Political Reaction to the Polish War in Britain:

Even at the very late hour of August 1939, there were some ministers who publicly argued for the continuation of the appeasement policy. War is not only not inevitable, said Sir Thomas Inskip, the Minister for Defence Co-ordination, seeking to reassure the British public, but it is unlikely. R A (Richard Austen) Butler, later responsible for the 1944 Education Act, then Under Secretary of State at the Foreign Office, praised Harold Nicolson’s Penguin Special book as a work of art and perfectly correct. As the Foreign Secretary, Lord Halifax sat in the Lords, Butler was the Government’s spokesman in the Commons, valiantly defending its policy. An enthusiastic Chamberlainite, he regarded Munich not as a means of buying time but as a way of settling differences with Hitler. An unrepentant appeaser down to the outbreak of war, Butler even opposed the Polish alliance signed on 25 August, claiming it would have a bad psychological effect on Hitler. Critics of Chamberlain’s post-Prague policy for ignoring the necessity of encirclement thus found common cause with the ardent appeasers, though Butler himself remained loyal to Chamberlain, even after his final fall from grace. He blamed the Prime Minister’s demise and ultimate disgrace on the growing influence of Sir Horace Wilson at this time, as, for different reasons, did Nicolson.

However, even the tiny window of ‘encirclement’ was soon shut and shuttered by the Ribbentrop-Molotov Pact. For those on the Left of British politics, both inside Parliament and out,  this represented an unthinkable nightmare and spelt the immediate decapitation of the idea of a Popular Front with communism against the Fascist threat. In particular, Nicolson’s argument for an alliance with the Soviet Union was suddenly invalidated. When he heard of it, Harold Nicolson was, like Drake at the time of the Spanish Armada, on Plymouth Sound. He rushed back to London, to hear Chamberlain’s statement to the House. The PM was like a coroner summing up a murder case, Harold suggested. Although sympathetic to Chamberlain’s hopeless plight, he agreed with the verdict of Lloyd George and Churchill that the PM was a hopeless old crow… personally to blame for this disaster. 

002As Hitler wasted no time in crossing the border into Poland at daybreak on 1 September, the moral and diplomatic disaster became a military reality. Later the same day, Churchill was asked to join a small War Cabinet, a sign to all that Chamberlain had finally accepted that reality and now meant business. When the PM addressed the House that evening, visibly under tremendous emotional stress, he read out the allied dispatch sent to Berlin. This contained the familiar words that unless Germany gave a firm pledge to suspend all military activities and to withdraw its troops from Poland, Britain would instantly honour its obligations. However, there was no time limit attached to the word ‘instantly’ at this stage, so the dispatch could not be read as anything more than a warning. It was not an ultimatum. Apparently, this was largely due to the procrastination of the French Government, which, even at this late hour, was hoping for another Munich Conference to be held within 48 hours.

When the House met again the next evening, Chamberlain’s statement was still loosely-phrased.  Was there to be another Munich? was the unspoken question in everyone’s mind, if not on their lips. When the opposition spokesman, Arthur Greenwood, rose to speak, there were shouts from the Tory benches urging him to Speak for Britain. Chamberlain turned around to his own backbenches as if stung. The House adjourned in indescribable confusion and the Cabinet reconvened in Downing Street on what, by all accounts, was literally a very stormy night. The Cabinet decided to present the ultimatum at nine in the morning in Berlin, to expire two hours later. Chamberlain ended the meeting with the words Right, gentlemen..this means war, quietly spoken, after which there was a deafening thunderclap.

As Chamberlain himself remarked soon afterwards, no German answer to the allied ultimatum was forthcoming before 11 a.m. on the third. Harold Nicolson attended a gathering of the Eden group. At 11.15 they heard Chamberlain’s announcement. For them, as for the masses of British people listening, it seemed like the present did not exist, only the future and the past. What could any of them, with all their grandness and wealth, do now? In a strained and disgusted voice, Chamberlain told a benumbed British people that, after all, they were now at war with Germany. As if a harbinger of the nine-month ‘phoney war’ which was to follow, the air-raid siren sounded the last of the Thirties’ false alarms. In the chamber of the House of Commons, an ill-looking Prime Minister made a ‘restrained speech’. As Nicolson drove out of London towards his home at Sissinghurst in Kent, a convoy of evacuees overtook them. From one of the trucks, an elderly lady accompanying the children leaned out, shook her fist, and shouted, it is all the fault of the rich.  There was a real sense in which both the war itself and its aftermath, became a class war in which the aristocratic control of politics which had helped to cause it, was jettisoned by the British people.

British diplomats were even less enthusiastic about the prospect of conflict with the Soviet Union than the politicians. In a secret telegram to the Foreign Office, the British ambassador to Moscow, Sir William Seeds, wrote:

I do not myself see what advantage war with the Soviet Union would be to us, though it would please me personally to declare it on M. Molotov. …the Soviet invasion of Poland is not without advantages to us in the long run, for it will entail the keeping of a large army on a war footing outside Russia consuming food and petrol and wearing out material and transport, thus reducing German hopes of military or food supplies.

In a public statement on 20 September, however, the British Prime Minister, Neville Chamberlain spoke to the House of Commons about the Soviet invasion of eastern Poland:

For the unhappy victim of this cynical attack, the result has been a tragedy of the grimmest character. The world which has watched the vain struggle of the Polish nation against overwhelming odds with profound pity and sympathy admires their valour, which even now refuses to admit defeat. … There is no sacrifice from which we will not shrink, there is no operation we will not undertake provided our responsible advisers, our Allies, and we ourselves are convinced that it will make an appropriate contribution to victory. But what we will not do is to rush into adventures that offer little prospect of success and are calculated to impair our resources and to postpone ultimate victory.

Fine words, but not matched by action. After the signing of the German-Soviet border treaty in Moscow a week later, Sir William revised his opinion in a telegram of 30 September:

It must be borne in mind that if war continues any considerable time, the Soviet part of Poland will, at its close, have been purged of any non-Soviet population or classes whatever, and that it may well be consequently impossible, in practice, to separate it from the rest of Russia. …our war aims are not incompatible with reasonable settlement on ethnographic and cultural lines.

On the face of it, this was an incredible suggestion. The Soviet Union had just invaded and was subjugating the eastern territories of a nation to which Britain had given its pledge of protection, yet a senior diplomat was privately suggesting that this aggression should be immediately rewarded. Back in London, another senior diplomat, Sir Ivone Kirkpatrick endorsed Seeds views in a report produced on 1 October to which he appended a sketch map of Poland, pointing out that the new Soviet-imposed border mostly followed the ‘Curzon Line’ proposed by the British Foreign Secretary in 1919, which had been rejected by both the Poles and Bolsheviks at the time.

Nevertheless, there were many among the general population in Britain who were bemused as to why their country had not declared war on the Soviet Union. If the British treaty to protect Poland from aggression had resulted in war with the Germans, why hadn’t it also triggered a war with the USSR? What they were not aware of was that it was not only the Nazi-Soviet pact which had a secret clause, but also the 1939 Anglo-Polish treaty. That clause specifically limited the obligation to protect Poland from ‘aggression’ to that initiated by Germany.

The ‘Phoney War’ and the War at Sea:

The sixth-month hiatus between the end of the Polish campaign in October 1939 and Hitler’s sudden invasion of Denmark and Norway on 9 April 1940 is known as ‘the Phoney War’. With little going on in the West on land and in the skies, the British and French publics were lulled into thinking that the war was not truly a matter of life and death for them in the way it obviously was for the Poles, and their daily existence was carried on substantially as usual, in all its bureaucracy, inefficiency and occasional absurdity. The National Labour MP Harold Nicolson recorded in his war diaries that the Ministry of Information censors had refused to publish the wording of a leaflet, of which two million copies had been dropped over Germany, on the grounds that… We are not allowed to disclose information that might be of value to the enemy.

There was nothing phoney about the war at sea, however. It was perfectly true that the British Air Minister Sir Kingsley Wood made the asinine remark that the RAF should not bomb munitions dumps in the Black Forest because so much of it was private property, but at sea, there were no such absurdities. As early as 19 August, U-boat captains were sent a coded signal about a submarine officers’ reunion which directed them to take up their positions around the British Isles in readiness for imminent action. Within nine hours of the declaration of war, the British liner SS Athenia was torpedoed on its way from Glasgow to Montreal, with 1,400 passengers on board, the captain of U-30 mistaking the ship for an armed merchant cruiser. Had they hit the radio mast, and the SOS signal not been transmitted, many more than the 112 passengers would have perished. A Czech survivor recalled:

There was a column of water near the ship and a black thing like a cigar shot over the sea towards us. There was a bang, and then I saw men on the submarine turn a gun and fire it.

Submariners were often absent for up to eighteen months and returned weather-beaten and bearded. Casualties were very high. Some seventy per cent of all submariners were killed.

Neither side was prepared for sea warfare in 1939, but neither could ignore the lessons of the 1914-18 sea war: the German High Seas Fleet had remained largely inactive, while the U-boats had brought Britain perilously close to catastrophe. In the U-boat, Germany had deployed a potentially war-winning weapon, and there was no reason not to attempt to use it more decisively in a second war. For Britain, the Battle of the Atlantic was the longest and most critical of World War Two; defeat would have forced Britain out of the war and made US intervention in Europe impossible. Airpower was also crucial in the battle of the Atlantic. German spotter aircraft could locate convoys and guide U-boats to their targets, while land-based air patrols and fighters launched by catapult from convoy ships provided essential protection. While Germany had entered the war with a number of particularly capital ships, including three purpose-built ‘pocket battleship’ commerce raiders and two powerful modern battleships, there were always too few to challenge the Royal Navy directly. Instead, Germany was once again to use its limited naval resources to attack Britain’s sea communications. The capital ships were used as raiders against British commercial vessels. Nevertheless, tracking down and destroying these threats severely stretched British naval resources. The pocket battleship Graf Spee enjoyed considerable success at the beginning of the war.

Just as in the previous war, however, it was the U-boat that was to provide the greatest danger to Britain’s supply lines, causing Churchill intense anxiety as First Lord of the Admiralty. Had Hitler given first priority in terms of funding to his U-boat fleet on coming to power in 1933, rather than to the Wehrmacht and Luftwaffe, he might have built a force that would have strangled and starved Britain into surrender. As it was, the navy was the weakest of Germany’s armed services when war broke out. Against the twenty-two battleships and eighty-three cruisers of the French and British navies, Germany had only three small ‘pocket’ battleships and eight cruisers. Early in the war, the German Navy under Admiral Erich Raeder recognised that the submarine offered the only effective German action at sea. In 1939 there were only 57 U-boats available, and not all of these were suitable for the Atlantic.  They had limited underwater range and spent most of their time on the surface, where they were vulnerable to Coastal command bombers. However, under Admiral Karl Dönitz the submarine arm expanded rapidly and soon took a steady toll of Allied shipping. To Dönitz, as commander of the U-boat fleet, it was a simple question of arithmetic: Britain depended on supplies that were carried by a fleet of about three thousand ocean-going merchant ships, and these could carry about seventeen million tonnes. If he could keep sufficient U-boats at sea and sink enough of this tonnage, Britain would be forced to capitulate. He had devised tactics to overcome the convoys, based on the simple concept of overwhelming the escorts. Dönitz introduced a new tactic to undersea warfare, with the ‘wolf packs’ hunting at night linked by radio, often attacking on the surface and at close range. But Dönitz simply did not have enough boats to launch sufficient attacks in groups.

At the same time, the British had made very few preparations. The first of hundreds of Atlantic convoys left Halifax, Nova Scotia, on 15 September. Learning the doleful lessons of the Great War, the convoy system was adhered to rigidly by the British between 1939 and 1945, even for ships moving along the coastline between Glasgow and the Thames. Destroyers, frigates and corvettes used an echo-sounding device called ASDIC (named after the Allied Submarine Detection Investigation Committee) to try to track U-boats, while the convoys’ merchantmen sailed together within a protective cordon. But although it was initially seen as a complete solution to the U-boat threat, it proved less than perfect and was only really effective at ranges of two hundred to a thousand metres, when most U-boats were operating on the surface in any case. Britain’s escort fleet had been allowed to run down to such an extent that Churchill was prepared to trade valuable bases in the West Indies and Newfoundland in return for fifty obsolete American destroyers. Perhaps even more damaging was the misuse of resources: the Royal Navy insisted on largely futile attempts to hunt down U-boats instead of concentrating on escorting convoys.

The convoys also adopted a zig-zagging route, the better to outfox their submerged foes. Overall the system was another success, but when a waiting U-boat ‘wolf-pack’ broke through, the losses among the huddled merchantmen could be correspondingly high, and on one occasion as many as half of the vessels were sent to the bottom. The Royal Navy started the war with only five aircraft carriers and so merchant shipping lacked essential air protection out at sea. RAF Coastal Command was left critically short of aircraft because of the priority given to Bomber Command, and the flying boats it received did not have enough range – there remained a gap in the central Atlantic where no air patrols were possible; the ‘Greenland gap’, where U-boats could congregate in relative safety. This was the period that the Germans referred to as the ‘happy time’ when their losses were slight and successes high. In a desperate attempt to extend the range of Britain’s air patrols, Churchill offered the Irish government unification with Northern Ireland in exchange for the use of bases in Lough Swilly, Cobb and Berehaven, but it insisted on maintaining its strict neutrality in the war.

On 17 September the veteran HMS Courageous was sunk in the Western Approaches by two torpedoes by two torpedoes from U-29, which had already sunk three tankers. She slipped beneath the Hebridean waves in less than fifteen minutes, with only half of her thousand-strong crew being saved, some after an hour in the North Atlantic, where they kept up their morale by singing popular songs of the day such as ‘Roll out the Barrel’ and ‘Show Me the Way to Go Home’. One survivor recalled that the sea was so thick with oil we might have been swimming in treacle.

Why Britain was at War:

After motoring home to Sissinghurst with Victor Cazalet on 3 September, Harold Nicolson found his sons waiting for him. Ben, aged twenty-five, thought the news ‘a tragedy’, an unwelcome interruption to his studies; Nigel, three years younger, who had just ‘come down’ from Oxford, ‘was immensely exhilarated’. Both were of an age to serve in the army; and both did, until final victory in the spring of 1945. In a symbolic act for what lay ahead, the flag flying above the Elizabethan Tower in the Sissinghurst garden was lowered. No sooner had the war started than Harold Nicolson was asked by Allen Lane, head of Penguin Books, to explain to the nation Why Britain is at War. He wrote the fifty-thousand-word Penguin Special in three weeks. Michael Sadleir, Harold’s regular publisher, called it ‘a masterpiece’. An instant success, it soon sold over a hundred thousand copies. Harold denied that the iniquities of the Versailles treaty had propelled Hitler to power, as so often presumed, claiming that by 1922 a majority of the German people had reconciled themselves to the treaty. By recklessly occupying the Ruhr in 1923, against British advice, French President Poincaré’s adventurism had galvanised German nationalist fervour, destroyed the German middle class and paved the way for the rise of Hitler. These arguments took little account of the first German economic miracle of the mid-twenties or the devastating effects of the world economic crisis of 1929. Nor was it prudent to reproach past leaders of Britain’s only ally in its war of survival against Nazi Germany, even if it was partly blameworthy.

Harold was on firmer ground when he moved away from contemporary German history to justifying Britain’s motives for going to war. He wrote of a small island nation dependent for its survival not only on protecting the sea lanes to its imperial possessions but also on preserving the balance of power on the European mainland. Germany, then and now, threatened to violate these immutable principles. Britain’s reaction by going to war was prompted by a sound biological instinct … the instinct of self-preservation. By vividly contrasting the savage nature of the Nazi dictatorship, its ‘ruthless nihilism’, with the British conception of ‘decency and fairness’. Harold introduced a moral dimension to the conflict:

We entered this war to defend ourselves. We shall continue to, to its bitter end, in order to save humanity. … Only by imposing a just peace, one that does not outrage their pride or drive them to desperation can we guarantee thirty years to establish a new world order so powerful that even Germany will not dare to defy it.

But what kind of ‘new world order?’ It turned on rectifying the defects of the League of Nations, of organising its own armed forces and the need for its members to sacrifice a degree of national sovereignty. Harold looked forward optimistically to a ‘United States of Europe’, but whether Britain would play an active part in it remained a moot point. On one point, however, Harold was crystal clear: a social revolution was pending. Whatever the outcome of the war, we can be certain that the rich will lose … Their privileges and fortunes will go. His premonition that the war would generate ‘class warfare’, that the prerogatives of his class would be severely eroded, if not entirely swept away, haunted him throughout the war. Nicolson’s critique of Chamberlain’s diplomacy, and in particular the ruinous influence of Sir Horace Wilson may have found praise from R. A. Butler as wholly valid. But Butler remained loyal to Chamberlain, even after the PM’s downfall, describing Churchill as the greatest political adventurer of modern political history. Harold may have felt flattered, temporarily, by Butler’s words, but he would gain a more lasting satisfaction from knowing that his record of Britain’s misguided diplomacy had struck a sympathetic chord in hundreds of thousands of readers.

Harold wanted to find a wartime job commensurate with his talents. The Foreign Office, impressed by the success of Why Britain is at War, was keen that he should strengthen its Political Intelligence Department. Halifax was enthusiastic to make the appointment, but it was opposed by Horace Wilson, whom Nicolson had identified as a ‘chief sinner’ in the failure of British diplomacy. Nor did Harold make a significant impact in Parliament, where he had been elected as a National Labour MP in 1935. Apart from occasional questions about the activity of German propagandists in Britain, he remained silent. The Eden Group made up of Conservative dissidents, but with Harold in constant attendance, still functioned, usually over dinner at the Carlton Club. The general feeling of the company as autumn progressed was that Chamberlain had to be removed and replaced by Churchill. It remained an ineffectual group, however, which would only act when exceptional circumstances left it no option. Like many of his associates, Nicolson was in despair at Chamberlain’s lacklustre leadership. When urged to attack ‘these people at the helm’, he wavered, unwilling to disrupt national unity at that stage. Even so, no-one could deny that the war was going badly. Poland had fallen in less than a month, partitioned along the old Curzon line between Germany and the Soviet Union. In the west, the Allies were reluctant to take offensive action and Nicolson grew increasingly gloomy about the prospects of Britain, with France, emerging victorious from the conflict. However, even Harold could not help but be encouraged by immediate British successes at sea. He prematurely recorded that we have won the war at sea.

Historical Interpretation: Why was British resistance to Hitler left so late?

The historian Arthur Marwick emphasised the assumption, made by Chamberlain and others, that, regardless of their hateful ideologies and propaganda, Hitler and Mussolini were basically rational men who would keep their word, provided their main grievances were met. This assumption was not finally shaken until the occupation of Prague in March 1939. Borrowing a phrase from A J P Taylor’s Origins of the Second World War, he suggests that the Western statesmen believed that once the cloud of phrases which enveloped Fascist policy had been pushed aside there would be a foundation of goodwill on which a modus vivendi might be built. Both the dictators and the Western statesmen moved in the fog of their own beliefs and systems so that there was little fundamental understanding of each side’s position and precious little real communication. Sooner or later, therefore, a collision was almost inevitable. Arnold Toynbee, who had himself met Hitler, summed up this psychological gulf between the dictators and the Western statesmen:

An English observer who paid frequent visits to Germany during the span of six and three-quarter years that intervened between Hitler’s advent to power in Germany…and the outbreak of war…had the uncanny impression, as he made the short physical journey…that within these narrow limits of space and time, he was travelling between two worlds which were momentarily both in existence side by side, but which could not go on thus co-existing because they were morally so far apart as to be incompatible in the long run.

At the same time, the democracies were themselves divided between Left and Right just at the time when national unity was most needed in Britain and France. Although after the Prague coup the Pacifist tide was in sudden retreat, it is impossible to overestimate its significance prior to that event. The revulsion felt towards war was so strong that not even the series of German and Italian successes from 1935 onwards was enough to bring about the fundamental division in European opinions which manifested itself after the occupation of Prague. These divisions, especially in France, help to explain why there was no real attempt to resist Nazi Germany until 1939, and further encouraged Hitler in his belief that the Western powers were too weak to resist him. Added to this, the ideological conflict in Spain had served to distract attention from Hitler’s designs in central and eastern Europe in the previous three years.

Partly as a result of the Spanish conflict, a strategic alliance with the Soviet Union was not seen as a realistic possibility until after Hitler’s Prague coup of 14-15 March. Prior to this turning point, Soviet communism was still viewed as the greater of the two ideological evils. Hence Neville Chamberlain’s persistent attempts from May 1937 onwards to woo first Mussolini and then Hitler. Direct bilateral negotiations with the dictators seemed to be the only way to break the diplomatic deadlock. To resurrect the traditional alliance system, including Russia, would, it was argued, play into Hitler’s hands by allowing him to claim that Germany was being encircled again. However, it was this fear that actually played into his hands, because it enabled him to isolate and deal separately with his potential opponents. Moreover, it was the rumours of war which followed Prague, of impending German action against Poland and Romania, now entirely believable, which helped to reinforce the sea-change in mood which hardened and grew firmer throughout the summer of 1939.

It is also arguable whether, after the Munich Agreement, the rump Czechoslovak state was at all viable, never mind defensible. Relations between Czechs and Slovaks, who had never had more than the similarity of their languages in common, had reached a low point. The harsh reality was that the experimental state of Czechoslovakia, brought into being at Versailles out of the ruins of the Hapsburg Empire, had to be written off. The only consolation for Chamberlain was that he had been able to demonstrate to important non-European opinion, that he had gone to the limits of reasonableness in pursuing the course that they had wanted, that Europe should work out its own salvation without calling on them to intervene, either diplomatically or militarily. After the Prague coup, the attitude of the British Dominions also began to change from the detachment shown six months earlier. This was crucial, as Britain could not go to war with the rearmed Reich without its Empire, especially at sea.

Despite the evidence of his critics, after the Prague debácle, Chamberlain became more defiant and determined in public, and his Cabinet was less nervous at the prospect of war than they had been at the time of the Munich Crisis. The military and intelligence reports were more encouraging and the Anglo-French relationship was better and more active than it had been.  At the end of 1936, Lord Vantissart had written, privately, that it was the job of the Foreign Office to hold the ring until 1939. They now felt confident enough to give a guarantee to the Polish government. This was a remarkable reversal of an attitude to central Europe held by all previous British governments. Perhaps it was given because, unlike Czechoslovakia, the Polish corridor meant that Poland was not land-locked and was therefore of direct interest to the British Empire, over which it now gained a measure of influence. However, there was little more, in reality, that Britain could do to preserve the independence or integrity of Poland in the event of a German attack. Moreover, the guarantee was not given in order to preclude German-Polish negotiation, but as a general warning to Hitler that Britain intended to make a stand. This warning was still vague enough for Hitler to believe that when it came to a crisis, Britain would back down, just as it had done over the Sudetenland.

If Britain and France had not pursued appeasement so vigorously for so long, there might have been some chance of an Anglo-French-Soviet alliance, though the price demanded by the Russians might have been too high.  Nevertheless, one further step Chamberlain had authorised after Prague was the opening of negotiations with Moscow.  All his instincts had previously recoiled from this step, both because of his dislike for the Soviet state and a belief that ‘encirclement’ would be counter-productive. The Anglo-Soviet discussions were slow and protected over the summer. There were sticking points, among them the status of the three independent Baltic republics and Polish concerns about Moscow’s intentions. A greater sense of urgency might have brought success, but the effort came to a dramatic halt on 23 August with the signing of the Nazi-Soviet Pact in Moscow.

Until that point, Stalin and Molotov were still prepared to consider a treaty of mutual assistance with Britain and France. But there were problems from the very start, since – in contrast to the attitude of Ribbentrop – the Western Allies were perceived as dawdling through the process of negotiations. The Soviet Ambassador to London had asked whether British Foreign Secretary, Lord Halifax, would go to Moscow that summer to discuss matters directly with Molotov, but the British despatched a minor official and an obscure admiral instead who left England on a merchant ship at the beginning of August which took four days to arrive in Leningrad. Once the British delegation arrived in Moscow, the Soviets soon found evidence to confirm their London ambassador’s report that the delegates will not be able to make any decisions on the spot. … This does not promise any particular speed in the conduct of the negotiations. In fact, before he left for Moscow, Admiral Drax had been specifically told by Chamberlain and Halifax that in case of any difficulties with the Soviets he should try to string the negotiations out until October when winter conditions would make a Nazi invasion of Poland difficult. The British hoped that the mere threat of an alliance with the Soviet Union might act as a deterrent to the Germans.

Laurence Rees (2003) has suggested that it is not hard to see what caused the British to take their lackadaisical approach to negotiations with the Soviets. In the first place, British foreign policy had been predicated for years on the basis that a friendly relationship with Germany was of more value than an accommodation with the Soviet Union. Not only did many British loathe Stalin’s régime on ideological grounds, but there was also little confidence, in August 1939, in the power and utility of the Soviet armed forces. Moreover, the question of Poland was an obstacle in itself to the British reaching any kind of comprehensive agreement with the Soviet Union, as it was to in 1944. The British knew that for any military treaty to have meaning, the Soviets would have to be given permission to cross the Polish border to fight the Germans if, as looked likely, the Nazis decided to invade. But the Poles themselves were against any such idea. In the face of this impasse, the British delegation adopted the understandable, but ultimately self-defeating tactic of simply ignoring the subject whenever the question of Poland and its territorial integrity came up in discussion. When the Soviet Marshal Voroshilov asked directly on 14 August if the Red Army would be allowed to enter Poland in order to engage the Nazis, the Allied delegation made no reply.

However, Rees has also argued out that we must not run away with the idea that Stalin and the Soviet leadership were somehow driven into the hands of the Nazis by British and French misjudgment. Ultimately, the Western Allies had very little to offer the Soviets at the bargaining table. Stalin had no motivation for the Red Army being ‘drawn into conflict’ to help out other, unsympathetic régimes out of their self-created difficulties. He was just as much opposed to Britain and France, dominated by big business and oppressing the working people, as he was to Nazi Germany. On the other hand, the Nazis could offer something the Western Allies never could – the prospect of additional territory and material gain. So the meeting between Ribbentrop and Schulenberg for the Germans, and Stalin and Molotov for the Soviets whilst not a meeting of minds, was certainly a meeting of common interests. 

Through the Nazi-Soviet Pact, Germany succeeded in bringing the Soviet Union into the European conflict, thereby giving Hitler the assurance of Soviet neutrality in an attack on Poland. The Pact lifted an enormous burden from Hitler. He was free to attack Poland if he wished and British support was likely to be of little assistance to the Poles. There was some suspicion that Britain and France might decide, after all, not to go to war. However, the British hesitation in declaring war resulted more, in the event, from Chamberlain’s desire to act in concert with France than by any doubt about honouring its obligations. Chamberlain was forced by his Cabinet to declare the war he had consistently tried to avoid since 1937. Even after its outbreak, there was no anticipation of protracted conflict and he still hoped that there might be a place for negotiations, even if they must take place in the context of war.

That is not to suggest that Chamberlain’s psychological understanding and tactical methods were without blame. He did not understand either the nature and dynamics of the Nazi régime or the beliefs and practices of National Socialism. However, even Churchill displayed considerable naivety in this respect, describing Hitler as an old-fashioned patriot, determined to restore his country following its defeat. Lloyd George’s analysis of Hitler’s mind and intentions was no better.  Another set of men in power, or in power earlier, may have made some difference to the policies which were followed, but this would probably not have been vastly notable. Moreover, it was possible for many British people simultaneously to suffer anguish at the prospect of another war and to feel intense remorse at what they believed to be their leaders’ callous indifference to the plight of Czechoslovakia. However, Chamberlain and his colleagues, in common with the majority of British public opinion, supposed that it was quite reasonable to believe in a world in which there was an underlying harmony between nations. It was surely unbelievable that governments would set out deliberately to use force. After 1939, world politics evolved in a way that few observers could have predicted with confidence, even projecting from the events of 1938-1939.

Keith Robbins has argued that the policy of appeasement in Europe needs to be seen in the context of the decline of the British Empire in the thirties. However, the anxiety about the state of the Empire might have been excessive, in turn accelerating its decline. Certainly, Churchill saw signs of defeatism in government policies and believed that a display of resolution and self-confidence would bring its own reward. It is also possible that a greater willingness to threaten intervention might have deterred Hitler, at least in the short-term. In the longer term, however, Robbins concludes that it seems entirely likely that Hitler would have gone to war in circumstances which might have been as favourable as those of 1939.

In his diaries, at the beginning of November, Edmund Ironside reflected ironically on the military machine of command which was the War Cabinet. Men like Kingsley Wood and Belisha, together with Chamberlain, Halifax and Hoare had no military conception of any sort, even lacking ‘general knowledge of how to fight a campaign. Whilst the Army was under French command, the Air Force was not, and the Cabinet loved directing its operations, rather than allowing the Chief of Staff to do so. Later the same month, he admitted to being ‘perturbed’ at the lack of a plan in Cabinet. The ‘wait and see’ attitude to events in Europe, the lack of any plan for the Middle East, and the long and tedious discussions upon all and sundry, all added to the sense of inertia which stemmed from the leadership of the weary old man who dominated the ‘mediocrities’ around him who were supposed to bear the responsibilities of war government with him. Only Churchill, as First Lord of the Admiralty, revealed any talent for the task, partly because he was managing the worse things that by then were happening at sea…

‘…we decided to send our Ambassador in Berlin instructions which he was to hand at 9 o’clock this morning to the German Foreign Secretary and which read as follows:

Recollections of the first days of the war:

Entering London from the Great North Road the day after war had been declared, was rather like entering a besieged city. Terrible air attacks had been expected and London was considered the most likely target.

The barrage balloons overhead emphasised the difference between London and the country; notice boards at Hendon and Mill Hill giving notice of air raids seemed to mark the entrance. The motor coaches filled with evacuated children and occasional cars filled with luggage, all going in the opposite direction, added to the impression of impending danger…

Air raid shelters, sandbags and barrage balloons were, of course, already familiar, but the War Rescue Police came as a surprise. They wore ordinary clothes, and a blue tin hat, armlet and service respirator was their only uniform. Everybody was busy doing little odd jobs, sticking brown paper tape on windows, collecting precious papers and valuables together with a first-aid kit, and some spare clothes in a suit-case, just in case… When they had finished work and made their simple preparations, they walked out in the brilliant sunshine that seemed to have accompanied the outbreak of war, and tried to realise that this was it. But however short a walk they took, the gas marks were inevitably with them, uncomfortable and a nuisance, but from Prime Minister to charwoman everybody carried one.

We expected air raids on the H G Wells’ scale after nerving ourselves to expect Apocalypse after dark, felt almost disappointed when day brought the usual round of milkmen, newspaper boys, and the ordinary routine…

I found myself circling a church at 4 a.m. in the dark, vainly trying to find the way in to relieve the warden on duty inside. When I got in, I found him in the crypt sitting on a coffin reading a thriller… 

C. René Cutforth, Later Than We Thought (1976)

A Journalist’s personal account of the final year of the thirties:

Oddly enough, this great tide of woes seemed to put a new spirit into the British people. The news was so bad that none of the old attitudes was relevant any more. Peace Pledge Unions and Popular Fronts were now beside the point, like a man on the scaffold deciding to mount a ‘No more Hanging’ movement. The illusions of the Thirties gradually melted away, and there had been many. In the new cold light, the ‘committed’ could be seen as the self-licensed liars and con-men so many of them had become, whether Left or Right, whether Hitler’s ‘new manliness’ had held them mesmerised or Stalin’s ‘workers’ paradise’.

The last to go were the illusions about the power of Britain in the world. We might survive, we now knew, and that was all. Conscription came in on 1 July. In August there was a trial blackout and, since the whole world had now gone mad, the Russians signed a non-aggression pact with Germany.  If you felt like being funny. it was a bit of a joke to listen to the Communists trying to find something nice to say about their new ally. 

The present seemed not to exist, we only had a past and a future. Works of art were being stored in the caves of Derbyshire and the mine shafts of Wales. From Canterbury, we evacuated the stained glass and from our great cities the children. We’d ‘bought it’ as the phrase then was, and at eleven o’ clock on 3 September, we heard Mr Chamberlain, speaking in a strained and disgusted voice, tell us that we were at war with Germany. We were surprised by how little we felt. A minute later, the air-raid siren sounded. It was the last of the Thirties’ false alarms.

D.  September 1, 1939, by W. H. Auden

A British poet reflects on a ‘low, dishonest decade’ from New York:

Wystan Auden was the leader of a group of poets named after him, but all they had in common was a Marxist frame of mind which characterised the ‘new voice of the period’ (Cutforth). They launched the revolutionary movement which was to create the intellectual climate of the time, and from the start, Auden’s was the voice of the decade. They wanted to bring on the death of the old gang, the death of us. He always sounded as if ten thousand revolutionaries were fighting to snatch his words from the press as they appeared. In fact, their audience was so small that it often seemed that they were writing to each other. Auden’s line, It is later than you think, might have been the motto of the whole group. George Orwell criticised their slavish worship of the Soviet Union, and regarded them as divorced from humanity: they had never met anybody from outside their own social class, he said, and this annoyed them greatly because he was right. Auden himself had left Britain with Christopher Isherwood for China in 1938 (pictured above, with Auden on the right), and was in New York in September 1939 when he wrote his famous and often misused poem on the outbreak of war. It begins in despair:

I sit in one of the dives

On Fifty-Second Street

Uncertain and afraid

As the clever hopes expire

Of a low dishonest decade:

Waves of anger and fear

Circulate over the bright

And darkened lands of the earth,

Obsessing our private lives;

The unmentionable odour of death

Offends the September Night.

The Conquest of Normandy & The Red Army’s Advance to Warsaw, June-July 1944.   1 comment

After D-Day – The Battle for Normandy:

The landings of 6th June were, of course, ‘just’ the beginning of the campaign to liberate Western Europe from the occupation of the Third Reich. Having got into the fields behind the beaches, the Americans, in particular, were dismayed to find themselves among the bocage, the thick, high and wide hedgerows that provided ideal cover for defence. From the German perspective, General Blumentritt wrote to a correspondent in 1965, saying that the German soldier had bled to death through wrong politics and dilettante leadership of Hitler. In particular, Normandy had been lost, he claimed, because Hitler ordered a rigid defence of the coasts. That was not possible over two thousand kilometres, especially when considering the Allied mastery of the air, the Allied masses of ‘matérial’, and the weakened German potential after five years of war. General Rundstedt wanted to give up the whole of France south of the Loire in order to  concentrate on fighting a fast-moving tank battle around Paris instead, but he was prevented from doing this by Hitler and Rommel who intended to carry out the defence with all forces on the beach and to use all tank-corps right in front, at the coast.

Timetables were vital to the Germans, and in reinforcing Normandy as quickly as possible they were severely hampered by the destruction of road and rail routes by the bombing campaigns and by heroic acts of resistance by the French Maquis, who attacked the Germans and destroyed bridges and railways in the path of the Panzers. This led to horrific reprisals, the best known of which were carried out by the fifteen-thousand-strong 2nd SS Das Reich Panzer Division, frustrated by losses and delays as it attempted to drive from Montauban in southern France to repel the invader in Normandy. The 450-mile journey lasted three weeks after they had set out on 8 June, as opposed to the few days it would have taken had they been left unharried. In retaliation for the killing of forty German soldiers in one incident, Das Reich exacted widespread reprisals in the town of Tulle in the Corréze. One woman recalled how…

I came home from shopping on 9 June 1944 to find my husband and son hanging from the balcony of our house. They were just two of a hundred men seized at random and killed in cold blood by the SS. The children and wives were forced to watch while they strung them up to the lamp-posts and balconies outside their own homes. What is there for me to say?

Yet worse was to come the following morning, 10 June, at the small village of Oradour-Sur-Glane, where Major Adolf Dickmann’s unit murdered 642 people, including 190 schoolchildren; the men were shot, the women and children were burnt alive in the church and the village was razed. The village can be visited today, left deserted and destroyed as a memorial and a stark reminder of man’s inhumanity to man. This was featured in a special episode of ITV’s ground-breaking documentary series, The World at War in the 1970s. Yet, as Max Hastings has pointed out…

It is important to remember that if Oradour was an exceptionally dreadful occurrence during the war in the West, it was a trifling sample of what the German Army had been doing on a national scale in the East, since 1941. 

It was, however, a stark reminder, if one were needed, of exactly what the Allied troops were fighting both for and against if one were needed. It also showed the lengths and depths the Nazis were prepared to go in resisting the Allied advance. Hardly surprising then that German resistance around Carentan on 13 June and Caen on 18 June prevented Montgomery from taking either town, although the US VII Corps under Major-General J. Lawton Collins took Cherbourg on 27 June after five days of heavy fighting and the destruction of the harbour by the Germans, which the Allies could not then use until 7 August. The Germans in Caen, which Montgomery called the ‘crucible’ of the battle, held out until 9 July, and the town was little more than rubble when it finally fell. Despite this fierce fighting continuing until more than a month after the initial landings, the London Evening News was not prevented from claiming its capture on the day after D-Day, perhaps an example of how ‘fake news’ was already part of war-time propaganda campaigns. Basil Liddell Hart was proved right in his description of Overlord as having gone according to the plan, but not according to the timetable.

The Coup Attempt Against Hitler:

Years after the war, Dönitz stated that it was the defeat of the German U-Boat which had enabled the success of the Anglo-American invasion of Normandy in July 1944. That was the point at which the German High Command knew they had no chance of winning the war. Some in that High Command, though not the ultra-loyal Dönitz, decided that they had to try to assassinate Hitler. Far from acting out of any kind of democratic conscience, the vast majority of the plotters were simply determined to remove, as they secretly saw him, an incompetent upstart corporal who had by then become the major obstacle to a negotiated peace which was the only objective alternative to accepting, sooner or later, a Soviet occupation of Germany.

So it was that on Thursday 20 July a two-pound bomb planted by the Swabian aristocratic war hero Colonel Count Claus von Stauffenberg ripped through one of the conference huts at ‘Wolf’s Lair’ in East Prussia (now Poland), only six feet from where Hitler was studying an air-reconnaissance report through his magnifying glass. Despite extensive minor injuries, he survived. Churchill described the July Plotters as the bravest of the best, but in reality, they were extreme German nationalists, if not Nazis, and very far from the idealist democrats depicted by Hollywood.

The hope of the Plotters that they could make peace with Britain and America was flawed since the war was now being fought by an Anglo-Russian-American coalition so that it was unthinkable that Britain could enter into negotiations with Germany and/or its axis allies behind her allies’ backs. As one of the senior officials in the German Department of the Foreign Office, Frank Roberts, put it in his autobiography:

If Stalin got the impression we were in contact with the German generals, whose main aim was to protect Germany against Russia, he might well have been tempted to see whether he could not again come to terms with Hitler.

Re-balancing the Record – The Russian Contribution:

Following the collapse of the ‘Eastern Bloc’, historians such as Laurence Rees have been able to re-balance our understanding of the final year of the Second World War. When he was taught the history of the War in the early 1970s, his teachers got around the moral and political complexities of the Soviet Union’s part in the war by the simple expedient of largely ignoring it. My teachers taught us nothing at all about the Second World War; nor even very much about the First World War. At the time, in the depths of the Cold War, that was how most people dealt with the awkward legacy of the West’s relationship with Stalin. The focus was on the heroism of the Western Allies – on Dunkirk, the Battle of Britain and D-Day. None of this, of course, is forgotten, and neither should it be. But it is not the whole story. Before the fall of Communism, the role of the Soviet Union in the Second World War was, to a large extent, denied a proper place in our culture because it was easier than facing up to a variety of unpalatable truths. The D-Day commemorations we have just been through, important as they were for both the veterans who took part and for the western leaders, reverted to a self-conscious western triumphalism, failing to involve contemporary Russian leaders and almost completely ignoring the ‘Russian’ contribution, however controversial it may remain. Neither has there (yet) been any reference to the role of Poland and other parts of Eastern Europe in resisting and ultimately defeating the Reich.

But because of the slow progress of the Italian Campaign, Churchill had wanted to revisit the whole schedule in October 1943. He had on several previous occasions announced that despite agreeing with the second front in principle, in practice there was always one more operation that needed to take precedence; the Americans had at last run out of patience with him. It was a matter that Roosevelt and the American military leadership, including Eisenhower, did not want to reopen.

At a meeting on 24 November in Cairo, Churchill had finally seized his opportunity to plead with Roosevelt and the American generals for more resources for the Mediterranean. But, predictably, the Americans would not countenance a delay to Overlord.

Towards the end of the meeting, Roosevelt had reminded Churchill of the relative troop numbers now committed to the overall conflict: very soon more Americans would be involved in the war than troops under British command. On 26 November, Roosevelt and Churchill left for Tehran. In the plane, Churchill had gloomily confided to his doctor, Charles Wilson, that the campaign in Italy had been put ‘in jeopardy’ by the US President’s desire to invade France on the schedule drawn up in Quebec. Wilson (later Lord Moran) had a revealing conversation just before the conference in which Roosevelt’s close advisor, Harry Hopkins, told him that…

The President is convinced that even if he cannot convert Stalin into a good democrat he will be able to come to a working arrangement with him. After all, he had spent his life managing men. And Stalin at bottom could not be so very different from other people. Anyway, he has come to Tehran determined… to come to terms with Stalin, and he is not going to allow anything to interfere with that purpose.

On the Eastern Front – Operation Bagration:

As the soldiers of the Western Allies battled to establish a foothold in Normandy, the Red Army prepared to launch a massive attack on German Army Group Centre in an attempt to recapture Minsk and push the Wehrmacht back out of the Soviet Union. This operation, which had been agreed at Tehran, dwarfed D-Day in scale. The Germans had thirty divisions in the West to face the Allied onslaught following D-Day but concentrated 165 divisions against the Red Army in the East. Over two million Red Army soldiers took part in their June offensive, codenamed Operation Bagration after the Georgian military hero who had fought against Napoleon. Veniamin Fyodorov, a (then) twenty-year-old soldier with the Soviet 77th Guards infantry regiment recalled his experiences in this assault on 22 June, as he watched the initial bombardment from his own side:

For Bagration we were preparing very carefully. Whatever resources the Soviet Union had were concentrated in this direction. Big numbers of artillery, tanks and ammunition. And big numbers of infantry. … When you look ahead, you see bits of earth flying up into the air and you see explosions. As if you light a match. Flashes, flashes. One flash, another flash. And bits of land are thrown up in the air. After the bombardment, planes came, flying low. We felt more cheerful because we had a lot of military equipment.

For the Germans, by contrast, the Operation marked the lowest point in their military fortunes on the Eastern Front to date – lower even than Stalingrad in terms of military losses. Seventeen divisions were completely destroyed, with another fifty enduring losses of fifty per cent. And it was Hitler who was largely to blame for this defeat since he no longer trusted his generals to take the initiative on the battlefield as he had done during the invasion of the Soviet Union in 1941. He now gave direct tactical orders to the commanders of the 9th Army who faced Operation Bagration, orders which were increasingly disconnected from the realities of the modern battlefield. On the eve of Bagration, General Jordan, commander of the 9th Army, wrote these words:

… The Army believes that even under the present conditions, it would be possible to stop the enemy offensive, but not under the present directives which require an absolutely rigid defence. … The Army considers the orders establishing “Feste Platze” (Fortified Places) particularly dangerous. The army looks ahead to the coming battle with bitterness, knowing that it is bound by order to tactical measures which it cannot in good conscience accept as correct and which in our earlier victorious campaigns were the cause of enemy defeats.

This sense that the Germans were contributing to their own defeat now pervaded even the most junior ranks. A twenty-two-year-old private with the 9th Army, Heinz Fielder, recalled the demoralising effects of these nonsensical orders received from the division or the army corps:

I remember once that one position had definitely to be taken back again, and the young second lieutenant had refused to attack again because more than half his men had already died and they were all just sacrificed. They attacked again and again until the very last one died and that of course makes you wonder. But those were the men of the General Staff. They had their little flags and they put them on the map and then they say, this absolutely has to be restored, no what the sacrifices are.

Fielder was one of the Germans ordered to defend the Feste Platz of Bobruisk in the wake of the Red Army attack. He recalled:

Everywhere dead bodies are lying. Dead bodies, wounded people, people screaming, medical orderlies, and then there were those who were completely covered, who were not taken out at all, who were buried there straight away by the bunkers and trenches that collapsed. You don’t have any feeling any more for warmth or coldness or light or darkness or thirst or hunger. You don’t need to go to the loo. I can’t explain it. It’s such a tension you’re under … Everything was simply shit. Everything was shit.

Only after the Feste Platz was completely encircled and had been subjected to continuous bombardment was Fielder’s unit, at last, told it could try to escape.

And then the last command arrived. Destroy vehicles, shoot horses, take as much hand ammunition and rations with you as you can carry. Every man for himself. Well, now go on and rescue yourself.

Fielder joined a group of other German soldiers who were trying to fight their way through the Red Army troops ahead of them and reach the retreating German line. He headed West – towards the setting sun, and saw sites which continued to haunt him sixty years later:

There was a private, a young boy, who sat at a very big birch tree … from his tummy his intestines were streaming  and he was crying, “Shoot me! Shoot me!” and everybody just ran past him. I had to stop – but I could not shoot him. And then a young lieutenant from the sappers came. He took off his headgear and gave him the ‘coup de gráce with a 7.65 into the temple. And that’s when I had to cry bitterly. I thought if his mother knew how her boy ended, and instead she gets a letter from the squadron saying, “Your son fell on the field for great Germany”.

In July 1944, the German Army on the Eastern Front lost nearly two hundred thousand men killed or wounded; in August it was nearly three hundred thousand.  In total, German losses as a result of Operation Bagration would be calculated at around 1.5 million. This was an unprecedented defeat for Hitler and his generals and was unparalleled by anything occurring in the same period on the Western Front. By comparison with the Western Allies, the Red Army had made rapid progress against the Wehrmacht, retaking Minsk, capital of Belarus, on 3 July. Fyodor Bubenchikov, a twenty-eight-year-old Red Army officer, remembered that…

… gradually the Germans were losing morale and losing their belief in victory; Germans no longer cried “Heil Hitler!” On the contrary, they were surrendering. They were crying: “Hitler kaputt!”

That summer, Bubenchikov said he felt as if he were “flying”, as did all the Red Army units engaged in the action, from the ordinary soldier to the commander. Operation Bagration, still not known as well in the West as it should be, marked the end of a transformation in the fortunes of the Red Army. The Soviets had managed to increase their manufacture of military equipment and were now out-performing the Germans. In both 1943 and 1944, they produced more tanks and self-propelled guns than their enemy. Added to the increased Soviet output, of course, were the benefits of aid from the Western Allies, the bulk of which came from the USA. Although this remained only a small percentage of the total equipment of the Red Army, it was important because of the superior technology it contributed. For example, the Studebaker US6 truck was used by the Red Army for launching of Katyusha rockets.

The Polish Dimension & Dilemma:

But elsewhere in Eastern Europe, as the Red Army moved forward at speed, some of the people whose lives had been changed for the worse by this reoccupation of ‘Soviet territory’ were just beginning their new and bitter existence under an army which, for them at least, was far from being one of liberation. In the wake of the attack on German Army Group Centre in Operation Bagration, the Red Army moved forward into eastern Poland and mounted the Lwów-Sandomierz assault. This powerful thrust involved over a million Soviet soldiers of the first Ukranian front under Michael Konev. In July 1944, the Red Army approached Lwów, a city they had first seized in September 1939 in agreement with the Nazis. Anna Levitska, then a teenager living in the city recalled:

In 1944, when the Red Army came for a second time, it was, of course, worse, because we already had an idea of what the consequences might be, because of all the arrests there had been in 1939 and 1940. … So of course it was terrifying.

Anna also recalled one old man coming up to her and her family in 1944 saying, this is the second time. It was better the first time. When they asked him why, he replied: Because the first time, they came and they went. But this time when they come, there is no way they will be leaving. Vyacheslav Yablonsky was part of the great Soviet assault on Lwów that summer. But he was in no sense an ordinary soldier: as a member of an élite NKVD squad, he had a very specific role. Together with two dozen other members of the secret police, and a squad of Red Army soldiers, he entered Lwów just before the Germans retreated from the city. Travelling in American Studebaker trucks they plotted a route via the back streets of the city to the Gestapo headquarters. The location was familiar to them since the German Secret police had simply replaced the NKVD in the building, which had been used previously by the Austro-Hungarian intelligence agency.

The task facing Yablonsky and his comrades was straightforward but considered vital. They had to capture the headquarters before the Germans left, and steal intelligence information that their superiors hoped would reveal just who had been collaborating with the Nazis. They arrived just as the Nazis were packing their files into trucks. The Soviet force scaled the wall surrounding the Gestapo HQ, shot the German guards and prevented the trucks from leaving. Hurrying into the building, they made straight for the cellars, where they knew the intelligence files were stored. While the remaining Germans, panic-stricken, sought to escape, the NKVD swiftly made the building secure and started examining the files they had found. They then immediately sought out anyone whom the German documents had named as an informer. Yablonsky also relied on pro-Soviet informers to tell him who had been collaborating with the Germans or was simply ‘anti-Soviet’. Once arrested for making comments against the Soviet occupation, like that of the old man above, the ‘normal’ sentence was fifteen years hard labour. Looking back over sixty years later, he commented:

Now I think it was cruel, but at that time, when I was young, … twenty-three years old, I didn’t. … Now I understand that it’s cruel because I’m older. I don’t think it was a very democratic time. Now you can say anything, but at that time you couldn’t. At that time most things were censored and nobody could say anything bad about the Soviet Union and I’m proud I was part of it and brave enough to go through the war and not let my country down.

Soldiers like Yablonsky believed they were reclaiming Lwów as a part of Soviet territory, which should never be surrendered again. It was members of the underground Polish Home Army who were some of the first to comprehend this dispiriting truth. These were the volunteer soldiers who had remained hidden under the Nazi occupation, waiting for the moment to strike back, and they played an important part in the battle for Lwów. Around three thousand soldiers led by Colonel Wladyslaw Filipowski had supported the Red Army during the fierce fighting that had lasted from 23 to 27 July. But once the battle was won the Soviets arrested the officers and forced the ordinary soldiers to join units of the Red Army. In parallel with the elimination of the underground Polish Home Army, the Soviet authorities immediately sought to re-establish the institutions of control that they had created during their first occupation. Anna Levitska remembered how…

They organised schools according to their own system. It was obligatory that every student belonged to the Young Communists. And, of course, there were no religious classes. Just those lectures on atheism. And studying the history of the Communist Party was obligatory. The fundamentals of Marxism-Leninism – those were the main subjects. We felt betrayed because we had hoped that the West would react differently. … We were even hoping that England and France (would help us), but that didn’t happen.

On 26 July 1944, while the battle for Lwów still raged, at Perugia in Italy Lieutenant General Anders (above) was presented to King George VI. Wladyslaw Anders was the commander of the Polish II Corps in the British Army. He had successfully negotiated the release of thousands of his fellow Polish soldiers from the Soviet Union. The British monarch had flown to Italy under the pseudonym, ‘General Collingwood’ in order to congratulate Allied forces on their progress there. During dinner, he listened to the regimental band of the II Polish Army Corps and remarked that he found one song particularly attractive. He was told that the song was called, And if I ever have to be born again, then let it happen only in Lwów. But two days later, on 28 July, the Soviets transferred to Chem in Poland a collection of little-known Polish politicians from exile in the Soviet Union. They were to form a puppet government in western Poland, a territory that he had never claimed as belonging to the Soviet Union. This group of collaborators, officially called the Polish Committee of National Liberation, later known as the Lublin Poles after the city they moved to in early August 1945, had declared in a ‘manifesto’ issued in Moscow on 2 July that they were in favour of leftist policies such as nationalisation, as well as a ‘fair’ border with the Soviet Union, which actually meant the ‘Curzon Line’. As far as they, and their Soviet masters were concerned, they were now the ‘de facto’ government of ‘liberated’ Poland. Nikolai Bulganin, a leading member of the Soviet State Committee of Defence, was sent from Moscow to be Stalin’s representative to the puppet Polish government, which effectively reported to him.

Of course, the imposition on Poland of a régime controlled by Stalin was not something that either the Western Allies or the official Polish government in exile could accept. The situation was further complicated by the presence of four hundred thousand members of the Polish underground, the Armia Krajowa (Home Army) who, though disarmed by the Red Army, owed their allegiance to the government in exile in London. Also that July, the Home Army units that had helped the Soviets to capture Vilnius were disbanded, the officers arrested and the men sent off to join collaborating Polish units within the Red Army. It was against this background that the focus of all the various competing parties turned to the fate of the capital, Warsaw, which rose up against the German occupiers in the summer and early autumn of 1944, exposing to the world the tensions and conflicts within the Allied ‘camp’ which Churchill, Roosevelt and their respective propaganda machines tried so hard to hide.

As Andrew Roberts has written, the war had to be won by the Allies, of course, but it also needed to be lost, as it was, comprehensively and personally, by Hitler himself, both in the West and the East. It is doubtful, however, if the death of Hitler in the summer of 1944, would have shortened the war. Before June 1944, Germany had wreaked far more damage on the Allies than they had inflicted on Germany. If Himmler had taken over and not made the many strategic blunders perpetrated by Hitler in the final months, Germany might even have fought on for longer. A negotiated peace would have let the German people off the hook, although it would have saved millions of lives in Europe, including those who fell victim to the Nazis ‘Final Solution’ conducted by Hitler and Eichmann right up to the very final months of the war, drawing vital troops and resources away from the front lines. Besides, to have concluded an armistice on the demonstrable fallacy that the war was begun and carried on by one man’s will, rather than through the wholehearted support and enthusiasm of the German people, would hardly have produced the most durable and profound period of peace Europe has ever known.

The Race Against the Rockets & Operation Cobra:

On 24 July 1944, Churchill had warned his War Cabinet that Rockets may start any minute, referring to the Germans’ wonder-weapon, the supersonic V-2 missile. Its sister-weapon, the V-1 flying bomb, had been terrorising southern England for six weeks, even though fifty-eight of the ninety-two V-1 launching sites had been damaged. After receiving an encouraging report on the Normandy campaign, Churchill also reported on his trip to Cherbourg, Arromanches and Caen during the previous three days, saying that he…

Saw great many troops – never seen such a happy army – magnificent looking army – only want good weather. Had long talks with M (Montgomery) … frightful bombing of Caen … remarkable clearing of mines in Cherbourg harbour. 

Admiral Cunningham wrote in his diary that Churchill was full of his visit to France and was more inclined to talk than to listen. But, in contrast with Hitler, the British PM was capable of listening to, and even asking for, news and advice which was unpalatable. After the Bomb Plot, Hitler became highly suspicious of the veracity of what his generals told him, suspecting that many more had actually been involved than those discovered, and than in fact had been. By 24 July, the Allies had lost 112,000 men killed, wounded or captured in France, to the Germans’ losses of 114,000, including forty-one thousand taken prisoner. The more competent and aggressive General Günther von Kluge, who had recovered from injuries sustained in Russia, took over from Rundstedt and Rommel on 17 July.

‘Overlord’ having ended, the next phase of the invasion was known as Operation Cobra and was intended to break out from the linked beach-heads and strike south and east into central France. The ‘hinge’ was to be the British Second and Canadian First Armies in the area east of Caen, which kept the main weight of the German Army occupied while bold thrusts were made cross-country by Omar Bradley’s US First Army and General Patton’s US Third Army. The Allied offensive began with the carpet bombing of Saint-Ló and areas to the west of it in which 4,200 tons of high explosive were dropped by Spaatz’s heavy bombers. Despite Hitler giving Kluge some of the Fifteenth Army’s divisions on 27 July, the Americans poured forward through gaps in the German defences created by the bombing, and by the end of the month, Collins’ VII Corps had taken Avranches. This allowed US forces to attack westwards into Brittany and eastwards towards Le Mans, proving the value of Patton’s eve-of-battle observation to his Third Army that flanks are something for the enemy to worry about, not us.

The Warsaw Conundrum:

Of all the myths that would grow up around the Warsaw Uprising, the most prevalent was that the Poles had been lured into insurrection by direct blandishments and promises of assistance from the Soviets. But although it’s certainly true that radio broadcasts were made at the end of July under Soviet auspices that encouraged the people of Warsaw to believe that liberation was near, it is not true that this was a direct attempt by the Soviet military to agree on a joint attack on the Polish capital with the Home Army. The appeals were much less specific. On 29 July, for instance, Radio Moscow announced that, for Warsaw…

… the hour of action has already arrived… those who have never bowed their heads to the Hitlerite power will again, as in 1939, join the struggle against the Germans, this time for a decisive action.

In addition, a broadcast from a Soviet-authorised radio station the following day announced that Soviet forces were approaching and were coming ‘to bring you freedom’. But this fell far short of a direct instruction to the Home Army to rise up in Warsaw in a coordinated way in order to link up with the advancing Red Army. So far, it was all just encouraging rhetoric. The Home Army in Warsaw, together with the Polish government in exile in London, faced a difficult political dilemma. They knew that if they did nothing, and the Red Army liberated Warsaw before they could rise up, then the Soviets would be in a far stronger position to dictate the terms of a post-war settlement. On the other hand, if the Home Army rose up long before the Soviets arrived, then they would be annihilated by the Germans. The timing of any rising was therefore crucial. Obviously, it was critically important to try to coordinate any rising with the imminent arrival of the Red Army. But the distrust between the two sides was so great that this was the one thing that the Polish government in exile did not feel able to do. On 26 July, the leader of the Poles in London, Prime Minister Stanislaw Mikolajczyk, authorised the Home Army in Warsaw to pronounce the Rising at a time to be determined by you. But this was an instruction which went directly against the advice of the Polish commander-in-chief in London who had argued that:

Insurrection without a fair understanding with the USSR and honest and real cooperation with the Red Army would be politically unjustified and militarily nothing more than an act of despair.

Mikolajczyk knew better than most that the Warsaw Uprising could not succeed without the practical assistance of the Allies, but he decided that it was best to approve the insurrection first and then, effectively as a ‘fait accompli’, to push for cooperation. He ought to have known beforehand that this was a strategy which was doomed to failure with Stalin. Mikolajczyk was only forty-three, though he had been active in the Polish Peasants’ Party since the 1920s. He travelled to Moscow to meet Stalin after authorising the uprising on 30 July before it had been launched. Nonetheless, the commander of the Home Army in Warsaw had already ordered ‘W’ hour, the launch of the uprising, to take place (without notifying the Soviets beforehand) at 5 p.m. on 1 August. He was aware that not only were the Red Army closing on Warsaw but that on 27 July the Germans had called for a hundred thousand Polish civilians to surrender themselves to help build the capital’s defences. The Home Army was, quite naturally, suspicious of this German order and urged people not to come forward. It thus made sense to the leaders of the Polish resistance to start the uprising at this moment. It was a huge gamble, of course. In Moscow, Mikolajczyk urgently needed to obtain an agreement from Stalin that the Red Army would help the insurgents in Warsaw. Unfortunately, both for him personally and the Home Army generally, Stalin did not see it that way. Besides the fact that he did not recognise the government-in-exile, his commanders were trying to break the power of the Home Army in the sections of Poland that the Red Army had ‘liberated’ so far.

Although the Marshal realised that it would be seen as offensive by his Allies for him to refuse to meet the London Poles, he also knew that he was under no obligation to be accommodating when he did meet them. They were treated with great rudeness from the moment of their arrival, snubbed at the airport, and then told that Stalin was ‘too busy’ to see them. Meanwhile, Churchill was giving a relatively upbeat assessment of the situation in the House of Commons. He talked of having done ‘our best’ to get Stalin to receive the Polish PM, pointing out that the Russian Armies… bring the liberation of Poland in their hands while we have several gallant Polish divisions fighting the Germans in our Armies. Now, he said, Let them come together. But a necessary precondition of this togetherness, he went on to say, was the old proviso that there should be a Poland friendly to Russia. Given the gulf between the Polish government in exile, who regarded the Lublin Poles as Stalin’s stooges, and Stalin himself, who had asserted that the London Poles were Nazi collaborators, Churchill’s Commons statement was wishful thinking to say the very least. When Molotov met the London Poles on 31 July he simply asked, Why have you come? He suggested that they should meet with the Lublin Poles instead. They didn’t manage to get an audience with the Soviet leader until the evening of 3 August, by which time, of course, the rising was already in progress and lightly armed Poles were dying on the streets of Warsaw, desperately in need of help.

The Trouble with Ken, Jeremy, Diane etc…

The British Labour Party is preparing to rewrite its definition of anti-Semitism to enable its members to continue to call into question the right of the state of Israel to exist, although the party policy is to support a two-state solution to the ‘problem of Palestine’. In recent weeks, the Party has been digging itself further into the hole that it began when it failed to expel the former Mayor of London, Ken Livingstone, for claiming that “Hitler supported Zionism” in the 1930s. Only last week (18th May), we learned that the leader of the Party, Jeremy Corbyn, has nominated as a new appointee to the House of Lords.  Martha Osamor, who’s a Nigerian-born civil rights campaigner, has in the past shown public support of Labour members who were suspended over anti-Semitism, including signing a letter protesting against Ken Livingstone’s suspension. The letter claimed that all those suspended were victims of a conspiratorial campaign against Jeremy Corbyn.

After demonstrations by mainstream Jewish organisations outside Parliament involving many MPs from his own Party and a deeply embarrassing debate in Parliament further exposing the anti-Semitic abuse those same MPs have been subjected to, Jeremy Corbyn finally met two Jewish charities, supposedly to resolve their differences. However, not only did they refuse to accept the proposals put forward by the charities for monitoring and eradicating anti-Semitism from the Party, but Corbyn and his colleagues used the meeting to announce that they were reneging on the Party’s adoption of the International Definition of Antisemitism. 

The definition, which has been widely accepted since its adoption at the Bucharest Plenary of the International Holocaust Remembrance Alliance (IHRA) on 26 May 2016, is supported in the document by examples which, its authors have confirmed, are not merely optional guidance but are an inseparable part of the definition itself. This is common sense. As every high school student of Humanities is taught, any useful statement must be supported by explanations and examples. Otherwise, it can easily be rejected as mere assertion, of limited value. Its authors add that to suggest that the definition can be somehow detached from the rest of the document is “absolutely false or misleading.” Therefore, the Labour Party cannot claim to have adopted the definition whilst also seeking to discard an integral section of it. So why is it seeking to do this? The Campaign Against Antisemitism has analysed Jeremy Corbyn’s letter to the Jewish charities of 24 April 2018, published in the London Evening Standard. His letter seeks to omit the following examples from the definition document in its ‘adoption’ by his party:

  • “Accusing Jewish citizens of being more loyal to Israel, or to the alleged priorities of Jews worldwide, than to the interests of their own nations.”;

  • “Denying the Jewish people their right to self-determination (e.g. by claiming that the existence of a State of Israel is a racist endeavour)”;

  • “Applying double standards by requiring of Israel a behaviour not expected or demanded of any other democratic nation.”

It appears that Jeremy Corbyn does not want to stop members of the Labour Party from questioning whether Israel should continue to exist, to deny the right of Jewish people in Israel/Palestine the right to self-determination, or from describing it, for example, as an “apartheid state”.  The Shadow Home Secretary, Diane Abbot MP has also implied that the definition does not allow criticism of Israel, despite the fact that it explicitly states that “criticism of Israel similar to that levelled against any other country cannot be regarded as anti-Semitic.” We might respond to this by stating “the bloomin’ obvious”, i.e. that the status and history of this country, and indeed of Palestine before it, are not like those of any other country, but that Israel is often expected to demonstrate a higher standard of conduct than any other country in dealing with both internal and external terrorist threats. When this ‘standard’ is inherent in the criticisms of security measures, it often crosses a line into anti-Zionism and anti-Semitism. Therefore, all three examples given by the IHRA are clearly anti-Semitic and have a long history of being used to promote hatred of Jews.

‘Yid’ and ‘Zio’: Sins of Omission?

Andrew Gwynne MP has criticised the IHRA document for ‘omitting’ the use of specific abusive terms like ‘Yid’ and ‘Zio’ as examples which the Labour Party would itself include. However, as the CAA has pointed out, such abuse is well understood by the Jewish communities in the UK and are also covered by the example within the document which refers to…

…making mendacious, dehumanising, demonising or stereotypical allegations about Jews as such or the power of Jews as a collective – such as, especially but not exclusively, the myth about a world Jewish conspiracy or of Jews controlling the media, economy, government or other social institutions… 

The CAA is right to point out how appalling it is that Andrew Gwynne and Jeremy Corbyn seem to be claiming that they know better than the Jewish communities, both at home and abroad, what constitutes anti-Semitism. Not only this, but they also seem to think that they know better than the IHRA’s thirty-one signatory nations. It also represents the height of arrogance in diplomatic terms, for the Labour Party to seek to rewrite an internationally agreed definition in its own interest and for the convenience of a hard-core of extremists within it.

Partition of Palestine: Divine Destiny or Great Disaster?

Since this month sees the seventieth anniversary of the declaration of the state of Israel, seen as a ‘great disaster’ by many Palestinian Arabs, it might be instructive to re-examine some of the international initiatives and agreements which led to its establishment, and the diplomatic reactions which followed in the aftermath of the Arab-Israeli War. In November 1945, an Anglo-American Inquiry Committee was appointed to examine the status of the Jews in the former Axis-occupied countries and to find out how many were impelled by their conditions to migrate. Britain, weakened by the war, found itself under growing pressure from Jews and Arabs alike and the Labour Government decided, therefore, to invite the United States to participate in finding a solution. The Report of the Committee was published on 1st May 1946. The report itself declared the following principles:

… that Palestine is a Holy Land, sacred to Christian, to Jew and to Moslem alike; and because it is a Holy Land, Palestine is not, and can never become, a land which any race or religion can justly claim as its very own. …

… the fact that it is the Holy Land sets Palestine completely apart from other lands and dedicates it to the precepts and practices of the brotherhood of man, not those of narrow nationalism.

… The Jews have a historic connection with the country. The Jewish National Home, though embodying a minority of the population, is today a reality established under international guarantee. …

Yet Palestine is not, and never can be a purely Jewish land. It lies at the crossroads of the Arab world. Its Arab population, descended from long-time inhabitants of the area, rightly look upon Palestine as their homeland.

It is, therefore, neither just nor practicable that Palestine should become either an Arab state, in which an Arab majority would control the destiny of a Jewish minority, or a Jewish state, in which a Jewish majority would control that of an Arab minority. In neither case would minority guarantees afford adequate protection for the subordinated group.

A Palestinian put the matter thus: “In the hearts of us Jews there has always been a fear that some day this country would be turned into an Arab state and the Arabs would rule over us. This fear has at times reached the proportions of terror … Now this same feeling of fear has started up in the hearts of Arabs … fear lest the Jews acquire the ascendancy and rule over them.”

Palestine, then, must be established as a country in which the legitimate national aspirations of both Jews and Arabs can be reconciled without either side fearing the ascendancy of the other. In our view this cannot be done under any form of constitution in which a mere numerical majority is decisive, since it is precisely the struggle for a numerical majority which bedevils Arab-Jewish relations. To ensure genuine self-government for both the Arab and Jewish communities, this struggle must be made purposeless by the constitution itself. 

The report recommended the ‘immediate’ admission of 100,000 immigrants from Europe, the victims of Nazi persecution, but refused to set a ‘yardstick’ for annual immigration beyond that. That, it said, should be the role of a trusteeship commission established by the United Nations. Until then, Britain, as the mandatory power, should continue to administer Jewish immigration under the terms of the mandate, ensuring that the rights and position of other sections of the population are not prejudiced. But it concluded, even-handedly:

The national home is there. Its roots are deep in the soil of Palestine. It cannot be argued out of existence…

Palestine is a land sacred to three faiths and must not become the land of any one of them to the exclusion of the others, and Jewish immigration for the development of the national home must not become a policy of discrimination against other immigrants.

Further, while we recognise that any Jew who enters Palestine in accordance with its laws is there of right, we expressly disapprove of the position taken in some Jewish quarters … that every Jew everywhere merely because he is a Jew … therefore can enter Palestine as of right … We declare and affirm that any immigrant Jew who enters Palestine contrary to its laws is an illegal immigrant.

President Truman welcomed its recommendation that the immigration and land laws of the 1939 White Paper should be rescinded. Clement Attlee, the British Prime Minister, however, prompted by Ernest Bevin as Foreign Secretary, declared that the report would have to be considered as a whole in all its implications. Ernest Bevin was regarded by many Jews in Britain, the United States and Israel as an arch-enemy of the Jewish people. Due to this, most unfairly, Bevin is still traduced as an anti-Semite. in fact, he had been numbered as a friend of Zionists during the Second World War, but afterwards was faced with the impossible contradictions in Britain’s position in the Middle East, where it was both in charge of Palestine and had wider links with the surrounding Arab countries. British officers ran the Jordanian Arab Legion, one of the instruments of Arab anger against Jewish immigration; yet British officers were in charge of Palestine as well, and had to keep the peace between the Arabs and the Jews who were fighting for a Jewish homeland. There is no doubt that the desperate migrations of Jewish refugees were handled very badly by Britain, determined to limit their settlement to a level that might be acceptable to Palestinian Arabs.

The worst example was the turning-round of a refugee-crammed ship, Exodus, as she tried to land 4,500 people in 1947, and the eventual return of most of them to a camp in Hamburg, an act which caused Britain to be reviled around the world. This was followed by the kidnap and murder of two British soldiers by the Irgun terrorist group, which then booby-trapped their bodies. But Bevin was pressed very hard by the United States, which wanted far larger immigration, and his instinct for a federal two-state solution rather than partition was seen sensible by many contemporary statesmen as well as subsequently. The British forces in Palestine were ill-equipped for the guerilla and terrorist campaign launched against them by Zionist groups. Bevin’s position was entirely impossible; it’s worth remembering that he was equally reviled by Arab opinion.

Nevertheless, to many Jews, it was his reaction to the report of the Anglo-American Commission and subsequent initiatives at the United Nations, and his delay in recognising the state of Israel until February 1949, together with bitter remarks he made in the House of Commons debates on Palestine, which lent support to their wholly negative view of his diplomacy. In his defence, Bevin was simply being cautious about relinquishing control in Palestine, as he was in the case of India, although these were clearly two very different cases in the process of decolonisation. He was no great imperialist, like Churchill, but he believed that Britain should take a lead in the post-war world, as the USA could not be trusted not to retreat into isolation, as it had done in the 1930s, leaving Britain to stand alone against fascism in 1940-41. The ‘socialist’ masters of post-war Britain were, in general, far keener on the Empire than one might expect. To a large extent, this was because without support from the USA, and with continental Europe shattered by six years of war, austerity Britain was dependent on its other overseas trading links with its dominions and colonies. In 1946, Bevin stated clearly that he was not prepared to sacrifice the British Empire because he knew that if it fell, it would mean the standard of life of the British people would fall further, and even more rapidly.

Bevin, like many ordinary Britons in the immediate post-war years,  hated the Germans, but he was also wary of the Soviet Russians, partly because he had fought many long, hard battles with Communists in the trade unions before the war.  He also argued, perhaps correctly in retrospect, that too hasty a colonial retreat would make a mockery of the long-professed policy aim of trusteeship. While Attlee himself was sceptical about the need for a large British force in the Middle East, his government thought it right to maintain a massive force sprawling across it, in order to protect both the sea-route to Asia and the oilfields which British companies worked and the country depended on. Restlessly active in Baghdad and Tehran, Britain controlled Gibraltar, Malta, Cyprus and, at the top of the Red Sea, the world’s second-busiest port after New York, Aden. In this context, Palestine, as a former Ottoman territory ‘mandated’ to Britain by the League of Nations, trusteeship needed to be handled carefully in conjunction with the United NationsIn this respect, Lord Strang, the Permanent Under-Secretary at the Foreign Office during Bevin’s term, suggested in his memoirs in 1962, that his opposition to the creation of the State of Israel was due to his preoccupation with long-term political and strategic considerations, and perhaps to his strong anti-Soviet views, rather than to any innate anti-Semitism. Strang wrote:

He was disturbed by fear of active Soviet intervention in Middle East affairs, and foresaw that the persisting Arab-Jewish antagonism would be exploited by Moscow to the detriment of vital Western interests.

Arab reaction was indeed hostile to the Anglo-American Commission; the Arab League announced that Arab countries would not stand by with their arms folded. The Ihud Association group led by Dr J L Magnes and Professor M Buber favoured a bi-national solution, equal political rights for Arabs and Jews, and a Federative Union of Palestine and the neighbouring countries. But Ihud found little support among the Jewish Community. It had, in the beginning, a few Arab sympathisers, but some of them were assassinated by supporters of the Grand Mufti of Jerusalem, Haj Amin al Husaini, the de-facto leader of Palestinian Arabs, who had lived in Germany during the Second World War. He had previously met with Hitler in 1941 to hatch a secret plan for the destruction of the Jewish element residing in the Arab sphere under the protection of British power. 

The evidence submitted by the Arab Office in Jerusalem to the Inquiry in March 1946 was uncompromising in stating that the whole Arab people are unalterably opposed to the attempt to impose Jewish immigration and settlement upon it, and ultimately to establish a Jewish state in Palestine. The statement went on to oppose Zionism in all its objectives, not only on behalf of the Arab Moslem majority but also claiming to speak for the Arab Christian minority, the other Arab countries and the recently formed Arab League, which had taken the defence of Palestine as one of its main objectives. Any solution of the problems presented by Zionist aspirations would have to satisfy certain preconditions, beginning with the recognition of the right of the indigenous inhabitants of Palestine to continue in occupation of the country and to preserve its traditional character. Pending the establishment of a representative Government, all further Jewish immigration should be stopped. and strict measures enforced to taken to check illegal immigration. All further transfer of land from Arabs to Jews should be prohibited prior to the creation of self-governing institutions.

It further stated that, while irrevocably opposed to political Zionism, the Arabs were in no way hostile to the Jews as such nor to their Jewish fellow-citizens of Palestine. Those Jews who had already and who had obtained, or were in the due legal process of obtaining Palestinian citizenship would enjoy full civil and political rights and a fair share in government and administration. The Arab state, so called because Palestine was an integral part of the Arab world … would recognise the world’s interest in the maintenance of a satisfactory régime for the Moslem, Christian and Jewish Holy Places. At the same time, they rejected the concept of the ‘internationalisation’ of Jerusalem, or the need of the international community to protect and guarantee the rights of religious minorities. The Government of Palestine would also follow a progressive policy in economic and social matters, with the aim of raising the standard of living and increasing the welfare of all sections of the population and using the country’s natural resources in the way most beneficial to all. The idea of partition and the establishment of a Jewish state in a part of Palestine was considered inadmissible both in principle and in practice. It would be impossible, they claimed, to devise frontiers which did not leave a large Arab minority within the Jewish state. Moreover, they predicted, partition would not satisfy the Zionists, who would inevitably be thrown into enmity with the surrounding Arab states … and would disturb the stability of the whole Middle East. Finally, the statement also contained a rejection of the proposal for the establishment of a bi-national state, incorporated into a Syrian or Arab Federation.

This Ihud solution, violently opposed by the Jerusalem-based Palestinian leadership, was put forward in the 1947 publication of Buber and Magnes, Arab-Jewish Unity (see above), which put forward a plan based on the principle of self-government for both Arabs and Jews within an overall state of the ‘Holy Land’ recognised by and represented at the United Nations Organisation. The authors pointed to the breakdown of the Versailles Settlement as proof that the only way to protect minorities in a bi-national or multi-national country was for the minority or minorities to have equality with the majority. The example of Transylvania was given as an example of the failure of such an age-old problem to be solved on the basis of either Hungarian or Romanian domination. The Soviet Union and the newly restored Yugoslavia were also given, neutrally, as examples of multi-national states. More positively, the hundred-year example of Switzerland was referred to as the most successful example of a multi-national state affording protection for national languages, cultures and institutions.

British Foreign Secretary Ernest Bevin announced on 14th February 1947 that His Majesty’s Government had decided to refer the Palestine problem to the United Nations. The tension inside Palestine had risen, illegal Jewish immigration continued and there was growing restiveness in the Arab countries: Palestine, Bevin said, could not be so divided as to create two viable states, since the Arabs would never agree to it, the mandate could not be administered in its present form, and Britain was going to ask the United Nations how it could be amended. The United Nations set up a UN Special Committee on Palestine (UNSCOP) composed of representatives of eleven member states. Its report and recommendations were published on 31st August 1947. The Committee unanimously adopted eleven resolutions, beginning with an agreement that the British Mandate should be terminated and Palestine granted independence at the earliest practicable date. In summary, the other resolutions were:

  • There should be a short, transitional period before this during which the authority for administering the country would be the United Nations;

  • The sacred character of the Holy Places should be preserved, and the rights of religious communities protected, by writing them into the constitution(s) of the successor state(s);

  • The General Assembly should see that the problem of distressed European Jews should be dealt with as a matter of urgency so as to alleviate their plight;

  • The constitution(s) of the new state(s) should be fundamentally democratic and contain guarantees of respect for human rights and fundamental freedoms, protecting minorities;

  • Disputes to be settled by peaceful means and the threat of force must not be used in international relations; this provision to be incorporated into the constitution(s);

  • The states formerly territories of the Ottoman Empire to give up all rights, immunities and privileges previously/ currently enjoyed in Palestine;

  • The GA should appeal to the peoples of Palestine to cooperate with the UN in efforts to settle the situation there and exert every effort to put an end to acts of violence.

In addition to these eleven recommendations, the majority of Committee members also approved a further recommendation that any solution for Palestine cannot be considered as a solution of the Jewish problem in general. Following on from the resolutions, the majority proposal of the Committee was for the Plan of Partition with Economic Union, with Palestine to be constituted as two states, one Arab and one Jewish, and the City of Jerusalem. The Arab and the Jewish States would become independent after a transition period of two years beginning on 1st September 1947. Before their independence could be recognised, however, they would have to adopt a constitution in line with the pertinent recommendations of the Committee and make a declaration to the United Nations containing certain guarantees and sign a treaty by which a system of economic collaboration would be established and the Economic Union of Palestine created. The City of Jerusalem would be placed, after the transitional period, under the International Trusteeship System under an agreement which would designate the United Nations as the Administering Authority. The plan contained recommended boundaries for the City, as well as for both the Arab and Jewish States. Seven of the ten member countries supported this plan, the three others, including India and Yugoslavia, supporting the minority proposal, the Plan of a Federal State in line with the Ihud solution (outlined above). This plan had an international solution for the supervision and protection of the Holy Places, but Jerusalem was to be the ‘shared’ capital of the federal state.

The Jewish Agency accepted the majority Partition Plan as the “indispensable minimum,” but the Arab governments and the Arab Higher Executive rejected it. In its subsequent Resolution on the Future Government of Palestine (Partition Resolution), endorsed on 29th November 1947, the UN General Assembly took note of the declaration of the United Kingdom, the ‘mandatory power’ since 1919, to complete its ‘evacuation’ of Palestine by 1 August 1948. The Resolution then set out a ‘Plan of Partition’ involving the setting up of both a Jewish state and an Arab state, each with a Provisional Council of Government. These were to hold elections, not later than two months after the British withdrawal. Jerusalem was to be a shared capital, with Arab residents able to become citizens of the Palestinian state and Jewish residents of the Jewish state. During the transitional period, no Jew was to be permitted to establish residence in the territory of the Arab state and vice versa. Each state was required to draw up a democratic constitution containing provisions laid down in the Declaration provided for in the third part of the resolution, but drawn up by the elected Constituent Assemblies of each state. In particular, these constitutions were to make provisions for:

(a) Establishing in each State a legislative body elected by universal suffrage and by secret ballot on the basis of proportional representation, and an executive body responsible to the legislature;

(b) Settling all international disputes in which the State may be involved by peaceful means in such a manner that international peace and security, and justice, are not endangered;

(c) Accepting the obligation of the State to refrain in its international relations from the threat or use of force against the territorial integrity or political independence of any State, or in any other manner inconsistent with the purposes of the United Nations;

(d) Guaranteeing to all persons equal and non-discriminatory rights in civil, political, economic and religious matters and the enjoyment of human rights and fundamental freedoms, including freedom of religion, language, speech and publication, education, assembly and association;

(e) Preserving freedom of transit and visit for all residents and citizens of the other State in Palestine and the City of Jerusalem, subject to considerations of national security, provided that each State shall control residence within its borders.

The Declarations of Independence to be made by both provisional governments were to include a prescribed ‘chapter’ guaranteeing mutual access to the Holy Places, Religious Buildings and Sites according to existing agreements. Access was also to be guaranteed to aliens without distinction as to nationality in addition to freedom of worship, subject to the maintenance of public order. The Governor of the City of Jerusalem was to decide on whether these conditions were being fairly observed. Religious and Minority rights, Citizenship, International Conventions and Financial Obligations were prescribed in the second and third chapters. Any dispute about international conventions and treaties was to be dealt with in the International Court of Justice (ICJ).

On 29th November 1947, the UN General Assembly endorsed the partition plan by a vote of thirty-three to thirteen. The two-thirds majority included the United States and the Soviet Union but not Britain. Norman Bentwich, in his memoirs My Seventy-Seven Years (1962), explains, on the basis of his first-hand evidence of talks with Ernest Bevin in Paris and London on the question of Palestine between 1946 and 1948, how the Foreign Secretary came round to the view that Britain should recognise the state of Israel:

He was, I believe, anxious at the outset to find a solution of the conflict, and confident that he would succeed, as he had in many bitter labour disputes. … when he did recognise the State in 1949, he did his best to foster afresh good relations between Great Britain and Israel; and he made a vain attempt to bring Jews and Arabs together.

The United Nations was resolution was bitterly resented by the Palestinian Arabs and their supporters in the neighbouring countries who vowed to prevent with the use of force of arms the establishment of a Zionist state by the “Jewish usurpers.” The Proclamation of Independence was published by the Provisional State Council in Tel Aviv on 14th May 1948. The Council was the forerunner of the Knesset, the Israeli parliament. It began:

The Land of Israel was the birthplace of the Jewish people. Here their spiritual, religious and national identity was formed. Here they achieved independence and created a culture of national and universal significance. Here they wrote and gave the Bible to the world.

Exiled from the Land of Israel the Jewish people remained faithful to it in all the countries of their dispersion, never-ceasing to pray and hope for their return and the restoration of their national freedom.

The Proclamation continued with a history of Zionism from 1897, when the First Zionist Congress, inspired by Theodor Herzl’s vision of the Jewish State, proclaimed the right of the Jewish people to national revival in their own country. It then made reference to the to the Balfour Declaration of 1917, reaffirmed by the Mandate of the League of Nations. It went on to comment on the Holocaust and the Jewish contribution to the Allied cause in the fight against fascism in the Second World War. It then came to the UN Resolution of 29th November 1947, which, it claimed was a recognition of the right of the Jewish people to lead, as do all other nations, an independent existence in its sovereign State. The Proclamation continued with a series of declarations, including that:

  • The State of Israel will be open to the immigration of Jews from all countries of their dispersion; will promote the development of the country for the benefit of all its inhabitants; will be based on the principles of liberty, justice and peace as conceived by the Prophets of Israel; will uphold the full social and political equality of all its citizens, without distinction of religion, race, or sex; will guarantee freedom of religion and conscience, education and culture; will safeguard the Holy Places of all religions; and will loyally uphold the principles of the United Nations Charter;
  • The State of Israel will be ready to co-operate with the organs and representatives of the United Nations in the implementation of the Assembly of November 29, 1947, and will take steps to bring about the Economic Union over the whole of Palestine; …
  • In the midst of wanton aggression, we call upon the Arab inhabitants of the State of Israel to preserve the ways of peace and play their part in the development of the State, on the basis of full and equal citizenship and due representation in all its bodies and institutions – provisional and permanent;
  • We extend our hand in peace and neighbourliness to all the neighbouring states and their peoples, and invite them to co-operate with the independent Jewish nation for the common good of all. The State of Israel is prepared to make its contribution to the progress of the Middle East as a whole. …

The British Mandate was terminated the Following day and regular armed forces of Transjordan, Egypt, Syria and other Arab countries entered Palestine. This attempt to strangle the State of Israel at birth failed, and Israel, as a result, seized some areas beyond those defined in the UN resolutions. In June 1948 Palestine west of the Jordan was not so much granted self-government as abandoned to whoever was stronger there, which happened to be – after some bloody fighting and a mass exodus of Arab refugees – to be Israel. The armistice of 1949 did not restore peace; an Arab refugee problem came into being, guerilla attacks, Israeli retaliation and Arab blockage of the Suez Canal and the Gulf of Aqaba led to the second and third Arab-Israeli Wars. As for Britain, after the disastrous conclusion to the Palestine problem in 1947-49, everything had conspired to undermine the influence it felt was essential to safeguard its interests in the Middle East, not least in its oil, which was by far Britain’s largest and, for what it did for the country’s industry, its most valuable import.

Did Hitler (ever) support Zionism?

Since I began this article, Ken Livingstone has resigned from the Labour Party. Jeremy Corbyn has commented that he did the right thing, but in an interview with Sky News, Livingstone has said that he remains unrepentant about his remarks of two years ago, denigrating the entire Zionist movement as one of collaboration with Nazism. He continues to twist the true historical narrative of Zionism to suit his own ends, despite being told that he is wrong, both historically and morally. So, what of his claims that Hitler supported Zionism in 1933? In his Berlin interview with the Grand Mufti of 30th November 1941, Hitler himself made it clear that…

Germany stood for uncompromising war against the Jews. That naturally included active opposition to the Jewish national home in Palestine, which was nothing other than a centre, in the form of a state, for the exercise of destructive influence by Jewish interests. 

However, in response to the Grand Mufti’s call for a public declaration to be made of Germany’s support for the aspirations to independence and freedom of the Arabs within six months or a year, Hitler replied:

He (the Führer) fully appreciated the eagerness of the Arabs for a public declaration of the sort requested by the Grand Mufti. But he would beg him to consider that he (the Führer) himself was the Chief of the German Reich for 5 long years during which he was unable to make to his own homeland the announcement of its liberation. He had to wait with that until the announcement could be made on the basis of a situation brought about by force of arms that the Anschluss had been carried out.

The ‘five long years’ referred to here were 1934 to 1939, following the merger of the office of Chancellor and President into ‘Führer’ in August 1934 and the plebiscite which gave him absolute power in the new Reich. The Anschluss took force in April 1938, though it took another year to integrate Austria into German state administration. It’s therefore important to note that anti-Semitism did not become the official policy of the Nazi Party until September 1935 when the Nuremberg Laws were announced. Although many Jews were hounded from office or imprisoned in the first wave of lawless anti-Semitism in 1933. The Reich Citizenship Law of 14th November 1935 defined who was and was not a Jew. The Law for the Protection of German Blood and Honour published the same day forbade inter-marriage and sexual relations between Jews and Germans but also covered relations with blacks, and the Sinti and Roma (gypsies). These laws linked the Eugenics programme with the régime’s anti-Semitism. Over the next four years, the Jewish community in Germany was gradually excluded from business and the professions, through its programme of ‘aryanisation’, lost citizenship status and entitlement to a number of welfare provisions.

002 (2)That the aim of the régime at this time was to encourage Jewish emigration does not mean that ‘Hitler supported Zionism’. The régime simply saw emigration, whether to Palestine or elsewhere in Europe and the world,  as a means to its end of ridding Germany of its Jewish population. Approximately half of Germany’s Jews emigrated between 1933 and 1939, 41,000 of them to Palestine under the terms of the Ha’avarah Agreement made with Zionist organisations in Palestine on the transfer of emigrants and their property from Germany.

In an unlikely ‘collaboration’ with the SS, training camps were set up in Germany (see the map above) for emigrants to acquire the skills needed in their new life in Palestine. This process slowed considerably by the late 1930s as the receiver states and the British in Palestine limited further Jewish immigration. By the first year of the war (as the figures below show) it had virtually been brought to a halt. Whilst it might, in hindsight, be viewed as an act of ‘collaboration’, it was never part of Hitler’s war strategy or his long-term plan for the genocide of the Jews. Given what happened to the Jews in Germany from 1935 onwards, the attempt of one Zionist group to assist the emigration of people already facing unofficial discrimination and persecution in 1933 was a practical solution to an impending crisis for German Jewry, not one of their own making, and certainly not one driven by any form of ideological affinity with the Nazi régime that was still establishing itself at that time.

At the same time, anti-Semitic activity in Germany intensified. On 9 November 1938, leading racists in the SS instigated a nationwide pogrom destroyed 177 synagogues and 7,500 Jewish shops and businesses. Kristallnacht – the ‘Night of Broken Glass’ signalled the start of a more violent phase in Nazi racial policy. There is no evidence to suggest that Hitler changed his view, first published in Mein Kampf (1924) or his subsequent ‘line’ as party leader, Chancellor and Führer, that the Jewish people both in Europe and the Middle East, if not worldwide, had to be ‘eradicated’.

It is a travesty of the truth to suggest that Hitler saw Zionism as anything other than a creed which was the ideological polar opposite of Nazism. Again, this was confirmed in his statement to the Mufti in 1941 in which he said that…

Germany was resolved, step by step, to ask one European nation after the other to solve its Jewish problem, and at the proper time direct a similar appeal to non-European nations as well. Germany was at the present time engaged in a life and death struggle with two citadels of Jewish power: Great Britain and Soviet Russia… This was the decisive struggle; on the political plane, it presented itself in the main as a conflict between Germany and England, but ideologically it was a battle between National Socialism and the Jews. … He … would carry on the battle to the total destruction of the Judeo-Communist Empire in Europe. …  Germany’s objective would then be solely the destruction of the Jewish element residing in the Arab sphere under the protection of British power. … In that hour the Mufti would be the most authoritative spokesman for the Arab world. It would then be his task to set off the operations which he had secretly prepared.     

Against this primary source evidence, Ken Livingstone’s claim that “Hitler supported Zionism until he went mad and decided to kill six million Jews” is clearly false, as is the implication in his statement that Zionism and Nazism were, and are, ideological bed-fellows as variants of nationalism. Hitler’s plan was as chillingly logical as it was hateful. It remained the same in 1944 as it had been twenty years earlier, but it was only after 1934 that he had the power to enact it within Germany, and only after 1938 that he could impose it on other European states.

Since Hitler never achieved his war objective of opening the road through Rostov and the Caucasus to Iran and Iraq, he was never able to carry out his plan to extend the genocide of the Jews to Palestine with Arab assistance led by the Grand Mufti. Instead, he continued his policy of extermination of the Jewish populations of occupied countries even when the Red Army was streaming over the Carpathians. He was no more ‘mad’ in 1944 than he had been in 1934, and no more mad in 1934 than he had been in 1924. He was certainly an opportunist in both home and foreign policies, and if he saw a way of getting what he wanted without using bullets and bombs, he was more than willing to take it. That applied just as much to the SS’s dealings with the Zionists as did to his own deals with Chamberlain at Munich and Stalin in the Nazi-Soviet Pact. It was an opportunism shared by his High Command throughout the war, with Adolf Eichmann making deals with Zionists in the occupied countries for the facilitation of Jewish emigration, for example from Budapest, on Kasztner’s Train in 1944. Eichmann told the Zionists sent to negotiate that he had read Herzl’s writings and considered himself a Zionist. They felt that he was mocking them and those they were trying to save by any possible means.

The Right Thing to do…

Added to this, the contemporary fact is that those within the party who continue to spew out anti-Semitic bile, mocking the Zionist cause both past and present, are also those who would reject Israel’s right to exist as it was established in 1948. This a right which, according to its own declarations, was never intended to exclude the rights of Palestinian Arabs, as we have seen and read in the key documents quoted above. However much we may criticise Israel’s actions since 1948 as departing from its own script, we cannot deny its honest intentions. Neither can we lay all the blame on Israel for the failure of peace talks. Representatives of the Palestinian Arabs, including Fatah, have frequently refused to engage in a dialogue which might end the violence and bring the peace process to a successful conclusion in a two-state solution to the overall problem of Palestine. That, ever since Ernest Bevin changed his mind and recognised Israel in 1949, has been the official policy of the Labour Party.

Set against this we are still expected to tolerate the denial by some of the ‘hard left’ in Britain of Israel’s right to exist. This is not only against Labour Party policy but is also inherently anti-Semitic because it seeks to discriminate against the right of Jewish people to their own ‘home’ in Palestine. This right to a ‘homeland’ is enjoyed by most nationalities throughout the world and often taken for granted, in particular, within the multi-national and multi-cultural United Kingdom. British people can be justly proud that the rights of small nations have been upheld through devolution, and that diversity of language and religion is protected. Despite the dominance of one country, England, in terms of population, culture and language, Britons have been able to stay together in an economic and political union. Why then, would we seek to deny the right of Israel to peaceful co-existence with its neighbours? Since when have socialists of any description been against putting the principle of self-determination into action? Surely those who cannot accept these principles of self-determination and peaceful co-existence for Israel and Palestine have no place in the British Labour Party.

For its part, Israel must surely keep the promises it made, on its foundation, to the international community, to its own Arab minorities, and to its Palestinian Arab neighbours, and it is right to criticise it when it breaks these promises. But these breaches do not mean that Israel should forfeit its place among the recognised states of the world. Instead, all ‘parties’, internal and external, need to work together to help bring an end to the century-long conflict between Arabs and Jews. After all, they still share common roots in the region as Semitic peoples, as well as similar aspirations to national independence and self-determination, free from interference from external powers. At the start of that century, they were not so far apart in their mutual national aspirations; they can close that gap again, but only if they agree to leave their trenches. Encouraging them to stay entrenched in their positions will not aid the peace process.

Part One – ‘The Holy Youth’ of Niklashausen, the Bundschuh and the growth of German Nationalism to 1517:

During the second half of the fifteenth century, Central and Eastern Europe experienced a time of particular turmoil, with the ever-present threat of Ottoman forces diverting much-needed resources to the defence of Christendom.  Setbacks experienced by the advancing Ottomans, such as their failure to overcome Albania, defended resolutely by George Castriota (Skandenberg) from 1443 to 1468, meant that it was more difficult for them to tolerate the independence of Byzantine territory to their rear. In 1453, Mehmet II finally captured Constantinople, causing great consternation in the West. His army laid siege to Belgrade (Nándorfehérvár) in 1456, but the siege was raised by the brilliant Hungarian commander (and regent), János Hunyádi (below). By 1460, the remaining Byzantine strongholds in the Morea had fallen with the capture of Trebizond on the Black Sea in 1461, the last remnant of Byzantium was finally extinguished. In 1457, the Bohemians elected the Hussite George Podebrady as their king. Pope Paul II preached a crusade against him, which led to an unsuccessful Hungarian invasion in 1468.

The prestige of the Holy Roman Emperor sank particularly low, The dignity and authority of the imperial office continued to dwindle as Germany continued to disintegrate into a jumble of principalities. Frederick III had, at first, largely because of his name, been the focus of the wildest millennial expectations; but in the course of a reign which lasted from 1452 to 1493, he proved a singularly ineffective monarch. His deposition was prevented only by the lack of any suitable rival and latterly his very existence was almost forgotten by his subjects. The vacuum at the centre of the state produced a chronic and widespread anxiety, which found its expression in the folklore of the future Frederick but which could also vent itself in sudden waves of eschatological enthusiasm. Amongst its commonest manifestations were mass pilgrimages, reminiscent of the popular crusades and the flagellant processions of earlier times, and no less liable to escape from ecclesiastical control.

The situation was particularly explosive in the territories of the Prince-Bishop of Würzberg. During the early part of the fifteenth century, the bishops had been wildly extravagant and were unable to pay their debts except by levying even heavier taxes. By 1474 the taxes had become so burdensome that one of the Bishop’s officials, comparing the local peasantry to a team of horses drawing a heavy wagon, remarked that if a single egg were added to that wagon, the horses would no longer be able to pull it. To a laity which had learnt from generations of heterodox preachers that the clergy ought to live in total poverty, this heavy burden of taxation was bound to appear particularly monstrous. In the city and diocese of Würzberg, it was no longer acceptable for the bishop, whatever his personal qualities, to be regarded by the laity and especially by the poor as an exploiter.

In 1476, the small of Niklashausen in the Tauber valley, not far from Würzberg, was the backdrop for a movement which could almost be seen as a new People’s Crusade. Much that had occurred during the earlier crusades in France, the Low Countries and the Rhine valley was now repeated in southern Germany, but this time messianic Kingdom was no Heavenly Jerusalem but the State of Nature, as it had been pictured by John Ball in England and the Táborites in Bohemia. The Messiah was a young man called Hans Böhm, a name which suggests that he was either of Bohemian descent or else that in the popular mind he was associated with Hussite teachings. He was a shepherd and, in his spare time, a popular entertainer, drumming and piping in hostelries and in the market-place. Hence the nickname, by which he is still known, of the Drummer (or Piper) of Niklashausen. He had heard the tale of an Italian Franciscan, Giovanni di Capistrano, from a generation earlier, who had through Germany preaching repentance, urging his audience to put away their fine clothes and to burn all dice and playing cards. Shortly afterwards, in the middle of Lent, the shepherd burnt his drum before the parish church of Niklashausen and began to preach to the people.

Exactly like the shepherd lad who is said to have launched the Shepherds’ Crusade of 1320, Böhm declared that the Virgin Mary had appeared to him surrounded by a heavenly radiance and had given him a message of prodigious importance. In the parish church of Niklashausen there stood a statue of the Virgin to which miraculous powers were attributed, long attracting pilgrims. Now, he claimed, this spot had become the salvation of the world. God had intended to punish mankind, but the Virgin had interceded and God had agreed to withhold punishment if people came to Niklashausen in their multitudes, otherwise, the punishment would, after all, descend upon the world. From the village alone, the Virgin would bestow her blessings upon all lands, since divine grace was to be found in the Tauber valley alone. Whoever made the pilgrimage would be absolved of all their sins and whoever died there would not suffer purgatory, but go straight to heaven.

This former shepherd was a simple man, but now he was suddenly able to command astonishing eloquence. On Sundays and feast days crowds streamed to hear him. At first, he merely preached repentance: women were to throw away their gold and jewellery, men were to wear less colourful costumes. Before long, however, the shepherd was claiming miraculous powers for himself. That God had not sent a frost to kill off all corn and vines was due to his prayers alone, he proclaimed. He also swore that he could lead any soul out of hell with his own hand.

Although Böhm had begun to preach with the consent of the parish priest, it was to be expected that he would eventually turn against the clergy. He voiced the traditional accusations of ‘Avarice’ and ‘Luxury’. It would be easier, he asserted, to make a Christian out of a Jew than out of a priest. God had been outraged by the behaviour of the clergy; now he would tolerate it no longer. The day of reckoning was at hand when the clergy would be happy to cover up their tonsures to escape from their pursuers, for to kill a cleric would then be seen as a most meritorious act. God had withdrawn his strength from them, and there would soon be no priests or monks left on earth. If they burnt him as a heretic, he threatened, a fearful punishment awaited them. He also called upon the people to stop paying taxes and tithes. Priests should be made to give up their many benefices and live from meal to meal on what their parishioners chose to give them. The celebrated Abbot of Sponheim commented:

What would the laymen like better than to see clergy and priesthood robbed of all their privileges and rights, their tithes and revenues? For the common people is by nature hungry for novelties and ever eager to shake off its master’s yoke.

The Primate of Germany, the Archbishop of Mainz, also saw in the propheta of Niklashausen a force which might inflict irreparable damage on the Church. In the end, Böhm also revealed himself as a social revolutionary, proclaiming the imminence of the egalitarian Millennium based on Natural Law.  In the coming Kingdom, the use of wood, water and pasturage, the right to fish and hunt would be freely enjoyed by all, as they had been in ‘olden times’. Tributes of all kinds would be abolished forever. No rent or services would be owed to any lord, no taxes or duties to any prince. Distinctions of rank and status would cease to exist and nobody would have authority over anybody else. All would live together as brothers, everyone enjoying the same liberties and doing the same amount of work as everyone else, from the poorest peasant to local lords and princes to the Emperor:

Princes, ecclesiastical and secular alike, and counts and knights should only possess as much as common folk, then everyone would have enough. The time will have to come when princes and lords will work for their daily bread… The Emperor is a scoundrel and the Pope is useless. It is the Emperor who gives the princes and counts and knights the right to levy taxes on the common people. Alas, poor devils that you are!

The demand for the overthrow of all rulers, great and small, probably appealed particularly to the urban poor; we know that townsfolk came to Niklashausen from all over southern and central Germany. On the other hand in demanding that all basic resources and activities should be free for all men, Böhm’s teaching was appealing to the peasants. The German peasants believed that these rights had, in fact, been theirs in ‘olden time’, until usurped by the nobility; this was one of the wrongs that they were always expecting the future ‘Emperor Frederick’ to undo. But above all it was the prestige of the preacher himself, a miraculous being sent by God, which drew tens of thousands to the Tauber Valley. The common people, peasants and artisans alike, saw in him a supernatural protector and leader, a saviour who could bestow on them the fulness of divine grace and who would lead them collectively into an earthly Paradise.

News of the wonderful happenings at Niklashausen passed rapidly from village to village in the neighbourhood and was carried further afield by messengers who went out in all directions. Soon vast hordes of the common folk of all ages and both sexes, including whole families, were streaming towards Niklashausen. Not only the surrounding country but all parts of southern and central Germany were in commotion, from the Alps to the Rhineland and on to Thuringia. Artisans deserted their workshops and peasants their fields, shepherds and shepherdesses abandoned their flocks and hastened to hear and adore him who was now known as ‘the Holy Youth’. What the plebs pauperum had believed of Jerusalem these people believed of Nikashausen. There Paradise had literally descended upon the earth and infinite riches were lying ready to be gathered by the faithful, who would share them out amongst themselves in brotherly love. The hordes advanced in long columns, bearing banners and singing songs of their own composition. One became particularly popular:

To God in Heaven we complain

As the pilgrims arrived at Niklashausen they placed offerings before the statue of the Virgin, but an even more intense devotion was given to the propheta himself. They dropped to their knees before him, crying, O Man of God, sent from Heaven, take pity on us! It was reported that by laying-on of hands, he had cured people who had been blind or dumb from birth, that he had raised the dead and that he had made a spring gush from a rock. Chroniclers talk of as many as seventy thousand gathered together on a single day, and though this figure is absurd, the assemblies must have been very sizeable. A vast camp grew up around the little village; tents were set up in which tradesmen, artisans and cooks catered for the travellers’ needs. From time to time, Böhm would mount a tub, or appear at an upper window, to preach his revolutionary doctrine to the crowds (see the woodcut below).

The pilgrimages began towards the end of March 1474 and by June the authorities, both ecclesiastical and secular, had decided that Böhm’s propaganda was a serious menace to the social order which must be dealt with. The Town Council of Nuremberg forbade their citizens from going on pilgrimage to Niklashausen and Würzberg soon followed suit. Perturbed at the number of strangers who were pouring through the town, the Council closed as many of its gates as possible, bade its citizens to arm themselves and did what it could to put a stop to wild talk. In the end, the Prince-Bishop set about breaking the power of the propheta. He summoned a Diet at which it was decided that Böhm should be arrested.

According to his enemies, Böhm now tried to organise a revolt, telling his audience in a sermon on 7 July to come armed, without women or children, on the next Sunday. On the night before, a squad of horsemen sent by the Bishop descended on Niklashausen, seizing Böhm and carrying him off to Würzburg. The next day thousands of the assembled pilgrims marched, with only a few weapons but many giant candles taken from the shrine, to the castle at Würzburg where Böhm was imprisoned, arriving at dawn beneath the castle walls. The Bishop and the Town Council sent an emissary to reason with the pilgrims, but he was driven off with stones. A second emissary was more successful in persuading those pilgrims who were subjects of the Bishop to return to their homes. The rest stood firm, insisting on the release of the Holy Youth. A few cannon-shots were fired over their heads, but when no-one was hurt, the pilgrims were convinced that the Virgin was protecting them. As a result, they then tried to storm the town. This time the shots were directed at them and were followed by a cavalry-charge in which some forty of them were killed, the rest fleeing in panic.

Support for Böhm was so strong that even after this overwhelming victory the Bishop and Town Council could not feel secure. The burghers of Würzburg were warned to expect a second and more formidable attack. It was also feared that there were many within the city who might join forces with the pilgrims. The Bishop sent out a request to the neighbouring lords to hold themselves ready to come to his assistance if needed. Before any fresh disturbances could occur, however, Böhm had been tried by an ecclesiastical court and found guilty of heresy and sorcery. Two of his peasant disciples were beheaded and the Holy Youth himself was burnt at the stake, the common people hoping in vain for a miracle from Heaven which would save him. His ashes were thrown into the river so they could not become relics.

Everything possible was done to eradicate all trace of Böhm and his works. The offerings left at the church of Niklashausen were confiscated and shared between the Archbishop of Mainz, the Bishop of Würzburg and the count in whose territory the church stood. In all the affected areas of Germany, bishops, princes and town councils joined in forbidding any further pilgrimages to the village shrine. Nevertheless, pilgrims continued to arrive even after they were threatened with excommunication and the church had been closed and placed under an interdict. In the end, at the beginning of 1477, the church was demolished by order of the Archbishop.

Undoubtedly, the Holy Youth of Niklashausen had been exploited by men far shrewder than he was. Certain local lords made use of the popular excitement to weaken their overlord, the Bishop of Würzburg, with whom they had been in conflict for some years. These men headed the nocturnal march on the city; one of them had later, by way of penance, to hand over much of his land to the cathedral chapter. Like many previous propheta, Böhm was a simple shepherd-boy; we are told that from earliest youth he had appeared as half-witted, that until he began to preach he had never been able to form a coherent sentence, and that he was even unable to repeat the Lord’s Prayer. He was able to throw vast areas of Germany into commotion due to the backing he received. The parish priest of Niklashausen was quick to realise that a few miracles could attract huge offerings to his hitherto obscure shrine; he later admitted inventing miracles and attributing them to Böhm. The major part, however, was played by a hermit who had for some time been living in a nearby cave and who had acquired a great reputation for holiness. He seems to exercised a total domination over Böhm, both intimidating him and inspiring him. When Böhm addressed the crowds from a window the hermit stood behind him and prompted him, as he is shown to be doing in the woodcut from Schedel’s Chronicle below:

Even if this part of the popular narrative is fanciful propaganda, it probably indicates the true relationship between the two men. The hermit fled when the Holy Youth was arrested, but was caught soon afterwards. The ecclesiastical records name him as Beghard, a native of Bohemia and a Hussite. Although the evidence cannot be called conclusive, it seems reasonably certain that it was the hermit who turned a religious pilgrimage into a revolutionary movement. In the quiet and picturesque Tauber Valley, he must have seen the future centre of a millennial kingdom in which the primal egalitarian order was to be restored.

Egalitarian millenarianism had now effectively penetrated Germany. The forgotten manuscript, the Reformation of Sigismund, after existing for some forty years, appeared for the first time as a printed book within a couple of years of Böhm’s burning and was reprinted in 1480, 1484, 1490 and 1494. The original manuscript was written just after the collapse of Táborite power in Bohemia and was an example of the attraction of the movement’s ideals. Despite its relatively moderate programme, which I have written about in earlier posts on this site, it too summoned the poor to take up the sword and enforce their rights under the leadership of the priest-king Frederick. In a far more violent form, the same theme reappears in the Book of a Hundred Chapters which was produced by an anonymous publicist who lived in Upper Alsace or the Breisgau and who is generally known as the Revolutionary of the Upper Rhine. This elderly fanatic was thoroughly familiar with the enormous mass of medieval apocalyptic literature and drew freely upon it in order to write his treatise, in German in the opening years of the sixteenth century, the last and most comprehensive expression of the popular eschatology of the Middle Ages.

What that strange prophet foretells at enormous length is, after all, precisely what had been so simply articulated by John Ball, the Lollards and the Táborites. After one bloody struggle against the hosts of Antichrist perfect justice would be re-established on earth and all men would be equals and brothers, perhaps even holding all things in common. These fantasies were not confined to books; also in the neighbourhood of the Upper Rhine there appeared conspiratorial movements which were dedicated to translating them into reality. These were the movements which were known collectively as the Bundschuh, a term meaning a peasant’s clog and having the same significance as the term sansculotte during the French Revolution.

In one respect this ‘revolutionary’ was truly original – nobody before him had combined devotion to the principal of communal or public ownership with megalomaniac nationalism. This man was convinced that in the remote past the Germans had in reality ‘lived together like brothers on earth’, holding all things in common. The destruction of that happy order had been the work first of the Romans and then of the Church of Rome, through the imposition of a Canon Law which had introduced the idea of private property and thereby undermined the value of fraternity, opening the way to envy and hate.

Behind this curious interpretation of early Church history, lay a whole different and distorted philosophy of history. The Old Testament was dismissed as valueless; for from the time of the Creation onwards it was not the Jews but the Germans who were the Chosen People. Adam and all his descendants down to Japhet, including all the Patriarchs, were German-speaking Germans; other languages, including Hebrew, came into existence only at the Tower of Babel. It was Japhet and his kin who first came to Europe, bringing their language with them. They had chosen to settle in Alsace, the heart of Europe, and the capital of the Empire which they founded was at Trier. This ancient German Empire was so vast, covering the whole of Europe, that Alexander the Great could be claimed as a German national hero. It had been the most perfect of empires, a true earthly paradise, for it was governed according to a legal code, known as the Statutes of Trier, in which the principles of fraternity, equality and communal ownership were enshrined. It was in these Statutes, and not in the ‘Decalogue’ invented by Moses, that God had expressed his commandments to mankind. The Revolutionary appended a copy of these to his work.

The time was at hand, he claimed, when the power of evil epitomised by the Latin peoples and their Church was to be broken forever. When the great leader from the Black Forest seized power as Emperor Frederick he would not only cleanse Germany from the Latin corruption and bring back the ‘Golden Age’ based on the Statutes of Trier but would also restore Germany to the position of supremacy which God intended for her. ‘Daniel’s Dream’, that old apocalypse which had brought such inspiration to the Jews during the Maccabean revolt, was subjected by the ‘Revolutionary’ to yet another reinterpretation. The four successive Empires – Assyria, Babylon, Syria and Greece – now turned into France, England, Spain and Italy. Enraged by the overwhelming pride of these nations the Emperor would conquer them all and establish the German Empire as the fifth and greatest Empire, which shall not pass away. Next, returning from his western campaigns, the Emperor would utterly defeat the Turks. Pressing east at the head of a vast army drawn from many peoples he would carry out the task traditionally assigned to the Last Emperor. The Holy Land would be conquered for Christendom and the society of Mohammedans would be utterly overthrown. The infidel will be baptised and those that will not accept baptism are no Christians nor people of the Holy Scriptures, so they are to be killed, then they will be baptised in their blood. After all this the Emperor will reign supreme over the whole world, receiving homage and tribute from thirty-two kings.

According to ‘the Revolutionary’, the teachings of the historical Christ were directed only to the Jews, not the Germans, for whom the proper religion was still that which had prevailed in ‘the Golden Age’ of Trier and which Emperor Frederick would reinstate. When that happened the spiritual centre of the world would not be Rome but Mainz, where a patriarch would preside in place of the vanquished pope. But it would be the Emperor – ‘the Revolutionary’ himself, triumphant and glorified, who would stand at the centre of the future religion as the ‘supreme priest’, recognised as ‘an earthly God’.  The future Empire was thus to be no less than a quasi-religious community or theocracy, united in adoration and dread of a messiah who would be the embodiment of the German spirit. This was what ‘the Revolutionary’ had in mind when he cried, jubilantly, that the Germans once held the whole world in their hands and will do so again, and with more power than ever.

In this fantasy, the crude nationalism of a half-educated intellectual erupted into the tradition of popular eschatology. The result was uncannily similar to the quasi-religious folk fantasies which were the core of the National-Socialist ‘ideology’ of interwar Germany five centuries later. We only have to turn back to the tracts produced by Rosenberg and Darré, among others, to be struck by the resemblance. There is the same belief in a primitive German culture in which the divine will was once revealed and was the source of all good down the centuries until it was undermined by a conspiracy of capitalists, inferior non-German people and the Church of Rome. This ‘true German’ culture would now be restored by a new aristocracy, of humble but ‘truly German’ stock, under a God-sent saviour who is it once an emperor and a messiah. The whole history of the Third Reich is foreshadowed, the offensives in the West and the East, the Terror wielded as an instrument of policy and for its own sake, the ‘ethnic cleansing’ of non-German peoples and the biggest massacres in human history. All that is missing is the final consummation of the world-empire, the welt-Reich, which, in Adolf Hitler’s words, was to last a thousand years, like the earthly kingdom of the returning Messiah in the earlier Judao-Christian prophecies.

The Book of a Hundred Chapters was not printed at the time, nor has it ever been, in contrast to the Reformation of Sigismund, and there is nothing to suggest that the anonymous ‘Revolutionary’ played any significant part in the social movements of his day. The importance of the text lies in its recognisable influences in the apocalyptic literature of the Middle Ages. In particular, there can be little doubt that the prophecy of a future Frederick, a ‘Sleeping Emperor’ who would be the messiah of the poor, continued to fascinate and excite the common people of Germany, peasants and artisans alike, until well into the sixteenth century. In one emperor after another, from Sigismund to Charles V, the people contrived to see a reincarnation of Frederick II. When these monarchs failed to play the eschatological role expected of them, the collective imagination of the people continued to dwell on a mythological parallel emperor ‘of lowly descent’, who would rise up from among the poor, to oust the actual monarch and reign in his stead. The ‘Revolutionary of the Upper Rhine’, writing in 1510 had predicted the apocalyptic year for 1515. When a Bundschuh rising broke out in the same area in 1513 its declared aim was to help righteousness and get rid of blasphemers and finally to recover the Holy Sepulchre.

The leader of the Bundschuh was a peasant called Joss Fritz and many of the rank-and-file were also peasants. This was not the first rising he had organised. Like the outbreak at Niklashausen, the rising which occurred in the diocese of Speyer in 1502 was provoked in a general sense by the failure of the latest attempt to restore the disintegrating structure of the Empire, and by the excessive taxes levied by an insolvent Prince-Bishop, but its object was nothing less than a social revolution of the most thorough-going kind.  Not only the peasantry but also the urban poor, disbanded mercenaries, beggars and the like are known to have played a large part in the movement, giving it its peculiar character. For there were many other peasant risings in southern Germany at that time, and they all aimed merely at limited reforms of the feudal system. Only the Bundschuh aimed at achieving the Millennium. All authority was to be overthrown, all dues and taxes abolished, all ecclesiastical property distributed amongst the people, all woods, waters and pastures were to become communal property.

The flag of the movement showed Christ crucified with on one side a praying peasant, on the other the peasant clog, above it the slogan: Nothing but God’s Justice! It was planned to capture the town of Bruschal, where the Bishop’s palace was located; from there the movement was to spread throughout Germany, bringing freedom to the peasants and town-dwellers who supported it, but death to everyone else. Although this plot was betrayed and the movement crushed, Joss Fritz survived to organise similar risings in 1513 and 1517, in which there were similar mixes of fantasies: on the one hand exterminating all the rich and powerful and establishing an egalitarian order and on the other, a determination to get rid of blasphemers, of being led by the Emperor and of recovering the Holy Sepulchre. Indeed, the image of the Bundschuh came to possess such prodigious significance that it was a popular belief that the original capture of Jerusalem had been achieved by peasants fighting under that banner.

Throughout Europe in the Middle Ages, and certainly by the end of the fifteenth century, national boundaries were hardened and the concept of “statehood” was emergent, becoming politically more important than that of the “nation”, in its original meaning of a people of common descent. This development is most marked in the development of England, Scotland, France and Spain. The growth of national consciousness was not, however, dependent on the authority of a unitary state. The strong consciousness of Germanness and German nationhood evolved in a very different political context from that of the western European states.

Meanwhile, in a different part of Germany – Thuringia, a territory fertile in millenarian myths and movements –  a radical reformer, Thomas Müntzer, was embarking on a stormy career which was to end by turning him too into a prophet of the egalitarian Millennium.

Former Yugoslavia in Crisis: Views from Beyond the Borders:

The successful conclusion to the prosecution of Ratko Mladic at the International War Crimes Tribunal on the Former Yugoslavia in the Hague last week (22 November 2017) has taken me back in my mind’s eye both to January 2001, when I witnessed some of the evidence being presented at the War Crimes Tribunal during a trip to the Hague, as well as to 1992, when I was on the periphery of the events themselves. In August of that year, I moved back to Hungary with my family, to the beautiful southern cathedral city of Pécs, close to the border with ‘Former Yugoslavia’, which had recently become four borders, with Slovenia in the west, Croatia and the UNPROFOR disputed territory to the south, and Serbia to the east. Pécs is just a few hundred kilometres from the Croatian border with Bosnia-Herzegovina, and yet the scenes shown on British (ITN) television and on networks around the world that August were like those shot on cine-cameras on the liberation of Auschwitz and Dachau nearly half a century earlier: pictures of barbed wire and skeletal figures from the camps run by the Bosnian Serbs at Omarska and Trnopplje. As I sat outside the glass courtroom in the Hague almost a decade later, I had those unforgettable images in my mind as the commandant of one of the camps was listening to the evidence brought against him for his role in what had already been presented to the world as a second Holocaust. That ‘presentation’, of course, was erroneous from the first suggestion that the term could be applied to any events other than the original ones.

Yet, not all was as it seemed from those pictures. Somehow along the way, the reservations of the ITN team which had filmed the camps were cast aside. The ITN reporters had been careful not to make an analogy with the Nazi concentration camps, but others did in their own voice-overs and commentaries. The skeletal figures shown weren’t inside the barbed wire, for instance, but outside it. The wire was old and ran around a small enclosure, and the cameraman got behind it to shoot the scene. There was also a famine-like food shortage at that time and place, which meant that everyone in the locality was starving. The most skeletal of all the prisoners shown, Fikrit Alic, was just as thin weeks after his release. ITN’s reporting was accurate, but the pictures seemed to speak for themselves. They caused a sensation in the United States, forcing the Executive there to act.

In October 1992, the United States announced that it would contribute an additional $900,000 to the UN High Commissioner for Refugees to support refugees from the former Yugoslavia who were in Hungary. Many of these were Hungarian-speakers from the Vojvodina province in the disputed area between Croatia and Serbia. I remember a former English teacher from the town of Osziek who was also fluent in German, in addition to her ‘native’ languages of Hungarian and Croatian. Not qualified to teach in Hungary, she had found employment in a travel agency, where her multi-lingual abilities were put to good use in a time before people began to make their travel and accommodation arrangements online. My work involved placing and supporting teachers from the UK in various towns and villages throughout Baranya, the county surrounding and including the city of Pécs, including Harkány, Siklós and Mohács, along the southern borders. Driving between them and visiting even more remote villages, I was struck by the lack of any development in a long belt of land, due to the constant threat of conflict between Yugoslavia and the Warsaw Pact which had been one of the untold stories of the Cold War. More recently, during the brief but fierce war between the Serbs and Croats in 1991, stray mortars had landed on or near some of these villages. The most serious incident of this kind was when a bomb fell on the town of Barcs but fortunately did not explode. In total, the borderline between Hungary and the former Yugoslavia stretched over six hundred kilometres. Legislators and executive authorities, both national and local, were faced with adjusting to a significant security crisis to the south of this border at a time when they had just embarked upon a path of civilian democratic development, in which I played a modest part between 1992 and 1996. They could ill afford for the newly-independent central European states to be dragged back into another Balkan Crisis like that of a century before.

The intensity of this crisis had caught Western Europe and the United States unprepared. These regional powers were already hardly coping with the swift changes that were taking place following the dissolution of the Warsaw Pact, so that they were even less equipped to cope with the internal tensions and conflicts related to the creation of new nation states. A multitude of small and medium-intensity armed conflicts differing in character from the conflicts previously known emerged in Bosnia-Herzegovina from the autumn of 1990, and even more violently from July 1991. Neither the United Nations, nor the European Union, and not even the Conference on Security and Co-operation in Europe, proved capable of coping with the crisis. There was general agreement among the Hungarian political élite, both at a national and local level, that the only real means of breaking away from a disintegrating central-eastern European region was by gaining access to the integrating West. The reunification of Germany, although not a template for the rest of central-eastern Europe, proved that the institutional anchoring of a former member of the Warsaw Pact within the NATO alliance was possible.

By the Spring of 1992, the actual warfare had shifted considerably further south of the Hungarian border, to the territories which had only recently become known as Bosnia-Herzegovina. But with the intensification of the civil conflict came an intensification of ‘western’ involvement, and of Hungary’s strategic role within it. At the end of October, with the permission of the Hungarian Government of József Antall, AWACS reconnaissance aircraft, under NATO command, began flying missions from Hungarian airspace to monitor the no-fly zone over Bosnia-Herzegovina. Throughout this period, UNPROFOR convoys of blue-helmeted troops were a common sight on the roads through the city, headed towards the borders with humanitarian aid and supplies for the peace-keeping operation. The Hungarians quickly realised the necessity of replacing their membership of the Warsaw Pact with a collective security system based on NATO. As a country neighbouring the Balkan region, which had turned into a hotbed of crisis, Hungary was already experiencing the economic and political implications of that crisis directly, not to speak of the danger, felt to be very real at the time, of a territorial spillover of the hostilities. Neutrality was not a viable alternative for a people living in the centre of Europe, since risks existed irrespective of the independent status of their country, and by their nature, these risks did not halt at national borders. Following its own peaceful transition to independence in 1989, Hungary had begun to develop its own external relations with five neighbouring countries as one of the smallest countries in the region, but by the mid-nineties, five out of its seven neighbours had a statehood younger than its own, and Hungary had become one of the medium-size leaders in the region.

In both the regional and international contexts, second-rate journalism was bound to be commonplace. Editors wanted from their reporters what other editors were getting from theirs. The hunt was on for Nazi-style atrocities, and several reporters won major awards for revealing them, even though their sources were questioned afterwards. Atrocities certainly took place, and more were carried out by the Bosnian Serbs than by anyone else, but a climate began to be created in which it became very hard to understand what was really going on, because everything came to be seen through the filter of the Holocaust. As a result, and as the war ‘progressed’, there were stories about extermination centres and mass rape camps, as if the Bosnian Serbs were capable of a level of organisation akin to that of the Third Reich. The fact that they were believed meant that the Bosnian Crisis began to monopolise the foreign policy of the major Western powers in a manner in which the three two previous Yugoslav crises did not.

What was the Bosnian War?: A Chronology of the Conflicts:

The Bosnian War was an international armed conflict that took place in Bosnia and Herzegovina between 1992 and 1995. The war was part of the breakup of Yugoslavia. Following the Slovenian and Croatian secessions from the Socialist Federal Republic of Yugoslavia in 1991, the multi-ethnic Socialist Republic of Bosnia and Herzegovina – which was inhabited by mainly Muslim Bosniaks (44 percent), as well as Orthodox Serbs (32.5 percent) and Catholic Croats (17 percent) – passed a referendum for independence on 29 February 1992. This was rejected by the political representatives of the Bosnian Serbs, who had boycotted the referendum.

Following a number of violent incidents in early 1992, the war is commonly viewed as having started on 6 April 1992. However, there is still debate over the start date of the war. Clashes between Bosnian Muslims, Serbs and Croats started in late February 1992. Following Bosnia and Herzegovina’s declaration of independence (which gained international recognition), the Bosnian Serbs, led by Radovan Karadžić and supported by the Serbian government of Slobodan Milošević and the Yugoslav People’s Army (JNA), mobilised their forces inside Bosnia and Herzegovina in order to secure ethnic Serb territory. War soon spread across the country, accompanied by ethnic cleansing.

Nevertheless, Serbs consider the Sarajevo wedding shooting, when a groom’s father was killed on the second day of the Bosnian independence referendum, 1 March 1992, to have been the first incident of the war. The Sijekovac killings of Serbs took place on 26 March and led to the Bijeljina massacre (of mostly Bosniaks) on 1–2 April. On April 5, when a huge crowd approached a barricade, a demonstrator was killed by Serb forces, and it was widely reported that full-scale hostilities had broken out by 6 April. This was the same day that the United States and the European Community (EC)  recognised Bosnia and Herzegovina. Although BBC correspondent Misha Glenny gives a date of 22 March as the starting point, Philip Hammond, then a junior minister at the Foreign Office and currently the British Chancellor of the Exchequer, claims that the most common view is that the war started on 6 April 1992. It ended on 14 December 1995.

The main belligerents were the forces of the Republic of Bosnia and Herzegovina and those of the self-proclaimed Bosnian Serb and Bosnian Croat entities within Bosnia and Herzegovina, Republika Srpska and Herzeg-Bosnia, which were led and supplied by Serbia and Croatia, respectively. The conflict was initially between the Yugoslav Army units in Bosnia which later transformed into the Army of Republika Srpska (VRS) on the one side, and the Army of the Republic of Bosnia and Herzegovina (ARBiH) which was largely composed of Bosniaks, and the Croat forces in the Croatian Defence Council (HVO) on the other side. However, tensions between Croats and Bosniaks increased throughout late 1992 and in 1993 the war evolved into a three-cornered conflict between the three armies.

From the very beginning, it was accompanied by war crimes against civilians and acts of ethnic cleansing on all sides, which became, on the Serbian side, an attempted genocide against ethnic Bosniak populations, as demonstrated in the trials at the International War Crimes Tribunal for Yugoslavia at the Hague. However, the first atrocity following the outbreak of war occurred when, on 21 June 1992, Bosniak forces entered the Bosnian Serb village of Ratkovići near Srebrenica and murdered 24 Serb civilians.

In the same month, UNPROFOR, originally deployed in Croatia, had its mandate extended into Bosnia and Herzegovina, initially to protect the Sarajevo International Airport. In September, its role was expanded still further in order to protect humanitarian aid and assist relief delivery in the whole Bosnia and Herzegovina, as well as to help protect civilian refugees when required to do so by the Red Cross.

On 4 August 1992, the IV Knight Motorised Brigade of the ARBiH attempted to break through the circle surrounding Sarajevo, and a fierce battle ensued between the ARBiH and the VRS in and around the damaged FAMOS factory in the suburb of Hrasnica. The VRS repelled the attack but failed to take Hrasnica in a decisive counterattack. On 12 August 1992, the name of the Serbian Republic of Bosnia and Herzegovina was changed to Republika Srpska (RS).

By November 1992, 400 square miles of eastern Bosnia was under Bosniak control. On 21 July 1992, the Agreement on Friendship and Cooperation had been signed by Tuđman, the Croat President, and Izetbegović, for the Bosniaks, establishing a military cooperation between the two armies. At a session held on 6 August, the Bosnian Presidency had accepted HVO as an integral part of the Bosnian armed forces. Despite this, the Croat–Bosniak alliance was often far from harmonious. The existence of two parallel commands caused problems in coordinating the two armies against the VRS.  Tensions steadily increased throughout the 2nd half of 1992 and on 18 October, a dispute over a gas station near Novi Travnik that was shared by both armies escalated into an armed conflict in the town centre. The situation worsened after HVO Commander Ivica Stojak was killed near Travnik on 20 October. On the same day, fighting escalated on an ARBiH roadblock set on the main road through the Lašva Valley. Spontaneous clashes spread throughout the region, resulting in almost fifty casualties until a ceasefire was negotiated by the UNPROFOR on 21 October. However, on 23 October, a major battle between the ARBiH and the HVO started in the town of Prozor in northern Herzegovina and resulted in an HVO victory.

The Serbian forces were not slow in taking advantage of these divisions. On 29 October, the VRS captured Jajce although the town had been jointly defended by the HVO and the ARBiH. The lack of cooperation between the ‘allied’ forces, combined with an advantage in troop size and firepower for the VRS, led to the fall of the town. Croat refugees from Jajce fled to Herzegovina and Croatia, while around 20,000 Bosniak refugees settled in Travnik, Novi Travnik, Vitez, Busovača, and villages near Zenica. Despite the October confrontations, and with each side blaming the other for the fall of Jajce, there were no large-scale clashes and a general military alliance was still in effect. Tuđman and Izetbegović met in Zagreb on 1 November 1992 and agreed to establish a Joint Command of HVO and ARBiH.

Who killed Sarajevo?:

John Simpson, BBC correspondent and (in 1992) a journalist at The Spectator magazine, first went to Bosnia in December 1992. On arrival in Sarajevo, he decided he would use an approach to reporting which had served him well in the past: the night walk. He had taken long walks after dark in Tehran, Baghdad and other weird places, writing about them for the Guardian. Why not, then, in Sarajevo? Despite much advice to the contrary. he decided to walk back to the Holiday Inn where he was staying from the television station from where they sent their material by satellite. As he walked, he began to think that he should have accepted his colleague’s advice:

I was in a world of utter darkness, loneliness and cold, and it was clear to me directly the glass door of the shattered building swung laxily closed behind me that I had made a terrible mistake. There was no sound except for the grumbling of artillery on Mount Igman and Zuc Hill, a few miles away, and no light except for the occasional distant magnesium flares, which gave a blueish tinge to the skyline, like the fingernails of a corpse. The besieged city was dead, and sprawled around me abandoned. Not a window glowed in the huge blocks of flats which lay along the line of the main avenue. No street lamp was left standing. The snow itself barely glimmered in the darkness.

Simpson’s colleagues had headed off in their armoured vehicle, having failed to persuade him to go with them. He made his way down the front steps of the television station. It had taken a lot of hits, and every step was difficult. He made his way gingerly to the main street, which he had only seen from the safety of the vehicle before. Under Tito this had been named The Boulevard of ‘something empty and pompous’, but it had been renamed Sniper Alley since the beginning of the war.  Every intersection along its course was dangerous and in the daytime, those who couldn’t avoid crossing did the nervous, stuttering dash for which the journalists also had a name: the Sarajevo shuffle. The snipers were holed up in buildings which lay a hundred yards or so back from the southern side of the road, the right-hand side, as he walked in the direction of the Holiday Inn:

Within thirty seconds the cold had worked its way through my protective clothing. Protective in a double sense. I had put on the whole armour of Messrs Tetranike, complete with the latest ceramic plates to the chest and the back. It bound my ribs and stomach like a Victorian corset. Usually I hated it. Not now; it gave me warmth and the feeling that even if something struck me I might live. I especially didn’t want to die in this loneliness and dark.

Later in his sojourn, he got into trouble with the BBC when he told them he had given up wearing his flak-jacket. He was embarrassed to walk among the people in the streets who had no such protection against the shells and snipers’ bullets. Kalashnikov rifles were trained on every crossing along the road. Cars raced across the intersections as bullets cracked, but the echoes from the vast, smashed, empty buildings of Tito’s dream deflected the sound so that it was impossible to tell the direction of the firing. The buildings weren’t entirely empty as some had windows left in them. lit by candles and the sounds of the last inhabitants coming from within:

Who killed Sarajevo? I mused as I left the little flicker of life behind me.

Slobodan Milosevic, the President of Serbia, whose ambitious, angry nationalism had broken up the Yugoslav Federation in 1991 and led to three ferocious wars of liberation, complete with the horrors of ethnic cleansing?

Radavan Karadzic, the ludicrous Bosnian Serb leader, with his mane of greying hair and the psychiatrist’s diploma on his office wall?

Ratko Mladic, the psychopath who could have been his patient but was his military commander instead, playing him off against Milosevic?

The predominantly Muslim government of Bosnia, decent enough in its way, which had insisted on holding a referendum on independence and had given the Bosnian Serbs the excuse they needed to attack?

Tito, who had bottled up the vicious nationalistic passions of a century and insisted that nothing but Yugoslavism existed? The Germans, who unwisely recognised the independence of their friends the Croats and so helped to spark off the fighting?

Britain and France, united only in their determination to avoid getting involved in a shooting war? The United States, which liked to criticise everyone else but refused to stir from its own sloth?

It doesn’t really matter, I thought, as I headed towards the first sniper intersection; but people in a state of advanced despair need someone to blame, and most of the candidates were too vague or too distant to qualify. Only the United Nations, driving round the streets in the daytime in its large white vehicles, was on hand for everyone to see and revile. 

On reaching the pavement on the other side of the road and came to a line of burned and looted shops, there was a crack from a high-velocity rifle nearby. Something slammed into the concrete above his head and, as he ran along, bent double, there was another crack even closer to him. He sprawled on the pavement. After a while without hearing more shots, he got up and began walking again. There was the distant sound of artillery and an upward rush of rockets from a mile away. In a minute or so, he was alongside the white wall which marked the museum dedicated to Tito’s socialist revolution. The building was burnt out and empty. The Holiday Inn was just ahead of him.

A Tale of Two Christmases and two Cities under Siege:

John Simpson spent a lot of time in Sarajevo during the war, but Martin Bell had established himself as the resident BBC correspondent in the former Yugoslavia. So Simpson had spent much of his time up to Advent and Christmas 1992 doing other things while the series of ugly little wars had erupted. He had always enjoyed working over Christmas and New Year. The audience for the news bulletins was huge between watching the Queen, Christmas pudding and the family blockbuster shows and dramas. On Christmas morning, 25th, his crew drove into Sarajevo in a fleet of aid lorries manned by volunteers, unemployed drivers from his own home county of Suffolk. It was a terrible drive through smashed tanks, wrecked cars, burned and ruined houses. It wasn’t the most damaged city he had seen, but it was the most miserable. The lorries, probably the same ones I had seen in convoys leaving southern Hungary, were bringing flour to the last bakery operating in Sarajevo, though what the bakers needed most of all was fuel for their ovens. They filmed the last loaf coming off the conveyor belt, and then the bakery closing down.

The Holiday Inn, the only hotel left operating, was a hideous construction of concrete and yellow plastic facing, standing at the end of the motorway leading to the older part of the city. It had been hit many times by shells and mortars, and the upper floors were closed, as were the rooms at the front. They looked out on a Jewish cemetery a few hundred yards away on the opposite hillside, marking the Bosnian Serb front line. They parked their armoured Land Rover, brought in by the BBC, behind the hotel, and worked their way nervously around the outside of the building. The big plate-glass windows on the ground floor had been smashed and replaced with thin clear plastic sheets. Inside, the hotel was dark and very cold. It had been in an ‘atrium’ style, with a large, open space, bigger than the Centre Court at Wimbledon.

The reception staff huddled together in a small room, around a stove which ran on bottled gas, wearing overcoats and gloves. Simpson and his crew were given rooms on the fourth floor. His crew consisted of a producer, a sound recordist and a huge South African cameraman. They were not made to feel particularly welcome by those already resident on the floors below. These included Christiane Amanpour from CNN and John Burns from the New York Times, but the rest were mostly young ‘daredevils’ who had arrived there early on in the war, attracted by the danger and hired by better-known news organisations who couldn’t get more famous reporters to go there. The temperature inside their rooms was indistinguishable from that outside which, within a day or so of their arrival, had dropped to minus nineteen degrees centigrade. The windows had long since been blown in, so there was nothing between the curtains and the outside world except for a single thin sheet of clear plastic. There was no electricity and no water. Simpson describes the lengths he had to go to in order to take a bath after three weeks, and how for days he would wear the same things, day and night, only removing his boots to get into his sleeping bag. He describes the night of the first winter snowfall on 27 December:

The city lost what little colour it still had. A sky as grey as a dirty handkerchief hung over the patchy white of fields and parks from which the trees had long been stripped for firewood. The misery grew much worse. Thanks to the United Nations, no one was starving. No one, that is, that you hears about. Anything could be happening behind the broken windows and tattered curtains in the darkness of thousand blocks of socialistic blocks and Austro-Hungarian stuccoed buildings. 

Life for most people in Sarajevo was so dreadful it was hard to understand how they could remain law-abiding and relatively decent to one another. A university professor I knew kept himself and his wife alive by burning his books… he offered some to a neighbour… Yet in this Hobbesian existence people didn’t savage each other for scraps of food, they behaved as if there were still rules which had to be obeyed. They presented themselves at distribution centres where the UN food was parcelled out, and accepted their inadequate ration without complaint; even though the Bosnian government bureaucrats skimmed off large quantities for their own families’ use.

For most people, the worst thing was not so much the privation as the risk of sudden death. The city was running out of space for graves faster than it was running out of everything else. One young man told them to stop filming a line of shivering people queuing at one of the few water-pumps in the old city centre, outside a disused brewery. He believed that the Bosnian Serbs would watch their pictures and know where to aim in order to cause maximum casualties. It was difficult for people to come to terms with the idea that the violence had no pattern to it, that it was utterly random. A peasant woman in her late forties could only carry a couple of small orange-juice containers the two miles back to her home. Her heart was bad, she explained. Her husband was dead, her mother had died of her wounds after being shot by a sniper.

On that morning of the first snow, the BBC crew went to an old people’s home not far from the airport. The building lay on the Serbs’ front line. It was extremely difficult to get there along a narrow lane blocked off with wooden screens which hid them from the Bosnian government snipers. A Serbian tank was parked in the hedgerow, its gun pointing at positions only two hundred yards away. The home had once cared for two hundred and fifty patients, most of them from the Yugoslav haute bourgeoisie. It had had a staff of a hundred doctors, nurses and domestics. There were bullet holes in nearly all the windows, and large portions of the building had been rendered uninhabitable by shell-fire. A UN armoured car stood outside, and a couple of French soldiers were chopping wood next to it. There were still a hundred and twenty old people in the home, although over the previous four nights eight of them had died of cold, and only six staff remained to look after them. One of them was a Serb woman, jolly and hard-working. She and her bird-like Muslim colleague were overwhelmed by their task of caring for the incontinent, bed-ridden patients. They could only heat one room per floor, and everyone who could walk there huddled inside. The rest stayed in bed, slowly dying.

One of these patients, a ninety-four-year-old man, declared proudly that he had been born in Sarajevo, where he had lived all his life, and that he would now die there. Simpson reflected that he would have been sixteen at the time of the Archduke Ferdinand’s assassination in 1914. The wars that Gavrilo Princip’s action had precipitated had killed at least a hundred thousand lives in one way or another, and had led directly to the ascendancy of Marxism-Leninism and Nazism as dominant ideologies. Even this nasty little siege in the same city was a distant ripple of the shots fired by Princip; an old man who remembered the moment was waiting to die of cold and exposure as a result. Outside, the French soldiers had left in their APC, and an old man in his late seventies was finishing the job of chopping wood they had left. Simpson interviewed him:

Old man: I like to do it. I’m the only one left here who can do it now. They need me.

The old was the only patient still fit enough to chop wood for the furnace. A couple of hours later, he was shot dead by a Bosnian government sniper from close range. The bullet entered his head exactly between the eyes; a copybook killing. There can have been no mistake about it, no thought that he might have been a Serb soldier.

The longer John Simpson spent in Sarajevo, the more he decided that the proper distinction was not between constitutional rights and wrongs, nor between taking pro-Bosnian and pro-Serb positions, western journalists instinctively and invariably taking the former. The real distinction was between the powerful and the powerless. He was shocked to discover, for example, that the reason Sarajevo had neither water nor electricity was that the Bosnian government wouldn’t allow the UN to repair the electricity sub-stations just outside the city. There were various legitimate tactical reasons behind this, not least that the repaired sub-stations would also supply power to a Bosnian Serb weapons factory. But there was more to it than that, Simpson commented. The Bosnian government, lacking the military strength of the Serbs, regarded international opinion as their chief weapon. The more the Western press based in the Holiday Inn reported on the savage horrors of the siege, the more likely it was that the British, French and Americans would intervene on their side. It was not, therefore, in the interests of President Alija Izetbegovic and his government to ease the suffering of their fellow citizens. Those sufferings, on the contrary, might just be the key to victory.

Much of the reporting from Sarajevo was one-sided, so much so that even the UN forces were regarded as an enemy. The UN’s announcements about the obstructiveness of the Bosnian government was hardly reported in the Western press, and neither was the discovery by UN troops of a group of Serb prisoners who had been held by Bosnian government forces in a large sewage pipe for several weeks, fed once a day by food thrown into them in the darkness and the excrement. Worse atrocities were carried out by Serbs against Muslims, but they were all faithfully reported. On the other hand, when Simpson tried to report the crimes committed by the other side, he was labelled as being pro-Serb:

In fact I was very far from being pro-Serb. It was perfectly clear to me that it was the Bosnian Serbs, with the support of their puppet-master Slobadon Milosovic… who were guilty of the war crimes we saw enacted in front of us. The Bosnian Serbs were undoubtedly the aggressors, and the Bosnian government and its people were equally unquestionably the victims: unprepared for war, peaceable, non-sectarian.

Although the government became increasingly Muslim, and sometimes fiercely so, it still had the support of Croats and Serbs who lived in the city. There were no witch-hunts. Simpson knew of the case of an elderly Serb woman who was taken in by a Muslim family because she had nowhere else to live. She would sometimes get a phone-call from her son after a shelling episode, checking that she was all right. He was manning one of the guns on the mountainside which was firing the shells. The old woman’s Muslim hosts never blamed her for the shelling.

John Simpson reported on the former Yugoslavia for the next three years, but didn’t enjoy it. As he put it,

… I didn’t like the place at all. There was too much extremism, too much hatred, too much cruelty. I liked many individuals, but found each of the population groups – Serbs, Croats and Muslims – equally unattractive. The Serbs, overall, were the least lovable, but I found the international media’s demonization of them outrageous. It was an enormous relief to read the words of my friend and colleague, Nick Gowing of BBC World:

“Some of the strongly anti-Serb reporting in Bosnia is the secret shame of journalism. There is a cancer now which is affecting journalism: it is the unspoken issue of partiality and bias in foreign reporting.”

I am not alone, I thought, when I read that.

There were no good guys. The abandonment of the Muslims of Srbrenica to the murderous General Mladic by the Dutch contingent of the UN was one of the most shameful incidents of my lifetime. 

Simpson was also critical of the other UN contingents, including the Ukrainians, the Egyptians, the French and the Americans. Each had their own agenda and though the British were by far the best soldiers, they played as minimal a part as they could, he thought. The UN allowed the Serbians to maintain their checkpoint on the road to the airport, even though, according to the agreement between them, the Serbs had no right to be there. It was this checkpoint which had caused the city to run out of drinking water in the summer of 1992, because the Serbs wouldn’t allow the UN to bring through oil for the pumping station. This had created a sense of fear among the populace, which was worse than the cold and hunger. This was a sense of fear about not having enough to drink, as their mouths cracked with dryness, and everybody smelled bad because they wanted to conserve what little water they could get for drinking rather than washing. Yet the UN allowed the checkpoint to continue, because if the Serbs were antagonised it would be harder than ever to bring food and medicines into the city. This demonstrated to all, including the Serbs, the weakness of the UN deployment in Sarajevo. The UN also policed the siege in other ways for the Serbs, stopping people from leaving the city, forcibly turning back those they caught trying to escape and preventing private individuals from bringing in food supplies. If only the UN had had the guns to fire a couple of tank rounds here on the day the Serbs had set up the point, how much easier things would have been for the people of Sarajevo, Simpson reflected, as they picked up speed in their UN vehicle towards the airport, looking forward to a UN flight to Croatia or Italy, to real food and even hot water.

On 7 January 1993, Orthodox Christmas Day, 8th Operational Unit of the ARBiH, based in the besieged city of Srebrenica under the command of Naser Orić, attacked the village of Kravica near Bratunac. Altogether, forty-six Serbs died in the attack: thirty-five soldiers and eleven civilians. The attack on a holiday was intentional, as the Serbs were unprepared. The Bosniak forces used the Srebrenica safe zone (where no military was allowed) to carry out attacks on Serb villages including Kravica, and then flee back into the safe zone before the VRS could catch them. In total, 119 Serb civilians and 424 Serb soldiers died in Bratunac during the war. Republika Srpska claimed that the ARBiH forces torched Serb homes and massacred civilians. However, this could not be independently verified during the ICTY trials, which concluded that many homes were already previously destroyed and that the siege of Srebrenica had caused extreme hunger, forcing Bosniaks to attack nearby Serb villages to acquire food and weapons to survive.

What are they doing to my lovely Sarajevo?

The following morning, 8 January, the BBC crew headed off to see the man who was primarily responsible for causing so much misery. The Bosnian Serbs’ headquarters was a small skiing village on the outskirts of Sarajevo, where the winter Olympics had been held a few years earlier. Pale had been one of the main centres in this, and various identikit hotels had been built there in a style that was half Titoesque and half Alpine. Simpson was greeted by a question from a dark, fierce-featured young woman: What are they doing to my lovely Sarajevo? She was the daughter of Radovan Karadzic, but Simpson replied unabashedly: When you say “they”, who exactly do you mean?  She replied that she meant the Muslims, of course, whom she then claimed were always shelling their own people. Her father entered the room: a big man with hair like a badger and fingers badly gnawed from nervousness. His military commander, Ratko Mladic, seemed by contrast to be a monster of ferocity and anger; a strong, stocky little man with a thick neck. Simpson had once seen him grab a Sky News correspondent round the throat, forcing him up on tiptoe.

Simpson assumed that Karadzic managed to live with himself by blocking off the reality of what he was doing. Like his daughter, he regarded everything as the fault of the other side. If the Muslims hadn’t done this or that, his forces wouldn’t have been obliged to respond:

JS: Conditions to Sarajevo are increasingly bad now. Why do you treat innocent civilians as the legitimate targets of war?

RK: But we don’t, you understand. Our Serbian communities inside and outside the city are under constant attack by the Muslims, and we have to  defend them. That is what we are doing.

JS: But how is firing mortars and sniping and cutting  off their food and fuel and water supplies defending the Serbs?

RK: We have to respond to their attacks. Our people are dying and being injured every day, and the international community does nothing to help them. We have to help ourselves. 

JS: And what about the Serbs who live in Sarajevo and support the government  there?

RK: They are not acting as true Serbs.

JS: So they become legitimate targets too?

RK: If the Muslims attack us, we must defend ourselves.

The argument went on in this circular fashion for some time. Outside, Simpson bumped into Karadzic’s deputy, Nikola Koljevic, who had been a Shakespearean scholar at Sarajevo University. Quotations from the bard peppered his conversation, though Simpson felt that they were perhaps somewhat misquoted:

NK: We are surrounded by enemies, and it is necessary for us to keep our own counsel. As your great national poet William Shakespeare says in his tragedy of Macbeth, ‘love, obedience and honour  and groups of friends, we cannot expect to have.’   

Simpson found it impossible to understand how someone who had spent his life studying the works of the most humane writer who ever lived could support so inhumane a cause. People said it was because his son had been killed, apparently by Muslims; until that time he had been a gentle enough academic, but his character had been changed by the incident. Yet even as he mouthed the verbal defences of the Bosnian Serbs about their being the innocent victims of Muslim aggression, something else seemed to be working away inside him. Eventually, when the siege of Sarajevo was in its final stages, he shot himself.

One morning in mid-January, as they were driving through Sarajevo, Simpson started talking to Vera Kordic, their fixer and translator, about ways of showing the misery of ordinary people in the siege. Why don’t we just ask any of these? she said, pointing at the lines of harassed women queuing for water. But the journalist felt that they needed to be inside someone’s house, to see how they lived from day-to-day. They walked along a street and eventually found a small doorway with a dark little window on either side of it: a miserable, humble place. They knocked at the door, and an old woman clutching her worn dressing-gown eventually came to the door and agreed to let them in. She lived in a single room, cold, but with the fug of living and cooking filling the place. A candle burnt by her bedside. She spent most of her day in bed, keeping herself warm and using up fewer calories. The food she was given by the UN was just enough to keep her going. She had a small stove and a covered bucket as a lavatory. There was no water: she had to queue up for that, if her neighbour couldn’t spare any. A few keepsakes decorated her place, including a little tapestry of a young girl hung on the wall. She was sallow and not very clean, with greasy grey hair. Most people in Sarajevo lived without washing: water was too valuable to waste, and soap non-existent. In the background, shells landed from time to time, and there was the regular crack of a sniper’s rifle. The old woman flinched in fear every time there was an explosion, which shook the whole place and caused a little dust to drift down from the ceiling. She was ashamed of the way she lived, and that they should see it, but Vera persuaded her that this was the only way people outside Sarajevo could understand what it was like to live there. By the time they started to interview her about her life, her story poured out of her:

I was a nurse in a hospital, a trained nurse. I wasn’t always poor like you see me now. I had people under me. But I am alone in the world, you see. My neighbours, they were Muslims, were very good to me even though I am Serbian. ‘We must help each other’ they said, and they helped me. But now they don’t. Maybe they are dead. I don’t know. So many people have died here.

I am so frightened when I hear these noises. I don’t know what to do. I am old, you see, and completely alone. No one cares about me. I have no family, no husband, no children. I am alone in the world. And I am very frightened. 

Simpson’s crew gave her money, medicine and food. She wept again, and gave them a few little keepsakes from her life before the siege. Every time they went back to Sarajevo after that they would take things to her, and see how she was. It may have made her feel better, but the real effect was on them. To do anything for anyone amid this horror made them feel a little better, and a little less guilty that they could get out of Sarajevo at any time they wanted, leaving the victims of the siege to the mercy of the snipers, shells and shortages.

War Crimes and Punishment of the Perpetrators:

The reporting of eye-witness journalists from Sarajevo and elsewhere provide historians with valuable primary sources about the nature of the Bosnian War.  It may take some time before historians to be able to form balanced views, since even at a distance of twenty-five years, the same distance as between the outbreak of the first and second world wars, the level of propaganda surrounding the events is still creating ripple effects, especially in deciding on responsibility for the atrocities which took place on all sides of the ethnic triangle. The ICTY in the Hague has finally ended with the dramatic self-poisoning of one of the accused in the courtroom itself.

On the Serbian side, in addition to the well-publicised case of the former President of Serbia, Slobodan Milosevic, in 2006, Radovan Karadzic was held on trial and was sentenced to 40 years in prison in 2016 for crimes, including crimes against humanity and genocide. Ratko Mladić was also tried by the ICTY, charged with crimes in connection with the siege of Sarajevo and the Srebrenica massacre. Mladić was found guilty and sentenced to life imprisonment by The Hague in November 2017.

After the death of Alija Izetbegović, The Hague revealed that he was under investigation for war crimes; however, the prosecutor did not find sufficient evidence in Izetbegović’s lifetime to issue an indictment. Other Bosniaks who were convicted of or are under trial for war crimes include Rasim Delić, chief of staff of the Army of Bosnia and Herzegovina, who was sentenced to 3 years’ imprisonment on 15 September 2008 for his failure to prevent the Bosnian mujahideen members of the Bosnian army from committing crimes against captured civilians and enemy combatants (murder, rape, torture). Enver Hadžihasanović, a general of the Army of the Republic of Bosnia and Herzegovina, was sentenced to 3.5 years for authority over acts of murder and wanton destruction in Central Bosnia. Hazim Delić was the Bosniak Deputy Commander of the Čelebići prison camp, which detained Serb civilians. He was sentenced to 18 years by the ICTY Appeals Chamber on 8 April 2003 for murder and torture of the prisoners and for raping two Serbian women. Bosnian commander Sefer Halilović was charged with one count of violation of the laws and customs of war on the basis of superior criminal responsibility of the incidents during Operation Neretva ’93 and found not guilty. In 2006, Naser Orić, commander of the Bosnian government troops near Srebrenica on 8 January 1993, was found on the charges of not preventing the murder of Serbs, but was subsequently acquitted of all charges on appeal.

Dario Kordić, the political leader of Croats in Central Bosnia, was convicted of the crimes against humanity in Central Bosnia i.e. ethnic cleansing and sentenced to 25 years in prison. On 29 May 2013, in a first instance verdict, the ICTY sentenced Prlić to 25 years in prison. The tribunal also convicted five other wartime leaders of the joint trial: defence minister of Herzeg-Bosnia Bruno Stojić (20 years), military officers Slobodan Praljak (20 years) and Milivoj Petković (20 years), military police commander Valentin Ćorić (20 years), and head of prisoner exchanges and detention facilities Berislav Pušić (10 years). The Chamber ruled, by a majority, with the presiding judge Jean-Claude Antonetti dissenting, that they took part in a joint criminal enterprise (JCE) against the non-Croat population of Bosnia and Herzegovina and that the JCE included the Croatian President Franjo Tuđman, Defence Minister Gojko Šušak, and General Janko Bobetko. However, on 19 July 2016, the Appeals Chamber in the case announced that the Trial Chamber made no explicit findings concerning [Tudjman’s, Šušak’s and Bobetko’s] participation in the JCE and did not find them guilty of any crimes.  It was left to the lesser military staff to take responsibility for the Croat war crimes. A final chapter in these cases was reached as I was writing this, on 29 November 2017, when Slobodan Praljak killed himself by taking poison in Court, having had his appeal against his twenty-year sentence rejected. His last words were, I am no war criminal.

Not surprisingly then, the Bosnian Serbs, and to some extent the Bosnian Croats have accused both the UN authorities on the ground, and the ICTY of practising selective justice by actively prosecuting Serbs (and Croats) while ignoring or downplaying Bosniak war crimes. When is a war crime ethnic cleansing? When is it genocide? When is it not a war crime? The Bosnian War posed all three questions and subsequently, at least seemingly, answered them.

The British Labour Party & Palestine-Israel in the Past, 1919-49

This is my third contribution to the debate on anti-Semitism and Zionism in the Labour Party with reference to the documentary evidence of the early twentieth century. The Proclamation of Independence of the state of Israel was published on 14 May 1948, almost exactly 68 years ago. The Provisional State Council was the forerunner of the Knesset, the Israeli parliament. The British Mandate was terminated the following day, which was also the day on which the armed forces of Transjordan, Egypt, Syria and other Arab countries entered Palestine. The Proclamation began with the Biblical claim of the Jewish people to the land of Israel, though it is worth noting that a state or kingdom of Israel only existed in the northern part of these lands for about four centuries before the Roman occupation of the time of Christ, Judea and Samaria being the other main territories in which the Jewish people lived. The diaspora of the Jews around the Mediterranean had also begun well before the first century, although it accelerated following the destruction of the Temple in Jerusalem in circa 70 A.D.  The Proclamation  went on to trace the development of the Zionist movement from the First Zionist Congress of 1897, which was inspired by Theodor Herzl’s vision of The Jewish State, which proclaimed the right of the Jewish people to national revival in their own country. This right was acknowledged by the Balfour Declaration of 2 November 1917, and re-affirmed by the Mandate of the League of Nations following the post-World War One peace treaties which established the League. The Mandate, given over to British administration in 1920, gave explicit international recognition to the historic connection of the Jewish people with Palestine and the right to reconstitute their National Home.

During the Paris Peace Conference, which commenced in the Spring of 1919, relations between the Arab Delegation, led by Faisal IBN-Hussein, and the Zionists, led by Felix Frankfurter, were very cordial. Feisal wrote to Frankfurter at the beginning of March to reiterate what he had often been able to say to Dr Weizmann in Arabia and Europe:

We feel that the Arabs and Jews are cousins in race, having suffered similar oppressions at the hands of powers stronger than themselves, and by a happy coincidence have been able to take the first step towards the attainment of their national ideals together.

We Arabs, especially the educated among us, look with the deepest sympathy on the Zionist movement. Our deputation here in Paris is fully acquainted with the proposals submitted… by the Zionist Organisation to the Peace Conference, and we regard them as moderate and proper. We will do our best, in so far as we are concerned, to help them through: we will wish the Jews a most hearty welcome home… The Jewish movement is national and not imperialist. Our movement is national and not imperialist… neither can be a real success without the other.

People less informed and less responsible than our leaders and yours, ignoring the need for cooperation of the Arabs and Zionists have been trying to exploit the local difficulties that must necessarily arise in Palestine in the early stages of our movements. Some of them have… misrepresented your aims to the Arab peasantry, and our aims to the Jewish peasantry, with the result that interested parties have been able to make capital out of what they call our differences… these differences are not on questions of principle but on matters of detail such as must inevitably occur in every contact of neighbouring peoples, and are easily adjusted by mutual goodwill.

Felix Frankfurter adopted a similarly conciliatory tone in his reply on behalf of the Zionist Organisation:

We knew… that the aspirations of the Arab and the Jewish peoples were parallel, that each aspired to reestablish its nationality in its own homeland, each making its own distinctive contribution to civilisation, each seeking its own peaceful mode of life.

The Zionist leaders and the Jewish people for whom they speak have watched with satisfaction the spiritual vigour of the Arab movement. Themselves seeking justice, they are anxious that the national aims of the Arab people be confirmed and safeguarded by the Peace Conference.

We know from your acts and your past utterances that the Zionist movement – in other words the aims of the Jewish people – had your support and the support of the Arab people for whom you speak. These aims are now before the Peace Conference as definite proposals of the Zionist Organisation. We are happy indeed that you consider these proposals “moderate and proper,” and that we have in you a staunch supporter for their realisation. For both the Arab and the Jewish peoples there are difficulties ahead – difficulties that challenge the united statesmanship of Arab and Jewish leaders. For it is no easy task to rebuild two great civilisations that have been suffering oppression and misrule for centuries… The Arabs and Jews are neighbours in the territory; we cannot but live side by side as friends…

As an essential part of their quest for a homeland in Palestine the Jews sought the active support of the British Government delegation and, in particular, that of the British Foreign Secretary, Arthur J Balfour, author of the 1917 Declaration which had given them hope that this would become a reality. In a memo by Felix Frankfurter of an interview with him and Justice Brandeis in Balfour’s Paris apartment on 24 June 1919, the Foreign Secretary is recorded as expressing entire agreement with three conditions that stated:

First that Palestine should be the Jewish homeland and not merely that there should be a Jewish homeland in Palestine… Secondly there must be economic elbow room for a Jewish Palestine… That meant adequate boundaries, not merely a small garden within Palestine… Thirdly… that the future Jewish Palestine must have control of the land and the natural resources which are at the heart of a sound economic life.  

However, Balfour pointed out the difficulties which confronted the British, especially the fact that Faisal was a ‘comrade in arms’ and that he interpreted British action and words as a promise of either Arab independence or Arab rule under British protection. Nevertheless, he added:

No statesman could have been more sympathetic… with the underlying philosophy and aims of Zionism as they were stated…, nor more eager that the necessary conditions should be secured at the hands of the Peace Conference and of Great Britain to assure the realisation of the Zionist programme.

However, as opposition to Zionism grew among the Arab population under British rule in the early 1920s, a new policy was drafted by Winston Churchill, then the British Colonial Secretary, which, while not explicitly opposing the idea of a Jewish state, redeemed the Balfour promise in depreciated currency, to quote a contemporary British source. Churchill’s White Paper of June 1922 made it clear that The Balfour Declaration had been subjected to exaggerated interpretations such as given in the phrase “as Jewish as England is English” in connection with the intentions of the British government. This, Churchill stated flatly, was not the aim of HM’s Government, which was neither contemplating the disappearance or subordination of the Arabic population, language, or culture in Palestine. He reminded those who suggested this to be the case, among both Arabs and Jews, that the Declaration did not state that Palestine as a whole should be converted into a Jewish National Home,  but that such a Home should be found in Palestine. This clearly contradicted the conditions set down in Frankfurter’s memo of Balfour’s Paris interview, but Churchill went on to quote the resolution of the Zionist Organisation’s Congress held at Carlsbad in September 1921, which had expressed…

… the determination of the Jewish people to live with the Arab people on terms of unity and mutual respect, and together with them to make the common home into a flourishing community, the upbuilding of which may assure to each of its peoples an undisturbed national development. 

Churchill also clarified that the Zionist Organisation was to have no special role in the running of the administration of Palestine under the British Mandate and that the citizens of Palestine, whatever their ethnicity or religion, would remain Palestinian. Jewish immigration was to continue in keeping with the economic capacity of the country. The immigrants should not be a burden to the people of Palestine as a whole, nor should they deprive any section of the current population of their employment. Against this background, by the mid-twenties, there were those within the Labour Party, like Beatrice Webb, who began to question the aims of the Zionist movement:

… I admire Jews and dislike Arabs. But the Zionist movement seems to me a gross violation of the right of the native to remain where he was born and his father and grandfather were born – if there is such a right. To talk about the return of the Jew to the land of his inheritance after an absence of two thousand years seems to me sheer… hypocritical nonsense. From whom were descended those Russian and Polish Jews? The principle which is really being asserted is the principle of selecting races for particular territories according to some ‘peculiar needs or particular fitness’. Or it may be some ideal of communal life to be realised by subsidised migration. But this process of artificially creating new communities of immigrants, brought from many parts of the world, is rather hard on the indigenous natives!

Clearly, Sidney Webb (pictured right) shared views of his wife, Beatrice on Zionism, as five years later he was in the first majority Labour government of 1929-31, Sidney Webb as Colonial Secretary, by then under the title ‘Lord Passfield’. Following the Arab riots of 1929, the ‘Passfield White Paper’ was published in 1930, urging restrictions on immigration of Jews, and on land sales to them. When this was bitterly denounced by the Zionist leaders as a violation of the Mandate, Ramsay MacDonald wrote to Chaim Weizmann in February 1931 to reassure him of the good faith of HM’s Government. Although it did not openly repudiate the Passfield Report, the PM’s letter was rejected by the Arabs as the “Black Paper” as it clearly defined the mainstream Labour view of Zionism. The Report had been widely criticised for making ‘injurious allegations’ against the Jewish people and Jewish labour organisations. Today, we might describe these as being anti-Semitic. Quite clearly, as leader of the party and PM, MacDonald felt he had to act quickly to allay these concerns. In his speech in the House of Commons on 3 April 1930, MacDonald had given his ‘double undertaking’ to the Jewish and non-Jewish populations of Palestine (see my previous post) which contained a promise to ‘do equal justice’ to both. This, he now declared, was the most effectual means of furthering the establishment of a national home for the Jews.

He emphasised that the government did not contemplate immigration controls beyond those introduced by Churchill in 1922, governed purely by economic considerations. There was to be a continuation of labour scheduling of Jewish wage-earning immigrants for private works which depended mainly on Jewish capital and the availability of Jewish labour. Public works were to be organised on the basis of private Jewish contributions to public revenue, to allow for a ‘due share’ of employment for Jewish workers. Otherwise, account was to be taken of unemployment among both Jews and Arabs. However, The Jewish Agency insisted that, as a matter of principle, asserted the policy that only Jewish labour would be employed by Jewish organisations. MacDonald asserted that the British government would seek to amend this policy if Arab unemployment became ‘aggravated.’ In words which could still be applied to the Labour Party policy today, MacDonald concluded his letter by reaffirming the government’s ‘unqualified recognition’ that no solution can be satisfactory or permanent which is not based upon justice, both to the Jewish people and to the non-Jewish communities of Palestine.

The MacDonald letter aimed to placate the Zionists while disturbing as the Arabs as little as possible. When many Zionists took the letter as a withdrawal of the white paper, however, it became labelled the ‘black paper’ by Arabs. By confirming that the policy of the Palestine Mandate was to continue to support Jewish immigration, the Letter in effect negated some of the implications of the White Paper and facilitated increasing immigration during the growth of anti-Semitism in Europe in the 1930s. Of course, the line between anti-Zionism and anti-Semitism had already become a blurred one in British politics, as the Passfield White Paper shows. Webb was not the only baronet in the Labour Cabinet. Sir Oswald Moseley, sixth baronet, stuck out like a sore thumb in the House of Commons. At first he was a Conservative, but fell foul of the Tory establishment and joined the Labour Party. When he failed to get J H Thomas, the useless Minister of Labour, to do something about the unemployed, Mosley produced his plan for increased allowances and public works, but it was rejected in the crisis of 1931. Mosley walked out to form his ‘New Party’, taking with him some of the more left-wing Labour MPs like John Strachey. When the government fell in August 1931, Strachey and Webb wrote Marxist books and seemed to hover between Mosley’s growing support for National Socialism, which culminated in the founding of the British Union of Fascists, and becoming apologists for Stalin’s USSR which, in the early thirties, was at least as anti-Semitic as Germany. There was little the Labour Party could do to resist the rise of anti-Semitism in Britain, either on the streets of the East End of London, or within its own ultra-left ranks. In fact, in trying to formulate a clear-cut alternative to ‘MacDonaldism’ it strengthened its own left-wing and, for a time, its links with Soviet communism. It also took the British left until at least 1934 to realise that the title of Hitler’s National Socialist Party was extremely misleading, and that what Hitler himself stood for was paranoid nationalism, racialism and militarism , with the Jews as the internal scapegoats. Similarly, Mosley’s powerful corporatist ideas attracted considerable support among the middle and working classes in 1932, including from Labour and Conservative MPs, from Aneurin Bevan to Harold Macmillan. Even after his New Party merged with the BUF in that year, his protectionist policies continued to attract support until they were overshadowed by the thuggish actions of his blackshirts at the Olympia rally in June 1934, soon followed by the Night of the Long Knives in Germany, in which the Nazi Party clearly ‘purged’ itself of its socialist faction. This confusion between right-wing and left-wing politics is evident in journalist Rene Cutforth’s eye-witness accounts of the period from both the British and German capitals:

It was an age addicted to psychological explanations, but I never heard the nature of Mosley’s audiences satisfactorily explained. Who were these people who submitted themselves night after night to this exhibition of terrorism and tyranny?  They looked middle-aged on the whole and seemed to be enveloped in general and political apathy, yet they kept on coming.

The Communists and the Fascists met and fought from time to time, but the habit never became a public menace as it was in Berlin in the early Thirties, when it was extremely easy for anybody, particularly at night, to be caught up in some skirmish between Nazis and Communists and be beaten up or, quite often, never heard of again.

Nonetheless, this confusion of extreme, authoritarian politics of the right and left in British politics in the early thirties was, undoubtedly, a significant factor in the failure of the mainstream Labour movement to stem the growth of anti-Semitism among its own traditional supporters and voters. Similarly, much of the international socialist reaction to Zionism throughout the decade meant that, although the British people were very welcoming to the Kindertransport and to Jewish refugees in general, the National government was able to finally wriggle free from the terms of its Palestine mandate. Another White Paper was published in May 1939 giving into Arab demands and limiting Jewish immigration to fifteen thousand for the next five years. I have referred to this in more detail in my previous post, together with the furious reaction of the Jewish Agency, but this was a fury which did not abate during the following three years. During a visit to the United States by David Ben Gurion, Chairman of the Executive of the Jewish Agency, Zionist policy was reformulated. At a conference at the Biltmore Hotel in New York in May 1942, the establishment of a Jewish state was envisaged to open the doors of Palestine to Jewish refugees escaping from Nazi terror and to lay the foundations for the future settlement of a Jewish majority.  The Declaration adopted by the Extraordinary Zionist Conference affirmed its rejection of the 1939 White Paper and denied its moral or legal validity. It quoted Churchill’s speech in the House of Commons from May 1939, in which he claimed that the Paper constituted a breach and repudiation of the Balfour Declaration. Furthermore, it stated,

The policy of the White Paper is cruel and indefensible in its denial of sanctuary to Jews fleeing from Nazi persecution…

The Conference urges that the gates of Palestine be opened: that the Jewish Agency be vested with control of immigration into Palestine and with the necessary authority for upbuilding the country, including the development of its unoccupied and uncultivated lands: and that Palestine be established as a Jewish Commonwealth integrated in the structure of the new democratic world.

Then and only then will the age-old wrong to the Jewish people be righted.

Following the war, and the holocaust, an Anglo-American Committee of Enquiry was appointed in November 1945 to examine the status of the Jews in the former Axis-occupied countries (see my previous post). The Labour Government decided to invite US participation in finding a solution. Prime Minister Clement Attlee, perhaps mindful of the reservations about abandoning the immigration controls of 1939, of his Foreign Secretary, Ernest Bevin, declared that the report would have to be considered as a whole for its implications. The report recommended that a hundred thousand Jewish refugees should immediately be awarded settlement papers in 1946, commenting that the actual number of Nazi and Fascist persecutions was well in excess of this:

Indeed, there are more than that number in Germany, Austria and Italy alone. Although nearly a year has passed since their liberation, the majority of those in Germany and Austria are still living in assembly centres, the so-called “camps,” island communities in the midst of those at whose hands they suffered so much.

In their interests and the interests of Europe, the centres should be closed and their camp life ended. Most of them have cogent reasons for wishing to leave Europe. Many are the sole survivors of their families and few have any ties binding them to the countries in which they used to live.

Since the end of hostilities, little has been done to provide for their resettlement elsewhere. Immigration laws and restrictions bar their entry to most countries and much time must pass before such laws and restrictions can be altered and effect given to the alterations.

Some may go to countries where they have relatives; others may secure inclusion in certain quotas. Their number is comparatively small.

We know of no country to which the great majority can go in the immediate future other than Palestine. Furthermore, that is where almost all of them want to go. There they are sure that they will receive a welcome denied them elsewhere. There they hope to enjoy peace and rebuild their lives.

From this report we can clearly see that Ken Livingstone’s recent assertion that the post-war refugees could all have been absorbed by European countries flies in the face of all the contemporary evidence revealing the reality of their predicament, even had they wanted to be resettled in these countries. Immigration to and settlement within Palestine was the only realistic option to spending years in camps. Thus, apart from their historic connection with the country, and their right of access, shared with Christians and Muslims, to its holy places, the Jewish people had, the report concluded, also secured the right to continued existence, protection and development.

Various models were considered in the report for the future state(s) of Palestine, including a bi-national state, a federation of states, and partition into two or more states. Ernest Bevin, the British Foreign Secretary (pictured below), eventually announced on 14 February 1947 that the British government had decided to refer the problem to the United Nations. Bevin himself was against partition since, he said, the Arabs would never agree to two states being formed, so they would be unviable from the beginning. The United Nations duly set up a special committee of eleven member states (UNSCOP), which reported on 31 August 1947. The Jewish Agency accepted its partition plan as the indispensable minimum, but, as Bevin had predicted, the Arab governments rejected it. The UN General Assembly approved the recommendation in November 1947, by a two-thirds majority which included both the USA and the USSR, but not Britain. The British Mandate ended on 15 May 1948, the day after the Proclamation of the State of Israel, and on the same day as the armed forces of neighbouring Arab states entered Palestine.

In these immediate post-war years, Ernest Bevin had been regarded by many Jews in Britain, the United States and Israel as an ‘arch-enemy’ of the Jewish people; and his action on the report of the Anglo-American Commission, and again on the resolution of the United Nations Assembly in 1947, his delay in recognising the State of Israel until February 1949, and some bitter remarks he made in the House of Commons’ debates on Palestine, seemed to justify that contemporary view. However, Lord Strang, the Permanent Under-Secretary at the Foreign Office for the greater part of Bevin’s term as Foreign Secretary, has suggested that his opposition to the State of Israel was due to his preoccupation with longer-term political, economic and strategic considerations:

He was disturbed by fear of active Soviet involvement in Middle East affairs, and foresaw that the persisting Arab-Jewish antagonism would be exploited by Moscow to the detriment of vital Western interests.

In this respect, Bevin’s analysis was correct, but this did not make him anti-Zionist, or by extension, anti-Semitic. Norman Leftwich, writing in 1962 about his Seventy Seven Years as a diplomat, argued that his talks with Bevin in London and Paris between 1946 and 1948, confirmed Strang’s judgement:

He was, I believe, anxious at the outset to find a solution to the conflict, and confident that he would succeed, as he had many bitter Labour disputes… But at least, when he did recognise the State in 1949, he did  his best to foster afresh good relations between Great Britain and Israel; and he made a vain attempt to bring Jews and Arabs together.

A Summary and Some Conclusions:

What lessons can we learn from these thirty years, which can inform the attitude and policy of the Labour Party today towards the Israel-Palestine question, anti-Zionism and anti-Semitism? Firstly, it does not serve the party’s needs to try to relate anti-Semitism to other forms of discrimination on either racial or religious grounds. If we want to deal will these evils, or diseases, at root, then we need to understand the distinct historical nature of those roots. We need to understand that Jews and Arabs are both Semites, in ethnicity and language, and that until 1919 they had both suffered equally at the hands of an imperial regime in Palestine, as Palestinians, and that the Jews had also suffered both formal and informal discrimination in a variety of European countries, while also being well-integrated into some, e.g. Austria-Hungary. Zionism, the determination to create a Jewish homeland in Palestine, was the ambition of a minority of Jews in Europe and America until a policy of ethnic cleansing was adopted by some of the totalitarian regimes of the 1930s. For a time, the determination of Zionists to emigrate to Palestine suited many within the NSDAP in Germany, but there is no evidence to suggest that Hitler himself did more than temporarily to tolerate Zionist emigration schemes. To suggest that he actively supported Zionists or Zionism is not only factually wrong, but insulting to those Jews who saved many Jewish lives. In fact, it is a deliberate anti-Semitic distortion, with the aim of devaluing the brave role played by these people during the time of the Third Reich.

During the time of the second Labour government of 1929-31, Ramsay MacDonald upheld the right of the Jewish people to their own homeland in Palestine, as originally set out in the Balfour Declaration, while at the same time affirming the need for ‘equal justice’ for Jews and Arabs. He also sought to guarantee continuing Jewish immigration to Palestine, against the wills of anti-Zionists in his own party, ensuring an escape route for many thousands of refugees until this was all but ended by the National government in 1939. At the end of the war, the Labour government, led by Attlee and Bevin, eased the restrictions on immigration while seeking a permanent solution to the problem of Palestine. Unable to get the Arab representatives to agree to either a ‘bi-national’ state, or to partition, in conjunction with the US, they then handed over the question to the United Nations. They opposed partition, the solution pased by resolution in the General Assembly, because they feared its strategic exploitation by the Soviet Union at the beginning of the Cold War. However, in 1949, they recognised the State of Israel. Despite all that has happened since then in the Arab-Israeli conflict, I believe that, with the Cold War now over, the Labour Party has no obstacle to continuing to recognise Israel, to uphold MacDonald’s principle of ‘equal justice’ for the Jews and Palestnian Arabs and to support freedom of conscience and religious practice throughout Israel-Palestine. The best means of achieving these ends at present would seem to be through a two-state solution. Acts of terrorist violence or excessive use of force by any of the current governments within the territories are open to international scrutiny, critism and condemnation, as necessary, under the terms of UN resolutions passed since 1947. However, it should be clear that the Labour Party also opposes those who call for the destruction of the State of Israel, which would involve a further genocide against the Jewish people. Such statements are, in and of themselves, anti-Semitic. It is also anti-Semitic to hold, by word or action, Jewish people generically responsible for the actions of the Israeli government of any particular day, whether they are citizens of Israel or live elsewhere in the world. In our dealings with our sister party and Labour organisations in Israel, we also need to affirm the democratic nature of the country and its constitution.

Finally, the Labour Party’s history in the 1930s should perhaps be read as a warning as to what happens when it splits into wings and factions. In the 1930s, the collapse of the party as the constitutional means for working-class representation left a vacuum in which the extremists on the left and right were able to gain support, leading to attacks on Jews and other minorities. The party was no there to defend them against unemployment and discrimination.  Added to which many who started on the left ended up on the right because of their support for the corporativist or collectivist solutions demonstrated in Berlin and Moscow.  Following a backward path of statist centralisation in the diverse economy and society of the twenty-first century could be even more disastrous for the broad cross-section of society that Labour has always sought to represent.

The Nazi Occupation of Hungary, March 1944   Leave a comment

Four years ago, the 19th March was officially designated as Hungary’s day for remembering the victims of the German occupation of Hungary which began on that day in 1944, following an agreement between its then Regent, Admiral Horthy, and the ‘Führer’ of the Third Reich, Adolf Hitler, two days earlier. The first implication of the current Hungarian government’s decision to commemorate the Holocaust on a different day from the rest of the world (which does so on Holocaust Memorial Day in January) was that the whole Hungarian people were just as much victims of this ‘invasion’ and the atrocities which followed, as the Jews and Roma who were murdered under the authority of the Nazi régime, or who somehow survived them in the last year of the war. The second was that the ‘Hungarian Holocaust’, to give it the title widely used by historians, had little to do with the anti-Jewish motivations and actions of the Hungarian governments of 1944-5, and those which had led up to them in the previous six to eight years, and that those actions in which they participated, were only undertaken by them under the extreme duress applied by the SS. Statues have recently been erected in Budapest and elsewhere which seek to symbolise this lie. The fact that, this year, there have been no published statements by or on behalf of the current state ministers or President, only goes to confirm that they have no wish to court controversy by repeating the lie, though they continue to seek to rehabilitate proven active collaborators by initiating, sponsoring and supporting the erection of statues of these public officials who took part in the deportations and murders of more than six hundred thousand Hungarian citizens and refugees from other countries who sought asylum in Hungary from 1936 onwards.

I have, for my part, continued to educate myself about these sufferings by reading Anna Porter’s book on (probably) the most famous of these refugees, the Transylvanian Jewish journalist, Rezső Kasztner. If there were any doubt about the guilt of the Hungarian state in 1944, the quotation she makes at the end of her chapter on Obersturmbannführer Adolf Eichmann should answer this unequivocally. Although it took nearly three weeks for the ‘orders’ to be transmitted from State Secretary László Baky to the local authorities, marked “secret”, they clearly bore his signature and declared:

The Royal Hungarian government will cleanse the country of Jews within a short time. I hereby order the cleansing to be conducted district by district. Jews are to be taken to designated collection camps regardless of gender and age. 

In making so clear an anti-Jewish statement, Baky was clearly not acting under orders he disagreed with. In her previous chapters, Porter points out that Baky had served in both the Hungarian military and gendarmerie, from which he had retired with the rank of major, in order to devote himself to politics. He had joined the fascist Arrow Cross Party in 1938, then switched to the Hungarian National Socialist Party in which he had used the Party’s newspaper, Magyarság, for his tirades against the Jews. He had been an informant for the SS before Hungary’s entry into the war and, in 1940, had once more joined the Arrow Cross, under the leadership of Ferenc Szálasi, to whom he was reported to remark:

We are going to have some hangings, aren’t we, Ferenc? 

When Adolf Eichmann arrived in Budapest in late March 1944, he had been expecting some resistance to his plans for The Final Solution from the new Hungarian government and authorities. Instead he was offered immediate, enthusiastic assistance. A week after he arrived, he had asked for a meeting with Baky and the other newly-appointed state secretary, László Endre. It was held over bottles of wine and pretzels in the garden of the Majestic Hotel in the Swabian Hill District, where Eichmann had taken over a villa owned by a recently-interned Jewish businessman. Eichmann informed the two secretaries that he had orders directly from Himmler himself for the ghettoisation and deportation of all Hungarian Jews. They greeted this statement with wholehearted support, eager to begin the task of concentrating the Jews the very next day, starting with the hundred thousand plus refugees without Hungarian citizenship, most of whom had already been ’rounded up’. Eichmann himself had to restrain them on practical grounds, because he needed time to organise the transportation system which would be used to deport the Jews to Auschwitz. This could only handle twelve thousand Jews a day, he told them, and added that the gas chambers and crematoria in the camp could not handle the numbers they were proposing, either.

They therefore accepted Eichmann’s more gradual plan, offering that the Hungarian state would provide the gendarmerie and pay for the fees of the transports and guards to the border, just as the Slovak government had done. Eichmann agreed with them that Budapest’s large, wealthy Jewish community would be the last to be deported, but that they too would be gone by the end of June. Since most of the young Jewish men were already serving at the eastern front, in labour battalions, the state secretaries could assure Eichmann that there would be little resistance and, if any did materialise, it would be firmly dealt with by the gendarmes, who would be faced with unarmed older civilian men  and women with children. Eichmann asked that a member of the Hungarian government should submit to him a request for the evacuation in order to maintain the thin veneer of independence. Baky then left, elated, to meet with Lieutenant Colonel László Ferenczy of the gendarmerie, who would need to execute the order. Ferenczy claimed that the five thousand men under his command would only be too willing as well as able, to carry out the ghettoisation and deportation of the Jews. Many of them were of Swabian origin and viewed the Jews as enemy aliens. Many years later, Eichmann gave an interview to a Dutch journalist in Argentina in which he recalled his meeting with Baky and Endre.  He was reported as saying:

On that evening, the fate of Jews of Hungary was sealed.

The country was divided into six ghettoisation and deportation zones, each of which would be handled separately and in strict order, in agreed turns, beginning with Carpathian Ruthenia and Transylvania. All communication between the zones would be cut off. On 22 March, Prime Minister Döme Stojay informed the government that Dr Veesenmayer, the Reich plenipotentiary, had insisted that Jews throughout the country should wear a yellow star. Regent Horthy ‘washed his hands’ of responsibility for this, stating that, in future, such “requests” regarding the Jews should not be presented to him. He later told Samuel Stern, with whom he had regularly and recently played cards in the Buda castle, that his hands were tied in the matter, under threat of total exclusion from power. He had, he said, held out for as long as he could on “The Jewish Question”. The order went into effect on 5 April, with only Stern and his newly Nazi-appointed ‘Jewish Council’ exempted.

On 31 March Eichmann summoned the Jewish Council to his offices on Swabian Hill. Eichmann’s men had surrounded the buildings around the Majestic Hotel with three rings of barbed wire. Eichmann’s office was on the second floor, while Baky had installed himself in an office on the third so that he and his staff could plan mass murder without interruption from other pressing matters, such as the conduct of the war on the eastern front. Eichmann sat in the only chair in the meeting room and told the Council members that he was not in favour of executions, except of those Jews linked with resistance movements. His job was to raise the output of the war industries, he lied, and the Jews, except of course for the Council members, would have to work in them. He shouted at them:

I am a bloodhound! All opposition will be broken. If you think of joining the partisans, I will have you slaughtered. I know you Jews. I know all about you. I have been dealing with Jewish affairs since 1934. If you behave quietly and work, you’ll be able to keep your community and your institutions. But… where Jews opposed us, there were executions… I will make no distinction between religious Jews and converts. As far as I’m concerned, a Jew is a Jew, whatever he calls himself.

Later the same day, the Hungarian government issued several new decrees regarding the Jews: they were prohibited from employing non-Jews; they could no longer work as lawyers, journalists, or public servants, or in theatrical and film arts; they were not allowed to own or even drive motor vehicles, including motor-bikes. They were even banned from riding bicycles. They had to hand in their radios and telephones to the authorities in charge of Jewish affairs. Above all, they all had to wear the yellow star of David, marking them out clearly for purposes of differentiation.

On the morning of 3 April, British and American planes bombed Budapest for the first time. Whole buildings collapsed along the main routes into the city centre and in the Castle District. In response, the Hungarian security police demanded that the Jewish Council provide five hundred apartments for the displaced ‘Christians’. Peter Hain, the chief of Hungarian Intelligence, decided to relocate influential Jews near to industrial and military installations, believing that they would somehow be able to warn the British and Americans not to bomb these targets. The Jewish Council was expected to provide five hundred of these hostages. Samuel Stern gave Hain a list which contained only eight names, all of whom, including himself, were members of the Jewish Council. The Germans told Hain to drop this ‘crazy plan’, realizing that they still needed the Council’s cooperation.

On 4 April, László Baky met with Lieutenant-Colonel Ferenczy and members of the Sonderkommando and Weirmacht, to firm up the plans for the ghettoisation and deportation of all the Jews of Hungary. All Jews were, irrespective of age, sex, or illness, were to be concentrated in ghettos and schedules would be set for their deportation to Auschwitz. Only the few still employed in mines or factories were to be temporarily spared until they could be replaced. Each regional office was to be responsible for its own actions. The directive read:

The rounding up of the Jews is to be carried out by the local police or by the Royal Hungarian Gendarmerie units… If necessary, the police will assist the gendarmerie in urban districts by providing armed help.

It took until 16 April for the full directive and extensive explanations to be typed in multiple copies and sent to the mayors and prefects in the provincial towns and villages, but the ghettoisation was already underway on 7 April. In under three weeks, the Hungarian holocaust had been set in motion, and its success, at least in the rural areas, depended almost exclusively on the enthusiastic collaboration of the Hungarian authorities. In that respect, it was unique among the deportations of The Final Solution.
