it did sometimes connect with wider currents in British Society.

In the Britain of the late forties, the continuing influence of the established church was in evidence in the way that divorce still carried a strong stigma, across classes and reaching to the highest. Divorced men and women were not welcome at court. Homosexuality was still illegal and vigorously prosecuted. People clung to their traditional values since the war had shaken everyone’s sense of security, not just those who had served in it, but the bombed, evacuated and bereaved as well. The beginning of the Cold War underlined that underlying sense of the fragility of life. In these circumstances, it is hardly surprising that there was a profound turn towards the morality of hearth and home and a yearning for order, predictability and respectability, in the street and neighbourhood, if not in the wider world. There was certainly a demand for political reform, but the British people were still, fundamentally, socially conservative.

In the summer of 1948, the Labour Government tried to cheer up ‘Austerity Britain’ by staging the Olympic Games in London. The games were a triumph in a war-scarred, rubble-strewn city, during which the athletes were put up in old army camps, colleges and hospitals. The Union Jack was missing for the opening parade, but cost overruns were trivial and security was barely an issue. The games involved nearly five thousand competitors from fifty-nine countries. Though the medal count for the British competitors was very meagre, holding the games was a genuine sign that Britain was back. For all its fragility and frugality, this was still a country that could organise itself effectively. Football was back too. By the 1948/49 season, the third since the resumption of top-flight football after the second world war, there were more than forty million attendances at matches. There was a general assumption that British football was the finest there was, something seemingly confirmed the previous May when a Great Britain team had played against a team grandly if inaccurately described as The Rest of the World (it comprised Danes, Swedes, a Frenchman, Italian, Swiss, Czech, Belgian, Dutchman and Irishman), thrashing them 6-1. That illusion was soon to be dispelled in the early fifties, with the emergence of the ‘golden team’ of the ‘Mighty Magyars’ among others.

But at a club level, this was a golden age of football. The stands were open and smelly, the crowds were unprotected, there were no floodlights and the greatest stars of the post-war era were still to emerge. But football was relatively uncorrupt and was still, essentially, about local teams supported by local people. On the pitch, play was ‘clean’ and honest: Stanley Matthews, the son of a barber from Stoke, already a pre-war legend who went on to play in the cup final of 1953, aged thirty-eight and whom I saw play in a charity match in the early seventies, only a couple of years after his retirement from top-flight football, was never cautioned throughout his long career. In June 1948 Stan Cullis, who in contrast to Matthews, had retired as a player in 1947 at the tender age of 31, became the manager of Wolverhampton Wanderers, literally the ‘old gold’ team of the then first division, according to the colour of their shirts. Cullis was a tough, uncompromising and inspirational manager who steered ‘Wolves’ through the most successful decade in their history. In 1947/48 Wolves ended the season fifth, and a year later were sixth, also winning the FA Cup, beating Leicester City in the final at Wembley. Two of the ‘legends’ of this period are shown in the pictures above and below, the little ‘winger’, Johnny Hancocks and captain Billy Wright, who also captained England.

Another great footballer of the late forties was Arsenal’s Denis Compton, who was still more famous for his cricket, which again became hugely popular after the interruption caused by the war. Some three million people had watched the ‘Test matches’ against South Africa in 1947 and Compton’s performance then and in the following seasons produced a rush of English pride. The cricket-writer  Neville Cardus found in Compton the image of sanity and health after the war: There was no rationing in an innings by Compton. In cricket, as in football, many of the players were the stars of pre-war days who had served as Physical Training instructors or otherwise kept their hand in during hostilities; but with the Yorkshire batsman Len Hutton also back in legendary form at the Oval Test, cricket achieved a level of national symbolism that it has never reached since. As with football, the stars of post-war cricket could not expect to become rich on the proceeds, but they could become national heroes. Hutton went on to become England’s first professional cricket captain in 1952; Compton first came int decent money as the face of Brylcreem adverts. The new rules of the Football League meant that players could earn up to twelve pounds per week.

The Welfare State Established:

In summer of 1948, on 5th July, the National Health Service, the brainchild of Aneurin Bevan (pictured below), opened its doors for business. There was a flood of people into the surgeries, hospitals and chemists. The service was funded directly from taxation, not from the new National Insurance Scheme which also came into being that year. That too was a fantastic feat of organisation, providing for a comprehensive system of social security, family allowances, and compensation for injury at work. A new office to hold twenty-five million contribution records plus six million for married women was needed. It had to be huge and was built in Newcastle by prisoners of war; at the same time, a propeller factory was taken over to run family allowances. The work of six old government departments was brought into a new ministry. Jim Griffiths, the Labour minister pushing it all through wanted a thousand local National Insurance offices ready around the country, and after being told a hundred times that all this was quite impossible, he got them. The level of help was rather less than Beveridge himself had wanted, and married women were still treated as dependents; there was much to be argued for over the next sixty years. Nevertheless, the speed and energy with which this large-scale task was accomplished represented a revolution in welfare, sweeping away four centuries of complicated, partial and unfair rules and customs in just six years.

The creation of the National Health Service, which Beveridge thought essential to his wider vision, was a more confrontational task. Britain had had a system of voluntary hospitals and clinics before the war, which varied wildly in size, efficiency and cleanliness. Also, a number of municipal hospitals had grown out of the original workhouses in the late twenties and thirties. Some of these, in progressive cities like Birmingham and Nottingham, as well as in London, were efficient, modern places whose beds were usually kept for the poor. Others were squalid. Money for the voluntary hospitals came from gifts, charitable events, direct payments and a hotchpotch of insurance schemes. By the time the war ended, the majority of Britain’s hospitals had been brought under a single national emergency service. The question was, what should happen next?  Should they be nationalised or allowed to return to local control? A similar question hung over family doctors. ‘GPs’ depended on private fees, though most of them also took poor patients through some form of insurance scheme. When not working from home or a surgery, they would often double up operating in municipal hospitals where, as non-specialists, they sometimes hacked away incompetently. But the voluntary insurance schemes excluded many elderly people, housewives and children, who therefore put off visiting the doctor at all unless they were in great pain or grave danger. The situation with dental care and optical services was similar; they were not available to those without the means to pay for them.

Labour was, therefore, determined to provide the first system of medical care, free at the point of need, there had been in any Western democracy. Although comprehensive systems of health care existed elsewhere, most notably in Germany, these were funded by national insurance, rather than through direct taxation. ‘Nye’ Bevan’s simple idea and his single biggest decision were to take all the hospitals, voluntary and municipal, into a single nationalised system. It would have regional boards, but would all come under the Ministry of Health in London. This was an act of heroic self-confidence on his part. For the first time, a single politician would take responsibility for every hospital in Britain, with the exception of a few private ones. Herbert Morrison, a municipal socialist, was against this centralisation of power but was brushed aside by Bevan.

A far more significant threat to Bevan’s ‘project’ was posed by the doctors themselves. Their opposition meant that the implementation of his simple idea was a far more complicated process than ever Bevan himself could have anticipated. The doctors, led by the Conservative-leaning British Medical Association (BMA), had it in their power to stop the NHS dead in its tracks by simply refusing to work for it. They were genuinely concerned about their status in the new service; would they be mere state functionaries? They were also suspicious of Bevan, and not without good reason, as he effectively wanted to nationalise them, making them state employees, paid directly out of public funds, with no private fees allowed. This would mean a war with the very men and women trusted by millions to cure and care for them. Bevan, a principled but pragmatic socialist, was also a skilful diplomat. He began by wooing the senior consultants in the hospitals. The physicians and surgeons were promised they could keep their lucrative pay beds and private practices. Bevan later admitted that he had stuffed their mouths with gold. Next he retreated on the payment of fifty thousand GPs, promising them that they could continue to be paid on the basis of how many patients they treated, rather than getting a flat salary. This wasn’t enough, however, for when polled only ten per cent of doctors said that they were prepared to work for the new NHS. As July approached, there was a tense political stand-off. Bevan continued to offer concessions, while at the same time fiercely criticising the doctors’ leaders, labelling them a small body of politically poisoned people who were sabotaging the will of the people, as expressed through Parliament. In the end, Bevan was backed by a parliamentary majority and, after more concessions and threats, they gave way. Yet it had been a long, nasty, divisive battle between a conservative professional élite and their new socialist ‘masters’.

Almost immediately, there were complaints about the cost and extravagance, and about the way the provision of materials not previously available produced surges in demand which had not previously existed. There was much anecdotal evidence of waste and misuse. The new bureaucracy was cumbersome. It is also possible to overstate the change since most people had had access to some kind of some kind of affordable health care before the NHS came into being. However, such provision was patchy and excluded many married working-class women in particular. The most important thing it did was to take away fear. Before it, millions at the ‘bottom of the pile’ had suffered untreated hernias, cancers, toothache, ulcers and all kinds of illness, rather than face the anxiety and humiliation of being unable to afford treatment. That’s why there are many moving accounts of the queues of unwell, impoverished people surging forward for treatment in the early days of the NHS, arriving in hospitals and doctors’ waiting rooms for the first time not as beggars but as citizens and taxpayers. As Andrew Marr has commented,

If there was one single domestic good that the British took from the sacrifices of the war, it was a health service free at the point of use. We have clung to it tenaciously ever since and no mainstream party has dared to suggest taking it away.

Nationalisation: Political Idealism and Economic Reality.

The same could not be said of some of Labour’s other nationalisation ‘projects’. The first, that of the Bank of England, sounded dramatic, but it had no real impact. Exactly the same men stayed in power, following the same monetary policies. I have dealt with the nationalisation of the coal industry and the establishment of the NCB on 1 January 1947 in a previous article. In the case of the gas and electricity, these utilities were already part-owned by local authorities, so their nationalisation caused little controversy. Labour had talked about nationalising the railway system from 1908, almost as soon as it became a political party in the wake of the Taff Vale case. The railway system had, in any case, been rationalised in the inter-war period, with the creation of four major companies – London & North-Eastern; Great Western Railway; Southern Railways; London, Midland & Scotland. Periodic grants of public money had been needed for years for years to help the struggling companies out, and the government had taken direct control of the railways at the beginning of the war. The post-war train system was more powerful than the pre-motorway road network, but it was now in dreadful condition and because of the economic crisis and shortage of steel, it would be starved of new investment. Nationalisation without investment was no solution to any of these basic problems. The only people who did well out of it were the original shareholders of the railway companies who were, to their surprise, well compensated. In other forms of transport, road haulage and airlines were also nationalised, as were cable and wireless companies.

By the time the last big struggle to nationalise an industry was underway, the steel debates of 1948-9, the public attitude towards nationalisation was already turning. The iron and steel industry differed from the coal industry and the railways in that it was potentially highly profitable and had good labour relations. The Labour Government had worked itself up, proclaiming that the battle for steel is the supreme test of political democracy – a test which the whole world will be watching. Yet the cabinet agonised and went ahead only because of a feeling that, otherwise, they would be accused of losing their nerve. In the debates in the Commons, Labour backbenchers rebelled. The steel owners were organised and vigorous, the Tories were regaining their spirits and Labour were, therefore, having a torrid time. Cripps told the Commons: If we cannot get nationalisation of steel by legal means, we must resort to violent methods. They did get it, but the industry was little shaken. It needed new investment almost as much as the coal mines and the railways – new mills, coke ovens, new furnaces. Again, nationalisation did not deliver this.

However hard the Tories tried, they failed to make Clement Attlee look like a British Stalin. The Labour Government was, in any case, at pains to make its collectivist programme look patriotically legitimate. After all, taking twenty per cent of the economy into public ownership was called ‘nationalisation’, and the proposed new public enterprises were likewise to be given patriotic corporate identities: British Steel, the British Overseas Airways Corporation, British Railways. The effort was to recast the meaning of being British as a member of a community of shared ownership, shared obligations and shared benefits: Co-op Britain. And because the Labour Party had such huge majorities in Wales, Scotland and the most socially damaged areas of industrial England, it would, at last, be a Britain in which rich southern England did not lord it over the poor-relation regions. It would be one whole Britain, not a nation divided into two, as it had been in the thirties. George Orwell, who wrote 1984 in 1948, had vividly described the divided Britain of that decade, and he now had great hopes that if the British people…

… can keep their feet, they can give the example that millions of human beings are waiting for. … By the end of another decade it will finally be clear whether England is to survive … as a great nation or not. And if the answer is to be ‘Yes’, it is the common people who must make it so.

Taking up Orwell’s theme, Asa Briggs has suggested that the forties need to be treated as one period of The People’s War and Peace. Britain had emerged from the War changed but not destroyed and this time, in Orwell’s terms, the right family members would be in control. From the very beginning, the Labour Government was not insulated from the perennial headaches and imperatives of twentieth-century British government – monetary viability, industrial over-capacity and, especially, imperial or post-imperial global defence. The only option it had, apart from shouldering those familiar burdens and getting on with building the New Jerusalem as best they could, was to plunge into a much more far-reaching programme of collectivisation, Keynesian deficit financing, disarmament and global contraction. But that was never actually on the cards because the Labour ministers were not cold-blooded social revolutionaries committed to wiping the slate clean and starting again. The ‘slate’ was Britain; its memories, traditions, institutions, not least the monarchy. Attlee, Ernest Bevin and Herbert Morrison were emotionally and intellectually committed to preserving it, not effacing it. They were loyal supporters of what Orwell called The Lion and the Unicorn (1941). Perhaps appropriately, Orwell died, still young, as ‘his’ decade came to an end, in January 1950, after he had warned of the danger of a dystopian Britain elevating collectivism over individual liberty.

The decision to keep an independent nuclear deterrent, and to sustain the projection of British power in Asia (through Hong Kong) and even more significantly in the Middle East, came at a huge price: $3.5 billion, to add to the estimated cost of the war, $10.5 billion. In 1948, defence spending had risen to seven per cent of GDP, and four years later to 10.5 per cent, incomparably higher than for any other European state. American help was desperately needed, so Bevin’s goal of keeping Britain independent in its foreign policy of the United States actually had the effect of deepening its long-term economic dependence. But the capital infusion, according to Cripps and others, would jump-start the economy as well as pay for investment in new infrastructure, after which surging economic growth would take care of the debt burden. The most idealistic assumption of all was that public ownership of key industries, the replacement of the private profit incentive by a cooperative enterprise, would somehow lead to greater productivity.  There were periods in 1948 when, in expert-led mini-surges, it looked as though those projections were not as unrealistic a diagnosis as they were to prove in the long-term. Britain was benefitting from the same kind of immediate post-war demand that it had experienced in 1918-19; the eventual reckoning with the realities of shrinking exports, as thirty years before, was merely postponed.

Labour was always divided between ideological socialists and more pragmatic people, but there was no real necessity for the party to have a row with itself towards the end of its first majority government, having successfully negotiated so many rapids. The problem was a familiar one. As the bill for maintaining pseudo-great power status and welfare state benevolence mounted, so did doubts and misgivings about the premises on which it had been thought the armed New Jerusalem could be funded. The government’s foreign policy initiatives had encountered serious difficulties. Foreign Secretary Ernest Bevin negotiated Marshall Aid for Britain from the USA in 1949, and in the same year helped organise the North Atlantic Treaty Organisation (NATO). But the price of such security and the maintenance of a place at the top table of international politics was high. American B-29 bombers stationed in East Anglia from 1948, were set to acquire nuclear capacity in 1950. As a result, the government had to accept inflated defence estimates, which also included increased costs for conventional tanks and planes. Should money be concentrated first on Britain’s overseas commitments, especially her large armies in the Middle East and facing the Russians across the German border; or on protecting the social advances at home?

Britain could not afford to be a great power in the old way, but neither could she afford to spend the Marshall Plan aid windfall mainly on better welfare, while other countries were using it to rebuild their industrial power. In the end, the government had to accept the need for cuts in welfare spending, leading to the resignation of Aneurin Bevan, who was determined to protect his ground-breaking achievement, the NHS, and Harold Wilson. The revised estimates helped to fuel a balance of payments crisis since the nationalisation programme had failed to provide the increased productivity the government had hoped for. Stafford Cripps, who had only a year earlier had been the most ardent ‘collectivist’ in the cabinet became, in 1949, an equally determined advocate of the mixed economy. He was forced to retire from the cabinet and the House in 1950 to replaced as Chancellor by Hugh Gaitskell. The socialist idealism of 1945-8 was put on hold, and Labour never returned to it, replacing it with ‘Gaitskillism’. With the benefit of hindsight, the post-war Labour years were a time almost cut off from what followed from 1950 onwards. So much of the country’s energy had been sapped by war; what was left focused on the struggle for survival. With Britain industrially clapped-out mortgaged to the hilt to the USA and increasingly bitter about the lack of a post-war ‘ dividend’, it was perhaps not the best time to start building The New Jerusalem. Most attempts at forced modernisation quickly collapsed; the direction of factories to the depressed areas produced little long-term benefit; companies encouraged to export at all costs were unable to re-equip and prepare themselves for tougher markets. In addition, inflation, which would become a major part of the post-war story, appeared, at three per cent in 1949-50.

Conclusion: A ‘Peaceful Revolution‘?

Between 1945 and 1949 the Labour Government undertook a programme of massive reform. It has been called ‘the quiet’ or ‘the peaceful revolution’. Just how far this is an accurate description and a valid judgement is debatable. It was certainly peaceful, but far from ‘quiet’. Jim Griffiths, Aneurin Bevan and Stafford Cripps all had to use coercive methods at times against active and organised resistance both in Parliament and outside. Whether the reforms were revolutionary or evolutionary is an issue which needs careful consideration. The debate was not about whether a Welfare State was needed, it was about the means by which it would be achieved. The issues of individualism versus collectivism, central control versus local control, competition versus cooperation, and reality and illusion can all be identified.

The degree of success which historians ascribe to these reforms depends on what he sees as ‘the Welfare State’. As Bédarida (1979) argued, there are at least three possible definitions for this enigmatic concept. The ‘official’ definition, as it appeared in the Oxford English Dictionary as early as 1955, was a polity so organised that every member of the community is assured of his due maintenance with the most advantageous conditions possible for all. As a historical interpretation, he refers to five points enunciated by Bruce in The Coming of the Welfare State which referred to the aims and objectives of a welfare state. He rejects this as a narrow, rather technical definition … amounting to little more than the enlargement of the social services. He argues that the phrase must be allowed to take on a wider sense, as a symbol for the structure of post-war Britain, a society with a mixed economy and full employment, …

… where individualism is tempered by State intervention, where the right to work and a basic standard of living are guaranteed, and the working-class movement, now accepted and recognised, finds its rightful place in the nation.

By its own admission Labour’s ‘revolution’ must be seen in the perspective of ‘evolution’. The key word (or phrase) is ‘social justice’. Without in the least denying the collectivist principles inscribed on Labour’s tablets, the revolution found its main inspiration in two Liberals: first Beveridge, then Keynes. These were the two masterminds whose ideas guided Labour’s actions. …

In seeking to determine the significance of the Welfare State one must bear three points in mind. Firstly, to use the word ‘revolution’  is to devalue its meaning. … In the second place, the arrival of the Welfare State was situated in the mainstream  of the history of democratic freedom, linking the pioneers of the London Corresponding Society with the militants of the Independent Labour Party, the Benthamites, with the Fabians, the Nonconformist conscience with Christian Socialism. … Finally, if the Welfare State was the grandchild of Beveridge and Keynes, it was no less the child of Fabians, since it concentrated on legislative, administrative and centralising methods to the detriment of ‘workers’ control’. But in thus stamping on any frail aspiration towards a libertarian organisation of society, Labour laid itself open to a charge that would weigh heavily on it in the future, namely, namely that of wanting to impose a bureaucratic form of socialism. …

The ‘Welfare State’ was not just a Labour ‘project’ or ‘programme’. Apart from its Liberal ‘grandfathers’, even Tory supporters were behind this desire for change and reform. It is significant that the inventor of the term was that pillar of the Establishment (and yet advocate of Christian Socialism), the Archbishop of Canterbury, William Temple. No one would doubt that the achievements of the Labour Government of 1945-50 were considerable. They undertook the massive task of social reconstruction and social transformation with vigour and attempted to establish a new social order. Yet their success in this area must be viewed against their economic failures, not to mention their foreign policy. The creation of the Welfare State did not, really, involve a transformation of society. It was, to a considerable degree, a substitute for it.

What a year that was: Britain and the World in 1947: Part II.   Leave a comment

The Winter of 1947 has gone down in history and personal memory as a time of almost unbearable bleakness. For three months, Britain endured not only the shortages of almost everything in the shops, and a virtual medieval peasant diet, heavily based on potatoes and bread, nor only the huge state bureaucracy bearing down on so much of daily life, with its 25,000 regulations and orders never heard of in peace time before. Neither was it just the smashed and broken homes, and the irreplaceable war dead. The crisis of 1947 was also the product of that most common of British complaints, the unpredictable weather.

Towards the end of January, a great freeze had swept across from Siberia and covered the country in thick snow, a bitter cold which brought the exhausted British people very nearly to their knees. The country still ran on coal,  newly nationalised under the National Coal Board, but the piles at the pits froze solid and could not be moved. The collieries’ winding gear ceased to function and drifting snow blocked roads and rail lines. At the power stations, the remaining stock piles ran down swiftly until, one by one, the stations were forced to close. Lights went off, men dug through snow drifts, tamping for miles to find food to carry back to their families and neighbours. Cars were marooned on exposed roads. Factories across the Midlands and South of England had to stop work and within a week two million people were idle. Electric fires were banned for three hours each morning and two in the afternoon. As people ran out of coal, they had only blankets to keep them warm. Around London, commuters were unable to reach the capital. Scotland was cut off from England.

Government ministers were not immune to the health problems which resulted. Herbert Morrison was nearly killed by thrombosis when new drugs given to him caused his kidneys to pour with blood. While he was still in hospital, Ellen Wilkinson, the education minister who adored him and may have been his mistress, died from an overdose of barbiturates. Wilkinson, a small flame-haired woman who had led the pre-war Jarrow Crusade for most of its length to London, was much-loved in the party, but became increasingly depressed by the slow pace of change, particularly in education. On 25 January, in the middle of the blizzard, she insisted on opening a theatre school in a blitzed, open-to-the-sky building in south London. Ellen became ill and seems to have muddled up her medicines, though others believed she killed herself, out of a mixture of frustrated love and political disappointment. In some ways, her death was symptomatic of the strain Attlee’s government was under.

Then things deteriorated further as the coldest February for three hundred years began. Another half million people had to stop work. The sun was so little seen that when it came out, a man rushed to photograph the reassuring sight for the newspapers. The greengrocers ran out of green vegetables. After a short thaw, March brought terrible storms and snow-drifts thirty feet high. There were ice-floes off the East Anglian coast. Three hundred main roads were impassable. These conditions were then followed by the worst floods in living memory, cutting off towns and drowning crops in huge areas of low-lying England. Sheep were dying on the hills, unable to be brought down to lower-lying pastures. Their carcasses had to be burnt in huge pyres, causing foul-smelling smoke to hang over the hillsides of rural Wales.

As people were digging out frozen vegetables from fields and despairing of the empty shops, the run on the pound resulting from Keynes’ Washington ‘deal’ and the balance of payments crisis meant that the Treasury was running out of dollars to buy help from overseas. This was the moment when the optimism of 1945 died for many voters. But the summer did come, and it was a good one, the sun blazing away with the cricketers at Lords as the nation sweltered. However, the pound continued to fall dramatically against the dollar, and with the Chancellor, Hugh Dalton, unable to buy food from the USA, secret preparations were made for a ‘famine food programme’ which included a provision to take children out of school to help with the harvest. It was never instigated, but the rationing of bread, which had not been necessary during the war, was put in place, as wheat supplies could no longer be bought from the United States. At the same time, British ministers had to ensure that there was no famine in other parts of the world for which they were responsible, including India, Germany and Palestine. Bread rationing at home was hugely unpopular and long remembered.

As Aneurin Bevan’s visit to Coventry had demonstrated, housing was the most critical single social issue of the post-war era, remaining at the top of the political agenda throughout the early fifties. Half a million homes had been destroyed or were made uninhabitable by German air-raids and a further three million were badly damaged. Overall, a quarter of Britain’s 12.5 million homes were damaged in some way. London was a capital with a background of ruins and wrecked streets. Southampton had lost so many buildings that during the war officials reported that the population felt the city was finished and ‘broken in spirit’. Coventry had lost a third of her housing in a single night in the November Blitz of 1940. Birmingham had lost 12,000 houses, with another 25,000 badly damaged. Together with the impact of demobilization of young men eager to marry and start families, the government estimated that 750,000 new houses were needed urgently. In addition, there was a need for further slum clearances in London and the older industrial cities, the grimy terraces lacking proper sanitation, gas and electricity supplies.

The demand was for more than bricks and mortar, since the war had separated husbands and wives, deprived children of their parents and, in general, shaken the familial fabric of the country.  Some 38 million civilians had changed addresses a total of sixty million times. Despite the break-up of many marriages under the strain of war, most people wanted a return to the security of family life. There were more than 400,000 weddings in 1947 and 881,000 babies were born, the beginning of the ‘boom’ that would reshape British life in the decades ahead. In all, a million extra children were added to the population in the five years after the war. Since there were not nearly enough individual homes to go round, hundreds of thousands of young people found themselves living with their parents or in-laws, deprived of privacy and trapped in inter-generational conflict.

It was, in positive terms, a time when people were prepared to live more communally than would be the case later. Wartime queuing had revived a kind of street culture which lingered among women, as they spent hours standing together. Cinemas and dance halls continued to be crammed with people trying to escape the cold of their homes which as yet had no television (only 0.2 per cent of the population owned a television in 1947) or central heating, and not much by way of lighting. People really were in real austerity together, managing without much privacy and with the ongoing effects of wartime requisitioning, evacuation and the direction of labour, lodging in unfamiliar rooms. The sharing of toilets and kitchens in the late forties was therefore just a continuation of conditions they were already used to, like the meagre food and dreary clothing.

The most dramatic government response was the factory-made instant housing, the ‘prefabs’. Although designed only for a few years’ use, many of them were still lived in forty or more years later. Between 1945 and 1949, under the Temporary Housing Programme, a total of 156,623 prefabs went up, a welcome start in the provision of mass housing. They were more than huts, but a prototype bungalow, with a cooker, sink, fridge, bath, boiler and fitted cupboards. It cost fractionally more than a traditional brick-built terraced house, it weighed a fraction of the latter and was prefabricated in former aircraft factories using a fraction of the resources, then unloaded and screwed together on a concrete plinth, ready for families to move into within days. They were all weatherproof, warm and well-lit. The future Labour leader Neil Kinnock lived in one, an Arcon V, from 1947 to 1961, and remembered the fitted fridge and bathroom causing much jealousy among those still living in unmodernised colliers’ terraces in the south Wales valleys: Friends and family came to view the wonders. It seemed like living in a spaceship. They came to be regarded as better than bog standard council housing. Communities developed on prefab estates which survived cheerfully well into the seventies; I remember visiting these, homes to many of my teenage friends at that time.

The British Housewives’ League, formed in 1945 by a clergyman’s wife to campaign against rude shopkeepers and the amount of time spent queuing, helped remove the hapless food minister Ben Smith over the withdrawal of powdered egg. Other foods brought into the country and foisted on consumers were regarded as disgusting. Horses were butchered and sold, sometimes merely as ‘steak’. Whalemeat was brought from South Africa, both in huge slabs and in tins, described as rich and tasty, just like beefsteak. It was relatively popular for a short while, but not long, because it had a strong after-taste of cod-liver oil. Then there was snoek, a ferocious tropical fish supposed to be able to hiss like a snake and bark like a dog. The young Barbara Castle was then working for the fish division of the Ministry of Food. She was quartered at the Carlton Hotel, which had generously sized baths which she filled with the fish, which she observed for experimental purposes. Her report on its behaviour must have been favourable because in October 1947 the government began to buy millions of tins of snoek from South Africa. So ministers tried to persuade the British people that, in salads, pasties, sandwiches or even as ‘snoek piquant’, the bland-tasting fish was really quite tasty. The people begged to differ and mocked it mercilessly, buying very little. Eventually it was withdrawn from grocers and sold off for almost nothing as cat-food.

The Labour government’s attempts to import alternative sources of protein became a great joke in newspapers and in Parliament. The Conservatives put out pamphlets showing pictures of a horse, a whale and a reindeer to show the wide choice of food you have under the Socialists. Labour tried hard to keep the country decently fed during the forties when most of the world was at least as hungry. But between the black market organised by ‘spivs’, the British Housewives’ League, whose rhetoric influenced a young student called Margaret Thatcher, and the spontaneous uprising against the snoek, the public was becoming fed up to the back teeth with rationing. From 1948, Labour ministers began to remove the restrictions and restore something like a free market in food.

It also took a long time for British clothes to brighten up. Well into my childhood in the sixties, children were still wearing baggy grey trousers and home-knitted jumpers throughout the week and all year-long. Our fathers were still dressing in heavy grey suits, with macs and hats, and older women still wore housecoats and hairnets. However, younger women did try to dress more fashionably. One of the women who attended the unveiling of Christian Dior’s New Look in London in 1947 said that she heard for the first time in her life, the sound of a petticoat, realising  at once that, at long last, the war was really over. However, the British Guild of Creative Designers complained that they did not have the materials to compete or keep up with French frippery. Yet from the young princesses downwards, women were ignoring matronly MPs like Bessie Braddock and doing everything they could to alter, buy or borrow to achieve the Dior look. Clothing became a powerful symbol of a return to the prosperity of the 1930s for many women, if not men.

The Holidays with Pay Act, passed shortly before the outbreak of war, was another postponed pleasure, but few workers could afford to travel abroad for these in 1947. For one thing, total time on holiday was limited to a fortnight in total. For another, the amount of money a person could take out of the country was severely restricted. Just over three per cent of people holidayed abroad, the vast majority being wealthy. Few of these went further than Northern France or the Riviera. They didn’t drive around the British countryside, as they had done in the thirties. Nonetheless, in 1947 slightly over half the British did take some kind of holiday. Many took the train to one of the traditional Victorian-era seaside resorts, soon bursting with customers. Others went on cycling or camping expeditions, since the roads were almost entirely empty of traffic. Yet more began to take the ‘charabanc’ or train to one of the new holiday camps, run by such entrepreneurs of leisure as Billy Butlin. He opened his first at Skegness in Lincolnshire in 1936, and by 1947 he had become a millionaire. To begin with, he was targeting the middle classes as much as the better-off workers. Opera singers, Shakespearean actors, radio stars, sporting heroes, politicians, archbishops and royalty were all invited to his camps, and came. Although Butlin had his fingers burnt with an attempt to open a Caribbean camp in 1948, for millions of British people the camps remained a synonym for a summer holiday well into the age of cheap overseas tourism in the 1970s.

On reflection, and with the benefit of seventy years of hindsight, 1945-1947 was not the best time to set about building a new socialist Jerusalem. Most attempts at forced modernisation quickly collapsed. The direction of factories to the depressed areas brought few long-term benefits to those areas. Companies encouraged to export at all costs were unable to re-equip and prepare themselves for tougher markets ahead. Inflation, a major part of Britain’s post-war narrative, appeared as an economic factor for the first time by the end of the forties.

Again and again, Britain’s deep dependency on the United States was simply underestimated by the politicians. Harold Wilson, for example, slapped import duty on Hollywood films in 1947, when the sterling crisis made saving dollars a priority. The Americans responded by simply boycotting Britain, a devastating measure for a population so reliant on film as its only real means of mass entertainment. Some wonderful British films were made to fill the gap, but already glamour was something that came from the Pacific coast. Could Labour’s 1945 dream of a socialist commonwealth, high-minded and patriotic, standing aside from American consumerism, still be built on Britain’s grey and muddy land? The reality was not only that she was dependent on her transatlantic cousins, but also upon an Empire which, paradoxically, she was having to let go, at least in piecemeal fashion.

India and Pakistan had become independent on 15 August 1947, ten months ahead of Attlee’s original schedule. Lord Mountbatten, the last Viceroy, had arrived in Delhi on 22 March. He appealed to everyone to do their best to avoid any word or action which might lead to further communal bitterness or add to the toll of innocent victims. He soon decided that the June 1948 transfer date was too late, as the communal rioting had reached a state of which he had no conception when he left England. In making this decision, he was also indulging his lifelong fondness for acceleration. It seemed to him that a decision had to be taken at the earliest possible moment unless there was to be risk of a general conflagration throughout the whole sub-continent. He had a remarkably careful yet quick and businesslike method of working. As soon as he finished an interview with a leader, and before proceeding to the next, he would dictate a résumé of the talk, a copy of which would be circulated to each member of his staff. He held staff conferences every day, sometimes twice and even thrice a day, to study and discuss how events were shaping.

Consultation with the Governors certainly gave him a good idea of the colossal administrative difficulties involved in a transfer of power based on partition. Within six weeks of his arrival Mountbatten had produced a plan which marked the first stage towards the transfer. In all his discussions with party leaders and others, despite their divergent views, which he was forced to adjust and reconcile, there was nowhere any evidence of an attempt to question either his own impartiality or the bona fides of His Majesty’s Government. The greater the insistence by Jinnah, the Muslim League leader, on his province-wide Pakistan, the stronger was the Congress demand that he should not be allowed to carry unwilling minorities with him.

In reality, Mountbatten came down on the side of the Hindu-dominated Congress by bringing forward the transfer of power. Perhaps one factor in this was Lady Mountbatten’s rumoured affair with Jawaharlal Nehru. In particular, Mountbatten put pressure on the supposedly neutral Boundary Commissioner, Sir Cyril Radcliffe  – cruelly mocked by W H Auden – to make critical adjustments in India’s favour when drawing the frontier through the Punjab.  Nevertheless, the last Viceroy’s achievement was only surpassed by those of Gandhi and Nehru, to whom he paid tribute in his address to the India Constituent Assembly in New Delhi on what the India Independence Act referred to as ‘the appointed day’:

The tasks before you are heavy. The war ended two years ago. In fact it was on this very day two years ago that I was with that great friend of India, Mr Attlee in the Cabinet Room when the news came through that Japan had surrendered. That was a moment for thankfulness and rejoicing, for it marked the end of six bitter years of destruction and slaughter. But in India we have achieved something greater – what has been well described as ‘A Treaty of Peace without a War.’ India, which played such a valiant part… has also had to pay her price in the dislocation of her economy and the casualties to her gallant fighting men… Preoccupations with the political problem retarded recovery. It is for you to ensure the happiness and ever-increasing prosperity of the people, to provide against future scarcities of food, cloth and essential commodities and to build up a balanced economy…

At this historic moment, let us not forget all that India owes to Mahatma Gandhi – the architect of her freedom through non-violence…

In your first Prime Minister, Pandit Jawaharlal Nehru, you have a world-renowned leader of courage and vision. His trust and friendship have helped me beyond measure in my task. Under his able guidance, assisted by the colleagues whom he has selected… India will now attain a position of strength and influence and take her rightful place in the comity of nations.

It would have been an ideal arrangement if Mountbatten had been able to continue as Governor-General of both Dominions. But even as General-Governor of India, he could still be of immense service. It was his personality that had helped to bring about some measure of common action and had prevented a bad situation from getting worse. His presence would be of great help in solving the problem of the Indian States. It would also have a reassuring effect on serving British officers, particularly in the Armed Forces, where their retention for at least some time was indispensable.

The communal rioting and the two-way exodus of refugees provided the Government of India with a task which was so stupendous as any nation ever had to face. If in its initial stages the situation had not been controlled with determination and vigour, the consequences would have brought down the Government itself. It is to the eternal credit of Lord Mountbatten that he agreed to take over the helm of responsibility at that critical stage, and it redounds to the statesmanship of Nehru that he unhesitatingly and confidently offered it to him.

According to V P Menon, the Constitutional Adviser to the Governor-General from 1942 to 1947, reflected in 1957 that the main factor in the early transfer of power was the return of the Labour Party to government in 1945. The Attlee Government’s decision  to quit India not only touched the hearts and stirred the emotions of Indians, he argued, it also produced an immediate reassuring effect on the whole of South-East Asia and earned Britain universal respect and goodwill in the region. India and Pakistan both chose to remain in the Commonwealth and this was taken by a demoralised Britain as a tacit but welcome vote of thanks. Burma followed on India’s heels into the ranks of newly independent nations in January 1948, and Ceylon (Sri Lanka) in February. Both of them had far too much independence already for the full version to be denied to them. Ceylon remained in the Commonwealth, but Burma did not. The first stage of Britain’s decolonisation came to an end there, with the letting go of what, after the war in the East, just could not be held.

In some ways, as Niall Ferguson has pointed out, the break-up of the British Empire happened with astonishing speed compared with the two centuries it had taken to build it. Once the British had made up their minds to get out, they aimed to catch the first boat home, regardless of the consequences in their former colonies. In the words of the Labour Chancellor Hugh Dalton:

When you are in a place where you are not wanted, and where you have not got the force to squash those who don’t want you, the only thing to do is to come out.

This had its disadvantages. In their haste to get shot of India, they left behind a chaos that almost undid two centuries of orderly government.

For those colonies in other parts of Britain’s global empire who wished to pursue India to independence, it was not simply a matter of following along a path beaten flat by her. The hurdles she had knocked down Britain erected again for the others. To become free, they would need to fight. What was chiefly standing in their way was their value to an all but bankrupt Britain. That value was not quite what it had been, but Britain had plummeted quite disastrously in the world’s league table of great economic powers. She no longer had a significant surplus to send abroad. In 1900, she was responsible for a third of the world’s exports in manufactured goods. Sixty years later this share had declined to 18 per cent. Just before the war the empire had accounted for 40% of her imports and 49% of her exports. After the war the imperial proportion of what trade she had left was even greater. Between 1946 and 1949 it accounted for 48 per cent of imports and 58 per cent of exports.

It followed  that Britain’s political interests in the world were not so very different either, though her capacity to safeguard them may have been. Britain still had stakes in certain parts of the world, like Africa and south-east Asia, where security or stability seemed to depend upon her maintaining a political presence there, or nearby. In addition, these stakes and all Britain’s others in more reliable parts of the world, like North America and Oceania, together made up a network of interests which was thought to require continued political presences elsewhere to safeguard it; forts and garrisons at strategic points to protect the traffic between Britain and the world. For a colonial people ambitious to be free, either of these interests, or both, would continue to present a considerable obstacle to their independence.

In the years after the war African nationalism sprang very suddenly and very rapidly into full growth. Out of the plethora of welfare associations, tribal associations, community leagues, friendly societies, youth movements, trade unions and all the other vehicles for African discontent which had proliferated before the war, there arose in the 1940s most of the main colony-wide movements for national liberation which took the battle to Britain in the 1950s, and most of their leaders. They took encouragement from India, and from the general tide of world opinion at the time which seemed to be swimming with them. Very early after the war they showed their teeth. There was a six-week general strike in Nigeria in 1945, and another one in the Sudan in 1947.

The British could not afford to ignore these events, claiming that the nationalists were trying to push things too fast, to achieve in one jump what the government claimed to be preparing them for in easy stages, and far in advance of the bulk of the people they professed to represent. Some in Britain resisted the nationalists because they resisted the whole idea of colonial independence. But for many of those who did not, who had reconciled themselves to losing Africa, it was still to be some years before they would accept the ‘extreme’ nationalists, the ‘power-seekers’, as their ‘proper successors’.

In the  immediate post-war period, there had been various grand designs for a ‘new’ Empire. The Foreign Secretary, Ernest Bevin, was convinced that the road to domestic recovery began in Africa. As A H Poynton of the Colonial Office told the United Nations in 1947:

The fundamental objectives in Africa are to foster the emergence of large-scale societies, integrated for self-government by effective and democratic political and economic institutions both natural and local, inspired by a common faith in progress and Western values and equipped with efficient techniques of production and betterment.

There was a new Colonial Development Corporation and an Overseas Food Corporation, and marvellous-sounding schemes for growing groundnuts in Tanganyika and producing eggs in the Gambia. The Crown Agents travelled the world, selling old British trains and boats to any colonial government that could pay and some that could not. There were ambitious plans for the federation of West Indian colonies; of East Africa; of the Rhodesias and Nyasaland; of Malaya, Singapore, Sarawak and Borneo. There was even talk of a new building for the Colonial Office. The old Empire meanwhile continued to attract a steady stream of migrants: from 1946 until 1963 four out of every five emigrants leaving Britain by sea were headed for Commonwealth countries.

The imperial renaissance might have led further if the United States and Britain had made common cause. Imperial recovery was dependent on American support and Clement Attlee certainly saw the need for it, although he was more realistic than Churchill about the future of the Empire as a whole. He recognised that the new military technologies of long-range power meant that…

 … the British Commonwealth and Empire is not a that can be defended by itself… The conditions which made it possible to defend a string of possessions scattered over five continents by means of a fleet based on island fortresses have gone. 

In their place, he had argued in 1946 that it was now necessary to consider the British Isles as an easterly extension of a strategic arc the centre of which was in the American continent, rather than as a power looking through the Mediterranean and the East. The North Atlantic ‘Alliance’ was, of course, mainly a product of the Americans’ growing awareness that the Soviet Union posed a far more serious threat to American interests than the British Empire. With the beginnings of the Cold War, the White House and the US Chiefs of Staff both agreed that there was something to be said for British imperial and maritime power after all, especially its network of military bases which could complement their own. All this made Bevin bullish:

Western Europe, including its dependent overseas territories, is now patently dependent on American aid… The United States recognises that the United Kingdom and the Commonwealth… are essential to her defence and security. Already it is… a case of partial inter-dependence rather than of complete dependence. As time goes by (in the next ten to twenty years) the elements of dependence ought to diminish and those of inter-dependence to increase.

Of course, within that next decade, the Suez crisis was to reveal that the fundamental American hostility towards the Empire lingered on and the facade of neo-imperial power collapsed.

The deep nostalgic vision of Empire was dented in 1947. The King ceased to be Emperor. The jewel in the imperial crown, India, was moving towards independence long before the war. Gandhi’s brilliant insight that through non-violence the British could be embarrassed out of India more effectively than they could be shot out, had paid off handsomely during the war years.

London was dragged to the negotiating table despite the attempts by Churchill and others to scupper every deal from the thirties to the late forties. The war delayed independence but showed how much goodwill there was on the subcontinent, if Britain was wise enough to withdraw gracefully.  During the conflict some two million Indians fought on Britain’s side or served in her forces directly, their contributions being particularly strong in the campaigns in North Africa, against the Italians and the Germans. Gandhi himself was sentimentally fond of Britain and kept a photo of his old school, Harrow, in his cell.

As soon as Attlee’s government took power, it organised talks on British withdrawal from India. Anti-imperialism had been a genuine strand in Labour thinking since the party’s formation, but there were now other motives behind the determination to pull out of the sub-continent. There was gratitude for Indian support throughout the war, especially in North Africa and in Iraq. Attlee thought that a rapid handover to ensure a united, independent India with both Muslims and Hindus sharing power in one vast state connected by trade and military alliance with Britain. This would also act as a major anti-Communist bulwark in Asia, to stem both Russian and Chinese expansionism. He passed the job of overseeing the transition to Lord Louis Mountbatten, who had been supreme commander in south-east Asia, and as such had organised the reconquest of Burma.

The partitioning of the sub-continent had become almost inevitable by 1947. Muslims would not accept overall Hindu domination, and yet across most of India the Hindus or Sikhs were in the majority. British India was duly split into Muslim-dominated Pakistan and Hindu India. The border line was drawn up by a British lawyer, Sir Cyril Radcliffe, and kept secret until after the handover of power. Mountbatten then announced, to widespread shock, that independence would take place ten months earlier than planned, on 15 August 1947. Churchill was so appalled by this that his former Foreign Secretary, Anthony Eden, had to keep him away from the chamber of the Commons. While the speed of the British was a political necessity, the consequences were appalling. According to some counts, a million people died as Muslims and Hindus caught on the wrong side of the border fled their homes. Sikhs rose up against Muslims in the Punjab, Muslims drove out Hindus, as it became apparent that central authority had simply held older religious and ethnic rivalries at bay. Some 55,000 British civilians returned home, as their political masters’ scheme to hand over to a united state as a strong military ally, fell apart in chaos and killing.

The demarcation between India and Pakistan continued to be deeply  unsatisfactory, as it could not have been otherwise after two centuries during which the ‘natural’ divisions between India’s peoples had been obscured and cushioned and allowed in some places to run into each other under the vast, protective and essentially artificial blanket of the old raj. For months after the devolution of power there were massive, panic-stricken and bloody adjustments to the new gravity: wholesale exchanges of population east and west between the borders of the new states, running into millions, rioting in Delhi and elsewhere which killed more than half a million; almost immediately a war broke out between India and Pakistan which the United Nations had to step in and settle; and running disputes over contentious territories to the present day. Pakistan in the awkward bisected shape which 1947 had put it in survived for only twenty-five years. It was all something of a shambles.

Labour ministers were far less enthusiastic about dismantling the Empire in Africa. Herbert Morrison, deputy leader, agreed: He said that to give the African colonies their freedom would be like giving a child of ten a latch-key, a bank-account and a shotgun. Attlee himself speculated about creating a British African army, and the Colonial Office described Africa as the core of Britain’s new world position, from where she could draw economic and military strength. For a while it seemed like the Raj would be transplanted, in fragmented form, in Africa.

Back in the mother country, in the summer of 1947 work began in deepest secret of to build a plutonium-producing plant at Windscale, a little on the coast of Cumbria. At the same time, the government sought to rescue Britain’s position as a major world power by having a nuclear bomb designed under the guidance of one of the British scientists who had been at Los Alamos, William Penney.

In the years immediately after the war Britain contained about ten million fewer inhabitants than it has today. The thirties had seen a fall in the birthrate and there was much official worry about another natural shrinkage. In William Beveridge’s war-time report launching the modern welfare state, he had suggested that a bit of fast breeding was needed, or with its present rate of reproduction, the British race cannot continue. To his generation, the British race meant the white natives of the British Isles. Before the war, 95 per cent of the population had been born in Britain, and the other five per cent was made up of the white British whose parents had been serving in the Empire in India, Africa or the Middle East when they were born. There were black and Asian people in Britain, but very few. In the thirties the Indian community numbered about eight thousand, and there were a few Indian restaurants and grocery stores in the biggest cities.

During the war, Irish people came over to Britain to fill the labour shortage left by mobilization. Immigration continued at a rate of thirty to sixty thousand per year through the forties. The cabinet committees excluded them from debates about immigration as they were considered to be effectively indigenous. There were more ‘exotic’ groups by the end of the war, like the 120,000 Poles who had fled both the Soviets and the Nazis, many of them serving in the British forces, most famously as pilots. Most chose to stay and 65,000 found work in coal-mining and factory work.

It would be wrong to portray Britain in the forties as relaxed about race. Despite the refugees who had come to Britain in large numbers since 1938 and the widespread revelation of the horrors of the concentration camps, anti-Semitism was still evident throughout British society. It was no longer the ‘property’ of the aristocratic establishment of the 1930s who had promoted the policy of appeasement, or of Mosley’s Blackshirts who had eventually been disbanded and interred by the wartime government.  in the five years before the war, sixty thousand  Jews from Germany and central-eastern Europe arrived in Britain, many of them highly qualified, helping to transform the scientific, musical and intellectual life of forties Britain. In their invasion plans for 1940, the German SS reckoned the Jewish population to be above 300,000, and hugely influential. After the war, the assumption that ‘they’ dodged queues or somehow got the best of scarce and rationed goods, erupts from diaries and letters as well as anecdotes from the time. After Jewish attacks on British servicemen in Palestine in 1947, there were anti-Jewish demonstrations in several British cities, including attacks on shops and even the burning of a synagogue, mimicking the actions of the Nazis in the late 1930s. More widely, trade unions were quick to express hostility to outsiders coming to take British jobs – whether European Jews or Gentiles; Poles, Czechs, Irish or Maltese. Belief that people belonged to different genetic ‘races’ was underpinned by the government continually referring to the central importance of the British race and, by implication, to a largely unquestioned belief in its superiority to all other ‘races’. Today’s post-modern multicultural Britain would leave a visitor from immediate post-war, post-medieval Britain totally bewildered.

Yet in the 1930s some parts of England, especially its cities and industrial conurbations, had already become quite mixed in terms of their white populations. In Coventry, for example, the proportion of migrants rose to 40% of the local population in 1935, the majority of newcomers coming from other UK regions than the Midlands. This continued during and after the war, so that immigrants from outside the UK made up just under two per cent of the local population. Of these, 1,046 were Poles, 953 were Ukrainian, and the third significant workers were the 1,100 unskilled textile workers recruited during the war who had stayed on and settled.

The small wartime Indian community expanded to an estimated four thousand by 1954. They soon ‘colonised’ some of the more rundown housing stock in the Foleshill Road area to the north of the city. Like other migrants in Coventry the Indians were anxious to protect their own identity and cultures. However, the ‘coloured’ minority represented less than 1.5 per cent of the city’s population and coloured workers were never a threat to the jobs of those employed in local engineering factories. Nevertheless, by the late 1940s Coventry had become predominantly a city of newcomers. Estimates were given that only thirty to thirty-five per cent of the city’s population of 258,000 had been born in the city, though it needs to be borne in mind that some ‘new’ areas like Walsgrave-on-Sowe were, in fact, as in Oxford, which had been incorporated from rural areas, still retaining something of their village characteristics. Nevertheless, they were incorporated because they had also outgrown their status as villages, also having their share of British ‘foreigners’. The birthplace information for the 1951 Census reveals that over 97,000 of the population were born outside the West Midlands and that, of these, 32,000 were from the industrial areas of south Wales, the North West of England and Northern England.

These ‘newcomers’ were divided roughly equally between the three ‘depressed districts’, each one contributing more than the 10,034 from London and the South East and the 9,993 from Ireland. There had been only 2,057 Irish in Coventry in 1931, but this number expanded rapidly during the building boom of the 1930s and the post-war reconstruction of the blitzed city centre. The streets surrounding St Osburg’s and St Mary’s churches had a distinctively Irish atmosphere. These two inner-city areas were well supplied with lodging houses and multi-tenanted buildings, whilst their proximity to Roman Catholic churches, increasing to six in number by 1939, made them an ideal port of call for itinerant building workers or those ‘after a start’ in local factories. The Irish also began to settle more permanently in the post-war period, forming a more permanent community. The expansion of Catholicism illustrates both the Irish determination to retain their religious identity and the establishment of Ukrainian and Polish congregations at separate churches. Three already large chapels in the city centre developed a distinctive Welsh identity, attracting large numbers of migrants who first arrived in the city during and following the miners’ lock-out of 1926, now forming the largest ethnic minority.

Although the Ministry of Labour insurance book exchanges highlighted a dearth of migrants from the coalfields to Coventry other than from Wales before 1940, the war had apparently increased the Geordie’s willingness to move while Coventry’s high engineering wages helped to keep him in the city once he had arrived. Early studies also suggest that, in this period, almost as many people were leaving the city as were moving in. Reports suggest that this was not simply due to failures to find suitable accommodation or work, but due to a more general failure of integration. Besides overt racial prejudice, Coventrians were reputed to be anything but welcoming to newcomers generally. Friendship and social networks typically followed regional and ethnic lines. Clubs, pubs and religious institutions often catered for particular migrant groups. The reputation of Coventry as an immigrant city since the early twentieth century mitigated against some of the standoffishness of the indigenous population. New immigrants therefore felt encouraged to socialize inside their own regional or ethnic networks, rather than establishing neighbourhood friendships.

At the same time, there were many among the migrants became overtly involved in public life. It is apparent that the political attitudes of those living in Coventry’s new housing estates were conditioned, in part at least, by their mythologized memories of the depression years elsewhere, especially as they were predominantly from older industrial areas such as the coalfields, iron and steel-producing areas, or desolate shipbuilding towns of south Wales and the north-east of England, being joined now by tens of thousands more relocating from Lancashire’s declining textile towns. It is therefore not insignificant that when the government’s housing policy came under attack in 1947, Tredegar-born Aneurin Bevan should choose to defend it in Coventry. He issued a challenge to Anthony Eden to debate the issue and was given a great reception from the people of Coventry, in particular from members of the Welsh Community, many of whom knew him in their native valleys. The growth of Coventry’s own distinct brand of municipal socialism from 1937 onwards can be seen, like Bevan’s own work, as a practical expression of an ideological impetus to reform, progress and planning which arose out of the determination of both leaders and led to obtain better living conditions to those which many had been forced to endure for much of the inter-war period.

Coventry was not the only new industry town where immigrants from the south Wales valleys made a political impact and rose to positions of public prominence as councillors through their determination to improve conditions for their fellow workers in their new environments. A string of former Welsh miners turned car-workers, militants who became moderates, won seats on councils in Oxford, for the Cowley and Headington wards in the east of the city. Frank Pakenham, Patrick Gordon-Walker, Philip Noel-Baker, Richard Crossman and Maurice Edelman were among those of this first generation of Labour leaders to come to power as a result of rubbing shoulders with those whom one Coventry Conservative councillor had referred to, in 1938, as the sweepings of Great Britain. In Birmingham, William Tegfryn Bowen, born in the Rhondda in 1902, became a real ‘Dick Whittington’ in the making. After working as a collier from the age of fourteen until the General Strike of 1926, he moved to Birmingham and studied economics, social services and philosophy for a year before entering employment with the Austin Motor Company. In 1929 he became a trade union official and led a strike against the introduction of the Bedaux system in defiance of more senior officials. He was victimized for doing so and endured various spells of unemployment and odd jobs. He became a city councilor in 1941, an alderman in 1945 and in 1946 became both the Chairman of the Health Committee, Bevan’s right hand man in the second city. Later, on becoming Lord Mayor of Birmingham in 1952, Bowen was asked to account for the Labour hold on city which, under the Chamberlain dynasty,  had been considered a conservative ‘fiefdom’. His answer referred to the large influx from other areas, with a different political outlook.

One of the former Welsh miners who became a car worker and foreman at the Pressed Steel Works in Cowley also claimed, we changed their attitude. This role in municipal affairs in England attracted the early attention of leading politicians in London too. As early as November 1935 Herbert Morrison, then Chairman of London County Council, spoke at a meeting in support of Labour’s successful parliamentary candidate for Coventry, Philip Noel-Baker. In his speech, he contrasted the failures of government ministers with the successes of a new breed of working class politicians, remarking that the Chairman of the London Public Assistance Committee was a common workman, formerly a South Wales miner, yet… better than all the Oliver Stanleys in the Tory Party. 

Interviewed for a post-war social survey, Coventrian women often repeated a stereotype of Welsh women, as well as Scots and ‘Geordie’ women, that they were unemancipated compared with themselves. The related charge that Welsh women were ‘highly sexed’ was one which was first made in a 1942 book by an American writer, Eli Ginzberg. Statistical studies found no correlation between migrant women and rates of fertility, though there is some anecdotal evidence relating to the ‘moral’ consequences of overcrowding among immigrants in Coventry. The Employment Exchange officer, Philip Handley, gave anecdotes to the Civic Aid Society in 1937 of three recent cases in which the husband had gone on night shifts and the lodger had run away with his wife. Social Service agencies in both Oxford and Coventry were continuously sensitive to charges that migration led to greater immorality.

In Coventry, the marked tendency of Welsh women to select their own countrywomen as friends rather than their immediate neighbours was noted in the University of Birmingham’s Survey conducted at this time. So, too, were the continuing stereotypical ‘mirror’ attitudes towards the immigrants. Interestingly, as well as being accused of being ‘clannish’, ‘all out for themselves’ and ‘rootless’, they were also said to be ‘thrusting’, trying always to get on committees and councils and to ‘run the town’, thereby showing a lack of respect for the true Coventrians. By this time, however, it was very difficult to tell who the latter were anyway. In Oxford, more so than in Coventry, the paradoxes of the stereotyping led to the Welsh becoming even more ‘clannish’ in their attempts to re-establish themselves in a hostile environment; the more they relied upon familial and institutional networks as a means of mutual support and encouragement, the greater the was their contribution to the social and cultural life of the cities and the greater their integration into full citizenship. In finding their inner strengths in collective action and solidarity, they found the means to overcome a plethora of prejudice. They were able to define, develop, articulate and promote a self-image of ‘respectability’ which could counter the one of ‘rawness’ which was so often reflected on them. For example, a Coventry Welsh Rugby Club, originally founded in May 1939, became the cradle for the City of Coventry Rugby Club after the war, with many of the latter’s post-war players being nurtured by the Welsh Club. In Oxford, Cowley FC nurtured various Welsh players who went on to play for Oxford City and then West Bromwich Albion. One of them was Eddie Wilcox, the youngest son of the Wilcox family who had moved, like many other families, to Oxford from the Garw Valley. He became ‘wing half’ for ‘the Baggies’ at the age of twenty-one. J M Mogey’s post-war study of Oxford reveals that the tendency for the immigrants to be more actively involved in autonomous and collective forms of working class culture than their Oxford fellows was a major feature of the social and institutional life of the city in this era. The origins of the active leaders in the establishment of the community centre were in Scotland, Wales, or London, rather than in Oxford itself or its surrounding villages. Whilst Oxford people might continue to resent this domination by ‘foreigners’, they themselves did little to redress the imbalance. In both cities, Welsh Male Voice Choirs had been established early in the interwar period and, alongside the chapels, continued to maintain a distinctive contribution to cultural life in the post-war years. I have written more extensively about these in other articles.

Over the previous century, India had been regarded as the keystone of the British empire; the raison d’être of much of the rest of it, including Egypt, east Africa and the Transvaal, which were supposed to secure Britain’s sea-lanes to the sub-continent. With India gone the rationale for the rest of the Empire might seem to have gone: but some did not see it that way. Traumatic though it may have been, the transfer of power to India and Pakistan was not necessarily the beginning of the end, for the empire’s rationale in recent decades had changed quite considerably from what it had been in the nineteenth century, and could now accommodate what earlier might have seemed like the removal of its heart. In addition, the ‘inevitability’ of general decolonisation did not seem as inevitable then as it seems in retrospect. Of course, in 1947 the imperialists saw the ‘danger signs’, but not necessarily the death-knell of Empire.

At ‘home’, patriotic pride cemented  a sense of being one people, one race, with one common history and fate. But, besides the divisions between ‘natives’, immigrants and internal, long-distance migrants, there were also profound barriers between classes. Estimates suggest that about sixty per cent of the nation was composed of the traditional working class – factory workers, agricultural labourers, navvies, riveters, miners, fishermen, servants and laundry workers. War aside, most would spend all their lives in their home cities, towns or villages, unless they were long-distance migrants from industrial Wales, Scotland, and the north and north-west of England to the Midlands and Home Counties of England. The war had softened class distinctions a little and produced the first rumblings of a coming cultural revolution, as men and women from a wide variety of backgrounds found themselves jumbled together in the services, and lower middle-class or even upper working-class officers found themselves ordering well-spoken ‘toffs’ around. The ‘Blimps’ – the older, more pompous upper-class senior officers of World War One ‘infamy’ became the butt of popular humour in the forces, a symbol of a Britain which was dying, if not already dead. On the ‘Home Front’, middle-class women worked in factories, public schoolboys went down the mines as ‘Bevin boys’ (supervised in Coventry by my collier-grandfather), and many working-class women had their first experiences of life away from the sink and the street.

With severe skill shortages and a national drive for exports, wages rose after the war, especially in the engineering factories in and around Coventry. The trades unions became powerful and self-confident, organising production in gangs almost independently from management. In other European countries, however, trade unions became fiercely political, but not so in Britain, where they remained more focused on the immediate cash-and-hours agenda of its members. This didn’t mean they were quiet, however, as many younger shop stewards had taken control from the older organisers who had crossed the line into management, especially in the newly nationalised coal industry, which came into being on 1 January 1947.

For Labour MPs, nationalising the coal industry was what they were in parliament for, as well as sweet revenge for 1926 and all that. The job was given to one of the government’s older and more ideological members: Manny Shinwell  had been a tailor’s boy in London’s East End before moving to Glasgow and emerging as a moving force on ‘Red Clydeside’.He was a stirring speaker and veteran MP but when handed the task of nationalising coal and electricity, he found there were almost no plans or blueprint to help him, except for a single Labour pamphlet written in Welsh. Shinwell managed the job by the day, but this timing was catastrophic, since the freezing weather stopped the coal being moved and the power stations began to fail. Added to this, many mines operated under Victorian conditions by families which had owned them for decades, simply needed to be closed. In other parts of the coalfields, new mines needed to be sunk for, by 1947, Britain was producing a lot less coal than before the war. Modern cutting and winding gear was desperately needed everywhere. So was a better relationship between managers and miners to end the history of strikes and lock-outs, bred of mistrust. The miners got new contracts and a five-day week but the first major strikes spread within months of nationalisation. Over time, however, relations between the miners and the managers improved as former colliers became overseers and inspectors, and investment did occur. But the naive idea that simply taking an industry into public ownership would improve it was punctured early.  Yet there was still a broad assumption by government and workers alike that the future of industry in general would be like the past, only more so – more cars and ships, more coal, more foundries and factories.

The classes which would do better were the middle classes, a fast growing minority. Government bureaucracy had grown rapidly during the war, and was continuing to do so. Labour’s Welfare State required, in addition to more professionals, hundreds of thousands of new white-collar jobs  administering national insurance, teaching, and running the new National Health Service, about to be born.

The problem for the old ruling classes was whether the arrival of a socialist government was a brief and unwelcome interruption, which could be st out, or whether it was the beginning of a calm but implacable revolution. The immediate post-war period with its high taxation was a final blow for many landowners. Great country houses had to be passed over to the National Trust. It was hardly a revolutionary seizure of estates, yet to some it felt that way. Tradition was being nationalised. In 1947 the magazine Country Life protested bitterly that the aristocratic families had been responsible for civilisation in Britain:

It has been one of the services of those currently termed the privileged class, to whom, with strange absence of elementary good manners, it is the fashion not to say so much as a thank you when appropriating that which they have contributed to England.

Evelyn Waugh, an arriviste rather than a proper toff, sitting in his fine house in the Gloucestershire village of Stinchcombe, considered fleeing to Ireland:

The certainty that England as a great power is done for, that the loss of possessions, the claim of the English proletariat to be a privileged race, sloth and envy, must produce increasing poverty… this time the cutting down will start at the top until only a proletariat and a bureaucracy survive.

A day later, however, he was having second thoughts:

What is there to worry me here in Stinchcombe? I have a beautiful house furnished exactly to my taste; servants enough, wine in the cellar. The villagers are friendly and respectful; neighbours leave me alone. I send my children to the schools I please. Apart from taxation and rationing, government interference is negligible.

Yet he smelt the reek of the Displaced Persons’ Camp in the English air, and he was not alone in this. Noel Coward said that, immediately after Labour’s 1945 victory, I always felt that England would be bloody uncomfortable in the immediate post-war period, and it is now almost a certainty. These fears had some substance in reality, but the changes in atmosphere had very little to do with Attlee and Bevan.The old British class system, though it still retained a feudal air, much exploited by novelists and screen-writers, depended in practice on the Empire and a global authority that Britain was about to forfeit. Nevertheless, there was a sense of grievance and abandonment which hung about the political Right in Britain for decades.

Initially, it was unclear how well the monarchy would fare in postwar Britain. The leading members of the family were popular and Labour ministers were careful never to express any republicanism in public, and there is little sign of it in their private diaries either, though there were many Labour MPs pressing for a less expensive, stripped-down, more contemporary monarchy, along Scandinavian lines. Difficult negotiations took place over the amounts of money provided by cash-strapped taxpayers. Yet the Windsors triumphed again, with an exuberant display which cheered up many of their tired, drab subjects. The wedding of the future Queen Elizabeth II and the then Lieutenant Philip Mountbatten in 1947 was planned as a public spectacle.   Royal weddings had not been so well organised in the past, and this was an explosion of colour and pageantry in a Britain that had seen little of either for ten years, a nostalgic return to luxury: Presents ranging from racehorses were publicly displayed, grand cakes made and a wedding dress of ivory clinging silk by Norman Hartnell.

There had been interesting arguments before the wedding about patriotism and Philip’s essential Britishness. The nephew of Lord Mountbatten was sold to the public as thoroughly English by upbringing despite his being an exiled Greek prince, a member of the Greek Orthodox Church, and having many German relatives. In the event, Philip’s three surviving sisters were not invited to the wedding, all of them being married to Germans. The wedding was a radio event, still, rather than a television one, though the newsreel film of it packed out cinemas throughout the world, including in devastated Berlin. In lavishness and optimism, it was an act of British propaganda and celebration for bleak times, sending out the message that despite everything Britain was back. The wedding reminded the club of European royalty how few of them had survived as rulers into the postwar world. Dusty uniforms and slightly dirty tiaras worn by exiles were much in evidence: the Queen’s younger sister, Princess Margaret remarked that people who had been starving in little garrets all over Europe suddenly reappeared.

75 Years on: Memories of the Blitz on Coventry, November 14-15 1940 and after.   1 comment

This coming weekend, Coventry remembers the trauma it suffered on the night of 14-15 November 1940, when the Luftwaffe destroyed the Medieval centre of the city, including its old Cathedral in its ‘Moonlight Sonata’ raid of three major waves of aerial bombardment which gave a new word to both the German and English languages for this form of blanket bombing, Coventration.

My mother, then nine years old, Daphne Gulliver, had vivid memories of this night, but also the previous significant air-raids on Coventry, and the first use of the communal shelter at Walsgrave-on-Sowe school. The Anderson shelters that people had put up in their gardens by the summer of 1940 had become flooded so they had to go to the shelter at the school, which had been put there for the school children. However, as there were no day-time raids, it had not been used, and was still locked. The schoolmaster, Gaffer Mann, refused to open it, however. A pick axe had to be sent for to break the lock, and all the residents of School House Lane went in.

Though Walsgrave itself was of no military importance, Capability Brown’s huge landscaped pool at nearby Coombe Abbey was in the German map books and was used as a landmark by the German bomber crews. The Rolls Royce Engine Factory at Ansty was less than a mile from this, manufacturing aircraft engines. There was also an aerodrome there, built before the war, and the then Rootes assembly plant at Ryton was only a few miles away on the same side of the city, with its shadow factory producing aircraft and military vehicles. Built after 1938, these factories did not appear on the Luftwaffe’s maps, hence the importance of incendiary bombs dropped around the outlying areas of the City, as well as on the city itself. The Germans were searching for the shadow factories on the ground, using the Coombe Pool as a focal point. Later in the war, the order was given for it to be drained. Most of the locals on the estate thought that this was, by then, totally unnecessary, and it became something of a joke since, they argued, the measure had been taken at a point when the enemy bombers were equipped with electronic guidance systems and no longer needed landmarks to locate potential targets. Other forms of defence were brought onto the estate, with a barrage balloon and an Ack-Ack station being positioned in the field adjacent to the old Gas Cottages.

However, during one enemy raid, a stick of bombs fell on the western end of Coombe Pool. Later inspection, following the all-clear, revealed that little damage had been done. A short time later, however, a panic-stricken farmer drew the attention to of several nearby residents to a whirring sound coming from within the estate out-building where he had garaged his Humber car for safe-keeping. Fearing that it might be coming from an unexploded bomb, great caution was exercised while an investigation took place. It turned out that the noise was being made by the horn of the car, which had malfunctioned due to the vibration from nearby explosions. Huge craters were left on the landscape between Walsgrave-on-Sowe and the Coombe Estate for many decades afterwards. Seymour described his arrest, as an ARP Warden, of a German pilot who had bailed out over Coombe Park, landing in the farm lane and breaking both his legs. Seymour had to use his bicycle to get the airman the mile or so to the village police station.

School records for 1940 show that a total of six hours and ten minutes was spent in the school shelter, with one visit lasting over two hours. Of course, nearly all the raids took place during night-time. The first raid affecting Walsgrave was on 2 August, mentioned in the School Log Book as taking place at 3 a.m., affecting the morning attendance. Bombs fell regularly on the village over the next few months, one landing on the allotments on the Henley Road,  and another near the old Craven Colliery in the same area. A third landed near the village centre, close to the Working Men’s Club. There were a great string of incendiary bombs that landed in the back fields, making huge craters. The villagers formed a fire watch, someone from each house taking a turn to do the watching. Walsgrave was not itself of any military importance, but the nearby Ansty aerodrome was raided, where there were part-time RAF lads. The first major raid on the city itself was recorded on 18 August, when fourteen bombs fell on the other side of the city from Walsgrave. The first raid in which people were killed took place ten days later when thirteen bombs were dropped in the Hillfields district, just north of the city centre. Sixteen people were killed and three hundred houses were damaged. Between 18 August and 12 November, Coventry was attacked on twenty-four occasions. Few parts of the city escaped some damage and a total of a hundred and eighty-nine people were killed, with two hundred and sixty seriously injured.

Nevertheless, the raid of the 14th/15th November was not detected until after 3 p.m., the end of the school day. On that night, Coventry was subjected to an eleven-hour sustained blanket-bombing, giving the German dictionary the word Coventration as a synonym for this type of raid, which was entirely different from the previous Blitzkrieg lightning raids, which had been the strategy in attacking London and other regional ports and cities, as well as in the previous attacks on Coventry itself. Though the sirens went off earlier than usual that evening, most people recall being at home having had tea or supper when the bombing started. The 449 bombers raided the City for almost eleven hours. Many of those rescued in the areas around the city centre were still under rubble until about 7 a.m., having been trapped for more than twelve hours in some cases. Five hundred and sixty-eight people were killed and eight hundred and sixty-three were seriously wounded. Two-thirds of the medieval city centre was either completely destroyed or badly damaged. St Michael’s Cathedral, Owen Owen’s iconic department store, the Empire Theatre and the Market Hall were among the more important buildings destroyed. One hundred and eleven out of the one hundred and eighty factories sustained some damage, the worst hit being the Daimler Factory at Radford, the GEC in Whitefriars’ Street and British Thomson Houston in Alma Street.   Even more damaging, electricity, gas, telephone, transport and water services were all severely disrupted. About twelve per cent of the city’s houses were rendered uninhabitable or destroyed.

The bombing had ended in sufficient time for Walsgrave School to open on time the next morning. Nine years old at the time, Daphne Gulliver recalled vividly, through a child’s eyes, the effect of the bombing of the city centre. She said that the heat, light and sparks gave a feeling of bonfire night, only with the huge bonfire burning three miles away, and the firework explosions going off everywhere around, as they ran for the shelter:

We put up the cushions from off the furniture and put them on our heads and went running up the shelter. It was a bright moonlit night and tracer bullets were flying around everywhere and the whole city was on fire. Everything was lit up like it was daylight; it was a most awesome sight and of course, for days afterwards, the burnt paper was coming down.

 The School Log for 15 November echoes this description of destruction:

School reassembled – about only 130 were present – this is due to the results of a terrific 11 hour raid on Coventry and immediate neighbourhood. The Church Hut used for 70 to 80 infants had to be used as a home for the people who were bombed out of the city.

Seymour Gulliver was on air-raid duty that night and recalled the effect of one bomb that had fallen in what was known as The Hollow, just past The Mount Pleasant. He said that the old, cruck-beamed cottage was quite badly damaged as the patrol went towards it, and he was sure there would be at least one person dead inside. But when they went inside they found that the main beam had fallen across the fireplace and the family were all protected by it, around the fireplace. Miraculously, no-one was hurt. The village had escaped lightly compared with the mass destruction of the city centre and the older factory areas in the suburbs, though it might have been a different story had the Luftwaffe been able to locate the Ansty and Ryton factories. Many in the village realised this vulnerability, and though not forced to, sent their children away to safer rural areas, if they could. Daphne was sent away to relatives near Bridgwater in Somerset for a while.

There were eighteen more raids to come of which two were particularly serious and approached the destruction of 14/15 November 1940. They took place within forty-eight hours of each other in April 1941. On the night of 8/9 April two hundred and eighty-nine people were killed and five hundred and seventy seriously injured while on the following night a further one hundred and seventy were killed and one hundred and fifty-three were seriously hurt. The first raid lasted for over five hours, and the second for almost four and a half. These raids saw the destruction of Coventry and Warwickshire Hospital, St Mary’s Hall (a medieval guildhall) and King Henry’s School. There were also direct hits on the Council House, the Central Police Station and the London, Midland and Scottish Railway’s Goods Office, in addition to forty-two factories, of which four were seriously damaged. Thirty thousand houses were also damaged and public services again seriously curtailed.

Following the November 1940 raid, lack of electricity, gas and water supplies was largely responsible for around twelve thousand workers being made unemployed on the morning of 15 November, but within two weeks eighty per cent of them were back at work. Similarly, after the April raids 108 factories were deprived of their normal gas supplies, but half of them had had them restored within ten days and the rest in just under another week. One factor that aided industrial recovery was that damage to buildings was greater than damage to the machinery inside them. Coventry showed that even the most intense bombing would not, of itself, bring about permanent damage to a city’s economic life.

The map above shows the German dispositions for the raid of the 14/15 November on Coventry. There is still a great deal of controversy about whether the attack could have been mitigated, with some believing that the City was deliberately sacrificed by government officials, perhaps sanctioned by Churchill himself. Was Coventry sacrificed to keep the Enigma secret? During the 1970s a story developed about the November Raid, following the publication of a series of accounts of how Allied cryptographers had, early in the war, broken many of the German military codes. The essence of this new theory was that the impact of the raid could have been limited by countermeasures because it was known in advance that Coventry was to be the target on 14 November. The reason that nothing was done and nobody was warned before the first sirens sounded at 3 p.m., was that the Government did not want to do anything which might suggest to the Germans that their codes had been breached. As the centre of British aircraft production, Coventry had already attracted the attention of the Luftwaffe, the previous attack coming just two nights before, and would clearly do so again, but it was the scale and length of the bombing which surprised its citizens, plus the deliberate and concentrated targeting of its medieval centre with incendiary bombs, obviously designed, not just to demoralise them, but to help the bombers find their main targets, the factories.

Coventry’s defences had been strengthened earlier in the month, and on 11 November Air Intelligence had learned, via Enigma, that the German Air Force was about to launch a large-scale night raid led by the Pathfinder Squadron (K. Gr. 100, based at Vannes) using target-finding radio beams. The operation was code-named Moonlight Sonata, suggesting a three-stage raid, since the Beethoven composition had three movements rather than four, beginning with its well-known adagio (slow movement). The name also suggested that the raid would take place at or near the time of the full moon. A captured German airman had also mentioned the raid and had named the target as either Coventry or Birmingham. His evidence was ignored because the captured map pointed to targets around London. Also filed away was some further Enigma information, collected between 12 to 14 November, which gave the radio beam bearings for three targets; Birmingham, Coventry and Wolverhampton. It was thought that these were part of experimental German transmissions which had been going on for some months unaccompanied by actual raids. London was still thought to be the target for Moonlight Sonata, although the air ministry told Churchill that if further intelligence came in, they hoped to get instructions out in time. At 1 p.m. the Luftwaffe beam tunings clearly showed that the raid was to begin two hours later and that the beams intersected over Coventry. However, attempts to jam the beams failed and the fighters who went up to take on the Germans failed to find them. The anti-aircraft batteries also performed poorly. Although historians have concluded that there was no conspiracy, but rather a series of operational failures, it is clear that a Civil Defence warning could have been given to the City well before the raid began, as well as to the central government agencies operating there, especially the Ministry of Home Security.

Some contemporaries, and later historians, claimed that the big raid of November 1940 created mass panic, with thousands fleeing the city. However, most survivors said that while there was shock and horror at the extent of the damage, which affected the whole city, there was no panicked flight. Once the initial impact had been absorbed, most people got on with the job, they said. Leaving the city after work to sleep in towns and villages nearby was common during the air-raids of 1940-41 in many provincial towns.  It’s not clear exactly when it began in Coventry, though we know that many immigrant workers were living in makeshift accommodation anyway and that the shadow factories in which many of them worked were on the outskirts of the city, close to its boundaries. Sleeping out was certainly taking place before the heavy raid of November, and adverts were appearing for accommodation as far as twenty miles away, in the local Coventry newspapers. Many people marked SO on their front gates to indicate that they were away from home. According to one Walsgrave resident, there were a number of city people sleeping at her home:

Different people who were living in the town, ’cause they weren’t getting any sleep, they came out to these houses out here to sleep. There were about eight I think, come out to my parents – sleeping all over the place, under the stairs in what we called the Glory Hole and there were that many of us at the November Blitz.

In early October 1941, the Friends’ (Quaker) Ambulance Unit carried out an enquiry on the nightly exodus from Coventry, producing an eight-page report. The Coventry police estimated that as many as a hundred thousand people, more than half the registered population, were sleeping out during the main raids. The Deputy ARP thought that the number was about seventy thousand earlier in the year, but that it was still of the order of fifty thousand that October. The local Medical Officer agreed with these latter estimates, although another ARP officer thought the number had fallen to about twenty-four thousand. The Midland Red bus company said that they were carrying about five thousand more passengers into the Corporation’s area than they had been doing before the Blitz. The report concluded that the numbers leaving the city at the time of the raids was between seventy and a hundred thousand and that this had fallen to fifteen to twenty thousand at the time the report was compiled. Of course, much depended on the geopolitical definition of the city, since the area controlled by the City Council had grown to incorporate villages like Walsgrave-on-Sowe, three miles from the centre, but still, in 1940-41, almost surrounded by farmland, though far from being entirely safe from bombing itself.   However, many adult munition workers might have felt it a safe enough distance for them, even if the villagers themselves had evacuated their own children to family and friends outside the Midlands.

Whatever the true scale and nature of sleeping out, the figures of those leaving their homes before nightfall was certainly large and would have grown to fifty thousand if bombing had returned during the winter of 1941/42. Certainly, the earlier, more minor raids of 1940 had made people nervous, and many must have been severely traumatised by the events of 14/15 November, especially the children, but there common sense reasons for a nightly evacuation. If you were hard at work in a munitions factory all day you needed your sleep at night. It is also interesting that of 2,200 workers appearing before the local Labour Supply Committee asking for a transfer after the November raid, two thousand were persuaded to stay. There was, understandably, some nervousness about restarting the night-shifts in some factories. After the April 1941 raids, the Deputy Regional Commissioner went out of his way to praise the morale of Coventry people, declaring that there was no panic and nothing in the nature of a general trek from the city. Nor is it true, as some suggested after the war, that the workers who had settled in Coventry from the depressed areas fled the city as soon as they could catch trains on 15 November 1940. Their names and birthplaces, in the civic Roll of the Fallen, show that they suffered in equal proportion to those born in Coventry and Warwickshire.

Coventry was the first provincial town to receive such intensive treatment in a bombing raid. Unlike the rambling East End of London, and despite its recent growth, Coventry was still a relatively small, nucleated and walled medieval city, with mushrooming suburbs along its arterial roads into the surrounding Warwickshire countryside. The destruction of its centre was, therefore, all the more terrifyingly impressive, with the charred and ruined Cathedral becoming an important symbol almost immediately with its cross of beams and cross of nails. This gripped the imagination of the whole world and in the fight against fascism the Coventry Blitz occupied a prominent position, not just in British, but later in allied propaganda. As the Mayor told the City Council on 3 December,

For some days after the raid, most of us were cut off from the ordinary sources of news and hence we did not realise how famous Coventry had suddenly become. It was, I think on the Monday that telegrams and messages from all over the country, and indeed, the world, began to pour in, and we learned what a deep impression had been produced by the manner in which Coventry had stood up to its ordeal.

Within a short time, and before the second major raid of April 1941, Sir John Reith, Herbert Morrison, Wendell Wilkie, Robert Menzies and above all King George VI and Queen Elizabeth all came to see for themselves the destruction and to aid the Coventrians in their recovery and, of course, to help nurture the mythology of the Blitz which became so emblematic of the spirit of British endurance around the world in the second half of the last century. Yet in the hectic days of 1940, as Henry Pelling wrote in 1970, it was quite common for people to suppose that the war was effecting a social revolution in Britain. Many of the wealthy thought this and lamented that they had lived to go through such an experience. Pelling went on:

Undoubtedly the war brought into existence for a time a stronger sense of community throughout the country… Dunkirk, the Battle of Britain and the Blitz produced a ’backs-to-the-wall’ solidarity that transcended class barriers and brought together all sorts of people in the Home Guard, Civil Defence, the air raid shelters and… to some extent the factories… the increased mobility of the population… tended to break down parochialism.
