In mid-fifties’ Britain, political satire, exuberantly popular in Georgian times, now returned in full force with the advent of the new media of radio and TV. It also featured savage cartoons in the newspapers, staged lampoons and fortnightly mockery in the magazine Private Eye. Among the two million regular listeners to The Goon Show in the mid-fifties were key members of the next generation of comics, men like Jonathan Miller and Peter Cook. The Goons passed the baton to Beyond the Fringe, which passed it to Monty Python’s Flying Circus, from where it went to Little Britain. Each generation built on the humour of the previous one, changed it and then passed it on. Peter Cook, Spike Milligan’s only rival as the outstanding comic genius of his age, sent a schoolboy script to Milligan at the BBC which was good enough for him to be invited up to London for lunch. In turn, the group of comedians who became known as The Pythons were transfixed by Cook and his friends. In the decade that they grew up after the war, Britain was still dominated by the private schools, which were often bleak institutions. The austerity years meant little heating, poor food and few modern facilities, a life conditioned by brutal customs and petty hierarchies often dating back before the Edwardian years to the founding of many of the ‘public schools’ in mid-Victorian times.
Peter Cook’s school, Radley in Oxfordshire, still ’employed’ a régime which deployed frequent beatings, cold showers, complicated dress codes, compulsory star-jumps, thumpings with hockey sticks for minor transgressions, and a great deal of other forms of bullying, all of which went undeterred by the staff. This forced bright but vulnerable children like Cook to develop mimickry and mockery to deflect bullies. He would make people laugh so that they wouldn’t hit him. Richard Ingrams, editor of Private Eye, attended Shrewsbury School, whose new boys were called ‘douls’ after the Greek for slave; its day started with cold baths; it too had a byzantine dress code, involving different colours of scarf, tie and waistcoat, and when the whole school was sent on cross-country runs, the boys were chased by men with whips. Ingram’s humour was less about mimickry and more about writing mock school magazines with Paul Foot, son of the Labour leader Michael, and Willie Rushton. In many ‘public-private’ schools, such as at John Cleese’s Clifton College in Bristol, boys developed underground languages to cope with their aggressive, closed communities. They knew little of women, which meant that the humour that emerged from them was often ridiculously naive about sex. They were rarely politically radical, since they were from a privileged élite. Cook’s father had been a colonial civil servant in Nigeria and Gibraltar. Ingrams was the son of an eccentric banker and intelligence agent, a one-time member of a pro-Nazi Anglo-German Fellowship Society, and a Catholic mother whose father had been doctor to Queen Victoria. Both men were brought up to look down on the working classes as essentially inferior and comic. Their satire was biting, with underlying layers of anger and hurt. But it would be very public schoolboyish as well, involving much juvenile tittering and snobbery.
The brightest of these ‘boys’ then went on to Cambridge or Oxford, still then mainly male societies, and where in those days there was a direct line from the world of Oxbridge student reviews, like The Cambridge Footlights to the West End theatres. Future satirists mingled with fellow students who would go on to become politicians and business leaders. Peter Cook’s generation at Cambridge in 1957 included the later Conservative cabinet ministers Michael Howard, Kenneth Clarke (just returned sixty years later as an MP and ‘father’ of the House of Commons) and Leon Brittan, as well as various actors and impresarios. Cook’s biographer, Harry Thompson, has pointed out that:
One reason has traditionally produced so many political satirists is that its undergraduates come face to face with their future political leaders at an early age, and realise then quite how many of them are social retards who join debating societies to find friends.
It could be added that the same could be said of those joining theatrical societies and satirical magazines. At Cambridge, Cook simply transferred his monotone sketches about the Radley School butler to his new environment and eventually had half the undergraduates mimicking him and repeating his one-liners. Cook found his voice as a schoolboy and maintained the same deadpan drawl at Cambridge to Edinburgh’s Beyond the Fringe review, to London, New York and global success. Similarly, Ingrams and Rushton transferred their jokes and cartoon characters to the pages of Private Eye. There were, of course, many other comics and satirists from other backgrounds, including Alan Bennett, the Yorkshire grammar school boy and Dudley Moore, the working-class boy from Dagenham who became the other half of the comedy duo with Peter Cook in the TV series Not only… but also… There was also David Frost, the son of a Methodist preacher from Kent. But it was the dominant personalities of Cook and Ingrams which gave them so strong a hold over the satire boom which began in the second half of the fifties. If Cook had any politics of his own, they were difficult to discern, and always took second place to a good punchline, though Fluck and Law, who went on to create the latex satirical puppetry of Spitting Image, were socialist friends of Cook. At the time of the satire boom itself, there was no organic link between the left of British politics and the wave of comedians, mimics and journalists who tore down the facade of Tory Britain towards the end of their thirteen years in power. There could not have been, since too many of the satirists were public schoolboys, getting their revenge on the nation’s authority figures for the way they had been bullied. Macmillan for them was the image of the head of a decaying prep school, but Labour was also worthy of snobbish ridicule – full as it was with lower middle-class and working-class people with funny accents and petty, mundane concerns.
Ian Fleming was also a fine example of how the British society was tightly twisted at the top. He was yet another Etonian, and yet another character who flitted between journalism, intelligence and high society. From a Scottish banking family, he had tried Sandhurst, foreign correspondence – including in Stalin’s Moscow – and the City, before joining Naval Intelligence during the war. There his wild schemes for sabotage and dirty tricks were widely considered more fit for novels. After the war he ran a network of foreign correspondents and tried to work out ways of moving out of the dreary reality of austerity London. He eventually built a house in Jamaica, then still a colony, which he called Goldeneye. It was here that the Edens fled after the Suez Crisis to recuperate. In different ways, all these people, from Nöel Coward to the newspaper barons, Hugh Gaitskell to the Flemings, were struggling with time warp lives and challenged patriotism. Morals were becoming more fluid and new kinds of pleasure were seeping in. Gaitskell in particular was able to appreciate Fleming’s books, writing of the Bond books in the New Statesman that:
I am a confirmed Fleming fan – or should it be addict? The combination of sex, violence, alcohol and – at intervals – good food and nice clothes is, to one who lives such a circumscribed as I do, irresistable.
There’s probably no better testimony to the way in which the austerity years gave way to the affluent society. James Bond became one of the most successful if mildly ironic symbols of recovering British pride after Suez. From Russia, with Love, first published in Britain in April 1957, is the fifth novel by Fleming to feature his fictional British Secret Service agent. Fleming wrote the story in early 1956 at his Goldeneye estate in Jamaica; at the time he thought it might be his final Bond book. The novel deals with the East–West tensions of the Cold War, and the decline of British power and influence in the post-Second World War era.

From Russia, with Love received broadly positive reviews at the time of publication. The book’s sales were boosted by an advertising campaign that played upon a visit by the British Prime Minister’s visit to Fleming’s Goldeneye estate. Fleming’s first work of non-fiction, The Diamond Smugglers, was also published in 1957 and was partly based on background research for his fourth Bond novel, Diamonds Are Forever. Much of the material had appeared in The Sunday Times and was based on Fleming’s interviews with John Collard, a member of the International Diamond Security Organisation who had previously worked in MI5. Even before they were transformed into the endless films, the novels provided a glorious fantasy for a nation in trouble, and in his earlier Bond stories Fleming worked to satisfy the almost pornographic lust of the British for the richer, more colourful consumer culture over the Atlantic. But though Fleming was a connected member of the élite, and had pictured his hero as an Old Etonian, it was a Scottish working-class body-builder, Sean Connery, who was chosen to play him in the first films. After that, Bond became, ironically, something of an outsider figure in the popular imagination, which perhaps helps to explain his endurance as a British cultural icon. Fleming’s original establishment character might not have appealed to a mass film audience in the more egalitarian atmosphere of the sixties.

Looking more broadly, in the mid-fifties Britain was still a world-wide player, connected and modern. Her major companies were global leaders in oil, tobacco, shipping and finance. The Empire was not quite gone, even though the new name of ‘Commonwealth’ was more widely used in official circles. Britain was not a country closed to foreign influence, whether from America or Italy or Scandinavia. Something first promoted as ‘Italian Welsh rarebit’, later known as ‘pizza’ was in evidence. The idea of a powerful, self-confident Britain, independent of American cultural influence, seemed not only possible but likely. Per capita, Britain was still the second richest country in the world.
However, after the Suez Crisis, Britain would no longer possess independent power or influence in the Middle East. The age of American power there, based on support for Israel and the oil alliance with the Saudi Royal Family, took the place of British hegemony. Suez also provoked the arrival of the Mini car, designed in the wake of the petrol price shock caused by the seizure of the canal. Macmillan replaced Eden as PM and decided to remain in the tiny nuclear club as a cheaper alternative to imperial swagger. He authorised the first British H-bomb explosion at Christmas Island in May 1957. It was partly a fake, a hybrid bomb intended to fool the US into thinking its ally was further ahead than it really was. The next year, at a crucial showdown between British and American scientists in Washington, the British Aldermaston team persuaded Edward Teller’s Los Alamos men that Britain was just as far advanced as the US in the field of nuclear weaponry.
The major international event of 1957 was the signing of the Treaty of Rome, the beginning of what we know today as the European Union.The continental negotiators were shocked and disappointed by Britain’s lack of serious interest, but the six founding members shrugged off Britain’s attitude. They were still rebuilding shattered cities and healing torn economies, and for them the coming of the ‘community’ was manifest destiny. Coming so soon after Suez it provoked increasingly agitated head-scratching in Whitehall.
For Britain, the world was still differently shaped. The Commonwealth was then more than a worthy outreach programme for the Royal Family. Its food and raw materials poured into Britain and there was an illusion that Britain’s manufacturing future would be secured by selling industrial goods to South Africa, New Zealand, Australia and Canada. Out would flow engines, cars, clothing, aircraft and electronics, in exchange for butter, oil, meat, aluminium, rubber, tobacco and wood-pulp. The poorer members of the sterling club kept their reserves in London, so Britain acted as banker as well as manufacturer for much of Africa and parts of Asia. Most people believed that to cut adrift the Commonwealth and join a new club would be economically ruinous as well as immoral. For Labour, Harold Wilson told the Commons that if there has to be a choice, we are not entitled to sell our friends and kinsmen down the river for a problematical and marginal advantage in selling washing machines to Dusseldorf. Later, Hugh Gaitskell told the Labour Conference that membership of the European Economic Community would mean an end to a thousand years of history:
How can one seriously suppose that if the mother country, the centre of the Commonwealth, is a province of Europe… it could continue to exist as the mother country of a series of independent nations?
At the same time, the European market, thirsting for new consumer goods, was growing spectacularly fast, while the Commonwealth trading group was by comparison falling behind. Most of the smaller countries did not want Britain anyway and the richer nations of the Commonwealth would soon turn to the United States for their consumer goods.
Yet membership of the EEC would subordinate Britain to the continent in other important ways. It was recognised from this earliest date that sovereignty and independence would be lost. Other forms of subordination and loss of independence had already happened, however. The foundation of the United Nations and the establishment of NATO had involved the relinquishing of traditional freedoms of action. Nevertheless, Europe was something different. Those who had looked clearly at the Treaty of Rome were struck by its overwhelming ambition. Lord Kilmuir, Macmillan’s Lord Chancellor, told him that Parliament would lose powers to the Council of Ministers whose majority vote could change British law; that the Crown’s power over treaties would partly shift to Brussels and that British courts would find themselves in part subordinate to the European Court of Justice. Macmillan himself tended to brush these concerns aside with reassuring words, trying to keep everyone happy, but Kilmuir was joined by Lord Home, the future PM, in giving outspoken warnings.
Had Britain been involved in the European adventure from the start, as the French had initially wanted, the EEC and the EU might well have evolved differently. There would certainly have been less emphasis on agricultural protection and more on free trade. ‘Europe’ might have appeared to be a little less mystical and a little more open and democratic. Even after the shock and humiliation of Suez, the Commonwealth and Anglo-American relations still took precedence for London. Macmillan’s team, centred on Edward Heath, hoped that somehow the trading system of the Commonwealth supporting English-speaking farmers from across the world could be accommodated by the protectionist system in Europe. They seem to have thought that any loss of sovereignty would be tolerable if such a deal could be struck. Macmillan had nothing like the reverence for the House of Commons felt by Enoch Powell, on one side of that House, or by Hugh Gaitskell on the other. Meanwhile, Britain’s struggle to keep up in the nuclear race led to private Anglo- American negotiations which infuriated the French. After the Treaty of Rome took effect at the beginning of 1958, French attitudes hardened with the return of General de Gaulle as President, determined that the new continental system would be dominated by France and would exclude the Anglo-Saxons.
1957 was also the year in which some Tories first began to break with the Keynesian economics of the post-war consensus in favour of a return to their older doctrines of economic liberalism. Antony Fisher, a chicken-farmer and utterly self-certain individualist and anti-socialist, had made enough money to found the Institute of Economic Affairs, undoubtedly the most influential think-tank in modern British history. Set up by Fisher and the Liberal, Oliver Smedley, the IEA was intended to combat the socialist influence of the Fabians. It first began to influence British politics during the winter of 1957-8, when inflation was rising above 4% and wage settlements were in double figures. Macmillan was worried about the confrontation which might emerge from cut-backs and unemployment, and he had many spending ministers, taking care of the armed forces, hospitals and welfare who were strongly opposed to cutting back. On the other side of the argument were the Chancellor, Peter Thorneycroft, and his two junior Treasury ministers – Nigel Birch and Enoch Powell. They insisted that it was vital to control the money supply, a position advocated by the IEA. They put together a planned series of cuts which included a fifty per cent rise in the cost of school meals, freezes on pay rises and the removal of family allowances for the second child. It would have hit five million families, including millions of middle-class mothers whose support the Tories needed. In the end, the Treasury team lost the battle in cabinet and all three resigned. Macmillan dismissed the whole matter as a little local difficulty. Yet it marked a turning point, away from the ideas of free marketeers and towards the last phase of the planning economy and, eventually, to Thatcherism. In the Thatcher Government, Lord Thorneycroft became Chairman of the Conservative Party.

The Winter of 1947 has gone down in history and personal memory as a time of almost unbearable bleakness. For three months, Britain endured not only the shortages of almost everything in the shops, and a virtual medieval peasant diet, heavily based on potatoes and bread, nor only the huge state bureaucracy bearing down on so much of daily life, with its 25,000 regulations and orders never heard of in peace time before. Neither was it just the smashed and broken homes, and the irreplaceable war dead. The crisis of 1947 was also the product of that most common of British complaints, the unpredictable weather.
Towards the end of January, a great freeze had swept across from Siberia and covered the country in thick snow, a bitter cold which brought the exhausted British people very nearly to their knees. The country still ran on coal, newly nationalised under the National Coal Board, but the piles at the pits froze solid and could not be moved. The collieries’ winding gear ceased to function and drifting snow blocked roads and rail lines. At the power stations, the remaining stock piles ran down swiftly until, one by one, the stations were forced to close. Lights went off, men dug through snow drifts, tamping for miles to find food to carry back to their families and neighbours. Cars were marooned on exposed roads. Factories across the Midlands and South of England had to stop work and within a week two million people were idle. Electric fires were banned for three hours each morning and two in the afternoon. As people ran out of coal, they had only blankets to keep them warm. Around London, commuters were unable to reach the capital. Scotland was cut off from England.
Government ministers were not immune to the health problems which resulted. Herbert Morrison was nearly killed by thrombosis when new drugs given to him caused his kidneys to pour with blood. While he was still in hospital, Ellen Wilkinson, the education minister who adored him and may have been his mistress, died from an overdose of barbiturates. Wilkinson, a small flame-haired woman who had led the pre-war Jarrow Crusade for most of its length to London, was much-loved in the party, but became increasingly depressed by the slow pace of change, particularly in education. On 25 January, in the middle of the blizzard, she insisted on opening a theatre school in a blitzed, open-to-the-sky building in south London. Ellen became ill and seems to have muddled up her medicines, though others believed she killed herself, out of a mixture of frustrated love and political disappointment. In some ways, her death was symptomatic of the strain Attlee’s government was under.
Then things deteriorated further as the coldest February for three hundred years began. Another half million people had to stop work. The sun was so little seen that when it came out, a man rushed to photograph the reassuring sight for the newspapers. The greengrocers ran out of green vegetables. After a short thaw, March brought terrible storms and snow-drifts thirty feet high. There were ice-floes off the East Anglian coast. Three hundred main roads were impassable. These conditions were then followed by the worst floods in living memory, cutting off towns and drowning crops in huge areas of low-lying England. Sheep were dying on the hills, unable to be brought down to lower-lying pastures. Their carcasses had to be burnt in huge pyres, causing foul-smelling smoke to hang over the hillsides of rural Wales.
As people were digging out frozen vegetables from fields and despairing of the empty shops, the run on the pound resulting from Keynes’ Washington ‘deal’ and the balance of payments crisis meant that the Treasury was running out of dollars to buy help from overseas. This was the moment when the optimism of 1945 died for many voters. But the summer did come, and it was a good one, the sun blazing away with the cricketers at Lords as the nation sweltered. However, the pound continued to fall dramatically against the dollar, and with the Chancellor, Hugh Dalton, unable to buy food from the USA, secret preparations were made for a ‘famine food programme’ which included a provision to take children out of school to help with the harvest. It was never instigated, but the rationing of bread, which had not been necessary during the war, was put in place, as wheat supplies could no longer be bought from the United States. At the same time, British ministers had to ensure that there was no famine in other parts of the world for which they were responsible, including India, Germany and Palestine. Bread rationing at home was hugely unpopular and long remembered.
As Aneurin Bevan’s visit to Coventry had demonstrated, housing was the most critical single social issue of the post-war era, remaining at the top of the political agenda throughout the early fifties. Half a million homes had been destroyed or were made uninhabitable by German air-raids and a further three million were badly damaged. Overall, a quarter of Britain’s 12.5 million homes were damaged in some way. London was a capital with a background of ruins and wrecked streets. Southampton had lost so many buildings that during the war officials reported that the population felt the city was finished and ‘broken in spirit’. Coventry had lost a third of her housing in a single night in the November Blitz of 1940. Birmingham had lost 12,000 houses, with another 25,000 badly damaged. Together with the impact of demobilization of young men eager to marry and start families, the government estimated that 750,000 new houses were needed urgently. In addition, there was a need for further slum clearances in London and the older industrial cities, the grimy terraces lacking proper sanitation, gas and electricity supplies.
The demand was for more than bricks and mortar, since the war had separated husbands and wives, deprived children of their parents and, in general, shaken the familial fabric of the country. Some 38 million civilians had changed addresses a total of sixty million times. Despite the break-up of many marriages under the strain of war, most people wanted a return to the security of family life. There were more than 400,000 weddings in 1947 and 881,000 babies were born, the beginning of the ‘boom’ that would reshape British life in the decades ahead. In all, a million extra children were added to the population in the five years after the war. Since there were not nearly enough individual homes to go round, hundreds of thousands of young people found themselves living with their parents or in-laws, deprived of privacy and trapped in inter-generational conflict.

It was, in positive terms, a time when people were prepared to live more communally than would be the case later. Wartime queuing had revived a kind of street culture which lingered among women, as they spent hours standing together. Cinemas and dance halls continued to be crammed with people trying to escape the cold of their homes which as yet had no television (only 0.2 per cent of the population owned a television in 1947) or central heating, and not much by way of lighting. People really were in real austerity together, managing without much privacy and with the ongoing effects of wartime requisitioning, evacuation and the direction of labour, lodging in unfamiliar rooms. The sharing of toilets and kitchens in the late forties was therefore just a continuation of conditions they were already used to, like the meagre food and dreary clothing.
The most dramatic government response was the factory-made instant housing, the ‘prefabs’. Although designed only for a few years’ use, many of them were still lived in forty or more years later. Between 1945 and 1949, under the Temporary Housing Programme, a total of 156,623 prefabs went up, a welcome start in the provision of mass housing. They were more than huts, but a prototype bungalow, with a cooker, sink, fridge, bath, boiler and fitted cupboards. It cost fractionally more than a traditional brick-built terraced house, it weighed a fraction of the latter and was prefabricated in former aircraft factories using a fraction of the resources, then unloaded and screwed together on a concrete plinth, ready for families to move into within days. They were all weatherproof, warm and well-lit. The future Labour leader Neil Kinnock lived in one, an Arcon V, from 1947 to 1961, and remembered the fitted fridge and bathroom causing much jealousy among those still living in unmodernised colliers’ terraces in the south Wales valleys: Friends and family came to view the wonders. It seemed like living in a spaceship. They came to be regarded as better than bog standard council housing. Communities developed on prefab estates which survived cheerfully well into the seventies; I remember visiting these, homes to many of my teenage friends at that time.
The British Housewives’ League, formed in 1945 by a clergyman’s wife to campaign against rude shopkeepers and the amount of time spent queuing, helped remove the hapless food minister Ben Smith over the withdrawal of powdered egg. Other foods brought into the country and foisted on consumers were regarded as disgusting. Horses were butchered and sold, sometimes merely as ‘steak’. Whalemeat was brought from South Africa, both in huge slabs and in tins, described as rich and tasty, just like beefsteak. It was relatively popular for a short while, but not long, because it had a strong after-taste of cod-liver oil. Then there was snoek, a ferocious tropical fish supposed to be able to hiss like a snake and bark like a dog. The young Barbara Castle was then working for the fish division of the Ministry of Food. She was quartered at the Carlton Hotel, which had generously sized baths which she filled with the fish, which she observed for experimental purposes. Her report on its behaviour must have been favourable because in October 1947 the government began to buy millions of tins of snoek from South Africa. So ministers tried to persuade the British people that, in salads, pasties, sandwiches or even as ‘snoek piquant’, the bland-tasting fish was really quite tasty. The people begged to differ and mocked it mercilessly, buying very little. Eventually it was withdrawn from grocers and sold off for almost nothing as cat-food.
The Labour government’s attempts to import alternative sources of protein became a great joke in newspapers and in Parliament. The Conservatives put out pamphlets showing pictures of a horse, a whale and a reindeer to show the wide choice of food you have under the Socialists. Labour tried hard to keep the country decently fed during the forties when most of the world was at least as hungry. But between the black market organised by ‘spivs’, the British Housewives’ League, whose rhetoric influenced a young student called Margaret Thatcher, and the spontaneous uprising against the snoek, the public was becoming fed up to the back teeth with rationing. From 1948, Labour ministers began to remove the restrictions and restore something like a free market in food.
It also took a long time for British clothes to brighten up. Well into my childhood in the sixties, children were still wearing baggy grey trousers and home-knitted jumpers throughout the week and all year-long. Our fathers were still dressing in heavy grey suits, with macs and hats, and older women still wore housecoats and hairnets. However, younger women did try to dress more fashionably. One of the women who attended the unveiling of Christian Dior’s New Look in London in 1947 said that she heard for the first time in her life, the sound of a petticoat, realising at once that, at long last, the war was really over. However, the British Guild of Creative Designers complained that they did not have the materials to compete or keep up with French frippery. Yet from the young princesses downwards, women were ignoring matronly MPs like Bessie Braddock and doing everything they could to alter, buy or borrow to achieve the Dior look. Clothing became a powerful symbol of a return to the prosperity of the 1930s for many women, if not men.

The Holidays with Pay Act, passed shortly before the outbreak of war, was another postponed pleasure, but few workers could afford to travel abroad for these in 1947. For one thing, total time on holiday was limited to a fortnight in total. For another, the amount of money a person could take out of the country was severely restricted. Just over three per cent of people holidayed abroad, the vast majority being wealthy. Few of these went further than Northern France or the Riviera. They didn’t drive around the British countryside, as they had done in the thirties. Nonetheless, in 1947 slightly over half the British did take some kind of holiday. Many took the train to one of the traditional Victorian-era seaside resorts, soon bursting with customers. Others went on cycling or camping expeditions, since the roads were almost entirely empty of traffic. Yet more began to take the ‘charabanc’ or train to one of the new holiday camps, run by such entrepreneurs of leisure as Billy Butlin. He opened his first at Skegness in Lincolnshire in 1936, and by 1947 he had become a millionaire. To begin with, he was targeting the middle classes as much as the better-off workers. Opera singers, Shakespearean actors, radio stars, sporting heroes, politicians, archbishops and royalty were all invited to his camps, and came. Although Butlin had his fingers burnt with an attempt to open a Caribbean camp in 1948, for millions of British people the camps remained a synonym for a summer holiday well into the age of cheap overseas tourism in the 1970s.
On reflection, and with the benefit of seventy years of hindsight, 1945-1947 was not the best time to set about building a new socialist Jerusalem. Most attempts at forced modernisation quickly collapsed. The direction of factories to the depressed areas brought few long-term benefits to those areas. Companies encouraged to export at all costs were unable to re-equip and prepare themselves for tougher markets ahead. Inflation, a major part of Britain’s post-war narrative, appeared as an economic factor for the first time by the end of the forties.
Again and again, Britain’s deep dependency on the United States was simply underestimated by the politicians. Harold Wilson, for example, slapped import duty on Hollywood films in 1947, when the sterling crisis made saving dollars a priority. The Americans responded by simply boycotting Britain, a devastating measure for a population so reliant on film as its only real means of mass entertainment. Some wonderful British films were made to fill the gap, but already glamour was something that came from the Pacific coast. Could Labour’s 1945 dream of a socialist commonwealth, high-minded and patriotic, standing aside from American consumerism, still be built on Britain’s grey and muddy land? The reality was not only that she was dependent on her transatlantic cousins, but also upon an Empire which, paradoxically, she was having to let go, at least in piecemeal fashion.

India and Pakistan had become independent on 15 August 1947, ten months ahead of Attlee’s original schedule. Lord Mountbatten, the last Viceroy, had arrived in Delhi on 22 March. He appealed to everyone to do their best to avoid any word or action which might lead to further communal bitterness or add to the toll of innocent victims. He soon decided that the June 1948 transfer date was too late, as the communal rioting had reached a state of which he had no conception when he left England. In making this decision, he was also indulging his lifelong fondness for acceleration. It seemed to him that a decision had to be taken at the earliest possible moment unless there was to be risk of a general conflagration throughout the whole sub-continent. He had a remarkably careful yet quick and businesslike method of working. As soon as he finished an interview with a leader, and before proceeding to the next, he would dictate a résumé of the talk, a copy of which would be circulated to each member of his staff. He held staff conferences every day, sometimes twice and even thrice a day, to study and discuss how events were shaping.
Consultation with the Governors certainly gave him a good idea of the colossal administrative difficulties involved in a transfer of power based on partition. Within six weeks of his arrival Mountbatten had produced a plan which marked the first stage towards the transfer. In all his discussions with party leaders and others, despite their divergent views, which he was forced to adjust and reconcile, there was nowhere any evidence of an attempt to question either his own impartiality or the bona fides of His Majesty’s Government. The greater the insistence by Jinnah, the Muslim League leader, on his province-wide Pakistan, the stronger was the Congress demand that he should not be allowed to carry unwilling minorities with him.
In reality, Mountbatten came down on the side of the Hindu-dominated Congress by bringing forward the transfer of power. Perhaps one factor in this was Lady Mountbatten’s rumoured affair with Jawaharlal Nehru. In particular, Mountbatten put pressure on the supposedly neutral Boundary Commissioner, Sir Cyril Radcliffe – cruelly mocked by W H Auden – to make critical adjustments in India’s favour when drawing the frontier through the Punjab. Nevertheless, the last Viceroy’s achievement was only surpassed by those of Gandhi and Nehru, to whom he paid tribute in his address to the India Constituent Assembly in New Delhi on what the India Independence Act referred to as ‘the appointed day’:
The tasks before you are heavy. The war ended two years ago. In fact it was on this very day two years ago that I was with that great friend of India, Mr Attlee in the Cabinet Room when the news came through that Japan had surrendered. That was a moment for thankfulness and rejoicing, for it marked the end of six bitter years of destruction and slaughter. But in India we have achieved something greater – what has been well described as ‘A Treaty of Peace without a War.’ India, which played such a valiant part… has also had to pay her price in the dislocation of her economy and the casualties to her gallant fighting men… Preoccupations with the political problem retarded recovery. It is for you to ensure the happiness and ever-increasing prosperity of the people, to provide against future scarcities of food, cloth and essential commodities and to build up a balanced economy…
At this historic moment, let us not forget all that India owes to Mahatma Gandhi – the architect of her freedom through non-violence…
In your first Prime Minister, Pandit Jawaharlal Nehru, you have a world-renowned leader of courage and vision. His trust and friendship have helped me beyond measure in my task. Under his able guidance, assisted by the colleagues whom he has selected… India will now attain a position of strength and influence and take her rightful place in the comity of nations.
It would have been an ideal arrangement if Mountbatten had been able to continue as Governor-General of both Dominions. But even as General-Governor of India, he could still be of immense service. It was his personality that had helped to bring about some measure of common action and had prevented a bad situation from getting worse. His presence would be of great help in solving the problem of the Indian States. It would also have a reassuring effect on serving British officers, particularly in the Armed Forces, where their retention for at least some time was indispensable.
The communal rioting and the two-way exodus of refugees provided the Government of India with a task which was so stupendous as any nation ever had to face. If in its initial stages the situation had not been controlled with determination and vigour, the consequences would have brought down the Government itself. It is to the eternal credit of Lord Mountbatten that he agreed to take over the helm of responsibility at that critical stage, and it redounds to the statesmanship of Nehru that he unhesitatingly and confidently offered it to him.
According to V P Menon, the Constitutional Adviser to the Governor-General from 1942 to 1947, reflected in 1957 that the main factor in the early transfer of power was the return of the Labour Party to government in 1945. The Attlee Government’s decision to quit India not only touched the hearts and stirred the emotions of Indians, he argued, it also produced an immediate reassuring effect on the whole of South-East Asia and earned Britain universal respect and goodwill in the region. India and Pakistan both chose to remain in the Commonwealth and this was taken by a demoralised Britain as a tacit but welcome vote of thanks. Burma followed on India’s heels into the ranks of newly independent nations in January 1948, and Ceylon (Sri Lanka) in February. Both of them had far too much independence already for the full version to be denied to them. Ceylon remained in the Commonwealth, but Burma did not. The first stage of Britain’s decolonisation came to an end there, with the letting go of what, after the war in the East, just could not be held.
In some ways, as Niall Ferguson has pointed out, the break-up of the British Empire happened with astonishing speed compared with the two centuries it had taken to build it. Once the British had made up their minds to get out, they aimed to catch the first boat home, regardless of the consequences in their former colonies. In the words of the Labour Chancellor Hugh Dalton:
When you are in a place where you are not wanted, and where you have not got the force to squash those who don’t want you, the only thing to do is to come out.
This had its disadvantages. In their haste to get shot of India, they left behind a chaos that almost undid two centuries of orderly government.
For those colonies in other parts of Britain’s global empire who wished to pursue India to independence, it was not simply a matter of following along a path beaten flat by her. The hurdles she had knocked down Britain erected again for the others. To become free, they would need to fight. What was chiefly standing in their way was their value to an all but bankrupt Britain. That value was not quite what it had been, but Britain had plummeted quite disastrously in the world’s league table of great economic powers. She no longer had a significant surplus to send abroad. In 1900, she was responsible for a third of the world’s exports in manufactured goods. Sixty years later this share had declined to 18 per cent. Just before the war the empire had accounted for 40% of her imports and 49% of her exports. After the war the imperial proportion of what trade she had left was even greater. Between 1946 and 1949 it accounted for 48 per cent of imports and 58 per cent of exports.
It followed that Britain’s political interests in the world were not so very different either, though her capacity to safeguard them may have been. Britain still had stakes in certain parts of the world, like Africa and south-east Asia, where security or stability seemed to depend upon her maintaining a political presence there, or nearby. In addition, these stakes and all Britain’s others in more reliable parts of the world, like North America and Oceania, together made up a network of interests which was thought to require continued political presences elsewhere to safeguard it; forts and garrisons at strategic points to protect the traffic between Britain and the world. For a colonial people ambitious to be free, either of these interests, or both, would continue to present a considerable obstacle to their independence.
In the years after the war African nationalism sprang very suddenly and very rapidly into full growth. Out of the plethora of welfare associations, tribal associations, community leagues, friendly societies, youth movements, trade unions and all the other vehicles for African discontent which had proliferated before the war, there arose in the 1940s most of the main colony-wide movements for national liberation which took the battle to Britain in the 1950s, and most of their leaders. They took encouragement from India, and from the general tide of world opinion at the time which seemed to be swimming with them. Very early after the war they showed their teeth. There was a six-week general strike in Nigeria in 1945, and another one in the Sudan in 1947.
The British could not afford to ignore these events, claiming that the nationalists were trying to push things too fast, to achieve in one jump what the government claimed to be preparing them for in easy stages, and far in advance of the bulk of the people they professed to represent. Some in Britain resisted the nationalists because they resisted the whole idea of colonial independence. But for many of those who did not, who had reconciled themselves to losing Africa, it was still to be some years before they would accept the ‘extreme’ nationalists, the ‘power-seekers’, as their ‘proper successors’.
In the immediate post-war period, there had been various grand designs for a ‘new’ Empire. The Foreign Secretary, Ernest Bevin, was convinced that the road to domestic recovery began in Africa. As A H Poynton of the Colonial Office told the United Nations in 1947:
The fundamental objectives in Africa are to foster the emergence of large-scale societies, integrated for self-government by effective and democratic political and economic institutions both natural and local, inspired by a common faith in progress and Western values and equipped with efficient techniques of production and betterment.
There was a new Colonial Development Corporation and an Overseas Food Corporation, and marvellous-sounding schemes for growing groundnuts in Tanganyika and producing eggs in the Gambia. The Crown Agents travelled the world, selling old British trains and boats to any colonial government that could pay and some that could not. There were ambitious plans for the federation of West Indian colonies; of East Africa; of the Rhodesias and Nyasaland; of Malaya, Singapore, Sarawak and Borneo. There was even talk of a new building for the Colonial Office. The old Empire meanwhile continued to attract a steady stream of migrants: from 1946 until 1963 four out of every five emigrants leaving Britain by sea were headed for Commonwealth countries.
The imperial renaissance might have led further if the United States and Britain had made common cause. Imperial recovery was dependent on American support and Clement Attlee certainly saw the need for it, although he was more realistic than Churchill about the future of the Empire as a whole. He recognised that the new military technologies of long-range power meant that…
… the British Commonwealth and Empire is not a that can be defended by itself… The conditions which made it possible to defend a string of possessions scattered over five continents by means of a fleet based on island fortresses have gone.
In their place, he had argued in 1946 that it was now necessary to consider the British Isles as an easterly extension of a strategic arc the centre of which was in the American continent, rather than as a power looking through the Mediterranean and the East. The North Atlantic ‘Alliance’ was, of course, mainly a product of the Americans’ growing awareness that the Soviet Union posed a far more serious threat to American interests than the British Empire. With the beginnings of the Cold War, the White House and the US Chiefs of Staff both agreed that there was something to be said for British imperial and maritime power after all, especially its network of military bases which could complement their own. All this made Bevin bullish:
Western Europe, including its dependent overseas territories, is now patently dependent on American aid… The United States recognises that the United Kingdom and the Commonwealth… are essential to her defence and security. Already it is… a case of partial inter-dependence rather than of complete dependence. As time goes by (in the next ten to twenty years) the elements of dependence ought to diminish and those of inter-dependence to increase.
Of course, within that next decade, the Suez crisis was to reveal that the fundamental American hostility towards the Empire lingered on and the facade of neo-imperial power collapsed.

Aftermath: Autumn into Winter…
1-3 December: To flee or not to flee?…
For the recently extended family of Tom Leimdörfer, the first few days of December were totally surreal. Fourteen-year-old Tom, his mother Edit, Gyuri Schustek and his two children, Ferkó (16) and Marika (12) had already taken the decision to leave their homes in Budapest and to flee Hungary, following the onset of the Soviet repression. They were in a state of suspended animation in which the various experiences of excitement, planning, doubt and fear abounded. Were they too late to escape? News of the first waves of arrests at the border reached them as the border guard units were reconstituted. There was plenty of news of arrests as well as rumours of executions, as the Kádár regime asserted its authority, but the dominant feeling was one of uncertainty: Were the phones being tapped again? Had the secret police been re-established to a degree that they could be under surveillance?
Tom had been the only one of the family of five to take part in the revolutionary demonstrations of 23 October, and it was unlikely that anyone had noticed his spontaneous action in leaving their city centre flat that afternoon to join the mass crowds in the square outside Parliament. The police forces seemed only to be after known prominent figures. Getting caught while trying to flee, however, would certainly put them under suspicion, especially since Gyuri Schustek already had a prison record. In addition, many fourteen-year-olds had already been detained and questioned about their roles in the street demonstrations and fighting which had taken place from the 23rd to mid-November.
Both the contemporary and potential intellectual leaders and other icons were over-represented among those fleeing the country, and included the poet György Faludy, a distant relative of the Leimdörfers, who had spent time in the Rákosi era working in stone quarries and later recorded his experience in the book My Happy Days in Hell, and the pianist György Cziffra. Among the figures who stayed and received sentences were the writers István Bibó, Tibór Déry, Zoltán Zelk, Gyula Háy and the writer, translator (of Tolkien) and post-1989 Head of State Árpád Göncz, as well as the historian Domokos Kosáry. Of course, it is impossible to enumerate those who were removed from their jobs as punishment or in order to narrow their sphere of intercourse and influence.
With all its horror, however, Kádár’s ‘terror’ was not of the Stalinist kind in which Rákosi indulged. While it was an act of arbitrary power, its victims were not selected in any arbitrary manner and it did not collectively punish whole social groups in the name of some general political strategy, but aimed, on the basis of very specific political calculation and selectivity, at individuals who had proved to be, or were considered to be, dangerous to the Kádár régime. Almost from the beginning, the usurper’s isolation of this active minority through administrative and police measures were not pursued with any great consistency.
Naturally, those choosing to flee the country in the winter of 1956-7 were not in a position to make this judgement or take the risk. Domokos Szent-Iványi, Horthy’s cabinet secretary and envoy to Moscow, had faced a similar dilemma in 1946, when the Rákósi dictatorship began, and had chosen to stay, only to be arrested, remaining in prison for a decade before his release on 18 September 1956. He later wrote :
The first question I was confronted with after my release was whether I should flee from Hungary or not? This question became particularly acute at the time of the mass emigration from Hungary after the collapse of Hungarian resistance on or about 7 November 1956. For many reasons I decided to stay and so… until… September 1968, I dropped all ideas of leaving Hungary… several of our friends, like András, Sándor Kiss, Jatzkó, Szent-Miklósy, Veress and others, left the country…

He must have feared re-arrest at any moment. Reflecting on his decision in 1977, he was able to put it in the broader context of Hungarian history and, in particular, its experience with the fake promises of freedom held out by ‘the Western democracies’, contrasted with their real imperial priorities in the Middle East:
As in the past, in 1241, in 1526, in 1711, in 1849 and in 1920, Hungary was once more abandoned in 1956 by the Western Powers which believed that their interests had more to be defended around the borders of Suez and Israel and not on the Eastern bulwark of European Civilisation… As Hungary could not and cannot expect any effective help from the Western democracies, Hungary must renounce her centuries old idea of protecting European peace, prosperity and civilisation, and must try to arrive at some peaceful settlement and cooperation with her most powerful eastern neighbour, the Soviet Union.
3-12 December: The Diplomatic Crisis in Bucharest, New York & Washington…
On 23 November, the day after the abduction of the Nagy group from the Yugoslav Embassy (the occupants of the bus had refused to leave it when they arrived at the Soviet HQ and had to be pulled off by force, the women screaming and the children shrieking in fear), the Kádár government had issued a statement which was published in the press to the effect that Imre Nagy and his friends have left at their request for the Popular Republic of Romania. Of course, the truth soon became public knowledge, but it had taken until 26 November for Kádár to reply to a request for an explanation from the National Workers’ Council. He had broadcast on Radio Budapest:
We promised that the behaviour of Imre Nagy and his friends would not be subject to legal proceedings. We will keep that promise. We do not consider their departure as permanent. But, in our opinion, it is to the advantage of Imre Nagy and his associates and their families to leave Hungary for a certain period of time.
Several days later, at the plenary session of the United Nations on 3 December, the Romanian Minister of Foreign Affairs declared:
The Romanian government assures that Prime Minister Imre Nagy and his group will enjoy the full benefit of the right of political exile. The Romanian government will observe the international rules regarding this right.
The US government also kept up its diplomatic pressure on the USSR, verbally protesting the unwarranted use of Soviet force against Hungarian citizens to the Soviet Ambassador in Washington. The US diplomats specifically noted the Soviet tanks that had parked on the sidewalk outside their Legation in Budapest. The Department of State also protested twice when the Soviets interfered with Americans who were trying to leave Hungary. It also protested to the Hungarian Legation in Washington concerning the interruption of telegraphic communications with the US Legation in Budapest. The UN General Assembly also adopted a resolution calling on the Soviet Union and Hungary to comply with earlier resolutions on the Hungarian question and to allow UN observers to visit Hungary. Secretary-General Dag Hammarskjöld offered to visit personally, but the Kádár government refused to receive either him or admit observers. On 12 December, the GA adopted a resolution calling on the USSR to end its illegal intervention in Hungarian affairs and to make arrangements for a UN-supervised withdrawal from the country.

The same day, President Eisenhower announced the organisation of the President’s Committee for Hungarian Refugee Relief. He also announced that Vice President Richard Nixon would visit Austria between 18 and 23 December to discuss assistance to the Hungarian refugees there. In total, up to May 1957, the United States resettled 32,075 Hungarian refugees, most of whom were processed at Camp Kilmer, a former army base in New Jersey. This was over ten thousand more than Eisenhower had promised to resettle on 1 December, with the utmost practical speed. It also provided an additional $4 million to the UN to aid Hungarian refugees, popularly known as freedom fighters, besides the funds committed by private organisations in the US.

The Women’s Demonstration in Heroes’ Square, 4 December…
No major demonstrations or events had taken place in Heroes’ Square during the Uprising, but on 4 December, exactly one month after the second Soviet intervention, there was a silent protest of women in the square. This has not received the attention it deserves in the histories of the events of 1956. The demonstration was promoted by the underground newspaper Élünk (We Live) and was not only against the continued occupation by Soviet forces, but also a vigil for those killed in the Uprising and its suppression. The focal point was the memorial at the foot of the column in the centre of the square, originally inscribed in memory of those who had fought in World War I. It had recently been officially rededicated in memory of those who had given their lives for the freedom of the Hungarian people.

Zsuzsanna Pajzs, a 25-year-old doctor at the time, was one of those present at the demonstration . She later recalled a line of women entering the square, one hand on the shoulder of the person in front, a candle in the other. She remembered the presence of Soviet tanks, but they made no move on the silent demonstration, and both the soldiers and the Hungarian security troops looked on in silence, according to thirteen-year-old schoolgirl, Márta Boga. She recalled how:
We believed, with the minds of children, that everything was starting again. There were lots of women. Those who had lost someone were dressed in black from head to toe. There were candles burning in many windows. There were some with pushchairs. No one shouted out. This was a silent demonstration.
A report in the Yugoslav publication Borba spoke of columns of demonstrators arriving from fifteen different directions at around 10.30 am. There were two or three women in each line carrying either the Hungarian tricolour or black flags. . The report quotes from leaflets protesting against the slanders calling our dead ‘counter-revolutionaries’ and our Hungarian revolutionaries ‘fascists’. There were old and young, and all had flowers in their hands.
Borba also reported that Soviet armoured cars arrived and blocked Andrassy út (as it was named before 1950 and has been since 1990). Shots were fired in the air. Some women were pushed back and told to disperse, though there was some dialogue between the women and the Soviets. The AP reporter Endre Marton also witnessed these scenes, estimating that the demonstrators numbered twenty thousand. It constituted a cross-section of society,
the famous actress with the streetcar conductor… the lovely straight avenue… teeming with women and only women.
Tanks appeared and stopped the silent demonstration two blocks from Heroes’ Square, Marton reported. A Soviet colonel got up on one of the tanks, shouting at the women in Russian. According to Marton, the women’s lines…
…opened up and then closed again behind the monsters, leaving them hopelessly engulfed by the oncoming thousands.
When the lines reached the square, in seconds the tomb was bedecked with flowers… The colonel now turned his eyes to the few journalists observing the events in the square, whom he began to harangue and harass:
He could not stop this mass demonstration, but wanted to prevent the world from learning what had happened.
The women then hived off and went to demonstrate in front of the US and British embassies. A Soviet tank arrived at the latter Legation. József Molnár, employed as an interpreter there, remembered an amusing exchange which occurred as Sir Leslie Fry, the British ambassador telephoned Yuri Andropov, the Soviet ambassador, for an explanation:
The Soviet ambassador said that the tank had been sent to protect the Legation from the demonstrators. To this Sir Leslie Fry responded that if the Soviet armed forces had nothing better to do in Hungary than to protect the British Legation from Hungarians, then they could peacefully go home since the Legation had no need for it.
The following day several hundred women attempted to demonstrate and lay flowers at the Petőfi statue in Március 15 tér, but were prevented from doing so by Soviet and Hungarian security forces. In the course of the next five days there were further women’s protests in the provincial towns of Gyula, Székesfehérvár, Esztergom, Pécs, Miskolc and Eger.
6-27 December: The Workers’ Councils of Budapest and Csepel…
Throughout the early weeks of December, the Budapest Central Workers’ Council continued to offer the last bastion of opposition still operative in Hungary. Since it was an elected body, with representatives from each major workplace, it had great credibility, and both the Kádár régime and the Soviets had to take it seriously. Despite the revival of the strike following the abduction of the Nagy ‘rump’, Kádár still hoped to use the council to control the workers. Its members were given travel passes, whereas most workers were restricted to travel between home and work, and were also authorised to carry arms. The security forces also appointed their own delegate, a colonel, to the council, and even Kádár and senior Soviet officials sometimes attended its meetings. Sándor Rácz, president of the council, was only twenty-three and had little public education, but as he was a remarkable speaker he had been elected to head the council. However, by the beginning of December, it seems that the Soviets, if not Kádár himself, were beginning to run out of patience with the council. By the 2-3 December, although there was still a chance that there might be some agreement between the KMT (the Central Workers’ Council) and the Kádár government, the negotiations were in their final phase. The end game was approaching and, as things turned out, it could be argued that the KMT should have been much bolder. In the event, Rácz was summoned to their general HQ where the Soviet envoy and commander, General Serov was waiting for him, and abruptly informed him:
It’s finished. We don’t want to hear any more phony demands from you and you are not going to continue the strike. Consider yourself fortunate that I allow you to walk out of this room.
On 6 December, the Greater Budapest Workers’ Council issued a memorandum which had a rather fatalistic tone, admitting its failure to reach a compromise in its negotiations with the Kádár government:
…Our wish is the same as all workers, indeed the whole Hungarian people: decent standards of living, peace, a life without fear, independence and a strong government controlled by the workers and peasants of this country. We know that the working class is the greatest force in creating and safeguarding these aims… We drew a sharp line between ourselves and those who are bent on mischief, armed forays, or acts of terror. We must state here and now that our efforts have not brought the desired results. While we have done our best to restart productive work in all workplaces throughout the countryside, we have suffered provocations from many sides, sometimes leading to strike action… We accept that Prime Minister János Kádár is doing his level best to bring the country back to normal conditions. But it seems that he is not strong enough to remove certain persons in his entourage who have earned the undying hatred of Hungarian workers.
The memorandum went on to complain about the numerous arrests of workers’ councils’ members throughout the country and the disruption of meetings, concluding that these seemed to be part of an organised attack. These abuses had been brought to the attention of the government, it stated, in the hope that an impending catastrophe might be avoided. It’s conclusion, however, was that our efforts have been fruitless. After that, its demand that the government should disclose its plans on the radio the following day (7 December) seem, in retrospect, rather weak. There was not even a hint of a threat of action by the KMT to force this. On 8 December, in what seems now like an act of desperation, the KMT addressed, in very diplomatic language, an address to Nikolai Bulganin, the USSR’s Prime Minister:
We should be deeply obliged to Your Excellency, and you would render a great service to the cause of Hungarian political consolidation, if you could give an opportunity to the democratically elected delegates of the Hungarian working class to submit to you their views on Hungarian economic-political reality.
On the same day, the KMT held a meeting with workers’ councils’ delegates from the provinces in Budapest. One of the major items on the agenda was the continuing arrest of workers’ councils’ members. As the meeting got underway, news came through of the fatal shooting of a number of workers during a protest demonstration in Salgótarján, an industrial town to the northeast of the capital. The result was an immediate call for a forty-eight-hour, nationwide general strike for 11-12 December, with the exemption of medical and energy supplies.
Meanwhile, communiques were published among the public, assuring them that Imre Nagy and his group were enjoying the hospitality of the Romanian government in an excellent atmosphere marked by mutual understanding. Despite these attempts at placating the public, On 11 December, the forty-eight-hour strike began. As Sándor Rácz recalled in 1983:
… the strike of December 11-12 and the appeal were the last things we did. We didn’t have anything left to say to Kádár’s lot who, in place of negotiating with us, had fired on us. You know, it’s my feeling that the Central Workers’ Council of Greater Budapest put its stamp on the whole revolution, showing that this wasn’t an uprising of hooligans, but of workers.
As the strike was getting underway, the government issued a strongly worded pronouncement declaring a state of emergency, introducing measures such as summary jurisdiction. At the same time it declared:
…the Central Workers’ Council of Budapest, the district workers’ councils of the capital, and the county and town workers’ councils to be illegal… sober working men have been unable to gain ground against a counter-revolutionary majority. These… elements are working for nothing less than to turn the workers’ councils of Budapest into bastions of the counter-revolution. Their armoury consists of spreading rumours, acts of terror, calls for strikes and renewed armed provocations.
In the government’s view the deaths and injuries at Salgótarján had been caused by counter-revolutionary provocateurs who had opened fire on the demonstrators, though it gave no evidence to support this claim in its pronouncement.
Sándor Rácz was called before parliament on 11 December, supposedly for more talks. Reluctantly, he made his way there despite the beginning of arrests of other leaders of the Greater Budapest Workers’ Council. Arriving at the door of the Parliament House, he was also arrested and bundled off to the Fő utca prison in Buda. He was later sentenced to life imprisonment. The repression continued across the city, with further arrests and the occupation of factories by Soviet troops. The general strike of mid-December was the high point for the KMT, but it also marked the beginning of its speedy decline.
This left the Csepel Workers’ Council as the only remaining organised force capable of offering resistance to Soviet control. The Council decided to take over the responsibility of negotiating with the government, in order to stop the arrests, free those who had been arrested, and preserve what elements it could of workers’ control and self-management. The Csepel workers had refused to support the general strike call and János Kádár assured them that their councils, as factory-based organisations, were not regarded as outside the law. In the end, however, negotiation with his government proved just as difficult and frustrating a task as it had done for the KMT.

The leader of the Csepel Workers’ Council, Elek Nagy, had an interesting confrontation at a weekly press conference with a New York Times reporter who asked why the Csepel workers were so unprincipled and opportunistic, why they had returned to work rather than sticking to the call for the removal of Soviet troops. Nagy lost his temper and responded that he was well aware that America was anti-Soviet, and pointed out that the degree of Soviet friendship in Budapest could be judged from the widespread ruins. He asked the reporter if he would prefer not to see any building standing in the city, and to see thousands of orphans and widows, so that the critics could censure the Soviets all the more:
You would only have the moral right to raise your question if the Russian army had killed proportionately as many Americans as it has here, and was ruining your country. Until then you have no right to talk about principles and opportunism.
A correspondent for Pravda, who asked about the fulfilment of the production plan got off no more lightly. Nagy ranted in response:
Hungary isn’t working under a plan. What do you want? To tell more lies? You’ve told enough already. Rather write about how the Great Boulevard and Andrássy út are in ruins; write about how your liberating troops behaved when faced with a small nation fighting for national independence; write this rather than how we have already fulfilled the socialist norm by 150 per cent!
Negotiations with the Kádár government continued in parliament, but in an increasingly antagonistic atmosphere, the two sides failing to see eye to eye over their respective roles. József recalled one of the last meetings, on 27 December, when Kádár reiterated strongly that the Party must have the leading role, and when his fellow minister György Marosán angrily jumped up, shouting…
…Take note! Here power is in the hands of the Party, and there can be no counting on any solution which puts a question mark over the Party’s political monopoly. Meanwhile you continually talk about revolution. You should understand that it was a counter-revolution here.
By the end of the year, whatever contemporary or historical perspective was applied to the events of the previous ten weeks, the Revolution had come full circle, and remained in the same position for the next thirty years, at least.
Reflections and Projections on the fate of the Revolution and Communism

Hannah Arendt’s Reflections on the Hungarian Revolution in her renowned The Origins of Totalitarianism is often quoted and referred to as a positive appreciation of the 1956 events from a Marxist perspective, but those quoting her rarely reflect deeply on her comments about the direct democracy of the workers’ councils which emerged as being at the core of what was positive about these events. She has pointed out that whenever and wherever such councils have emerged they were met with utmost hostility from the party-bureaucracies from Right to Left, and with the unanimous neglect of political theorists and political scientists. Certainly, the role of the workers’ councils in 1956 has been (conveniently) neglected in much of both historical and commemorative writing since the tag counter-revolution was officially abandoned in October 1988.
Apart from Arendt’s writing, that of Milovan Djilas, once the friend and later the persecuted critic of Tito, reflects a positive, contemporary appraisal of the role of the Hungarian Revolution in the context of a prophetic view of the long-term, terminal decline of Communism in Eastern Europe. In The New Leader, written at the end of 1956, he drew the following lessons from that year’s events:
The Communist régimes of the East European countries must either begin to break away from Moscow or else they will become even more dependent. None of the countries – not even Yugoslavia – will be able to avert this choice. In no case can the mass movement be halted, whether it follows the Yugoslav-Polish pattern, that of Hungary, or some new pattern which combines the two.
Despite the Soviet repression in Hungary, Moscow can only slow down the processes of change; it cannot stop them in the long run. The crisis is not only between the USSR and its neighbours, but within the Communist system as such. National Communism is itself a product of the crisis but it is only a phase in the evolution and withering-away of contemporary Communism… the revolution in Hungary means the beginning of the end in Communism.
… The Hungarian Revolution blazed a path which sooner or later other Communist countries must follow. The wound which the Hungarian Revolution inflicted on Communism can never be completely healed. All its evils and weaknesses, both as Soviet imperialists and as a definite system of suppression, had collected on the body of Hungary and there, like festering sores, were cut out by the Hungarian people.
I do not think that the fate of the Hungarian Revolution is at all decisive for the fate of Communism in the world. World communism now faces stormy days and insurmountable difficulties, and the people of Eastern Europe face heroic new struggles for freedom and independence.
Those heroic new struggles for freedom and independence began on 23 October 1988, when it was announcement on the radio that the struggle in 1956 would no longer be viewed by the Hungarian Socialist Workers’ Party as a counter-revolution and that the Soviet Union had agreed to star withdrawing its troops from the country the following spring. The wheel of revolution was beginning to turn again, but this time it would bring about the final fall of Communism by accelerating the development of privatisation and free-market economies throughout the Eastern states, together with a switching of military alliances.

5-14 November: Repression, Resistance and Refuge.
By Monday 5th November, the rising had been all but crushed by the sudden invasion and occupation of the country and its capital, but it took several months for the new régime under János Kádár to re-impose the hard-line centralised control the Soviets wanted. For the first week of this, bitter and intense fighting scarred the streets of Budapest. The 200,000-strong Soviet forces easily disarmed most of the Hungarian military. The Molotov cocktail was the street fighters’ only effective weapon against tanks. Nearly seven hundred Soviet soldiers and officers were killed and over 1,500 were wounded. George Mikes, a Hungarian exile in London, reporting for the BBC, joined the street fighters:
We have almost no weapons. People are running up to the tanks, throwing in hand-grenades and closing the windows. The Hungarian people are not afraid of death. We have just heard a rumour that American troops will get here within an hour or two.
Desperate radio appeals continued to be broadcast intermittently from ‘pirate’ radio stations:
Civilised peoples of the world! Our ship is sinking. Light is fading. The shadows grow darker over the soil of Hungary. Extend us your aid.


But no aid came, only expressions of sympathy. US officials met several times to consider their response. President Eisenhower sent a message to Soviet Premier Marshal Nikolai Bulganin, urging the withdrawal of Soviet troops and stating that the Soviet Union should allow the Hungarian people to enjoy the right to a government of their choice. Bulganin replied that the situation was not a matter which should concern the USA. The US restricted American travel to Hungary, and Radio Free Europe continued to broadcast appeals to the Soviet troops. Despite the appeals for American intervention, US action was primarily limited to speeches, pressure for UN action, public diplomacy (through the issue of a ‘White Book’), radio appeals and distribution of newsreels of the the bloodshed. Aside from their preoccupation with the Suez Crisis and the elections, US officials were unwilling to give up even the small improvements in superpower relations that had occurred since the death of Stalin by pressing the Soviet leadership too hard. Part of the US reaction to the crisis was designed to play down the role it had played in inciting the rebellion, so it looked less like it had abandoned it.

Tom Leimdorfer recalls the fear and terror engendered by the occupation of Budapest by the Soviet tanks on the third day, 6 November:
On Tuesday there was an eerie quiet on the street outside. Then the shop opened and a few people went down to get bread. I said to Mami that I would get some too and ran down to join the queue. A couple of minutes later a Soviet tank turned into the street from Kossuth Square (outside the Parliament), its turret pointing straight towards us. It then raised the turret and fired a shell right above our heads at the building behind us. I rushed inside as fast as my legs could carry me to meet Mami rushing down the stairs towards me, embracing me. This was enough for her. After a phone call to Gyuri Schustek, we packed a couple of suitcases and waited till all was quiet at dusk. Then we went downstairs and surveyed the road anxiously from the Parliament Square end to Margit (Margaret) Bridge, walked slowly towards the bridge, rushed across the main boulevard and then kept close to the walls of houses till we got to the safety of our friends’ flat in Szent István (Saint Stephen) Park. There we stayed till the 7th December, the day before we took the train to the border.
On the following day, 7th, János Kádár entered Budapest in a Soviet armoured car with an entourage of tanks. Meanwhile, Tom and his mother settled into their new abode, which was to provide them with relative safety for the next month:
The Schustek family’s flat on the top floor of a tenement in Szent István Park was a relative haven of calm. It was only one kilometer away from our home and the shelling could be clearly heard, but it was as safe as anywhere in Budapest. It was tucked away from the main road leading to the bridge and the boulevard, in the corner of the five storey tenements bordering a small square leading to the bank of the Danube. No tanks would go down there, no freedom fighters. The flat was on the top floor; a dangerous location in places where the fighting was intense.
Our friends welcomed us with open arms and immediately re-arranged the flat to make us comfortable. Six of us lived there for the next five weeks: Gyuri Schustek, his two children Ferkó and Marika, their grandmother Sári, my mother and I. Ferkó was 16 at the time, two years older than me, and we shared a room, which was also the main living room. Marika was three months short of her twelfth birthday and she slept in the small room with her grandmother, but spent the day with Ferkó and me. Mami went to share the main bedroom with Gyuri bácsi and somehow it seemed just natural. Their room opened to the large balcony which looked across the park and the Danube to the central section of Margaret Island (Margitsziget).
We were all totally traumatised for the first few days. Fresh from the euphoria of what briefly seemed like a victorious revolution, we knew the country was facing the horrors of repression and dictatorship again. We were desperate for news. The state radio station soon reverted to the old propaganda phrases, referring to a ‘counter-revolution’ instigated by fascist elements. What first confused us, was that the newly proclaimed head of the government was János Kádár, who few days before had been a loyal member of the revolutionary government formed by Imre Nagy. He had also been a victim of Rákosi’s worst years as a dictator, spending years in prison. We could not make out how he could have betrayed Nagy and the country by forming a new government backed by a brutal Soviet invasion… There were news and rumours of summary executions of some revolutionary leaders.
We could hear sound of shelling for some days, distant sound of gunfire on the Buda side for a few days more. As these died out, an eerie calm descended on the city. No traffic, no buses or trams, few people venturing out anywhere. We heard from the Hungarian service of the BBC that there was a general strike. The state radio was urging people to return to work, but this was largely ignored. The phones were working and friends and family were pleased to know that we were safe. We heard that my grandparents had to evacuate their flat in a hurry when freedom fighters placed themselves on the roof of their block. Soon after, a shell demolished the top floor and they found refuge with their daughter’s (my aunt Juci’s) family, who lived in a quiet street. My second cousins Kati, Marika and their parents lived near the Buda Castle where there had been intense fighting, but they were alright. Nobody knew what the future would bring.
As fighting between the Soviet troops and the Hungarian resistance continued, President Eisenhower announced that the United States would take up to nine thousand refugees. On 9 November, the UN General Assembly, which had continued to meet in special session since the 4th, adopted an additional series of resolutions on the situation in Hungary. The first, sponsored by Cuba, Ireland, Italy, Pakistan and Peru, called for the Soviet withdrawal from the country, for free elections there and a UN investigation of the situation. The second, sponsored by the United States, focused on the short-term needs of the Hungarians, including the refugees. It called on the Soviet and Hungarian authorities to cooperate with agencies providing humanitarian aid, and requested that the Secretary-General direct the UN High Commissioner for Refugees to consult with governments and international agencies on emergency aid. On 10 November, the General Assembly agreed to place the Hungarian question on the agenda of its eleventh regular session. The US provided a million dollars to the UNHCR.



Nevertheless, news of the Suez Crisis, coinciding with American elections, helped bring home the hopelessness of Hungary’s situation to the citizens of Budapest. The West continued to be preoccupied; Hungary did not matter so much. Moreover, Britain and France had given the Soviets the perfect excuse for re-occupying the country in order to ensure that it stayed within the Soviet sphere of influence. Eventually, UN peacekeepers arrived in Suez, but no UN peacekeepers came to the streets of Budapest. The city became one vast prison camp in which the internees spent long hours listening to the radio and playing cards:
In order to get relief from the news, or often the lack of it, we started to play endless card games. Ferkó and I played a good deal of chess too, but most of the time we had family games of rummy or canasta. The latter was a favourite of Sári néni and she taught it to us with all the patience of a grandmother. Even young Marika soon played her own hand, but then she was a very bright and lively eleven year old. Mami and Gyuri bácsi went about getting us food from the shops when they opened and making contact with their friends and colleagues to try to gauge what was really happening. Although the mood was often sombre, we did notice that they also started to joke and smile more. It was partly to lift our spirits, but something else was happening too. They were finding happiness in each other’s arms at this time of crisis.
Of course, the two families were always close. My father and Gyuri were students together, the two couples kept going out together while courting, they got married within weeks of each other (both going to Venice for honeymoon) in 1938. Gyuri and Lonci lived in Romania (Transylvania) during the early years of the war and Ferkó was born there, but Marika was born in Budapest after the war. Then Gyuri was in prison for eighteen months during the dark years of communism and soon after he was released, his wife Lonci (Ilona) néni died of cancer in 1954. So there we were, two war torn, residual families sheltering from the latest storm and gradually beginning to feel like one family.
When the curfew was lifted and eventually we ventured out, we saw a drab eerie almost dead city. People walking the streets kept eyes down, did not look at each other. The contrast with the euphoria of those few days of apparent freedom could not have been be greater. There were wrecked vehicles, bombed out buildings everywhere. Many workers (including the steel works of ‘Red’ Csepel) were still on strike in spite of government instructions of return to work.
Fighting continued until around 12th November in Budapest. On 4 November, a delegation from the district’s Revolutionary Committee had made an unusual agreement with the invading Soviet forces whereby the Committee and the National Guard would be responsible for maintaining order. The agreement held for three days, during which time the Soviets didn’t advance into the district. On the 8th, however, the Soviets took control after heavy fighting. But although the insurgents had lost control of the streets, the factories were still in the hands of workers’ councils. In addition, the Revolutionary Committee continued to exist, and on 12th November there was a meeting between some of its members and the re-emerging Stalinist district authority apparatus, at which the conditions for resuming normal life were discussed. The uneasy ‘partnership’ did not last long, however, as on the same day the Committee members were arrested. Two years later, their leader, Pál Kósa, and six others were condemned to death and executed.
Armed resistance in Hungary outside Budapest ended on the 14th when Soviet forces recaptured Csepel Island. Also on that day, The Central Workers’ Council of Greater Budapest was formed at the United Electric Factory in the Újpest district of Budapest. It was founded as a body which aimed to represent all the workers’ councils across the city. This endeavour reveals that, for a time, not only was there continued nonviolent resistance in the form of the ‘general strike’, but also that a state of dual power continued to exist for some time after the Soviet reoccupation of the city. The meeting called to set up the Council could not, however, take place at the Town Hall as planned, due to the arrest of the members of the Újpest Revolutionary Committee, which had continued to meet there. The Town Hall was surrounded by Soviet tanks when the workers’ delegates arrived, so it had to be transferred to United Electric, where it took place on 14 November. It decided to set up a Council and to send a delegation to negotiate with Kádár, though it withheld formal recognition of his legitimacy and that of his government.

Sándor Bali, a tool fitter and thirteenth child of a peasant family, became a leading figure in the discussions. He had had six years of schooling before working in a Telecommunications factory after the war, becoming Chairman of its Trade Union Committee. Since the end of October he had chaired the XIth District Workers’ Council. He had been a member of the Communist Party since 1946. At the meeting, Bali argued that, while not accepting the legitimacy of the Kádár government in principle, they must build an organisation, backed by the general strike, capable of confronting Kádár’s government. This plan was backed by the other delegates, and so a Central Workers’ Council was established. The main aim was to make the factories truly collective, under workers’ control. It sent negotiators to talk with Kádár, but abandoned the idea of continuing the strike, which had, in effect, been general and continuing since 4 November. Bali argued that, in order to consolidate the factory councils, the workers needed to return to the shop floors. The founding resolution of the Council proclaimed:
We declare our firm commitment to the principles of socialism. We consider the means of production to be social property and we are ready at any time to fight to defend them.
The delegates also demanded the reinstatement of Imre Nagy as Premier; that the newly formed security services should be recruited from young revolutionaries and members of the army and police, rather than from ÁVH members; that detained freedom fighters be released; that Soviet troops be withdrawn from the country as soon as possible; that all political parties withdraw from the factories and that those arrested over the past ten days would be released.
Kádár’s response over several issues was conciliatory, though he was intransigent about the continuation of the work stoppage. Bali and the other members of the envisaged three sorts of workers’ organisations: councils, controlling the country’s economic life, trade unions defending workers’ interests; and political parties, which would be socialist. Bali commented:
We don’t want to commit the same mistake as the Party made in the past, when it was at one and the same time master of the country and of the factories, and the only organisation representing the interests of the workers. If we make the same mistake then we’ll be back where we started.
Of course, if the Council attempted to seize power from the Kádár government and the Soviet forces behind it, it could quickly find itself in serious conflict, but it did not call for ‘all power to the workers’ councils’, echoing the call in the 1917 Bolshevik Revolution in Russia. However, neither Kádár nor the Soviet officials attempted to destroy the Council, nor the factory councils in the way they had the Revolutionary Committee of the street fighters. From 15 November onwards the Central Workers’ Council had regular contact both with the Soviet officials on the ground and negotiated with the Kádár government in parliament. It moved from United Electric in Újpest to the city-centre building of the the Municipal Tramway Authority.
The hope of the Workers’ Council leaders was that the strength of the workers’ councils in the factories would be enough to get certain demands accepted. In the end that turned out to be an illusion, but at the start there appeared to be positive signs. One was the fact that Kádár was willing to negotiate, or at least discuss matters, with the KMT (Greater Budapest Central Workers’ Council). He appeared to be prepared to consider any and all of the Council’s demands, and an upbeat report of the first meeting appeared in Népszabadság the following day, 15 November, though the bulk of the article was given over to Kádár’s views, with little or no attention paid to those of the delegates. The sticking point was the continuation of the work stoppage, which Kádár insisted must stop before progress could be made on the other issues. It was clearly the top priority of the government to get the workers back to work. For the workers themselves, the ‘strike’ represented a dilemma since it was seriously harming the economy which they were in favour of keeping it in public hands, albeit under a more democratic form of socialism. It was therefore in danger of destroying what they called ‘the public good’. Workers ‘on strike’ could still pick up their wages at the factories, a paradoxical situation which could clearly not continue. There was also a belief that if they could demonstrate that normal production was resuming, the government and the Soviets would be less inclined to resist certain demands.
By 14 November, the fighting was over. The picture below was taken towards the end of the Battle for Budapest. It shows the ruined streets near to the Kilián barracks, and the remains of a tank, just before the rising was finally crushed.

Time Magazine reported:
The steel-shod Russian jackboot heeled down on Hungary this week, stamping and grinding out the young democracy.
Approximately 2,500 Hungarians had been killed in the conflict in Budapest, with a further nineteen thousand wounded, and at least three thousand had been killed across the country as a whole. On the 15th, the Austrian Government was reporting that, already, more than twenty-five thousand refugees had entered Austria in the course of the previous week, and asked for help in relocating these people to third countries, as well as for financial and practical assistance.
By this time, as the historian László Kontler has recently written, János Kádár had become the most hated man in Hungary. His betrayal might well have been grounded upon a realistic appraisal of the international situation and the options they held for Hungary, deciding to intervene in order to spare it from still worse to come. Yet no-one, not even the members of the Workers’ Council, saw this as a legitimate argument at the time, though they recognised his authority de facto in order to negotiate with him. Otherwise, the new government was completely isolated in a hostile country conquered by foreign arms. Although the pockets of armed resistance had been mopped up by 10-11 November, the workers’ councils started to make an impact only after 4 November, and their success in organising in the capital was swiftly followed by an attempt to set up a nationwide network. Added to this, the intellectuals completely rejected the Kádár government, angrily demanding the restoration of the country’s sovereignty and representative government. The Pope, acting on the initiative of Cardinal Mindszenty, who had taken refuge in the American embassy, forbade the clergy to have any contact with the puppet government. After all, the true government, in the form of Imre Nagy and some of his ministers, was still taking refuge in the Yugoslav embassy, while mass arrests and deportations to the Soviet Union were well underway.

‘About Turn’ to Turning Point:
31st October – 1st November

For five days between 28th and 1st November a sense of normality began to return to Hungary. Following the ‘About Turn’ of the ceasefire and the Soviet withdrawal, The new Hungarian government introduced democracy, freedom of speech and freedom of religion. Cardinal Mindszenty, the leader of the Catholic Church was freed and returned to Buda on 31st. Pravda published the statement approved by the Kremlin the previous day implying respect for the independence and sovereignty of Hungary. This, however, was reversed the same day. After announcing a willingness to withdraw its forces completely from Hungarian territory, the Soviet Union changed its mind and moved to crush the revolution. The withdrawal of Soviet forces was all but completed on 31st, but almost immediately reports arrived of incursions by new forces across the eastern borders.

The turning point for the Soviets came on 31st October with the news that British and French forces had attacked Egypt. The Israelis, in league with the British and French had launched an invasion of Egypt across the Sinai desert, which had been nationalised by General Gamal Abdel Nasser, the Egyptian President earlier in the year. The Suez crisis proved a disastrous venture for the prestige of Britain and France in the Middle East. The military intervention was universally denounced, seen as the dying act of the imperialist powers. The US government was furious; it had not been consulted on the military operation and was opposed to it. With the presidential elections only a week away, Washington was now presented with two international crises simultaneously. This was, potentially, an even more disastrous situation for Hungary. Tom Leimdorfer remembers the flurry of worried phone conversations:
Everyone agreed that this was the worst possible news. The UN and the West would be preoccupied with Suez and leave Hungary to its fate. Still it seemed that the streets which were not the scenes of the worst battles were returning to some semblance of normality. Some trams and buses started to run, the railways were running, many people walked or cycled to their places of work, but still no school of course. There were food shortages, but some lorry loads arrived from the provinces and shops sold what they could. Over the next two days life started to have a faint semblance of normality. At the same time there were daily political bulletins with mixed news. The most sinister of these were reports of increasing Soviet troop movements.
The Suez affair did indeed distract attention from events in Hungary, just as they entered their most critical phase, with Nagy having restored order and set to consolidate the revolutionary gains of the previous eight days. It split the western camp and offered Moscow, with all eyes temporarily on Suez, a perfect cover for moving back into Budapest. At first, however, it had the opposite effect, delaying Moscow’s intervention in Hungary, for Khrushchev himself did not want to be compared to the “imperialist aggressors” in Egypt. After all, he had withdrawn Soviet troops from Poland when confronted by Gomulka; perhaps now he would rely on the Hungarian Prime Minister to keep Hungary in line.

Meanwhile, the US found itself in an extraordinarily difficult position, as Alex von Tunzelmann has recently reiterated in her book, Blood and Sand: Suez, Hungary and the Crisis that Shook the World:
… they were trapped between a lot of competing alliances. Britain and France had lied to them, and were continuing to lie, when it was perfectly obvious what was going on. It was also complicated because, although the US and Israel didn’t have quite as solid a relationship as they do now, it was still a pretty solid relationship.
It had therefore been widely expected in Britain, France and Israel that the US would not go against Israel in public, but in fact they did – extremely strongly. This was all happening in the week leading up to Dwight D Eisenhower’s second presidential election, too, and it was assumed that he wouldn’t stamp down on Israel because he would lose the election if he lost Jewish votes in the US. But actually Eisenhower was very clear that he didn’t mind about losing the election, he just wanted to do the right thing.
Back in Budapest, on 1 November, Nagy still felt the initiative was with him. He protested about the Soviet troop movements, declared Hungary’s neutrality, repudiated the Warsaw Pact, and cabled Dag Hammarskjöld, the Secretary-General of the United Nations, to ask that the question of Hungarian neutrality be put on the agenda of the General Assembly. This had no immediate result. The US had already gone against Britain and France at the UN, so the western alliance was under real danger of breaking up, just at the time when Hungary needed it to hold firm against Soviet aggression. The British and French had already been dubbed the obvious aggressors in Egypt, so any case against the Soviets would inevitably look weak and hypocritical. Besides, despite Nagy’s continued reassurances to the Soviet leadership stressing the desire for harmonious relations with the Soviet Union, the Hungarian government was seen to be going much further than the Poles had dared in their revolt: it effectively confronted the Soviets with an ultimatum to withdraw completely from Hungary, as it had from Austria the year before, so that the country would no longer be regarded as falling under its ‘sphere of influence’. To make matters more difficult for Khrushchev, Deng Xiaoping was visiting Moscow at the time as an official delegate of the Chinese Communist Party. He told Khrushchev that the Hungarian rebels were not only anti-Soviet but anti-Communist, and should not be tolerated. Under this competitive pressure, the politburo members urged a change of strategy on Khrushchev.

Were the freedom fighters anti-Communist? In the early hours of 31 October, yet another, broader body, the Revolutionary Council of National Defence was formed at the defence ministry. The Köztársaság Square lynchings of the AVH men had taken place on 30 October, and Imre Nagy clearly needed to assert the government’s control over the street-fighters. General Béla Király, aged forty-four, was elected to the Council and designated Military Commander of Budapest, taking over the organisation of a National Guard from the Budapest police chief, Colonel Sándor Kopácsi. His appointment was initially opposed by Gyula Varadi, who had been one of the judges who had passed a death sentence on Király in 1952, when he had been ‘found guilty’ of spying for the Americans, a charge which he continued to vehemently deny to Varadi’s face. Király’s task was to integrate and thereby gain control over the street-level civilian armed fighters. The first formal, full meeting of the Revolutionary Armed Forces Committee, or new National Guard, took place on the 31 October at the Kilián Barracks, although its operations were based at Deák Square in the city centre. By all accounts, the meeting was a stormy one. Király later wrote that:

Above all, the freedom fighters were highly suspicious of anyone whom they did not know personally or who had not fought on their side. They feared having the fruits of victory snatched from them by political machinations… The freedom fighters were easy prey to rumours of saboteurs in hiding, Stalinist counter-revolutionary activity, and so forth… (they) didn’t consider the Ministry of Defence entirely trustworthy… they weren’t prepared to put the strategic and military leadership of the freedom-fighting forces into the hands of the Defence Ministry.

Pál Maleter, famous for his role at the Kilián barracks the week before, was also made Deputy Defence Minister on 31 October, but at the meeting at the barracks that day, some of the rebel leaders had serious criticisms and doubts about both him and Béla Király. On 1 November, Gergely Pongrátz, leader of the ‘Corvin Passage’ group of freedom fighters emerged from the Corvin Cinema building, where mass had been celebrated, to find units of the Hungarian Army taking away the destroyed Soviet tanks, armoured vehicles and other equipment which the insurgents had been using as barricades. Surprised and angry, he gave the order for this to stop. Around midday Király phoned him, asking why Pongrátz had countermanded his orders, justifying them by arguing that the Soviets would not finally withdraw from the country unless they could take all of their military equipment with them, including that which had been damaged or destroyed. He ordered Pongrátz to permit their removal, but Pongrátz answered that, in view of the reports which were reaching him that the Soviets were re-entering rather than leaving the country, the barricades would have to stay. Apparently, he told Király:
I am not prepared to accept any order from anyone which endangers the success of the revolution in any way.

Of course, the propagandists and ‘historians’ of the post-’56 Kádár era were at pains to smear the “Corvin gang” as consisting of “riff-raff” and “criminals and prostitutes” who were “under the leadership of Horthyite officers and fascists”. However, Béla Király, himself becoming a noted historian in the USA, continued to assert that the Hungarian Uprising was “not an anti-Communist revolution” well into the current century (he died in 2009, aged 97). As he pointed out in an exchange with an American magazine in 1983,
Imre Nagy was a Communist. Imre Nagy remained a member of the Central Committee of the ‘renewed’ Communist Party (HSWP). They were fighting against ‘men of blood’, against the secret police – but not against the Communist Party. It was for democracy, yes. It was against totalitarianism, yes.
Nevertheless, there were still elements outside the control of the central government. József Dudás, a freelance revolutionary, formed a private army on 1 November. He had risen to prominence late in the revolution, when he had addressed a crowd of several hundred in Széna Square on 28 October. The following day, Dudás and his supporters took over the Szabad Nép (Free People) newspaper building, headquarters of the main public mouthpiece of the ruling party, the ‘central paper of the Hungarian Workers’ Party’, as it proclaimed on its masthead. The freedom fighters gave themselves the title of Hungarian National Revolutionary Committee and started to issue their own paper, Fuggetlenség (Independence) from the 30th. The party journalists were not, however, prevented from producing its paper, the newly-named Népszabadság (People’s Freedom), from 1 November onwards, another clear sign that the HNRC did not regard itself as anti-Communist.
What disturbed many people was that the first editions of Fuggetlenség carried headlines indicating that there should be no acceptance or recognition of the Nagy coalition government. This came on 30th, two days after the turnaround, when fighting had all but ceased throughout the city and when many people were hopeful that the government had started on a new course. Despite these differences, splits and tensions, the documentary sources also reveal that the Communist Party leadership remained solid in its support for the revolution. On the 31st, the previously ruling Hungarian Workers’ Party was dissolved and the formation of a new party, The Hungarian Socialist Workers’ Party was announced. At the same time, other political parties from the 1945-1946 era were revived, and free trade unions began to be formed.

Early in the morning on 1 November, the Soviet retrenchment began with the surrounding of Ferihegy airport and other airfields in the country. This came even before Nagy’s declaration of Hungary’s withdrawal from the Warsaw Pact and the declaration of neutrality. What soured the general optimism still further was that not only were the Soviet troops not leaving the country, but that more were actually entering the country and heading for Budapest. At first the government wanted to prevent this information from leaking out, presumably to avoid creating panic and to leave time for diplomatic contacts. The Soviet explanation, when it came, was rather strange. Yuri Andropov, Moscow’s Ambassador in Budapest, maintained that whatever Soviet troop movements were taking place in Hungary were to assist in the overall withdrawal of Soviet forces. Andropov was called to Parliament in the late afternoon to receive the news of the country’s new status of neutrality. It was on this occasion that János Kádár, as Foreign Minister, joined Nagy in severely criticising the Soviet troop manoeuvres, threatening Yuri Andropov, that, if they resorted to any further use of arms, he would fight the Russian tanks with his ‘bare hands’ if necessary. The same day, the radio broadcast an announcement by the newly-formed HSWP:
We demand that János Kádár, as temporary chief of the Party, should publicly, immediately and without delay, call upon the leadership of the Soviet Union and the Communist Parties of the Soviet Union and the fraternal People’s Democracies, to make them see that the Hungarian Communist Party is now fighting for its life and survival, that it can only survive in the new situation if it serves solely the interest of the Hungarian people.
Kádár’s response came in a speech, broadcast later that day, praising the glorious uprising of our people in which they have achieved freedom… and independence for the country. He went on:
Without this there can be no socialism. We can safely say that the ideological and organisational leaders who prepared this uprising were recruited from your ranks. Hungarian Communist writers, journalists, university students, the youth of the Petöfi Circle, thousands and thousands of workers and peasants, and veteran fighters who had been imprisoned on false charges, fought in the front line against Rákosite despotism and political hooliganism…
Either the Hungarian democratic parties will have enough strength to stabilise our achievements or we must face an open counter-revolution.
By the time this was broadcast, however, Kádár had disappeared, only to return three days later in the wake of the second Soviet intervention. Perhaps, by this stage, Kádár was already conflicted, not simply over Nagy’s declarations of independence, but also due to the shooting of one of his closest friends, Imre Mező, by street rebels two days earlier. Historian Tibor Huszár says that the news about Mező certainly affected Kádár:
Mező wasn’t simply a tried and tested comrade-in-arms, he was possibly his only friend. In the evening of the previous day they had met each other at the Köztársaság tér Party Headquarters.
Kádár didn’t reveal this openly at the time, and it wasn’t until one of his last interviews that he affirmed that it was because of the events in that square of 30th that he decided to abandon the Nagy government. More clues as to his thinking on 1 November come from an interview with an Italian journalist, conducted on the same day, in which he gave details of what he described as his Third Line. Asked what kind of Communism he represented, he answered:
The new type, which emerged from the Revolution and which does not want to have anything in common with the Communism of the Rákosi-Hegedüs-Gerö group.
Asked if this new Communism was of the Yugoslav or Polish type, he answered:
Our Communism is Hungarian. It is a sort of “third line”, with no connection to Titoism nor to Gomulka’s Communism… It is Marxism-Leninism, adapted to the particular requirements of our country, to our difficulties and to our national problem. It is not inspired either by the USSR nor by any other types of Communism… it is Hungarian National Communism. This “third line” originated from our Revolution during the course of which… numerous Communists fought at the side of students, workers and the people.
Asked whether his Communism would be developed along democratic lines, he answered:
That’s a good question. There will be an opposition and no dictatorship. This opposition will be heard because it will have the national interests of Hungary at heart and not those of international Communism.
Despite the ambivalence of some of his answers, there is still nothing explicit in them about why his ‘third line’ might be considered closer to Moscow’s than that of Warsaw or Belgrade. If anything, the reverse would seem to be the case, unless by national problem he was referring to the difficulties in containing ‘nationalist’ forces and tendencies within the revolution. We do not know exactly when the interview was given, but neither does it contain any implied criticism of Nagy’s declarations of independence. So, what happened to Kádár on the evening of 1 November, when he was last seen approaching the Soviet Embassy? That Kádár changed sides during these days is not in dispute, but exactly how, when and why have never been fully clarified. According to Tibor Huszár’s 2001 biography of him it seems likely that Ferenc Münnich, on the initiative of Yuri Andropov, suggested that they go to the Soviet embassy for talks. Kádár was in parliament, discussing Hungary’s declaration of neutrality with the Chinese ambassador. He then left the building without telling anyone there, including his wife. The two men did not enter the embassy, however, but were taken away to the Soviet air base at Tököl, just south of the city. From there, they were flown to Moscow. What we do not know is whether he had already changed his mind about the way things were going in Budapest, or whether he was persuaded to do so in Moscow. There is no real documentary evidence.
Despite the claims of some that he had already changed his mind after the bloodbath of 30th, others have implied that Kádár’s defection was not perhaps so premeditated, pointing to the fact that he took no winter coat with him when he left the parliament building. Who would go to Moscow at that time of year with just a light jacket? Perhaps he was, after all, only expecting to go for talks at the Soviet Embassy. If he was already set on the course of denouncing the revolution as having become a counter-revolution, his speech in parliament and his radio broadcast would seem to be astounding in their level of deception. Then there is the matter of his support for the move to neutrality and withdrawal from the Warsaw Pact. According to György Lukács, of the members of the Party central committee, only Zoltán Szántó and himself opposed withdrawal from the Pact. Despite later assertions that Kádár did or did not support withdrawal, it seems that, at the time, few people, if any, suspected that Kádár had changed sides, or was about to do so. Why else would Imre Nagy continue to include him in his government after the cabinet reshuffle of 3 November, two days after his disappearance? That might rather suggest that Nagy knew of Kádár’s secret negotiations in Moscow, perhaps even approved of them, regarding Kádár, his Foreign Minister, as acting on his behalf.
Just before 8 p.m. on 1 November, Nagy himself went on the radio to announce to the public the momentous news of neutrality:
The Hungarian National Government… giving expression to the undivided will of the Hungarian millions declares the neutrality of the Hungarian People’s Republic. The Hungarian people, on the basis of independence and equality and in accordance with the spirit of the UN Charter, wishes to live in true friendship with its neighbours, the Soviet Union, and all the peoples of the world. The Hungarian people desire the consolidation and further development of its national revolution without joining any power blocs. The century-old dream of the Hungarian people is thus being fulfilled.
At the same time, the government forbade military forces from resisting the Soviet troops at Ferihegy airport and all the other Hungarian airfields.
It has been argued that the 1 November declaration of neutrality was the trigger which set off the Soviet invasion three days later. From the Soviet perspective, this may well have been the case, but the Nagy government saw it as a reaction to Soviet troop movements already underway, a means of undermining their legitimacy, and a form of deterrence by calling on the defensive support of the United Nations for a small, independent nation. As we now know, however, the decision to invade had already been taken in the Kremlin the day before, 31 October, the same day that the ‘liberal’ Soviet declaration of 30th was published in Pravda. Notes taken at the Soviet Party Presidium on 31 October indicate that the about-turn was initiated by Khrushchev himself, on the grounds of international prestige against the back-drop of the Suez Crisis. No doubt under pressure from hard-liners in the politburo, he had exchanged his early view of occupying higher moral ground for a conviction that, as he is quoted as saying:
If we depart from Hungary, it will give a great boost to the Americans, English and French – the imperialists. They will perceive it as weakness on our part…
There may have been some discussion and debate to bring about such a rapid change of hearts and minds, even given the interests of Soviet Communism in the world. Khrushchev claimed in his memoirs that we changed our minds back and forth. It is highly unlikely, however, that they had, at the forefronts of their minds, the well-being of the Hungarian working class and future of the Hungarian people. More influential were the reports of hooligan elements in the lynchings and shootings of 30 October. Certainly, Nagy’s declaration of neutrality had no deterrent impact on the planned invasion. On 1 November, the decision taken, Khrushchev travelled to Brest, where he met Polish leaders and told them of the imminent intervention in Hungary.
