Commemorating the Normandy Landings   1 comment

Documenting D-Day:

This Thursday, 6th June, many of the world’s leaders will be gathering on the beaches in Normandy to mark the seventy-fifth anniversary of the Allied landings in Normandy. Those veterans who survived the landings and the rest of the war are now well into their nineties, but many will make the crossing of the English Channel once more to commemorate their fallen comrades and recall the events of June 1944. But what exactly was ‘Operation Overlord’, what happened along the coast of Normandy seventy-five years ago, and what was the significance of those events in the war itself and over the following period? To gain a true understanding, we should not simply rely on Hollywood films or even documentaries. We also need to consult the documents and other primary, eye-witness testimonies from the time, with the help of serious historians. Otherwise, there is a danger that the sacrifice of those who took part, whether they died or survived, will be trivialised and turned into a military comic-book.

One of the joint commanders of the Operation, Field Marshal the Viscount Montgomery of Alamein, wrote an account as a Supplement to the London Gazette in September 1946:

I arrived in England on 2nd January, 1944, after handing over command of the Eighth Army, and immediately started a detailed study of the plans for the assault of the Continent – Operation OVERLORD. …

The intention was to assault, simultaneously, beaches on the Normandy coast. … The Normandy beaches were selected because they offered a better shelter for shipping and were less heavily defended than other possible beach areas along the Channel coast. …

The absence of major ports was overcome by the gigantic engineering feat of constructing two artificial ports in the United Kingdom; these were towed across the Channel in sections and erected, one in the United States sector and one in the British sector. …

My plan of assault, as approved by the Supreme Commander, provided for simultaneous landings by eight equivalent brigades – of which three were British and two were Canadian brigades, and three were American combat teams. … The total initial lift in the assault and follow-up naval forces was of the order of 130,000 personnel and 20,000 vehicles, all of which were to be landed on the first three tides. …

The Assault:

At 02.00 hours 6 June (1944) a ‘coup de main’ party of 6 Airborne Division was dropped near Benouville, to seize the bridges over the Canal de Caen and the River Orne. Surprise was complete, both bridges were captured intact and a close bridgehead was established. …

Meanwhile, the Allied sea armada drew in towards the coast of France, preceded by its flotillas of minesweepers. Not until the leading ships had reached their lowering positions, some seven to eleven miles offshore, and the naval bombardment squadrons had opened fire on the shore defences, was there any appreciable enemy activity. …

The Airborne and Seaborne Assault:

The Ninety men from D Company of the 2nd Battalion, the Oxford and Buckinghamshire Light Infantry who, under the command of Major John Howard, had debouched from the gliders and captured Pegasus Bridge without difficulty earlier that morning, held it until they were relieved by Lord Lovat’s Commandos at 13.00 hours. Lovat’s had marched from the beach up to the canal towpath to the sound of bagpipes played by piper Bill Millin (pictured disembarking below), blowing away for all he was worth. The Americans were less accurate in finding their landing zones, some units landing as much as thirty-five miles off target. But this added to the practice of dropping dummy parachutists, so confusing German intelligence that it estimated a hundred thousand Allied troops had landed by air, more than four times the actual number. The majority of the paratroopers landed in the correct drop-zones, however, and were to play an invaluable part in attacking the beaches from the rear and holding back the inevitable German counter-attack.

The French Resistance had been ordered to ready itself for the invasion by the BBC broadcast on 1 June of the first line of the poem Autumn Song by Paul Verlaine, which went Les sanglots longs des violons de l’automme (‘The long sobs of the autumn violins’). The Abwehr had tortured a ‘Maquis’ leader and learnt that when the second line – Blessent mon coeur d’une langeur monotone (‘wound my heart with monotonous languour’) – was broadcast, it meant that the invasion was imminent. So when it was duly broadcast on 5 June at 23.15, the commander of the German Fifteenth Army in the Pas de Calais put his troops on alert, but no one warned the Seventh Army in Normandy. At Army Group B’s chateau headquarters at La Roche-Guyon, it was assumed that it must be more disinformation, as they could not believe that the Allies would have announced the invasion over the BBC. Certainly, the Germans were not expecting the offensive when it came. Shortly before 05.00, the Seventh Army’s chief of staff warned Army Group B that the attack was indeed taking place, Rommel was unavailable as he was in Germany celebrating his wife’s birthday. He only made it back to La Roche-Guyon at six o’clock that evening. His chief of staff, General Hans Speidel, ordered the Twelfth SS Hitler Youth Panzer Division to counter-attack at Caen at first light, but some of the 4,500 bombers that the Allies fielded that day severely blunted this attack. As Rommel later pointed out:

Even the movement of the most minor formations on the battlefield – artillery going into position, tanks forming up, etc. – is instantly attacked from the air with devastating effect. During the day fighting troops and headquarters alike are forced to seek cover in wooded and close country in order to escape the constant pounding of the air. Up to 640 (naval) guns have been used. The effect is so immense that no operation of any kind is possible in the area commanded by this rapid fire artillery, either by infantry or tanks.

The German Reactions to the Assault:

Interrogated after the war, Speidel quoted Rommel as having said, very perceptively:

Elements which are not in contact with the enemy at the moment of invasion will never get into action, because of the enormous air superiority of the enemy … If we do not succeed in carrying out our combat mission of warding off the Allies or hurling them from the mainland in the first forty-eight hours, the invasion has succeeded and the war is lost for lack of strategic reserves and lack of Luftwaffe in the west.

Although Hitler was not woken at Berchtesgaden with the news of the Normandy landings – he had been up with Goebbels until three o’clock the previous night, exchanging reminiscences, taking pleasure in the many fine days and weeks we have had together, as Goebbels recorded. Even by the lunchtime conference, the High Command was unsure that this was a true attack rather than a diversion. By the time the two Panzer divisions were sent against the beaches a hundred miles away, much valuable time had been lost. Rommel felt that the Allies had to be stopped from getting ashore, telling his Staff that the first twenty-four hours will be decisive. In all, there were fifty-nine German divisions in the west at the time of D-day, of which eight were in Holland and Belgium. More than half the overall totals were mere coastal-defence or training divisions, and of the twenty-seven field divisions only ten were armoured, with three of these in the south and one near Antwerp. Six divisions, four of them coastal defence were stationed along the two hundred miles of Normandy coast west of the Seine where the Allies attacked. The commanders later admitted that all of these divisions were better described as coastal protection forces rather than as true defence.

The Beaches – Utah & Omaha:

It was 05.50 that a massive naval bombardment opened up on the German beach fortifications and the villages along the Normandy coast. The troop crossings had taken several hours in some cases and, as it had been feared that the Germans would use gas on the beaches, the anti-gas chemical with which uniforms were sprinkled smelt so disgusting that, once added to the landing crafts’ tossing about on the waves, it induced vomiting in the many troops who had not already been seasick. At H-hour, 06.30, the main American landings took place on Utah beach, followed by those on Omaha beach, with the British and Canadians arriving on their three beaches an hour later, as Montgomery himself later recorded:

On Utah beach, VII United States Corps assaulted on a front of one regimental combat team. … On Omaha beach, H Hour for the assault had been fixed for 06.45 hours. V United States Corps assaulted on a broad front. … By nightfall V United States Corps had secured a beach head about a mile in depth.

At Utah, 23,000 men got ashore with only 210 killed or wounded, partly because the current had swept the US Fourth Division’s landing craft some two thousand yards south of the original area designated for the attack, on to a relatively lightly defended part of the coastline, and twenty-eight of the thirty-two amphibious Duplex Drive (DD)  Sherman tanks got ashore. The one regiment facing them from the German 709th Division surrendered in large numbers once the 101st Airborne had secured at least four exits from the beaches.

On Omaha beach, however, where two-thirds of the American effort that day was to land, it was a very different state of affairs. The veteran US 1st Division (known as the Big Red One from its shoulder flash) and the 29th Division, which had never seen combat before, were to suffer tenfold the losses as did the 4th Division at Utah. Despite all the meticulous preparation, the ground had been ill-chosen for the attack. However, once the decision had been taken to expand the area to be secured by Overlord from which further operations could be conducted to take in Utah beach to the west, Omaha was the only feasible landing area between Utah and the British and Canadian beaches. The cliffs and bluffs at Omaha were, in some places, more than a hundred and fifty feet above the sea wall at the end of the dunes and the inward curvature of the bay at that stretch helped the German fields of fire to overlap.  Underwater sand bars and ridges snagged the landing craft, and the well-placed fortifications, which can still be seen today, were not silenced by the naval shelling; the anti-personnel mines, barbed wire and huge steel anti-tank ‘hedgehogs’ proved murderous obstacles; accurate German artillery fire and crack infantry troops caused havoc. Rather than the four battalions of defenders that had been planned for, there were eight, but by the time this was discovered it was too late to alter the plan of attack. These battalions provided, according to the military historian Max Hastings, by far the greatest concentration of German fire on the entire invasion front.

‘An American magazine spiked my review as it did not share the widespread adulation’ … Tom Hanks and Matt Damon in Steven Spielberg’s Saving Private Ryan.After a truly extraordinary opening – probably the most realistic battle sequence ever filmed – everything changes and becomes formulaic. The opening scenes of the movie, Saving Private Ryan (pictured right) give the best cinematographic representation of those first monstrous minutes of the Omaha landings, but even that cannot begin to show the extent of the chaos and carnage on the beaches. It would have been even worse had Rommel been right about the Allies arriving at high tide, as every gun had been fixed for this eventuality. As it was they chose low tide in order to make the obstacles more visible. The six thousand yards of Omaha beach along which the Americans landed was soon a scene of utter destruction and confusion. The American soldiers, who aged on average twenty and a half, far younger than the British, at twenty-four, and the Canadians, at twenty-nine, had to leap out of their landing craft into a hail of machine-gun and mortar fire loaded down with sixty-eight pounds of equipment, including a gas-mask, grenades, TNT blocks, two bandoliers of ammunition, rations, water-bottles and related kit. Many simply drowned when the water proved deeper than they had expected.

Although the ‘British’ beaches were in part cleared of German killing apparatus by a series of specialized tank-based gadgets, Generals Bradley and Gerow preferred a massive frontal assault. Because of heavy seas and being transferred to their landing vessels eleven and a half miles out, ten landing craft and twenty-six artillery pieces sank on their way to the beaches. The British transferred at six and a half miles out and suffered fewer sinkings as a result of less turbulent water. The loss of twenty-seven of the twenty-nine DD ‘floating tanks’, launched six thousand yards from the Omaha shore, denied the Americans the necessary firepower to get off the beach early. The RAF support planes observed a shambles … on the beach … burning tanks, jeeps, abandoned vehicles, a terrific crossfire. The official account of what happened to Able Company of 116th Infantry, 29th Division, after its landing craft hit Omaha beach at 06.36 gives a sense of the horror of those next few minutes:

Ramps are dropped along the boat line and the men jump off in water anywhere from waist deep to higher than a man’s head. This is the signal awaited by the Germans atop the bluff. Already pounded by mortars, the floundering line is instantly swept by crossing machine gun fire from both ends of the beach. … The first men out … are ripped apart before they can make five yards. Even the lightly wounded die by drowning , doomed by the water-logging of of their overloaded packs. … Already the sea runs red. … A few move safely through the bullet swarm to the beach, then find they cannot hold there. They return to the water to use it for body cover. Faces turned upwards, so that their nostrils are out of the water, they creep towards the land  at the same rate as the tide. This is how most of the survivors make it. … Within seven minutes after the ramps drop, Able Company is inert and leaderless.

It was not until 13.30, after seven hours being pinned down on the beaches, that Gerow could signal to Omar Bradley, who was on board a ship trying to make out what was going on through binoculars, that troops were finally advancing up heights behind beaches. Although there were two thousand Americans killed on Omaha beach, by nightfall a total of 34,000 men had made it ashore, including two Ranger battalions that had silenced the German coastal battery at Pointe du Hoc to the west after scaling cliffs with rope ladders. At one point the 5th Rangers had to don gas masks in order to charge through the dense smoke coming from the undergrowth of a hillside that suddenly caught fire. In Saving Private Ryan, after its truly extraordinary opening – probably the most realistic battle sequence ever filmed – everything changes and becomes formulaic. Eight US rangers under the command of a captain, having survived the initial D-day bloodbath, are detailed to seek out and save a single man, Private Ryan. Although continually voted the best war movie ever, in a recent article for The Guardian, the historian Antony Beevor has repeated his balanced criticism of Spielberg’s claims for the movie:  

Steven Spielberg’s storyline rightly dramatises the clash between patriotic and therefore collective loyalty, and the struggle of the individual for survival. Those mutually contradictory values are, in many ways, the essence of war. Spielberg said at the time that he sees the second world war as the “defining moment” in history. One also suspects that he wanted this film to be seen as the defining movie of the war. If so, it is a uniquely American definition of history, with no reference to the British let alone the Soviet role.

Gold, Juno and Sword Beaches:

The conditions faced by British and Canadian forces prior to reaching the beaches were no less harsh than those which the US soldiers had to contend with, but they met with far less resistance in their sectors and, as Montgomery later recorded, were able to establish control far more quickly, though still sustaining significant casualties:

… Second British Army assaulted on the right in the Gold sector. … H Hour for 3 British Division was fixed for 07.25 hours and the assault waves reached the beaches well on time. The leading brigade was soon a mile inland … by nightfall the Division was well-established. … 

John Watney’s eye-witness account in The Enemy Within (1946), describes in more detail the ‘order from chaos’ which was made on the ‘British’ beaches, due to the closer range of the fleet to the shore and the steady progress made by the soldiers under the cover provided by the Royal Navy’s assault:

On the beaches themselves all was feverish activity. Invasion craft of every kind and description lay at all angles in the sand; most had gone in head foremost and now lay a little off keel, half way up the beach or just in the water; others had been swung sideways and lay like rowing boats flung up by the breakers; others were still afloat, moored in the shallow waters that rippled over the grey sands, while dark splotches, which turned at close sight into tanks, carriers, guns and trucks, poured out of all these ships and crawled away in long queues across the sands, to disappear against the green of the fields. …

All around us lay the immense fleet that had brought us to this Normandy bay. There were ships of every kind, from the clear outlines of cruisers to the tubby fussiness of tugs. … Away to our left a cruiser was firing in spaced, steady salvos; to our right a second cruiser accompanied her, while behind me, out at sea, through the mist could be seen the orange flashes from what appeared to be a battleship. …

The tide left us dry at last and on the glassy stretches of the sands the ships lay in line, their bows open, spilling their cargoes on to the grey sands, in the grey light. The air was full of the roar of vehicles, the decks shook as the tanks clanked over them and nosed on to the ramps; then, rushing down the steep slopes, grasped the water-logged sand in their tracks and, with a jerking roar, heaved themselves inland. Clouds of steam accompanied these exertions, and, as I watched the tanks crawl out of the bellies of the line of the waiting ships, I was reminded of some fearsome tale of interplanetary warfare. …

Into this colourless nightmare arena of sands and tanks there came at last a touch of humanity; the first marching troops were landing now; like pony gladiators, weighed down with kit, they scrambled down the ramps and on to the wet sands; then, hunching up their packs and tightening their blankets (rolled Spanish-ways across their shoulders), they straggled off in the resisting sand, towards the land that now looked strong and real; their voices floated back, high and thin, against the din, like the muttering of a radio set tuned low in a room full of chattering people. 

There were no high cliffs at Gold, Juno and Sword beaches, and more time for the naval bombardment to soften up the German defences; however, by late afternoon part of the 21st Panzer Division attacked in the gap between Juno and Sword beaches and almost made it to the Channel before being turned back by naval fire. The British suffered over three thousand casualties, but by the end of the day, the Canadians who suffered over a thousand themselves, got the furthest inland, with their 9th Brigade advancing to within three miles of the outskirts of Caen. Montgomery concluded:

As a result of our D-Day operations a foothold had been gained on the Continent of Europe.

Surprise had been achieved, the troops had fought magnificently, and our losses had been much lower than had ever seemed possible.

Successes, Errors & Sacrifices:

At 16.00 hour Hitler, who had dithered about the best way to react to what he still suspected was a diversionary attack, finally agreed to his Chief of Staff’s request to send two Panzer Divisions into the battle in addition to the 12th SS and 21st Panzer Divisions already committed. But as the German historian Gerhard Weinberg has pointed out,

The reinforcements dribbled into the invasion front were never enough, and the Allied air forces as well as the sabotage effort of the French resistance and Allied special teams slowed down whatever was sent. The German armoured divisions, therefore, arrived one at a time and quite slowly, were never able to punch through, and ended up being mired in positional warfare because they continued to be needed at the front in the absence of infantry divisions.

Allied aerial supremacy over the battlefield made it impossible for the German tanks to be better deployed than in piecemeal fashion in daylight. Yet five armoured divisions of the reserve in France, and no fewer than nineteen divisions of the Fifteenth Army a hundred and twenty miles to the south, simply stayed in place waiting for the ‘real’ attack in the Pas de Calais. Meanwhile, Runstedt and Rommel became more and more convinced that Normandy was indeed the true Schwerpunkt, whereas the Führer continued to doubt it. The German troops were critically under-reinforced in Normandy, partly because of the success of the Allies’ elaborate though never conspicuously uniform deception plans. A determined German ground counter-offensive had once again been staved off by Allied air power. The 7th Army had thrown into battle every available unit in the Coastal defence forces, and bringing units from Brittany would take time. That was a commodity of which they had very little since they had failed in their initial objective of flinging the invasion forces back into the English Channel immediately. Both the capacity and willingness of the Wehrmacht to push the Allies back into the sea were still there, but they were overwhelmed by the ability of the RAF and the USAAF to attack the unprotected armour from above, where it was weakest. The bombing campaigns against the Luftwaffe factories and the attritional war against the German fighters once they had been built had paid off spectacularly. Such were the forces alighting from the Arromanches Mulberry Harbour, even though the second harbour off Omaha was rendered inoperable by a storm on 19 June, that by 1 July they exceeded a million men, 150,000 vehicles and 500,000 tons of supplies.

In total, D-Day itself saw around nine thousand Allied casualties, of whom more than half were killed, a high proportion for combat in the Second World War. The Allied dead comprised 2,500 Americans, and 2,000 British and Canadians. In addition, fifteen ANZAC soldiers and fifty-seven Norwegians, Free French and Belgian soldiers were killed, making 4,572 Allied troops in total. Although expected to lose eighty per cent of their numbers, the actual figure was fifteen per cent. The American cemetery at Collesville-sur-Mer above Omaha beach bears testimony to the sacrifice of the US servicemen. The news of D-day gave sudden, soaring hope to Occupied Europe. Ann Frank, the German-Jewish author who was about to celebrate her fourteenth birthday in hiding in the hidden attic of her father’s warehouse in Amsterdam, wrote poignantly in her now well-known Diary, of her excitement at the news and of her renewed hopes for her future:

The invasion has begun! Great commotion in the Secret Annexe! Would the long-awaited liberation that has been talked of so much but still seems too wonderful, too much like a fairy-tale, ever come true? Could we be granted victory this year, 1944? We don’t know yet, but hope is revived within us; it gives us fresh courage, and makes us strong again.

A Fallen Poet:

One of those who did not survive the Normandy campaign was Keith Castellain Douglas (24 January 1920 – 9 June 1944, pictured below right), an English poet noted for his war poetry during the Second World War and his wry memoir of the Western Desert campaign, Alamein to Zem Zem. Like so many others who fell in Normandy, Douglas had lived a short life but fought a long war. He was born in Tunbridge Wells, Kent, the son of Capt. Keith Sholto Douglas, MC (retired) and Marie Josephine Castellain. Marie Douglas faced persistent ill-health, the collapse of her marriage and extreme financial distress, so much so that only the generosity of the Edgeborough Prep School headmaster Mr James permitted Douglas to attend school in 1930–1931, his last year there. Douglas sat in 1931 for the entrance examination to Christ’s Hospital, where education was free and there was monetary assistance to cover all other costs. He was accepted, and joined Christ’s Hospital, near Horsham, in September 1931, studying there till 1938. It was at this school that his considerable poetic talent and artistic ability were recognised.

After a bruising brush with authority in 1935, Douglas settled down to a less troubled and more productive period at school, during which he excelled both at studies and games, and at the end of which he won an open exhibition to Merton College, Oxford in 1938 to read History and English. The First World War-veteran and well-known poet Edmund Blunden was his tutor at Merton and regarded his poetic talent highly. Blunden sent his poems to T. S. Eliot, the doyen of English poetry, who found Douglas’s verses ‘impressive’.

Within days of the declaration of war he reported to an army recruiting centre with the intention of joining a cavalry regiment, but like many others keen to serve he had to wait, and it was not until July 1940 that he started his training. After attending the Royal Military College, Sandhurst, he was commissioned on 1 February 1941 into the 2nd Derbyshire Yeomanry at Ripon. He was posted to the Middle East in July 1941 and transferred to the Nottinghamshire (Sherwood Rangers) Yeomanry. Posted initially at Cairo and Palestine, he found himself stuck at headquarters twenty miles behind El Alamein as a camouflage officer as the Second Battle of El Alamein began.

At dawn on 24 October 1942, the Regiment advanced, and suffered numerous casualties from enemy anti-tank guns. Chafing at inactivity, Douglas took off against orders on 27 October, drove to the Regimental HQ in a truck, and reported to the C.O., Colonel E. O. Kellett, lying that he had been instructed to go to the front. Luckily this escapade did not land him in serious trouble and he got off with an apology. Desperately needing officer replacements, the Colonel posted him to A Squadron and gave him the opportunity to take part as a fighting tanker in the Eighth Army’s victorious sweep through North Africa vividly recounted in his memoir Alamein to Zem Zem, illustrated with his own drawings.

Captain Douglas returned from North Africa to England in December 1943 and took part in the D-Day invasion of Normandy on 6 June 1944. He survived the Allied landings but was killed by enemy mortar fire on 9 June, while his regiment was advancing from Bayeux. The regimental chaplain Captain Leslie Skinner buried him by a hedge, close to where he had died on forward slopes point 102. Shortly after the war, his remains were reburied at Tilly-Sur-Seulles War Cemetery (14 km south of Bayeux).

Douglas described his poetic style as “extrospective”; that is, he focused on external impressions rather than inner emotions. The result is poetry which, according to his detractors, can be callous in the midst of war’s atrocities. For others, Douglas’s work is powerful and unsettling because its exact descriptions eschew egotism and shift the burden of emotion from the poet to the reader. His best poetry is generally considered to rank alongside the 20th century’s finest soldier-poetry.

Douglas’ poems were published in The Complete Poems of Keith Douglas by Faber & Faber (1978). Andrew Motion, the former Poet Laureate, has written that while Douglas’ north-African poems may take a seemingly insouciant attitude towards battles, they leave us in no doubt about war’s misery and waste. In Vergissmeinnicht, he juxtaposes the roles of lover and killer in the rotting corpse of a German soldier:

Three weeks gone and the combatants gone

returning over the nightmare ground

we found the place again, and found

the soldier sprawling in the sun.

 

The frowning barrel of his gun

overshadowing. As we came on

that day, he hit my tank with one

like the entry of a demon.

 

Look. Here in the same gun-pit spoil

the dishonoured picture of his girl

who has put: Steffi. Vergissmeinnicht

in a copybook gothic script.

 

We see him almost with content,

abased, and seeming to have paid

and mocked at by his own equipment

that’s hard and good when he’s decayed.

 

But she would weep to see today

how on his skin the swart flies move;

the dust upon the paper eye

and the burst stomach like a cave.

 

For here the lover and the killer are mingled

who had one body and one heart.

And death who had the soldier singled

has done the lover mortal hurt.

British Identity at the Beginning of the New Millennium:

As Simon Schama pointed out in 2002, it was a fact that even though only half of the British-Caribbean population and a third of the British-Asian population were born in Britain, they continued to constitute only a small proportion of the total population. It was also true that any honest reckoning of the post-imperial account needed to take account of the appeal of separatist fundamentalism in Muslim communities. At the end of the last century, an opinion poll found that fifty per cent of British-born Caribbean men and twenty per cent of British-born Asian men had, or once had, white partners. In 2000, Yasmin Alibhai-Brown found that, when polled, eighty-eight per cent of white Britons between the ages of eighteen and thirty had no objection to inter-racial marriage; eighty-four per cent of West Indians and East Asians and fifty per cent of those from Indian, Pakistani or Bangladeshi backgrounds felt the same way. Schama commented:

The colouring of Britain exposes the disintegrationalist argument for the pallid, defensive thing that it is. British history has not just been some sort of brutal mistake or conspiracy that has meant the steamrollering of Englishness over subject nations. It has been the shaking loose of peoples from their roots. A Jewish intellectual expressing impatience with the harping on ‘roots’ once told me that “trees have roots; Jews have legs”. The same could be said of Britons who have shared the fate of empire, whether in Bombay or Bolton, who have encountered each other in streets, front rooms, kitchens and bedrooms.

Britain, the European Union, NATO & the Commonwealth, 2000

Until the Summer of 2001, this ‘integrationist’ view of British history and contemporary society was the broadly accepted orthodoxy among intellectuals and politicians, if not more popularly. At that point, however, partly as a result of riots in the north of England involving ethnic minorities, including young Muslim men, and partly because of events in New York and Washington, the existence of parallel communities began to be discussed more widely and the concept of ‘multiculturalism’ began to become subject to fundamental criticism on both the right and left of the political spectrum. In the ‘noughties’, the dissenters from the multicultural consensus began to be found everywhere along the continuum. In the eighties and nineties, there were critics who warned that the emphasis on mutual tolerance and equality between cultures ran the risk of encouraging separate development, rather than fostering a deeper sense of mutual understanding through interaction and integration between cultures. The ‘live and let live’ outlook which dominated ‘race relations’ quangos in the 1960s and ’70s had already begun to be replaced by a more active interculturalism, particularly in communities where that outlook had proven to be ineffective in countering the internecine conflicts of the 1980s. Good examples of this development can be found in the ‘Education for Mutual Understanding’ and ‘Inter-Cultural’ Educational projects in Northern Ireland and the North and West Midlands of England in which this author was involved and has written about elsewhere on this site.

Politicians also began to break with the multicultural consensus, and their views began to have an impact because while commentators on the right were expected to have ‘nativist’ if not ‘racist’ tendencies in the ‘Powellite’ tradition, those from the left could generally be seen as having less easily assailable motives.

His realisation that the race-relations ‘industry’ was part of the problem, and that partly as a result of talking up diversity the country was ‘sleepwalking to segregation’ was an insight that others began to share.

Simon Schama also argued that Britain should not have to choose between its own multi-cultural, global identity and its place in Europe. Interestingly, he put the blame for this pressure at least partly on the EU bureaucracy in Brussels, suggesting that…

 … the increasing compulsion to make the choice that General de Gaulle imposed on us between our European and our extra-European identity seems to order an impoverishment of our culture. It is precisely the the roving, unstable, complicated, migratory character of our history that ought to be seen as a gift for Europe. It is a past, after all, that uniquely in European history combines a passion for social justice with a tenacious attachment to bloody-minded liberty, a past designed to subvert, not reinforce, the streamlined authority of global bureaucracies and corporations. Our place at the European table ought to make room for that peculiarity or we should not bother showing up for dinner. What, after all, is the alternative? To surrender that ungainly, eccentric thing, British history, with all its warts and disfigurements, to the economic beauty parlour that is Brussels will mean a loss. But properly smartened up, we will of course be fully entitled to the gold-card benefits of the inward-looking club… Nor should Britain rush towards a re-branded future that presupposes the shame-faced repudiation of the past. For our history is not the captivity of our future; it is, in fact, the condition of our maturity.

‘Globalisation’

Fourteen years later, this was exactly the choice facing the British people, though now it was not De Gaulle or even the Brussels ‘Eurocrats’ who were asking the question, but the British Prime Minister, David Cameron, and his ‘Brexiteer’ Conservatives in his cabinet and on the back benches. The people themselves had not asked to be asked, but when they answered at the 2016 Referendum, they decided, by a very narrow majority, that they preferred the vision (some would say ‘unicorn’) of a ‘global’ Britain to the ‘gold-card benefits’ available at the European table it was already sitting at. Their ‘tenacious attachment’ to ‘bloody-minded liberty’ led to them expressing their desire to detach themselves from the European Union, though it is still not clear whether they want to remain semi-detached or move to a detached property at the very end of the street which as yet has not yet been planned, let alone built. All we have is a glossy prospectus which may or may not be delivered or even deliverable.

Looking back to 2002, the same year in which Simon Schama published his BBC series book, The Fate of Empire, the latest census for England and Wales was published. Enumerated and compiled the previous year, it showed the extent to which the countries had changed in the decade since the last census was taken. Douglas Murray, in the first chapter of his recent book, The Strange Death of Europe, first published in 2017, challenges us to imagine ourselves back in 2002 speculating about what England and Wales might look like in the 2011 Census. Imagine, he asks us, that someone in our company had projected:

“White Britons will become a minority in their own capital city by the end of this decade and the Muslim population will double in the next ten years.”

How would we have reacted in 2002? Would we have used words like ‘alarmist’, ‘scaremongering’, ‘racist’, ‘Islamophobic’? In 2002, a Times journalist made far less startling statements about likely future immigration, which were denounced by David Blunkett, then Home Secretary (using parliamentary privilege) as bordering on fascism. Yet, however much abuse they received for saying or writing it, anyone offering this analysis would have been proved absolutely right at the end of 2012, when the 2011 Census was published. It proved that only 44.9 per cent of London residents identified themselves as ‘white British’. It also revealed far more significant changes, showing that the number of people living in England and Wales who had been born ‘overseas’ had risen by nearly three million since 2001. In addition, nearly three million people in England and Wales were living in households where not one adult spoke English or Welsh as their main language.

These were very major ethnic and linguistic changes, but there were equally striking findings of changing religious beliefs. The Census statistics showed that adherence to every faith except Christianity was on the rise. Since the previous census, the number of people identifying themselves as Christian had declined from seventy-two per cent to fifty-nine. The number of Christians in England and Wales dropped by more than four million, from thirty-seven million to thirty-three. While the Churches witnessed this collapse in their members and attendees, mass migration assisted a near doubling of worshippers of Islam. Between 2001 and 2011 the number of Muslims in England and Wales rose from 1.5 million to 2.7 million. While these were the official figures, it is possible that they are an underestimate, because many newly-arrived immigrants might not have filled in the forms at the beginning of April 2011 when the Census was taken, not yet having a registered permanent residence. The two local authorities whose populations were growing fastest in England, by twenty per cent in the previous ten years, were Tower Hamlets and Newham in London, and these were also among the areas with the largest non-response to the census, with around one in five households failing to return the forms.

Yet the results of the census clearly revealed that mass migration was in the process of altering England completely. In twenty-three of London’s thirty-three boroughs (see map above) ‘white Britons’ were now in a minority. A spokesman for the Office of National Statistics regarded this demonstrating ‘diversity’, which it certainly did, but by no means all commentators regarded this as something positive or even neutral. When politicians of all the main parties addressed the census results they greeted them in positive terms. This had been the ‘orthodox’ political view since in 2007 the then Mayor of London, Ken Livingstone, had spoken with pride about the fact that thirty-five per cent of the people working in London had been born in a foreign country. For years a sense of excitement and optimism about these changes in London and the wider country seemed the only appropriate tone to strike. This was bolstered by the sense that what had happened in the first decade of the twenty-first century was simply a continuation of what had worked well for Britain in the previous three decades. This soon turned out to be a politically-correct pretence, though what was new in this decade was not so much growth in immigration from Commonwealth countries and the Middle East, or from wartorn former Yugoslavia, but the impact of white European migrants from the new EU countries, under the terms of the accession treaties and the ‘freedom of movement’ regulations of the single market. As I noted in the previous article, the British government could have delayed the implementation of these provisions but chose not to.

Questions about the Quality & Quantity of Migration:

Besides the linguistic and cultural factors already dealt with, there were important economic differences between the earlier and the more recent migrations of Eastern Europeans. After 2004, young, educated Polish, Czech and Hungarian people had moved to Britain to earn money to earn money to send home or to take home with them in order to acquire good homes, marry and have children in their rapidly developing countries. And for Britain, as the host country, the economic growth of the 2000s was fuelled by the influx of energetic and talented people who, in the process, were also denying their own country their skills for a period. But the UK government had seriously underestimated the number of these workers who wanted to come to Britain. Ministers suggested that the number arriving would be around 26,000 over the first two years. This turned out to be wildly wrong, and in 2006 a Home Office minister was forced to admit that since EU expansion in 2004, 427,000 people from Poland and seven other new EU nations had applied to work in Britain. If the self-employed were included, he added, then the number might be as high as 600,000. There were also at least an additional 36,000 spouses and children who had arrived, and 27,000 child benefit applications had been received. These were very large numbers indeed, even if most of these turned out to be temporary migrants.

It has to be remembered, of course, that inward migration was partially offset by the outflow of around sixty thousand British people each year, mainly permanent emigrants to Australia, the United States, France and Spain. By the winter of 2006-07, one policy institute reckoned that there were 5.5 million British people living permanently overseas, nearly ten per cent of Britons, or more than the population of Scotland. In addition, another half a million were living abroad for a significant part of the year. Aside from Europe, the Middle East and Asia were seeing rising ‘colonies’ of expatriate British. A worrying proportion of them were graduates; Britain was believed to be losing one in six of its graduates to emigration. Many others were retired or better-off people looking for a life in the sun, just as many of the newcomers to Britain were young, ambitious and keen to work. Government ministers tended to emphasise these benign effects of immigration, but their critics looked around and asked where all the extra people would go, where they would live, and where their children would go to school, not to mention where the extra hospital beds, road space and local services would come from, and how these would be paid for.

A secondary issue to that of ‘numbers’ was the system for asylum seekers. In 2000, there were thirty thousand failed asylum seekers in the United Kingdom, a third of those who had applied in 1999, when only 7,645 had been removed from the country. It was decided that it was impossible to remove more, and that to try to do so would prove divisive politically and financially costly. Added to this was the extent of illegal immigration, which had caught the ‘eye’ of the British public. There were already criminal gangs of Albanians, Kosovars and Albanians, operating from outside the EU, who were undermining the legal migration streams from Central-Eastern Europe in the eyes of many. The social service bill for these ‘illegal’ migrants became a serious burden for the Department of Social Security. Towns like Slough protested to the national government about the extra cost in housing, education and other services.

In addition, there was the sheer scale of the migration and the inability of the Home Office’s immigration and nationality department to regulate what was happening, to prevent illegal migrants from entering Britain, to spot those abusing the asylum system in order to settle in Britain and the failure to apprehend and deport people. Large articulated lorries filled with migrants, who had paid over their life savings to be taken to Britain, rumbled through the Channel Tunnel and the ferry ports. A Red Cross camp at Sangatte, near the French entrance to the ‘Chunnel’ (the photo below shows the Folkestone entrance), was blamed by Britain for exacerbating the problem. By the end of 2002, an estimated 67,000 had passed through the camp to Britain. The then Home Secretary, David Blunkett finally agreed on a deal with the French to close the camp down, but by then many African, Asian and Balkan migrants, believing the British immigration and benefits systems to be easier than those of other EU countries, had simply moved across the continent and waited patiently for their chance to board a lorry to Britain.

Successive Home Secretaries from Blunkett to Reid tried to deal with the trade, the latter confessing that his department was “not fit for purpose”. He promised to clear a backlog of 280,000 failed asylum claims, whose seekers were still in the country after five years. The historic Home Office was split up, creating a separate immigration and nationality service. Meanwhile, many illegal immigrants had succeeded in bypassing the asylum system entirely. In July 2005, the Home Office produced its own estimate of the number of these had been four years earlier. It reckoned that this was between 310,000 and 570,000, or up to one per cent of the total population. A year later, unofficial estimates pushed this number up to 800,000. The truth was that no-one really knew, but official figures showed the number applying for asylum were now falling, with the former Yugoslavia returning to relative peace.  Thousands of refugees were also being returned to Iraq, though the signs were already apparent that further wars in the Middle East and the impact of global warming on sub-Saharan Africa would soon send more disparate groups across the continents.

Britain’s Toxic Politics of Immigration:

To begin with, the arrival of workers from the ten countries who joined the EU in 2004 was a different issue, though it involved an influx of roughly the same size. By the government’s own figures, annual net inward migration had reached 185,000 and had averaged 166,000 over the previous seven years. This was significantly more than the average net inflow of fifty thousand New Commonwealth immigrants which Enoch Powell (pictured above) had referred to as ‘literally mad’ in his 1968 Rivers of Blood speech, though he had been criticising the immigration of East African Asians, of course. But although Powell’s speech was partly about race, colour and identity, it was also about numbers of immigrants and the practical concerns of his Wolverhampton constituents in finding hospital and school places in an overstretched public sector. It seems not unreasonable, and not at all racist, to suggest that it is a duty of central government to predict and provide for the number of newcomers it permits to settle in the country. In 2006, the Projections based on many different assumptions suggested that the UK population would grow by more than seven million by 2031. Of that, eighty per cent would be due to immigration. The organisation, Migration Watch UK, set up to campaign for tighter immigration controls, said this was equivalent to requiring the building of a new town the size of Cambridge each year, or five new cities the size of Birmingham over the predicted quarter century.

But such characterisations were surely caricatures of the situation since many of these new Eastern European migrants did not intend to settle permanently in the UK and could be expected to return to their countries of origin in due course. However, the massive underestimations of the scale of the inward migration were, of course, predictable to anybody with any knowledge of the history of post-war migration, replete with vast underestimates of the numbers expected. But it did also demonstrate that immigration control was simply not a priority for New Labour, especially in its early manifestations. It gave the impression that it regarded all immigration control, and even discussion of it, as inherently ‘racist’ (even the restriction of white European migration), which made any internal or external opposition hard to voice. The public response to the massive upsurge in immigration and to the swift transformation of parts of Britain it had not really reached before, was exceptionally tolerant. There were no significant or sustained outbreaks of racist abuse or violence before 2016, and the only racist political party, the British National Party (BNP) was subsequently destroyed, especially in London.

Official portrait of Dame Margaret Hodge crop 2.jpgIn April 2006, Margaret Hodge, the Labour MP for Barking since 1996 (pictured right), commented in an interview with The Sunday Telegraph that eight out of ten white working-class voters in her constituency might be tempted to vote for the British National Party (BNP) in the local elections on 4 May 2006 because “no one else is listening to them” about their concerns over unemployment, high house prices and the housing of asylum seekers in the area. She said the Labour Party must promote…

“… very, very strongly the benefits of the new, rich multi-racial society which is part of this part of London for me”.

There was widespread media coverage of her remarks, and Hodge was strongly criticised for giving the BNP publicity. The BNP went on to gain 11 seats in the local election out of a total of 51, making them the second largest party on the local council. It was reported that Labour activists accused Hodge of generating hundreds of extra votes for the BNP and that local members began to privately discuss the possibility of a move to deselect her. The GMB wrote to Hodge in May 2006, demanding her resignation. The Mayor of London, Ken Livingstone, later accused Hodge of “magnifying the propaganda of the BNP” after she said that British residents should get priority in council house allocations. In November 2009, the Leader of the BNP, Nick Griffin, announced that he intended to contest Barking at the 2010 general election. In spite of the unions’ position, Hodge was returned as Member for Barking in 2010, doubling her majority to over 16,000, whilst Griffin came third behind the Conservatives. The BNP lost all of its seats on Barking and Dagenham Council. Following the same general election in 2010, which saw New Labour defeated under Gordon Brown’s leadership.

Opinion polls and the simple, anecdotal evidence of living in the country showed that most people continued to feel zero personal animosity towards immigrants or people of different ethnic backgrounds. But poll after poll did show that a majority were deeply worried about what ‘all this’ migration meant for the country and its future. But even the mildest attempts to put these issues on the political agenda, such as the concerns raised by Margaret Hodge (and the 2005 Conservative election campaign poster suggesting ‘limits’ on immigration) were often met with condemnation by the ruling political class, with the result that there was still no serious public discussion of them. Perhaps successive governments of all hues had spent decades putting off any real debate on immigration because they suspected that the public disagreed with them and that it was a matter they had lost control over anyway.

Perhaps it was because of this lack of control that the principal reaction to the developing reality began to be to turn on those who expressed any concern about it, even when they reflected the views of the general public. This was done through charges of ‘racism’ and ‘bigotry’, such as the accidental ‘caught-on-mike’ remark made by Gordon Brown while getting into his car in the 2010 election campaign, when confronted by one of his own Labour councillors in a northern English town about the sheer numbers of migrants. It is said to have represented a major turning point in the campaign. A series of deflecting tactics became a replacement for action in the wake of the 2011 census, including the demand that the public should ‘just get over it’, which came back to haunt David Cameron’s ministers in the wake of the 2016 Referendum. In his Daily Telegraph column of December 2012, titled Let’s not dwell on immigration but sow the seeds of integration, Boris Johnson, then Mayor of London, responded to the census results by writing…

We need to stop moaning about the dam-burst. It’s happened. There is nothing we can now do except make the process of absorption as eupeptic as possible … 

The Mayor, who as an MP and member of David Cameron’s front-bench team later became a key leader of the ‘Leave’ campaign and an ardent Brexiteer, may well have been right in making this statement, saying what any practical politician in charge of a multi-cultural metropolis would have to say. But there is something cold about the tone of his remark, not least the absence of any sense that there were other people out there in the capital city not willing simply to ‘get over it’, who disliked the alteration of their society and never asked for it. It did not seem to have occurred to Johnson that there were those who might be nursing a sense of righteous indignation that about the fact that for years all the main parties had taken decisions that were so at variance with the opinions of their electors, or that there was something profoundly disenfranchising about such decisions, especially when addressed to a majority of the voting public.

In the same month as Johnson’s admonition, a poll by YouGov found two-thirds of the British public believed that immigration over the previous decade had been ‘a bad thing for Britain’. Only eleven per cent thought it had been ‘a good thing’. This included majorities among voters for every one of the three main parties. Poll after poll conducted over the next five years showed the same result. As well as routinely prioritising immigration as their top concern, a majority of voters in Britain regularly described immigration as having a negative impact on their public services and housing through overcrowding, as well as harming the nation’s identity. By 2012 the leaders of every one of the major parties in Britain had conceded that immigration was too high, but even whilst doing so all had also insisted that the public should ‘get over it’. None had any clear or successful policy on how to change course. Public opinion surveys suggest that a failure to do anything about immigration even while talking about it is one of the key areas of the breakdown in trust between the electorate and their political representatives.

At the same time, the coalition government of 2010-15 was fearful of the attribution of base motives if it got ‘tough on immigrants’. The Conservative leadership was trying to reposition itself as more socially ‘liberal’ under David Cameron. Nevertheless, at the election, they had promised to cut immigration from hundreds of thousands to tens of thousands per year, but they never succeeded in getting near that target. To show that she meant ‘business’, however, in 2013, Theresa May’s Home Office organised a number of vans with advertising hoardings to drive around six London boroughs where many illegal immigrants and asylum seekers lived. The posters on the hoardings read, In the UK illegally? Go home or face arrest, followed by a government helpline number. The posters became politically toxic immediately. The Labour Shadow Home Secretary, Yvette Cooper, described them as “divisive and disgraceful” and the campaign group Liberty branded them “racist and illegal”.

After some months it was revealed that the pilot scheme had successfully persuaded only eleven illegal immigrants to leave the country voluntarily. Theresa May admitted that the scheme had been a mistake and too “blunt”. Indeed, it was a ‘stunt’ designed to reassure the ‘native’ population that their government was getting tough, and it was not repeated, but the overall ‘hostile environment’ policy it was part of continued into the next majority Conservative government, leading to the illegal deportation of hundreds of ‘Windrush generation’ migrants from the Caribbean who had settled in Britain before 1968 and therefore lacked passports and papers identifying them as British subjects. The Tories repeated their promise on immigration more recently, in both David Cameron’s majority government of 2015 and Theresa May’s minority one of 2017, but are still failing to get levels down to tens of thousands. In fact, under Cameron, net immigration reached a record level of 330,000 per year, numbers which would fill a city the size of Coventry.

The movement of people, even before the European migration crisis of 2015, was of an entirely different quantity, quality and consistency from anything that the British Isles had experienced before, even in the postwar period. Yet the ‘nation of immigrants’ myth continued to be used to cover over the vast changes in recent years to pretend that history can be used to provide precedents for what has happened since the turn of the millennium. The 2011 Census could have provided an opportunity to address the recent transformation of British society but like other opportunities in the second half of the twentieth century to discuss immigration, it was missed. If the fact that ‘white Britons’ now comprised a minority of the London population was seen as a demonstration of ‘diversity’ then the census had shown that some London boroughs were already lacking in ‘diversity’, not because there weren’t enough people of immigrant origin but because there weren’t enough ‘white Britons’ still around to make those boroughs diverse.

Brexit – The Death of Diversity:

Since the 2011 Census, net migration into Britain has continued to be far in excess of three hundred thousand per year. The rising population of the United Kingdom is now almost entirely due to inward migration, and to higher birthrates among the predominantly young migrant population. In 2014 women who were born overseas accounted for twenty-seven per cent of all live births in England and Wales, and a third of all newborn babies had at least one overseas-born parent, a figure that had doubled since the 1990s. However, since the 2016 Brexit vote, statistics have shown that many recent migrants to Britain from the EU have been returning to their home countries so that it is difficult to know, as yet, how many of these children will grow up in Britain, or for how long. On the basis of current population trends, and without any further rise in net inward migration, the most modest estimate by the ONS of the future British population is that it will rise from its current level of sixty-five million to seventy million within a decade, seventy-seven million by 2050 and to more than eighty million by 2060. But if the post-2011 levels were to continue, the UK population would go above eighty million as early as 2040 and to ninety million by 2060. In this context, Douglas Murray asks the following rhetoric questions of the leaders of the mainstream political parties:

All these years on, despite the name-calling and the insults and the ignoring of their concerns, were your derided average white voters not correct when they said that they were losing their country? Irrespective of whether you think that they should have thought this, let alone whether they should have said this, said it differently or accepted the change more readily, it should at some stage cause people to pause and reflect that the voices almost everybody wanted to demonise and dismiss were in the final analysis the voices whose predictions were nearest to being right.

An Ipsos poll published in July 2016 surveyed public attitudes towards immigration across Europe. It revealed just how few people thought that immigration has had a beneficial impact on their societies. To the question, Would you say that immigration has generally had a positive or negative impact on your country? very low percentages of people in each country thought that it had had a positive effect. Britain had a comparatively positive attitude, with thirty-six per cent of people saying that they thought it had had a very or fairly positive impact. Meanwhile, on twenty-four per cent of Swedes felt the same way and just eighteen per cent of Germans. In Italy, France and Belgium only ten to eleven per cent of the population thought that it had made even a fairly positive impact on their countries. Despite the Referendum result, the British result may well have been higher because Britain had not experienced the same level of immigration from outside the EU as had happened in the inter-continental migration crisis of the previous summer.

Indeed, the issue of immigration as it affected the 2016 Referendum in Britain was largely about the numbers of Eastern European migrants arriving in the country, rather than about illegal immigrants from outside the EU, or asylum seekers. Inevitably, all three issues became confused in the public mind, something that UKIP (United Kingdom Independence Party) used to good effect in its campaigning posters. The original version of the poster above, featuring UKIP leader Nigel Farage, caused considerable controversy by using pictures from the 2015 Crisis in Central-Eastern Europe to suggest that Europe was at ‘Breaking Point’ and that once in the EU, refugees and migrants would be able to enter Britain and settle there. This was untrue, as the UK is not in the ‘Schengen’ area. Campaigners against ‘Brexit’ pointed out the facts of the situation in the adapted internet poster. In addition, during the campaign, Eastern European leaders, including the Poles and the Hungarians, complained about the misrepresentation of their citizens as ‘immigrants’ like many of those who had recently crossed the EU’s Balkan borders in order to get to Germany or Sweden. As far as they were concerned, they were temporary internal migrants within the EU’s arrangements for ‘freedom of movement’ between member states. Naturally, because this was largely a one-way movement in numeric terms, this distinction was lost on many voters, however, as ‘immigration’ became the dominant factor in their backing of Brexit by a margin of 52% to 48%.

In Britain, the issue of Calais remained the foremost one in discussion in the autumn of 2016. The British government announced that it was going to have to build a further security wall near to the large migrant camp there. The one-kilometre wall was designed to further protect the entry point to Britain, and specifically to prevent migrants from trying to climb onto passing lorries on their way to the UK. Given that there were fewer than 6,500 people in the camp most of the time, a solution to Calais always seemed straightforward. All that was needed, argued activists and politicians, was a one-time generous offer and the camp could be cleared. But the reality was that once the camp was cleared it would simply be filled again. For 6,500 was an average day’s migration to Italy alone.

In the meantime, while the British and French governments argued over who was responsible for the situation at Calais, both day and night migrants threw missiles at cars, trucks and lorries heading to Britain in the hope that the vehicles would stop and they could climb aboard as stowaways for the journey across the Channel. The migrants who ended up in Calais had already broken all the EU’s rules on asylum in order to get there. They had not applied for asylum in their first country of entry, Greece, nor even in Hungary. Instead, they had pushed on through the national borders of the ‘Schengen’ free passage area (see map above right) until they reached the north of France. If they were cold, poor or just worse off, they were seen as having the right to come into a Europe which could no longer be bothered to turn anyone away.

The Disintegration of Multiculturalism, ‘Parallel Development’ & the Populist Reaction in Britain:

After the 9/11 attacks on the USA, the wars in Iraq and Afghanistan and the 7/7 London bombings, there was no bigger cultural challenge to the British sense of proportion and fairness than the threat of ‘militant Islam’. There were plenty of angry young Muslim men prepared to listen to fanatical ‘imams’ and to act on their narrow-minded and bloodthirsty interpretations of ‘Jihad’. Their views, at odds with those of the well-established South Asian Muslim communities referred to above, were those of the ultra-conservative ‘Wahhabi’ Arabs and Iranian mullahs who insisted, for example, on women being fully veiled. But some English politicians, like Norman Tebbit, felt justified in asking whether Muslim communities throughout Britain really wanted to fully integrate. Would they, in Tebbit’s notorious ‘test’, support the English Cricket team when it played against Pakistan?

Britain did not have as high a proportion of Muslims as France, and not many, outside London and parts of the South East, of Arab and North African origin. But the large urban centres of the Home Counties, the English Midlands and the North of England had third generation Muslim communities of hundreds of thousands. They felt like they were being watched in a new way and were perhaps right to feel more than a little uneasy. In the old industrial towns on either side of the Pennines and in areas of West London there were such strong concentrations of Muslims that the word ‘ghetto’ was being used by ministers and civil servants, not just, as in the seventies and eighties, by rightwing organisations and politicians. White working-class people had long been moving, quietly, to more semi-rural commuter towns in the Home Counties and on the South Coast.

But those involved in this ‘white flight’, as it became known, were a minority if polling was an accurate guide. Only a quarter of Britons said that they would prefer to live in white-only areas. Yet even this measure of ‘multiculturalism’, defined as ‘live and let live’, was being questioned. How much should the new Britons ‘integrate’ or ‘assimilate’, and how much was the retention of traditions a matter of their rights to a distinctive cultural identity? After all, Britain had a long heritage of allowing newcomers to integrate on their own terms, retaining and contributing elements of their own culture. Speaking in December 2006, Blair cited forced marriages, the importation of ‘sharia’ law and the ban on women entering certain mosques as being on the wrong side of this line. In the same speech he used new, harder language. He claimed that, after the London bombings, …

“… for the first time in a generation there is an unease, an anxiety, even at points a resentment that outr very openness, our willingness to welcome difference, our pride in being home to many cultures, is being used against us … Our tolerance is what makes is part of what makes Britain, Britain. So conform to it; or don’t come here. We don’t want the hate-mongers … If you come here lawfully, we welcome you. If you are permitted to stay here permanently, you become an equal member of our community and become one of us.”

His speech was not just about security and the struggle against terrorism. He was defining the duty to integrate. Britain’s strong economic growth over the previous two decades, despite its weaker manufacturing base, was partly the product of its long tradition of hospitality. The question now was whether the country was becoming so overcrowded that this tradition of tolerance was finally eroding. England, in particular, had the highest population density of any major country in the Western world. It would require wisdom and frankness from politicians together with watchfulness and efficiency from Whitehall to keep the ship on an even keel. Without these qualities and trust from the people, how can we hope for meaningful reconciliation between Muslim, Christian, Jew and Humanist?; between newcomers, sojourners, old-timers and exiles?; between white Europeans, black Africans, South Asians and West Indians?

In January 2011, a gang of nine Muslim men, seven of Pakistani heritage and two from North Africa, were convicted and sentenced at the Old Bailey in London for the sex trafficking of children between the ages of eleven and fifteen. One of the victims sold into a form of modern-day slavery was a girl of eleven who was branded with the initial of her ‘owner’ and abuser: ‘M’ for Mohammed. The court heard that he had branded her to make her his property and to ensure others knew about it. This did not happen in a Saudi or Pakistani backwater, nor even in one of the northern English towns that so much of the country had forgotten about until similar crimes involving Pakistani heritage men were brought to light. This happened in Oxfordshire between 2004 and 2012. Nobody could argue that gang rape and child abuse are the preserve of immigrants, but these court cases and the official investigations into particular types of child-rape gangs, especially in the case of Rotherham, have identified specific cultural attitudes towards women, especially non-Muslim women, that are similar to those held by men in parts of Pakistan. These have sometimes been extended into intolerant attitudes toward other religions, ethnic groups and sexual minorities. They are cultural attitudes which are anathema to the teachings of the Qu’ran and mainstream Imams, but fears of being accused of ‘racism’ for pointing out such factual connections had been at least partly responsible for these cases taking years to come to light.

British Muslims and members of the British-Pakistani community condemned both the abuse and that it had been covered up. Nazir Afzal (pictured right), Chief Crown Prosecutor of the Crown Prosecution Service (CPS) for North West England from 2011–2015, himself a Muslim, made the decision in 2011 to prosecute the Rochdale child sex abuse ring after the CPS had turned the case down. Responding to the Jay report, he argued that the abuse had no basis in Islam:

“Islam says that alcohol, drugs, rape and abuse are all forbidden, yet these men were surrounded by all of these things. … It is not the abusers’ race that defines them. It is their attitude toward women that defines them.”

Even then, however, in the Oxfordshire case, the gangs were described as ‘Asian’ by the media, rather than as men of Pakistani and Arabic origin. In addition, the fact that their victims were chosen because they were not Muslim was rarely mentioned in court or dwelt upon by the press. But despite sections of the media beginning focus on Pakistani men preying on young white girls, a 2013 report by the UK Muslim Women’s Network found that British Asian girls were also being abused across the country in situations that mirrored the abuse in Rotherham. The unfunded small-scale report found 35 cases of young Muslim girls of Pakistani-heritage being raped and passed around for sex by multiple men. In the report, one local Pakistani women’s group described how Pakistani-heritage girls were targeted by taxi drivers and on occasion by older men lying in wait outside school gates at dinner times and after school. They also cited cases in Rotherham where Pakistani landlords had befriended Pakistani women and girls on their own for purposes of sex, then passed on their name to other men who had then contacted them for sex. The Jay Report, published in 2014, acknowledged that the 2013 report of abuse of Asian girls was ‘virtually identical’ to the abuse that occurred in Rotherham, and also acknowledged that British Asian girls were unlikely to report their abuse due to the repercussions on their family. Asian girls were ‘too afraid to go to the law’ and were being blackmailed into having sex with different men while others were forced at knife-point to perform sexual acts on men. Support workers described how one teenage girl had been gang-raped at a party:

“When she got there, there was no party, there were no other female members present. What she found was that there were five adults, their ages ranging between their mid-twenties going on to the late-forties and the five men systematically, routinely, raped her. And the young man who was supposed to be her boyfriend stood back and watched”.

Groups would photograph the abuse and threaten to publish it to their fathers, brothers, and in the mosques, if their victims went to the police.

In June 2013, the polling company ComRes carried out a poll for BBC Radio 1 asking a thousand young British people about their attitudes towards the world’s major religions. The results were released three months later and showed that of those polled, twenty-seven per cent said that they did not trust Muslims (compared with 15% saying the same of Jews, 13% of Buddhists, and 12% of Christians). More significantly, perhaps, forty-four per cent said that they thought Muslims did not share the same views or values as the rest of the population. The BBC and other media in Britain then set to work to try to discover how Britain could address the fact that so many young people thought this way. Part of the answer may have had something to do with the timing of the poll, the fieldwork being carried out between 7-17 June. It had only been a few weeks before this that Drummer Lee Rigby, a young soldier on leave from Afghanistan, had been hit by a car in broad daylight outside an army barracks in South London, dragged into the middle of the road and hacked to death with machetes. The two murderers, Michael Adebolajo and Michael Adebowale, were Muslims of African origin who were carrying letters claiming justification for killing “Allah’s enemies”. It’s therefore reasonable to suppose that, rather than making assumptions about a religious minority without any evidence, those who were asked their opinions connected Muslims with a difference in basic values because they had been very recently associated with an act of extreme violence on the streets of London.

Unfortunately, attempts to provide a more balanced view and to separate these acts of terrorism from Islam have been dwarfed by the growing public perception of a problem which will not simply go away through the repetition of ‘mantras’. The internet has provided multiple and diverse sources of information, but the simple passage of the various events related above, and the many others available examples, have meant that the public have been able to make their own judgements about Islam, and they are certainly not as favourable as they were at the start of the current century. By 2015, one poll showed that only thirty per cent of the general public in Britain think that the values of Islam are ‘compatible’ with the values of British society. The passage of terrorist events on the streets of Europe continued through 2016 and 2017. On 22 March 2017, a 52-year-old British born convert to Islam, Khalid Masood, ploughed his car across Westminster Bridge, killing two tourists, one American and the other Romanian, and two British nationals. Dozens more were injured as they scattered, some falling into the River Thames below. Crashing into the railings at the side of Parliament, Masood then ran out of the hired vehicle and through the gates of the palace, where he stabbed the duty policeman, PC Keith Palmer, who died a few minutes later. Masood was then shot dead by armed police, his last phone messages revealing that he believed he was “waging jihad.” Two weeks later, at an inter-faith ‘Service of Hope’ at Westminster Abbey, its Dean, the Very Reverend John Hall, spoke for a nation he described as ‘bewildered’:

What could possibly motivate a man to hire a car and take it from Birmingham to Brighton to London, and then drive it fast at people he had never met, couldn’t possibly know, against whom he had no personal grudge, no reason to hate them and then run at the gates of the Palace of Westminster to cause another death? It seems that we shall never know.

Then on 22 May thousands of young women and girls were leaving a concert by the US pop singer Ariana Grande at Manchester Arena. Waiting for them as they streamed out was Salman Abedi, a twenty-two-year-old British-born man, whose Libyan parents had arrived in the UK in the early nineties after fleeing from the Gadaffi régime. In the underground foyer, Abedi detonated a bomb he was carrying which was packed with nuts, bolts and other shrapnel. Twenty-two people, children and parents who had arrived to pick them up, were killed instantly. Hundreds more were injured, many of them suffering life-changing wounds. Then, in what began to seem like a remorseless series of events, on 3 June three men drove a van into pedestrians crossing London Bridge. They leapt out of it and began slashing at the throats of pedestrians, appearing to be targeting women in particular. They then ran through Borough Market area shouting “this is for Allah”. Eight people were murdered and many more seriously injured before armed police shot the three men dead. Two of the three, all of whom were aged twenty to thirty, were born in Morocco. The oldest of them, Rachid Redouane, had entered Britain using a false name, claiming to be a Libyan and was actually five years older than he had pretended. He had been refused asylum and absconded. Khurram Butt had been born in Pakistan and had arrived in the UK as a ‘child refugee’ in 1998, his family having moved to the UK to claim asylum from ‘political oppression’, although Pakistan was not on the UNHCR list.

On the evening of 19 June, at end of the Muslim sabbath, in what appeared to be a ‘reprisal’, a forty-seven-year-old father or four from Cardiff drove a van into crowds of worshippers outside Finsbury Park mosque who were crossing the road to go to the nearby Muslim Welfare House. One man, who had collapsed on the road and was being given emergency aid, was run over and died at the scene. Almost a dozen more were injured. Up to this point, all the Islamist terror attacks, from 7/7/2005 onwards, had been planned and carried out by ‘home-grown’ terrorists. Even the asylum seekers involved in the June attack in London had been in the country since well before the 2015 migration crisis. But in mid-September, an eighteen-year-old Iraqi who arrived in the UK illegally in 2015, and had been living with British foster parents ever since, left a crudely-manufactured bomb on the London Underground District line during the rush hour when the carriages were also crowded with schoolchildren. The detonator exploded but failed to ignite the home-made device itself, leading to flash burns to the dozens of people in the carriage. A more serious blast would have led to those dozens being taken away in body bags, and many more injured in the stampede which would have followed at the station exit with its steep steps. As it was, the passengers remained calm during their evacuation, but the subsequent emphasis on the ubiquitous Blitz slogan ‘Keep Calm and Carry On!’

Conclusion: Brexit at its ‘Best’.

Of course, it would have been difficult to predict and prevent these attacks, either by erecting physical barriers or by identifying individuals who might be at risk from ‘radicalisation’, much of which takes place online. Most of the attackers had been born and radicalised in the UK, so no reinforcements at the borders, either in Calais or Kent would have kept them from enacting their atrocities. But the need for secure borders is not simple a symbolic or psychological reinforcement for the British people if it is combined with a workable and efficient asylum policy. We are repeatedly told that one of the two main reasons for the 2016 referendum decision for Britain to leave the EU was in order to take back control of its borders and immigration policy, though it was never demonstrated how exactly it had lost control of these, or at least how its EU membership had made it lose control over them.

There are already signs that, as much due to the fall in the value of the pound since Brexit as to Brexit itself, many Eastern European migrants are returning to their home countries, but the vast majority of them had already declared that they did not intend to settle permanently in the UK. The fact that so many came from 2004 onwards was entirely down to the decision of the British government not to delay or derogate the operation of the accession treaties. But the reality remains that, even if they were to be replaced by other European ‘immigrants’ in future, the UK would still need to control, as ever, the immigration of people from outside the EU, including asylum seekers, and that returning failed or bogus applicants would become more difficult. So, too, would the sharing of intelligence information about the potential threats of terrorists attempting to enter Britain as bogus refugees. Other than these considerations, the home-grown threat from Islamist terrorists is likely to be unaffected by Brexit one way or another, and can only be dealt with by anti-radicalisation strategies, especially through education and more active inter-cultural community relations aimed at full integration, not ‘parallel’ development.

‘Populism’

Since the Brexit referendum in 2016 and the election of Donald Trump, it seems that journalists just cannot get enough of Populism. In 1998, the Guardian published about three hundred articles that contained the term. In 2015, it was used in about a thousand articles, and one year later this number had doubled to almost two thousand. Populist parties across Europe have tripled their vote in Europe over the past twenty years and more than a quarter of Europeans voted populist in their last elections. So, in deciding to leave the EU, the British are, ironically, becoming more like their continental cousins in supporting populist causes and parties. In a recent article in The Guardian Weekly, (30 November 2018), Fintan O’Toole, a columnist for The Irish Times, points out that for many pro-Brexit journalists and politicians Brexit takes the form of a populist ‘Britain alone’ crusade (see the picture and text below) which has been endemic in Britain’s political discourse about Europe since it joined ‘the common market’ in 1973:

Europe’s role in this weird psychodrama is entirely pre-scripted. It doesn’t greatly matter what the European Union is or what it is doing – its function in the plot is to be a more insiduous form of nazism. This is important to grasp, because one of the key arguments in mainstream pro-Brexit political and journalistic discourse would be that Britain had to leave because the Europe it had joined was not the Europe it found itself part of in 2016…

… The idea of Europe as a soft-Nazi superstate was vividly present in 1975, even when the still-emerging EU had a much weaker, less evolved and less intrusive form…

Yet what brings these disparate modes together is the lure of self-pity, the weird need to dream England into a state of awful oppression… Hostility to the EU thus opens the way to a bizarre logic in which a Nazi invasion would have been, relatively speaking, welcome…

It was a masochistic rhetoric that would return in full force as the Brexit negotiations failed to produce the promised miracles.

Certainly, the rejection of Mrs May’s deal in the House of Commons by large numbers of ‘Brexiteer’ MPs from her own Conservative Party was largely, by their own admission, because they felt they could not trust the assurances given by the Presidents of the Council and Commission of the European Union who were, some MPs stated, trying to trick them into accepting provisions which would tie the UK indefinitely to EU regulations. It is undoubtedly true that the British people mostly don’t want to spend any more time arguing about Brexit. But when ‘leavers’ and ‘remainers’ are united only in disliking Mrs May’s solution, that offers no way forward. The Brexiteers can only offer a “managed no deal” as an alternative, which means just strapping on seat belts as your car heads for the cliff edge. Brexit has turned out to be an economic and political disaster already, fuelling, not healing the divisions in British society which have opened up over the last twenty years, and have widened into a chasm in the last six years since the triumph of the London Olympics and the Diamond Jubilee Celebrations. The extent of this folly has grown clearer with each turn of the page. But the ending is not fully written.

The Trauma of the War in the Twenties and Thirties:

The traumatic effects of loss were also clearly visible on many inter-war politicians like Neville Chamberlain (seen here, on the right, in 1923, as the new Minister of Health and Local Government) and Anthony Eden, who on one occasion, had once sorted through a heap of dead bodies to identify them.

Like Chamberlain, Prime Minister in 1936-40, most Britons feared a repetition of the First World War, so the psychological trauma resulting from the sacrifices that it eventually involved was of a different order and type, including the fear of aerial bombing. As Arthur Marwick wrote on the fiftieth anniversary of the Armistice, all war is…

… a matter of loss and gain: loss of life and limb and capital; gain of territory, indemnities and trade concessions. War is the supreme challenge to, and test of, a country’s military institutions, and, in a war of any size, a challenge to its social, political and economic institutions as well. War needs someone to do the fighting, and someone to furnish the weapons and food: those who participate in the war effort have to be rewarded. … War is one of the most intense emotional experiences… in which human beings as members of a community can be involved.

Arthur Marwick referred to a cluster of ‘sociological factors’ among the causes of the First World War, and historians have identified a similar set of causes of the Second World War, resulting from the effects of the First. What they had in mind were the psychological effects of the First World War, firstly the universal detestation and horror of war, and secondly the breakdown of accepted liberal values, a process which J. M. Roberts described as the shaking of liberal society.  In western Europe in the 1920s, this was a very real and painful process, working itself out into identifiable social, cultural and political effects. T. S. Eliot’s The Waste Land (1922) was a lament on the decadence of Western civilisation in which society had become ‘a heap of broken images’, a stained-glass window shattered into countless pieces that his poem attempted to put back together. The powerful wave of patriotism which had propelled Britain and France into the War had gone, and there was nothing to replace it.

C. E. Montague, a noted leader writer and critic for the Manchester Guardian was forty-seven when he enlisted in 1914, dying his grey hair to persuade the recruiting sergeant. After his return to England, he became disillusioned with the war and, in 1922, published Disenchantment, which prefigured much later critical writing about the war. He wrote of how, on 7 December 1918, two British privates of 1914, now captains attached to the staff, crossed the cathedral square in Cologne and gained their first sight of the Rhine, which had been the physical goal of effort, the term of endurance, the symbol of attainment and rest. Although the cease-fire order on Armistice Day had forbidden all fraternising…

… any man who has fought with a sword, or its equivalent, knows more about that than the man who blows the trumpet. To men who for years have lived like foxes or badgers, dodging their way from each day of being alive to the next, there comes back more easily, after a war, a tacit league that must, in mere decency, bind all those who cling precariously to life … Not everybody, not even every non-combatant in the dress of a soldier, had caught that shabby epidemic of spite. But it was rife. 

At the end of the 1920s, there was a spate of publications on the First World War. For example, Erich Maria Remarque’s All Quiet on the Western Front (1929), Robert Graves’ Goodbye to All That (1929) and Edmund Blunden’s Undertones of War (1929) had an important impact, and it was perhaps only in this 1929-35 period that the experience of the war was for the first time fully realised and digested. Allied to this growing ‘pacifism’ was a deep dislike for the old pre-1914 balance of power and alliance system, which many believed had brought about the war in 1914. The resulting loss of identity left the two Western democracies extremely vulnerable to attacks from the extreme right and extreme left at home and abroad. Just as in the approach to 1914, the ‘will to war’, so well exemplified in the literature of the time, helped to mould a climate of opinion in favour of war, so in the 1920s and 1930s a ‘will to peace’ developed which marked opinion in Britain, France and the United States which prevented an effective response to the threats posed by Italy, Germany and Japan.

In the 1930s, too, the writer Arthur Mee identified thirty-two villages in England and Wales that had not lost a man in the First World War. They were known as the “Thankful Villages”. In every other parish, there were widows, orphans and grieving parents; it is not an exaggeration to say that every family in the British Isles was affected, if not by the loss of a husband, son or brother, then by the death, wounds or gassing of someone near to them. And most of this slaughter had taken place in Europe, the birthplace of the Renaissance and the Enlightenment and, in recent centuries at least, the world’s leading continent in science, medicine and philosophy. Something was still missing in the thirties, along with the lost generation of young men, who by then would have been husbands and fathers. Just as it took families years to assimilate their traumatic losses, so the nation took decades to do the same, as has been shown by America’s more recent struggle to come to terms with the Vietnam War. Then, at a moment when Europe might finally have comprehended the events of 1914-18, it found itself at war again.

The breakdown of accepted liberal values left Britain and France in a defensive, introspective state, ill-equipped to respond to the challenge of Fascism. But when the Nazis tried to bully and intimidate Europe into submission, it made people look at the war of 1914-18 in a new light. Somehow Hitler’s actions made the motives of the Germany of 1914 seem clearer and the First World War seem more justifiable. It also made the death of all those young men in the earlier war seem all the more tragic, since the Allied politicians of 1918-39 had thrown away what little the soldiers had gained. But the revulsion from war was so strong that although public opinion in Britain and France was changing after 1936, it took a series of German and Italian successes to bring about the fundamental shift in opinion which manifested itself after Hitler’s Prague coup on 14 March 1939.  Even then, the Manchester Guardian reported on 2 August that year, on the twenty-fifth anniversary of the outbreak of the First World War,  that a Nazi party newspaper had compared the economic situation then with the 1 August 1914, arriving at the conclusion that the western powers were not in as good a position as they had been twenty-five years previously.

Herbert Read (1893-1968) expressed some of these confused feelings in his poem, To a conscript of 1940, which he wrote soon after the beginning of the Second World War, as the title suggests. In an unusual mood he argues that the bravest soldier is the one who does not really expect to achieve anything:

A column from the East Yorkshire Regiment marches into battle.

Read was born at Kirbymoorside, in the remote eastern hills of the North Riding of Yorkshire in 1893. He earned his living for some years as a bank clerk in Leeds, before becoming a student of law at Leeds University. He joined the Yorkshire Regiment, the Green Howards, from the University Officers’ Training Corps. He fought in France for three years with the regiment and won the MC and the Distinguished Service Order (DSO). He wrote many important books on prose style, art appreciation and other cultural topics. As a poet, he was a consistent admirer of the Imagists, who revolted against what they saw as the unreal poetic language of the Georgians, making use of precise, vital images. He wrote most of his poetry in the 1930s by which time the Imagists had achieved wide acceptance.

In Memorium – Unknown & ‘Missing’ Warriors:

At the end of the war, the Empire’s death-roll had reached 900,000. More than two million were wounded. And it was only in January 1919 that another man died as the result of a bullet wound received in France in 1918, perhaps the last of the war dead. On Armistice Day, 1920, George V unveiled the Cenotaph, the “empty tomb”. It took the place of the temporary memorial that had been erected for the Peace celebrations in July 1919 (pictured above); Sir Edward Lutyens, who designed it, deliberately omitted any religious symbol because the men it commemorated were of all creeds and none. The concept of ‘ The Unknown Warrior’ was first suggested by J. B. Wilson, the News Editor of the Daily Express in the issue of 16 September 1919. He wrote:

Shall an unnamed British hero be brought from a battlefield in France and buried beneath the Cenotaph in Whitehall?

The suggestion was adopted, but Westminster Abbey, not Whitehall, was chosen as the resting place. Early in November 1920, the bodies of six unknown men, killed in action at each of the four battles of Aisne, the Somme, Arras and Ypres were brought to a hut at St. Pol, near Arras. The Unknown Warrior who was to receive an Empire’s homage was chosen by an officer who, with closed eyes, rested his hand on one of the six coffins. This was the coffin which was brought to England and taken to Westminster Abbey where it was placed in the tomb of the Unknown Warrior on 11 November, in a service following the unveiling of the Cenotaph by King George V (shown above). The tomb was built as a permanent tribute to those soldiers who have no named gravestone. France, the USA and Italy also created similar memorials.

Just before midday on 10 November, HMS Verdun, with an escort of six destroyers, left Boulogne with the Unknown Warrior. The destroyer Vendetta met them half-way with its White Ensign astern at half-mast.

Each evening at 8 p.m. traffic is stopped at the Menin Gate Memorial in Ypres for a ceremony where the Last Post is played. This bugle call was played at the end of each ‘normal’ day in the British Army but has taken on a deeper significance at remembrance services as a final farewell to the dead. The commemoration has taken place every evening (apart from during the Second World War) since 1928. The Memorial displays the names of 54,415 Commonwealth soldiers who died at Ypres and have no known grave. In 2018, a bugle found among the possessions of Wilfred Owen went on display at the Imperial War Museum. He removed it from the body of one of the men in his battalion who was killed in action before he was in 1918. British and South African soldiers numbering 72,203 who died at the Somme with no known grave are commemorated at the Thiepval Memorial within the site of the battlefield. A programme of building memorials and cemeteries had begun straight after the war, and there were soon over fifty-four thousand of them throughout the United Kingdom. Every sizeable village and town possesses one, at which wreaths of poppies are laid every Remembrance Sunday. The Newburgh War Memorial in Fife bears the names of seventy-six men from this small Scottish town who were killed. Their names are listed below:

Because of the way men were recruited in 1914, in “pals’ battalions” drawn from particular towns and villages, some of these lost almost their entire population of young men. In these places, there was also almost an entire generation of women of widows and ‘spinsters of this parish’ who never married.

The events of 1939-45 were commemorated more vigorously and immediately – in cinema and Boys’ Own narrative and, over a longer period and to a different end, by the persistence of Jewish community leaders and historians.

By the 1960s, a new generation began to look at the First World War in a new way. It was not the living memory of the First World War that had gone missing (there were, after all, plenty of not-very-old men alive to talk about it – as many did, to the BBC for its series in 1964); it was more that there did not seem to be a way of thinking clearly about it. The poetry of Ted Hughes expressed the spirit that also made books and plays and television programmes about the First World War fashionable in 1964. Hughes found in its soldiers’ admirable qualities a positive vitality and a violent power that he found lacking in modern urban life. At the same time, he believed in the essential goodness of our powerful instinctive impulses. It was in that sense that he found the war exciting, too different from the tragedies of nuclear warfare to be recognizable as the same thing. He once said that what excited his imagination was the war between vitality and death.

In the fifty years that had elapsed since Wilfred Owen’s death, his poems and those of Sassoon appealed to a smaller public than those of Brooke, but they did retain a degree of popularity. Then, in the sixties, their literary reputation grew steadily in the eyes of critics and scholars alongside their increasing popularity with the common reader. There were two reasons for this: firstly, in 1964 the fiftieth anniversary of the outbreak of war in 1914 triggered off a series of books, television programmes and stage shows that made the First World War a fashionable topic; secondly, the war in Vietnam seemed to repeat some of the features of the earlier war, such as its lack of military movement, and its static horrors for the private soldier.

The first performance of Joan Littlewood’s Theatre Workshop production of Oh! What a Lovely War took place just before the fiftieth anniversary, at The Theatre Royal, Stratford East, on 19 March 1963, and then transferred to Wyndham’s Theatre, London in June of that year. In 1964 it transferred to Broadway. The original idea for the musical came from Gerry Raffles, Littlewood’s partner. He had heard a BBC radio programme about the songs of the First World War and thought it would be a good idea to bring these songs to the stage to show the post-World War Two generation that war was not the thing of glory that it was being presented as, at that time. Over a period of time, four writers were commissioned to write a script, but Raffles and Littlewood were unhappy with all of them and decided to give the acting company the task of researching into aspects of the War and then working these into improvised sketches that referenced the findings of that research. Joan Littlewood’s original production was designed to resemble an ‘end of pier’ show,  the sort of seaside variety in the style of music hall entertainment which was popular in late Victorian and Edwardian times. To this end, all her cast members wore Pierrot costumes and none wore ‘khaki’ because, as Littlewood herself put it, war is only for clowns. She was an exponent of ‘agitprop’, a method of spreading political propaganda through popular media such as literature, plays and films.

A world war was not something that most of Littlewood’s younger audiences had experienced directly, except perhaps as very young children, though many were familiar with it through the experiences and stories of parents and grandparents, and would also have heard many of the songs used in the show. The ‘music hall’ or ‘variety show’ format was still familiar to many through the new medium of television, and the play was designed to emphasise that the war was about ordinary individuals who chose to wear the emblems of their country and make the ultimate sacrifice for it. From a historical standpoint, however, the play tended to recycle popular preconceptions and myths which all effective propaganda is based on. As a satirical ‘knees-up’ it seemed to acknowledge that the remembrance of the First World War had reached a cultural cul-de-sac. As a play which is designed to reflect the impact of the horror of modern warfare on the everyday life of the private soldier, it has its strengths as well as its limitations.

The villains of the piece are, clearly, the non-combatant officer classes, including the generals and the myth of ‘lions led by donkeys’ is one of the key themes of the play, but this has now been widely debunked by historians. Nevertheless, the First World War was, for the most part, a war of attrition in which huge numbers of men had to pay the ultimate price for military mistakes and minimal gains. In this sense, the play still does a useful job in encouraging audiences to consider for themselves the human cost of war and its impact on individuals. In 1969, Richard Attenborough marked his debut as a film director with his version of the play and, although most of the songs and two scenes from the play remain, the film version bears very little resemblance to the original concept. Despite its stellar cast, many see the film as a travesty of the stage show.

The Last Casualty on the Western Front:

On 11 August 1998, almost eighty years after the armistice, Lieutenant Corporal Mike Watkins of the Royal Logistics Corps was killed when a tunnel he was investigating at Vimy Ridge collapsed.  Watkins had been a bomb disposal expert in Northern Ireland and the Falklands and had carried out work left under First World War battle sites. As far as we know, he was the last casualty of that great conflict.

The Verdict of Historians – Finding a Language of Understanding and Remembrance:

After a hundred years of commemorating the Great War, it may be that, belatedly, we have found a language and a way of understanding, or at least remembering in an informed and enlightened way, the real and diverse experiences of those lost legions. This has emerged from a dispute about what exactly, a hundred years on, we should actually be commemorating. The silence of the mid-twentieth century meant that, in the popular imagination, the witness of the poets loomed larger than some historians thought it warranted. One of Wilfred Owen’s best poems, by critical acclaim, was entitled Futility, but its use as a by-word for the First World War in popular culture has irked ‘revisionist’ historians. To put the debate at its simplest: on the one hand, there is a vein of literary writing that began with Owen and presents the experience of the War as so terrible, so unprecedented and so depressing that it stands outside the normal considerations of history. Professional historians disagree with this, and narratives influenced by this belief, including recent novels such as Pat Barker’s Regeneration Trilogy and Sebastian Faulks’ Birdsong, are viewed by some historians as having failed to do justice to the average soldier’s devotion to what he believed, wrongly or rightly, to be a just cause.

As Britain began to gear itself up for the centenary commemorations in about 2012, a group of historians, including Margaret MacMillan, Max Hastings, Gary Sheffield and Hew Strachan, who disagree on many points, agreed on one purpose: that Britain should be weaned from its dependence on the “poets’ view”. They argued that the fact is that the majority of the British public supported the war and that Wilfred Owen went to his grave a week before the armistice with an MC for conspicuous bravery in pursuit of the justice of the cause he signed up for. The historians of the First World War also argued that idea that great powers “sleepwalked” into war is a misinterpretation: German militarism and expansionism needed to be curbed, and a war between Britain and Germany over the control of the seas became inevitable after the German invasion of Belgium and its threat to the Channel ports.

Writing in the Sunday Times on 11 November 2018, Niall Ferguson (pictured above) seems to take issue with this view. He pointed out that to his generation (also mine) the First World War was ‘not quite history’. His grandfather, John Ferguson had joined up at the age of seventeen and fought on the western front as a private in the Seaforth Highlanders. He was one of the lucky ones who survived and returned, though not unscarred. He was shot through the shoulder by a German sniper. He also survived a gas attack, though his lungs suffered permanent damage. His most vivid recollection was of a German attack. As the enemy advanced towards them, he and his comrades were preparing for the order to go over the top, fixing bayonets, when at the last moment the command was given to another regiment instead. So heavy were that regiment’s casualties, that John Ferguson felt sure that he would have been killed if it had been the Seaforth’s turn. A fact that never fails to startle his grandson was that of the 722,785 men from the United Kingdom who did not come back alive, just under half were aged between sixteen and twenty-four.

Niall Ferguson has argued that the current generation of seventeen-year-olds is exposed to a different sort of enemy – ‘dangerous nonsense’ about the First World War. In the run-up to the Centenary Commemorations, he encountered four examples of this. The first of these he summarises as the view that… despite the enormous sacrifices of life … the war was worth fighting. Ferguson argues that an unprepared Britain would have been better off staying out or at least delaying its intervention. He counters with ten points that he would like all his children to understand in terms of what happened to their great-grandfather’s generation. First of all, the war was not “for civilisation”, as claimed on John Ferguson’s Victory Medal. It was a war for predominance between the six great European empires – the British, the French and the Russian against the German, the Austrian and the Ottoman. It broke out because all the leaders miscalculated that the costs of inaction would exceed the costs of war.

It was also a myth, he claims, that the war was fought mainly by infantrymen going ‘over the top’. It was fought mainly by artillery, shellfire causing 75% of casualties. The war-winning weapons were not poison gas or tanks so much as the improvements in artillery tactics, especially the ‘creeping barrage’ in the final offensive. Neither were the Germans doomed to lose. By mid-1917 the French were finished as an attacking force and German U-boats were sinking frightening numbers of the ships supplying Britain. With Russia consumed by Revolution, a German victory seemed possible as late as the spring of 1918. Certainly, their allies in the Triple Alliance were weak: Austria-Hungary, Turkey and Bulgaria. Their excessive use of submarine welfare in the Atlantic made American intervention likely. Fifthly, the Germans were at a massive disadvantage in economic terms. The Entente empires were bigger, the powers had bigger economies and budgets, and greater access to credit. However, the Germans were superior in killing or capturing their opponents. Overall, the Central Powers killed 35% more men than they lost, and their average cost of killing an enemy soldier was roughly a third of the other side’s.

According to Ferguson, the Germans ultimately lost because the British Army proved more resilient than theirs. Men such as John Ferguson simply would not give up, despite all the hardships they had to endure. Both patriotism and propaganda played a part in this, as did military discipline, but it also mattered that British officers were generally competent; that the average Tommy’s lot was made bearable by plentiful “plonk” and “fags”; that, despite high casualties, the bonds between “pals’ and “mates” endured. An eighth point he cites is that the German Army eventually fell apart during the summer and autumn of 1918 when it became clear that the resilience of Entente forces, bolstered by the arrival of the US troops made a German victory impossible. Beginning with the Battle of Amiens (8-11 August), the Germans lost the will to fight on and began to surrender in droves. Finally, the pandemonium with which the war ended with a series of revolutions and rebellions also brought about the disintegration of the great multi-ethnic empires, with only the Saxe-Coburgs surviving from among the royal dynasties of Europe. Communism seemed as unstoppable as the influenza pandemic which killed four times as many people as the war had.

In an article printed on the same day, Daniel Johnson echoes earlier historians in arguing that the Great War marked the moment when the nations of Europe first grasped the true meaning of total war. Every man, woman and child felt its effects. Johnson’s grandfather, an artist and teacher, never fully recovered from his service on the western front, where he was wounded three times and gassed twice. Most British families, he points out, had terrible stories to tell from the Great War. It afflicted not only those who fought and died, but also those who returned and those who remained behind. No-one who survived the slaughter could ever abide empty jingoistic slogans again. Conscription meant that one in four British men served in the forces, a far higher proportion than ever before. Almost everyone else was involved in the war effort in some way, and of the twenty million who died on both sides, there were as many civilians as soldiers. Women played a huge role everywhere, with the war finally settling the debate about women’s suffrage, although the vote was only granted to those with their own property, aged thirty and over.

Sebastian Faulks first visited the Somme battlefield some thirty years ago. He was walking in a wood on Thiepval Ridge when he came across a shell casing. This thing is still alive, he thought, if you care to look. He went over to the huge Lutyens stone memorial and looked at the names of the lost – not the dead, who are buried in the nearby cemeteries, but of the British and Empire men of whom no trace was ever found, their names reeling up overhead, like footnotes on the sky. He wondered what it had felt like to be a nineteen-year-old in a volunteer battalion on 30 June 1916, waiting and trusting that the seven-day artillery bombardment had cut the German wire; not knowing you were about to walk into a wall of machine gun fire, with almost sixty thousand casualties on 1 July alone. He wondered if one day the experience of these youngsters might be better understood and valued.

Gary Sheffield, Professor of War Studies at Wolverhampton University, believes that the Second World War was not an inevitable result of the ‘futile’ failures of the First. Rather, he thinks the two wars should be viewed as instalments of the same battle against German militarism, and that that struggle, in turn, should be seen in the longer perspective of European bloodshed going back through the Napoleonic campaigns to the Thirty Years’ War of 1618-48. The ‘poet’s view’ was epitomised by Henry James, who wrote that to see the static carnage of the Western Front as what the long years of European civilisation had all along been leading up to was “too sad for any words”. By contrast, the revisionist historian’s view is that the 1914-18 war was just another if egregious episode in Europe’s long-established and incurable bloodlust.

But the public appetite for commemoration has been spectacular, and diverse over the past four years, in non-poetic ways. The Heritage Lottery Fund (HLF) has awarded a hundred million to more than two thousand local community projects in which more than 9.4 million people have taken part. In addition, the efforts of 14-18 Now, which has commissioned work by contemporary artists during the four-year period, has led to the popular installations of the nationwide poppies tour, Blood Swept Lands and Seas of Red by Paul Cummins and Tom Piper, among other initiatives. Meanwhile, Philip Dolling, head of BBC events, reported that 82% of adult Britons had watched or heard some BBC Great War centenary programme, of whom 83% claimed to have learnt something. His colleague, Jane Ellison, thought the BBC’s greatest success had been with young audiences, helping them to see that the soldiers were not sepia figures from ‘history’, but young people just like them.

In researching for Birdsong, Faulks read thousands of letters, diaries and documents in the reading room of the Imperial War Museum. He remembered a buff file that came up from the basement, containing the papers of a private soldier on the Somme in June 1916. “There is going to be a big push,” one letter began, “and we are all excited. Don’t worry about me. Thumbs up and trusting to the best of luck.” Like most such letters, it was chiefly concerned with reassuring the people at home. But towards the end, the writer faltered.  “Please give my best love to Ma, Tom and the babies. You have been the best of brothers to me.” Then he gathered himself: “Here’s hoping it is au revoir and not goodbye!” But he had obviously not been able to let it go, and had written a PS diagonally across the bottom, “Don’t worry about me, I’ll be OK!” There was nothing after it in the file except a telegram of condolence from the king.

Ordinary men had been given a voice by the Education Act of 1870, providing them with an elementary schooling to the age of thirteen. Their witness was literate, poignant, but not ‘poetic’. It was authentic, unprecedented and, until recently, largely overlooked. But over the last forty years, they have been heard. Scholars of all kinds, editors, journalists and publishers have read, shared and reprinted their accounts; and the local activities funded through the HLF have uncovered innumerable different stories. They had not been missing; they were there all along, waiting to be discovered by ‘people’s remembrancers’. Faulks writes convincingly about their contribution:

The experience of the First World War was most valuably recorded not by historians or commanders, but by the butcher, the baker and candlestick maker. In what you can now discover in archives or online, there is no party line or school of thought. It was difficult to know how to value all this material, because what had been experienced for the first time by civilian-soldiers was not just any war… but the greatest bloodbath the world had ever seen. It was simply indigestible.

You cannot travel far in the history of war, especially 1914-18, before you stray into anthropology. What kind of creature could do these things? During the past hundred years, it is perhaps not only the events of 1914-18 but the nature of warfare and the human animal itself with which we have to grapple. That is the buried legacy of Kitchener’s citizen army.

Perhaps that is not just an anthropological question either, but a theological one, which is where the poets still make a valuable contribution. They also wrote letters, like those of Wilfred Owen as well as Roland Leighton and Vera Brittain, in which they questioned their hitherto-held beliefs in fundamental human goodness. Therefore the poets’ view is reconcilable with that of the ‘revisionist’ historians. Interestingly, in his ‘afterword’ to a recent new collection of war poetry in 2003, on the eve of the Iraq War, Andrew Motion wrote that Wilfred Owen had shown how it was still possible for war poets to celebrate individual acts of courage and to commemorate losses, but not to glorify conflict as such. Owen’s maxim, true poets must be truthful, Motion maintained, had held firm through the years, even in wars which are generally considered ‘just’, such as the Second World War. It also applied even more in the case of Holocaust commemoration poems and to Vietnam, or the Gulf War of 1990, or, we might add, to the wars in former Yugoslavia. ‘Pity’ and ‘truthfulness’ remain the crucial ingredients even – or especially – when the realities of war are blurred by euphemisms, such as ‘friendly fire’ or ‘collateral damage’. The best war poets, he argued…

… react to their experience of war, rather than simply acting in response to its pressures. They are mindful of the larger peace-time context even when dwelling on particular horrors; they engage with civilian as well as military life; they impose order and personality as these things are threatened; they insist on performing acts of the imagination when faced with barbarism. In this respect, and in spite of its variety, their work makes a common plea for humanity.   

The varied commemorations of the past five years have also made it substantially easier for young people, in particular, to form their own ideas of what happened and what its implications for their lives may be. But historians are not simply ‘people’s remembrancers’, as Niall Ferguson has pointed out. Reconciling historians’ expectations of the centenary and the feelings of the general public has been challenging. It has been suggesting that with the passing of the centenary of the armistice, it is time to review the way we remember the Great War. First of all, Faulks argues, there must always be a sense of grief. The War killed ten million men for reasons that are still disputed, and it was the first great trauma in the European century of genocide and the Holocaust.

According to the Sandhurst military historian John Keegan, the Battle of the Somme marked the end of an age of vital optimism in British life that has never been recovered. Professional historians have their eyes trained on the long view, but they can be drawn back to the moment and to the texture of authentic experience of the nineteen-year-old volunteer in Kitchener’s army. But historians do not have a monopoly of memorial acts (I always hated the assumption that history teachers like me should, automatically, be responsible for these ceremonies). Peter Jackson’s new film, They Shall Not Grow Old is the director’s attempt to stop the First World War from fading into history, placing interviews with servicemen who fought over footage from the Imperial War Museum’s archive. The colourised footage is remarkable, immediately bringing a new dimension to images of the living and the dead; combined with the emotional testimony of the veterans it is an immersive experience and a powerful new act of remembrance that keeps the conflict’s human face in sharp focus.

Commemorating the Centenary of the End of The Great War: Part One – The Legacy of a Lost Generation.   Leave a comment

Introduction – Testaments of Torment:

The main effect of the first world war was a loss on a scale that exceeded the Holocaust, together with the traumas that matched it. As many as nine million combatants from all warring nations were killed in action, at an average of over six thousand on every day of the war’s four-and-a-quarter years’ duration. It was a hell of mud, blood, barbed wire and broken bodies, as vast rows of artillery thundered tons of hot metal on to each already churned-up square metre of earth, tree and human remnant. Spectral memories of the lost men haunted the gleaming white cemeteries, memorials and shrines that sprang up, from Melbourne’s shrine of remembrance to Whitehall’s cenotaph to the battlefield graves and ossuaries at Douaumont and Thiepval. The founder of the Imperial War Graves Commission calculated that if Britain’s war dead were to have marched past Edwin Lutyens’ austere London monument, it would have taken three-and-a-half days before the rearguard trooped by. There were also fifteen million permanently blinded, crippled or maimed, as well as many others whose minds were so damaged they would never recover their equilibrium, and I have written about these survivors elsewhere.

Here I want to concentrate on the psychological torments of parents who lost sons during the conflict, wives who lost husbands, children who lost fathers and sisters who lost brothers. One of those who lost both brothers and lovers was Vera Brittain. Her first world war classic autobiography, Testament of Youth, told the story of the ‘lost generation’ wiped out in the trenches. It was first published in 1933 and remained influential in the late twentieth century, being made into an excellent BBC Television drama in the late seventies. She lost a number of her closest friends as well as her fiancé and brother in the conflict.

Testament of War – Letters of Vera Brittain & Roland Leighton:

003At the heart of Testament of Youth was Vera Brittain’s own anguished love affair with Roland Leighton, the dashing best friend of her brother at Uppingham School. Their letters were published in 1998 and revealed the unbearable poignancy of their relationship. Roland’s first letter to Vera from Uppingham on 15 July 1914 demonstrates just how quickly the plans of young people changed that summer:

I cannot tell you how much I enjoyed the two days you were here… You will let me know how you have got on in your exams, won’t you? I suppose I shall not see you again until October at Oxford.

Vera replied from her parents’ home in Buxton (in Derbyshire) that she thought she had failed her Latin exam and so would not be able to go up to Oxford that autumn. On the 29th, Roland wrote back that he would not give up hoping to see her at Oxford that October unless he knew for certain that she had not passed when the results came out at the end of August. But less than a week after he wrote this letter, Britain declared war on Germany. Roland and Vera’s brother, Edward, who had been sent home early from their Officers’ Training Corps summer camp at Aldershot, attempted to find temporary commissions in the army. Roland then wrote to Vera from his mother’s home in Lowestoft on 21 August 1914:

I am feeling very chagrined and disappointed at present. I expected Edward has told you that I have been trying for a temporary commission in the Regulars. On Tuesday it only remained for me to go up for my Medical Exam. I got on very well until they stuck up a board at the end of the room and told me to read off the letters on it. . I had to be able to read at least half, but found I could not see more than the first line of large letters. The Medical Officer was extremely nice about it, … but it was of no use … PS: You may be amused to hear that I am engaged in cultivating a moustache – as an experiment.

Vera wrote back immediately to express her sympathy with him over this rejection, but felt it was for the best as he could now exercise his ‘intellectual qualities’ at Oxford; they would be of little use to him in gaining promotion in the Army. Two days later, on 27 August, she wrote again to inform him that she had, after all, passed her Latin. She was much relieved at this, as she didn’t know how she could have endured the thought of you and Edward enjoying Oxford life and myself cut out of it for another year. Roland confirmed that he was now expecting to go up so that all three of them would be at Oxford together. But on 28 September, with just ten days to go before the start of term, he wrote to tell Vera that he could no longer say confidently that he would be at Oxford after all. He stood a good chance of being accepted into the 4th Norfolks and would know definitely within the week. He wrote that:

Anyhow, I don’t think in the circumstances I could easily bring myself to endure a secluded life of scholastic vegetation. It would seem a somewhat cowardly shirking of my obvious duty. In fact if I do not get to Oxford at all, as seems possible, I shall not much regret it – except that perhaps in that I shall miss the incidental pleasure of seeing you there. Of course, all being well, I could go up after everything is over. I feel, that I am meant to take some active part in this war. It is to me a very fascinating thing – something, if often horrible, yet very enobling and very beautiful, something whose elemental reality raises it above the reach of all cold theorising. You will call me a militarist. You may be right.

Vera replied, on 1 October, that she never expected him to want to go to Oxford; conditions were now very different from those of a month previously. She didn’t know whether his feelings about war were those of a ‘militarist’ or not: She had always called herself a non-militarist, yet the raging of these elemental forces fascinated her, horribly but powerfully, as it did him. Her mixed feelings about war were complicated by her being a woman:

… whether it is noble or barbarous I am quite sure that had I been a boy I should have gone off to take part in it long ago; indeed I have wasted many moments regretting that I am a girl. Women get all the dreariness of war & none of its exhilaration.

A week later, Roland was informed that he had been approved for a commission. In her next letter to him in mid-October, Vera wrote from Somerville College that he had been right in thinking that life at Oxford would have been difficult for him as an undergraduate in war-time. She didn’t know how those there could endure not to be in khaki. Roland’s mother took rooms in London at Christmas and Vera was invited to visit before New Year. On 1 January 1915, he wrote to her, thanking her for her visit:

It has been such a delight to be with you these past two days. I think I shall  always remember them in their wonderful incompleteness and unreality. When I left you I stood by the fountain in the middle of Piccadilly circus to see the New Year in. It was a glorious night, with a full moon so brightly white as to seem blue slung like an arc-lamp directly overhead. I had the feeling of extreme loneliness one is so often conscious of in a large crowd. There was very little demonstration: two Frenchmen standing up in a cab singing the Marseillaise: a few women and some soldiers behind me holding hands and softly humming ‘Auld Lang Syne’. When twelve ‘o’ clock struck there was only a little shudder among the crowd and a distant muffled cheer, and then everyone seemed to melt away again leaving me standing there with tears in my eyes and feeling absolutely wretched.

At the ‘Ides of March’, Roland went to Buxton to say his farewells. Early on the wintry morning of 19 March, Vera said goodbye to him on Buxton Station as he left on the first stage of the journey, with his regiment, to France. After crossing the Channel on 1 April, the regiment’s only immediate sign of war was a sudden flare of light along the road at night and a glimpse of a French military car rushing past, together with an occasional patrol of blue-coated cavalry. Although they could hear the distant sound of heavy artillery fire, for the time being, they were out of the danger zone.

On 5 April, Vera wrote from Buxton to tell Roland that she was volunteering to help in a large hospital nearby which had been extended to admit the wounded. The Matron said that they had more work than they could manage satisfactorily so that she was glad to accept Vera’s offer. She was to serve as a voluntary aid detachment (VAD) nurse for the rest of the war. By the 11th, she had heard that they were expecting a great many wounded in the summer and would probably want all the extra nurses they could get. They would be almost sure to need her, not merely to darn socks as she had been doing, but to do the usual probationer’s work. Joking, she wrote that if he ‘must get wounded’ he should try to postpone it ’till about August’ by which time she hoped to be efficient enough to be able to look after him. By 12 April, Roland was in the trenches but wrote that there was not really much to do, just that the officers…

…have to go round now and again to see that the men are in their right places and the sentries looking out (in the daytime through periscopes). They go round every three hours or so at night as well and so don’t get much sleep. No one is allowed to take his clothes off, and so you have to scrape as much mud as possible off your boots with a bayonet, tie up each foot in a small sack to keep the mud out of your sleeping bag, and get in boots and all. You rarely have much opportunity to shave or wash properly. It is just getting dusk and the ration parties will be coming in to take the letters back with them. This letter will have been carried under fire by the time it reaches you. Good night, dear, and do not worry on my account…

May 1915 in the trenches

On 19 April, the Norfolks’ trenches in the middle of a ‘vast wood’ were shelled for some time, and they had their first man killed, shot through the head. But sitting in the sunlight while writing, facing a bank of primroses, Roland was struck by the grim contrast between the danger of war and death and thoughts of the beauty of life and love. The previous morning he had gone up to his fire trench through the sunlit wood and found the body of a dead British soldier hidden in the undergrowth a few yards from the path:

He must have been shot there during the wood fighting in the early part of the war and lain forgotten all of this time … You do not mind my telling you these gruesome things, do you? You asked me to tell you everything. It is of such things that my new life is made.

Vera wrote back affirming that she did want to be told all the gruesome things since she knew that even war would not blunt his sensibilities. She wanted his ‘new life’ to be hers to as great an extent as possible. Her now more conscious ‘feminism’ is evident in the rationale she gave for this:

Women are no longer the sheltered and protected darlings of man’s playtime, fit only for the nursery and the drawing-room – at least, no woman that you are interested in could ever be just that. Somehow I feel it makes me stronger to realise what horrors there are … Now you are in the midst of it all, do you still feel you will come through to the end?

On 29th, Roland wrote his letter just after dawn, when everything was very still. Again, he was struck by the contrast between his natural surroundings and the accompanying reminders, sometimes in dramatic interruptions, of the reality of war:

From where I am sitting I can see the sun on the clover field just behind the trenches and a stretch of white road beyond. There are birds singing in the wood on our left, and small curls of blue wood smoke from the men’s fires climbing up through the trees. One of our Machine Guns has been firing single shots every few minutes with a cold and lazy regularity that seems singularly in harmony. Everyone else except the sentries is asleep. … 7.30 am: A French biplane went up a few minutes ago and is circling round and round over the German lines. They have got two anti-aircraft guns and a Maxim trying to hit him. It is a marvellous sight. Every minute there is a rapid report like the pop of a drawn cork magnified, and a fluffy ball of cotton wool appears suddenly in the air beside him. He is turning again now, the white balls floating all around him. You think how pretty it all is – white bird, white puffs of smoke, and the brilliant blue of the sky. It is hard to realise that there is danger up there, and daring, and the calculated courage that is true heroism…

The ‘colour’ in this description also contrasts sharply with our popular images of a war fought in sepia or black-and-white. Meanwhile, on May Day morning in Oxford, Vera was up at dawn for the famous celebrations at the Magdalen tower, the choristers singing the traditional Latin hymn while turning slowly to the sun. Again, her feelings were a mixture of the appreciation of beauty and the pain of thinking how different their lives were now from what they had pictured the previous July, with both of them there enjoying the celebrations together. A week later, she wrote that her greatest object was to get this term over. She didn’t think that another term while the war was in its present condition (and you in yours) would be tolerable. 

Two days later, the first man in Roland’s battalion was killed. He described to Vera the way he had been taking things out of his pockets and tying them round in his handkerchief to be sent back somewhere to someone who would see more than a torn letter, and a pencil, and a knife and a piece of shell. Soon after, Vera received a letter from one of her school friends whose brother was wounded and was then in a hospital in London. Vera’s friend wrote that there were only three officers surviving, including her brother, out of his battalion, and 159 men out of five thousand. They had had to hold their trenches while under shell fire without a single gun to help them and had watched the Germans forming up to attack them without being able to do anything. Their trenches had been taken and as he had been lying wounded he saw the Germans bayoneting his men, including several of his friends, who had also been lying wounded. Vera wondered how he would be affected by this experience.

On 21 May, Vera wrote that she had never read anything quite so terrible as the official report of the German outrages in Belgium, especially their treatment of the women and children. As a signal of how her attitudes were hardening, like those of many others in response to what we now know was anti-German propaganda, she wrote that she didn’t know how any man could read it and then not enlist, and urged Roland and everyone at the front she knew, “Once you get hold of them, do your very worst.”  She also felt increasingly hostile towards some of the young men among the Whitsuntide trippers whom she witnessed ‘lounging down’ the streets of Oxford…

 … smoking cigarettes with a vacant expression … and a self-satisfied smile on their faces, twirling Japanese umbrellas… and poking them at the passers-by … I can scarcely bear to look at them and think that you and such as you are enduring toil and weariness and risking death that they may remain safe, and that your task is made is made all the harder and heavier because the hero of the Japanese umbrella refrains from relinquishing it for a bayonet. No one has the right to lounge these days, not even an American…

A week later, at the end of May, Vera wrote to Roland of the more than usually heated conflict… going on in the papers about the war in general and conscription in particular. Lord Northcliffe’s papers seemed to be attacking everyone in authority, especially Lord Kitchener, and the rest of the press was attacking Lord Northcliffe. It seemed…

… a dreadful state of affairs that the authorities are quarrelling among themselves at home while men who are in their hands are dying for them abroad. One begins to doubt the advisability even of the freedom of the Press.

At the beginning of June, Roland wrote to Vera of his growing disillusionment with the war after two months at the front:

I wonder if I shall still be Somewhere in Flanders when July comes, and memories of Speech Day 1914, and all that I had hoped of Oxford … It all seems so very far away now, I sometimes think that I must have exchanged my life for someone else’s.

On 6 June, he wrote again of the possibility of his getting six days’ leave in the near future. Vera wrote back that sometimes she felt that she couldn’t bear to see him again until the war was over, that the only thing she could not endure living over again the morning of March 19th on Buxton railway station, when they had said goodbye. But she knew that even a short visit from him would be worthwhile and that she was willing to pay the bitterness of death for the sweetness of life. Roland, inexplicably, ‘fell silent’ during July, and at the end of the month, Vera heard that there was a ‘faint chance’ of her getting into a large London hospital as a VAD (auxiliary nurse). The hospital was an ‘immense place’ at Camberwell (No 1 London General), established at the beginning of the war but recently extended, containing over a thousand beds. The hospital administration needed to make an increase in nursing staff as a result and to recruit more VAD staff like Vera. She was keen to transfer there as the hospital got all the wounded straight from the trenches and the VADs were needed to do all the minor dressings.

On 29 July, she sent Roland a volume of the poems of Rupert Brooke, whom she had regarded as the most promising poet of the younger generation. Brooke was a well-known poet before 1914 who had had his poem The Old Vicarage included in a 1912 volume of Georgian Poetry. He had enlisted in the Navy when the war broke out and fought in the unsuccessful defence of Antwerp, where the naval brigade fought as if they were soldiers. He wrote his five famous war sonnets at Rugby School during the last months of 1914 when he was home on leave. He served in the fleet that was attacking the Turkish positions in the Dardanelles, but on 23 April  1915, he died of blood poisoning on a French hospital ship of the island of Lemnos in the Aegean Sea. He was buried on top of a high hill on the Greek island of Skyros; among the burial party was Arthur Asquith, son of the Prime Minister. Brooke had not been dead long, however, before the more clear-sighted of his fellow-poets saw the limitations of the poetry that he typified. Charles Sorley expressed in one of his letters his conviction that Brooke’s sonnets had been overpraised:

He is far too obsessed with his own sacrifice, regarding the going to war of himself (and others) as a highly intense, remarkable and sacrificial exploit, whereas it is merely the conduct demanded of him (and others) by the turn of circumstances.

Arthur Graeme West, who was killed in 1917, expressed his contempt of poets who wrote such lines as ‘O happy to have lived these epic days’ and ignored the revolting appearance of the dead and dying in actual warfare. One of his own poems began with a direct attack on Brooke and his imitators:

God! how I hate you, you young cheerful men,

Whose pious poetry blossoms on your graves

As soon as you are in them.

From a literary perspective, the critic F. R. Leavis wrote that Brooke’s verse exhibited a genuine sensuousness rather like Keats’s … and something… rather like Keats’s vulgarity with a Public School accent.  On the other hand, Robert Nichols, a leading Georgian poet and friend both of Brooke and Siegfried Sassoon from before 1914, was still insisting in 1943 that:

Rupert Brooke’s sonnets are full of that sensation of being gathered up. They are wonderful works of art and it is sad that they have come to be regarded by many with suspicion.

But the latter half of the war produced a second generation of young soldiers who produced very different kinds of war poetry from that of  Brooke or Nichols. At the time Vera sent them to Roland she thought he would love them all … not the War Sonnets only, though they are perhaps the most beautiful. She was right, as on receiving the volume, he read it straight through. He wrote of how it made him feel that he wanted to sit down and write things himself instead of doing what he had to do as an officer there, and of how…

It stirs up all the old forgotten things, and makes me so, so angry and impatient with most of the soulless nonentities one finds around one here. I used to talk of the Beauty of War; but it is only War in the abstract that is beautiful. Modern warfare is merely a trade, and it is only a matter of taste whether one is a soldier or a greengrocer, as far as I can see. Sometimes by dint of an opportunity a single man may rise from the sordidness to a deed of beauty; but that is all.

‘No road this way’: the Germans made access very difficult for the advancing Allies.

On 15 August, Roland wrote to let Vera know that he was coming home on leave in three days’ time. He then sent a telegram arranging to meet her at St Pancras’ first-class ladies’ waiting room as soon as he could get across there from Liverpool Street Station. Roland’s leave lasted for just under a week, during which he and Vera agreed to become unofficially engaged “for three years or the duration of the War”. After spending the first night at Buxton, they travelled to Lowestoft to be with his family. As they sat alone on a cliff path, the afternoon before their departure, Roland rested his head on Vera’s shoulder for a while, and then kissed her. As she had to return to report for nursing duty in Buxton and Roland was not returning to France until the end of the week, he saw her off at St Pancras on 23 August. He kissed her goodbye and then, almost furtively, wiped his eyes with his handkerchief. Later that day, Vera wrote in her diary, I hadn’t realised until then that this quiet & self-contained person was suffering so much.

As the train began to move she had time to kiss him and murmur “Goodbye”. She stood by the door and watched him walk back through the crowd, not turning around. What she could see of his face was ‘set and pale’. That was the last Vera saw of Roland. His next leave was due to be at Christmas 1915, but he died on 23 December of wounds received during a night-time wire inspection a day earlier. Instead of receiving him home in person, his family were sent his ‘personal effects’ in the New Year. What follows here is are extracts from a letter written by Vera to her brother Edward on 14 January 1916 from the London hospital where she was working as a nurse. She had travelled to Brighton to visit Roland’s family:

I arrived at a very opportune, though very awful, moment. All Roland’s things had just been sent back from the front through Cox’s; they had just opened them  and they were all lying on the floor. I had no idea before of the results of an officer’s death, or what the returned kit, of which so much has been written in the papers, really meant. It was terrible. Mrs Leighton and Clare were both crying as bitterly as on the day we heard of the his death, and Mr Leighton with his usual instinct was taking all the things everybody else wanted and putting them where nobody could ever find them…

These were his clothes – the clothes in which he came home from the front last time. Everything was damp and worn and simply raked with mud. And I was glad that neither of you, nor Victor, nor anyone else who may some day go to the front was there to see. If you had been you would have been overwhelmed by the horror of war without its glory. For though he had only worn those things when he was living, the smell of those clothes was the smell of graveyards and the dead. The mud of France which covered them was not ordinary mud; it had not the usual clean pure smell of earth, but it was as though it were saturated with dead bodies – dead that had been dead a long, long time. All the sepulchres and catacombs of Rome could not make me realise mortality and decay and corruption as vividly as did the smell of those clothes. I know now what he meant when he used to write of “this refuse heap of a country’ or “a trench that is nothing but a charnel-house’. 

And the wonder is, not that he temporarily lost the extremest refinements of his personality as Mrs Leighton says he did, but that he ever kept any of it at all – let alone nearly the whole. He was more marvellous than even I dreamed. There was his cap, bent in and shapeless out of recognition – the soft cap he wore rakishly on the back of his head – with the badge coated thickly with mud. He must have fallen on top of it, or perhaps one of the people who fetched him trampled on it …

We discovered that the bullet was an expanding one. The hole where it went in in front – well below where the belt would have been, just below the right-hand bottom pocket of the tunic – was almost microscopic, but at the back almost exactly where his back bone would have been, there was quite a large rent. The under things he was wearing at the time have evidently had to be destroyed, but they sent back a khaki waistcoat or vest … which was dark and stiff with blood, and a pair of khaki breeches also in the same state, which had been slit open at the top by someone in a great hurry – probably the doctor in haste to get at the wound, or perhaps even by one of the men. Even the tabs of his braces were blood-stained. He must have fallen on his back, as in every case the back of his clothes was much more stained and muddy than the front.

The charnel-house smell seemed to grow stronger and stronger till it pervaded the room and obliterated everything else. Mrs Leighton said,

“Robert, take those clothes away into the kitchen, and don’t let me see them again; I must either burn or bury them. They smell of death; they are not Roland, they seem to detract from his memory and spoil his glamour”.

And indeed one could never imagine those things the same as those in which he had lived and walked. One couldn’t believe anyone alive had been in them at all. No, they were not him. After the clothes had gone we opened the window wide and felt better, but it was a long time before the smell and even the taste of them went away.

On 1 July 1916, Vera also lost her brother Edward to whom she wrote a poem in 1918 (right). In Testament of Youth, published in 1933, Vera wrote of how she felt on Armistice Day in 1918, having lost Roland, Edward and two other friends. She felt that she was already living in a different world from the one that she had known during the past four years. This new world was one in which people would be light-hearted and forgetful, their amusements would blot out political ideals and great national issues. She would have no part in that alien world because she had no-one to share it with; all those with whom she had been intimate had gone. For the first time, she realised how completely everything that had hitherto made up her life had vanished with Edward and Roland, with Victor and Geoffrey:

The War was over; a new age was beginning; but the dead were dead and would never return.

Testament of the Disillusioned Peace:

The First World War was a deep shock to every individual who experienced it personally, from poets to politicians, either directly or indirectly. It often left a lasting sense of loss with them. The war poets, like Wilfred Owen, who was killed just a week before the Armistice was signed, and Siegfried Sassoon, who survived, produced brilliant, often pathetic or vituperative, but always compelling pieces of literature on the nature of trench warfare on the western front. I have written extensively about Owen’s life, tragic death and his poetry elsewhere on this site. Sassoon (1886-1967) began the war as a patriot. Already enlisted in the Sussex Yeomanry, he broke his arm when falling from his horse; consequently, he did not go to the Front till November 1915 and until then his poetry showed much the same attitude as Brooke’s did. He joined the Royal Welch Fusiliers as a commissioned officer, and early in 1916 was sent to the First Battalion in France. He showed remarkable and rather eccentric courage. His heroic episodes in bringing back wounded from no man’s land and in capturing a trench full of Germans single-handed won him the Military Cross; these episodes were described by Robert Graves, an officer in the same regiment, in Goodbye to All That.

The war radically changed Sassoon’s approach to poetry, the romanticism of his early works replaced by muddy death, blood, cowardice and suicide. In July 1916 he was invalided home; on leave, he became a virtual pacifist. He had lost faith in the ethical cause for which the Allies were fighting, and in the strategy and tactics used by Allied generals on the Western Front. He was, therefore, the first poet to publish poetry that was openly critical of the Allies’ motives and methods in waging the war. By the spring of 1917, he was back in the front line at the Battle of Arras and was wounded in the neck. Invalided home again he adopted more dramatic methods of showing his opposition to the war. Graves persuaded Sassoon to appear before an army medical board, which sent him to a hospital for neurasthenia at Craiglockart in Scotland, where he was treated by a well-known psychiatrist, Dr W. H. R. Rivers, and where he encouraged his fellow-patient, Wilfred Owen, in writing poetry.

As the historian Henry Pelling pointed out, in 1914 the country had not been psychologically prepared for the trials it had to undergo, the appalling suffering of the trenches and the rate of casualties never previously experienced. Britain and its Empire had lost almost a million men, with twice as many wounded; this placed them fifth behind Russia, Germany, France and Austria-Hungary in a war that claimed more than thirty-five million civilian and military casualties around the world. Technology had given these powers the artillery gun and the machine-gun, and their leaders elected to kill more than sixteen million people with these weapons. In the immediate aftermath, there was a reluctance to get to grips with what had happened. In some ways, this was surprising because, for the first time ever, the ranks were filled with natural reporters. The troops who went into action at the Battle of the Somme on 1 July 1916 were mostly volunteers who had answered the appeal of Lord Kitchener. They came from every stratum of society, from the unemployed to factory hands, clerks and office workers, and on through to lawyers, doctors and landed gentry.

As John Buchan wrote in 1935, a war solves no problem but the one – which side is the stronger. In November 1918 the Allies felt that they had overthrown a great menace and arrogance. But what was to come next? It was an old assumption that some spiritual profit was assured by material loss and bodily suffering, but it was certain that the moral disorder was at least as conspicuous as the moral gain. He went on:

The passions of many millions cannot be stirred for years without leaving a hideous legacy. Human life has been shorn of its sacredness; death and misery and torture have become too familiar, the old decorums and sanctions have lost something of their power. The crust of civilisation has worn thin, and beneath can be heard the muttering of the primordial fires. … Principles, which seemed fundamental, are… weakened, and men are inclined to question the cardinal articles of their faith. …

But the chief consequence of so great a war as this was the mental and moral fatigue. Minds were relaxed and surfeited, when they were not disillusioned. They had had enough of the heroic. After the strain of the distant vision they were apt to seek the immediate advantage; after so much altruism they asked leave to attend to private interests; after their unremitting labours they claimed the right of apathy. The conundrums of peace had to be faced not only by jaded statesmen, but by listless, confused peoples. Mr Lloyd George found the right word for the malady when he described it as a “fever of anaemia.”

The situation was the more dangerous for the Allies, because the intricate business of peace should have been the work of the peoples, as they had been the architects of victory. The war was not won by the genius of the few but by the faithfulness of the many. It had been a vindication of the essential greatness of our common nature. … But the peoples seemed to stand aside, and cast the whole burden of settlement on statesmen whose shoulders were already weary. Nothing was more striking than the popular apathy about the business of peacemaking. …

Britain caught the same infection as the rest of the world. … As for youth, it shut its ears for a little to every call except the piping of pleasure. … The War was a memory to be buried. Young men back from the trenches tried to make up for the four years of natural amusement of which they had been cheated; girls, starved for years of their rights, came from dull war-work and shadowed schoolrooms determined to win back something. …

The soldiers had returned, both male and female, as the picture above of them sitting on Brighton beach in 1919 reveals. The well-known blue uniform was seen about the streets. The wounded looked cheerful in the second picture below, presumably, simply because they were alive.

The newspaper reporting of the time was factual but restrained and relatively free of ‘comment’ apart from the editorials; “morale” was all-important. The poetry of Siegfried Sassoon supplied a tiny audience what was missing from the reportage. He continued to show his distrust of England’s ‘ruling classes’ in several ways, writing Aftermath in 1920:

Have you forgotten yet? …

For the world’s events have rumbled on since those gagged days,

Like traffic checked while at the crossing of city ways:

And the haunted gap in your mind has filled with thoughts that flow

Like clouds in the lit heaven of life; and you’re a man reprieved to go,

Taking your peaceful share of Time, with joy to spare.

But the past is just the same – and war’s a bloody game …

There were some undistinguished novels in the 1920s, but it was ten years before Robert Graves and Sassoon felt able to release their officer-class memoirs and before R. C. Sherriff’s Journey’s End was first performed. Sassoon became the first literary editor of the Daily Herald, the new Socialist newspaper, and his prose books such as Memoirs of an Infantry Officer implied considerable criticism of the class system. The experience scarred many, on all fronts, including the home front, in deep psychological ways.

Decline & Deindustrialisation under Heath:

The long-term decline of the nineteenth-century staple industries such as coal, iron and steel, and shipbuilding, was well underway by the early seventies and manageable only through nationalisation, but that of the manufacturing industries, in particular, became known a ‘deindustrialisation’ and posed a greater threat to Britain’s place in the world. Employment in manufacturing had reached a peak of nine million in 1966 but thereafter fell rapidly. The resulting mass unemployment hurt the old industries of the Northwest of England first, but by the early 1970s, they were proportionately as high in the West Midlands and the South-East, where the newer car-making and manufacturing industries were located, a process which continued into the mid-nineties (see map below). In fact, the decline in the South-East was actually much greater. The lowest was in East Anglia, simply because there was comparatively little manufacturing there to decline.

A great variety of explanations for the decline in British manufacturing competitiveness has been put forward. None of the economic explanations has proved satisfactory, but one cultural reason may have some credence, that the British came to despise industry by the 1960s and that they were not sufficiently materialistic to work hard for the rewards associated with improved productivity. Added to this, complacency from generations of national success has been blamed, together with the post-war welfare state’s ‘cosseting’ of the workforce. In political terms, the failure of successive governments to address the needs of industry for research and development combined with the ‘exclusive’ cultural and educational background of the Civil Service has also been held responsible for the lack of modernisation of the economy. Obstructionist trade unions were a favourite target for many in the early seventies, but incompetent and outdated management was also a factor. Britain’s failing competitiveness was, by this time, making it increasingly difficult for governments to maintain high employment by intervening in the economy.

In the summer of 1969, Enoch Powell (pictured above), representing one of the most rapidly declining manufacturing areas of the West Midlands, Wolverhampton, had continued to attack Heath on a broad range of policies, over the need for tax cuts, privatisation and freer markets in economics; over Northern Ireland or ‘Ulster’ as he referred to it,  over proposed British membership of the EEC, which Powell opposed as strongly as Heath supported it. So Powell’s battle-cry for repatriation and an end to immigration was taken by the Tory leadership as part of his campaign to unseat Heath and then replace him. There were plenty in the party and the country who yearned for just that. Apart from the dockers and other marchers, wealthy bankers wanted to fund a campaign for Powell’s leadership. Marcel Everton, a Worcestershire industrialist, raised money for a national federation of Powellite groups and talked of a march on Conservative headquarters to oust Heath. Wilson’s call for an election early in 1970, created an obvious trap which Powell could see very clearly even if his supporters ignored it. His best chance by far would be if Heath lost the election. Then he could attack him openly and perhaps even seize control of the party. Everton openly declared that it would be better for right-wingers to vote Labour so that the Tory party would fall into Enoch’s lap like a ripe cherry. Yet Powell himself recognised that he would be forever branded a traitor by thousands of loyal Conservatives. Either Heath would win and Powell would be finished, or he would lose and Powell would be blamed for splitting the party. Late in the campaign, Powell finally gave his clear and unequivocal support to the official Tory campaign, though not before he had caused Heath a great deal of irritation and embarrassment. Tony Benn called him…

… the real leader of the Conservative Party. He is a far stronger character than Mr Heath. He speaks his mind … Heath dare not attack him publicly even when he says things that disgust decent Conservatives … the flag hoisted at Wolverhampton is beginning to look like the one that fluttered over Dachau and Belsen.

Powell, once he realised the consequences of Heath’s victory, according to his biographer, sat around on his own with his head in his hands, deep in gloom. He had realised that, after Wilson, he had been the greatest loser of the election. The winners, at least in the medium-term, were a group of young Tories who eventually formed themselves into ‘the Selsdon Group’. The ‘Third Way’, a term which was given to the free-enterprise anti-collectivist economics of Tories like Anthony Barber, Edward du Cann and Keith Joseph at the Selsdon Park conference in 1969, prepared the way for Margaret Thatcher’s attempt in the 1980s to ‘roll back’ what was left of the welfare state. It was billed as a return to the Victorian values that had made Britain great, but was not a revival of Gladstonian liberalism, nor even to Palmerstonian ‘gunboat diplomacy’ which at times the Thatcher administrations resembled. Heath abandoned the 1970 manifesto in the face of bitter opposition from the trade unions. This historic U-turn was the catalyst for the formation of the Selsdon Group in 1973.  A handful of young libertarian Conservatives created the new group with Nicholas Ridley MP as president to uphold and promote the free market policies that they believed had won the Conservative Party the 1970 General Election. The group was criticised by many figures within the Conservative Party establishment at the time. Many of its policies, however, influenced later governments led by Margaret Thatcher and John Major. In economic terms at least, the Thatcher government elected in 1979 was a return to the hard-faced monetary control of the 1920s in which resistance to brutal rationalization through closure or by wage and job reductions took the form of determined opposition from trades unions.

Deindustrialisation was not simply a regional problem of the older industrial areas of the North of England and Wales. Nonetheless, long-standing regional disadvantages in terms of employment opportunities and incomes were continuing and worsening – the north-south divide was growing. Employment in agriculture was also in decline; only the service sector was expanding, becoming the major employer in all regions by the mid-seventies (see the diagrammatic map below). But this sectoral growth was still in the future in the early seventies, and it is hard to underestimate quite how heavily, how painfully, relative economic decline weighed on the necks of all politicians forty to fifty years ago.

Edward Heath’s government (1970-74) struggled to follow pro-active, interventionist policies in the face of the world recession associated with the OPEC oil price rise of 1973. But before that, British productivity had remained pitifully low compared to both the United States, Japan and the European Economic Community, a major reason why there was no real opposition in the country to it joining the EEC. The country was spending too much on new consumer goods and not nearly enough on modernised and more efficient factories and businesses. Prices were rising by seven per cent and wages by double that. Britain was still part of the old post-war world of fixed exchange rates which meant that the Heath government, like those of Attlee and Wilson faced a sterling crisis and perhaps another devaluation.

Heath had identified reform of the unions as his first challenge. They had just seen off Wilson and Barbara Castle’s attempts to ‘moderate’ them collectively, so Heath had decided that he would need to take them on individually, facing down at least one major public sector strike, in addition to removing some of the benefits that he thought encouraged strikes. Britain not only had heavy levels of unionization through all the key industries but also, by modern standards, an incredible number of different unions, more than six hundred altogether. Some of these were still organised on a ‘craft’ basis more relevant to a nineteenth-century economy, rather than as modern industrial unions, and others, like the Transport and General Workers’ Union, incorporated masses of unskilled and semi-skilled labourers across a range of occupations. As a result, the leaders of large unions had only a wobbly hold on what happened on the factory floor or at the dockside. It was a time of industrial militancy at shop-floor level, and this mood was made fun of by the 1973 hit from the folk-rock band the Strawbs, whose song, Part of the Union, had the chorus, You don’t get me, I’m part of the union and each verse began with a reason why:

As a union man I’m wise to the lies of the company spies … With a hell of a shout it’s “out, brothers, out!” … I always get my way, if I strike for higher pay … So though I’m a working man, I can ruin the government’s plan …

So he could, and so he did. Almost immediately on coming to power, Heath had faced a dock strike, followed by a big pay settlement for local authority dustmen, then a power workers’ go-slow which led to power cuts. Then the postal workers struck. Douglas Hurd, later regarded as a ‘wet’ in Margaret Thatcher’s government of nine years later, was Heath’s parliamentary personal secretary at the time, and recorded in his diary:

A bad day. It is clear that all the weeks of planning in the civil service have totally failed to cope with what is happening in the electricity dispute; and all the pressures are to surrender.

Hurd confronted Heath in his dressing-gown, warning him that the government machine was moving too slowly, far behind events. Apparently, things were so bad in the car industry that Henry Ford III visited to warn Heath that his company was thinking of pulling out of Dagenham and its other plants in the UK. Yet Heath’s Industrial Relations Bill of 1971 was ‘balanced’ in its approach, even giving new rights to trade unions while at the same time trying to make agreements with employers legally enforceable through a new system of industrial courts. This was following in the conciliatory footsteps of Wilson and Castle, rather than embarking on a more radical journey.

However, the role of the local shop-steward organisation was sometimes be exaggerated by the press at the time and has sometimes been overplayed by more recent commentators. In the Coventry car industry, where a worker was said to work half as hard as his Dagenham counterpart, Stephen Tolliday has pointed to the difference between factories as being the result of the unions consolidating their positions in the late forties and early fifties in Coventry, whereas workers at Ford, Morris, Austin and Vauxhall were poorly organised until the late 1950s. One might, therefore, expect the extension of union organisation to have a marked effect in pushing forward relative earnings. On the contrary, however, average weekly earnings in the period fell back from twenty-four per cent above the national average between 1959 and 1963 to nineteen per cent between 1968 and 1973. Given that motor industry productivity growth was above average and that union density was increasing in motors throughout the sixties, more quickly than in manufacturing as a whole, this could be an indicator that shop floor bargaining did not have as decisive an impact as has been often asserted. As Bill Lancaster and Tony Mason have pointed out, the caricature of the greedy… car worker… prone to go on strike is somewhat misleading… co-operation with management was still the norm. It was the workers in the older industries who were finding it more difficult to maintain a ‘living wage’. So then the miners struck…

At the beginning of 1972, the National Union of Mineworkers (NUM) began their first national strike since the dark days of the 1920s. The government, with modest coal stocks, was quickly taken by surprise at the disciplined and aggressive tactics of the NUM. Arthur Scargill (pictured above), a rousing speaker, former Communist Party member and highly ambitious union activist, described the mass picket at Saltley as “the greatest day of my life.” Heath blamed the police for being too soft; for the PM, Scargill’s greatest day was…

… the most vivid, direct and terrifying challenge to the rule of law that I could ever recall emerging from within our own country. … We were facing civil disorder on a massive scale … the prospect of the country becoming ungovernable, or having to use the armed forces to restore order, which public opinion would never have tolerated…

Following the miners’ victory, Heath and his ministers knew that they would have to go directly to the country with an appeal about who was in charge but before that, they tried a final round of compromise and negotiation. It went under the name of tripartism, a three-way national agreement on prices and wages, investment and benefits, involving the government, the TUC and the CBI. The Industry Act of 1972 gave the Tory government unprecedented powers of industrial intervention. There was much ‘wooing’ of moderate trade union leaders. Money, effort and organisation went into Job Centres as unemployment rose steadily towards a million. The industrialists did as much as they could, sitting on yet more committees when in truth they might have been more usefully employed trying to run their companies. The unions, however, had the bit between their teeth. By first refusing to recognise Heath’s industrial relations court as really legitimately a law of the land, and then refusing to negotiate seriously until he repealed the Act, they made the breakdown of this last attempt at consensual economics almost inevitable.

By now, Heath had leaned so far to the left to try to win over the unions that he was behaving like a Wilsonian socialist. He was reinstating ‘planning’, particularly on a regional basis. He was bailing out failing companies such as Upper Clyde Shipbuilders, something he later regarded as a mistake. By offering the unions a privileged place in the running of the nation he had hoped that the individual roles of trade union leaders, as well as those of company directors and politicians, would take second place behind a general commitment to ‘the common good’. But those leaders had got their jobs by promising their members higher wages and better conditions. They could hardly be blamed for doing everything they could within the law to carry out the role they had been given. Similarly, industrialists were driven by profit margins and returns to investors; they were not auxiliary politicians. Heath’s government was later criticised by ‘Thatcherites’ for doing things which a government ought not to do, while not doing things that it ought to do. It was not the business of good governments to try to run businesses or to do the wage bargaining of companies and trade unions for them. Neither should they attempt to control prices.

The Heath government also introduced tax reforms, meant to increase investment, a deal with business on keeping price rises to five per cent, and even some limited privatisation – the travel agents, Thomas Cook, then in public ownership, was sold off, along with some breweries. But Tory messages were still mixed and Heath’s instincts on state control were quickly tested when the most valuable parts of Rolls-Royce faced bankruptcy over the cost of developing new aircraft engines. Unemployment rose sharply in Coventry as employment in the city’s manufacturing industries continued to decline rapidly. Heath briskly nationalised the company, with the engine plant being taken into government hands as a ‘lame duck’. In all, the measures saved eighty thousand jobs, allowing the company to regroup and survive, to the relief of the defence industry. It did revive and was returned to the private sector, making it a clear example, with hindsight, of how nationalisation could be made to work in everyone’s interest. On the other hand, cuts in some personal taxes encouraged spending and thereby increased inflation. This was further fuelled by the removal of lending limits for high street banks which encouraged home ownership through mortgage borrowing. An unbalanced amount was sunk into bricks and lawns over the next thirty to forty years, and the credit ‘boom’ and ‘bust’, involving long-term unaffordable increases in property prices can be traced back to this decision.

Heath’s ‘corporatism’ has been derided and forgotten in the wake of the monetarist, free-market economics of the thirty-year ‘Thatcher era’. In reality, much of the country in the early seventies was simply more left-wing than it was even just five years later. The unions, having defeated their own political leaders, were more self-confident than ever before or since. Many industrial workers, living in bleak towns far away from the glossy pop world of the ‘swinging’ cities, were underpaid and left behind. Heath himself later argued that the consequences of an alternative policy, the mass unemployment of the 1980s, would have been unacceptable to the country in the previous decade. He was surely right in this assessment.  

What finally finished off the Heath government was the short ‘Yom Kippur war’ between Israel and Egypt in October 1973. Israel’s swift and decisive victory was a humiliation for the Arab world and it struck back, using oil. The international cartel of oil producers retaliated against the West after the USA gave Israel strong support during the war, by cutting the supplies of oil each month, thereby quadrupling the price of oil. In addition to provoking an immediate recession, this also fuelled international inflation, and in Britain it arrived with special force. The miners put in another huge wage claim, which would have added half as much again to their wage packets. Despite an appeal by its leader, the moderate Joe Gormley, the NUM executive rejected a thirteen per cent pay increase and voted to ballot for another national strike.

The rise in oil prices stimulated the search for new sources in British and Irish waters, but these were still the days just before North Sea oil and gas were being produced commercially. Britain could survive high oil prices for a while and could endure coal shortages for a while, but both coming together represented a ‘perfect storm’, or, as the Chancellor Anthony Barber called it, the greatest economic crisis since the war. It certainly compared to that of 1947. Coal stocks had not been built up in preparation for a stoppage so that a whole series of panic measures were introduced. Plans were made for petrol rationing and coupons printed and distributed. The national speed limit was cut by twenty miles per hour, to fifty, in order to save fuel. Then, in January, came the announcement of a three-day working week.

By the end of 1973, Britain had entered a period of severe recession. This was set against the background of Britain’s share of world trade falling dramatically, from over twenty per cent in the 1950s to about ten per cent by 1975. Nor could it maintain its hold on the domestic market; in 1965 only one car in twenty was imported but by 1978 about half were. Oil and fuel price rises together with the general recession also had the effect of cutting back expenditure on British motorway construction and motor vehicle use during the 1970s. Plans to triple the 660 miles (1,060 km) of motorway in use by 1970 were also frustrated by environmental protest (see map above).

Common Market, Commonwealth and Immigration:

Edward Heath is a political leader whose reputation and legacy deserves to be revisited. If his premiership, which lasted less than four years, is associated with a single action, it is British entry into ‘Europe’, but throughout his time in office, it was the economy, not Europe, which was the biggest problem facing him. Certainly, his attempts to rein in trade union power and to conquer inflation failed, as did those of Wilson, both before and after his government. The cause that excited him more than any other, Europe, also inflamed his enemies who accused him of lying to the country about the true, political nature of the coming political union which would eventually, inevitably, replaced the Economic Community. These claims, although largely a work of fiction, have continued to play as a strong narrative right up to the current time of ‘Brexit’. Apart from being the first Tory leader to break through the class barriers of the old party and to promote other ‘outsiders’ to the cabinet, his European vision was the product of his own first-hand experiences. Before the war, on a student visit to Germany, he had literally rubbed shoulders with Hitler and met other Nazi leaders. Later he had returned as a fighting officer to see their final defeat in 1945. As he wrote later:

My generation did not have the option of living in the past; we had to work for the future. We were surrounded by destruction, homelessness, hunger and despair. Only by working together right across our continent had we any hope of creating a society which would uphold the true values of European civilisation. 

He was a genuinely compassionate conservative and an unusually brave politician, whose analysis of what was wrong with Britain in the seventies was far more acute than Wilson’s. But he was no starry-eyed idealist when it came to negotiating Britain’s entry to the EEC. He had risen through the Tory Parliamentary Party as a tough chief whip and then as an equally tough negotiator on Europe in the Macmillan years when he had struggled in the face of President de Gaulle’s repeated ‘Non’. Long before becoming PM, he had identified Georges Pompidou, who replaced de Gaulle, as his likely future interlocutor, the man who would say ‘Oui’. Heath later revealed how Pompidou had told him, in French, at Chequers:

If you ever want to know what my policy is, don’t bother to call me on the telephone. I do not speak English, and your French is awful. Just remember that I am a peasant, and my policy will always be to support the peasants.

Pompidou was giving ‘fair warning’ about the vast expense of the Common Agricultural Policy (CAP), but it did not truly reflect his wider vision of Europe. In fact, he wanted a Europe of large manufacturing countries to take on the cartels of the US and the Far East. By 1970, after a decade during which Britain had grown much more slowly than the six members of the Common Market, Heath was in a weaker position now than he had been under Macmillan. But besides being a trusted negotiator by the French, Britain’s economic weakness served as a strength with Paris at that time, and Pompidou believed that ‘les rosbifs’ were ready to be admitted. Like the rest of the Community, France had struggled for years to understand what Britain really wanted, especially when the British left had appeared so divided on the issue. After eighteen months of further tough negotiations as PM, and in the teeth of opposition from Britain’s fishermen and the Powellites, a deal was thrashed out. It left intact the existing Common Market designed for the convenience of French farmers, and vast amounts of European law had to be swallowed whole. The Commonwealth farmers’ deal was won at the expense of a worse deal on the budget, which would later be reopened by Margaret Thatcher. The British negotiators had decided that it was important for their country’s future to get an entry deal.

When Heath began negotiations, Wilson was a publicly declared supporter of British membership, but as accession loomed, he began sniping at Heath, perhaps looking over his shoulder at his potential successor, Jim Callaghan, who was campaigning openly against membership. The left was in full cry, and two-thirds of Labour’s MPs were on Callaghan’s side. So Wilson changed his position on tactical grounds, claiming that he could not support membership on the Heath terms. After the long and tortuous negotiations, this infuriated the Labour pro-Europeans. Neither did it enthuse the anti-Marketeers, who simply did not believe that Wilson had had a change of heart and assumed that he would sign up if and when he was returned to Number Ten. Nevertheless, when the Heath proposals for membership were put to the Commons, sixty-nine Labour pro-Europeans led by Roy Jenkins defied the party whips and voted with the Conservatives. The left-wing New Statesman delivered a withering verdict on Wilson, whom it labelled as…

… the principal apostle of cynicism, the unwitting evangelist of disillusion … Mr Wilson has now sunk to a position where his very presence in Labour’s leadership pollutes the atmosphere of politics.

After winning the Commons vote, Heath returned to Downing Street to play Bach on the piano, while the opposition MPs, not for the first or last time, conducted screaming matches and ghastly personal confrontations in the voting lobbies. In the aftermath, Tony Benn began to argue that on a decision of such national importance, the people should be able to vote in a referendum. His constituency was in Bristol, represented by the great philosopher Edmund Burke in the eighteenth century. Burke had once sent a letter to his constituents explaining to them that as their MP he owed them his judgement, not his slavish obedience to their opinions. Reversing this argument, Benn expressed the view that a democracy which denied its people the right to choose directly on a matter of such importance would lose all respect. To begin with, Benn had almost no support for his radical view of ‘direct democracy’. Labour traditionalists despised ‘plebiscites’ as the populist devices of fascist demagogues, not in keeping with the principles of representative democracy. Harold Wilson had committed himself publicly and repeatedly against a referendum. Slowly and painfully, however, he came to realise that opposing Heath’s deal while promising to renegotiate, while offering a referendum could be the way out. When Pompidou suddenly announced that France would be holding a referendum on the issue, Wilson snatched at the Benn plan. Although the referendum was still two years away, Wilson’s ‘switch’ had set an important precedent, providing a means for parties to divide on key issues, but remain intact.

Immigration from the ‘old empire’ continued but, following restrictive legislation by Britain, at greatly reduced levels. The 1968 Immigration Act was specifically targeted at restricting Kenyan Asians with British passports. When Ted Heath came to power in the General Election of 1970, he showed that he was desperately worried about the anti-immigration mood which had been revealed in this most bitter of elections. Heath’s manifesto had promised a new single system of control over all immigration from overseas. While denouncing Powell, he moved quickly to pass a restrictive piece of legislation which removed the right to immigrate to Britain of anyone who did not have a parent or grandparent born in the country. The 1971 Immigration Act effectively restricted citizenship on racial grounds by enacting this ‘Grandfather Clause’, by which a Commonwealth citizen who could prove that one of his or her grandparents was born in the UK was entitled to immediate entry clearance. This operated to the disadvantage of black and Asian applicants while favouring citizens from the ‘old Commonwealth’ – the descendants of (white) British settlers from Australia, New Zealand, Canada and South Africa. Powell hit back by likening the distinction to a Nazi race purity law; he wanted a new definition of British citizenship instead. The grandparent rule was defeated by the right and the left combining for opposite reasons, though it was restored two years later. Thus immigration control had moved away from primary immigration to restricting the entry of dependants, or secondary immigration.

Had this been all, then Heath would be remembered as being yet another panicked politician, slamming the door shut and keeping his party happy. It was not all, since the Kenyan crisis of 1968 was about to be replayed, this time at greater speed, in Uganda. There, the anti-British Prime Minister, Milton Obote, had just been replaced in a coup by the fat, swaggering, Sandhurst-educated Idi Amin who announced that he had been told in a dream that he must expel the country’s Asian population, just as the Kenyans had done. Amin was clearly a monster, whose thugs clubbed his enemies to death with staves, who threatened to kill British journalists, who was rumoured to keep human flesh in his fridge and to feast on it, and who enthused about the way the Nazis had dealt with the Jews. Though Powell argued angrily that Britain had no obligation to the trapped Ugandan Asians, Heath acted decisively to allow them in to settle. Airlifts were arranged, and some 28,000 people arrived within a few weeks in 1971. They eventually settled in the same areas as other East African Asians, even though Leicester, which had become the ‘least white’ city in England, had published notices in Ugandan papers pleading with migrants not to try to settle there. Within a few years, Powell would no longer be a conservative, Heath having confronted him head on and defeated him.

The employment available to new immigrants was poorly paid and working conditions were little better, causing some black and Asian workers to resort to industrial action. The photograph above shows an Asian immigrant employed in a Bradford textile factory. The decline of this industry in the early seventies led to high long-term unemployment in the Asian communities. To begin with, faced with prejudice in finding private rented accommodation, as well as more subtle discrimination in residency requirements for council housing, immigrants tended to concentrate in poor inner city areas, as can be seen below in the map of Birmingham in 1971. However, as New Commonwealth immigrants began to become established throughout Birmingham and the West Midlands, community infrastructure including places of worship, ethnic grocers, butchers and restaurants began to develop. These contributions to the cultural and social life of the British cities helped to overcome earlier prejudices among the native population, and some middle-class Indians began to move further out into the suburbs.

Britain’s experience of migration is not just a narrative of those who have come to Britain, but also of those who have left, to South Africa, Australia, Canada and New Zealand, well over half a million in the sixties alone. At the same time, there is no doubt that, more than any almost any other single social factor in post-1945 Britain, immigration changed Britain. At no stage was there a measured and frank assessment of the likely scale and long-term social effects of immigration by party leaders, voluntarily, in front of the electorate. The main parties did very little to ensure that mass immigration from the Caribbean, the Indian subcontinent and East Africa was successful. West Indians and Ugandan Asians got very little official help to integrate into British society. The reluctance with which the latter were let into Britain in 1972 showed how narrow-minded and less generous towards its former imperial subjects Britain had become. There was very little attempt to create mixed communities or to avoid mini-ghettoes. The real question is whether this neglect of public opinion and of the consequences of immigration, not least for the immigrant communities, has produced a better country. It is now clear that this is a far bigger story than simply a tidying up after Empire.

Further afield, Britain had retreated from most of its empire by the 1970s. The major remaining colony was Rhodesia, which had been illegally ruled by a white minority government since 1967 when it had declared independence unilaterally. In 1968 the Labour government decided to pull the considerable British contingents out of the Persian Gulf and Singapore, which was done by 1971. There was also an end to Britain’s role ‘east of Suez’. The fabric of the old empire had gone and now the frame which had taken its weight had gone too. There was nothing left but a few bricks, and some shadows. None of the shadows was substantial enough to make up fully for what had been lost. At first it was thought that the Commonwealth might. In the 1950s the fact that so many ex-colonies had elected to stay within the Commonwealth had led some imperialists to assume a substantive continuity between it and the old empire: with the black and brown nations joining Australia, New Zealand and Canada in an extended family cemented by common bonds of tradition, friendship and mutual interest. They believed that the whole structure could be a force to be reckoned with in the world still. The old imperialists retained a sentimental affection for it and sought to cement its parts more tightly together, through trade preferences for Commonwealth countries, and by preserving the definition of ‘British nationality’ which had been laid down in 1948, allowing all Commonwealth citizens the right to enter Britain freely, without restriction.

‘Common citizenship’ was meant to symbolise the continuing unity, and hence the strength of ‘Empire into Commonwealth’. But by the sixties, it had become abundantly clear that the Commonwealth was turning out to be something less than the sum of its countries. Its members did not have common interests, not even the ‘white’ dominions among them, which were too far apart geographically, if not politically. For the black and brown nations, their membership was not an expression of filial gratitude and loyalty. Rather it provided merely a convenient platform on the world stage from which they could air their grievances against Britain and demand a share of whatever British aid was available. The Commonwealth was never united. Its new members fought each other, broke off diplomatic relations with each other and with the ‘mother country’. In 1971, at a conference in Singapore, they sent Edward Heath into a ‘huff’ by criticising him over the issue of supplying arms to South Africa, which had been forced out of the association in 1961. Clearly, this new organisation was of little use as a means of exerting British power and influence in the world.

There were some in public life who continued to value the new Commonwealth, but as something rather different from the old empire: as an informal debating club for widely divergent cultures, a possible means of scaling the barriers of racism and chauvinism going up all over the world, an example to the world of how different countries and continents could get along together even if they could not agree together, a corrective to the contemporary  consolidation of the world into continental blocs. Alongside the idealistic old imperialists, there were also anti-imperialist Fabians who were genuinely interested in questions of international co-operation and foreign aid. When a television series about the British Empire in 1972 provoked a flood of letters to the newspapers and a lengthy debate in the House of Lords, most of the letters and many of the speeches betraying an almost personal sense of injury, it was clear that there had been a ‘bottling up’ in some élite quarters of strong emotions on the issue of an Empire which some still felt had been the noblest Empire the world had ever seen. For the most part, however, the mass of the ‘ordinary’ British people cared little about it.

That the empire was almost forgotten in Britain by the seventies did not mean that it had left no marks at all, or that it was quite gone. In a strictly legalistic sense, Britain still had overseas colonies and crown dependencies. Most importantly, she still had Rhodesia, though she had been powerless to do anything there since Smith’s UDI. She also had Hong Kong, with four million inhabitants, but otherwise, the total population of all her other outposts was well under a million. These traces of empire could be irritating, but they were little more. They were not the significant remains of empire. For all parties concerned, however, the British empire left a legacy which was substantial and lasting, though it was not one which was altogether predictable or intended. In 1969 Professor Max Beloff warned that the loss of empire might make Britain parochial and bitter:

We now face … the danger of a sudden and total revulsion against anything that reminds us of past advantages and past glories, a sudden shift into an isolationist little-Englandism with unhealthy overtones of xenophobia and even racialism accompanying it.

The treatment most frequently prescribed for Britain’s post-imperial trauma was to join the European Economic Community, to give Britain a new European vision to compensate for the loss of its imperial one and a share in something big again. But when Britain eventually joined in January 1973, it was with a sullenness and singular lack of enthusiasm and public support which was attributed by other countries to her unwillingness to shake off her imperial past, and accept that she was now, like France, just an ordinary European nation. This excuse was widely seized on by British observers too. During the 1970s the view that Britain had wasted her first twenty-five post-war years clinging nostalgically to outworn imperial glories became something of an established orthodoxy. Nicholas Henderson, a retiring ambassador, recollected in 1979:

We had… every western European government eating out of our hand in the immediate aftermath of war. For several years our prestige and influence were paramount and we could have stamped Europe as we wished.

But the opportunity was allowed to pass, as the British spurned the Schuman Plan, with the result that Europe eventually formed its own ‘community’ of nations without reference to Britain. That was why when Britain joined that community later, its terms were so unfavourable to her. There were a number of reasons for Britain’s blunder, but the chief ones were her loyalty to her Commonwealth and the illusion that she still had a global role. These were clearly both legacies of empire, and extremely damaging ones. Britain’s subsequent fractious position within the EEC and her 2016 Referendum decision to leave derives from the fact that her old imperial blinkers led her to read the signs of the times too late. These conclusions are currently too controversial to go into in detail here, especially as neither the chronicles nor the narratives are yet complete, but it is interesting to note how ubiquitous it was in the 1970s, especially in the view of the empire as a kind of ghostly dragon Britain’s coat-tails after the vision had died among imperialists. The bright new cause of ‘Europeanism’ gave light to a new generation as the liberal and internationalist antidote to imperialism, but the old empire continued to cast a long shadow over British politics.

It was also widely blamed for Britain’s economic decline, as we have seen. Britain had been falling behind the other industrial powers for many years before 1970. After that year, however, the situation got worse. After twenty years of full employment, minimal inflation and rising standards of living, which buffered the social impact of Britain’s relative decline, it became associated with mass unemployment, high inflation and lower living standards once again. But it was also a common ploy in the 1970s to put the blame on the empire for Britain’s managerial shortcomings. The argument was that the service of the empire had somehow displaced the running of manufacturing industry as an object of ambition for the younger generations of the middle classes. As one public school headmaster put it in 1980, Britain’s imperial experience had left her with too many ‘prefects’ and not enough ‘pirates’ for the post-imperial age. In the past, Sir Keith Joseph once said, Britain’s trouble had been that it had never had a proper capitalist ruling class; in 1979 the government of which he was a member sought consciously to remedy this. Back in the days of the oil crisis of 1973-74, it was obvious that if Britain had still been able to dictate policy in the Persian Gulf, the West could not have been ‘held to ransom’ and neither could the miners have done the same to Heath’s government. Yet asked by some Gallup pollsters whether they thought it was important for Britain to retain her status as a major world power, only thirty per cent replied ‘yes’ in 1975 compared with fifty-five per cent ten years earlier. Significantly, this was also the year in which the British people expressed their ‘will’ in Wilson’s Referendum to remain in the EEC, by a similar majority of two to one. The imperial ‘game’ was over, though it would be remembered with nostalgia by many for decades to come. As Bernard Porter has commented, even cricket became commercialised and vulgarized in the 1970s in the wake of the decline of the old imperialist ‘fuddy-duddies’ in the MCC (Marylebone Cricket Club).

‘Aces High’ downed – Red Baron & Prancing Horse:

The Royal Air Force, formed on 1st April, celebrated by shooting down German ace Manfred von Richthofen three weeks later. He was the ‘ace of aces’, the fighter pilot who brought down the most enemy aircraft. He had begun the war as a cavalry officer before transferring to the German air force. He led a fighter wing known as the ‘Flying Circus’ because of their brightly painted aircraft.  Von Richthofen’s own personal machines were painted bright red, giving rise to his nickname, the Red Baron. Between September 1916 and April 1918 he brought down eighty allied aircraft before he was finally brought down. One RAF fighter pilot, Mick Mannock, refused to toast von Richthofen on his demise, saying “I hope the bastard roasted on the way down.” Later, in the summer, British novelist D H Lawrence was married to Frieda von Richthofen, a distant cousin of Manfred.

In June, Italy’s highest-scoring fighter ace, Francesco Baracca, was killed. His aircraft featured a prancing horse symbol painted on the side. Years later Francesco’s mother suggested to a young racing driver called Enzo Ferrari that he adopt the symbol for his racing cars.

The Australian Corps go fishing:

The renowned Australian Corps came under the command of the British Army’s General Rawlinson early in 1918. He was pleased with the men and wrote in his diary about their unusual pastimes in the trenches:

They are certainly original fighters and up to all sorts of dodges, some of which would shock a strict disciplinarian. Some of the German shells were falling short into the pools of the Somme river and exploded under water. Two Australians spent the day in a boat rowing about and watching for a shell to explode and then picked up the stunned fish. They wore their gas masks to prevent recognition!

Third Battle of the Aisne, 27th May – 9th June:

Aiming to tie the Allies down to allow a main attack in the north, the Germans launched their third large-scale attack at Chemin des Dames and the River Aisne with a new storm breaking on the Aisne heights, a ferocious artillery barrage that shattered French units massed on the front line. It was estimated that two million shells were fired in the four-and-a-half-hour-long preliminary bombardment. By the evening, the French gains in the three great actions had vanished like smoke, and the Germans had crossed the river, advancing fourteen miles on the first day, an unprecedented success on the Western Front. Operation Blücher-Yorck was a great success for the German commander, Erich Ludendorff. On the second day, he was beyond the Vesle, and on the third, his vanguard was looking down from the heights of the Tardenois on the waters of the Marne. It was the swiftest advance made in the West since the beginning of trench warfare.

Pleased with his success, Ludendorff then changed his plans and took forces reserved for a northern attack to support a drive westwards to Paris. The message painted on Germans trucks read, On to Paris! But the advance ran out of supplies and momentum as American troops, fighting their first engagement of the war at Cantigny, together with French forces, stood in the way. Captain Lloyd Williams of the US Marines in Belleau Wood summed up the Americans’ mood; Retreat? Hell, we only just got here! Williams was killed in the ensuing battle that followed on 6th June. The Marines began a counter-attack to take the wood. On the first day, they lost 1,087 men, more than had been lost in the whole of the Marines’ history to that date. Nevertheless, after three weeks of brutal fighting, they eventually took the wood. Meanwhile, on 9th June, Ludendorff had tried to cut off the Allied salient between the two great dents he had made but failed again. His position was hopeless; he was the victim of his own early successes.

Battle of Matz, 9th – 13th June; Advent of the Americans:

Operation Gneisenau, a further German attack, was intended to straighten their forward line. Despite inadequate planning, they pushed the French back, gaining six miles of territory and inflicting heavier casualties than they suffered. However, the offensive floundered and French counter-attacks forced the Germans to halt proceedings after only a few days. In the course of this Spring Offensive, as it became known, they had lost 963,000 men. By this time their surviving soldiers had become so disheartened and disillusioned by their failure to break through the Allied defences that they began shouting abuse at their own reinforcements, calling them, War prolongers! At the same time, ten thousand Americans were arriving each day in France. By the summer of 1918 half a million ‘doughboys’ were on the front line. The British Army was also reinforced, having suffered a 36% casualty rate during the Spring Offensive, with 540,000 new recruits being sent to the Front between March and August. But the Germans facing them still had 207 divisions in all, compared with 203 Allied divisions. Britain also employed manual workers from several nationalities to work in France:

On 19 July, Honduras became the last country to join the war, declaring war on Germany.

Heroines at Home and at the Front:

Back in ‘Blighty’, after an explosion at the Chilwell National Shell Filling Factory in Nottingham killed 134 employees, it was suggested that the Victoria Cross be awarded to staff for their subsequent bravery in going about their own work. Sadly this was not done, as the medal could only be given to individuals in uniform. The number of women in non-domestic employment in April 1918 had risen to 4,808,000, 1.5 million more than four years earlier.

At the Front, two British women who had earned themselves the nickname from Belgian troops, the two Madonnas of Pervyse, Mairi Chisholm and Elsie Knocker, were injured in a gas attack in 1918. They had travelled to Ypres in 1914, setting up an independent first aid station. They were awarded seventeen medals for bravery.

The Second Battle of the Marne, 15 July – 5 August:

The May and June attacks by the Germans had driven the French back from the Aisne to the Marne. There are two explanations for the surprising extent of the German advance, shown on the map below. First, instead of attacking in ‘waves’ of men, they advanced in small groups pressing forward where the opposition was weak and keeping their reserves close at hand to exploit any gap created. Secondly, the British Fifth Army was unusually weak: the line recently taken over from the French had not been put into a proper state of defence; Haig had massed his reserves in the north, where he expected an attack; and after Passchendaele, Lloyd George had retained many reserves in England to prevent unprofitable squandering of life. However, by early July, the German successes had failed to bring outright victory.

The advances had so exceeded Ludendorff’s expectations that he was unprepared to exploit them. The British troops offered magnificent resistance in response to Haig’s famous order, With our backs to the wall and believing in the justice of our cause, each one of us must fight on to the end. Finally, the arrival of Allied reserves, in fresh condition from Palestine and Italy, turned the tide.

Ludendorff still hoped to create a diversion that would allow a decisive attack in Flanders. His last offensive began on 15th July, east and west of Rheims. Divisions drove forwards, crossing the River Marne in several places, but then they were held. The advance achieved nothing and instead the Germans had fallen into the Allied trap. Hitherto Foch had stood patiently on the defensive, hoarding his assets. He had tried almost too highly the fortitude of the British soldier. Now he had got his reserve, and Haig, to augment it, had dangerously thinned his own front in the north, to the consternation of the War Cabinet. The moment had come to use it. On 18th July Foch counter-attacked on the right flank of the new German salient and drove it in. This attack was led by masses of light tanks which forced the Germans to retire. It was not a great counterstroke, but it forced Ludendorff to pause and consider. He halted and then began to withdraw from the Marne pocket.

Foch now had freedom of movement, for with him, at last, was the full American army. By July, there were already a million Americans in France. The German command had long been aware of how great this menace was, but the German press had told the people that it was only a force in buckram. Even up to July this newspaper belittlement continued. But at Chateau-Thierry in June an American contingent had fought with furious gallantry, and on 15th July in the same area, one American division and elements from another had rolled back the German assault. These were the troops who, according to the German press, would not land in Europe unless they could swim like fishes or fly like birds. They had proved their worth in pushing the Germans back to their March starting positions.

Preparations for the Peace Offensive:

But the true counter-attack was not to come until August, at Amiens. In July, the Allied attacks showed the effectiveness of ‘all-arms’ battle tactics, with troops and tanks advancing behind an artillery ‘creeping barrage’ while ground-attack aircraft swept overhead. At Amiens, these were to be put into operation to great effect. The plan for the Peace Offensive, which aimed at compelling a German surrender, was wholly British. Haig had now come to the height of his powers and was a different man from the cautious, orthodox soldier of the earlier days of the war. He had not always been happy with his French colleagues; in some ways, he had been too similar to Pétain, and in every other way too dissimilar to Foch, to be quite at ease with either of them. But now his mind and Foch’s seemed to be on the same ‘wavelength’. The Chief of Allied forces was now elevated enough to take advice, and from Haig, he drew not only his chief weapon – the tank – but also many of his tactics, as well as certain key points in his strategy. The British Army had suffered far more than the French in terms of casualties, but they were still ready to take the chief role, one which they retained until the last day of the war. This was a measure of the reverence in which Foch held his ally. The British ‘Tommy’ was, by now, well-disciplined, as the following notice, pasted into their pay-books, suggests:

Keep your mouths shut! The success of any operation we carry out depends chiefly on surprise. Do not talk – when you know that your unit is making preparations for an attack, don’t talk about them to men in other units, or to stangers, and keep your mouth shut, especially in public places.

This secrecy was essential to success at Amiens since many previous battles had shown the Germans fully aware of Allied plans. The tables were now turned, with British intelligence also far more effective than it had been previously. Detailed preparations could be made on the basis of information obtained which identified 95% of German artillery positions. Ernest James RollingsIn particular, Lt Ernest Rollings MC of the 17th Armoured Car Battalion (pictured left) went ‘behind enemy lines’ to recover detailed plans of the Hindenberg Line. On his return, he commented that it was by far the best fighting day I have ever had. In 1931, a newspaper report described the Welshman as ‘The Man Who Ended the War’. Perhaps the journalist who wrote of it thought that he deserved a ‘niche in the pantheon’ alongside that other iconic Welshman, and PM, David Lloyd George (below), the Man who won the War.

The Temper and Temperature of Britain:

For now, however, the temper of Britain through the spring and summer was heavy and apathetic, but it revealed by little spurts of violence how near men and women were living to the outer edges of their nerves. The crisis of March and April had produced a new resolution, but it was a resolution which had no exhilaration in it and little hope. People had begun to doubt if the War would ever end. The night was still so black that they had forgotten that the darkest hour might presage the dawn. But as the months of ‘darkness’ dragged on, and the word from the battle-fields was only of still further retreats and losses, the popular mood sank again into a dull listlessness. To make matters worse, in June there was an outbreak of ‘Spanish ‘flu’. Thirty people died in Lancashire, but no one had any idea how many millions more it was about to kill.

For Siegfried Sassoon and Wilfred Owen, the soldier-poets, the satire they wrote was partly the product of the feeling that they belonged to a different race from the civilians they found themselves among while convalescing at Craiglockart Hospital near Edinburgh. Sassoon published his satirical poems in Counter-Attack (1918). Many of them were protest poems indignantly implying that the war was being needlessly prolonged by politicians and generals who could have stopped it. While Owen was on invalid leave in England, if he met civilians who talked too glibly about the war, he would thrust in front of their eyes photographs of horribly mutilated soldiers. But he, together with Sassoon and Osbert Sitwell, reserved his satirical condemnation for the rich, old men who were making a profit out of the war and did not share the soldiers’ terrible discomforts and dangers, yet concealed their selfishness behind a front of self-righteous flag-waving and jingoism. In his poem, The Parable of the Old Men and the Young, Owen envisages Abraham killing Isaac despite God’s command to sacrifice a ram instead:

But the old man would not so, but slew his son,

And half the seed of Europe, one by one.

This indignant mood that led these soldier-poets to satirise civilians is revealed in a letter which Owen wrote to his mother from Scarborough in July 1918:

This morning at 8.20 we heard a boat torpedoed in the bay, about a mile out. I wish the Boche would have the pluck to come right in and make a clean sweep of the pleasure boats, and the promenaders on the Spa, and all the stinking Leeds and Bradford war-profiteers now reading ‘John Bull’ on Scarborough Sands.

The Return of the War Horse & the Fall of the Virgin:

The morale of the soldiers at the Front throughout the spring and early summer matched the cynical protests of people and poets on the home front, for the war to be brought to an end. It was perhaps best summed up in the following song:

Meanwhile, preparations for the offensive continued throughout the summer. Fifteen thousand cavalry horses prepared for action. Cavalrymen had operated as unmounted infantry for most of the war since there were few opportunities for horse-mounted soldiers to fight effectively on the typical Western Front battlefield. As the fighting became more open again, cavalry began to be utilised once more.

Earlier in the war, in the town of Albert, near to the Somme, a statue of the Virgin Mary outside a church was hit. It didn’t fall completely and remained, leaning over. It was reckoned that when it finally fell the war would end. At the beginning of August, the statue toppled. Trench warfare on both sides was certainly coming to an end, thanks to the tanks. But as the Germans left their trenches in the summer of 1918, they left notices for the British to warn them that the war was far from won and lost:

Dear Tommy,

You are quite welcome to what we are leaving. When we stop we shall stop, and stop you in a manner you won’t appreciate.
