Goodbye János Kádár!

By the end of 1988, Mikhail Gorbachev had clearly abandoned the ‘Brezhnev doctrine’ in terms of which the Soviet Union undertook to resort to military force in critical situations in the ‘eastern bloc’ countries. In other words, he intimated that the events of 1956 in Hungary, 1968 in Czechoslovakia and 1981 in Poland, where an invasion was only prevented by the announcement of martial law, would not be repeated. Kádár, the one-time pioneer of reforms in the bloc, was deeply disturbed by Gorbachev’s aspirations, for they now made any depth of reform possible, whereas the ones enacted up to 1985 in Hungary were the maximum he was willing to concede. It was rumoured among the broad segment of reformers in the party rank-and-file, whose expectations were heightened by Glasnost and Perestroika, that Gorbachev’s statements were being censored in Hungary as well as in the more rigid socialist countries. In the final stage of Kádár’s reforms in Hungary, ‘multiple candidacy’ was introduced for future general elections, allowing ‘independent’, non-party candidates to stand, resulting in ten per cent of the new parliament being composed of such deputies in 1985. Any further step in the opening up of the public sphere would have provided a fundamental challenge to the régime’s power base.

Supported by a faceless crowd of yes-men of his own age in the upper echelons of the party hierarchy, Kádár stubbornly denied any allegation that Hungary was in crisis. When he could no longer maintain this facade, in July 1987 he dropped his long-standing Prime Minister György Lázár, replacing him with one of the several vigorous, relatively young figures who were biding their time in the lower echelons. Károly Grósz was the most characteristic representative of the new technocratic cadres which were in favour of going forward with economic reforms without changing the political system. The policy of transition to a mixed economy based on mixed forms of property (state, co-operative and private) was therefore carried forward with the elimination of subsidised prices; the return, after four decades, of a two-level banking system and the introduction of a new tax system, including progressive personal income tax. Grósz also continued the ‘openness’ policy towards the West by abolishing all travel restrictions, winning Gorbachev’s confidence in the process. The Soviet leader had no objection to getting rid of Kádár, who was aged, sick and tired in every sense of the word. As he outlived his days, the stage was set for a succession struggle.

Besides Grósz, the main contenders included Nyers, the architect of the 1968 economic reforms and Imre Pozsgay, whose commitment to reform extended to the political sphere, in favour of democratisation. He was supported by a sizeable reform wing within the party, as well as by a group of social scientists who prepared, under his protection, a scenario for a transition to pluralism in 1986, Turning Point and Reform. In addition, Pozsgay communicated with a segment of the opposition led by ‘populist’ intellectuals. An investigation within the party and the expulsion of four prominent reformist intellectuals from the party in the spring of 1988 were intended by the ‘old guard’ to deter the opposition within the party, but the measure missed its target. Then on 22 May 1988, Kádár’s long rule came to an abrupt end: the party conference elevated him to the entirely impotent post of Party Chairman, electing Grósz as Party Secretary in his place and completely reshuffling the Political Committee. By this time the different opposition groups that had been germinating for a considerable period in the ‘secondary public sphere’ stepped forward into the primary one and started to develop as political parties, presenting the public with analyses of past and present communism, diagnoses of Hungary’s predicament, and antidotes to it, which proved to be more credible than the versions prevented by officialdom.

From its inception in the late 1970s, the opposition that arose as a viable political alternative a decade later was distinguishable from the post-1968 dissidents both by their ideological orientation and their strategy. Instead of grafting pluralism and democracy onto Marxism, which the experience of 1956 had shown to be futile, they drew on the liberal-democratic and Christian national traditions, and instead of the similarly futile effort to represent these endeavours in the ‘primary’ public sphere, whose organs and institutions were dominated by the party, they created and maintained autonomous organisations. At the outset, these initiatives were confined to a few dozen individuals, maintaining contacts with a few hundred others among the intellectuals of research institutes, university departments, editorial offices and student circles. Through these, their views started to infiltrate into the pages of literary and social science journals of the ‘primary’ sphere that were testing the limits of free speech. From the mid-1980s on, some of them also developed contacts with reformers within the party. Of course, the authorities continued to possess detailed and up-to-date information about the activities of opposition and the groups linked with them. But given the developing dialogue with the West and its increasing dependence on western loans, the régime could not afford to show its iron fist. Whenever the opposition made itself visible by coming out on the streets for alternative commemorations of the 1848 and 1956 Revolutions, up to 1988 arrests, detentions and beatings invariably followed. Otherwise, the régime contented itself with occasional harassment: sporadic searches, the confiscation of illegal publications, the rejection of travel permits, censorship of writers and replacement of editorial boards.

Far from being homogeneous, from the outset, there were clear divisions within the opposition, reflecting the old urban-populist divide, although they maintained a co-operative dialogue until the eve of the transition process. The ‘populists’ identified national ‘questions of fate’ as their main commitment, such as the conditions of Hungarian minorities in the neighbouring countries, types of social delinquency, demographic problems, the conditions of the Churches, the loosening of communal ties and the effects of communism on the national consciousness. The neglect of these issues by the government, especially the first, led to the beginning of these ‘populist’ nationalist trends, also at the end of the 1970s. From 1983 Sándor Csoóri became a dominant figure among the ‘populists’, with polemical writings combining the above-mentioned themes with a critique of the morally detrimental effects of socialism. New social service periodicals succeeded in outmaneuvering censorship and discussing in a more objective manner an extensive range of sensitive themes, not just Stalinism and the 1956 Revolution, but also anti-Semitism, the condition of the Roma minority, poverty and the anomalies of the social security system. Both liberal Democrats and populists established links with Hungarian emigré organisations in the West, benefiting in the shape of scholarships from the New York-based Open Society Foundation launched by the Hungarian-American businessman George Soros in 1982, which also opened a registered office in Budapest five years later.

In the first half of the 1980s, the endeavour of anti-communist cooperation dominated the relationship of the two camps of the opposition, so different in outlook. A conference was held at Monor in 1985 in June 1985, whose speakers addressed and analysed the most soaring issues of the then generalised crisis. As the transformation of the system responsible for it came on to the agenda, and programmes started to be worked out, the ways of ‘urbanists’ and ‘populists’ parted. In June 1987 the programme of the democratic opposition was published, entitled ‘Social Contract’. They were uncompromising in claiming that the current political leadership was unsuitable to guide the process. Their document concluded that Kádár must go. This was too radical for the populists, who envisaged a more gradual transition, with an active role for reform communists within it. As a result, the democratic opposition was not invited to the meeting of the ‘populist’ camp which took place at Lakitelek, near Kecskemét, where the Hungarian Democratic Forum (MDF) was founded. This was a recognised movement with the goal of transforming into a political party and was formed in the presence of Pozsgay and other reform Communists, on 27 September 1987.

The Alliance of Young Democrats (FIDESZ), established on 30 March 1988, originally as an alternative to the Communist Youth League, endeavoured to supersede the urbanist-populist divide and submitted a programme in which a mixed economy, human rights, political pluralism and national values were given equal emphasis. At the same time, it also identified itself as a radical liberal initiative, and for some time during the ‘Transition’, it remained the closest political ally of the former democratic opposition. The ‘urbanist’ counterpart of the MDF was the Network of Free Initiatives, launched on 1 May 1988 which then developed into the Alliance of Free Democrats (SZDSZ) on 13 November that same year, after their hope of integrating most or all of the democratic opposition became thwarted by the mushroom-like growth of quasi-political organisations, together with professional associations and trade unions in the intervening six months. Shortly afterwards, the ‘historical parties’ reformed themselves: the Independent Smallholder Party re-emerged on 18 November 1988, followed by the Social Democrats in January and the Christian Democrats in April 1989.

Meanwhile, in November 1988, Grósz had passed over the premiership to Miklós Németh who, contrary to expectations, became one of the engineers of transition. He drew reinforcement from the successful manoeuvring of Pozsgay, who arose as an emblematic figure of reform Communist policies by sharpening the divisions within the party through a number of publicly made statements from late 1988 onwards. Pozsgay had avoided getting involved on either side in the 1956 Uprising because he was based in a provincial town at the time. He was an intellectual by instinct and training, who had worked his way up through the system until he and his fellow reformers had been strong enough to vote Kádár, who had once referred to him as ‘impertinent’, out of power in May 1988. It was then that Pozsgay became a member of the Politburo and it was soon after that he, not Grosz, had emerged as the dominant figure in the party leadership. Most notably, his announcements had included breaking the taboo of 1956: the redefinition of the ‘counter-revolution’ was as a ‘popular uprising’, and the urging of the introduction of a multi-party system. This was ratified by the legislature on 11 January, and acknowledged by the party on February 11, 1989. Through a cabinet reshuffle in May 1989, the followers of Grósz were replaced in most posts by pragmatic reformers like Németh himself. This did much to undermine hard-liner positions in the party and to push it to disintegration. The founder of the party did not live to see it. In early May 1989, Kádár was relieved of his offices, and died on 6 July, the same day that Imre Nagy was officially rehabilitated.

Even before his total removal from power, it was already being openly said that the Kádár period had come to an end. What had come into existence under his aegis was now in ruins economically. The attempts of the régime at reform had won excessive, flattering judgements in the West, making it more suspect within the Eastern Bloc. But the end of the third decade of Kádár’s rule was overshadowed by the previously whispered, but later admitted, information that Hungary had accumulated a foreign debt of twenty billion dollars, most of it in a couple of years of recklessness. This was where the contradictory, limited national consensus had ended up, in a cul-de-sac of national bankruptcy; this was what the divergence of production of production and consumption, the maintenance of a tolerable standard of living, and the erroneous use of the loans received had amounted to. The heavy interest burden on these debts alone was to have its effects for decades, crippling many early attempts at renewal.

By July 1989, Hungary had become a de facto multi-party democracy again. Although these parties, new or old, were not mass parties with large numbers of activists, they were able to show that Grósz was wrong to suggest, as he once did at the end of 1988, that the streets belong to us. There were few mass demonstrations during this period, but those that did take place were organised by the opposition and were effective in conveying clear messages. They included mass protests over Ceausescu’s treatment of the Hungarian minority in Transylvania, reminding the Communists of their neglect of nationalist issues, and against the proposed construction of the hydro-electric dam system on the Danube Bend, which called attention to the ecological spoliation of communism. On 15 March, the anniversary of the 1848 Revolution, there was a keen competition to dominate the commemorative events in which the opposition scored a sweeping triumph; its main message was that the hundred-and-forty years of demands for civil liberty and representative government was still on the national agenda.

After the foundation of the Hungarian State, Visegrád was one of the first ecclesiastical centres, as well as being a royal estate and a county seat. After the Turkish Conquest in the sixteenth century. the ‘Hungarian Versailles’ was laid low and almost completely raised to the ground. In the 1980s the area was again brought to the forefront of public attention. Czechoslovakia and Hungary long ago planned the building of a dam, of which the main Slovak installation would be at Bős and the main Hungarian installation at Nagymaros, north of Visegrád, in close proximity to the Royal castle and palace. But in East Central Europe during the 1980s growing political dissatisfaction and civic opposition found an object of focus in this gigantic project. In this, ecological and environmental considerations played a major part, with national and international ramifications.  The Hungarian domestic opposition had two main areas of activity: the publication and distribution of pamphlets and the struggle against the Danube dam. In response to this, the new Hungarian government elected in 1990 stopped all construction work on its side of the river and started to restore the bank to its natural state. Later, the ‘Visegrád’ group of four neighbouring countries was formed at the palace.

The most dramatic of all the public demonstrations was the official re-burial of the remains of Imre Nagy and his fellow ‘martyrs’ on the anniversary of their execution, 16 June 1989, which amounted to a public confession that in its origins the régime was built on terror and injustice. Nagy’s body, along with the others executed in 1958 was found in the waste ground at the Újköztemető (cemetery), wrapped in tar paper. After its exhumation, Nagy’s coffin lay in state in Heroes’ Square before being formally reburied. Over three hundred thousand citizens paid their respects to the martyrs of 1956, together with the tributes of government ministers. The fact that only a year beforehand police had used force to disperse a group of a few hundred demonstrators commemorating the martyrdom illustrates the rapid erosion of the régime’s authority and the simultaneous occupation of the public space by the opposition by the middle of 1989.

At last Hungary had come to terms with its past. Its future was determined by a decision taken by the Central Committee of the HSWP, to put the rapidly developing multi-party system on an official basis. Pozsgay’s own position had often seemed closer to that of the opposition Hungarian Democratic Forum (MDF) than to that of his own party. In the midst of these preparations for a peaceful transition of power and democratic elections, Kádár’s successors surprised the world at large. The summer of the annus mirabilis continued with its internationally most immediately conspicuous achievement: the dismantling of the ‘iron curtain’, the barbed-wire fence on the Austrian frontier, a process which had begun in May. On 23 August, the Foreign Minister Gyula Horn spent a sleepless night worrying about the changes going on around him and the irritated reactions of Hungary’s Warsaw Pact allies to them. He had been telephoned by the East German Foreign Minister, determined to know what was happening to Hungary’s border with Austria. He had assured him that sections had been removed for repair and would shortly be replaced.

Again at Pozsgay’s instigation, the border gates were opened to allow for a ‘pan-European picnic’ in the woods on the Austrian side, which several hundred East Germans (‘holidaying’ at Lake Balaton) were able to stream through (pictured above). Hungarian citizens already had the right to visa-free travel to the West, but thousands of disenchanted East Germans, hearing from compatriots of the ‘hole’ in the curtain, had been making their way into Hungary via Czechoslovakia to escape from their own unpopular hard-line régime. Hungary had signed a treaty with East Germany in 1968 pledging not to allow East Germans to leave for the West through its territory. Horn sounded out Moscow as for a reaction as to whether the Soviet leadership would object if Hungary abandoned this undertaking. This was an urgent practical problem for the Hungarians, as about twenty thousand citizens from the DDR were seeking refuge at the FRG Embassy in Budapest. The Soviets did not object, so Horn resolved to open the main border crossings on the roads to the West. He said later that…

… It was quite obvious to me that this would be the first step in a landslide-like series of events.

On 10 September, despite strenuous objections from the East German government, Hungary’s border with Austria was opened to the East German refugees. Within three days, thirteen thousand East Germans, mostly young couples with children, had fled west. This was the biggest exodus across the ‘iron curtain’ since the Berlin Wall was built in 1961, and it was only the beginning. Eschewing its erstwhile role as ‘gendarme’, still expected of it within the Eastern camp, Hungary decided to let the refugees go West without exit visas, thereby playing the role of catalyst in the disintegration of the whole Soviet bloc. Over the next few months the international situation was transformed. Liberalisation in Hungary had led directly to the collapse of the Húsak régime in Prague and the breaching of the Berlin Wall in November 1989. Writing in 1990, the historian István Lázár commented:

Naturally, all this can, or should, be seen in connection with the rise of Mikhail Gorbachev in the Soviet Union, even if in history questions of cause and effect are not entirely settled. However the question of what went before and what happened afterwards is constantly debated in history. Hungary, desperate and euphoric at the same time, turning away from the road followed for almost a half century and hardly able to see the path of the future … took  state, national and political risks with some of its decisions in 1989 in a context of a rather uncertain international situation which was not moving towards stability. This is how we arrived at the 1990s.

Tradition and Transition:

Simultaneously, the scenario worked out by the opposition and Németh’s pragmatists to facilitate an orderly transition was launched. Between June and September 1989, representatives of the HSWP, the Opposition ‘Round Table’ (established in March by eight organisations) and the ‘third side’ (the Patriotic Popular Front and the trade unions) discussed the central issues of the transition process at national meetings. By the time President Bush visited Budapest in July (11-13), Hungary had effectively ceased to be a Communist country or a Soviet satellite state. I have written elsewhere on this site about this first ever visit by a US President, its importance and its outcomes. John Simpson, the BBC’s correspondent was standing on the balcony of a flat overlooking Kossúth Square where the President was due to make a speech. The owner of the flat was an Anglophile in his mid-forties from a wealthy background. There were English touches on the walls: mementoes of visits by at least two generations of the family. From his balcony they looked down on the enthusiastic crowds that were starting to gather:

“These little Communists of ours are acting like real politicians”, he said; “they’re giving people what they want, instead of what they ought to want. The trouble is, they can never give us so much that we can forget that they are Communists”. …

… He was right about the fundamental unpopularity of the Party. I went to see Imre Pozsgay a few days later and asked him whether he and his colleagues would really be the beneficiaries of the changes they were introducing.

“Who can say? Naturally I hope so. That’s why we’re doing these things. But to be honest with you, there’s nothing else we can do. Even if others win the elections, there’s no serious alternative to doing what we have done”.

On 18 September, an agreement was signed which emphasised a mutual commitment to the creation of the legal and political conditions under which a multi-party democracy could be established and the rule of law upheld. In addition, it put forward plans for surmounting the ongoing economic crisis. It required the amending of the communist constitution of 1949, the establishment of a constitutional court and the re-regulation of the order of national elections, legislation on the operation and finances of political parties and the amendment of the penal code. The two ‘liberal’ parties, the SZDSZ and FIDESZ refused to sign the agreement because it stipulated the election of a head of state before the elections, which they thought would benefit the only obvious candidate and most popular reform-politician, Imre Pozsgay. They also hoped to drive a wedge between the reform Communists and the MDF by insisting on a referendum on the issue, the result of which went in their favour. It was a sure sign of what was to come the following spring.

On 6 October, Gorbachev began a two-day visit to East Germany to celebrate the fortieth anniversary of the German Democratic Republic (DDR). The government there, led for almost half of its life by the now seventy-four-year-old Erich Honecker, remained perhaps the most repressive régime in Eastern Europe. Only four days earlier, it had sealed its border with Czechoslovakia to prevent its people from voting with their feet and flooding to the West through Hungary. When Gorbachev suggested that a more permanent solution might be for the DDR to introduce a version of perestroika to satisfy people’s material needs and demands, Honecker refused to listen. He pointed out that on his last visit to Moscow, he had been shocked by the empty shops. How dare Gorbachev tell the leader of what many believed was the most prosperous country in the socialist world how he should run his economy! But Gorbachev persisted, telling a large rally that East Germany should introduce Soviet-style reforms, adding that the country’s policies should, however, be determined “not in Moscow, but in Berlin”. Two days after he left, Honecker was ousted within the DDR’s Politburo and replaced by Egon Krenz, who represented himself as the East German Gorbachev.

Meanwhile, meeting in Budapest, the Fourteenth Congress of the HSWP also proved to be its last. It officially abandoned Leninism. On the 7th, the vast majority of its deputies voted in favour of creating a new Hungarian Socialist Party (MSZP), which defined its aims in terms akin to those of Western European socialist parties. Out of seven hundred thousand Communist Party members, only fifty thousand transferred their membership to the new Socialist Party, before the first free elections of March 1990. Shortly after the dissolution of the HSWP, the party’s paramilitary organisation, the Workers’ Guard was also disbanded. In another ‘gesture’ to the memory of 1956, reparation payments were authorized by Parliament to those imprisoned after the Uprising. On the anniversary of Uprising, 23 October, Acting President Mátyás Szűrös proclaimed the new “Republic of Hungary” on the thirty-third anniversary of the Revolution. The “People’s Republic” created forty years earlier, had ceased to exist.

Parliament had changed eighty per cent of the 1949 constitution in the interim one that replaced it. It defined the peaceful transition to a market economy and the rule of law as the goal of the state. Its fundamental principles were defined as ‘civil democracy’ and ‘democratic socialism’. It guaranteed civil and human rights, declared the establishment of a multi-party system, not only eliminating the clause referring to the leading role of the Marxist-Leninist party of the working class but also outlawed the exercise of power by any single party. It was the first time that a ruling Communist Party anywhere had rejected its ideological faith and authorised a shift to liberal democracy and capitalism. Shortly after the promulgation and proclamation of the new constitution both inside and outside parliament (see the picture below), the red star was removed from the top of the building, demonstrating the end of the system of state socialism.

Yet now the full vulnerability of the economy was already being revealed, and the necessary decrease in consumption had to be forced on a society which was expecting a contrary shift. The past, both the pre-1949 and the post-1958 periods, began to be viewed with nostalgia, as ‘old-new’ ideas resurfaced alongside ‘brand-new’ ones. On the political scene, in both parliamentary and extra-parliamentary spheres, a faltering democracy continued to develop amidst struggles of bitter and frequently depressing content and form. In the meantime, both Eastern and Western visitors to Hungary at the beginning of the 1990s found the country more affluent and resourceful than did its own citizens, who saw it being forced into worrying straits. Eastern visitors were influenced by their own, often more miserable position, while Westerners found things better than their out-dated stereotypes of life behind the iron curtain would have led them to expect. This was Hungary’s paradox: almost every outside observer values the apparent dynamism of the country greatly, but unless they became inhabitants themselves, as some of us did, did they begin to see the burdens of ‘the changes’ born by ‘ordinary’ Hungarians and understood their caution and pessimism.

On 2 November, as Minister of State, Imre Pozsgay met President Bush in Washington to discuss Hungary’s transition to democracy, a week before the fall of the Berlin Wall. The following January, Hungary announced its withdrawal from the Warsaw Pact, at the same time as Czechoslovakia and Poland, at a meeting of Foreign Ministers in Budapest, with effect from 1 July. In February, the United States signed an agreement providing for a Peace Corps Program in Hungary, to begin the following September. In March, the Soviet Union reached an agreement to remove all Soviet troops from Hungary by July 1991, two-thirds of them by the end of 1991. John Simpson’s friend in Budapest had promised his father that he would not drink the bottle of Bell’s Scotch Whisky he had placed in the cupboard in 1947 until the day the Soviet troops left Budapest. That day was now approaching. When the final round of elections took place on 8 April 1990, the reform Communists won only eight per cent of the seats, and Pozsgay and his colleagues were out of office. A centre-right government came to power, led by the MDF. They had won 164 out of the 386 seats. Looking back from later in 1990, John Simpson commented:

As in 1918, Hungary had emerged from and empire and found itself on its own; though this time, unlike the violence and destruction which followed the abortive Communist republic of Béla Kun in 1919, the transition was peaceable and relaxed. Hungary’s economy and environment had been horribly damaged by thirty-three years of Marxism-Leninism; but now, at least, it had shown the way to the rest of Central and Eastern Europe. There are dozens of men and women … who had a part in encouraging the revolutions (which followed) … But the stout figure of Imre Pozgay, who now stays at home and cooks for his family while he tries to work out what to do next, is one of the more important of them.

Rather than bringing stability and calm, however, the 1990s in Hungary were a time of intensive movement across the political spectrum from right to left and back again, with a minority persisting on both extremes and an undercurrent of the old ‘populist-urbanist’ divide surfacing from time to time to emphasise patriotism over cosmopolitanism. Of the sixty-five parties formed in 1988-89, only twelve could run a national list at the elections of March-April 1990, and the four per cent ‘threshold’ required to make it into parliament eliminated half of them. Of the six parties that surpassed this, the highest-scoring MDF invited the Smallholders and the Christian Democrats to form a centre-right coalition. József Antall, a historian and museum curator who had become President of the MDF the previous year, became Hungary’s first prime minister in the new democratic era. Pledging itself to uphold Christian and national values besides democracy and the market economy, the coalition enjoyed a comfortable sixty per cent majority. The opposition consisted of the two liberal parties, the SZDSZ, which came second in the elections, and FIDESZ. The Socialists struggled hard to emerge from the isolation the past had thrown them into. Based on a ‘pact’ between Antall and the SZDSZ leadership, the prominent writer, translator and victim of the 1956 reprisals, Árpád Göncz, was elected by parliament as its Speaker and the President of the Republic. Over the next four years, he made periodic use of his limited powers to act as a counterweight to governmental power. He was re-elected in 1995.

As a result of the first free elections after the fall of state socialism, there was a comprehensive change in the highest echelons of the political élite: ninety-five per cent of the MPs were new in that position. Nearly as dramatic was the change in their social and cultural backgrounds. The first setback for the coalition government came in the municipal elections of the autumn of 1990. In the larger settlements, the two liberal parties scored much better than the government parties. The prominent SZDSZ politician, Gábor Demszky became Mayor of Budapest and was subsequently re-elected four times, becoming the most successful politician in post-1989 Hungary.  Following a protracted illness in late 1993, József Antall died. His funeral, in December 1993, was attended by world leaders including US Vice President Albert Gore. He was replaced by Peter Boross, his Minister of the Interior. With Antall’s untimely death, the MDF lost a politician whose stature was unparalleled among its inexperienced ranks.

It was not only a shift in political sympathies among a considerable proportion of voters that started well before the parliamentary elections of 1994, the outcome of which astounded many people from more than one point of view. A recasting of roles and ideological commitments accompanied a realignment of partnerships among the parties from roughly halfway through the electoral cycle. The MDF had first emerged as a grassroots democratic movement and had advocated a ‘third way’ between capitalism and communism. It had also been open towards ‘democratic socialism’. In government, it had adjusted itself to the personality of Antall, a ‘conservative liberal’, and had had to work hard to purge itself of its radical nationalist right-wing, which seceded in 1993 as the Party of Hungarian Justice and Life (MIÉP) led by the writer István Csurka. After its 1990 electoral victory, the MDF had indulged in militantly anti-communist rhetoric. This contrasted with the trajectory of the SZDSZ, which had initially tried to undermine the MDF’s credibility with allegations of collaboration with the former communists. Following the ‘media war’ which broke out between the two major parties, while the SZDSZ refused to abandon its core liberal values of upholding human rights, civil liberties and multi-culturalism, it re-evaluated its policies towards the left. This enabled the MSZP to re-emerge from the shadows and paved the way for the Democratic Charter, an initiative by intellectuals from both parties to counter the tide of radical nationalism that was threatening to engulf Hungarian political life.

In these circumstances, the earlier affinity and sometimes close collaboration between the SZDSZ and FIDESZ began to unravel as the inherent differences between them became ever more obvious. Of FIDESZ’s initial platform – anti-communism, youth culture and political liberalism – only the first was entirely preserved, while the second was quickly abandoned and the third was increasingly modified by an emphasis on Christian values, conservative traditions and strong central government. By 1994, FIDESZ had thus redefined itself as a party of the centre-right, with the ambition to become the dominant and integrative force of that segment of the political spectrum. This process was cemented in the public eye by the addition of the title Hungarian Civic Party (MPP) to its name. In 1999, it resigned from the ‘Liberal International’ and joined the ‘European People’s Party’, the conservative-Christian Democrat alliance in the EU. But in 1994, there was a general recovery in the fortunes of European socialists and social democrats, and the pledges of the MSZP to the values of social democracy looked credible enough to earn it widespread respectability in Europe and admission to the ‘Socialist International’. Its pragmatism and its emphasis on modernisation and technological development won it a landslide victory in an election which showed that the country was tired of ideological strife and disappointed with the lack of progress in the economic transition. Although the Socialists won over fifty per cent of the seats in parliament, the SZDSZ accepted the offer of Gyula Horn, MSZP chairman, to join a coalition. The other four parties of the previous parliament constituted the opposition. The Socialist-Liberal coalition government faced urgent economic tasks.

In the early to mid-nineties, Western corporations and investors came to Hungary hoping, in the long run, for a strong revival from the Hungarian economy. They procrastinated over possible investment, however, due to the threat of uncontrolled inflation. In an economy which was rapidly polarising society, with increasing unemployment and poverty while the rich got visibly richer, Hungarian citizens were already gloomy when they looked around themselves. According to the journalist Paul Lendvai, between 1988 and 1993 GDP fell by twenty per cent, twelve per cent alone in 1991; in 1990-91 real wages fell by twelve per cent, while inflation was thirty-five per cent in 1991, twenty-three per cent in 1992 and only sank below twenty per cent in 1993. Unemployment had risen sharply as thousands of firms were liquidated and half a million jobs disappeared. If they contemplated, beyond the borders, a crisis-ridden Eastern Europe beset by nationality problems and compelled to starve before the much-promised economic upturn, they were gloomier still. As Lázár commented:

Looking at the recent changes, perhaps ungratefully, this is how we stand in East Central Europe in the middle of Carpathian Basin, before the 1100th anniversary of the Hungarian Conquest, which, in five years time, will be followed by the opening of the third millennium…

In spite of the differences in their fundamental values, socialist and liberal, the MSZP and SZDSZ had similar policies on a number of pressing transitional tasks, such as Hungary’s Euro-Atlantic integration and monetarist reform, providing a wide scope for collaboration between them. In both of these priorities, they were successful, but none of these did much to assuage the resentment many voters felt towards the post-1989 politicians in general. In addition, many SZDSZ supporters were puzzled by the party’s reconciliation with the Socialists which they felt had robbed the party of its original liberal character. In the light of this, it is perhaps unsurprising that the SZDSZ followed the other great party of the 1990 régime change, the MDF, into relative obscurity following the 1998 general election. The remodelled FIDESZ-MPP attracted growing support during the second part of the election cycle, capitalising on mistakes made by the Socialists. While the latter maintained much of their popularity, FIDESZ-MPP won the election narrowly on the platform of a ‘civic Hungary’ in which the post-communist heritage would be forever buried while the state would accept greater responsibility in supporting the growth of a broad middle-class following Christian-nationalist values.

To obtain a secure parliamentary majority, the FIDESZ chairman and new PM, Viktor Orbán, formed a coalition with the MDF and the Independent Smallholder Party (FKGP). While the historic FKGP had a respectable place in the liberal democratic endeavour in post-1945 Hungary, its reincarnation was an anti-élitist, populist force, notorious throughout the 1990s for its stormy internal relations. In addition, although not part of the government, the radical-nationalist MIÉP – anti-communist, anti-capitalist, anti-liberal, anti-globalist and anti-Semitic, frequently lent its support to the first Orbán government. On the other extreme of the political palette, the radical remnant of the HSWP, the Workers’ Party, openly cherished the heritage of the Kádár era and remained a part of the extra-parliamentary opposition throughout the post-1989 period. Whereas a fairly constant proportion of the electorate has supported a traditional conservative-liberal line with national and Christian commitments, in whichever of the pirouetting parties it appeared at any given election, the values and endeavours of the Socialists also continued to break through until recent elections. On the other hand, those associated with the Liberals fell to a level equal to the radical Right, a picture not very different from some Western European countries.

With regard to European integration, all significant political forces except MIÉP were in favour of it. Although the Council of Europe responded to the Hungarian application as early as November 1990, and Hungary became an associate member in December 1991, the ensuing process was considerably longer than optimistically hoped for. Alongside the Czech Republic, Estonia, Poland and Slovenia, Hungary gained full membership of the European Union on 1 May 2004. By this time, public opinion in the West was increasingly sceptical about both the broadening and deepening of the EU. I have written extensively about Hungary’s more rapid progression into NATO membership elsewhere on this site, but its involvement in peacekeeping in former Yugoslavia, from 1994-1999, undoubtedly aided its process of accession to the EU. In an atmosphere of growing anxiety for global safety, neither the requirements concerning border security nor other developments caused a further postponement.

Roots of Liberal Democracy, Part Three: Hungary 1956 & 1989/90: Revolution, Reaction & Reform.   1 comment

002The Expropriation of 1956:

Twenty-five years ago, Árpád Göncz (pictured right), then President of the Republic of Hungary and a former prisoner of the Kádár régime, delivered a speech on the anniversary of the execution of Imre Nagy in 1958 in which he made the following observation on the 1956 Revolution:

“Everyone has the right to interpret 1956. But no one has the right to expropriate 1956. Only the knowledge of the undistorted truth can mellow the one-time confrontation into peace.”

Just the use of the noun ‘Revolution’ involves interpretation, which is why some historians still prefer to refer to it as an ‘Uprising’. István Bart places it next to the events of 1848-49 and 1918-19 as, in Hungarian, a ‘forradalom’ (revolution). He defines it in the following terms:

… the bitter, desperate uprising against the Soviet Empire was one of the few events in the history of Hungary that was also of importance to the history of the world as a whole; the euphoric experience of the precious few days of freedom that followed the rapid, overnight collapse of an oppressive régime could never be forgotten, despite the … strict taboo against any mention of it; its defeat left an equally deep mark on the nation’s consciousness, as did the painful realization that Hungary’s fate was decided by the Great Powers, and not by the bloody fighting on the streets of Budapest; none the less, the events that led to the change in régime (>’rendszerváltás’) became irreversible (with every Hungarian citizen realizing this full well) when it was openly declared that what had happened in Hungary in 1956 was a revolution and not a “counter-revolution”.

Margaret Rooke, in her Case Study on The Hungarian Revolt of 1956 (1986), (intriguingly sub-titled János Kádár: traitor or saviour?) attached a glossary in which she defined ‘liberal democratic’ as a form of government in which several parties of both Right and Left compete for power in free elections; freedom of expression, organisation etc. Based on the variety of sources she consulted for this study, she described the government of Imre Nagy in these terms. She also defined the Petöfi Circle as a ‘Liberal and nationalist’ student society, named after the nationalist poet of the 1848 Revolution, Sándor Petöfi. The circle sponsored public debates and became a focal point for discussion within the wider press in Hungary.

In 1972, János Kádár gave a speech to his Communist Party colleagues at his sixtieth birthday celebration in which he addressed the problem of the nomenclature of the events of the autumn of 1956:

In 1956 a grave and critical situation arose, which is called counter-revolution by historians. We know that this is the learned definition of what happened in 1956. But there is also another name for it that we can all accept; it was a national tragedy. A tragedy for the Party, the working-class, for the people as a whole and for individuals as well! It was a wrong turning, and this resulted in tragedy. And if we are now past it – and we can safely say we are – it is a very great thing indeed.  

What Kind of Revolution?:

But we also need to consider the adjectives which are often used to ‘appropriate’ the revolution. Sixty years on, Hungarians can certainly agree with Kádár that it was a national tragedy which needs to be commemorated as such, but as a historical event, if we accept that it was not simply a spontaneous ‘insurrection’,’uprising’ or ‘revolt’, but that it was a revolution, was it a socialist one, or was it liberal or nationalist in its ideological origins?

Imre Nagy became a focal point as both Communist reformers and liberal intellectuals supported him. In April 1955 Nagy had lost power as PM and was expelled from the Hungarian Workers’ Party (Communist Party) in the wake of Khrushchev’s consolidation in Moscow. But following the new Soviet leader’s “secret speech” to the Twentieth Communist Party Congress in February 1956, Hungarian party boss Mátyás Rákosi announced in March that Lászlo Rajk, who had been convicted of spying for the CIA and executed in 1949, would be posthumously exonerated and rehabilitated. At the same time, however, Rákosi forced more collectivisation of agriculture and cracked down on the private sector and the arts.

The US Legation reported that…

… his removal or retirement… would be interpreted… by the general population as a victory for passive resistance.

On 19 June, Rajk’s widow made a speech to the Petöfi Circle in which she made it clear that this conflict could not be resolved except by the latter tendency gaining the upper hand over the hard-liners:

Comrades, there are no words with which to tell you how I feel facing you after cruel years in jail, without a word, … a letter, or a sign of life reaching me from the outside, living in despair and hopelessness. When they took me away, I was nursing my five-month old infant. For five years I had no word of my baby.

You not only killed my husband, but you killed all decency in our country. You destroyed Hungary’s political, economic and moral life. Murderers cannot be rehabilitated. They must be punished!

Where were the members of the Party while these things were happening? How could they allow such degeneration to take place without rising in wrath against the guilty?

Comrades, stand by me in this fight!

Then the unbelievable happened. Along with the audience, the Communist officials on the rostrum stood and gave the widow a standing ovation. In July, Soviet leaders in Moscow ordered a reorganisation of the HWP, hoping the move would avert an insurrection like the unrest which had flared in Poland the previous month. Rákosi was sacked as Party First Secretary and Ernő Gerő, his long-term hardline accomplice replaced him, while János Kádár, a ‘homegrown’ reformer, became Secretary of the Politburo. Kádár was well-known, first as a tool of Stalinism, then as a victim. To most people, he seemed an ordinary rehabilitated Party bureaucrat, a few steps down from the top, but with a past that did not differ from that of many others. Yet he was both friend and betrayer of Rajk, whom he then helped to frame when he was imprisoned in the 1949 purges. He is reported to have persuaded Rajk to confess to being an ‘imperialist spy’ by telling him:

Of course we all know that you are innocent. … The Party has chosen you for the role of traitor; you must sacrifice yourself for the Party. This is terrible but after all you are an old militant and cannot refuse to help the Party. 

Rajk had been a comparatively ‘nation-minded’ Communist who had been moved from the Ministry of the Interior to the Ministry of Foreign Affairs before his public destruction. His trial, ‘confession’ to being a Titoist and imperialist spy had been followed by his execution as his wife listened from her own nearby cell. Kádár had also been imprisoned at that time, and his brief moment of notoriety had seemed to be over. But now, with Rákosi’s replacement, Kádár quickly rose to the top of a violently changing and increasingly discontented Communist Party. Its top ranks had melted away around him and he was left almost alone. Gerő was far too closely identified with Rákosi to be able to implement the slow economic and political liberalisation that Moscow hoped for.

In August, the US Legation reported that the Government was making an effort to gain support from Nagy’s adherents within the Party, and from non-Communist elements, and that…

… the basic conflict continues between those wishing to cushion the effect of the Twentieth Congress in Hungary and those wishing to permit a more natural development of ideological thought and practice (within limits).

Nagy was reinstated to the Hungarian Workers’ Party (HWP) at the beginning of October when an estimated 200,000 people demonstrated against Stalinism, inspired by the ceremonial reburial of Lászlo Rajk and other victims of the 1949 purges. Political opposition groups continued to meet in universities in Szeged, Sopron and Budapest, formulating their demands. On 16 and 23 October, two groups of students met and made the first open Hungarian demands for the removal of Soviet troops. Hungarian newspapers covered the meetings and the students continued to meet and organise openly. In his recent article for the Hungarian Review, Gyula Kodolányi has pointed to the evidence that some planning did go into the events which followed. The political police fired into the unarmed crowd at the Hungarian Radio Station on the evening of the 23rd when the demonstrators pressed for the proclamation of the Hungarian youth, with its list of their political demands, to be broadcast. Armed conflict broke out at the block of buildings next to the Radio building. Hungarian troops ordered to the spot by Gerő’s ‘Military Committee’ handed their weapons over to the demonstrators, some of them also participating in the siege of the Radio Station themselves.

At the same time, another huge cheering crowd toppled the enormous Stalin statue in City Park and hauled its several pieces through the centre of the city. With this, the Hungarian Revolution, apparently unplanned and without leaders, had started.  There is some evidence that hard-liners in Moscow and Budapest decided in the summer to ignite a small-scale conflict, in order to finally do away with the Imre Nagy faction of the Party and to teach a lesson to the ‘hot-headed Hungarians’. Kodolányi has concluded from this and other scraps of evidence that:

Provocation was certainly an element in igniting the spirits of Hungarians – but the outcome, an armed revolution that humbled the Soviet Army units stationed in Hungary was certainly not in the calculations of the masterminds of the Kremlin and Gerő.

As a source for other elements of the 1956 events, Hannah Arendt’s Reflections on the Hungarian Revolution is often referred to as a positive appreciation of the 1956 events. She argued that the Revolution itself was not a mere response to probable provocation, but an immense surge of soul and community wisdom in a whole nation, an event that remained unique in modern history.

In search of a political solution, Gerő and his friends brought in Imre Nagy on the night of 23 October to become Prime Minister for a second time. That was certainly unplanned, as Nagy was on holiday at the time and was pathetically out of touch with the situation, addressing the hundreds of thousands waiting to hear him on Kossúth Square in the late evening with “Comrades!” They booed him for this, but Nagy was not yet ready to accept the leadership of a non-Communist Revolution, and certainly not an anti-Soviet one, despite strong pressure from some intellectuals.

Indeed, a report written by Sefton Delmer which appeared in the Daily Express on 24 October emphasised the seemingly ‘orthodox’ nature of the demonstrations on 23 October:

The fantastic, and to my mind, really super-ingenious nature of this national rising against the ‘Hammer and Sickle’, is that it is carried out under the protective red mantle of pretended communist orthodoxy. Gigantic portraits of Lenin are being carried at the head of the marchers. The purged ex-premier Imre Nagy, who only in the last couple of weeks has been re-admitted to the Hungarian Communist Party, is the rebels’ chosen champion and the leader whom they demand must be given charge of a new, free and independent Hungary. Indeed the socialism of this ex-Premier and – this is my bet – Premier soon to be again, is no doubt genuine enough. But the youths in the crowd, to my mind, were in the vast majority as anti-Communist as they were anti-Soviet, that is, if you agree that calling for the removal of the Red Army is anti-Soviet.

In a BBC broadcast made in 1962, the revolutionary refugee Pál Ignotus recalled that…

Even those who feel strongly against the present régime … would all agree that nothing of the sort of the semi-feudalist capitalism of pre-war Hungary … should be restored. Those who sparked off the 1956 Revolution were against the then existing régime, not because they found it too socialist, but because they did not find it genuinely Socialist.

Béla Kovács, minister of agriculture in the Nagy government as a member of the Smallholder Party commented at the time:

No one should dream of going back to the world of aristocrats, bankers and capitalists. That world is definitely gone!

Bob Dent, the Budapest-based writer, having researched all the documents recently published in English on the events of 1956, has supported this view:

The attacks on the Party were attacks on its monopoly of power, not on the ideal of socialism or workers’ power as such. … It is even more difficult to find substantive evidence showing that the overall orientation was towards a capitalist restoration.

On the contrary, Dent has pointed out that the crucial role of factory workers, both in Budapest and in other towns, has been underestimated until  recent research uncovered it:

The first workers’ council to appear was established outside the capital at the … iron and steel works in Diósgyőr in the industrial north-east, … on 22 October, the day before the events are usually regarded as having begun. This and similar bodies represented a form of direct democracy somewhat different from the forms of multi-party parliamentary system and from the classic Soviet-style, one-party system.

He has demonstrated how these councils outlived the crack-down by Kádár’s government and survived the initial repression which destroyed the Revolution elsewhere, on the streets and in the universities. Even Kádár himself, in a radio broadcast on 24 October, before he first joined Nagy’s revolutionary government and then formed his own with Soviet backing, recognised that the Revolution had begun ‘innocently’ enough, but was then taken over by reactionaries:

The demonstration of university youth, which began with the formulation of, on the whole, acceptable demands, has swiftly degenerated into a demonstration against our democratic order; and under cover of this demonstration an armed attack has broken out. It is only with burning anger that we can speak of this attack by counter-revolutionary reactionary elements against the capital of our country …

The fight is being waged chiefly by the most loyal unite of our People’s Army, by members of the internal security forces and police, who are displaying heroic courage, and by former partisans with the help of our brothers and allies, the Soviet soldiers.

On the following day, 25th, Ernő Gerő disappeared permanently. Kádár made another radio broadcast announcing that the Politburo had ‘entrusted’ him with the post of First Secretary of the HWP in a grave and difficult situation. He warned that the Nagy Government must conduct negotiations with the Soviet Union in a spirit of complete equality between Hungary and the Soviet Union. Over the next few days, however, with Gerő out-of-the-way, Kádár’s attitude towards the Revolution and the Government seemed to soften considerably, resulting in his joining the multi-party cabinet less than a week later. Meanwhile, Nagy kept reshuffling his government, consulting with the two ‘liberal’ emissaries of the Kremlin, Mikoyan and Suslov, who were in constant transit between Moscow and Budapest. He tried to persuade them that concessions, the admission of the most urgent national demands, would appease the fighters and open a peaceful way out of the conflict.

Turning Points & Days of Change:

Peter Unwin, the British diplomat and envoy in Budapest during the Revolution and Kádár era, and wrote a monograph of Imre Nagy, Voice in the Wilderness (1992). He wrote that of how 28-29 October represented a turning point in Nagy’s thinking, and therefore in the Revolution. On 28th, Nagy made the most significant of his radio broadcasts to date, announcing a ceasefire and the immediate withdrawal of Soviet troops from Budapest: negotiations would start about their complete withdrawal from Hungary. As soon as order was restored, the security police would be abolished. Budapest Radio also announced that the Central Committee had approved the declaration promising the end of the one-party system made by the new Hungarian Government. On 29th he fulfilled this later promise with immediate effect. With these measures, he gained attention, closing the gap between the reform communist leadership and the insurgent street-fighters.

On 30 October, it looked as if the Revolution had triumphed. A further announcement confirmed that Kádár and the Central Committee (Politburo) of the Hungarian Workers’ Party had backed the cabinet’s decision to abolish the one-party system and to place the country’s government on the basis of democratic cooperation between coalition parties as they existed in 1945. This effectively meant a return to multi-party free elections. Under these terms, Kádár became an ex-officio member of Nagy’s Government. On the 30th, Mikoyan and Suslov spent the whole day in Budapest, and when they left Budapest to return to Moscow, according to Unwin, they remained committed to supporting Nagy’s interim government and its decision to concede a more multi-party government.

Therefore, breaking with the confines of a reform communist programme, Nagy had embraced the multi-party system. The Soviet-backed Government had at first sent tanks in, then yielded and prepared to allow some freedom to the Hungarian people, within the limits of the one-party state. But Hungarians of all classes had had enough. These limits were precisely what they wanted to get rid of. The continuing disturbances and the distribution of leaflets calling for a multi-party system drove Nagy to swing away from an exclusively Communist state and to break all the guarantees of Russian security within the Warsaw Pact. “Russians go home!” was the universal cry. Kádár also had to echo it, but this was just what the Russians dared not do, and the dramatic reversal of the Kremlin’s behaviour took place on that night as the Soviet envoys were flying home.

By the time Mikoyan and Suslov arrived in Moscow, the balance in the Politburo had already tipped towards the hardliners and the Army leaders who clamoured for revenge for their humiliating losses on the streets of Budapest. Unwin summed up that it was decided that the Hungarian Revolution must be destroyed by force. It may also have been thought that Nagy could be detached from the revolutionary leaders and perhaps even put in charge of an administration that would follow Soviet orders. As it turned out, the man who could be detached was János Kádár. Imre Nagy did not move when he heard the news of new troops pouring into the country from 30 October, and began his journey towards martyrdom.

Also on 30 October, Cardinal Mindszenty was released from his life imprisonment, which had begun in December 1948. He had been badly treated while in custody. In his own account, he said that his guards had a meeting and decided to leave their watch duties, leaving him free. The following morning, he was escorted by armed civilian units to his residence in Buda’s Castle District. A crowd of well-wishers and journalists was waiting outside the building, where the Hungarian tricolour and the papal colours were flying. Although both American magazine reports and the records of the Kádár régime claim that the cardinal blessed the weapons of the freedom fighters and called for foreign intervention, the mainstream Hungarian newspapers that covered the cardinal’s arrival in detail reported no details of a statement of this kind. They simply stated that Mindszenty gave a few words of greeting to the crowd from the balcony. In his own memoirs, he said that he blessed the kneeling crowds and then entered the building he had not seen for years. He showed that he didn’t approve of the idea, expressed in slogans painted on the streets calling for a “Mindszenty government”.

The following day, 1 November, Mindszenty made it clear that he had called for the formation of a Christian Democratic Party as his price for supporting the Nagy Government. The same day he released a short press statement, broadcast on the radio, in which he said that he felt “no hatred in his heart” after his years of imprisonment. Calling the “struggle for freedom” which had taken place “unparalleled in world history”, he greeted the Hungarian youth and called for prayers for the victims. Two days later, on 3 November, the primate held a press conference at his residence in the morning before making his famous live radio broadcast that evening. In the press conference, he made it clear, to the point of irritation, that he had no intention of heading a government. However, different people interpreted his radio address in differing ways. The ‘official’ view of the Kádár régime, established the next day, was that was that Mindszenty’s radio address was a clear-cut expression of reaction and counter-revolution. János Bercz, in a work published in English at the end of the era, thirty years later, still felt able to write that in the speech Mindszenty presented his programme for the restoration of capitalism, though he didn’t quote anything from it as supporting evidence of this assertion. What Mindszenty actually said, at least according to his own memoirs, was:

“We desire to live in friendship with every people and with every country. … The old-fashioned nationalism must be revalued (‘re-evaluated?’) everywhere. … we give the Russian empire no cause for bloodshed. … We have not attacked Russia and sincerely hope that the withdrawal of Russian military force from our country will soon occur.”

After calling for a general return to work, echoing the Nagy Government, he stated that the uprising was “not a revolution, but a fight for freedom”. The post-1948 régime had been forced on the country, he said, but now had been swept away by the entire Hungarian people…

“because the nation wanted to decide freely on how it should live. It wants to be free to decide about the management of its state and the use of its labour.”

Declaring his own independence from any party, the cardinal called for fresh elections under international control in which every party would be free to nominate. But then he immediately warned everyone not to give way to internecine struggle, even adding that the country needed “as few parties and party leaders as possible”. On political and social matters in general, he affirmed that Hungary was…

“… a constitutional state, in a society without classes and … democratic achievements. We are for private property rightly and justly limited by social interests … we do not oppose the direction of former progress.

As for church matters, Mindszenty called for the immediate granting of Christian religious instruction the restoration of the institutions and associations of the Catholic Church. Towards the end of his broadcast, he asserted that what he had said was “clear and sufficient”. However, for many, it was neither clear nor sufficient. On the question of the return of church lands, for example, in his memoirs, he tried to clarify that he had meant that would be no opposition to the state of affairs which has already been proven right by the course of history, yet this addendum was far from clear either. The speech itself greatly disturbed some supporters of the Nagy government, especially his characterisation of it as “the successors of a fallen régime”. They suspected that he would like to see the government fall too, or at least the communist elements in it. If they suspected that at the time, it is hardly surprising that his words could so easily be misinterpreted and twisted by Kádár’s supporters in the days and years that followed.

Meanwhile, on 1 November, the radio had announced that the revolution had been declared a success, having shaken off the Rákosi régime and achieved freedom for the people and independence for the country. Significantly, it added that without this there can be no socialism and that the ideological and organisational leaders who prepared this uprising were recruited from a range of Communist writers, journalists, university students and members of the Petöfi Circle, as well as from thousands of workers, peasants and political prisoners. The foundation of the new Hungarian Workers’ Party was being established by János Kádár, and the announcement went on to declare that:

Either the Hungarian democratic parties will have enough strength to stabilize our achievements or we must face an open counter-revolution.

The same day, Kádár gave an interview to an Italian journalist, who asked him what type of communism he represented. His reply was: the new type, which emerged from the Revolution and which does not want anything in common with the Communism of the Rákosi-Hegedüs-Gerő group. Asked if it had anything in common with the Yugoslav or Polish type, he responded…

“… our Communism is Hungarian. It is a sort of “third line” with no connection to Titoism or to Gomulka’s Communism. It is Marxism-Leninism, adapted to the particular requirements of our country, to our difficulties and to our national problem. It is not inspired by the USSR nor by any other type of Communism, … it is Hungarian National Communism.”

As to whether this form of Communism would be developed along democratic lines, Kádár assured his interlocutor that there would be no dictatorship and that the opposition would be heard because it would have the national interests of Hungary at heart and not those of international Communism. A further brief announcement was made later the same day, by Nagy himself, informing the Hungarian population that the new government had renounced the Warsaw Pact. Apparently, in the meeting which decided on the withdrawal, Kádár had dramatically offered to fight the Russians with his ‘bare hands’. After the meeting, however, Kádár suddenly and mysteriously disappeared from Budapest. Up until that point, he had seemed to be in favour of the dramatic swing towards Hungary becoming a pluralistic, democratic state.

Nagy continued to negotiate with the democratic coalition parties on the composition of a new representative government, and with representatives of various social groups and revolutionary councils bent on establishing a new order, while General Béla Király united and consolidated the insurgent forces in a newly created National Guard. The following day, the 2nd, Nagy announced that his new government included three Smallholder members, three Social Democrats, two National Peasant Party and two Communist Party ministers, thus resembling the cabinet which resulted from the November 1945 free elections. Pál Maléter was named Minister of Defence, quickly re-establishing control of the streets. The new government was announced on the radio on the 3rd. That day, Hungary became a liberal democracy again for the first time since 1948, but it was to last only until the next morning.

Operation Whirlwind – The Empire Strikes Back:

At dawn on Sunday 4 November, Soviet forces started Operation Whirlwind, a general attack on the country and its capital, with an armoured force bigger than that of the Red Army which ‘liberated’ Budapest from Nazi occupation in 1944 and more troops than those of the Nazis who occupied Paris in 1940. The invasion marked the beginning of the end of the Revolution, almost as soon as it had succeeded. The announcement of Kádár’s new Hungarian Revolutionary Worker-Peasant Government was made later that same day from the Soviet-Hungarian border:

“… Exploiting mistakes committed during the building of our people’s democratic system, the reactionary elements have misled many honest workers, and in particular the major part of our youth, which joined the movement out of honest and patriotic intentions …

The Hungarian Revolutionary Worker-Peasant Government, acting in the interest of our people … requested the Soviet Army Command to help our nation smash the sinister forces of reaction and restore order and calm in the country.”

I have given more detailed accounts of these events in a series of articles elsewhere on this site. Here, I am more concerned to establish the extent to which the leadership of the Revolution was either non-Communist or anti-Communist. However, the life of the Hungarian Revolution had just blossomed in that fateful moment. Over the following months, the revolutionaries tried all forms of armed and peaceful resistance, of tough negotiation, of demonstrations and protest against the Kádár régime that only slowly consolidated itself by the spring of 1957. As Kodalányi commented:

The life of the revolution blossomed out in all of us Hungarians who lived through it, and in everyone in the wide world who sensed its essence together with us. A flower of spiritual life that would not fade.

One of the earliest accounts of the Revolution, The Tragedy of Central Europe, written by Stephen Borsody in 1960 (revised in 1980), summarised what happened next and how the Soviet leaders justified their action:

Upon reconquering Hungary, the Soviets installed a puppet government under János Kádár, a renegade national Communist, and re-instituted a rule of terror reminiscent of the Stalin era. To justify their bloody deed, the Soviet leaders branded the Hungarian Revolution as a ‘counter-revolution’ launched by ‘Western imperialist circles’ and led by Horthyite Fascists and aristocrats.

Contrary to this ‘branding’, writing in 1977, Domokos Szent-Iványi, one of those ‘liberal’ aristocrats, claimed that he had actually succeeded in preventing the clandestine Hungarian Independence Movement (MFM) from taking part in the Revolution. This was important to him because the pro-Rákosi Communist Party and Press had already shown their determination to put the “blame on ex-prisoners”, in particular on the so-called “Conspirators” for the fighting in Budapest and the country. Even the secret police, the ÁVH had to admit that none of the ‘Conspirators’ had actively participated. The ‘provocations’ of the Rákosi-Hegedüs-Gerő gang greatly contributed to the success of the Kádár régime in this respect, he claimed. The last meeting of a group of eight of them had taken place on 3 November, the date on which Nagy’s Government was announced, along with the declaration of neutrality. At the meeting, Szent-Iványi had outlined the current situation as he viewed it, and gave his opinion about coming events. Many of the leading members, including István Szent-Miklósy, former Major of the General Staff, and László Veress, former diplomat and press officer for the Prime Minister’s Office during the war, left Hungary within a few days of the Soviet invasion on 4 November. Clearly, the Hungarian Independence Movement, the remnant of the aristocratic Horthyite ‘liberals’, did not play a major role in the events of 1956, and deliberately so. Albeit with the benefit of hindsight, Szent-Iványi concluded that…

… As in the past… Hungary was once more abandoned in 1956 by the West Powers which believed that their interests had to be defeated around the borders of Suez and Israel and not on the Eastern bulwark of European Civilization. … Hungary must… try to arrive at some peaceful settlement and cooperation with her most powerful eastern neighbour, the Soviet Union.

Before the Soviet takeover, on the 2nd, Anna Kéthely (pictured right), President of the hurriedly reorganised Social Democratic Party, had become Minister of State in Imre Nagy’s government. Two days later, she was in Vienna attending a meeting of the Socialist International when the Soviet invasion of Hungary began. Unable to return to Hungary without facing certain imprisonment, she was given the mission by the Nagy Government of protesting to the United Nations. She testified against the invasion at the UN’s HQ in New York on 30 January 1957, as shown in the picture.

By then, of course, Nagy was a prisoner of the Soviets, tricked into leaving the Yugoslav Embassy on 22 November, where he and many members of his government had been taking refuge since the 4th, before being transported to Romania. Kéthely told the UN that she could not believe that he would have accepted his part voluntarily. Protests were made from throughout the world in the period 1956-58. In a letter to the editor of Pravda, written in January 1957, members of the British Parliamentary Labour Party, including Barbara Castle and Tony Benn, questioned the Soviet Government’s justification for its intervention in Hungary as it had appeared in the newspaper:

… your newspaper has portrayed the Hungarian uprising as ‘counter-revolutionary’. May we ask exactly what is meant by this expression? Does it include all systems of government which permit political parties whose programmes are opposed to that of the Communist Party? If, for example, the Hungarian people were to choose a parliamentary system similar to those in Finland or Sweden, would you regard that as counter-revolutionary?

you have said that the Hungarian uprising was planned long in advance by the West and you have in particular blamed Radio Free Europe. Are you seriously suggesting that masses of Hungarian workers and peasants were led by these means into organising mass strikes aimed at restoring the power of feudal landlords and capitalists?

The philosopher Albert Camus was ostracised by Jean Paul-Sartre and his friends for his unflinching condemnation of Soviet aggression and of the West’s moral and political failure to do what could have been done on behalf of the revolutionaries and the country. In her detailed analysis of the Hungarian Revolution, Origins of Totalitarianism, recorded in 1957, the ‘libertarian socialist’ Hannah Arendt wrote:

This was a true event whose stature will not depend on victory or defeat: its greatness is secure in the tragedy it enacted. What happened in Hungary happened nowhere else, and the twelve days of the revolution contained more history than the twelve years since the Red Army had ‘liberated’ the country from Nazi domination.

Freedom and Truth – The Libertarian Legacy of 1956:

Arendt marvelled at the way in which the Revolution was initiated by the prime objects of indoctrination, ‘the over-privileged’ of the Communist system: intellectuals of the left, university students, and workers, the Communist ‘avant-garde’:

Their motive was neither their own nor their fellow-citizens’ material misery, but exclusively Freedom and Truth. …an ultimate affirmation that human nature is unchangeable, that nihilism will be futile, that … a yearning for freedom and truth will rise out of man’s heart and mind forever.

In the same spirit of optimism, she also reflected on how, ever since the European revolutions of 1848, a new order was immediately created by a freely convened gathering of citizens. The wonder of the restrained and resourceful operation of Hungary’s spontaneously formed revolutionary and workers’ councils, already referred to above, was one of the great social achievements of the Revolution of 1956. Although by their own admission, there was no direct involvement of the ‘centrist’ liberals in initiating the events of 1956, there was an unmistakable historical thread running through from the reform movements of the 1930s to the clandestine anti-Nazi resistance of 1944, to the democratic parties of the reconstruction between 1945 to 1948 and, with the memory of 1956 in their minds, to the new liberal democracy of 1989-90, despite the stupefying thirty years of János Kádár’s ‘liberal’ socialism. Arendt also observed as a unique trait of the Hungarian Revolution the unanimity of the nation in the spirit of the uprising:

 The amazing thing about the Hungarian revolution is that there was no civil war. For the Hungarian Army disintegrated in hours and the dictatorship was stripped of all power in a couple of days. No group, no class in the nation opposed the will of the people once it had become known and its voice had been heard in the market place. For the members of the ÁVH, who remained loyal to the end, formed neither group nor class, the lower echelons having been recruited from the dregs of the population: criminals, nazi agents, highly compromised members of the Hungarian fascist party, the higher ranks being composed of Moscow agents, Hungarians with Russian citizenship under the orders of NKVD officers.

Echoing the United Nations Special Report of the same year, 1957, this analysis carries weight because of the widely acknowledged integrity of its author. It carries a special significance because of the Soviet propaganda, also spouted by the Kádár régime, which from its very beginning branded the events as a rebellion of fascists, anti-Semites, reactionaries and imperialists.

Nagy was eventually executed, along with Pál Maleter and Miklós Gimes, on the orders of the Russians in 1958 to appease the hard-line Chinese. In his last speech to the Court, on 14 June, Imre Nagy was determined to demonstrate his reasons for backing and then leading the Revolution:

“Twice I tried to save the honour of the word ‘socialism’ in the Danube River valley: in 1953 and 1956. The first time, I was thwarted by Rákosi, the second time by the armed might of the Soviet Union. Now I must give my life for my ideas. I give it willingly. After what you have done with it, it’s not worth anything any more. I know that History will condemn my assassins. There is only one thing that would disgust me: if my name were rehabilitated by those who killed me.”

Margaret Rooke concluded that the Revolution represented a huge swing of the political pendulum. For ten years the hand had been held by force at the extreme of Rákosi’s one-party rule, directed by the Soviet Communist Party. Suddenly it was released and immediately it swung back through the various stages of Communism past the vital point of permitting other parties to function. But when it swung up in the direction opposite to Communism, from multi-party social democracy, through social democracy to liberal democracy, that was a swing too far for the Soviet system to accommodate. The hand was stopped and then made to swing back, not being allowed to swing again for another thirty years and more. The immediate aftermath of the Revolt was repression. The writers, whose onslaught had fatally undermined Rákosi, were almost silenced. Cardinal Mindszenty, the Catholic primate, was compelled to seek asylum in the US Embassy. In 1958, the year of the trial and executions of Imre Nagy and Pál Maleter, the exile Tibor Meray wrote Thirteen Days that Shook the Kremlin, commemorating Nagy’s life and death, in which he observed:

To say that Hungary’s history had never known a leadership more thoroughly detested than this ‘Revolutionary Workers’ and Peasants’ Government’ would be in no way an exaggeration … Little by little the rule of the Rákosi-Gerő clique was restored … The activities of Kádár Government soon gave the lie to the glowing promises with which it assumed power.

001However, there was virtually no Communist Party with which Kádár could run the country; it had sunk in numbers from 900,000 to 96,000, most of them being Stalinists and/or careerists hated by their fellow Hungarians, who were therefore unreliable supporters of Kádár. After 1961, he could afford to relax rigid controls, and although collectivisation was eventually insisted on, the collective farms were more like state-controlled co-operatives, with working shareholders running them. Entrance to university was no longer confined to the children of workers, peasant and Communist intellectuals. George Lukács, the country’s greatest philosopher, was again allowed to publish his works. An agreement with the Churches, to which sixty per cent of the population belonged, was reached. An amnesty was declared for all 1956 refugees. In 1962, George Páloczi-Horváth, an exile from 1956, broadcast this on the BBC:

When we were marching on that revolutionary protest march, if anyone had told us that in five or six years life would be in Hungary as it is now, we would have been very pleased, because it would have accomplished a great deal, if not everything we wanted to achieve.

In 1968 the New Economic Mechanism officially introduced private incentive and individual enterprise into the economy. A degree of pluralism was re-introduced when trade unions were given more power and non-Party candidates were allowed to stand in parliamentary elections. However, only the Communist-dominated Fatherland Front was allowed to exist. But 1968 also showed the realities of power under the layers of growing prosperity and individual freedom. Hungary was compelled to send some its forces to Czechoslovakia in support of the Soviet intervention there against Dubcek’s liberalisation (see the picture below).

The cage may have been made more comfortable, but the bars were still there and the keeper kept his eyes open. In the 1970s, Hungary enjoyed a massive rise in living standards. The new co-operatives made peasants’ incomes higher than workers’ ones. Hungary had ‘weekend cottage socialism’.

In a material sense, and in terms of the personal and national autonomy of Hungarians, Kádár had succeeded, even if at the expense of the alleged results of prosperity – apathy, lack of high ideals, money-grubbing and high rates of divorce, abortion and suicide. In 1974, William Shawcross wrote Crime and Compromise, in which he summed up Kádár’s position in Hungary:

Out of the rubble of the Revolution which he himself had razed, he has somehow managed to construct one of the most reasonable, sane and efficient Communist states in the world. Hungarians now speak, not only ironically, of their country as the ‘gayest barracks in the Socialist camp’ and praise Kádár for making it so. … Hungary today is personified by Kádár and many Hungarians are convinced that without him their country would be a very different and probably far worse place to live.

Writing in 1977, Domokos Szent-Ivanyi commented that…

… from 1956, the Kádar régime was able to win the confidence both of the Hungarian people and of the Soviet Union and has brought peace to the country and its inhabitants.

Nevertheless, for many intellectuals, the continuing limitations on freedom of speech and action reminded them that there were still taboos in place. The first of these concerned Hungary’s links with the Soviets and foreign policy questions itself. It was generally well-known that it was Nagy’s announcement on Hungary’s neutrality, detailed above, that had changed the stakes in the Revolution itself, rather than the previous announcement of a multi-party government and promise of free elections. Secondly, it was forbidden to criticise the armed forces in any way, as well as the judiciary and the internal security organs. Thirdly, it was not permitted to criticise any living individual by name. The reason for this was the need for ‘cadre responsibility’ so that no-one needed to worry about being attacked from outside the Party. Fourthly, certain facts and subjects could not be subjected to sharp criticisms. These could be made in anecdotes, satire or by means of technical analysis, but not in a direct, radical manner.

In October 1981, Gordon Brook-Shepherd wrote an article for the Sunday Telegraph in commemoration of the twenty-fifth anniversary of the Revolt. He travelled beyond Budapest to hear survivors from a feudal world … declare that, although Communists were all atheists, Kádár himself was ‘a good man’. Moreover, things were better then than they used to be, This verdict came from a family who had made their daughter break off her engagement to a purely because the fiancé was the son of a local party boss. Brook-Shepherd found that for many ‘ordinary’ Hungarians, much of the ‘fine talk’ about ‘freedom’ was an irrelevance:

Freedom for them today is defined as a weekend house, a better apartment in the city, a shorter wait for a better car, more frequent foreign travel and for the intellectuals (as one of them put it to me), ‘the privilege to go on censuring ourselves’. If you do not get what you like, you eventually like what you get.

In 1986, the English Language version of Sándor Kopácsi’s In the Name of the Working Class was published in Toronto. As Budapest’s Chief of Police, Kopácsi was ordered to suppress the uprising, but the former Communist partisan defied the Stalinist authorities and then joined the Revolution under Imre Nagy. He was given a sentence of life imprisonment by the same Court which sentenced Nagy, Maléter and Gimes to hang. Kopácsi’s book makes it evident that the Revolution was initially a Communist uprising, as other sources quoted here suggest, begun not to deny but to fulfil what its participants believed to be true Marxist-Leninist ideas. But in his 1986 Foreward, George Jonas admitted that…

It is hard to say whether originators of the uprising realized at the time that events might carry political reform in Hungary much further, not in the direction of ‘fascism’ – this was simply not on the cards in 1956 – but in the direction of liberal democracy. It is hard to say whether the reformists considered at the time (as the Kremlin certainly did) that if the revolution succeeded Hungary could end up as a genuinely non-aligned parliamentary democracy whose freely elected governments might include no Marxist parties at all.

In fact, even János Kádár, according to a broadcast on Budapest Radio on 15 November 1956, had admitted that, while his Government hoped to regain the confidence of the people, it had to take into account the possibility that we might be thoroughly beaten at the election. Of course, that election was never held because Khrushchev and the Politburo saw ‘democratic Communism’ as a contradiction in terms. They knew, as did Kádár, that Communism and real political freedom were not compatible for the simple reason that, if free to choose, the people in European countries such as Hungary, were not likely to choose Communism. The Soviet leaders were not willing to risk this, nor even an independent Communist régime. One Tito was quite enough, as far as they were concerned. Idealist reform-communists like Imre Nagy identified the dangers differently. They argued that a thaw in the icy grip of the Soviet Union was necessary to avoid a complete popular rejection of the Communist model. Nagy and his collaborators supported the Uprising in Hungary in order prevent one. As Jonas points out:

Nagy and his followers wanted to rescue the system. They believed that allowing events to take their course, following the clear desires of the Hungarian students, workers, soldiers and intellectuals was the best way to rescue it. They also hoped that the Soviet Union might permit this to happen. They were probably wrong in their first belief and undoubtedly wrong in their second. 

In our century the cause of the Marxist-Leninist state – unlike fascism or other totalitarian movements – succeeded in attracting many humane and intelligent people such as Colonel Kopácsi or Imre Nagy. In a sense, therein lies the tragedy of Communism; in a sense, therein lies its danger…

On 23 October 1988, we heard an announcement by the HSWP that the events of 1956 were no longer to be viewed as a ‘counter-revolution’. The following spring, a commission of historians agreed that the term, ‘people’s uprising’ was appropriate, and this was a signal factor in sparking the series of ‘liberalisations’ which followed in 1989. Bob Dent has commented on the connections between the events of 1956 and those of 1989:

… there were overlaps between the goals of 1956 and 1989-90: the idea of national independence, the demand for a multi-party system, a free press and the end of all forms of dictatorship. But … in some significant respects, 1989-90 … was simultaneously both more and less than 1956. … it involved elements not present thirty-three years previously and omitted others which were.

Authors have rarely reflected deeply themselves on Hannah Arendt’s comments about the ‘direct democracy’ of the workers’ councils as being at the core of what was positive. Bob Dent has pointed out that:

For ‘the West’, the workers’ councils did not fit neatly into any ‘acceptable’ category. In so far as they were ‘anti-Soviet’ or ‘anti-communist’, or perceived as such, that was fine. If they were in favour of liberal reforms such as the introduction of free speech, a multi-party system and parliamentary elections, that was also fine. But it was not quite ‘acceptable’ if they were, as they actually were, ‘anti-capitalist’ and ‘pro-socialist’, even ‘revolutionary’ in the sense that they were firmly in favour of maintaining social ownership of property and putting it under workers’ management. … The Hungarian workers’ councils have been neatly described as ‘anti-Soviet soviets’, and for many that apparently contradictory notion has not been easy to digest, neither in post-1989 Hungary nor indeed elsewhere – therefore easiest, perhaps, to ignore them.

On the other hand, the events of 1989-90 clearly went far beyond those of 1956 in the popular desire to accelerate privatisation and develop a free-market economy. Ideas of ‘rejoining Europe’ in 1989 were not part of the objectives of 1956, nor was the idea of joining NATO – the demand in 1956 was simply for neutrality, but at that time it proved to be an impossible demand. But Gyula Kodolányi, as Senior Adviser to the first freely elected Prime Minister of Hungary in 1990, József Antall, heard the democratic legacy of 1956 frequently referred to by leaders such as Chancellor Kohl, President Chirac and President Havel: the Hungarian Revolution of that year had made an indelible mark in their political development. They immediately trusted the reformers of 1989-90 as inheritors of that tradition, and that aura made a favourable climate which made the process of Hungary’s return to Europe a matter of continuing the course set in 1956. Thus, the achievements of that autumn formed a ‘spiritual constellation’ which guaranteed the régime change of the later years, not just in Hungarian hearts and minds, symbolised by the reburial of its ‘martyrs’, but in international relations too. In 1989-90, world leaders recognised the significance of the Revolutions of that year because of their own initiation into the idea of freedom by the Hungarian Revolution of 1956.

Borderlines: Remembering Sojourns in Ireland.   Leave a comment

The recent ‘Brexit’ negotiations over the issue of the land border between Northern Ireland and the Republic of Ireland have made me think about my two visits to the island as an adult, in 1988 and 1990, a decade before the Belfast talks led to the ‘Good Friday Agreement’. I had been to Dublin with my family in the early sixties, but recalled little of that experience, except that it must have been before 1966, as we climbed Nelson’s Column in the city centre before the IRA blew it up to ‘commemorate’ the fiftieth anniversary of the Easter Rising. I had never visited Northern Ireland, however.

A Journey to Derry & Corrymeela, June 1988:

In June 1988, while working for the Quakers in Selly Oak, Birmingham, I drove a group of students from Westhill College to Corrymeela, a retreat and reconciliation centre in the North. We drove to Belfast, being stopped by army blockades and visiting the Shankill and the Falls Road, witnessing the murals and the coloured curb-stones. Political violence in Belfast had largely been confined to the confrontation lines where working-class unionist districts, such as the Shankill, and working-class nationalist areas, such as the Falls, Ardoyne and New Lodge, border directly on one another (see the map below). We also visited Derry/ Londonderry, with its wall proclaiming ‘You are now entering Free Derry’, and with its garrisons protected by barbed wire and soldiers on patrol with automatic rifles. Then we crossed the western border into Donegal, gazing upon its green fields and small hills.

My Birmingham colleague, a Presbyterian minister and the son of a ‘B Special’ police officer, was from a small village on the shores of Lough Neagh north of Belfast. So while he visited his family home there, I was deputed to drive the students around, guided by Jerry Tyrrell from the Ulster Quaker Peace Education Project. He described himself as a ‘full-time Peace worker’ and a ‘part-time navigator’. I had already met him in Birmingham, where I was also running a Peace Education Project for the Quakers in the West Midlands. He was born in London but had come to live in Derry in 1972, where he had worked on holiday projects for groups of mixed Catholic and Protestant students. It provided opportunities for them to meet and learn together during organised holidays, work camps and other activities. He had left this in April 1988 to take up a post running a Peace Education Project at Magee College.

Jerry gave me a copy of a slim volume entitled Borderlines: A Collection of New Writing from the North West, containing prose and poems by members of the Writers’ Workshop based at Magee College, including some of his own poetry. The Workshop promoted and encouraged new writing in the North-west, and acted as a forum for a large number of local writers. In his preface, Frank McGuinness wrote of how …

… freedom is full of contradictions, arguments, the joy of diversity, the recognition and celebration of differences.

After reading the collection, I agreed with him that the collection contained that diversity and that it stood testimony to the writers’ experiences and histories, their fantasies and dreams. Its contributors came from both sides of the Derry-Donegal border we had driven over, and from both sides of the Foyle, a river of considerable beauty which, in its meandering journey from the Sperrins to the Atlantic, assumes on its path through Derry a socio-political importance in symbolising the differences within the City. However, in his introduction to the collection, Sam Burnside, an award-winning poet born in County Antrim, but living in Derry, wrote of how …

… the borders which give definition to the heart of this collection are not geographical, nor are they overtly social or political; while … embedded in time and place, they are concerned to explore emotional and moral states, and the barriers they articulate are … those internal to the individual, and no less detrimental to freedom for that.

If borders indicate actual lines of demarcation between places and … powers, they suggest also the possibility of those barriers being crossed, of change, of development, from one state to another. And a border, while it is the mark which distinguishes and maintains a division, is also the point at which the essence of real or assumed differences are made to reveal themselves; the point at which they may be forced to examine their own natures, for good or ill.

In the short story ‘Blitzed’ by Tessa Johnston, a native of Derry where she worked as a teacher, Kevin has moved, in a fictional future (in 1998), from Derry to Manchester, to escape from the troubles, but the report of a car-bombing by the Provisional IRA in Manchester brings back memories of his encounter with a soldier in Derry as a schoolboy, fifteen years old. On his way from his home in Donegal to the Grammar School in Derry, in the week before Christmas, he had been blinded by the snow so that he didn’t see the soldier on patrol until he collided with him:

Over the years Kevin had grown accustomed to being stopped regularly on his way to and from school; to being stopped, questioned and searched, but never until that day had he experienced real hostility, been aware of such hatred. Spread-eagled against the wall he had been viciously and thoroughly searched. His school-bag had been ripped from his back and its contents strewn on the pavement; then, triumphantly, the soldier held aloft his bible, taunting him:

“So, you’re a Christian, are you? You believe in all that rubbish? You wanna convert me? Wanna convert the heathen, Fenian scum? No?”

On and on he ranted and raved until Kevin wondered how much more of this treatment he could endure. Finally, his anger exhausted, he tossed the offending book into the gutter and in a last act of vandalism stamped heavily upon it with his sturdy Army boots, before turning up Bishop Street to continue his patrol.

With trembling hands Kevin began to gather up his scattered possessions. Then, like one sleep-walking, he continued his journey down Bishop Street. He had only gone a few steps when a shot rang out. Instinctively, he threw himself to the ground. Two more shots followed in quick succession, and then silence.

He struggled to his feet and there, not fifty yards away his tormentor lay spread-eagled in the snow. Rooted to the spot, Kevin viewed the soldier dis passionately. A child’s toy, he thought, that’s what he looks like. Motionless and quiet;

a broken toy …

Then the realisation dawned as he watched the ever-increasing pool of blood stain the new snow.”

What haunted Kevin from that day, however, was not so much this picture of the dead soldier, but the sense that he himself had crossed an internal border. He had been glad when the soldier was shot and died; he had been unable to come to terms with the knowledge that he could feel like that. He had been unable to forgive not just the young soldier, but – perhaps worse – himself. The shadow of that day would never leave him, even after his family moved to Manchester. This had worked for a while, he’d married and had a child, and he had coped. But in the instant of the TV news report all that had been wiped out. The ‘troubles’ had found him again. They knew no borders.

Fortunately, this was a piece of fiction. Though there were thousands of deaths in Northern Ireland like that of the soldier throughout the troubles and bombings even after the PIRA cease-fire by the ‘Real IRA’, there was no renewal of the bombing campaigns on the mainland of Britain. But it could easily have been a real future for someone had it not been for the Good Friday Agreement.

The Brighton Bombing:

During the 1984 Conservative Conference, an IRA bomb partly demolished the Grand Hotel in Brighton, almost killing the Prime Minister and a number of her cabinet. The action was intended as a response to Mrs Thatcher’s hard-line at the time of the 1981 Hunger Strike at the Maze Prison in Northern Ireland. The plot had been to assassinate her and the whole of the cabinet in order to plunge the country into political chaos, resulting in withdrawal from Northern Ireland. When the bomb went off at 2.50 a.m., Margaret Thatcher was working on official papers, having just finished her conference speech. The blast scattered broken glass on her bedroom carpet and filled her mouth with dust. She soon learned that the bomb had killed the wife of cabinet minister John Wakeham, he himself narrowly escaping; killed the Tory MP Anthony Berry and had badly injured Norman Tebbit, paralysing his wife. After less than an hour’s fitful sleep, she rewrote her speech and told the stunned conference that they had witnessed an attempt to cripple the government, commenting that…

… the fact that we are gathered here now, shocked but composed and determined, is a sign not only that this attack has failed, but that all attempts to destroy democracy by terrorism will fail.

The final death toll from Brighton was five dead and several more seriously injured, but its consequences for British politics, which could have been momentous, turned out to be minimal. If the IRA could not shake her, could anything else?

The Gorbachevs in London:

In November 1984, Mikhail Gorbachev arrived at the VIP terminal at Heathrow airport, together with his wife, Raisa. The British had spotted him first, in the summer of that year, if not earlier. He was a lawyer by training, which he had done at the end of the Stalin period. So, while he accepted there were rules to be obeyed, he also knew that they were only really there to be bent. He and Raisa did a great deal in their few days in London, but they did not perform the obligatory ceremony of laying a wreath on Marx’s tomb in Highgate Cemetery. Instead, they paid impromptu visits to Westminster Abbey and Number Ten Downing Street. The Foreign Office arranged a formal lunch for the Gorbachev at Hampton Court Palace, to which they invited a couple of hundred worthies, including BBC journalist John Simpson. He was seated next to a man from Moscow who was to become Gorbachev’s most senior advisors. Simpson asked him whether Gorbachev would really be able to make a difference to the Soviet Union. The Russian replied:

“He will have to,” he said. I noticed he didn’t trouble to question my assumption that Gorbachev would get the top job.

“Why?”

“Because a great deal has to be done. Much, much, more, I think, than you in the West realize.”

The Thatcher Revolution at Home – “Don’t tell Sid!”:

If Labour had been accused of creating a giant state sector whose employees depended on high public spending and could, therefore, be expected to become loyal Labour voting-fodder, then the Tories were intent on creating a property-owning democracy. The despair of Labour politicians as they watched it working was obvious. By the end of the 1980s, there was a large and immovable private sector in Britain of share-owners and home-owners, probably working in private companies, SMEs (small and medium enterprises) and increasingly un-unionised. The proportion of adults holding shares rose from seven per cent to twenty-five per cent during Thatcher’s years in power. Thanks to the ‘right to buy’ policy for council tenants, more than a million families purchased the hoses they lived in, repainting and refurbishing them and then watching their value shoot up, particularly as they had been sold them at a discount of between a third and a half of market value. The proportion of owner-occupied homes rose from fifty-five per cent in 1979 to sixty-seven per cent in 1989. In real terms, total personal wealth rose by eighty per cent in the eighties.

Looking below the surface, however, the story becomes more complex. Of the huge rise in wealth, relatively little was accounted for by shares. The increase in earnings and the house-price boom were much more important. The boom in shareholdings was fuelled by the British love of a bargain than by any deeper change in the culture. There was always a potential conflict between the government’s need to raise revenue and it hopes of spreading share ownership. In the early eighties, ministers erred on the side of the latter. The breakthrough privatization was that of fifty-two per cent of British Telecom in November 1984, which raised an unprecedented 3.9 billion. It was the first to be accompanied by a ‘ballyhoo’ of television and press advertising and was easily oversubscribed. In the event, two million people, or five per cent of the adult population bought ‘BT’ shares, almost doubling the total number of shareholders in a single day. After this came British Gas, as natural gas fields had been supplying Britain from the North Sea since the late sixties, pumping ashore at Yarmouth and Hull, replacing the coal-produced system. With its national pipe network and showrooms, natural gas had become the country’s favourite source of domestic energy and was, therefore, a straightforward monopoly. The government prepared for the sale with another TV campaign featuring a fictitious neighbour who had to be kept in the ‘dark’ about the bargain sale – “Don’t tell Sid!” This raised 5.4 billion, the biggest single privatization.

With the equally bargain-price shares offered to members of building societies when they de-mutualised and turned into banks, Britain developed a class of one-off shareholders, ‘kitchen capitalists’. They soon sold off their shares at a profit, few of them developing into long-term stock market investors, as had been hoped. Those who kept their shares did not go on to buy more, and rarely traded the ones they had acquired as a result of the privatizations, demutualisations and former employment options. The long-term failure to nurture a deeply rooted shareholding democracy has added to the contemporary criticism that public assets were being sold off too cheaply. The then Chancellor, Nigel Lawson later admitted that wider share ownership was an important policy objective and we were prepared to pay a price for it. The failure, ultimately, to achieve that objective showed that there were limits to the Thatcher Revolution. The most successful privatizations were the ones where the company was pushed into full competition, as with British Airways, Rolls-Royce and British Aerospace. The utilities – gas, electricity, water – were always different, because they were natural monopolies. Yet without competition, where would the efficiency gains come from? This question was left as a rhetorical one, unanswered until decades later. The water and electricity companies were split up in order to create regional monopolies, with power generation split into two mega-companies, National Power and Powergen. In reality, few people outside the ‘Westminster village’ cared who owned the companies they depended on, so long as the service was acceptable. Britain was becoming a far less ideological country and a more aggressively consumerist one.

Heseltine and the Helicopters:

In the winter of 1984-85, the great Westland Helicopter crisis that broke over the Thatcher government was a battle between ministers about whether a European consortium of aerospace manufacturers or and American defence company, working with an Italian firm should take over a struggling West Country helicopter maker. While this was a government that claimed to refuse to micro-manage industry, yet the fight about the future of the Yeovil manufacturer cost two cabinet ministers’ jobs and pitted Thatcher against the only other member of her cabinet with real charisma, Nigel Heseltine. The small storm of Westland gave early notice of the weaknesses that would eventually destroy the Thatcher government, though not for another five years.

One weakness was the divide throughout the Tory Party over Britain’s place in the world. By the 1980s, helicopters were no longer a marginal defence issue. They would become crucial to Britain’s capabilities, the new army mule for hauling artillery over mountains and across stretches of water. United Technologies, the US company whose Sikorsky subsidiary built the Black Hawk helicopter, wanted to gain control over part of Britain’s defence industry. Alexander Haig, Reagan’s Secretary of State who had been so helpful to Mrs Thatcher during the Falklands Campaign was now back at his old company and ‘called in his markers’ for the American bid. Adopting a position of outward neutrality would probably have favoured it anyway as a further strengthening of the Special Relationship between the UK and the US. But on the other side, supporting the European consortium, were those who felt that the EC had to be able to stand alone in defence technology. Michael Heseltine and his business allies thought this was vital to protect jobs in the cutting-edge science-based industries. The US must not be allowed to dictate prices and terms to Europe. So the conflict was concerned with whether Britain stood first with the US or with the EC. It was a question which would continue to grow in importance throughout the eighties until, in the nineties, it tore the Conservatives apart.

The second weakness exposed by the Westland Affair was the Thatcher style of government, which was more presidential and more disdainful of the role of cabinet ministers than any previous government. The Prime Minister was conducting more and more business in small committees or bilaterally, with one minister at a time, ensuring her near absolute predominance. She gathered a small clique of trusted advisors around her. Just before her fall, Nigel Lawson concluded that she was taking her personal economic advisor, Sir Alan Walters, more seriously than she was taking him, her next door neighbour in No 11, her Chancellor of the Exchequer. She used her beloved press officer, Bernard Ingham to cut down to size any ministers she had fallen out with, briefing against them and using the anonymous lobby system for Westminster journalists to spread the message.  In his memoirs, Ingham angrily defends himself against accusations of the improper briefing of the press, yet there are too many witnesses who found the Thatcher style more like that of the court of Elizabeth Tudor than that of a traditional cabinet, a place which demanded absolute loyalty and was infested with sycophantic favourites. In the mid-eighties, this was a new way of doing the business of government and to ministers on the receiving end, it was freshly humiliating.

But if there was one minister unlikely to take such treatment for long, it was Michael Heseltine (pictured below at a Conservative Party Conference). He was the only serious rival to Thatcher as the ‘darling of the party’ and media star, handsome, glamorous, rich and an excellent public speaker. He was said by his friend, fellow Tory MP and biographer, Julian Critchley, to have mapped out his future career on the back of an envelope, while still a student at Oxford, decade by decade, running through making his fortune, marrying well, entering Parliament and then, 1990s, Prime Minister. Though Heseltine commented that he could not remember doing this, it was in character. As a young man, he had flung himself into the characteristic sixties businesses of property investment and magazine publishing. A passionate anti-socialist, he had won a reputation for hot-headedness since once picking up the Mace, the symbol of Parliamentary authority, during a Commons debate about steel nationalization, and waving it at the Labour benches in such a violent manner as to earn himself the nickname ‘Tarzan’. His speeches to Tory Party conferences were full of blond hair-tossing, hilarious invective and dramatic gestures. In her memoirs, Thatcher portrayed Heseltine as a vain, ambitious man who flouted cabinet responsibility. The Westland crisis was, in her view, simply about his psychological flaws. However, they agreed about much, but was a more committed anti-racialist than she was and more deeply in favour of the EC, and she always regarded him as a serious and dangerous rival.

The two bigger beasts of the Tory Party in the eighties went to war on behalf of the two rival bidders for Westland. She was livid that he was using his position as Defence Secretary to warn the company’s shareholders about the dangers of going with the Americans, potentially shutting out European business. She thought he was tipping the scales against Sikorsky, despite Westland’s preference for them. Certainly, Heseltine repeatedly made it clear that the Ministry of Defence would not be buying their Black Hawk helicopter and did much to rally the European consortium. Thatcher, meanwhile, was deploying the public line that she was only interested in what was best for the shareholders while trying to make sure the Americans were kept in the race, ahead of the Europeans. Eventually, she sought advice from the government law officers about whether Heseltine had been behaving properly. A private reply was leaked in order to weaken his case. Furious about this wholly inappropriate act which he suspected was the responsibility of Thatcher and Ingham, Heseltine demanded a full inquiry. During a meeting of the cabinet, she counter-attacked, trying to rein him in by ordering that all future statements on Westland must be cleared first by Number Ten. Hearing this attempt to gag him, Heseltine calmly got up from the cabinet table, announced that he must leave the government, walked into the street and told a solitary reporter that he had just resigned.

The question of exactly who had leaked the Attorney General’s legal advice in a misleadingly selective way to scupper the European bid then became critical. The leaking of private advice broke the rules of Whitehall confidentiality, fairness and collective government. The instrument of the leak was a comparatively junior civil servant to the Trade Secretary, Leon Brittan. But it was unclear as to who had told Colette Brown to do this, though many assumed it was her boss, Bernard Ingham. He denied it, and Mrs Thatcher also denied any knowledge of the leak. After dramatic Commons exchanges during which she was accused of lying to the House, she pulled through, while Leon Brittan was made a scapegoat. Some of Thatcher’s greatest business supporters such as Rupert Murdoch then weighed in on the side of the American bid. Eventually, amid accusations of arm-twisting and dirty tricks, the company went to Sikorsky and the storm subsided. But it had revealed the costs of the Thatcher style of government. Getting the better of foreign dictators and militant trade union leaders was one thing, but behaving the same way with senior members of the cabinet and the Tory Party was quite another. Heseltine wrote later:

I saw many good people broken by the Downing Street machine. I had observed the techniques of character assassination; the drip, drip, drip, of carefully planted, unattributable stories that were fed into the public domain, as colleagues became marked as somehow “semi-detached” or “not one of us”.

‘Shadowing’ the Deutschmark & ‘Diva’ Diplomacy:

There were also debates and rows about economic policy in relation to the EC. The Chancellor, Nigel Lawson, wanted to replace the old, rather wobbly system of controlling the money supply targets, the Medium Term Financial Strategy, with a new stratagem – tying the pound to the German mark in the European Exchange Rate System (ERM). This was an admission of failure; the older system of measuring money was useless and in the world of global fast money. Linking the pound to the Deutschmark was an alternative, with Britain subcontracting her anti-inflation policy to the more successful and harder-faced disciplinarians of the West German Central Bank. Lawson was keen on this alternative ‘shadowing’ method; in effect, he was looking for somewhere firm to plant down policy in the context of the new global financial free-for-all. Thatcher disagreed, arguing that currencies should be allowed to float freely, but at the time little of this debate was known beyond the specialist financial world.

Other ‘Europe’- related debates were conducted more openly in general political life. The mid-eighties were years of Thatcherite drift over Europe. Jacques Delors, later her great enemy as President of the European Commission, had begun his grand plan for the next stages of ‘the union’. Thatcher knew that the ERM was intended one day to lead to a single European currency, part of Delors’ plan for a freshly buttressed European state. Lawson ignored her objections and shadowed the Deutschmark anyway. But when the cost of her Chancellor’s policy became excessive, she ordered him to stop which, under protest, he did. However, the Single European Act, which smashed down thousands of national laws preventing free trade inside the EC, promised free movement of goods, capital, services and people, and presaging the single currency, was passed with her enthusiastic support. She rejected the sceptics’ view that when the continental leadership talked of an economic and political union, they really meant it.

Back in the mid-eighties, personal relationships mattered as much in modern diplomacy as they had in Renaissance courts, and the Thatcher-Gorbachev courtship engaged her imagination and human interest. She was becoming the closest ally of Ronald Reagan, in another international relationship which was of huge emotional and political significance to her. In these years she became an ‘international diva’ of conservative politics, feted by crowds from Russia and China to New York. Her wardrobe, coded depending on where an outfit had been first worn, told its own story: Paris Opera, Washington Pink, Reagan Navy, Toronto Turquoise, Tokyo Blue, Kremlin Silver, Peking Black. Meanwhile, she was negotiating the hard detail of Hong Kong’s transitional status before it was handed over to Communist China in 1997. She got a torrid time at Commonwealth conferences for her opposition to sanctions against the apartheid régime in South Africa. At home, the problem of persistently high unemployment was nagging away, though it started to fall from the summer of 1986 seemed to fall.

The Bombing of Libya and ‘BBC Bias’:

Then there was the highly unpopular use of British airbases for President Reagan’s attack on Libya in 1986. This provoked a controversy, not for the first time, between the BBC and the Thatcher government. The PM’s supporters on the right of the Tory Party had long been urging her to privatize the BBC and she herself appeared to believe that it was biased against her government; by which she meant that it was too independent. She still remembered the irritation she felt at some of the phrases its leading broadcasters had used back in the Falklands War: if we are to believe the British version, etc.  Her view was that as the British Broadcasting Corporation, a public service broadcaster supported by the television license fee, it should give the British government’s view without questioning it. Yet it was perfectly obvious that the reason the BBC was so respected both in Britain and abroad was that it was genuinely independent of the British government. The BBC was legally obliged by its Charter to remain independent of party political control. Lord Reith, its first Director-General, had successfully resisted Churchill’s attempt to take over its radio service for government propaganda during the General Strike of 1926. It was one of the few great organs of state which Margaret Thatcher was not able to dominate in some way, a constitutional reality which made her visibly restless on occasions.

Because the American aircraft which bombed Libya took off from bases in Britain, that made it a British issue. The pretext for the attack was a terrorist attack on a Berlin nightclub used by American servicemen, but far from being the work of Libyan agents, it proved to have been carried out by a group linked to the Syrian government. There was a good deal of public disquiet about it, especially since it was strongly suspected that the Reagan administration was primarily bombing Libya to teach bigger and more formidable countries, chiefly Iran, a lesson. Libya was a feeble, though intermittently nasty little dictatorship which could never organise significant acts of state terrorism. The real battle was a propaganda one. Colonel Gaddafi (pictured below in 1979) claimed that his daughter had been killed in the raid, and showed her body to the journalists in Tripoli at the time. It wasn’t until some time later that it became clear that he had adopted the little girl as she lay dying from her injuries. But whoever’s daughter she was, she was certainly killed by the American bombing.

The British government was rather rattled by the hostility which sections of the public were starting to show over the bombing; and since, at the times of crisis, people tend to turn to the BBC for their information, some senior ministers felt that this public opposition was the fault of the BBC and wanted it to be taught a lesson. The chairman of the Conservative Party, Norman Tebbit, announced that he would be investigating the BBC’s coverage of the raid. The BBC allowed itself to seem rattled by the threats he and his party made, which made him feel justified in his approach. John Simpson, the BBC’s World Affairs Editor recalled sitting with a few journalists in the canteen at the Television Centre when the tannoy went:

‘PBX. Calling Mr John Simpson.’

I hurried over to the phone. The deputy editor of television news was on the other end.

“We’ve just had Tebbit’s report,” he said. “It’s serious. The editor would be grateful if you could get up here.”

I finished my fish and went up. A small group of worried-looking people were sitting round in the editor’s office. The editor handed me a copy of the document Tebbit and his researchers at Conservative Central Office had compiled. I looked through it rather nervously, anxious to see what it had to say about my own reporting of the attack. It made a few neutral comments, then one which was rather complimentary; that was all.

“That’s all OK,” I blurted out, voicing my own relief. Nothing much there.” 

The editor turned to me. I could see a faint ray of hope was glimmering for the first time.

“You think so?”

I realised that I had been speaking purely for myself. But it seemed unkind and unreasonable to destroy his only cause for optimism. He must have felt that his career was on the line.

“Oh sure, it’s full of loopholes. Just go through it carefully and you’ll find them all,” I said.

I hadn’t read it carefully enough to know if that were true, but I have never yet read a long document that you couldn’t pick holes in.

Chris Cramer, a tough character who was the news editor at the time… agreed. Cramer and I were both affronted by the idea that in a free society the government should presume to dictate to the broadcasters and try to make them report only what the government wanted. Maybe we were both chancers too.

“John’s right,” he said. “We should go through this with a fine-tooth comb. We’ll find lots of things wrong with it.”

Which is what happened. We divided the Conservative Central Office document up between us, and spent the next couple of days going through it point by point. The document compared the BBC’s coverage of the raid unfavourably with ITN’s, and tried to make the case that the BBC had been deliberately biased. Some of the individual points it made were reasonable enough: the news presenter on the night of the bombing had added various inaccuracies to the sub-editors’ scripts. (Soon afterwards she left the BBC.)

But it was silly to try to pretend that there was some underlying bias. I have never yet found a senior Conservative who really believed that…  

It hadn’t occurred to Norman Tebbit that the BBC would stand its ground since in the past it had fallen over itself with nervousness at the mere suggestion that the government of the day was upset with it. When it issued its response there was a big wave of public support for the BBC, partly because Kate Adie had established herself in the public eye as a brave, serious reporter, staying in Tripoli when the bombs were falling. Previously, women reporters had tended to be given social affairs to report on. Here was a woman who had become a war correspondent; something unprecedented on British television at that time, though there have been many equally brave successors since. But there was also public support for the BBC because, for all its failings, the BBC was considered to be as British an institution as any other in the country, and ninety per cent of the population had some contact with it each week in the pre-internet era. Norman Tebbit had failed to realise the British people did not like party political attacks on ‘Auntie’. An opinion poll taken shortly afterwards indicated that Conservative voters supported ‘the Beeb’ on almost the same scale as voters for other parties. Thatcher, aware that she would have to call a general election within the next year or so, quickly distanced herself from her erstwhile lieutenant’s campaign, leading to the first rift between the two of them. On the night she won the 1987 election, Simpson tried to interview her by the railings of St John’s, Smith Square, next to Conservative Central Office, amid rabid Young Conservatives chanting calls for the privatisation of the BBC:

Of course, she never again considered doing so, even if she had been temporarily persuaded by Tebbit’s arguments. She knew what people would stand for, and what they wouldn’t; it was when this instinct finally deserted her that her decline and fall began.

The ‘Poll Tax’ and the Peasants:

After the election, a wider dilemma emerged right across domestic policy, from the inner cities to hospitals, schools to police forces. Thatcher believed that government should set the rules, deliver sound money and then stand back and let other people get on with providing services. In practice, she often behaved differently, always more pragmatic and interventionist than her image suggested. At least, however, the principle was clear. But when it came to the public services there was no similar principle. She did not have the same respect for independent ‘movers and shakers’ in the hospitals, schools and town halls as she had for entrepreneurs and risk takers she admired in business. Before the Thatcher revolution, the Conservatives had been seen, on balance, defenders of local democracy. They had been strongly represented on councils across the country and had been on the receiving end of some of the more thuggish threats from Labour governments intent, for instance, on abolishing grammar schools. The town and county hall Conservatives had seen local representatives on hospital boards and local education authorities as bulwarks against socialist Whitehall. Margaret Thatcher herself had begun her political apprenticeship doing voluntary public work for her father, Alderman Roberts, sitting on various unpaid committees.

Yet in power, Thatcher and her ministers could not trust local government, or any elected and therefore independent bodies at all. Between 1979 and 1994, an astonishing 150 Acts of Parliament were passed removing powers from local authorities and switched to unelected quangos. The first two Thatcher governments transferred power and discretion away from people who had stood openly for election, and towards the subservient agents of Whitehall, often paid-up Tory party members. Despite his apparent love for Liverpool before the Militant takeover, Michael Heseltine attacked the whole of local government with new auditing with new auditing arrangements, curbs on how much tax they could raise, and spending caps as well. In the health service, early attempts to decentralize were rapidly reversed and a vast top-down system of targets and measurements was put in place, driven by a new planning organisation. It cost more and the service, undoubtedly, got worse. Similar centralist power-grabs took place in urban regeneration, where unelected Urban Development Corporations, rather than local councils, were given money to pour into rundown cities. The biggest city councils, most notably the Greater London Council, were simply abolished. Its powers were distributed between local borough councils and an unelected central organisation controlled by Whitehall. By 1990 there were some twelve thousand appointed officials running London compared with just 1,900 elected borough councillors. Housing Corporations took ninety per cent of the funds used by housing associations to build new cheap homes. In the Thatcher years, their staff grew sevenfold and their budgets twenty-fold.

Margaret Thatcher would say the poll tax, the name associated with the tax per head which was the catalyst for the bloody Peasants’ Revolt of 1381, was actually an attempt to save local government. Like schools, hospitals and housing, local councils had been subjected to a barrage of ministers trying to stop them spending money, or raising it, except as Whitehall wished. Since 1945, local government had been spending more, but the amount of money it raised independently still came from a relatively narrow base of people, some fourteen million property-owners. Thatcher had been prodded by Edward Heath into promising to replace this tax, ‘the rates’, as early as 1974, but nobody had come up with a plausible and popular-sounding alternative. She had always disliked the rates system intensely, regarding them as an attack on self-improvement and other Tory values, and in government, the problem nagged away at her. Once, local elections were not national news; they were about who was best suited to run towns and counties, but in the late sixties and seventies they became national news, a regular referendum on the central government. Under Thatcher, the Conservatives lost swathes of local councils, resulting in more Labour-controlled councils which were even more distrusted by the central government, resulting in more powers away from them. The elections became even less relevant, fuelling more protest voting, and it soon became clear to government ministers that more councils were aping Liverpool by pursuing expensive hard-left policies partly because so few of those who voted for them were actually ratepayers themselves, therefore feeling no personal ‘pinch’.

One way of correcting this anomaly would be to make all those who voted for local councils pay towards their cost. This was the origin of the poll tax or community charge as it was officially called, a single flat tax for everybody. It would mean lower bills for many homeowners and make local councils more responsive to their voters. On the other hand, it would introduce a new, regressive tax for twenty million people, with the poorest paying as much as the richest. This broke a principle which stretched back much further back than the post-war ‘consensus’ to at least the 1920s and the replacement of the Poor Law. But Public Assistance or social security as it was now known, was no longer charged or administered locally so that there was some logic in the change to a flat, universal charge. This proposal was sold to the Prime Minister by Kenneth Baker at a seminar at Chequers in 1985, along with the nationalisation of business rates. Nigel Lawson tried to talk the Prime Minister out of it, telling her it would be completely unworkable and politically catastrophic. The tax was discussed at the same cabinet meeting that Michael Heseltine walked out of over the Westland affair. It might have worked if it had been brought in gradually over a whole decade, as was first mooted, or at least four, as was planned at that meeting.

But at the 1987 Tory Conference, intoxicated by the euphoria of the recent third election victory, party members urged Thatcher to bring it in at once. She agreed since there was some urgency resulting from the dramatic increase in property prices in the eighties. Rates, like the subsequent council tax, were based on the relative value of houses across Britain, changing with fashion and home improvement. This meant that, periodically, there had to be a complete revaluation in order to keep the tax working. Yet each revaluation meant higher rates bills for millions of households and businesses, and governments naturally tried to procrastinate over them. In Scotland, however, a different law made this impossible and a rates revaluation had already happened, causing political mayhem. As a result, Scottish ministers begged Thatcher to be allowed the poll tax first, and she also agreed to this. Exemptions were made for the unemployed and low paid, but an attempt, by nervous Tory MPs, to divide the tax into three bands so that it bore some relation to people’s ability to pay was brushed aside despite a huge parliamentary rebellion. When the tax was duly introduced in Scotland, it was met by widespread protest. In England, the estimates of the likely price of the average poll tax kept rising. Panicking ministers produced expensive schemes to cap it, and to create more generous exemptions, undermining the whole point of the new tax. Capping the tax would remove local accountability; the more exemptions there were, the lesser the pressure would be on the councils from their voters. Yet even the PM grew alarmed as she was told that over eighty per cent of voters would be paying more. Yet she pushed ahead with the introduction of the tax, due to take effect in England and Wales on 1st April 1990.

Bruges Bluntness & Madrid Madness:

The poll tax was one of the causes of her downfall in that following year, the other being Europe. This factor began to be potent in 1988, when turned against Jacques Delors’ plans and went to Bruges in Belgium to make what became her definitive speech against the federalist tide which was now openly advancing towards her. The Foreign Office had tried to soften her message, but she had promptly pulled out her pen and written the barbs and thorns back in again. She informed her audience that she had not…

… successfully rolled back the frontiers of the state in Britain only to see them reimposed at a European level, with a European super-state exercising a new level of dominance from Brussels.

There was much else besides. Her bluntness much offended continental politicians as well as her own Foreign Secretary, Sir Geoffrey Howe. Next, she reappointed her monetarist economic advisor, Sir Alan Walters, who was outspokenly contemptuous of Lawson’s exchange rate policy. So, she was taking on two big cabinet beasts with great Offices of State at the same time, creating a serious split at the top of government. Then, Jacques Delors, the determined French socialist re-entered the story, with a fleshed-out plan for an economic and monetary union, which would end with the single currency, the euro. To get there, all EU members would need to put their national currencies into the ERM, which would draw them increasingly tightly together, which was just what Lawson and Howe wanted and just what Thatcher did not. Howe and Lawson ganged up, telling her that she must announce that Britain would soon join the ERM, even if she left the question of the single currency to one side for the time being. On the eve of a summit in Madrid where Britain was due to announce its view the two of them visited Thatcher together in private, had a blazing row with her and threatened to resign together if she did not give way. She did, and, for the time being, the crisis abated.

Piper Alpha – The Price of Oil and Who Profited?

In June 1988, 185 men were burned or blown to death in the North Sea when an oil platform, Piper Alpha, blew up, yet there has been little commemoration of the tragic event over the past thirty years, in popular memorials (as contrasted with earlier coal-mining disasters of a similar scale), political memoirs or the general media. In the case of oil, the great adventure was lived out at the margins of British experience, halfway to Scandinavia, with its wild scenes played out in the bars of Aberdeen and Shetland, far removed from the media in Glasgow, never mind London. Exploration, equipment and production were also largely controlled by American companies. The number of British refineries actually fell in the eighties, the peak decade for oil production, from twenty-one to thirteen, and forty per cent of those were also owned by US-based companies. According to Nigel Lawson, the revenues from oil taxes gave ‘a healthy kick-start’ to the process of cutting the government deficit, though he always argued that the overall impact of North Sea oil was exaggerated, especially by the Scottish Nationalists (SNP). Ireland also benefited greatly from new investment from the United States in the search for new sources of oil and gas in Irish waters from the 1970s, and their exploitation in the eighties. In addition, as a poorer member state of the EU, the Republic gained a disproportionately larger share of the EU budget than the UK as a whole, so that by the end of the decade the Irish economy was expanding rapidly and the long-term pattern of Irish emigration was being reversed. Both British and Irish trade with the EU increased, and Ireland’s economy became less dependent on Britain’s.

Birt, the BBC & Beijing:

Following its own battles with Margaret Thatcher and Norman Tebbit following the bombing of Libya, by the end of the eighties the BBC went on to become the biggest newsgathering organisation in the world and its reputation for accurate, impartial reporting continued to grow around the globe. In 1988, John Birt joined the Corporation as head of news and current affairs, reforming and revitalising that area before going on to become director-general. Under his leadership, there was a five-fold expansion. The foreign affairs unit grew to eleven people, and Simpson was made the head of it. The expansion came just in time considering how much the world was to change in the following year, in a series of seismic upheavals which affected almost every country on earth. In May 1989, Simpson and Adie teamed up in Beijing, covering the infamous massacre in Tiananmen Square:

In the BBC’s offices I found the redoubtable Kate Adie. She had been out in the streets all night with her camera team, and was in bad shape. A man had been killed right beside her, and her arm had been badly grazed in the incident. Together we assembled our reports. There was no time to edit words to pictures, nor even of seeing the pictures. All we could do was write our scripts, record them, and send them off to Hong Kong with the cassettes.

I sat at the computer, numbed by everything I had seen and determined not to get too emotional about it. I’d made real friends among the students in Tiananmen Square. The thought that they might now be dead or injured, that one of their best and most decent manifestations of recent times had been snuffed out in front of me was too disturbing and too painful for me to deal with. And so I took refuge in the old BBC concepts of balance and objectivity; there wasn’t an ounce of emotion in my script.

Kate’s report was very different. It was full of emotion. Six months later, when I finally watched the two reports side by side, I thought that while mine was perfectly accurate it had nothing to do with the real feeling of what had taken place. Hers did. I suppose the two were complimentary, and they were certainly used side by side on the news in Britain.

A Tale of Two Cities – a Hell of a Dickens:

On 14th July 1989, Simpson was in Paris, reporting on the meeting of the ‘G7′, the leaders of the West’s seven leading capitalist powers, hosted by Francois Mitterrand, the French President. With hindsight, the two hundredth anniversary of the French Revolution was perhaps the single moment which best reflected the triumph of liberal democracy over all rival systems of government. The wealth, the grandeur, the personal liberty, the prestige and power which were on display were greater than the world had seen before. Soon, however, the decline in the power of the United States became more obvious. Margaret Thatcher still seemed unassailable as Britain’s prime minister, but would be politically vulnerable within a few months. While President Bush handed over the key to the Bastille which Lafayette had taken with him to America shortly after the Revolution, her gift to Mitterand was a first edition copy of Dickens’ Tale of Two Cities: inexpensive, and not very good as history. It was a grudging, insular gesture, typical of British attitudes towards France in the 1980s, which had chosen to follow an economic policy which was the exact opposite of Thatcherism. She disapproved not just of France, but of the occasion and the whole business of celebrating revolution. Her view was that evolution was greatly preferable to revolution, which was of little use to those, in 1789 or 1989, who lived under an autocracy which refuses to evolve. Although Mrs Thatcher may have helped to persuade Ronald Reagan that Mikhail Gorbachev was ‘a man to do business with’, according to John Simpson…

It wasn’t Mrs Thatcher’s economic principles which caused the changes in the Soviet bloc, but the simple, verifiable fact that Western capitalist society was effective, rich and reasonably free, while the countries of the communist bloc were manifestly not.

In the same month, four weeks after her climb-down at the Madrid summit, Thatcher hit back at her Chancellor and Foreign Secretary. Back in London, she unleashed a major cabinet reshuffle, compared at the time to Macmillan’s ‘night of the long knives’ in 1962. Howe was demoted to being Leader of the Commons, though she reluctantly agreed to him having the face-saving title of Deputy Prime Minister, a concession rather diminished when her press officer, Bernard Ingham, instantly told journalists that it was a bit of a non-job. Howe was replaced by the relatively unknown John Major, the former chief secretary. Lawson survived only because the economy was weakening and she thought it too dangerous to lose him just at that point. He was having a bad time on all sides, including from the able shadow chancellor John Smith. When Walters had another pop at his ERM policy, he decided that enough was enough and resigned on 26 October, telling the PM she should treat her ministers better. He was replaced by the still relatively unknown John Major.

Budapest, Berlin & Bucharest: Falling Dominoes of 1989:

Meanwhile, all around them, the world was changing. On 23rd October I was in Hungary on a third, personal visit, when the country changed its name and constitution. It had dropped the word ‘People’s’ from its title and was henceforth to be known simply as the Republic of Hungary. My first visit, an ‘official’ one, as a member of a British Quaker delegation, had been exactly a year earlier, when the withdrawal of Soviet troops had been announced, along with the decision of the then communist government that the 1956 Revolution, which had begun on the same day, would no longer be referred to by them as a ‘counter-revolution’. A few days later in 1989, East Germany announced the opening of its borders to the West and joyous Berliners began hacking at the Berlin Wall.

Then the communists in Czechoslovakia fell, and at Christmas the Romanian dictator Ceaucescu was dragged from power and shot, along with his wife. According to John Simpson, who also witnessed all these events, including those in Bucharest at close quarters (as pictured above), found among the dictators’ possessions was a Mont Blanc pen given to him by the British Labour Party, presumably during the couple’s visit to London in 1978. This was instigated by the then Foreign Secretary, Dr David Owen who, along with James Callaghan, persuaded the Queen against her will that the Ceaucescus should be invited. The pictures below show them riding in State along the Mall. But I have written about all these events elsewhere.  Suffice it to say, just here, that, since the early seventies, politicians of all persuasions were prepared to overlook Ceaucescu’s increasing megalomania and the unpleasantness of the government he controlled because he represented an independent voice within the Warsaw Pact, refusing to send Romanian forces to crush the ‘Prague Spring’ in 1968. As early as 1972, a left-wing Labour MP had written:

As a result of unconditional acceptances of the past abuses of the legal system, Ceaucescu has declared that steps must be taken to ensure that such injustices can never occur in the future. The importance of democracy is therefore being increasingly stressed and… there is no question of rigging trials as occurred in the past. … Interference by anyone, no matter how important, is unacceptable in Ceaucescu’s view.

The not-so-beautiful relationship which came to an end with the shooting of the ‘Tsar and Tsarina’ who built their own palace (below) in Bucharest after visiting Buckingham Palace.  It was due to be completed just weeks after their overthrow.

After meeting Ceaucescu on his state visit in 1978, Margaret Thatcher, then the leader of the opposition, commented:

I was impressed by the personality of President Ceaucescu … Romania is making sustained efforts for consolidating peace and understanding.  

The ‘domino’ events of the Autumn and Winter of 1989 in the eastern part of the continent, in which Margaret Thatcher had played a ‘bit part’ alongside Reagan and Gorbachev, would have a ripple effect on her own fall from power the following year. That was not something many of us involved in East-West relations anticipated even at the end of that year.

1968 and All That… MLK, LBJ, Bobby, Tet and the Prague Spring.   Leave a comment

The Escalation of the Vietnam War and the Tet Offensive:

At the beginning of 1968, US President Lyndon Johnson thought that victory in Vietnam was worth the sacrifice the US servicemen had already made since President Kennedy had committed 16,500 troops to the support of the South Vietnamese in 1961-62. By 1968, Johnson had committed up to half a million men to the conflict. On taking office in 1964, he had said, I am not going to be the President who saw South East Asia go the way that China went. But by the end of February 1968, he was increasingly isolated in Washington. Robert McNamara, who had been John F Kennedy’s Secretary of Defense, had left the White House to become president of the World Bank. He said he did not really know whether he had quit or been fired. The new Defense Secretary, Clark Clifford, opposed General Westmoreland’s latest request for another 200,000 men, arguing that there would soon be further requests, “with no end in sight.” He recommended pegging the level at twenty thousand, and Johnson agreed. What had happened in the war, and the response to it, to change his mind?

In January 1968, just as President Johnson was announcing that the United States was winning the war in Vietnam, the Vietcong had launched the Tet Offensive within virtually every town and city in South Vietnam. It was their most spectacular offensive yet. In Saigon, a commando unit even penetrated the US Embassy compound; it had to be flushed out man by man. This feat, which took place in front of television cameras, stunned America and public opinion worldwide. Although the US military had intelligence that an attack was imminent, they appeared to have been caught completely by surprise. But the bitterest fighting in the Tet Offensive took place in Hue, previously a tranquil city, where intense house-to-house fighting and killing went on for several weeks. The photo on the right below shows US Marines call for assistance for those wounded in the bloody fighting which took place in the city on 1st February. The beleaguered president finally accepted that there was a limit to the losses of US servicemen in Vietnam that the American people would accept. The photo below (left) of Lyndon Johnson shows him preparing a speech on Vietnam.

On the other side, the Tet Offensive was intended to inspire a popular rising across South Vietnam. It totally failed in this, but rather led to massive losses of some of the Vietcong’s best fighters. Nevertheless, in propaganda terms, the offensive was a magnificent victory for them. Before Tet, the American leaders had talked of grave enemy weaknesses and of how the Vietcong had met their match and were desperately hanging on. Now the Vietcong had shown that they could attack at will and could strike even at the very nerve centre of the US presence in South Vietnam. The gap between what the US Government said and what people saw on their television screens had never been greater, nor credibility lower. Support for the president’s handling of the war dropped to an all-time low in the polls. Eighty per cent of Americans felt that the United States was making no progress in the war. Tet was thus a turning point.

Added to this, there was international revulsion and outrage at the American tactics. The British journalist, James Cameron, reported:

There was a sense of outrage. By what right do these airmen intrude over a country with which they are not formally at war? Who gave these people the sanction to drop their bombs on roads, bridges, houses, to blow up the harvest, to destroy people of whom they know nothing? Would this sort of thing blow Communism out of their heads?

Despite the bombing, North Vietnam continued to supply the Vietcong in South Vietnam with ever-increasing amounts of aid. Much of it came from the Soviet Union and was driven across the border at night in convoys of heavy, Russian-built trucks. They regularly moved weapons and ammunition into the South, smuggling them right into the hearts of towns and cities. President Johnson had hoped for a ‘quick kill’. But the tactics of America’s land forces in South Vietnam were based on several errors of judgement. First, the soldiers were told to fight for the hearts and minds of the Vietnamese. Yet the GIs simply shot and killed the peasants on sight, often en masse and without discrimination, assuming that they were Vietcong supporters. They also destroyed the land itself, as James Cameron testified (above). Richard Hamer, an American journalist commented, after his visit in 1970, that Vietnam had become a country of refugees … once the rice bowl of Asia, now unable to feed itself. Secondly, the USA believed it could ‘win’ the war and simply could not believe that the US could be defeated by a bunch of guerrillas in black pyjamas. But the reality of guerrilla warfare was very different:

… this enemy is invisible … it is not just the people but the land itself – unfamiliar … frightening … it can be that field ahead littered with land mines … the enemy can be the kind who comes out smiling and then lobs a grenade … or that bent old lady carrying a watermelon.

You walk down a road between rice paddies. Vietnamese are in every paddy. Then a mortar shell lands right in the middle of a patrol. A couple of guys are dead, others are screaming in agony with a leg or arm blown off, or their guts hanging out. Did one of them (the peasants) lob the mortar? If so, which one? Should you kill all of them or none of them at all?

There was widespread opposition to the American presence in Vietnam, not least from within the US itself. The determined peace protesters outside the White House would not leave Johnson in peace, continuing to chant:

Hey, hey, LBJ! How many kids did you kill today?!

In fact, the hostile chanting accompanied him wherever he went and had a devastating effect on him. Senator Eugene McCarthy announced he would oppose Johnson for the Democratic Party nomination; Robert Kennedy also declared he was a candidate and spoke out harshly against Johnson’s foreign policy and conduct of the war. In the second half of March, the ‘wise men’ went into conclave again to review progress and consider their options in Vietnam. By now the civilians in this group were openly critical of the assessments presented by the military commanders. When told that eighty thousand of the enemy had been killed and that the normal ratio of killed to wounded was 1:3, UN Ambassador Arthur Goldberg calculated that would mean that all of the enemy’s manpower must be dead or injured: “Then who the hell are we fighting?” he asked. Then, on 31st March, in a live television address, Johnson announced that the US would halt all bombing above the twentieth parallel in the hope that peace talks could begin promptly. He then went on to surprise everyone, even his own advisers, by announcing  that he would “not seek … nor accept” his party’s nomination for a second term in the White House. With his crushing triumph over Goldwater only four years behind him, Johnson now recognised the deep unpopularity of his policy of escalating the Vietnam War. He had lost his fight with public opinion.

Martin Luther King’s Death in Memphis:

Four days after Johnson’s announcement, on 4th April, Martin Luther King was assassinated at a motel in Memphis, Tennessee. He had gone to Memphis to support a workers’ strike, marching with the strikers, who wanted to protest peacefully, singing and holding hands. Most of them were black street-cleaners, who were badly paid. But gangs of young blacks had not wanted to protest peacefully and had begun rioting, breaking shop windows and fighting with the police. One of them had been killed during the fighting.  After the march, King had talked to the gangs and told them that violence was not the answer and that all protests had to be peaceful if they wanted the workers to win. Some of the gang-leaders had argued back, saying that times had changed and that peaceful protests no longer worked. Finally, King had persuaded them to join the workers on their next march, and they had promised him not to use violence. The date for the second march had been set for 5th April.

On 3rd April, King had returned to Memphis and had made a speech at the Baptist Church prayer-meeting. It had been full of hope about the cause, but also of foreboding for his own life:

I have been to the mountain top … I have seen the Promised Land. I may not get there with you. But we, as a people, will get to the Promised Land.

On the next day, 4th April, King had told his friends that he needed some air. He went out of his hotel room just after six o’clock in the evening. Suddenly, there was the sound of gunfire. His friends ran outside and found him lying on the ground, shot. Jesse Jackson, one of King’s young supporters, held him in his arms while the ambulance was sent for. An hour later Martin Luther King died in hospital. He was just thirty-nine years old.

The whole world grieved the loss of this man of peace. All the people who had worked so hard for peace and civil rights were first shocked and then angry. Go and get your guns! Stokely Carmichael, the Black Panther leader, told a crowd in Washington DC. Riots swept the American nation; a hundred cities erupted, the rioters fighting the police. There were more than twenty thousand arrests and forty-six more black deaths. Seventy-five thousand troops were called out to keep the peace. For many, King epitomised the dream of racial equality, but for two years his influence had been diminishing. Now the leadership of the black community passed to more radical figures like Carmichael, who wanted to replace passive, nonviolent disobedience to active and violent resistance. The Black Panthers trained as paramilitaries in the ghetto of Oakland, California, for a civil war with racist police. Other black ‘nationalists’ called openly for revolution.

James Earl Ray, a white supremacist, was arrested and went to prison for King’s murder, though many believed he had not acted alone. Even Coretta King did not believe that Ray had killed her husband. King’s body lay in his father’s church in Atlanta. Thousands of people came to pay their respects to the civil rights leader. Later, his body was buried next to those of his grandparents, and written on his headstone, are the last words of his most famous speech at the Lincoln Memorial five years earlier:

Free at last, Free at last!

Thank God Almighty, 

I’m free at last!

From Paris to California and on to Chicago:

In May, preliminary peace talks began in Paris. In the face of obdurate North Vietnamese negotiators, the talks soon ran aground. The dispute focused on whether or not the United States would halt all bombing of the North and who could sit at the negotiating table; would the National Liberation Front, the Vietcong sit down with the United States, as well as North and South Vietnam? There was no agreement. With a million college students and faculty members boycotting classes because of Vietnam, the stage was set for the confrontation between McCarthy and Kennedy for the Democratic Party nomination. In the California primary, in June, Kennedy won by a whisker. Then, as he was leaving his hotel through a back entrance, he was shot in the head and stomach (below). He died in hospital the next morning. There was no rioting, just silence. The American nation was traumatised by these killings, asking what was wrong with the country to make it so violent.

Everything came to a head when the Democratic Party gathered in Chicago to choose its nominee for the presidency – now either McCarthy or Vice President Hubert Humphrey. Chicago was controlled by Mayor Richard J Daley, a hard-liner who ruled the streets through a broad network of ethnic supporters. He promised, as long as I am mayor, there will be law and order on the streets. In the riots following Martin Luther King’s death, he had given his police authority to “shoot to kill” arsonists. Daley was determined to keep order during the convention when rumour predicted that a hundred thousand activists and anti-war campaigners would assemble in Chicago. Only about one-tenth of that number arrived, but Daley had no intention of allowing any marches to go ahead. His police, some out of uniform, attacked a group of ‘hippies’ and ‘yippies’ in Lincoln Park and pursued them – and anyone else who happened to be on the streets – with clubs and batons.

On the night that Humphrey was to accept the nomination, the police used tear gas to break up the demonstration outside the convention hotel. More than two hundred plainclothes policemen tried to infiltrate the march. Demonstrators, newsmen, and even elderly passers-by were all clubbed and beaten. Tear gas got in the air vents of the hotel, including Humphrey’s suite, as he was preparing his acceptance speech. Live on television, the cameras kept cutting between the convention and the extraordinary scenes outside. Humphrey left feeling shattered, despite having secured his party’s nomination. Chicago was a catastrophe, he said later; My wife and I went home heartbroken, battered and beaten.

According to the to the New York Times, the Chicago police had brought shame to the city, embarrassment to the country. Lawyers defending those charged for their role in the demonstration spoke of a “police riot.” Senator George McGovern denounced Daley and his “Gestapo” for creating a “bloodbath.” Radicals were driven even further outside the political system; they believed that the government was now totally illegitimate and led by war criminals so that only further militancy could win the day. Bring Us Together was the campaign slogan of the Nixon camp, but as the campaign hotted up, there was little prospect of this happening in reality. In fact, Governor George Wallace had declared himself as an independent candidate. Wallace’s plan to stop the trouble on the streets appealed only to the right-wing Republican heartlands:

We ought to turn this country over to the police for two or three years and then everything would be all right.

Meanwhile, Richard M Nixon had won the Republican nomination for president. With conservative Spiro T Agnew as his running mate, Nixon tried to defuse the support for Wallace. He also met with Johnson and agreed not to attack the outgoing president over Vietnam during the campaign, in return for an understanding that Johnson would not abandon Saigon. Nixon tried to come across as the statesman and peacemaker. He spoke of a “secret plan” to end the war in Vietnam and to bring peace with honour. Nixon also agreed that during the campaign he would not call for a pause in the bombing. In October, the Paris peace talks were still deadlocked over the issue of representation, with President Thieu, in Saigon, deeply opposed to negotiating with North Vietnam if the Vietcong were also present. This would imply formal recognition of his hated enemy. With the election only days away, Johnson received FBI reports that Anna Chennault, a Nixon fund-raiser, was acting as a go-between for the Republicans with Thieu. Nixon’s campaign manager had asked her to tell Thieu to oppose the cessation of bombing, and so undermine the peace talks, promising that Thieu would get a better deal under the Republicans. Thieu held out and refused to attend talks at which the Vietcong were present. Despite this, Johnson called a halt to the bombing on 31st October.

Nixon talked of the “tired men” around Johnson and the need for a new team with “fresh ideas”. The opinion polls showed a swing away from Humphrey, who up to this point had had a narrow lead. On 5th November, the American people came out to vote. In the end, the vote was nail-bitingly close: Wallace won thirteen per cent, and Nixon narrowly defeated Humphrey with 43.4 per cent of the vote to 42.7. There was to be a new team in the White House, but outside America was split into two nations. But, although the North had set out the terms on which the war would eventually end, the fighting in Vietnam would go on for another five years and cost many thousands more lives.

The anti-war movement clearly boosted North Vietnamese morale and sustained Hanoi’s will to fight on. The hostile chants had almost certainly upset Lyndon Johnson and helped persuade him not to stand for re-election. The movement also affected the atmosphere of decision-making by which it was resolved not to broaden the conflict into a wider war in Southeast Asia. More than anything, the protests against the war exposed a growing cultural divide among the American people and, in the rest of the world, provoked widespread anti-American sentiment on both sides of the Cold War divide. The protest movement was international. In Paris in May 1968, the Fifth Republic was nearly toppled when it came into conflict with a massed combination of workers, students, and intellectuals. In London, police laid into anti-war demonstrators outside the Grosvenor Square US Embassy, in full view of television news cameras. In Northern Ireland, civil rights marches, modelled on those in the American South, sparked a new phase in the long-running confrontation between Irish republicanism and the British State. In Germany and Japan, radicals fought with the police.

Another Year Ending in Eight – The Prague Spring:

The action of the Chicago police took place just a week after Soviet troops shocked the world by moving into Prague. In Central/Eastern Europe, new thinking had been influenced by the counter-cultural currents in the West, but the events in Czechoslovakia in 1968 also had their origins in the fight for Czech independence which goes back four hundred years and seems to contain major events in years ending in the number eight. It began with the outbreak of the Thirty Years’ War in 1618, following the defenestrations of Prague, when the Bohemian Calvinists refused to acknowledge Ferdinand, a Hapsburg, as their king, inviting Frederick, the Elector Palatine and his wife Elizabeth, the daughter of James VI of Scotland and I of England, to become their king and queen. This was both a religious and a political challenge to the Emperor. Frederick was overwhelmed by Bavaria and Austria at the Battle of the White Mountain in 1620, having received no help from the Protestant Union of German princes, or from his miserly father-in-law, James Stuart. Frederick and Elizabeth went down in the annals of Czech history as ‘the Winter King and Queen’ due to the brevity of their reign, and it took another three centuries for independence to be restored, in 1918/19. It was then taken away again in 1938/39, by Hitler, with Chamberlain’s connivance and, after a brief post-war restoration, in 1948 the Communists seized power at Stalin’s insistence.

001Jan Masaryk, the independent foreign minister and son of the first president of inter-war Czechoslovakia, was also defenestrated in 1948, by the Communists. A re-examination of the case in 1968 turned up a document which stated that scratch-marks made by fingernails had been found on the window soon after he had fallen to his death. The ‘Prague Spring’ also had economic roots, in common with other protest movements in the Eastern bloc countries. There was deep concern about declining growth rates and the failure to keep up with Western levels of consumer progress.

In Poland, agricultural output had been dropping year after year, and the régime of Wladyslaw Gomulka, so rapturously welcomed in October 1956, was growing steadily more oppressive. Intellectuals who spoke out against the government were imprisoned and in March 1968 a student demonstration was brutally broken up by the police, resulting in several days of street rioting in Warsaw. Gomulka had lost almost all of his support in the country, but Brezhnev and the Soviet Union stood by him. But the crises of 1968 passed quickly in Poland, and Gomulka remained in power for two more years, until food shortages and rising prices finally brought his régime to an end.

In Czechoslovakia, there were also concerns over lack of growth in the economy, and in 1966 the government of Antonín Novotny took the first steps towards decentralising the economy, giving greater power to local managers and greater priority to the production of consumer goods. Profits rather than quotas were made the measure of performance, a practice dubbed market socialism. However, these reforms were too slow, and, against a background of student revolts, Alexander Dubcek was appointed party chairman in January 1968. He was no fiery revolutionary, but as the boss of the Slovak party machine, he was a committed party loyalist. He did, nevertheless, promise the widest possible democratisation of the entire sociopolitical system aimed at bringing communism up to date. His appointment speeded change, as he widened the reform debate to those outside the party. Censorship was eased; freedom of speech was introduced in newspapers, on the radio and on television. Amidst unprecedented debate in the press and on television, in April the party approved an Action Programme with a two thousand word manifesto in June, when writers and intellectuals advocated democratic reforms within a broad socialist context. Dubcek’s reforms became known as socialism with a human face. Above all, Dubcek was trying to improve living conditions in Czechoslovakia:

We want to set new forces of Socialist life in motion in this country, allowing a fuller application of the advantages of Socialism.

Trade with the West was developed; different religions were allowed. Dubcek’s Government, though still Communist, wished to have less control over people’s lives. In this, he had the full support of the Czechoslovak people. The thaw in Czech Communism in early 1968 was therefore known as the ‘Prague Spring’. The Prague leadership tried very hard not to upset the Kremlin. They remembered how Hungary had been crushed in 1956, and Czechoslovakia, unlike Imre Nagy’s Hungarian one of twelve years earlier, had no desire to make changes in its foreign affairs or to leave the Warsaw Pact.

Over these months, Moscow and the other Warsaw Pact capitals became increasingly agitated by the so-called ‘Prague Spring’. They believed that economic reform would inevitably test the party bureaucracy’s ability to maintain control, and would ultimately undermine its monopoly of power. They feared that fervent debate about economic objectives would be contagious. Indeed, in Poland demonstrators did call for a “Polish Dubcek.” Gomulka in Poland and Walter Ulbricht in East Germany led the hard-line against reforms in Czechoslovakia. Dubcek continued to proclaim his commitment to the one-party system and his loyalty to the Warsaw Pact, but other Satellite states grew more and more impatient. Moscow itself despaired over the Prague reforms. Inside the Kremlin, it was feared that Dubcek’s government would dismantle the internal security apparatus and evict the KGB from the country. The Soviet military was also worried about its agreements with Czechoslovakia. In the early sixties, the Soviet Union had agreed on terms with its Warsaw Pact allies for stationing nuclear warheads in Central/Eastern Europe. Under these terms, the weapons would remain under strict Soviet military control. The USSR had large numbers of troops stationed in Hungary, Poland and East Germany, but no permanent garrison in Czechoslovakia. When Prague embarked on its reform programme in the first half of 1968, the Soviets delayed their deployment of nuclear weapons there, fearing that they would not be able to maintain tight control over them. Moscow saw Prague as a weak link in the Warsaw Pact frontier.

In July, Leonid Brezhnev met the leaders of his Central/Eastern European allies in Warsaw. Dubcek’s changes were too much for Brezhnev, and the other Warsaw Pact leaders, who shared their concerns over events in Czechoslovakia. They warned the Czechoslovak leadership not to run the risk of opening up a ‘hole’ in the iron curtain:

The word ‘democracy’ is being misused. There are campaigns against honest Party workers. The aim is to end the leading role of the Party, to undermine Socialism and to turn Czechoslovakia against other Socialist countries. Thus … the security of our countries is threatened.

A few days later Brezhnev, Kosygin, and the senior Soviet leadership met with Dubcek (see the photo above), and made new demands on him to re-impose censorship and tighten control over the media. An agreement at Bratislava appeared to promise a reconciliation between Prague and Moscow, but when Yugoslavia’s Tito was given an enthusiastic reception in Czechoslovakia it seemed yet again that Dubcek was steering the country down its independent road. The Soviet Politburo went into a three-day session on 15 August to consider what action to take. When Brezhnev spoke to Dubcek on the telephone, he shouted at him that the whole Communist system in the Eastern bloc could crumble because of what was happening in Prague. Why were the Soviets so frightened of change in Czechoslovakia? The Czech historian, Zeman, has given us this clue:

Twice in this century the Russians have had to face an onslaught from the centre of Europe. Only they know the extent of their losses in the last war … and the country is still governed by the men who fought in it. The Russians have no intention of dismantling their defences to the west.

The Iron Fist and the Heavy Hand:

At midnight on 20th August, Ladislav Mnacko awoke. He peered out of his window to see shadowy shapes in line all along Stefanik Street. But the road was closed for repairs; nothing could be driven along it. Then he realised that they were tanks, which could be driven anywhere, and there were a lot of them. Czechoslovakia had been invaded; Soviet paratroopers had seized control of Prague airport. Over the next few hours, half a million Warsaw Pact troops crossed the borders into the country. In marked contrast to the events in Hungary twelve years earlier, the government told the Czech and Slovak people to stay calm and not to resist with arms, but only to offer ‘passive resistance’. There were pockets of such resistance, one led by the young playwright, Václav Havel. This campaign was organised through radio station broadcasts, like the following:

Citizens! – go to work normally … keep calm … do not give the occupation forces any excuse for armed action … show the invaders your scorn in silence.

But the Warsaw Pact tanks moved against unarmed civilians, and again demonstrated how ill-prepared the USSR and its allies were to allow change or national autonomy within the Warsaw Pact. The West was shocked by the invasion but was no more likely to support Czechoslovakia than it had been to support Hungary in the previous decade, perhaps even less so, since the USA had long-since abandoned its ‘roll-back’ foreign policies, and was still heavily committed to its war in Vietnam which, as we have seen, was increasingly unpopular both at home and abroad. The West spoke out but could not intervene without risking nuclear confrontation, and therefore did not attempt to do so. The most significant critic of the USSR’s action was China, partly due to the already strained relations between the two Communist powers. The Chinese leadership had urged Khrushchev to invade Hungary in 1956, but it was now quick to condemn the Kremlin’s invasion of another Warsaw Pact member.

Many of the Soviet soldiers were told they were being sent to protect Czechoslovakia from invasion by the Germans and Americans. As they learned the truth, some sympathised with the demonstrators. A few defected to them and were executed when they were caught. As the Soviets took control, arrests of Dubcek and the other leaders began. The invading troops tried to find the radio stations and close down their transmitters:

We do not know how long we will be able to broadcast. If you hear an unknown voice on this station, do not believe it.

The Russian troops were surprised to see how much the Czechoslovak people hated them. They had believed Soviet propaganda:

‘Tass’ is authorised to state that the leaders of the Czechoslovak Socialist Republic have asked the Soviet Union and allied states to render the Czechoslovak people urgent assistance. This request was brought about by the threat which has arisen to the Socialist system, existing in Czechoslovakia.

(Tass, 21 August 1968)

There were continual rumours that key Czechoslovak party officials invited the Soviets to invade their country to reimpose hard-line law and order. The key documents were locked away in a top-secret folder in the Moscow Communist Party Archives, and have only recently (c 1998) become available. They prove that this was indeed the case. It is now known that the anti-reformist Slovak Communist Party chief, Vasil Bilak, wrote to Brezhnev a direct letter of invitation “to use all means at your disposal,” including military force. to “prevent the imminent threat of counter-revolution.” Bilak warned that “the very existence of socialism in our country is in danger.” Rather than risk sending the letter directly to Brezhnev, he passed it to a Soviet intermediary in a men’s lavatory.

When the Politburo began its three-day meeting to review its options on Czechoslovakia, Bilak dispatched another message to the Soviet leader, on 17th August, not only encouraging the Soviets to act quickly but also offering to form an alternative government that would oust Dubcek and seize control in Prague when the Warsaw Pact troops arrived. It is doubtful that this was a decisive factor in the Soviet decision to invade, but it must have boosted the pro-military faction in the Kremlin, and it helped to provide a pretext for the Soviets to claim that they were acting on behalf of a legitimate alternative government. In reality, the anti-reformists were entirely unable to deliver a government, and the Soviet Union ended up having to reinstate Dubcek’s, which survived for several months. In any case, Brezhnev’s own justification for the intervention was based on the common security of the Warsaw Pact countries, not just on the Tass statement:

When forces that are hostile to Socialism try to turn the development of some Socialist country towards capitalism … it becomes not only a problem of the country concerned, but a common problem of all socialist countries.

Others among the satellite countries took careful note of this concept, which came to be known as the Brezhnev Doctrine. Of the Warsaw Pact nations, only Romania refused to participate in the invasion. Nikolae Caecescu had visited Prague during the ‘Spring’ (above) and had become an unlikely ally of Dubcek, since he also wanted to pursue a more independent line within the Soviet bloc. János Kádár (pictured below), the Hungarian leader whom the Soviets had installed after the 1956 Uprising, and was to survive in power for another twenty years, had tried to caution Dubcek not to fall too far out of line with the Kremlin. In spite of Kádár’s desperate effort to mediate between the Kremlin and the Czechoslovak leadership, whose experiment was not very different from what was happening in Hungary at the time, Hungary’s foreign policy was marked by unconditional loyalty to Big Brother on all accounts (Kontler, 2009). This meant taking part in the Warsaw Pact invasion of Czechoslovakia to avert a counter-revolutionary takeover. That was a decision which lost Hungary many of its remaining ‘friends’ in the west and led to a further worsening of its bilateral relations with the US administration. Martin J Hillebrand, a skilfull career diplomat who had been appointed as the first US Ambassador to Hungary in September 1967, noted Kádár’s…

… early endorsement  of reformist developments in Czechoslovakia, his widely-publicized mediatory role, and his apparently only last-minute conversion to a need for forceful measures.

In any case, it was already too late for mediation by the time the invasion was underway. Alexander Dubcek was flown to Moscow and for days, the Czech and Russian leaders talked. He was forced to accept the end of Czech moves towards democracy. On 27th August the Czech leaders returned from Moscow and the Czech President Ludvik Svoboda announced the ‘mixed’ news:

Dear fellow citizens … after four days of negotiations in Moscow we are back with you. Neither you nor we felt at ease.

Dubcek added the bad news:

… to normalise the present complex situation … it will be necessary to take measures limiting freedom of expression as we have become accustomed to it.

In addition, Soviet troops were to stay in Czechoslovakia and censorship was brought back. Yet, for a time, at that time, after the tanks of the Warsaw Pact had invaded Czechoslovakia, there had seemed to be a feint possibility that the reformists could stay in power and the reforms of the Prague Spring would continue. Dubcek, though taken to Moscow in chains, returned as Chairman of the Communist Party still. President Svoboda (his name means ‘freedom’) was still the head of state of the People’s Republic. Together, they promised that nothing would change, but everything did change, though they resisted for as long as they could; virtually every change that had been made during the Prague Spring was overturned within a year.

The heavy hand of Moscow once more gripped Czechoslovakia. A Czech student, Jan Palach, set fire to himself in the centre of Prague as a protest. Over the next year, hard-line Czechoslovak officials replaced their reformist predecessors at all levels. An experiment in political pluralism had come to an abrupt end. The orthodoxy of one-party rule was restored. In April 1969 Dubcek was forced to resign; his idea of making Czechoslovakian Communism more human lay in ruins. He was sent to Turkey as an ambassador, where he was a virtual prisoner in his own embassy. Svoboda died shortly after being replaced by Moscow’s nominee, Gustav Husák, obedient to the central authority in Moscow, who remained in power for the next twenty years until the Velvet Revolution of 1989. In 1970, Dubcek was expelled from the party and the people of Czechoslovakia, eager for freedom, were either purged or effectively ‘buried alive’.

Throughout the Prague Spring the secret police, the Statni Bezpecnost (StB), had continued to operate for their old masters, not their new ones. Photographs existed of everyone who had spoken at every important public meeting throughout the short interlude of freedom. Large numbers of people in the crowds had been photographed too, and notes were taken of everything that was said. All this had been carefully collated. The tribunals began to sift through the StB’s material. Every member of the government, the civil service, the management of factories and businesses, was investigated to see what line he or she had taken during the Prague Spring. It was a long and careful business, carried ou with obsessive attention to detail of a new Inquisition. As with the original Inquisition, the purpose was not to rescue the individual soul of the heretic but to preserve the integrity of the faith. Active supporters of the heresy were dismissed. Usually, they could find only menial jobs. The applications of young men and women applying for places at universities were examined with the same care. No active supporter of the reform movement was accepted.

Lethargy, Legacy and the ‘unhoped-for moment’:

The caretakers, road sweepers, stokers and maintenance men of Czechoslovakia were the best educated in the world. Distinguished academics, senior civil servants, leading journalists and economists tended furnaces, washed steps, and cleaned out lavatories. The men and women who took their jobs in the Party, the government and the economic life of the country were less well-educated. The looking-glass world was well represented in Czechoslovakia. There was no let-up in the tight control, not just of the Party, but also in the group that headed the Party – the group which took power in 1968 and 1969. Gustav Husak, Milos Jakes and the others remembered the last months of the old Party leader, Antonín Novotny, in 1967, and how the hope of greater liberalisation had split the Party and forced even the liberals to go much farther than they intended. Husak and the others knew that if there were the least easing up, they would be swept away. Under such tight control, it remained difficult for the Party to generate any enthusiasm or activity even among its own members. Three days after the fifteenth anniversary of the invasion, the Party newspaper Rude Pravo complained, on the 24th August 1983:

It is a serious matter that our Party members live in near-anonymity. They cannot be formally rebuked for this, because they pay their membership dues, regularly attend Party meetings, and take part in agitprop sessions. However, they have nothing to say on serious matters under discussion, they never raise their hands, and they never speak their mind. They never oppose others, but they never fight for their Party.

John Simpson, the BBC correspondent, likened this state of mind to that of Winston Smith in George Orwell’s 1984. Czechoslovakia, he said, had undergone a kind of lobotomy. People had been encouraged to express their political opinions in 1968 and then had suffered for doing so. It was rare to find anyone, during his visit in 1983, who was prepared to make the same mistake again. Czech journalists who did try to talk to Simpson about 1968 found the awakened memories too painful to share and, perhaps more significantly for that time, they saw no “point” to “raising” them since it would just remind them of the way things used to be, just for a bit … We’ll never be like that again! The authorities demanded quiescence and offered in return a decent material standard of living. The shops were well stocked with food and every weekend in the summer people would head out of the cities to the dachas which were made available in large numbers. It was, Simpson wrote, a sleepwalker’s existence.

The invasion of Czechoslovakia came at a crucial time in the rebuilding of relations between the USA and the USSR. The Americans knew that any serious action on behalf of the Czechs and Slovaks would, at the very least, set back the slow process of improving East-West relations. So, in 1968 the Czechs were left to their fate by the West, as they had been in 1948 and 1938. However, there is a comforting, if comic, codicil to this story. The following year, the Czechoslovak ice-hockey team secured a rare win over their Russian rivals. They became world-wide heroes literally overnight, but in the real global power-play, they were still the victims rather than the victors.

Global, ‘regional’ and ‘local’ events in 1968 blurred the distinctions in the images of the two superpowers in the Cold War. It was hard to view the United States as freedom’s ‘sheriff’ in the world when at home, its police were clubbing civil rights and anti-war protesters, and abroad its GIs were being made to commit war-crimes in an escalating and undeclared war in south-east Asia. On the other hand, the failure of the Communist system to feed its own people with grain from the United States, and the crushing of the Prague Spring with tanks, tarnished a form of government which claimed to rule on behalf of its ‘proletariat’. The Soviet invasion of Czechoslovakia ended, for decades at least, a possible third way in Central/Eastern Europe, and the possibility of liberal reform within the Soviet bloc.

On the morning of 23rd October 1988, I was standing with a group of British Quaker teachers, at the Esztergom Basilica on Hungary’s ‘Danube Bend’. Looking down to the river, we could see a ruined bridge which, until the Second World War, had connected Hungary and Czechoslovakia. We were excited, together with our hosts, about the changes taking place in Hungary, two of which had been announced on the radio that morning, the thirty-second anniversary of the beginning of the 1956 Uprising. The first was that those events would no longer be referred to as a ‘counter-revolution’, as they had been, officially, ever since. The second was that a phased, but complete withdrawal of Soviet troops would begin the next year. Our excitement was tinged with sadness when we looked across at what, today, is Slovakia. Our host, a fellow historian, expressed her view that Husak’s hard-line régime would be the last of the Warsaw Pact to liberalise. Almost exactly thirteen months later, Husak and Jakes had gone, and Alexander Dubcek was back in Wenceslas Square, addressing crowds of 300,000. Yet in 1988, he was still, officially, the ‘disgraced leader of the Prague Spring Movement’. His granddaughter had told him:

Grandpa, don’t be sad. We never take any notice when our teachers say what a bad man you are. I always leave the classroom and the teachers never say anything. I know that you’re good.

Beginnings of the Cold War in Central/Eastern Europe, 1946-56: Territory, Tyranny and Terror.   1 comment

Following the defeat of the Third Reich, the map of the European continent was radically transformed. The most striking transformation was the shrinking of Germany, with Poland the principal beneficiary, and the division of what remained of the two countries. But Poland lost vast territories on its eastern border to the Soviet Union. West Germany (from 1949, ‘the Federal Republic’) was formed from the American, French and British areas of occupied Germany; East Germany (‘the Democratic Republic’ from 1949) was formed from the Soviet-occupied zone (see the maps below). The former German capital followed this pattern in miniature. Czechoslovakia was revived, largely along the lines it had been in 1919, and Hungary was restored to the borders established by the Treaty of Trianon in 1920. Yugoslavia was also restored in the form it had been before the war. The Baltic states – Estonia, Latvia and Lithuania – together with the Ukraine and Bessarabia, were all incorporated into the Soviet Union. Austria was detached from Germany and restored to independence, initially under a Soviet-sponsored government reluctantly recognised by the western powers. It gradually moved away from Soviet influence over the following ten years.

It rapidly became clear that Stalin’s intentions were wholly at variance with the West’s goals for western Germany. The two zones of Germany followed wholly divergent paths: while denazification in the west followed the Austrian model, with the first free elections taking place in January 1946. However, in the east the Soviets moved quickly to eradicate all pre-war political parties other than the communists, sponsoring the German Communist Party, which became the Socialist Unity Party in April 1946. All other political organisations were suppressed by November 1947. As it became clear that the western and eastern halves of the country were destined for separate futures, so relations between the former Allies deteriorated. Simultaneously, the Soviet Army stripped the country of industrial plunder for war reparations. Germany rapidly became one of the major theatres of the Great Power Conflict of the next forty years. Berlin became the focal point within this conflict from the winter of 1948/49, as Stalin strove to force the Western Allies out of the city altogether. In September 1949, the Western Allies, abandoning for good any hopes they had of reaching a rapprochement with Stalin, announced the creation of the Federal Republic of Germany. This was followed, the next month, by the creation of the Soviet-sponsored GDR. More broadly, it was clear by the end of 1949, that Stalin had created what was in effect a massive extension of the Soviet Empire, as well as a substantial buffer zone between the USSR proper and the West. Western-Soviet relations were plunged into a deep freeze from which they would not emerge for decades: the Cold War. In escaping Nazi occupation, much of Central/Eastern Europe had simply exchanged one form of tyranny for another.

In July 1947, the USA had issued invitations to twenty-two European countries to attend a conference in Paris, scheduled for 12th July, to frame Europe’s response to the Marshall Plan, the proposal put forward by President Truman’s Secretary of State to provide an economic lifeline to the countries of Europe struggling to recover from the devastation caused by the World War. Stalin and his Foreign Minister, Molotov, had already given their reaction. Stalin saw the issue not only in economic but also political terms, his suspicious nature detecting an American plot. He thought that once the Americans got their fingers into the Soviet economy, they would never take them out. Moreover, going cap-in-hand to capitalists was, in his view, the ultimate sign of failure for the Communist system. The socialist countries would have to work out their own economic salvation. Nevertheless, Molotov succeeded in persuading Stalin to allow him to go to Paris to assess the American offer.

The ‘big four’ – Britain, France, the USA and the USSR – met first at the end of June in Paris. Molotov agreed to back limited American involvement in the economies of Europe with no strings attached. However, Soviet intelligence soon revealed that both Britain and France saw Marshall’s offer as a plan for aiding in the full-scale reconstruction of Europe. Not only that, but Molotov was informed that the American under-secretary, Will Clayton, was having bilateral talks with British ministers in which they had already agreed that the Plan would not be an extension of the wartime Lend-Lease Agreement which had almost bankrupted Britain in the immediate post-war years. The British and the Americans also saw the reconstruction of Germany as the key factor in reviving the continent’s economy. This was anathema to the Soviets, who were keen to keep Germany weak and to extract reparations from it. The Soviet Union was always anxious about what it saw as attempts by the Western allies to downplay its status as the chief victor in the war. Molotov cabled Stalin that all hope of effecting Soviet restrictions on Marshall aid now seemed dead. On 3rd July, Molotov, accusing the Western powers of seeking to divide Europe into two hostile camps, gathered up his papers and returned to Moscow that same evening.

With the Soviets out-of-the-way, invitations went out to all the states of Western Europe except Spain. They also went to Romania, Bulgaria, Hungary, Albania, Finland, Yugoslavia, Poland and Czechoslovakia. After initial hesitation, Moscow instructed its ‘satellites’ to reject the invitation. On 7th July, messages informed party bosses in the Eastern European capitals that…

…under the guise of drafting plans for the revival of Europe, the sponsors of the conference in fact are planning to set up a Western bloc which includes West Germany. In view of those facts … we suggest refusing to participate in the conference.

Most of the Communist parties in the Central-Eastern European countries did just as they were told, eager to display their loyalty to Stalin. But the Polish and Czech governments found the offer of US dollars too appealing since this was exactly what their economies needed. In Czechoslovakia, about a third of the ministers in the coalition government were Communists, reflecting the share of the vote won by the party in the 1946 elections. Discussions within the government about the Marshall aid offer, however, produced a unanimous decision to attend the Paris conference. Stalin was furious and summoned Gottwald, the Communist Prime Minister, to Moscow immediately. Jan Masaryk, the foreign minister, an independent non-Communist member of the Prague Government. Stalin kept them waiting until the early hours and then angrily told them to cancel their decision to go to Paris. He said that the decision was a betrayal of the Soviet Union and would also undermine the efforts of the Communist parties in Western Europe to discredit the Marshall Plan as part of a Western plot to isolate the Soviet Union. He brushed aside their protests, and they returned to Prague, where the Czechoslovak Government, after an all-day meeting, unanimously cancelled its original decision. Masaryk, distraught, told his friends:

I went to Moscow as the foreign minister of an independent sovereign state; I returned as a Soviet slave.

The Poles forced them into line as well, and their government made a similar announcement. Stalin had his way; the Eastern Bloc now voted as one and from now on each state took its orders from the Kremlin. Europe was divided and the Cold War was irreparably underway. From Washington’s perspective, the Marshall Plan was designed to shore up the European economies, ensure the future stability of the continent by avoiding economic catastrophe, thereby preventing the spread of communism, which was already thriving amidst the economic chaos of Western Europe. But from the Kremlin’s point of view, the plan appeared to be an act of economic aggression. Stalin had felt his own power threatened by the lure of the almighty ‘greenback’. In Washington, Stalin’s opposition to the plan was seen as an aggressive act in itself. The US ambassador in Moscow described it as nothing less than a declaration of war by the Soviet Union. Both sides were now locked in mutual suspicion and distrust and the effects of the Marshall Plan was to make the Iron Curtain a more permanent feature of postwar Europe.

The same day as the Conference on European Economic Cooperation (CEEC) opened in Paris, 12th July 1947, the first meeting of Cominform, the short form of the Communist Information Bureau took place in the village of Szkliarska Poremba in Poland. A revival of the old Communist alliance, or Comintern, established by Lenin, this was a direct response to the Marshall Plan, and an attempt to consolidate Stalin’s control over the Soviet satellites and to bring unanimity in Eastern Bloc strategy. Andrei Zhdanov, the Soviet ideologue, Stalin’s representative at the meeting, denounced the Truman Doctrine as aggressive and, playing on Eastern European fears of resurgent Nazism, accused the Marshall Plan of trying to revive German industry under the control of American financiers. Along with the representatives of the Communist parties of France and Italy, which had been encouraged to operate through left-wing coalitions in a Popular Front, the Czechoslovak Communist delegates were ordered to move away from their coalition and to seize the initiative.

The coalition government in Czechoslovakia had previously operated on the principle that Czechoslovak interests were best served by looking both to the West and to the East, an idea dear to the hearts of both President Benes and Foreign Minister Masaryk. But as relations between the two power blocs worsened, the position of Czechoslovakia, straddling East and West, became ever more untenable. Masaryk, though not a Communist, felt increasingly cut off by the West after Prague’s failure to participate in the Marshall Plan. Washington regarded the capitulation to Stalin over the Paris conference as signifying that Czechoslovakia was now part of the Soviet bloc. The harvest of 1947 was especially bad in Czechoslovakia, with the yield of grain just two-thirds of that expected and the potato crop only half. The need for outside help was desperate, and Masaryk appealed to Washington, but the US made it clear that there would be no aid and no loans until Prague’s political stance changed. Although Masaryk tried to convince the US government that the Soviet line had been forced on them, he failed to change the American position. Then the Soviets promised Czechoslovakia 600,000 tons of grain, which helped prevent starvation and won wide support for Stalin among the Czechoslovak people. When the Soviet deputy foreign minister arrived in Prague, supposedly to oversee the delivery of the promised grain, the non-Communist ministers took a gamble. On 20th February, they resigned from office, hoping to force an early election. But President Benes, who was seriously ill, wavered. Following orders from the Cominform, the Communists took to the streets, organising giant rallies and whipping up popular support. They used the police to arrest and intimidate opponents and formed workers’ assemblies at factories. On 25th February, fearing civil war, Benes allowed Gottwald to form a new Communist-led government. In five days, the Communists had taken power in Prague and Czechoslovakia was sentenced to membership of the Soviet camp for more than forty years. Masaryk remained as foreign minister but was now a broken man, his attempt to bridge East and West having failed. A fortnight later, he mysteriously fell to his death from the window of his apartment in the Foreign Ministry. Thousands of mourners lined the streets for his funeral, which marked the end of the free Republic of Czechoslovakia which had been founded by his father, Tomás Masaryk thirty years earlier. News of the Communist takeover in Prague sent shock waves through Washington, where the Marshall Plan was still making its way through Congress. Now the case had been made by events: without US intervention, Europe would fall to the Communists, both East and West. Had Washington not written off Czechoslovakia as an Eastern bloc state, refusing to help the non-Communists, the outcome of those events might have been different. This was a harsh but salient lesson for the US administration, but it made matters worse by talk of possible immediate conflict. The Navy secretary began steps to prepare the American people for war and the Joint Chiefs of Staff drew up an emergency war plan to meet a Soviet invasion of Western Europe. On 17th March, Truman addressed a joint session of Congress with a fighting speech:

The Soviet Union and its agents have destroyed the independence and democratic character of a whole series of nations in Eastern and Central Europe. … It is this ruthless course of action, and the clear design to extend it to the remaining free nations of Europe, that have brought about the critical situation in Europe today. The tragic death of the Republic of Czechoslovakia has sent a shock wave through the civilized world. … There are times in world history when it is far wiser to act than to hesitate. There is some risk involved in action – there always is. But there is far more risk involved in failure to act.

Truman asked for the approval of the Marshall Plan and for the enactment of universal military training and selective service. On 3rd April, Congress approved $5.3 billion in Marshall aid. Two weeks later, the sixteen European nations who had met in Paris the previous year, signed the agreement which established the OEEC, the body which the US Administration to formalise requests for aid, recommend each country’s share, and help in its distribution. Within weeks the first shipments of food aid were arriving in Europe. Next came fertilisers and tractors, to increase agricultural productivity. Then came machines for industry. The tap of Marshall aid had been turned on, but too late as far as Poland and Czechoslovakia were concerned. The plan was political as well as economic. It grew out of the desire to prevent the spread of communism into Western Europe. No longer could European nations sit on the fence. Each country had to choose whether it belonged to the Western or the Soviet bloc. In the immediate post-war years the situation had been fluid, but the Marshall Plan helped to accelerate the division of Europe. Forced to reject Marshall aid, Czechoslovakia became part of the Soviet sphere of influence, albeit abandoned to this fate by Washington, sacrificed once more by the Western powers. On the other hand, France and Italy were now firmly in the Western camp.

Paranoia permeated the Soviet system and Communist Central/GeorgeEastern Europe in the late forties and early fifties, just as it had done during Stalin’s reign of terror in the thirties. Hundreds of thousands of people were sent to labour camps and many thousands, loyal party members, were executed. In Hungary, as many as one in three families had a member in jail during the Stalinist period. As one Hungarian once told me, recalling his childhood forty years earlier, George Orwell’s Nineteen Eighty-Four, written in 1948 but only recently (in 1988) available to Hungarians to read, was 1948 in Hungary. In the Soviet Union and throughout the Soviet bloc, conformity was everything and no dissent was allowed. Independent thought was fiercely tracked down, rooted out, and repressed.

In the first phase of the Soviet takeover of Central/ Eastern Europe, Communist parties, with the backing of the Kremlin, had taken control of the central apparatus of each state.  Sometimes there were tensions between the local Communists, who had been part of the underground resistance to the Nazis, and those who had been exiled in Moscow and who had been appointed at the behest of Stalin to senior positions in the local parties. Initially, they were devoted to condemning their political opponents as class enemies. In 1948 a new phase began in the Sovietisation of the ‘satellite’ states, in which each nation was to be politically controlled by its Communist Party, and each local party was to be subject to absolute control from Moscow.

In Hungary, the arrests had begun at Advent in 1946, with the seizure of lawyer and politician, György Donáth by the ÁVO, the state security police, on a charge of conspiracy against the Republic. Prior to his arrest, Donáth had left Budapest for a pre-Christmas vacation near the Hungarian border, so the ÁVO, who had had him under surveillance for some time, feared that he might attempt to flee the country and wasted no time in arresting him there, using the secret military police, KATPOL. Following this, a number of his associates were also arrested. In order to save these fellow leaders of the secret Hungarian Fraternal Community (MTK), which he had reactivated in the spring of 1946, he took all responsibility upon himself. He was condemned to death by a People’s Tribunal on 1st April 1947, and executed on 23rd October the same year. Cardinal Mindszenty, the representative of the religious majority in the country, was arrested soon after and put on trial on 3rd February 1949.

In Czechoslovakia, where the Party had seized control in February 1948, a series of ‘show trials’ highlighted different stages in the imposition of Communist authority. Between 1948 and 1952 death sentences were passed against 233 political prisoners – intellectuals, independent thinkers, socialists, Christians. The execution of Zavis Kalandra, an associate of the Surrealists and a Marxist who had split with the prewar Communist Party, shocked Prague. Nearly 150,000 people were made political prisoners in Czechoslovakia, seven thousand Socialist Party members among them.

The crisis that prompted this strengthening of control was the split with Tito in 1948. The war-time partisan leader of Yugoslavia headed the only Communist country in Eastern Europe where power was not imposed by Moscow but came through his own popularity and strength. Although Stalin’s favourite for a while, Tito was soon out of favour with him for resisting the Soviet control of both Yugoslavia’s economy and its Communist Party.  In June 1948, Yugoslavia was expelled from Cominform for having placed itself outside the family of the fraternal Communist parties. Stalin even prepared plans for a military intervention, but later decided against it. The ‘mutiny’ in Yugoslavia now gave Stalin the opportunity he sought to reinforce his power. He could now point not just to an external ‘imperialist’ enemy, but to an ‘enemy within’. ‘Titoism’ became the Kremlin’s excuse for establishing a tighter grip on the Communist parties of Eastern Europe. Between 1948 and 1953 all the parties were forced through a crash programme of Stalinisation – five-year plans, forced collectivisation, the development of heavy industry, together with tighter Party control over the army and the bureaucratisation of the Party itself. To maintain discipline the satellites were made to employ a vast technology of repression.

‘Show trials’ were used were used to reinforce terror; “justice” became an instrument of state tyranny in order to procure both public obedience and the total subservience of the local party to Soviet control. The accused were forced, by torture and deprivation, to ‘confess’ to crimes against the state. Communist Party members who showed any sign of independence or ‘Titoism’ were ruthlessly purged. The most significant of these trials was that of László Rajk in Hungary. Rajk had fought in the Spanish Civil War and had spent three years in France before joining the resistance in Hungary. After the war, he became the most popular member of the Communist leadership. Although he had led the Communist liquidation of the Catholic Church, he was now himself about to become a victim of Stalinist repression. He was Rákosi’s great opponent and so had to be eliminated by him. Under the supervision of Soviet adviser General Fyodor Byelkin, confessions were concocted to do with a Western imperialist and pro-Tito plot within the Hungarian Communist Party. Rajk was put under immense pressure, including torture, being told he must sacrifice himself for the sake of the Party. János Kádár, an old party friend and godfather to Rajk’s son, told him that he must confess to being a Titoist spy and that he and his family would be able to start a new life in Russia. Rajk agreed, but on 24th September 1949, he and two other defendants were sentenced to death and executed a month later. In the picture below, Rajk is pictured on the left, appearing at his trial.

The Rajk confession and trial became a model for show trials across Eastern Europe. But in Hungary itself, the trial and execution of Rajk, Szebeny and General Pálffy-Oesterreicher were to ‘fatally’ undermine the Rákosi régime. Rákosi and Gerő were typical of the Communists who had lived in exile in Moscow during the war. Compared with Rajk, and the later Premier Imre Nagy, they were never popular within the Party itself, never mind the wider population. Yet, with Stalin’s support, they were enabled to remain in power until 1953, and were even, briefly, restored to power by the Kremlin in 1955. A recent publication in translation of the memoirs of the Hungarian diplomat, Domokos Szent-Iványi, has revealed how, prior to his arrest and imprisonment in 1946, he had made plans to replace them with General Pálffi-Oesterreicher, the head of the dreaded military police, who had had him arrested and placed him in ‘a very small and very dirty hole of a dungeon’ under the police headquarters:

During our conversations I did my best to convince ‘Pálfi’ that the greatest evil to the Hungarian people, to the country, and even to the Communists and the Soviet Union consisted in the policy and machinations of Rákosi and of his gang, and seemingly I succeeded in my efforts in this respect. The execution of Rajk, Szebeny and Pálffy-Oesterreicher seemingly strengthened Rákosi’s position. This, however, was not so. The ruthless liquidation of old Communist Party members was one of the main acts which some years later led to Rákosi’s downfall.

The light-mindedness of Pálffy-Oesterreicher contributed to his own downfall and put my life in peril also. It happened once that Pálffi, sending one of his collaborators, … made the grave error of instructing this man to tell me that “the pact between Pálffi and Szent-Iványi is still effective”.    

In the course of the Rajk trial, my name and that of the “conspirators” were brought up by the prosecution, and Szebeny, Rajk’s Secretary of State, made a statement to the effect that the Rajk-Pálffi group sympathised with the so-called conspirators with whom they intended to co-operate “as soon as the Rákosi gang are out of power”. Rózsa, a young man (whom Pálffy had used as a go-between with Szent-Iványi in prison) … then reported this affair to Rákosi and the consequences as we know were very grave for all parties involved.

Right after the arrest of Rajk, Szebeny, Pálffy-Oesterreicher and many of their followers, I was locked up in a single cell in the so-called “Death Section” of Gyüjtő Prison where those prisoners were kept who were to be executed. … an old Communist Party member whispered to me in the silence … that I was there due to the Rajk case. Among the many indictments brought up against Rajk and Pálfi, their contacts with me and “the conspirators” had particular weight.

Szent-Iványi argued that the reaction to the Rajk trial, among others, demonstrated that the Hungarian people were sharply opposed to any Soviet policy which was carried out by  Rákosi, Gérő and others in the pro-Moscow leadership. Yet, until Rajk’s rehabilitation in 1955 and especially his re-burial on 6th October, which amounted to the first open demonstration against the Rákosi régime, there was little that could effectively be done to bring it down, either from inside prison or on the outside. He later reflected on the reasons for this:

This was a most distressing time, dominated by man at his most vengeful, envious and cruel.

Revenge and hatred was harboured by all kinds, prisoners and guards alike. Ex-soldiers who had endured the cruelties and horrors of battles, hated those who had lived peacefully in their own homes. … Jewish guards and Jewish prisoners hated their Gentile neighbours for their past suffering. Ex-Arrow-Cross members (fascists) were hated by Communists and Jews. It is strange that the common criminals in general hated nobody; they wanted money and ultimately did not hate their victims … but I could believe that they themselves had some kind of sympathy for their victims, like Tyrrell in Richard III.

Hatred was born of emotions and passion, and emotions had too many times intruded into Hungarian political life also, leading the country and its people to tragedy.

During my detention and prison years I had time to think and ponder over the political blunders, emotions and in particular the passions, of bygone years. Szálasi (the ‘Arrow Cross’ Premier in 1944-45) and Rákosi can be considered as typical examples of authors of such blunders. Both men felt that they were not popular in the country and that they had just a small fraction of the population behind them. In consequence they needed support from abroad. Szalási found his support in Hitlerite Germany, and in consequence adopted Nazi political principles and methods. These include Anti-Semitism and a “foreign policy” against the Allied Powers. Rákosi got the necessary support in Stalin-Beria run Soviet Russia and based his interior policy on revenge and jealousy. His vanity could not tolerate differences of opinion, whether outside the Communist Party … or inside the Party … Wherever he found opposition to his policy or to his person he set out to liquidate real or imaginary opponents.

The lack of popular support for Rákosi and his dependence on Stalin and Beria was clearly demonstrated by the establishment of the first Imre Nagy government following Stalin’s death in 1953. Although Moscow then replaced the initial Nagy government by one headed by Gérő and Rákosi, the latter was finally ousted by them in July 1956. Although the subsequent Uprising was put down by the invasion of the Soviet Union under Khrushchev, Szent-Iványi was at pains to point out in his memoirs that the Soviet Union finally dropped the Stalinist leadership of Hungary and that the Kádár régime (János Kádár, left) which it installed was one which was able to win the confidence of both the Hungarian people and of the Soviet Union, bringing peace to the country and its inhabitants.

Szent-Iványi reflected on how the life of the prisoners he had witnessed and experienced under the Rákosi régime, including health conditions, food, and fresh air had steadily worsened until it was impacted by these events:

The fact that some of the prisoners were able to survive was down to two causes; firstly, the honest among the jailers, in the majority of Hungarian peasant stock, did their best to alleviate the sufferings of the prisoners as well as to improve upon the harsh and very often cruel conditions imposed by Rákosi’s régime upon political prisoners; secondly, the death of Stalin and the elimination of Beria in 1953 … The most important “innovation” was that after more than a full year or so, the daily walks for prisoners as prescribed by law were resumed. Under the more humane régime of Premier Imre Nagy further improvements took place. And two years later prisoners were released in increasing numbers. By 1956 … many of the political prisoners were already outside the prison walls or were preparing to be released.Without these two factors, few prisoners would have survived the prison system after ten or twelve years of endless suffering.

Szent-Iványi was himself released in mid-September, five weeks before what he called ‘the October Revolution’. But, contrary to the claims of the pro-Rákosi faction’s claims, neither he nor the ex-political-prisoners played a major role in the events, which I have covered in great detail elsewhere. Even the hated ÁVO, the Secret Police, admitted that none of the “Conspirators” of 1946-48 had actively participated in the Revolution and that…

… the blame has remained firmly on the shoulders of the provocateurs, the Rákosi-Hegedüs-Gerő gang which, of course, greatly contributed to the stability and success of the Kádár regime. … The dictatorship of Rákosi and his gang had no other support than the bayonets of the Red Army or rather the power of the Russian Communist Party and of the Red Army.

With real and imaginary political opponents exterminated, the next phase of Stalinisation in Czechoslovakia was a purge of the Communist Party itself. One out of every four Czechoslovak party members was removed. Stalin wanted to make an example of one highly placed ‘comrade’, Rudolf Slánsky, the general secretary of the Czech Communist Party, who was then leading a security purge within it. Stalin personally ordered Klement Gottwald, who had replaced Eduard Benes as President of the country, to arrest Slánsky. When Gottwald hesitated, Stalin sent General Alexei Beschastnov and two ‘assistants’ to Prague. Gottwald gave in. On 21 November 1951, Slánsky was arrested. In this case, there was a new ingredient in the Moscow mix: Slánsky and ten of the other high-ranking Czechoslovak party members arrested at that time were Jews.

The case against Slánsky was based on Stalin’s fear of an imagined Zionist, pro-Western conspiracy. Stalin appeared to believe that there was a conspiracy led by American Jewish capitalists and the Israeli government to dominate the world and to wage a new war against communism. This represented a complete turnaround by Stalin on Israel. The Soviet Union had supported the struggle of the Zionists against the Palestinian Arabs and had supplied them, through Czechoslovakia, with essential weapons in 1947 and 1948. The Soviet Union was the first state to recognise de jure the state of Israel, within minutes of its birth in May 1948. Two years later, perhaps fearful of Israel’s appeal to the hundreds of thousands of Russian Jews, and suspicious of its close ties to the United States, Stalin became convinced that Israel was in the vanguard of an international Jewish conspiracy against him.

011Slánsky was, in fact, a loyal Stalinist. But he was forced to confess that, due to his bourgeois and Jewish origins, he had never been a true Communist and that he was now an American spy. Slánsky and his co-accused were told that their sacrifice was for the party’s good. Their confessions were written out in detail by Soviet advisers in Prague, and each of the accused was carefully rehearsed for his “performance” at the trial to come. They had time to learn their “confessions” by heart, for preparations took a year. In November 1952, the show trial began. One by one, Slánsky and the others confessed to the most absurd charges made against them by their former associates.

Public prosecutor Josef Urvalek read out the indictment, condemning the gang of traitors and criminals who had infiltrated the Communist Party on behalf of an evil pro-Zionist, Western conspiracy. It was now time, he said, for the people’s vengeance. The accused wondered how Urvalek could fein such conviction. The ‘defence’ lawyers admitted that the evidence against their clients confirmed their guilt. In his last statement, Slánsky said, “I deserve no other end to my criminal life but that proposed by the Public Prosecutor.” Others stated, “I realise that however harsh the penalty – and whatever it is, it will be just – I will never be able to make up for the damage I have caused”; “I beg the state tribunal to appreciate and condemn my treachery with the maximum severity and firmness.” Eleven were condemned to death; three were sentenced to life imprisonment. When the sentences were announced, the court was silent. No one could be proud of what had been done. A week later, Slánsky and the other ten were executed.

Absolute rule demanded absolute obedience, but it helped if people loved their leader rather than feared him. In the Soviet Union, the cult of Stalin was omnipresent. In the picture on the left above, Stalin appears as the ‘Father of His People’ during the Great Patriotic War, and on the right, world Communist leaders gathered in the Bolshoi Theatre to celebrate Stalin’s seventieth birthday on 21st December 1949. Stalin treated the whole of Central/Eastern Europe as his domain, with the leaders of the Communist parties as his ‘vassals’, obliged to carry out his instructions without question. When he died on March 1953, the new spirit which emerged from the Kremlin caused nervousness among the various ‘mini-Stalins’ who held power, largely due to his support. In the Soviet zone of Germany, control was in the hands of Walter Ulbricht, a hard-line Stalinist of the old school who had spent most of the era of the Third Reich in Moscow. One of Stalin’s most loyal lieutenants, he had begun, in the summer of 1952, the accelerated construction of socialism in East Germany, aimed at building a strict command economy. A huge programme of farm collectivisation was started, along with a rush towards Soviet-style industrialisation, with great emphasis on heavy industry at the expense of consumer goods. Stalin had intended to force the East German economy to complement that of the Soviet Union, to supply the USSR with iron and steel, of which it was in desperate need. Ulbricht allowed no opposition inside East Germany. His secret police, the ‘Stasi’, were everywhere, urging friends to inform on friends, workers on fellow-workers.

Ulbricht was therefore uneasy with the changes taking place in Moscow. In May 1953, the collective leadership in the Kremlin summoned him to Moscow. For some time, the Kremlin had been considering a review of its German policy, supporting the idea of a re-unified but neutral Germany. The Soviets had no hope of controlling all of Germany, but a neutral Germany would at least prevent the western half, with its huge industrial base, from becoming a permanent part of the Western bloc. The Kremlin encouraged Ulbricht to follow a new course of liberalisation and to ease the pace of enforced industrialisation. But Ulbricht ignored the advice, and in June imposed new work quotas on industrial workers, demanding higher productivity without any increase in pay. Angry at their expectations being dashed, East German workers erupted in protests calling for a lifting of the new quotas. As their employer was the state, industrial protest over work norms soon became a political demand for free elections and a call for a general strike. The American radio station in West Berlin, RIAS, publicised the demands and reported that there would be major demonstrations the following day. On 17 June protests took place in East Berlin, Leipzig, Dresden, Magdeburg, and all the major towns of East Germany.

Over the next four days, more than 400,000 German workers took to the streets. Ulbricht and his unpopular government were terrified by this vast, spontaneous display of worker power. But the demonstrations lacked any central direction or coherent organisation. Beria called on the Soviet tank units stationed all over East Germany to confront the strikers, to prevent the Ulbricht régime from collapsing. He told the Soviet high command “not to spare bullets” in suppressing the rising, and forty workers were killed, more than four hundred wounded. When thousands of strike leaders were arrested, the demonstrations ended as suddenly as they had begun. Ulbricht had learned a lesson and in time acceded to many of the workers’ economic demands. There were also anti-government riots in Czechoslovakia, and strikes in Hungary and Romania. There was even a prisoners’ strike in Siberia.

The Soviets saw behind these events a well-orchestrated campaign to undermine the Soviet Union and its allies, part of the “rollback” policy of the new Eisenhower administration, which had replaced the Truman Doctrine of 1947. The United States ‘suggested’ openly that it would now take the initiative in ‘rolling back’ communism wherever possible. The architect of this new, more ‘aggressive’ policy in support of ‘freedom’ movements in Eastern Europe was the new Secretary of State, John Foster Dulles, who proclaimed a new era of liberty, not enslavement. He added that…

… the Eisenhower era begins as the Stalin era ends. … For ten years the world has been dominated by the malignant power of Stalin. Now Stalin is dead. He cannot bequeath to anyone his prestige.

The British prime minister, Winston Churchill, had written to Eisenhower suggesting a meeting with Malenkov in case both of us together or separately be called to account if no attempt were made to turn over a new leaf. But for the moment Eisenhower had ruled out any direct meeting with the new Soviet leadership. In reality, it was never clear how this new policy could be put into practice, especially in Europe, without provoking a direct confrontation. On 16 April 1953, Eisenhower had made a speech in which he called on the Kremlin to demonstrate that it had broken with Stalin’s legacy by offering “concrete evidence” of a concern for peace. He had appeared to be holding out an olive branch, hoping the Kremlin would grab it. His ‘Chance for Peace’ speech had been widely reported in the Soviet Union and throughout Central/Eastern Europe, raising hopes of ‘a thaw’ in the Cold War.

Only two days later, however, Dulles spoke in much harsher terms, declaring we are not dancing to any Russian tune. A secret report for the National Security Council had also concluded that the Soviet interest in peace was illusory, but at the same time that any military confrontation would be long drawn out. But Radio Free Europe continued to promise American assistance for resistance to Soviet control in its broadcasts into the satellite countries. In doing so, it was promising more than the West was willing or able to deliver. In Hungary in 1956, these ‘mixed messages’ were to have tragic consequences.

The power struggle in the Kremlin now reached a new intensity. Molotov continued to see the Cold War as an ideological conflict in which the capitalist system would ultimately destroy itself, and his diplomacy exploited the differences he perceived between the United States and its Western European allies. However, for Malenkov and Beria, the conflict was viewed in strictly practical terms.

First of all, the Cold War was an arms race. Stalin had quickly realized how important it was to break the US atomic monopoly and in 1945 had put Beria in charge of the Soviet atom bomb project. In the summer of 1949, several years ahead of the West’s predictions, the first Soviet bomb had been successfully tested. After Stalin’s death, Beria took more direct control of the Soviet nuclear project, ordering scientists to race ahead with developing a hydrogen bomb to rival America’s thermonuclear weapons. If Soviet strength rested on ever more powerful nuclear weapons and he was in charge of developing them, Beria calculated, then he would control the mainsprings of Soviet power. But this sort of arrogance was no longer acceptable inside the Kremlin. Within days of the quelling of the rising in East Germany, Khrushchev became convinced that Beria was preparing to make a grab for absolute power. Malenkov denounced Beria at a meeting of the Presidium. Forever tainted from heading Stalin’s terror apparatus, Beria was arrested on trumped-up charges of being a Western agent. In what to many seemed a just reversal of fate, the man who had sent hundreds to their deaths was not even allowed to attend his own trial. He was found guilty and shot. His removal marked a huge shift in the power balance within the Kremlin, but he was the only Soviet leader at this juncture whose fate was settled by a bullet.

During the next two years, Khrushchev simply out-manoeuvred his remaining rivals to become the new leader. In September 1954 he visited Beijing to repair the damage to Sino-Soviet relations resulting from the Korean War, agreeing to new trade terms that were far more beneficial to the Chinese than they had been under Stalin. In Europe, Khrushchev negotiated a farsighted agreement with Austria. Soviet troops, occupying part of the country since the end of the war, were withdrawn in return for an Austrian commitment to neutrality. In May 1955 a state treaty was signed in Vienna by the four occupying powers, and Austria remained neutral throughout the Cold War. In the same month, he also made a dramatic visit to Yugoslavia to try to “bury the hatchet” with Tito. However, he was not so pleased when, also in May, the Western Allies formally ended their occupation of West Germany, and the Federal Republic was admitted to NATO. The response of Moscow to this setback was the creation of the Warsaw Pact, a formal military alliance of all the ‘satellite’ states with the Soviet Union and each other. The Pact was really no more than a codification of the existing military dominance of the USSR over Central/Eastern Europe, but it did signify the completion of the division of Europe into two rival camps.

The rejection of Stalinism and the widespread acceptance of the new process of reform culminated in the Twentieth Congress of the Soviet Communist Party in Moscow in February 1956. This was not merely a Soviet Russian affair, as delegates from throughout the Communist world, and from non-aligned movements involved in “liberation struggles” with colonial powers were invited to Moscow. In his set-piece speech, Khrushchev challenged the conventional Marxist/Leninist view that war between communism and capitalism was inevitable. Then, on the last day of the Congress, Khrushchev called all the Soviet delegates together in a closed session. For six hours, he denounced Stalin’s ‘reign of terror’ and its crimes, going back to the purges of the 1930s. The speech was never intended to remain secret; copies were immediately made available to party officials and to foreign Communist parties. News of the speech spread by word of mouth to millions of citizens within the Soviet bloc. Washington also acquired a copy of the text through the CIA and Mossad, Israeli intelligence. It was passed on to the press and appeared in Western newspapers in June 1956. The Eisenhower administration was convinced that genuine change was taking place in the Soviet Union; the Chinese, on the other hand, were deeply offended. In Eastern Europe, many Communist party leaders, gravely upset by the impact, were concerned for the continued stability of their authoritarian régimes.

Two months after the Party Congress, the Kremlin dissolved the Cominform, the organisation that Stalin had created in 1947 to impose his orthodoxy over the satellites. Molotov was dismissed as foreign minister and banished to Mongolia as Soviet ambassador. A loyal supporter of Stalin throughout his career, Molotov had been firmly opposed to any reconciliation with Tito, but now the door was open again. Tito made a state visit to Moscow in June 1956, amidst much pomp. Nothing could have been more symbolic of the new Soviet attitude towards Eastern Europe. But how far would the Soviets be prepared to go in relaxing its influence there?  In both Poland and Hungary, now released from the yoke of Stalinist rule after almost a decade down at heel, people wanted more control than ever over their own individual lives and their national identities and destinies.

A Journalist’s Sarajevo Sojourn, December 1992 – January 1993.   1 comment

Former Yugoslavia in Crisis: Views from Beyond the Borders:

The successful conclusion to the prosecution of Ratko Mladic at the International War Crimes Tribunal on the Former Yugoslavia in the Hague last week (22 November 2017) has taken me back in my mind’s eye both to January 2001, when I witnessed some of the evidence being presented at the War Crimes Tribunal during a trip to the Hague, as well as to 1992, when I was on the periphery of the events themselves. In August of that year, I moved back to Hungary with my family, to the beautiful southern cathedral city of Pécs, close to the border with ‘Former Yugoslavia’, which had recently become four borders, with Slovenia in the west, Croatia and the UNPROFOR disputed territory to the south, and Serbia to the east. Pécs is just a few hundred kilometres from the Croatian border with Bosnia-Herzegovina, and yet the scenes shown on British (ITN) television and on networks around the world that August were like those shot on cine-cameras on the liberation of Auschwitz and Dachau nearly half a century earlier: pictures of barbed wire and skeletal figures from the camps run by the Bosnian Serbs at Omarska and Trnopplje. As I sat outside the glass courtroom in the Hague almost a decade later, I had those unforgettable images in my mind as the commandant of one of the camps was listening to the evidence brought against him for his role in what had already been presented to the world as a second Holocaust. That ‘presentation’, of course, was erroneous from the first suggestion that the term could be applied to any events other than the original ones.

Yet, not all was as it seemed from those pictures. Somehow along the way, the reservations of the ITN team which had filmed the camps were cast aside. The ITN reporters had been careful not to make an analogy with the Nazi concentration camps, but others did in their own voice-overs and commentaries. The skeletal figures shown weren’t inside the barbed wire, for instance, but outside it. The wire was old and ran around a small enclosure, and the cameraman got behind it to shoot the scene. There was also a famine-like food shortage at that time and place, which meant that everyone in the locality was starving. The most skeletal of all the prisoners shown, Fikrit Alic, was just as thin weeks after his release. ITN’s reporting was accurate, but the pictures seemed to speak for themselves. They caused a sensation in the United States, forcing the Executive there to act.

In October 1992, the United States announced that it would contribute an additional $900,000 to the UN High Commissioner for Refugees to support refugees from the former Yugoslavia who were in Hungary. Many of these were Hungarian-speakers from the Vojvodina province in the disputed area between Croatia and Serbia. I remember a former English teacher from the town of Osziek who was also fluent in German, in addition to her ‘native’ languages of Hungarian and Croatian. Not qualified to teach in Hungary, she had found employment in a travel agency, where her multi-lingual abilities were put to good use in a time before people began to make their travel and accommodation arrangements online. My work involved placing and supporting teachers from the UK in various towns and villages throughout Baranya, the county surrounding and including the city of Pécs, including Harkány, Siklós and Mohács, along the southern borders. Driving between them and visiting even more remote villages, I was struck by the lack of any development in a long belt of land, due to the constant threat of conflict between Yugoslavia and the Warsaw Pact which had been one of the untold stories of the Cold War. More recently, during the brief but fierce war between the Serbs and Croats in 1991, stray mortars had landed on or near some of these villages. The most serious incident of this kind was when a bomb fell on the town of Barcs but fortunately did not explode. In total, the borderline between Hungary and the former Yugoslavia stretched over six hundred kilometres. Legislators and executive authorities, both national and local, were faced with adjusting to a significant security crisis to the south of this border at a time when they had just embarked upon a path of civilian democratic development, in which I played a modest part between 1992 and 1996. They could ill afford for the newly-independent central European states to be dragged back into another Balkan Crisis like that of a century before.

The intensity of this crisis had caught Western Europe and the United States unprepared. These regional powers were already hardly coping with the swift changes that were taking place following the dissolution of the Warsaw Pact, so that they were even less equipped to cope with the internal tensions and conflicts related to the creation of new nation states. A multitude of small and medium-intensity armed conflicts differing in character from the conflicts previously known emerged in Bosnia-Herzegovina from the autumn of 1990, and even more violently from July 1991. Neither the United Nations, nor the European Union, and not even the Conference on Security and Co-operation in Europe, proved capable of coping with the crisis. There was general agreement among the Hungarian political élite, both at a national and local level, that the only real means of breaking away from a disintegrating central-eastern European region was by gaining access to the integrating West. The reunification of Germany, although not a template for the rest of central-eastern Europe, proved that the institutional anchoring of a former member of the Warsaw Pact within the NATO alliance was possible.

By the Spring of 1992, the actual warfare had shifted considerably further south of the Hungarian border, to the territories which had only recently become known as Bosnia-Herzegovina. But with the intensification of the civil conflict came an intensification of ‘western’ involvement, and of Hungary’s strategic role within it. At the end of October, with the permission of the Hungarian Government of József Antall, AWACS reconnaissance aircraft, under NATO command, began flying missions from Hungarian airspace to monitor the no-fly zone over Bosnia-Herzegovina. Throughout this period, UNPROFOR convoys of blue-helmeted troops were a common sight on the roads through the city, headed towards the borders with humanitarian aid and supplies for the peace-keeping operation. The Hungarians quickly realised the necessity of replacing their membership of the Warsaw Pact with a collective security system based on NATO. As a country neighbouring the Balkan region, which had turned into a hotbed of crisis, Hungary was already experiencing the economic and political implications of that crisis directly, not to speak of the danger, felt to be very real at the time, of a territorial spillover of the hostilities. Neutrality was not a viable alternative for a people living in the centre of Europe, since risks existed irrespective of the independent status of their country, and by their nature, these risks did not halt at national borders. Following its own peaceful transition to independence in 1989, Hungary had begun to develop its own external relations with five neighbouring countries as one of the smallest countries in the region, but by the mid-nineties, five out of its seven neighbours had a statehood younger than its own, and Hungary had become one of the medium-size leaders in the region.

In both the regional and international contexts, second-rate journalism was bound to be commonplace. Editors wanted from their reporters what other editors were getting from theirs. The hunt was on for Nazi-style atrocities, and several reporters won major awards for revealing them, even though their sources were questioned afterwards. Atrocities certainly took place, and more were carried out by the Bosnian Serbs than by anyone else, but a climate began to be created in which it became very hard to understand what was really going on, because everything came to be seen through the filter of the Holocaust. As a result, and as the war ‘progressed’, there were stories about extermination centres and mass rape camps, as if the Bosnian Serbs were capable of a level of organisation akin to that of the Third Reich. The fact that they were believed meant that the Bosnian Crisis began to monopolise the foreign policy of the major Western powers in a manner in which the three two previous Yugoslav crises did not.

What was the Bosnian War?: A Chronology of the Conflicts:

The Bosnian War was an international armed conflict that took place in Bosnia and Herzegovina between 1992 and 1995. The war was part of the breakup of Yugoslavia. Following the Slovenian and Croatian secessions from the Socialist Federal Republic of Yugoslavia in 1991, the multi-ethnic Socialist Republic of Bosnia and Herzegovina – which was inhabited by mainly Muslim Bosniaks (44 percent), as well as Orthodox Serbs (32.5 percent) and Catholic Croats (17 percent) – passed a referendum for independence on 29 February 1992. This was rejected by the political representatives of the Bosnian Serbs, who had boycotted the referendum.

Following a number of violent incidents in early 1992, the war is commonly viewed as having started on 6 April 1992. However, there is still debate over the start date of the war. Clashes between Bosnian Muslims, Serbs and Croats started in late February 1992. Following Bosnia and Herzegovina’s declaration of independence (which gained international recognition), the Bosnian Serbs, led by Radovan Karadžić and supported by the Serbian government of Slobodan Milošević and the Yugoslav People’s Army (JNA), mobilised their forces inside Bosnia and Herzegovina in order to secure ethnic Serb territory. War soon spread across the country, accompanied by ethnic cleansing.

Nevertheless, Serbs consider the Sarajevo wedding shooting, when a groom’s father was killed on the second day of the Bosnian independence referendum, 1 March 1992, to have been the first incident of the war. The Sijekovac killings of Serbs took place on 26 March and led to the Bijeljina massacre (of mostly Bosniaks) on 1–2 April. On April 5, when a huge crowd approached a barricade, a demonstrator was killed by Serb forces, and it was widely reported that full-scale hostilities had broken out by 6 April. This was the same day that the United States and the European Community (EC)  recognised Bosnia and Herzegovina. Although BBC correspondent Misha Glenny gives a date of 22 March as the starting point, Philip Hammond, then a junior minister at the Foreign Office and currently the British Chancellor of the Exchequer, claims that the most common view is that the war started on 6 April 1992. It ended on 14 December 1995.

The main belligerents were the forces of the Republic of Bosnia and Herzegovina and those of the self-proclaimed Bosnian Serb and Bosnian Croat entities within Bosnia and Herzegovina, Republika Srpska and Herzeg-Bosnia, which were led and supplied by Serbia and Croatia, respectively. The conflict was initially between the Yugoslav Army units in Bosnia which later transformed into the Army of Republika Srpska (VRS) on the one side, and the Army of the Republic of Bosnia and Herzegovina (ARBiH) which was largely composed of Bosniaks, and the Croat forces in the Croatian Defence Council (HVO) on the other side. However, tensions between Croats and Bosniaks increased throughout late 1992 and in 1993 the war evolved into a three-cornered conflict between the three armies.

From the very beginning, it was accompanied by war crimes against civilians and acts of ethnic cleansing on all sides, which became, on the Serbian side, an attempted genocide against ethnic Bosniak populations, as demonstrated in the trials at the International War Crimes Tribunal for Yugoslavia at the Hague. However, the first atrocity following the outbreak of war occurred when, on 21 June 1992, Bosniak forces entered the Bosnian Serb village of Ratkovići near Srebrenica and murdered 24 Serb civilians.

In the same month, UNPROFOR, originally deployed in Croatia, had its mandate extended into Bosnia and Herzegovina, initially to protect the Sarajevo International Airport. In September, its role was expanded still further in order to protect humanitarian aid and assist relief delivery in the whole Bosnia and Herzegovina, as well as to help protect civilian refugees when required to do so by the Red Cross.

On 4 August 1992, the IV Knight Motorised Brigade of the ARBiH attempted to break through the circle surrounding Sarajevo, and a fierce battle ensued between the ARBiH and the VRS in and around the damaged FAMOS factory in the suburb of Hrasnica. The VRS repelled the attack but failed to take Hrasnica in a decisive counterattack. On 12 August 1992, the name of the Serbian Republic of Bosnia and Herzegovina was changed to Republika Srpska (RS).

By November 1992, 400 square miles of eastern Bosnia was under Bosniak control. On 21 July 1992, the Agreement on Friendship and Cooperation had been signed by Tuđman, the Croat President, and Izetbegović, for the Bosniaks, establishing a military cooperation between the two armies. At a session held on 6 August, the Bosnian Presidency had accepted HVO as an integral part of the Bosnian armed forces. Despite this, the Croat–Bosniak alliance was often far from harmonious. The existence of two parallel commands caused problems in coordinating the two armies against the VRS.  Tensions steadily increased throughout the 2nd half of 1992 and on 18 October, a dispute over a gas station near Novi Travnik that was shared by both armies escalated into an armed conflict in the town centre. The situation worsened after HVO Commander Ivica Stojak was killed near Travnik on 20 October. On the same day, fighting escalated on an ARBiH roadblock set on the main road through the Lašva Valley. Spontaneous clashes spread throughout the region, resulting in almost fifty casualties until a ceasefire was negotiated by the UNPROFOR on 21 October. However, on 23 October, a major battle between the ARBiH and the HVO started in the town of Prozor in northern Herzegovina and resulted in an HVO victory.

The Serbian forces were not slow in taking advantage of these divisions. On 29 October, the VRS captured Jajce although the town had been jointly defended by the HVO and the ARBiH. The lack of cooperation between the ‘allied’ forces, combined with an advantage in troop size and firepower for the VRS, led to the fall of the town. Croat refugees from Jajce fled to Herzegovina and Croatia, while around 20,000 Bosniak refugees settled in Travnik, Novi Travnik, Vitez, Busovača, and villages near Zenica. Despite the October confrontations, and with each side blaming the other for the fall of Jajce, there were no large-scale clashes and a general military alliance was still in effect. Tuđman and Izetbegović met in Zagreb on 1 November 1992 and agreed to establish a Joint Command of HVO and ARBiH.

Who killed Sarajevo?:

John Simpson, BBC correspondent and (in 1992) a journalist at The Spectator magazine, first went to Bosnia in December 1992. On arrival in Sarajevo, he decided he would use an approach to reporting which had served him well in the past: the night walk. He had taken long walks after dark in Tehran, Baghdad and other weird places, writing about them for the Guardian. Why not, then, in Sarajevo? Despite much advice to the contrary. he decided to walk back to the Holiday Inn where he was staying from the television station from where they sent their material by satellite. As he walked, he began to think that he should have accepted his colleague’s advice:

I was in a world of utter darkness, loneliness and cold, and it was clear to me directly the glass door of the shattered building swung laxily closed behind me that I had made a terrible mistake. There was no sound except for the grumbling of artillery on Mount Igman and Zuc Hill, a few miles away, and no light except for the occasional distant magnesium flares, which gave a blueish tinge to the skyline, like the fingernails of a corpse. The besieged city was dead, and sprawled around me abandoned. Not a window glowed in the huge blocks of flats which lay along the line of the main avenue. No street lamp was left standing. The snow itself barely glimmered in the darkness.

Simpson’s colleagues had headed off in their armoured vehicle, having failed to persuade him to go with them. He made his way down the front steps of the television station. It had taken a lot of hits, and every step was difficult. He made his way gingerly to the main street, which he had only seen from the safety of the vehicle before. Under Tito this had been named The Boulevard of ‘something empty and pompous’, but it had been renamed Sniper Alley since the beginning of the war.  Every intersection along its course was dangerous and in the daytime, those who couldn’t avoid crossing did the nervous, stuttering dash for which the journalists also had a name: the Sarajevo shuffle. The snipers were holed up in buildings which lay a hundred yards or so back from the southern side of the road, the right-hand side, as he walked in the direction of the Holiday Inn:

Within thirty seconds the cold had worked its way through my protective clothing. Protective in a double sense. I had put on the whole armour of Messrs Tetranike, complete with the latest ceramic plates to the chest and the back. It bound my ribs and stomach like a Victorian corset. Usually I hated it. Not now; it gave me warmth and the feeling that even if something struck me I might live. I especially didn’t want to die in this loneliness and dark.

Later in his sojourn, he got into trouble with the BBC when he told them he had given up wearing his flak-jacket. He was embarrassed to walk among the people in the streets who had no such protection against the shells and snipers’ bullets. Kalashnikov rifles were trained on every crossing along the road. Cars raced across the intersections as bullets cracked, but the echoes from the vast, smashed, empty buildings of Tito’s dream deflected the sound so that it was impossible to tell the direction of the firing. The buildings weren’t entirely empty as some had windows left in them. lit by candles and the sounds of the last inhabitants coming from within:

Who killed Sarajevo? I mused as I left the little flicker of life behind me.

Slobodan Milosevic, the President of Serbia, whose ambitious, angry nationalism had broken up the Yugoslav Federation in 1991 and led to three ferocious wars of liberation, complete with the horrors of ethnic cleansing?

Radavan Karadzic, the ludicrous Bosnian Serb leader, with his mane of greying hair and the psychiatrist’s diploma on his office wall?

Ratko Mladic, the psychopath who could have been his patient but was his military commander instead, playing him off against Milosevic?

The predominantly Muslim government of Bosnia, decent enough in its way, which had insisted on holding a referendum on independence and had given the Bosnian Serbs the excuse they needed to attack?

Tito, who had bottled up the vicious nationalistic passions of a century and insisted that nothing but Yugoslavism existed? The Germans, who unwisely recognised the independence of their friends the Croats and so helped to spark off the fighting?

Britain and France, united only in their determination to avoid getting involved in a shooting war? The United States, which liked to criticise everyone else but refused to stir from its own sloth?

It doesn’t really matter, I thought, as I headed towards the first sniper intersection; but people in a state of advanced despair need someone to blame, and most of the candidates were too vague or too distant to qualify. Only the United Nations, driving round the streets in the daytime in its large white vehicles, was on hand for everyone to see and revile. 

On reaching the pavement on the other side of the road and came to a line of burned and looted shops, there was a crack from a high-velocity rifle nearby. Something slammed into the concrete above his head and, as he ran along, bent double, there was another crack even closer to him. He sprawled on the pavement. After a while without hearing more shots, he got up and began walking again. There was the distant sound of artillery and an upward rush of rockets from a mile away. In a minute or so, he was alongside the white wall which marked the museum dedicated to Tito’s socialist revolution. The building was burnt out and empty. The Holiday Inn was just ahead of him.

A Tale of Two Christmases and two Cities under Siege:

John Simpson spent a lot of time in Sarajevo during the war, but Martin Bell had established himself as the resident BBC correspondent in the former Yugoslavia. So Simpson had spent much of his time up to Advent and Christmas 1992 doing other things while the series of ugly little wars had erupted. He had always enjoyed working over Christmas and New Year. The audience for the news bulletins was huge between watching the Queen, Christmas pudding and the family blockbuster shows and dramas. On Christmas morning, 25th, his crew drove into Sarajevo in a fleet of aid lorries manned by volunteers, unemployed drivers from his own home county of Suffolk. It was a terrible drive through smashed tanks, wrecked cars, burned and ruined houses. It wasn’t the most damaged city he had seen, but it was the most miserable. The lorries, probably the same ones I had seen in convoys leaving southern Hungary, were bringing flour to the last bakery operating in Sarajevo, though what the bakers needed most of all was fuel for their ovens. They filmed the last loaf coming off the conveyor belt, and then the bakery closing down.

The Holiday Inn, the only hotel left operating, was a hideous construction of concrete and yellow plastic facing, standing at the end of the motorway leading to the older part of the city. It had been hit many times by shells and mortars, and the upper floors were closed, as were the rooms at the front. They looked out on a Jewish cemetery a few hundred yards away on the opposite hillside, marking the Bosnian Serb front line. They parked their armoured Land Rover, brought in by the BBC, behind the hotel, and worked their way nervously around the outside of the building. The big plate-glass windows on the ground floor had been smashed and replaced with thin clear plastic sheets. Inside, the hotel was dark and very cold. It had been in an ‘atrium’ style, with a large, open space, bigger than the Centre Court at Wimbledon.

The reception staff huddled together in a small room, around a stove which ran on bottled gas, wearing overcoats and gloves. Simpson and his crew were given rooms on the fourth floor. His crew consisted of a producer, a sound recordist and a huge South African cameraman. They were not made to feel particularly welcome by those already resident on the floors below. These included Christiane Amanpour from CNN and John Burns from the New York Times, but the rest were mostly young ‘daredevils’ who had arrived there early on in the war, attracted by the danger and hired by better-known news organisations who couldn’t get more famous reporters to go there. The temperature inside their rooms was indistinguishable from that outside which, within a day or so of their arrival, had dropped to minus nineteen degrees centigrade. The windows had long since been blown in, so there was nothing between the curtains and the outside world except for a single thin sheet of clear plastic. There was no electricity and no water. Simpson describes the lengths he had to go to in order to take a bath after three weeks, and how for days he would wear the same things, day and night, only removing his boots to get into his sleeping bag. He describes the night of the first winter snowfall on 27 December:

The city lost what little colour it still had. A sky as grey as a dirty handkerchief hung over the patchy white of fields and parks from which the trees had long been stripped for firewood. The misery grew much worse. Thanks to the United Nations, no one was starving. No one, that is, that you hears about. Anything could be happening behind the broken windows and tattered curtains in the darkness of thousand blocks of socialistic blocks and Austro-Hungarian stuccoed buildings. 

Life for most people in Sarajevo was so dreadful it was hard to understand how they could remain law-abiding and relatively decent to one another. A university professor I knew kept himself and his wife alive by burning his books… he offered some to a neighbour… Yet in this Hobbesian existence people didn’t savage each other for scraps of food, they behaved as if there were still rules which had to be obeyed. They presented themselves at distribution centres where the UN food was parcelled out, and accepted their inadequate ration without complaint; even though the Bosnian government bureaucrats skimmed off large quantities for their own families’ use.

For most people, the worst thing was not so much the privation as the risk of sudden death. The city was running out of space for graves faster than it was running out of everything else. One young man told them to stop filming a line of shivering people queuing at one of the few water-pumps in the old city centre, outside a disused brewery. He believed that the Bosnian Serbs would watch their pictures and know where to aim in order to cause maximum casualties. It was difficult for people to come to terms with the idea that the violence had no pattern to it, that it was utterly random. A peasant woman in her late forties could only carry a couple of small orange-juice containers the two miles back to her home. Her heart was bad, she explained. Her husband was dead, her mother had died of her wounds after being shot by a sniper.

On that morning of the first snow, the BBC crew went to an old people’s home not far from the airport. The building lay on the Serbs’ front line. It was extremely difficult to get there along a narrow lane blocked off with wooden screens which hid them from the Bosnian government snipers. A Serbian tank was parked in the hedgerow, its gun pointing at positions only two hundred yards away. The home had once cared for two hundred and fifty patients, most of them from the Yugoslav haute bourgeoisie. It had had a staff of a hundred doctors, nurses and domestics. There were bullet holes in nearly all the windows, and large portions of the building had been rendered uninhabitable by shell-fire. A UN armoured car stood outside, and a couple of French soldiers were chopping wood next to it. There were still a hundred and twenty old people in the home, although over the previous four nights eight of them had died of cold, and only six staff remained to look after them. One of them was a Serb woman, jolly and hard-working. She and her bird-like Muslim colleague were overwhelmed by their task of caring for the incontinent, bed-ridden patients. They could only heat one room per floor, and everyone who could walk there huddled inside. The rest stayed in bed, slowly dying.

One of these patients, a ninety-four-year-old man, declared proudly that he had been born in Sarajevo, where he had lived all his life, and that he would now die there. Simpson reflected that he would have been sixteen at the time of the Archduke Ferdinand’s assassination in 1914. The wars that Gavrilo Princip’s action had precipitated had killed at least a hundred thousand lives in one way or another, and had led directly to the ascendancy of Marxism-Leninism and Nazism as dominant ideologies. Even this nasty little siege in the same city was a distant ripple of the shots fired by Princip; an old man who remembered the moment was waiting to die of cold and exposure as a result. Outside, the French soldiers had left in their APC, and an old man in his late seventies was finishing the job of chopping wood they had left. Simpson interviewed him:

JS: Without his efforts, there will be no heating for the old people’s home for the rest of today and tonight.

Old man: I like to do it. I’m the only one left here who can do it now. They need me.

The old was the only patient still fit enough to chop wood for the furnace. A couple of hours later, he was shot dead by a Bosnian government sniper from close range. The bullet entered his head exactly between the eyes; a copybook killing. There can have been no mistake about it, no thought that he might have been a Serb soldier.

The longer John Simpson spent in Sarajevo, the more he decided that the proper distinction was not between constitutional rights and wrongs, nor between taking pro-Bosnian and pro-Serb positions, western journalists instinctively and invariably taking the former. The real distinction was between the powerful and the powerless. He was shocked to discover, for example, that the reason Sarajevo had neither water nor electricity was that the Bosnian government wouldn’t allow the UN to repair the electricity sub-stations just outside the city. There were various legitimate tactical reasons behind this, not least that the repaired sub-stations would also supply power to a Bosnian Serb weapons factory. But there was more to it than that, Simpson commented. The Bosnian government, lacking the military strength of the Serbs, regarded international opinion as their chief weapon. The more the Western press based in the Holiday Inn reported on the savage horrors of the siege, the more likely it was that the British, French and Americans would intervene on their side. It was not, therefore, in the interests of President Alija Izetbegovic and his government to ease the suffering of their fellow citizens. Those sufferings, on the contrary, might just be the key to victory.

Much of the reporting from Sarajevo was one-sided, so much so that even the UN forces were regarded as an enemy. The UN’s announcements about the obstructiveness of the Bosnian government was hardly reported in the Western press, and neither was the discovery by UN troops of a group of Serb prisoners who had been held by Bosnian government forces in a large sewage pipe for several weeks, fed once a day by food thrown into them in the darkness and the excrement. Worse atrocities were carried out by Serbs against Muslims, but they were all faithfully reported. On the other hand, when Simpson tried to report the crimes committed by the other side, he was labelled as being pro-Serb:

In fact I was very far from being pro-Serb. It was perfectly clear to me that it was the Bosnian Serbs, with the support of their puppet-master Slobadon Milosovic… who were guilty of the war crimes we saw enacted in front of us. The Bosnian Serbs were undoubtedly the aggressors, and the Bosnian government and its people were equally unquestionably the victims: unprepared for war, peaceable, non-sectarian.

Although the government became increasingly Muslim, and sometimes fiercely so, it still had the support of Croats and Serbs who lived in the city. There were no witch-hunts. Simpson knew of the case of an elderly Serb woman who was taken in by a Muslim family because she had nowhere else to live. She would sometimes get a phone-call from her son after a shelling episode, checking that she was all right. He was manning one of the guns on the mountainside which was firing the shells. The old woman’s Muslim hosts never blamed her for the shelling.

John Simpson reported on the former Yugoslavia for the next three years, but didn’t enjoy it. As he put it,

… I didn’t like the place at all. There was too much extremism, too much hatred, too much cruelty. I liked many individuals, but found each of the population groups – Serbs, Croats and Muslims – equally unattractive. The Serbs, overall, were the least lovable, but I found the international media’s demonization of them outrageous. It was an enormous relief to read the words of my friend and colleague, Nick Gowing of BBC World:

“Some of the strongly anti-Serb reporting in Bosnia is the secret shame of journalism. There is a cancer now which is affecting journalism: it is the unspoken issue of partiality and bias in foreign reporting.”

I am not alone, I thought, when I read that.

There were no good guys. The abandonment of the Muslims of Srbrenica to the murderous General Mladic by the Dutch contingent of the UN was one of the most shameful incidents of my lifetime. 

Simpson was also critical of the other UN contingents, including the Ukrainians, the Egyptians, the French and the Americans. Each had their own agenda and though the British were by far the best soldiers, they played as minimal a part as they could, he thought. The UN allowed the Serbians to maintain their checkpoint on the road to the airport, even though, according to the agreement between them, the Serbs had no right to be there. It was this checkpoint which had caused the city to run out of drinking water in the summer of 1992, because the Serbs wouldn’t allow the UN to bring through oil for the pumping station. This had created a sense of fear among the populace, which was worse than the cold and hunger. This was a sense of fear about not having enough to drink, as their mouths cracked with dryness, and everybody smelled bad because they wanted to conserve what little water they could get for drinking rather than washing. Yet the UN allowed the checkpoint to continue, because if the Serbs were antagonised it would be harder than ever to bring food and medicines into the city. This demonstrated to all, including the Serbs, the weakness of the UN deployment in Sarajevo. The UN also policed the siege in other ways for the Serbs, stopping people from leaving the city, forcibly turning back those they caught trying to escape and preventing private individuals from bringing in food supplies. If only the UN had had the guns to fire a couple of tank rounds here on the day the Serbs had set up the point, how much easier things would have been for the people of Sarajevo, Simpson reflected, as they picked up speed in their UN vehicle towards the airport, looking forward to a UN flight to Croatia or Italy, to real food and even hot water.

On 7 January 1993, Orthodox Christmas Day, 8th Operational Unit of the ARBiH, based in the besieged city of Srebrenica under the command of Naser Orić, attacked the village of Kravica near Bratunac. Altogether, forty-six Serbs died in the attack: thirty-five soldiers and eleven civilians. The attack on a holiday was intentional, as the Serbs were unprepared. The Bosniak forces used the Srebrenica safe zone (where no military was allowed) to carry out attacks on Serb villages including Kravica, and then flee back into the safe zone before the VRS could catch them. In total, 119 Serb civilians and 424 Serb soldiers died in Bratunac during the war. Republika Srpska claimed that the ARBiH forces torched Serb homes and massacred civilians. However, this could not be independently verified during the ICTY trials, which concluded that many homes were already previously destroyed and that the siege of Srebrenica had caused extreme hunger, forcing Bosniaks to attack nearby Serb villages to acquire food and weapons to survive.

What are they doing to my lovely Sarajevo?

The following morning, 8 January, the BBC crew headed off to see the man who was primarily responsible for causing so much misery. The Bosnian Serbs’ headquarters was a small skiing village on the outskirts of Sarajevo, where the winter Olympics had been held a few years earlier. Pale had been one of the main centres in this, and various identikit hotels had been built there in a style that was half Titoesque and half Alpine. Simpson was greeted by a question from a dark, fierce-featured young woman: What are they doing to my lovely Sarajevo? She was the daughter of Radovan Karadzic, but Simpson replied unabashedly: When you say “they”, who exactly do you mean?  She replied that she meant the Muslims, of course, whom she then claimed were always shelling their own people. Her father entered the room: a big man with hair like a badger and fingers badly gnawed from nervousness. His military commander, Ratko Mladic, seemed by contrast to be a monster of ferocity and anger; a strong, stocky little man with a thick neck. Simpson had once seen him grab a Sky News correspondent round the throat, forcing him up on tiptoe.

Simpson assumed that Karadzic managed to live with himself by blocking off the reality of what he was doing. Like his daughter, he regarded everything as the fault of the other side. If the Muslims hadn’t done this or that, his forces wouldn’t have been obliged to respond:

JS: Conditions to Sarajevo are increasingly bad now. Why do you treat innocent civilians as the legitimate targets of war?

RK: But we don’t, you understand. Our Serbian communities inside and outside the city are under constant attack by the Muslims, and we have to  defend them. That is what we are doing.

JS: But how is firing mortars and sniping and cutting  off their food and fuel and water supplies defending the Serbs?

RK: We have to respond to their attacks. Our people are dying and being injured every day, and the international community does nothing to help them. We have to help ourselves. 

JS: And what about the Serbs who live in Sarajevo and support the government  there?

RK: They are not acting as true Serbs.

JS: So they become legitimate targets too?

RK: If the Muslims attack us, we must defend ourselves.

The argument went on in this circular fashion for some time. Outside, Simpson bumped into Karadzic’s deputy, Nikola Koljevic, who had been a Shakespearean scholar at Sarajevo University. Quotations from the bard peppered his conversation, though Simpson felt that they were perhaps somewhat misquoted:

NK: We are surrounded by enemies, and it is necessary for us to keep our own counsel. As your great national poet William Shakespeare says in his tragedy of Macbeth, ‘love, obedience and honour  and groups of friends, we cannot expect to have.’   

Simpson found it impossible to understand how someone who had spent his life studying the works of the most humane writer who ever lived could support so inhumane a cause. People said it was because his son had been killed, apparently by Muslims; until that time he had been a gentle enough academic, but his character had been changed by the incident. Yet even as he mouthed the verbal defences of the Bosnian Serbs about their being the innocent victims of Muslim aggression, something else seemed to be working away inside him. Eventually, when the siege of Sarajevo was in its final stages, he shot himself.

One morning in mid-January, as they were driving through Sarajevo, Simpson started talking to Vera Kordic, their fixer and translator, about ways of showing the misery of ordinary people in the siege. Why don’t we just ask any of these? she said, pointing at the lines of harassed women queuing for water. But the journalist felt that they needed to be inside someone’s house, to see how they lived from day-to-day. They walked along a street and eventually found a small doorway with a dark little window on either side of it: a miserable, humble place. They knocked at the door, and an old woman clutching her worn dressing-gown eventually came to the door and agreed to let them in. She lived in a single room, cold, but with the fug of living and cooking filling the place. A candle burnt by her bedside. She spent most of her day in bed, keeping herself warm and using up fewer calories. The food she was given by the UN was just enough to keep her going. She had a small stove and a covered bucket as a lavatory. There was no water: she had to queue up for that, if her neighbour couldn’t spare any. A few keepsakes decorated her place, including a little tapestry of a young girl hung on the wall. She was sallow and not very clean, with greasy grey hair. Most people in Sarajevo lived without washing: water was too valuable to waste, and soap non-existent. In the background, shells landed from time to time, and there was the regular crack of a sniper’s rifle. The old woman flinched in fear every time there was an explosion, which shook the whole place and caused a little dust to drift down from the ceiling. She was ashamed of the way she lived, and that they should see it, but Vera persuaded her that this was the only way people outside Sarajevo could understand what it was like to live there. By the time they started to interview her about her life, her story poured out of her:

I was a nurse in a hospital, a trained nurse. I wasn’t always poor like you see me now. I had people under me. But I am alone in the world, you see. My neighbours, they were Muslims, were very good to me even though I am Serbian. ‘We must help each other’ they said, and they helped me. But now they don’t. Maybe they are dead. I don’t know. So many people have died here.

I am so frightened when I hear these noises. I don’t know what to do. I am old, you see, and completely alone. No one cares about me. I have no family, no husband, no children. I am alone in the world. And I am very frightened. 

Simpson’s crew gave her money, medicine and food. She wept again, and gave them a few little keepsakes from her life before the siege. Every time they went back to Sarajevo after that they would take things to her, and see how she was. It may have made her feel better, but the real effect was on them. To do anything for anyone amid this horror made them feel a little better, and a little less guilty that they could get out of Sarajevo at any time they wanted, leaving the victims of the siege to the mercy of the snipers, shells and shortages.

War Crimes and Punishment of the Perpetrators:

The reporting of eye-witness journalists from Sarajevo and elsewhere provide historians with valuable primary sources about the nature of the Bosnian War.  It may take some time before historians to be able to form balanced views, since even at a distance of twenty-five years, the same distance as between the outbreak of the first and second world wars, the level of propaganda surrounding the events is still creating ripple effects, especially in deciding on responsibility for the atrocities which took place on all sides of the ethnic triangle. The ICTY in the Hague has finally ended with the dramatic self-poisoning of one of the accused in the courtroom itself.

On the Serbian side, in addition to the well-publicised case of the former President of Serbia, Slobodan Milosevic, in 2006, Radovan Karadzic was held on trial and was sentenced to 40 years in prison in 2016 for crimes, including crimes against humanity and genocide. Ratko Mladić was also tried by the ICTY, charged with crimes in connection with the siege of Sarajevo and the Srebrenica massacre. Mladić was found guilty and sentenced to life imprisonment by The Hague in November 2017.

After the death of Alija Izetbegović, The Hague revealed that he was under investigation for war crimes; however, the prosecutor did not find sufficient evidence in Izetbegović’s lifetime to issue an indictment. Other Bosniaks who were convicted of or are under trial for war crimes include Rasim Delić, chief of staff of the Army of Bosnia and Herzegovina, who was sentenced to 3 years’ imprisonment on 15 September 2008 for his failure to prevent the Bosnian mujahideen members of the Bosnian army from committing crimes against captured civilians and enemy combatants (murder, rape, torture). Enver Hadžihasanović, a general of the Army of the Republic of Bosnia and Herzegovina, was sentenced to 3.5 years for authority over acts of murder and wanton destruction in Central Bosnia. Hazim Delić was the Bosniak Deputy Commander of the Čelebići prison camp, which detained Serb civilians. He was sentenced to 18 years by the ICTY Appeals Chamber on 8 April 2003 for murder and torture of the prisoners and for raping two Serbian women. Bosnian commander Sefer Halilović was charged with one count of violation of the laws and customs of war on the basis of superior criminal responsibility of the incidents during Operation Neretva ’93 and found not guilty. In 2006, Naser Orić, commander of the Bosnian government troops near Srebrenica on 8 January 1993, was found on the charges of not preventing the murder of Serbs, but was subsequently acquitted of all charges on appeal.

Dario Kordić, the political leader of Croats in Central Bosnia, was convicted of the crimes against humanity in Central Bosnia i.e. ethnic cleansing and sentenced to 25 years in prison. On 29 May 2013, in a first instance verdict, the ICTY sentenced Prlić to 25 years in prison. The tribunal also convicted five other wartime leaders of the joint trial: defence minister of Herzeg-Bosnia Bruno Stojić (20 years), military officers Slobodan Praljak (20 years) and Milivoj Petković (20 years), military police commander Valentin Ćorić (20 years), and head of prisoner exchanges and detention facilities Berislav Pušić (10 years). The Chamber ruled, by a majority, with the presiding judge Jean-Claude Antonetti dissenting, that they took part in a joint criminal enterprise (JCE) against the non-Croat population of Bosnia and Herzegovina and that the JCE included the Croatian President Franjo Tuđman, Defence Minister Gojko Šušak, and General Janko Bobetko. However, on 19 July 2016, the Appeals Chamber in the case announced that the Trial Chamber made no explicit findings concerning [Tudjman’s, Šušak’s and Bobetko’s] participation in the JCE and did not find them guilty of any crimes.  It was left to the lesser military staff to take responsibility for the Croat war crimes. A final chapter in these cases was reached as I was writing this, on 29 November 2017, when Slobodan Praljak killed himself by taking poison in Court, having had his appeal against his twenty-year sentence rejected. His last words were, I am no war criminal.

Not surprisingly then, the Bosnian Serbs, and to some extent the Bosnian Croats have accused both the UN authorities on the ground, and the ICTY of practising selective justice by actively prosecuting Serbs (and Croats) while ignoring or downplaying Bosniak war crimes. When is a war crime ethnic cleansing? When is it genocide? When is it not a war crime? The Bosnian War posed all three questions and subsequently, at least seemingly, answered them.
